    Two of the most daunting problems facing humankind in the twenty-first century are energy security and climate change. This report summarizes work accomplished towards addressing these problems through the execution of a Grand Challenge LDRD project (FY09-11). The vision of Sunshine to Petrol is captured in one deceptively simple chemical equation: Solar Energy + xCO{sub 2} + (x+1)H{sub 2}O {yields} C{sub x}H{sub 2x+2}(liquid fuel) + (1.5x+.5)O{sub 2} Practical implementation of this equation may seem far-fetched, since it effectively describes the use of solar energy to reverse combustion. However, it is also representative of the photosynthetic processes responsible for much of life on earth and, as such, summarizes the biomass approach to fuels production. It is our contention that an alternative approach, one that is not limited by efficiency of photosynthesis and more directly leads to a liquid fuel, is desirable. The development of a process that efficiently, cost effectively, and sustainably reenergizes thermodynamically spent feedstocks to create reactive fuel intermediates would be an unparalleled achievement and is the key challenge that must be surmounted to solve the intertwined problems of accelerating energy demand and climate change. We proposed that the direct thermochemical conversion of CO{sub 2} and H{sub 2}O to CO and H{sub 2}, which are the universal building blocks for synthetic fuels, serve as the basis for this revolutionary process. To realize this concept, we addressed complex chemical, materials science, and engineering problems associated with thermochemical heat engines and the crucial metal-oxide working-materials deployed therein. By project's end, we had demonstrated solar-driven conversion of CO{sub 2} to CO, a key energetic synthetic fuel intermediate, at 1.7% efficiency.

    The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

    The Quarterly Coal Report provides comprehensive information about coal production, exports, imports, receipts, consumption, and stocks in the United States. The data presented in this report were collected and published by the Energy Information Administration (EIA) to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (P.L. 93-275) as amended. This issue shows detailed quarterly data for April-June 1985, aggregated quarterly historical and projected data for 1980 through 1986, and aggregated annual historical and projected data for 1960 through 1995. All data for 1984 and previous years are final. All 1985 data are preliminary and subject to revision. During the first and second quarters of 1985, the US coal industry continued to return to normal operations after the threat of a strike by US coal miners in 1984. For the first 6 months of 1985 the industry showed the following developments: Coal production was only 2.4% less than in the same period of 1984, when it reached a record January-June total. Coal exports were 10.0% higher than their 1984 level for the same time period. The United States imported 52.3% more coal than it did in the first 6 months of 1984, chiefly from Colombia. Domestic coal consumption reached a record-setting level for January-June, 3.6% greater than the previous record in 1984.

    This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports.     The purpose of the Quarterly Geotechnical Field Data Reports is to meet the US Department of Energy intent to provide geotechnical and related information from WIPP underground activities to interested persons or groups in a timely manner. This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    This report is published quarterly by the Idaho National Laboratory (INL) Quality and Performance Management Organization. The Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS), as prescribed in DOE Order 232.2, “Occurrence Reporting and Processing of Operations Information,” requires a quarterly analysis of events, both reportable and not reportable, for the previous 12 months. This report is the analysis of 85 reportable events (18 from the 4th Qtr FY-15 and 67 from the prior three reporting quarters), as well as 25 other issue reports (including events found to be not reportable and Significant Category A and B conditions) identified at INL during the past 12 months (8 from this quarter and 17 from the prior three quarters).

    The purpose of the Quarterly Geotechnical Field Data Reports is to meet the US Department of Energy intent to provide geotechnical and related information from WIPP underground activities to interested persons or groups in a timely manner. This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data. The GFDR is organized into two principal parts. The first part, Geotechnical Field Data, presents in graphical form all the data collected since April 1982 from the geomechanical instruments. Presented in the second part, Evaluation and Analyses, are preliminary interpretations and analyses of the data. In this report, continuing geotechnical assessment of all the facility features is presented. 5 refs., 350 figs., 66 tabs.

