    Considerations when buying a continuous emissions monitoring (CEM) system include probe design, sample conditioning systems, analyzers, dilution ratios, scrubber systems, redundancy, hot back ups, cold back ups and operating schedules. Parameters to be monitored include nitrogen oxide (NO{sub x}), oxygen (O{sub 2}), carbon monoxide (CO), carbon dioxide (CO{sub 2}), sulfur dioxide (SO{sub 2}), total hydrocarbons (THC), hydrogen chloride (HCl) and ammonia (NH{sub 3}) as well as mass flow and opacity. Commercially available CEMS designed to monitor pollutants such as CO and NO{sub x} can be divided into three general classifications: in situ, conventional extractive and dilution extractive. These classifications are based on how gas samples are delivered to the analyzer. This article evaluates these classifications of CEMS.

    When speaking of unsolved problems in physics, this is surprising at first glance to discuss the case of fluid mechanics. However, there are many deep open questions that come with the theory of fluid mechanics. In this paper, we discuss some of them that we classify in two categories, the long term behavior of solutions of equations of hydrodynamics and the definition of initial (boundary) conditions. The first set of questions come with the non-relativistic theory based on the Navier-Stokes equations. Starting from smooth initial conditions, the purpose is to understand if solutions of Navier-Stokes equations remain smooth with the time evolution. Existence for just a finite time would imply the evolution of finite time singularities, which would have a major influence on the development of turbulent phenomena. The second set of questions come with the relativistic theory of hydrodynamics. There is an accumulating evidence that this theory may be relevant for the description of the medium created in high energy heavy-ion collisions. However, this is not clear that the fundamental hypotheses of hydrodynamics are valid in this context. Also, the determination of initial conditions remains questionable. The purpose of this paper is to explore some ideas related to these questions, both in the non-relativistic and relativistic limits of fluid mechanics. We believe that these ideas do not concern only the theory side but can also be useful for interpreting results from experimental measurements.

    The Advanced Fuel Cycle Initiative (AFCI) program has both 搊utcome and 損rocess goals because it must address both waste already accumulating as well as completing the fuel cycle in connection with advanced nuclear power plant concepts. The outcome objectives are waste geological repository capacity and cost, energy security and sustainability, proliferation resistance, fuel cycle economics, and safety. The process objectives are readiness to proceed and adaptability and robustness in the face of uncertainties. A classic decision-making approach to such a multi-attribute problem would be to weight individual quantified criteria and calculate an overall figure of merit. This is inappropriate for several reasons. First, the goals are not independent. Second, the importance of different goals varies among stakeholders. Third, the importance of different goals is likely to vary with time, especially the 揺nergy future. Fourth, some key considerations are not easily or meaningfully quantifiable at present. Instead, at this point, we have developed 16 questions the AFCI program should answer and suggest an approach of determining for each whether relevant options improve meeting each of the program goals. We find that it is not always clear which option is best for a specific question and specific goal; this helps identify key issues for future work. In general, we suggest attempting to create as many win-win decisions (options that are attractive or neutral to most goals) as possible. Thus, to help clarify why the program is exploring the options it is, and to set the stage for future narrowing of options, we have developed 16 questions, as follows: What are the AFCI program goals? Which potential waste disposition approaches do we plan for? What are the major separations, transmutation, and fuel options? How do we address proliferation resistance? Which potential energy futures do we plan for? What potential external triggers do we plan for? Should we separate uranium? If we separate uranium, should we recycle it, store it or dispose of it? Is it practical to plan to fabricate and handle 揾ot fuel? Which transuranic elements (TRU) should be separated and transmuted? Of those TRU separated, which should be transmuted together? Should we separate and/or transmute Cs and Sr isotopes that dominate near-term repository heating? Should we separate and/or transmute very long-lived Tc and I isotopes? Which separation technology? What mix of transmutation technologies? What fuel technology best supports the above decisions?

