    The New England-Hydro-Quebec HVDC (high voltage direct current) Intertie design will allow an asynchronous bidirectional interchange of energy, up to an inital power level of 690 MW, at a system voltage of about 450 kVdc. The advantages of HVDC transmission in conjunction with today's energy production/transportation environment are producing an ever-growing number of planned and potential HVDC projects. HVDC projects present challenges, alternatives, and special considerations, some of which are unique to the specific project and some with a degree of commonality with other HVDC projects. The article summarizes some of the important considerations for the NE-HQ- HVDC project, with an emphasis on the users' perspectives. 4 figures, 1 table.

    This paper presents the exposure assessment and job-exposure matrix (JEM) used to estimate coal tar pitch volatile (CTPV) exposure for a study of mortality and cancer incidence in aluminum smelter workers in Quebec, Canada. Historical CTPV exposure was assessed by estimating benzene-soluble material (BSM) and benzo(a)pyrene (B(a)P) levels for combinations of job and time period. Estimates were derived by using several procedures including averaging measurement data, a deterministic mathematical model using process-related correction factors, and expert-based extrapolation. The JEM comprised 28,910 jobs, covering 7 facilities from 1916 to 1999. Estimated exposures ranged from 0.01 {mu} g/m{sup 3} to 68.08 {mu} g/m{sup 3} (B(a)P) and 0.01 mg/m{sup 3} to 3.64 mg/m{sup 3} (BSW) and were lowest before 1940 and after 1980. This methodology constitutes an improvement compared with methods used for previous studies of the Quebec cohort.

    Measurements of harmonic currents in the New England-Hydro-Quebec Phase I HVDC Project de transmission line are presented in this paper. Measurements were conducted to determine the cause of increased telephone interference and to evaluate the dc filter performance. The measurements revealed unexpected high levels of 3-pulse harmonic currents in the dc pole conductors. The cause is attributed to imbalances within the 6-pulse bridges caused by the converter transformer and valve stray capacitances to ground. The conventional model of the converter power circuit used as the basis for the dc filter design does not reproduce the measured 3-pulse harmonics. Modification to this model is required to account for the effect of the converter transformer and valve stray capacitances to ground.

    Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     The reactor safety research program in Canada not only recognizes the unique features of the CANDU reactor, but is supplemented by a strong interaction with the LWR research community. This is especially so in the area of severe accidents. We participate in international programs such as Phebus FP and CSARP to take advantage of cooperative efforts on phenomena that are generic to all reactors, but also have our distinct programs in Canada on severe fuel damage, fission product chemistry, aerosol behaviour and hydrogen combustion and mitigation. These programs address the characteristics of Canadian nuclear fuel and containment design, and our own series of severe accident scenarios. The scope of the R&D encompasses separate effects experiments, model development and code development, leading to validation testing in several large integral test facilities including the Radioiodine Test Facility and the Blowdown Test Facility in the NRU reactor. We also have extensive hydrogen combustion test facilities including the Large Scale Vented Combustion Test Facility now under construction. The essence of the program is described with examples from recent experiments and analysis.

    This is a progress report of work carried out under the terms of a research agreement entitled the ``Canadian Seismic Agreement`` between the US Nuclear Regulatory Commission (USNRC), the Canadian Commercial Corporation and the Geophysics Division of the Geological Survey of Canada (GD/GSC) during the period from July 01, 1989 to June 30, 1990. The ``Canadian Seismic Agreement`` supports generally the operation of various seismograph stations in eastern Canada and the collection and analysis of earthquake data for the purpose of mitigating seismic hazards in eastern Canada and the northeastern US. The specific activities carried out in this one-year period are summarized below under four headings; Eastern Canada Telemetred Network and local network developments, Datalab developments, strong-motion network developments and earthquake activity. During this period the first surface fault unequivocably determined to have accompanied a historic earthquake in eastern North America, occurred in northern Quebec.

    The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    Since the introduction of the 1999 Canadian Cabinet Directive on the environmental assessment of policies, plans, and programs (PPPs), higher-order environmental assessment has been receiving increased attention in Canada. However, while practices and systems are advancing at the federal level, there has been very little attention given to recent developments in PPP assessment at the provincial level. This paper presents the results of a Canada-wide survey of PPP assessment principles and practices in 10 Canadian provincial EA jurisdictions. The findings indicate that there exists considerable variability in the provisions for and practice of PPP assessment amongst Canadian provinces, with only Saskatchewan, Ontario, and Quebec identifying recent practice experience. Included amongst the main barriers to effective implementation at the provincial level are the lack of legislative requirements for strategic EA, and the limited understanding of the nature and benefits of higher-order impact assessment.