    Section 165 of the Energy Policy and Conservation Act (Public Law 94-163), as amended, requires the Secretary of Energy to submit annual and quarterly reports to the President and the Congress on activities of the Strategic Petroleum Reserve. This report combines the fourth quarter 1993 Quarterly Report with the 1993 Annual Report. Key activities described include appropriations; life extension planning; expansion planning; Strategic Petroleum Reserve oil acquisition; the oil stabilization program; and the refined petroleum product reserve test programs.     The purpose of the Quarterly Geotechnical Field Data Reports is to meet the US Department of Energy intent to provide geotechnical and related information from WIPP underground activities to interested persons or groups in a timely manner. This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data. The GFDR is organized into two principal parts. The first part, Geotechnical Field Data, presents in graphical form all the data collected since April 1982 from the geomechanical instruments. Presented in the second part, Evaluation and Analyses, are preliminary interpretations and analyses of the data. In this report a reanalysis of the test room convergence data is presented, as well as continuing geotechnical assessments of all the facility features. The computational analyses section presents the analysis of a future storage room, and the refined results, based on in situ data, from analyses for the test rooms. Also included in the second part are separate sections on evaluation and interpretation of the instrumentation measurements, and an updated description and evaluation of observed behavior of the underground openings.

    This report is published quarterly by the Idaho National Laboratory (INL) Quality and Performance Management Organization. The Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS), as prescribed in DOE Order 232.2, Occurrence Reporting and Processing of Operations Information, requires a quarterly analysis of events, both reportable and not reportable, for the previous 12 months. This report is the analysis of 60 reportable events (23 from the 4th Qtr FY14 and 37 from the prior three reporting quarters) as well as 58 other issue reports (including not reportable events and Significant Category A and B conditions) identified at INL from July 2013 through October 2014.     This report satisfies the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) commitment to prepare a quarterly summary report of radioactive waste shipments to the Nevada National Security Site (NNSS) Radioactive Waste Management Complex (RWMC) at Area 5. There were no shipments sent for offsite treatment and returned to the NNSS this quarter. This report summarizes the second quarter of fiscal year (FY) 2014 low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW) shipments. This report also includes annual summaries for FY 2014 in Tables 4 and 5. Tabular summaries are provided which include the following: Sources of and carriers for LLW and MLLW shipments to and from the NNSS; Number and external volume of LLW and MLLW shipments; Highway routes used by carriers; and Incident/accident data applicable to LLW and MLLW shipments. In this report shipments are accounted for upon arrival at the NNSS, while disposal volumes are accounted for upon waste burial. The disposal volumes presented in this report do not include minor volumes of non-radioactive materials that were approved for disposal. Volume reports showing cubic feet (ft3) generated using the Low-Level Waste Information System may vary slightly due to differing rounding conventions.

    In a traditional Black–Scholes market we develop a verification theorem for a general class of investment and consumption problems where the standard dynamic programming principle does not hold. The theorem is an extension of the standard Hamilton–Jacobi–Bellman equation in the form of a system of non-linear differential equations. We derive the optimal investment and consumption strategy for a mean-variance investor without pre-commitment endowed with labor income. In the case of constant risk aversion it turns out that the optimal amount of money to invest in stocks is independent of wealth. The optimal consumption strategy is given as a deterministic bang-bang strategy. In order to have a more realistic model we allow the risk aversion to be time and state dependent. Of special interest is the case were the risk aversion is inversely proportional to present wealth plus the financial value of future labor income net of consumption. Using the verification theorem we give a detailed analysis of this problem. It turns out that the optimal amount of money to invest in stocks is given by a linear function of wealth plus the financial value of future labor income net of consumption. The optimal consumption strategy is again given as a deterministic bang-bang strategy. We also calculate, for a general time and state dependent risk aversion function, the optimal investment and consumption strategy for a mean-standard deviation investor without pre-commitment. In that case, it turns out that it is optimal to take no risk at all.

    Eastman has completed its experimental work in the generation of propionate derivatives. Over the last quarter, Eastman has primarily devoted its time to completing the documentation and developing the potential extension of the oxidative condensation to dimethyl ether. Eastman has completed internal invention reports covering two patents and is working on the third with RTI which they expect to complete within the month. Becthel has also completed its work on the cost analysis of the propionate synthesis work (Task 1). RTI is continuing to develop active and stable catalysts for the condensation of propionic acid and formaldehyde. A total of 74 acid-base catalysts have been tested so far. Two invention reports have been completed based on RTI and Eastman`s work. A third invention report is currently being prepared for Eastman`s review on a novel methodology of methyl propionate activation. RTI is continuing to synthesize more acid-base catalysts with a goal of developing a catalyst which exhibits stable activity over a 200 h test period. Over the last quarter, RTI has also completed its initial tests on the slurry reactor system.
