Methods and systems for rapid automatic keyword extraction for information retrieval and analysis. Embodiments can include parsing words in an individual document by delimiters, stop words, or both in order to identify candidate keywords. Word scores for each word within the candidate keywords are then calculated based on a function of co-occurrence degree, co-occurrence frequency, or both. Based on a function of the word scores for words within the candidate keyword, a keyword score is calculated for each of the candidate keywords. A portion of the candidate keywords are then extracted as keywords based, at least in part, on the candidate keywords having the highest keyword scores.

The Advanced Fuel Cycle Initiative (AFCI) program has both outcome and process goals because it must address both waste already accumulating as well as completing the fuel cycle in connection with advanced nuclear power plant concepts. The outcome objectives are waste geological repository capacity and cost, energy security and sustainability, proliferation resistance, fuel cycle economics, and safety. The process objectives are readiness to proceed and adaptability and robustness in the face of uncertainties. A classic decision-making approach to such a multi-attribute problem would be to weight individual quantified criteria and calculate an overall figure of merit. This is inappropriate for several reasons. First, the goals are not independent. Second, the importance of different goals varies among stakeholders. Third, the importance of different goals is likely to vary with time, especially the energy future. Fourth, some key considerations are not easily or meaningfully quantifiable at present. Instead, at this point, we have developed 16 questions the AFCI program should answer and suggest an approach of determining for each whether relevant options improve meeting each of the program goals. We find that it is not always clear which option is best for a specific question and specific goal; this helps identify key issues for future work. In general, we suggest attempting to create as many win-win decisions (options that are attractive or neutral to most goals) as possible. Thus, to help clarify why the program is exploring the options it is, and to set the stage for future narrowing of options, we have developed 16 questions, as follows: What are the AFCI program goals? Which potential waste disposition approaches do we plan for? What are the major separations, transmutation, and fuel options? How do we address proliferation resistance? Which potential energy futures do we plan for? What potential external triggers do we plan for? Should we separate uranium? If we separate uranium, should we recycle it, store it or dispose of it? Is it practical to plan to fabricate and handle hot fuel? Which transuranic elements (TRU) should be separated and transmuted? Of those TRU separated, which should be transmuted together? Should we separate and/or transmute Cs and Sr isotopes that dominate near-term repository heating? Should we separate and/or transmute very long-lived Tc and I isotopes? Which separation technology? What mix of transmutation technologies? What fuel technology best supports the above decisions?

This work answers the basic questions of superconductivity in a question-and-answer format. We extend a basic hypothesis to various superconductors. This hypothesis is that superconductivity requires that the pairing gap locates around the Fermi level. On the basis of this hypothesis our calculations give the so-called three factor theory with which some key problems of the high temperature superconductivity are explained.

Research in Question Answering has focused on the quality of information retrieval or extraction using the metrics of precision and recall to judge success; these metrics drive toward finding the specific best answer(s) and are best supportive of a lookup type of search. These do not address the opportunity that users? natural language questions present for exploratory interactions. In this paper, we present an integrated Question Answering environment that combines a visual analytics tool for unstructured text and a state-of-the-art query expansion tool designed to compliment the cognitive processes associated with an information analysts work flow. Analysts are seldom looking for factoid answers to simple questions; their information needs are much more complex in that they may be interested in patterns of answers over time, conflicting information, and even related non-answer data may be critical to learning about a problem or reaching prudent conclusions. In our visual analytics tool, questions result in a comprehensive answer space that allows users to explore the variety within the answers and spot related information in the rest of the data. The exploratory nature of the dialog between the user and this system requires tailored evaluation methods that better address the evolving user goals and counter cognitive biases inherent to exploratory search tasks.

In answering the difficult questions on neutrinos asked by Sphinx I argue that search for proton decay is the most important experiment in coming 5-10 years. I also emphasize the crucial importance of the neutrinoless double beta decay with sensitivity of \\sim 0.01 eV level as the unique feasible way of directly detecting neutrinos of atmospheric mass scale in laboratories. I point out that, if observed at this level, it means not only that neutrinos are Majorana particle but also that they must obey an inverted mass hierarchy.

More than a decade ago, word processing software revolutionized the way documents were prepared, and productivity was increased. But the editing and formatting capabilities of most word processors did very little to prevent errors in spelling, typing, grammar, diction, style, or organization from slipping through to the final documents. In the past few years, the number of software tools that aid the author has increased substantially. They now vary in scope from simple spelling checkers to sophisticated diction analyzers and idea processors. Moreover, writing-aid-software described in this report is now available for many types of computing systems, including personal computers, scientific workstations, and mainframes. The various pieces of software can be used in interactive or non-interactive (batch) modes.