    This research strives to shed light on the feasibility and practicality of using deep earth electrodes to permit their use for extended periods without adverse consequences. This report begins with a review of the fundamentals associated with current conduction in earth, including the various techniques available for measuring the earth`s electrical properties. The sources of existing data are discussed and some specific data for selected regions of the U.S. and Canada are reviewed as examples. Electrode technology and design issues are reviewed and recent experience gained by New England Power and Hydro-Quebec is discussed. The issues associated with direct current flowing in underground pipelines (and other facilities) are described and the present-day mitigation measures are evaluated. Suggestions are made for further R&D in the coordination of cathodic protection systems, an area that has evolved as an empirical, trial- and-error art more than a science.

    Survival, total height, diameter at breast height (d.b.h.), and stem quality of sugar maple trees of different provenances were compared 25 years after establishment in north-central West Virginia. Provenances were from Michigan, Minnesota, West Virginia, Massachusetts, New Hampshire, Vermont, Maine, and Quebec, Canada. There were significant differences between provenances for all traits except stem quality. By provenance, total tree height ranged from about 49 to 37 feet; d.b.h. from 6.7 to 3.6 inches; and survival from 100 to 15 percent. The predictability of total tree height 25 years after establishment based on mean provenance height at age 2, 6, 10, and 15 years is discussed.

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

    Activities undertaken by the Earth Physics Branch (EPB) during the past year are described. Data concentrators were established at Hauterive and Riviere-du-Loup in Quebec and St. John in New Brunswick to handle new stations in eastern Quebec and the Maritimes. Six new stations have been installed at Hauterive and Grosses-Roches, Quebec and Edmunston, Caledonia Mountain, St. George and Mount McKendrick, New Brunswick. Network developments are outlined. A more sophisticated version of the multiplexing outstation software developed under contract and currently being tested is outlined. Version 1 of the Seismic Analysis Monitor (SAM) software package (formerly DISDAP) has just gone into production. A summary of the performance of ECTN over the past year is given. A summary of eastern Canadian seismicity during the reporting period is included.

    The Upper Devonian Grosmont Formation, a broad carbonate platform complex in Alberta, Canada, contains an estimated 300 billion bbl of bitumen. It has been suggested that these vast reserves are related to Lower Cretaceous Athabasca oil sands. Detailed gas chromatographic-mass spectrometric studies of a wide range of biologic marker compounds confirm this suggestion. The Grosmont Formation contains bitumen of similar maturity and source to the Athabasca deposit, but it has been subjected to a greater degree of biodegradation and water washing, possibly as a result of its reservoir rock characteristics. The difference in the degree of biodegradation is manifested by the absence of bicyclic terpanes and by the reduced concentrations of the C/sub 30/ and the 22R epimers of the extended hopanes in the Grosmont bitumen. Also, the greater degree of water washing of the Grosmont bitumen is inferred from the observed distribution of the bicyclic, tricyclic, and tetracyclic terpenoid sulfides, which shows a characteristic loss of the lower molecular weight members in the carbonate bitumen. The correlation established here between the two deposits suggests that if the precursor oil has indeed undergone long-distance migration, the Paleozoic carbonates could have acted as a path for migration. Finally, the observed distribution of steranes in the Grosmont bitumen corresponds to the suggestion that the Mannville Group shales were not the major source rocks of the oil-sand and carbonate bitumen accumulations of northern Alberta. 11 figures, 6 tables.

    We examined life cycle environmental and economic implications of two near-term scenarios for converting cellulosic biomass to energy, generating electricity from cofiring biomass in existing coal power plants, and producing ethanol from biomass in stand-alone facilities in Ontario, Canada. The study inventories near-term biomass supply in the province, quantifies environmental metrics associated with the use of agricultural residues for producing electricity and ethanol, determines the incremental costs of switching from fossil fuels to biomass, and compares the cost-effectiveness of greenhouse gas (GHG) and air pollutant emissions abatement achieved through the use of the bioenergy. Implementing a biomass cofiring rate of 10% in existing coal-fired power plants would reduce annual GHG emissions by 2.3 million metric tons (t) of CO{sub 2} equivalent (7% of the province's coal power plant emissions). The substitution of gasoline with ethanol/gasoline blends would reduce annual provincial light-duty vehicle fleet emissions between 1.3 and 2.5 million t of CO{sub 2} equivalent (3.5-7% of fleet emissions). If biomass sources other than agricultural residues were used, additional emissions reductions could be realized. At current crude oil prices ($70/barrel) and levels of technology development of the bioenergy alternatives, the biomass electricity cofiring scenario analyzed is more cost-effective for mitigating GHG emissions ($22/t of CO{sub 2} equivalent for a 10% cofiring rate) than the stand-alone ethanol production scenario ($92/t of CO{sub 2} equivalent). 67 refs., 5 figs., 7 tabs.