    Understanding the diverse PHEV purchase behaviors among prospective new car buyers is key for designing efficient and effective policies for promoting new energy vehicle technologies. The ORNL MA3T model developed for the U.S. Department of Energy is described and used to project PHEV purchase probabilities by different consumers. MA3T disaggregates the U.S. household vehicle market into 1458 consumer segments based on region, residential area, driver type, technology attitude, home charging availability and work charging availability and is calibrated to the EIA s Annual Energy Outlook. Simulation results from MA3T are used to identify the more likely PHEV buyers and provide explanations. It is observed that consumers who have home charging, drive more frequently and live in urban area are more likely to buy a PHEV.   5. Revisiting the 'Buy versus Build' decision for publicly owned utilities in California considering wind and geothermal resources

    The last two decades have seen a dramatic increase in the market share of independent, non-utility generators (NUGs) relative to traditional, utility-owned generation assets. Accordingly, the ''buy versus build'' decision facing utilities--i.e., whether a utility should sign a power purchase agreement (PPA) with a NUG, or develop and own the generation capacity itself--has gained prominence in the industry. Specific debates have revolved around the relative advantages of, the types of risk created by, and the regulatory incentives favoring each approach. Very little of this discussion has focused specifically on publicly owned electric utilities, however, perhaps due to the belief that public power's tax-free financing status leaves little space in which NUGs can compete. With few exceptions (Wiser and Kahn 1996), renewable sources of supply have received similarly scant attention in the buy versus build debate. In this report, we revive the ''buy versus build'' debate and apply it to the two sectors of the industry traditionally underrepresented in the discussion: publicly owned utilities and renewable energy. Contrary to historical treatment, this debate is quite relevant to public utilities and renewables because publicly owned utilities are able to take advantage of some renewable energy incentives only in a ''buy'' situation, while others accrue only in a ''build'' situation. In particular, possible economic advantages of public utility ownership include: (1) the tax-free status of publicly owned utilities and the availability of low-cost debt, and (2) the renewable energy production incentive (REPI) available only to publicly owned utilities. Possible economic advantages to entering into a PPA with a NUG include: (1) the availability of federal tax credits and accelerated depreciation schedules for certain forms of NUG-owned renewable energy, and (2) the California state production incentives available to NUGs but not utilities. This report looks at a publicly owned utility's decision to buy or build new renewable energy capacity--specifically wind or geothermal power--in California. To examine the economic aspects of this decision, we modified and updated a 20-year financial cash-flow model to assess the levelized cost of electricity under four supply options: (1) public utility ownership of new geothermal capacity, (2) public utility ownership of new wind capacity, (3) a PPA for new geothermal capacity, and (4) a PPA for new wind capacity.

    Research in Question Answering has focused on the quality of information retrieval or extraction using the metrics of precision and recall to judge success; these metrics drive toward finding the specific best answer(s) and are best supportive of a lookup type of search. These do not address the opportunity that users? natural language questions present for exploratory interactions. In this paper, we present an integrated Question Answering environment that combines a visual analytics tool for unstructured text and a state-of-the-art query expansion tool designed to compliment the cognitive processes associated with an information analysts work flow. Analysts are seldom looking for factoid answers to simple questions; their information needs are much more complex in that they may be interested in patterns of answers over time, conflicting information, and even related non-answer data may be critical to learning about a problem or reaching prudent conclusions. In our visual analytics tool, questions result in a comprehensive answer space that allows users to explore the variety within the answers and spot related information in the rest of the data. The exploratory nature of the dialog between the user and this system requires tailored evaluation methods that better address the evolving user goals and counter cognitive biases inherent to exploratory search tasks.

    Siting of 60 ground receiving stations (rectennas) for the SPS may pose a problem due to the large area per rectenna (15,000 hectares, 38,000 acres) and numerous siting constraints. This study analyzes areas potentially eligible for rectenna sites by mapping, at a national scale, those conditions which would preclude rectenna construction. These exclusion variables which reflect restricted lands, topography, safety, national policy and electromagnetic (microwave) effects, have been computer encoded and tabulated. Subsequent analysis of the nine electric power planning regions that make up the contiguous states indicate an apparently adequate number of nominally eligible sites in all regions in comparison to projected electrical generation. Eligibility in this context means only that areas were not excluded in this national level analysis; more detailed investigation may reveal purely local constraints or smaller scale exclusions. A second major qualification relates to small isolated eligible areas. Eliminating individual eligible clusters with less than nine times the area of one rectenna eliminates much of the Eastern US; a four-to-one adjacent eligible area test poses no such problem. An independant study of the placement of 60 nominal sites in relation to projected load centers reveals that, even with modest transmission distances, the supply of eligible areas is not a key constraint, except perhaps in the Mid-Atlantic (Electric Reliability) Council Region. Even when several less critical (potential) exclusions are considered, more than 19% of the US is eligible; every region except Mid-Atlantic has at least 50 times an many eligible sites as are required.