    E-Print Network [OSTI]

    Ping He; Yuan-Zhong Zhang

    1998-10-16T23:59:59.000Z

The explanation for the existence of an excess population of faint blue galaxies (FBGs) has been a mystery for nearly two decades, and remains one of the grand astronomical issues to date. Existing models cannot explain all of the observational data such as galaxy number counts in the optical and infrared passbands and the redshift distributions of galaxies. Here, by modelling the morphological number counts derived from the Hubble Space Telescope, as well as the number counts in optical and infrared passbands, and the redshift and color distributions of galaxies obtained from ground-based observations, we show that the `FBG problem' cannot be resolved if elliptical galaxies are assumed to have formed in an instantaneous burst of star formation at high redshift with no subsequent star formation events, which is just the conventional scenario for formation and evolution of ellipticals. There exist great discrepancies between the observed $B-K$ color distribution and the predicted distribution for ellipticals by such a pure luminosity evolution (PLE) model in the context of the conventional scenario. Neither can the mild evolution (i.e., the star formation events have lasted for a longer time than those of the instantaneous burst and passive evolution since the formation of galaxies) for ellipticals be accepted in the context of PLE assumption. The introduction of dust extinction also cannot save the PLE models. This conclusion holds for each of the three cosmological models under consideration: flat, open and $\\Lambda$-dominated. Hence, our investigation suggests that PLE assumption for elliptical galaxies is questionable, and number evolution may be essential for ellipticals.

NUREG/CR-6204 is a collection of questions and answers that were originally issued in seven sets and which pertain to revised 10 CFR Part 20. The questions came from both outside and within the NRC. The answers were compiled and provided by NRC staff within the offices of Nuclear Reactor Regulation, Nuclear Material Safety and Safeguards, Nuclear Regulatory Research, the Office of State Programs, and the five regional offices. Although all of the questions and answers have been reviewed by attorneys in the NRC Office of the General Counsel, they do not constitute official legal interpretations relevant to revised 10 CFR Part 20. The questions and answers do, however, reflect NRC staff decisions and technical options on aspects of the revised 10 CFR Part 20 regulatory requirements. This NUREG is being made available to encourage communication among the public, industry, and NRC staff concerning the major revisions of the NRC`s standards for protection against radiation.

Because Engineered Trench #3 (ET#3) will be placed in the location previously designated for Slit Trench #12 (ST#12), Solid Waste Management (SWM) requested that the Savannah River National Laboratory (SRNL) determine if the ST#12 limits could be employed as surrogate disposal limits for ET#3 operations. SRNL documented in this Unreviewed Disposal Question Evaluation (UDQE) that the use of ST#12 limits as surrogates for the new ET#3 disposal unit will provide reasonable assurance that Department of Energy (DOE) 435.1 performance objectives and measures (USDOE, 1999) will be protected. Therefore new ET#3 inventory limits as determined by a Special Analysis (SA) are not required.

Over 2 million packages of radioactive materials are shipped each year in the United States. These shipments are carried by trucks, trains, ships, and airplanes every day just like other commodities. Compliance with Federal regulations ensures that radioactive materials are transported safely. Proper packaging is the key to safe shipment. Package designs for radioactive materials must protect the public and the environment even in case of an accident. As the level of radioactivity increases, packaging design requirements become more stringent. Radioactive materials have been shipped in this country for more than 40 years. As with other commodities, vehicles carrying these materials have been involved in accidents. However, no deaths or serious injuries have resulted from exposure to the radioactive contents of these shipments. People are concerned about how radioactive shipments might affect them and the environment. This booklet briefly answers some of the commonly asked questions about the transport of radioactive materials. More detailed information is available from the sources listed at the end of this booklet.

  1. Braking index of isolated pulsars: open questions and ways forward

    E-Print Network [OSTI]

    Hamil, Oliver

    2015-01-01T23:59:59.000Z

Isolated pulsars are rotating neutron stars with accurately measured angular velocities $\\Omega$, and their time derivatives which show unambiguously that the pulsars are slowing down. Although the exact mechanism of the spin-down is a question of debate, the commonly accepted view is that it arises either through emission of magnetic dipole radiation (MDR) from a rotating magnetized body, through emission of a relativistic particle wind, or via higher order magnetic multipole or gravitational quadrupole radiation. The calculated energy loss by a rotating pulsar is model dependent and leads to the power law $\\dot{\\Omega}$ = -K $\\Omega^{\\rm n}$ where $n$ is called the braking index. The theoretical value for braking index is $n = 1, 3, 5$ for wind, MDR, quadrupole radiation respectively. The accepted view is that pulsar braking is strongly dominated by MDR. Highly precise observations of isolated pulsars yield braking index values in the range $1 < n < 2.8$ which are consistently less than the value pred...