  9. The influence of coyotes on an urban Canada goose population in the Chicago metropolitan area

    Canada geese (Branta canadensis) have become common in many urban areas, often creating nuisance problems for human residents. The presence of urban geese has raised concerns about the spread of disease, increased erosion, excessive noise, eutrophication of waterways, and general nuisance problems. Goose populations have grown due to an increase in urbanization resulting in an abundance of high quality food (urban grass) and suitable nesting sites, as well as a decrease in some predators. I monitored nest predation in the Chicago suburbs during the 2004 and 2005 nesting seasons using 3 nest monitoring techniques to identify predators: video cameras, plasticine eggs, and sign from nest using a classification tree analysis. Of 58 nests monitored in 2004 and 286 in 2005, only raccoons (Procyon lotor) and coyotes (Canis latrans) were identified as nest predators. Raccoons were responsible for 22-25% of depredated nests, but were rarely capable of depredating nests that were actively defended by a goose. Coyotes were responsible for 75-78% of all Canada goose nest depredation and were documented killing one adult goose and feeding on several others. The coyote is a top-level predator that had increased in many metropolitan areas in recent years. To determine if coyotes were actively hunting geese or eggs during the nesting season, I analyzed coyote habitat selection between nesting and pre-nesting or post-nesting seasons. Coyote home ranges (95% Minimum Convex Polygon) were calculated for 19 coyotes to examine third order habitat selection related to goose nest abundance. A 100 m buffer (buffer habitat) was created and centered on each waterway edge and contained 90% of all nests. Coyotes showed selection for habitats during all seasons. Buffer habitat was the top ranked habitat in both pre-nesting and nesting seasons, but dropped to third ranked in post-nesting season. Habitat selection across seasons was compared using a repeated measures MANOVA. Habitat selection between pre-nesting and nesting seasons (P=0.72) were similar, while between post-nesting and nesting seasons there was a nearly significant difference (P=0.07). The insignificant change in habitat use across seasons suggests that coyotes did not switch habitat use to take advantage of goose nests. Alternatively, the change in ranking of buffer habitat across seasons suggests that coyotes may have switched habitat use to take advantage of goose nests. The results are not clear as large individual variation between coyotes due to differences in habitat availability, and social status interfere with the results of the analysis. Even though I failed to find strong support for coyotes actively hunting goose nests, they nevertheless were the primary nest predator in the area and may influence Canada goose populations. To determine the potential influence of coyotes on the Canada goose population, I created a Canada goose matrix population model that included variables such as coyote predation on adults and nests as well as coyote influence on nest desertion. Using the base population model I calculated the Canada goose population to be increasing with {lambda} = 1.055. The removal of all coyote influence on the goose population would allow {lambda} to increase to 1.214. Nest predation was the most important factor related to coyotes: the removal of coyote nest predation from the model resulted in a population growth rate {lambda} = 1.157. Modeling results suggest coyotes are serving as a limiting factor for the Canada goose population within the Chicago metropolitan area.

    The electric power system in North America is linked between the United States and Canada. Canada has historically been a net exporter of electricity to the United States. The extent to which this remains true will depend on the future evolution of power markets, technology deployment, and policies. To evaluate these and related questions, we modify the Regional Energy Deployment System (ReEDS) model to include an explicit representation of the grid-connected power system in Canada to the continental United States. ReEDS is unique among long-term capacity expansion models for its high spatial resolution and statistical treatment of the impact of variable renewable generation on capacity planning and dispatch. These unique traits are extended to new Canadian regions. We present example scenario results using the fully integrated Canada-U.S. version of ReEDS to demonstrate model capabilities. The newly developed, integrated Canada-U.S. ReEDS model can be used to analyze the dynamics of electricity transfers and other grid services between the two countries under different scenarios.

    We report the activity measured in rainwater samples collected in the Greater Sudbury area of eastern Canada on 3, 16, 20, and 26 April 2011. The samples were gamma-ray counted in a germanium detector and the isotopes 131I and 137Cs, produced by the fission of 235U, and 134Cs, produced by neutron capture on 133Cs, were observed at elevated levels compared to a reference sample of ice-water. These elevated activities are ascribed to the accident at the Fukushima Dai-ichi nuclear reactor complex in Japan that followed the 11 March earthquake and tsunami. The activity levels observed at no time presented health concerns.