  20. Something to buy paraffin with: an investigation into domestic energy consumption in rural Kenya

    Recently, two government agencies have surveyed energy consumption in Kenya. These two studies yielded conflicting results, necessitating that a third, more carefully conducted survey be used as the basis for this study. The survey instrument used was designed by the author and included questions regarding the types and quantities of fuels used, income information, and demographic data; 572 households were surveyed. The results are first aggregated by ecological zone and compared with the responses of the same households from the 1979 energy survey. Two findings emerge. First, wood consumption is lower in the high and medium potential lands. Fuelwood scarcity appears to be caused by high population density, not low ecological potential. Second, consumption of fuelwood and paraffin (i.e., kerosene) has decreased significantly over the past two years, due mainly to the increased price of the latter and the increased scarcity of the former. Next, the survey results are analyzed by way of a farm-type classification system which classifies the respondents into five groups: non-surplus farmers, surplus farmers, cash-surplus farmers, cash crop farmers, and wage workers. Finally, the analysis takes a relational perspective relying upon regression analysis. Income serves as a determinant of kerosene consumption, but not of fuelwood consumption.

    NUREG/CR-6204 is a collection of questions and answers that were originally issued in seven sets and which pertain to revised 10 CFR Part 20. The questions came from both outside and within the NRC.     Because Engineered Trench #3 (ET#3) will be placed in the location previously designated for Slit Trench #12 (ST#12), Solid Waste Management (SWM) requested that the Savannah River National Laboratory (SRNL) determine if the ST#12 limits could be employed as surrogate disposal limits for ET#3 operations. SRNL documented in this Unreviewed Disposal Question Evaluation (UDQE) that the use of ST#12 limits as surrogates for the new ET#3 disposal unit will provide reasonable assurance that Department of Energy (DOE) 435.1 performance objectives and measures (USDOE, 1999) will be protected. Therefore new ET#3 inventory limits as determined by a Special Analysis (SA) are not required.

    Over 2 million packages of radioactive materials are shipped each year in the United States. These shipments are carried by trucks, trains, ships, and airplanes every day just like other commodities. Compliance with Federal regulations ensures that radioactive materials are transported safely. Proper packaging is the key to safe shipment. Package designs for radioactive materials must protect the public and the environment even in case of an accident. As the level of radioactivity increases, packaging design requirements become more stringent. Radioactive materials have been shipped in this country for more than 40 years. As with other commodities, vehicles carrying these materials have been involved in accidents. However, no deaths or serious injuries have resulted from exposure to the radioactive contents of these shipments. People are concerned about how radioactive shipments might affect them and the environment. This booklet briefly answers some of the commonly asked questions about the transport of radioactive materials. More detailed information is available from the sources listed at the end of this booklet.

    Isolated pulsars are rotating neutron stars with accurately measured angular velocities $\\Omega$, and their time derivatives which show unambiguously that the pulsars are slowing down. Although the exact mechanism of the spin-down is a question of debate, the commonly accepted view is that it arises either through emission of magnetic dipole radiation (MDR) from a rotating magnetized body, through emission of a relativistic particle wind, or via higher order magnetic multipole or gravitational quadrupole radiation. The calculated energy loss by a rotating pulsar is model dependent and leads to the power law $\\dot{\\Omega}$ = -K $\\Omega^{\\rm n}$ where $n$ is called the braking index. The theoretical value for braking index is $n = 1, 3, 5$ for wind, MDR, quadrupole radiation respectively. The accepted view is that pulsar braking is strongly dominated by MDR. Highly precise observations of isolated pulsars yield braking index values in the range $1 < n < 2.8$ which are consistently less than the value pred...

    Typical questions surrounding industrial control system (ICS) cyber security always lead back to: What could a cyber attack do to my system(s) and; how much should I worry about it? These two leading questions represent only a fraction of questions asked when discussing cyber security as it applies to any program, company, business, or organization. The intent of this paper is to open a dialog of important pertinent questions and answers that managers of nuclear facilities engaged in nuclear facility security and safeguards should examine, i.e., what questions should be asked; and how do the answers affect an organization's ability to effectively safeguard and secure nuclear material. When a cyber intrusion is reported, what does that mean? Can an intrusion be detected or go un-noticed? Are nuclear security or safeguards systems potentially vulnerable? What about the digital systems employed in process monitoring, and international safeguards? Organizations expend considerable efforts to ensure that their facilities can maintain continuity of operations against physical threats. However, cyber threats particularly on ICSs may not be well known or understood, and often do not receive adequate attention. With the disclosure of the Stuxnet virus that has recently attacked nuclear infrastructure, many organizations have recognized the need for an urgent interest in cyber attacks and defenses against them. Several questions arise including discussions about the insider threat, adequate cyber protections, program readiness, encryption, and many more. These questions, among others, are discussed so as to raise the awareness and shed light on ways to protect nuclear facilities and materials against such attacks.