One intent of DOE Order 435.1 (USDOE 1999a ), as expressed in the performance assessment/composite analysis guidance (USDOE 1999c), is to ensure that proposed changes in wasteforms, containers, radionuclide inventories, facility design, and operations are reviewed to ensure that the assumptions, results, and conclusions of the DOE approved performance assessment (PA) (WSRC 2000), and composite analysis (CA) (WSRC 1997), as well as any Special analyses (SA) that might have been performed, remain valid (i.e., that the proposed change is bounded by the PA and CA) and the changes are within the bounds of the Disposal Authorization Statement (USDOE 1999b). The goal is to provide flexibility in day-to-day operation and to require those issues with a significant impact on the PA's conclusions, and therefore the projected compliance with performance objectives/measures, to be identified and brought to the proper level of attention. It should be noted that the term performance measure is used t o describe site specific adaptations of the DOE Order 435.1 Performance Objectives and requirements (e.g., performance measures such as applying drinking water standards to the groundwater impacts assessment). The intent of this document is to provide an evaluation of the issues identified within Problem Identification Report (PIR) number 2002-PIR-26-0050 (Kukraja 2002).

The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

Much of the clean or slightly contaminated concrete from Decontamination and Decommissioning (D&D) activities could be re-used. Currently, there is no standardized approach, or protocol, for managing the disposition of such materials. Namely, all potential disposition options for concrete, including authorized release for re-use, are generally not fully evaluated in D&D projects, so large quantities have been unduly disposed of as low-level radioactive waste. As a result, costs of D&D have become prohibitively high, hindering expedient cleanup of surplus facilities. The ability to evaluate and implement the option of authorized release of concrete from demolition would result in significant cost savings, while maintaining protection of environmental health and safety, across the Department of Energy (DOE) complex. The Idaho National Engineering and Environmental Laboratory (INEEL), Argonne National Laboratory East (ANL-E), and Vanderbilt University have teamed to develop a protocol for the authorized release of concrete, based on the existing DOE guidance of Order 5400.5, that applies across the DOE complex. The protocol will provide a streamlined method for assessing risks and costs, and reaching optimal disposal options, including re-use of the concrete within the DOE system.

The 'cosmological principle' was set up early without realizing its implications for the horizon problem, and almost entirely without support from observational data. Consistent signals of anisotopy have been found in data on electromagnetic propagation, polarizations of QSOs and CMB temperature maps. The axis of Virgo is found again and again in signals breaking isotropy, from independent observables in independent energy regimes. There are no satisfactory explanations of these effects in conventional astrophysics. Axion-photon mixing and propagation in axion condensates are capable of encompassing the data.

  11. INDUSTRIAL CONTROL SYSTEM CYBER SECURITY: QUESTIONS AND ANSWERS RELEVANT TO NUCLEAR FACILITIES, SAFEGUARDS AND SECURITY

    SciTech Connect (OSTI)

Robert S. Anderson; Mark Schanfein; Trond Bjornard; Paul Moskowitz

    2011-07-01T23:59:59.000Z

Typical questions surrounding industrial control system (ICS) cyber security always lead back to: What could a cyber attack do to my system(s) and; how much should I worry about it? These two leading questions represent only a fraction of questions asked when discussing cyber security as it applies to any program, company, business, or organization. The intent of this paper is to open a dialog of important pertinent questions and answers that managers of nuclear facilities engaged in nuclear facility security and safeguards should examine, i.e., what questions should be asked; and how do the answers affect an organization's ability to effectively safeguard and secure nuclear material. When a cyber intrusion is reported, what does that mean? Can an intrusion be detected or go un-noticed? Are nuclear security or safeguards systems potentially vulnerable? What about the digital systems employed in process monitoring, and international safeguards? Organizations expend considerable efforts to ensure that their facilities can maintain continuity of operations against physical threats. However, cyber threats particularly on ICSs may not be well known or understood, and often do not receive adequate attention. With the disclosure of the Stuxnet virus that has recently attacked nuclear infrastructure, many organizations have recognized the need for an urgent interest in cyber attacks and defenses against them. Several questions arise including discussions about the insider threat, adequate cyber protections, program readiness, encryption, and many more. These questions, among others, are discussed so as to raise the awareness and shed light on ways to protect nuclear facilities and materials against such attacks.
