A background review of the NEP notes the threat of Quebec's separatist leanings, the high costs of energy imports, and the predominance of foreign ownership of Canadian resources and industry. A summary of the NEP's major provisions focuses on the goal of energy self-sufficiency and the positive effect this could have on world oil markets and world stability. (DCK)

  12. Overview of the Government of Canada Nuclear Legacy Liabilities Program - 13551

    Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     At the start of the decade, the Canadian Petroleum Industry was poised for an expenditure and activity breakout to take Canada off the world oil market and make the country secure and self-sufficient in oil supplies by the time the 1990s roll around. Then, on October 28, 1980, the government of Canada unveiled its National Energy Program (NEP). Instead of clearing the tracks for growth, the NEP put the brakes on industry. Therefore, instead of setting drilling records, getting into high gear on the long-delayed oil sands Mega-Projects, and increasing exploration in the promising offshore areas, budgets are being cut by as much as 50%, major projects are being shelved, and an exodus of drilling rigs to the US is underway. Designed to deliver the election promises of the last federal compaign, the NEP is producing a crisis of confidence and shortages instead of progress toward self-sufficiency.

    This research strives to shed light on the feasibility and practicality of using deep earth electrodes to permit their use for extended periods without adverse consequences. This report begins with a review of the fundamentals associated with current conduction in earth, including the various techniques available for measuring the earth`s electrical properties. The sources of existing data are discussed and some specific data for selected regions of the U.S. and Canada are reviewed as examples. Electrode technology and design issues are reviewed and recent experience gained by New England Power and Hydro-Quebec is discussed. The issues associated with direct current flowing in underground pipelines (and other facilities) are described and the present-day mitigation measures are evaluated. Suggestions are made for further R&D in the coordination of cathodic protection systems, an area that has evolved as an empirical, trial- and-error art more than a science.

    This article is a summary article of petroleum activity in North America. It is pointed out that there is significant increase in activity in the U.S. and Canada and in general a drop of activity in Mexico. It is projected that U.S. drilling is anticipated to be up 31% over the same period of 1986. In addition, major operators and independents appear to be planning to increase by more than 100% the amount of Wildcat and Off Shore Holes. This significant increase is planned for the Gulf of Mexico area with a record of 625 wells being planned for the second half of 1987. An increase is also shown for Canadian operators but problems are pointed out with regard to natural gas. The article is accompanied by charts showing activity on a state-by-state basis.

    Pipeline construction activity in the US and Canada is expected to be down slightly during 1994 from 1993 mileage, even though natural gas pipeline work remains steady on both sides of the border. Pipeline and Gas Journal and Pipeline and Utilities Construction estimate that a total of 3.638 miles of new gas, crude oil and refined products pipeline will be installed during 1994 in the US, down from a total of 4.278 miles built in 1993. Canadian 1994 work remains essentially unchanged in 1994, with 1,094 new miles compared to 1,091 miles in 1993. This paper reviews the proposed construction by region and company. It includes information on mileage, type pipeline, and estimated completion date.

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

    We examined life cycle environmental and economic implications of two near-term scenarios for converting cellulosic biomass to energy, generating electricity from cofiring biomass in existing coal power plants, and producing ethanol from biomass in stand-alone facilities in Ontario, Canada. The study inventories near-term biomass supply in the province, quantifies environmental metrics associated with the use of agricultural residues for producing electricity and ethanol, determines the incremental costs of switching from fossil fuels to biomass, and compares the cost-effectiveness of greenhouse gas (GHG) and air pollutant emissions abatement achieved through the use of the bioenergy. Implementing a biomass cofiring rate of 10% in existing coal-fired power plants would reduce annual GHG emissions by 2.3 million metric tons (t) of CO{sub 2} equivalent (7% of the province's coal power plant emissions). The substitution of gasoline with ethanol/gasoline blends would reduce annual provincial light-duty vehicle fleet emissions between 1.3 and 2.5 million t of CO{sub 2} equivalent (3.5-7% of fleet emissions). If biomass sources other than agricultural residues were used, additional emissions reductions could be realized. At current crude oil prices ($70/barrel) and levels of technology development of the bioenergy alternatives, the biomass electricity cofiring scenario analyzed is more cost-effective for mitigating GHG emissions ($22/t of CO{sub 2} equivalent for a 10% cofiring rate) than the stand-alone ethanol production scenario ($92/t of CO{sub 2} equivalent). 67 refs., 5 figs., 7 tabs.

    The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework.