    A game based on student-generated multiple-choice questions (MCQs) was used to promote participatory learning and as a knowledge assessment tool in the framework of an elementary course in Photonics. Under the instructor's guidance, students were asked to author MCQs, including both question stems and four possible answers (three distractors and one correct answer). They were told that good enough questions would enter a repository from which MCQs for the final exam could be drawn. The student-generated MCQs were then reviewed by the instructor, who discarded unsuitable questions and made amendments to ensure quality standards. The resulting repository (with the key to the correct answers) was made available to the students, whereupon a subset of questions were selected by the instructor to set the MCQ test for the final exam (consisting of a MCQ test based on student-generated questions and a problem-solving part set entirely by the instructor).     There are two independent claims for the discovery of element 112: The claim by Hofmann et al. from 1996 and the older claim from 1971 by Marinov et al. This Comment will not challenge the experimental results of Hofmann et al., but it will discuss one aspect of the claimed discovery of element 112 by Marinov et al., as their experiment has never been reproduced in exactly the form in which the original experiment has been carried out. The reasons for this deficiency may not be found in the field of science, but possibly in radioprotection restrictions for researchers who want to carry out such an experiment. However, such is not a sufficient reason to exclude the original claim from all considerations of the responsible international authorities, who have to settle such priority questions. It may be in agreement with scientific traditions, that when the responsible international committees do not feel to be able to come to a positive decision on the "1971" claim, they could keep the priority problem unsettled for the time being.

    Question 1 - The type of physics regimes that HILL can access for weapons studies is quite interesting. The question that arises for the proposal team is what priority does this type of experimental data have versus data that can be obtained with NIF, and Z. How does HILL rank in priority compared to MARIE 1.0 in terms of the experimental data it will provide? We reiterate that isochoric heating experiments to be conducted with HILL are complementary to the high energy density physics experiments at NIF and Z and uniquely access states of matter that neither other facility can access. It is our belief that HILL will enable several important questions, e.g., as related to mix morphology, radiation transfer from corrugated surfaces, and equations of state, to be run to ground through carefully diagnosed, 'unit-physics' experiments. Such experiments will substantially improve confidence in our computer models and provide a rigorous science basis for certification. Question 2 - A secondary question relates to the interests of LLNL and SNL in the physics that HILL can address. This should be spelled out clearly. I would like to see the other labs be part of the discussion regarding how important this capability would be if built. Both sister Labs have a keen interest in the physics enabled by high-intensity, high-energy lasers, as evinced by the Z Petawatt and NIF ARC upgrades to their signature facilities. LANL scientists have teamed with scientists from both Laboratories in high-intensity laser 'first experiments' envisioned for HILL and we fully intend to continue these profitable discussions going forward. In the preparation of the HILL proposal, feedback was solicited from the broader HEDP and weapons science communities. The consensus view was that HILL filled a critical gap and that there was a need for a facility like HILL to address outstanding questions in weapons science. It was recognized that co-location of HILL with a facility such as MaRIE 1.0, Z, NIF, or Omega may offer additional advantages and we would expect these to be explored and evaluated during the CD process. Question 3 - A laser/optics experts group should review this proposal to ensure the level of R&D is reasonable to provide a sufficient chance of success (>50%). In the preparation of the HILL proposal, we sent our proposal and cost estimates to laser designers/scientists across the complex. Though risks were identified with our design, the prevailing view of those we engaged was that the risks were appropriately represented by the TRL levels assigned and that the enabling R&D planned in our proposal was adequate for risk mitigation. Question 4 - More data and peer review is needed from its sister facilities around the world. It is our specific intent to conduct both scientific and technical workshops with the user community if the High Intensity Science field is further encouraged as part of the NNSA Roadmap. Question 5 - Does HILL have to be co-located with MARIE 1.0? Is that feasible from the point of view of TA-53 real estate? Multiple siting options were considered for HILL, including co-location with MaRIE 1.0 (the most cost-effective and flexible option), as well as in a separate, stand-alone building and in a retro-fitted existing building. The cost estimate included these contingencies and candidate locations for HILL in TA-53 were identified. There is actually significant space at TA-53 on the hill in the northeast end of the mesa. Question 6 - What would be the impact on the weapons program if this facility were NOT built? An inability to elucidate aspects of weapons science in the dense plasma regime and validate computer models for same. This will lead to reduced confidence in the computer tools used for certification. Question 7 - Will HILL allow some of the x-ray vulnerability studies proposed by SPARC? If so what does Sandia's vulnerability group think of this method versus SPARC. It is possible that some of the scope envisioned for SPARC could be achieved on HILL, although likely that the energy produced at HILL not bei

    Carl Sagan's oft-quoted statement that there are "billions and billions" of stars in the cosmos gives an idea of just how much "stuff" is in the universe. However scientists now think that in addition to the type of matter with which we are familiar, there is another kind of matter out there. This new kind of matter is called "dark matter" and there seems to be five times as much as ordinary matter. Dark matter interacts only with gravity, thus light simply zips right by it. Scientists are searching through their data, trying to prove that the dark matter idea is real. Fermilab's Dr. Don Lincoln tells us why we think this seemingly-crazy idea might not be so crazy after all.

    George Orwell`s {open_quotes}doublethink{close_quotes} should be generalized to {open_quotes}polythink{close_quotes} to describe the multiplicity of views that radiation protection professionals must simultaneously accommodate. The paradigms, that is, organizing principles and beliefs, that (1) regulators, (2) operational health physicists, (3) scientists, (4) lawyers for the defendant, and (5) lawyers for the plaintiff use in their approaches to radiation protection are presented. What we believe as scientists often conflicts with what we do for purposes of radiation protection. What we need to do merely to protect humankind and the environment from harmful effects of radiation is far less than what we must do to satisfy the regulator, whose paradigm has checklists, score-keeping, and penalties. In the hands of lawyers, our work must overcome different challenges. Even if the paradigms of the operational health physicist, the scientist, and the regulator match, the odds against the lawyers paradigms also matching are astronomical. The differing paradigms are illustrated by example questions and answers. It is important for educators, trainers, and health physicists to recognize and separate the score-keeping, practice, science, and legal issues in health physics.

    Solid low-level waste disposal operations are controlled in part by an E-Area Low-Level Waste Facility (ELLWF) Performance Assessment (PA) that was completed by the Savannah River National Laboratory (SRNL) in 2008 (WSRC 2008). Since this baseline analysis, new information pertinent to disposal operations has been identified as a natural outcome of ongoing PA maintenance activities and continuous improvement in model simulation techniques (Flach 2013). An Unreviewed Disposal Question (UDQ) Screening (Attachment 1) has been initiated regarding the continued ability of the ELLWF to meet Department of Energy (DOE) Order 435.1 performance objectives in light of new PA items and data identified since completion of the original UDQ Evaluation (UDQE). The present UDQE assesses the ability of Solid Waste (SW) to meet performance objectives by estimating the influence of new information items on a recent sum-of-fractions (SOF) snapshot for each currently active E-Area low-level waste disposal unit. A final SOF, as impacted by this new information, is projected based on the assumptions that the current disposal limits, Waste Information Tracking System (WITS) administrative controls, and waste stream composition remain unchanged through disposal unit operational closure (Year 2025). Revision 1 of this UDQE addresses the following new PA items and data identified since completion of the original UDQE report in 2013: ? New K{sub d} values for iodine, radium and uranium ? Elimination of cellulose degradation product (CDP) factors ? Updated radionuclide data ? Changes in transport behavior of mobile radionuclides ? Potential delay in interim closure beyond 2025 ? Component-in-grout (CIG) plume interaction correction Consideration of new information relative to the 2008 PA baseline generally indicates greater confidence that PA performance objectives will be met than indicated by current SOF metrics. For SLIT9, the previous prohibition of non-crushable containers in revision 0 of this UDQE has rendered the projected final SOF for SLIT9 less than the WITS Admin Limit. With respect to future disposal unit operations in the East Slit Trench Group, consideration of new information for Slit Trench#14 (SLIT14) reduced the current SOF for the limiting All-Pathways 200-1000 year period (AP2) by an order of magnitude and by one quarter for the Beta-Gamma 12-100 year period (BG2) pathway. On the balance, updates to K{sub d} values and dose factors and elimination of CDP factors (generally favorable) more than compensated for the detrimental impact of a more rigorous treatment of plume dispersion. These observations suggest that future operations in the East Slit Trench Group can be conducted with higher confidence using current inventory limits, and that limits could be increased if desired for future low-level waste disposal units. The same general conclusion applies to future ST抯 in the West Slit Trench Group based on the Impacted Final SOFs for existing ST抯 in that area.
