    SciTech Connect (OSTI)

    1996-07-01

The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in January, April, July, and October in the Outlook. The forecast period for this issue of the Outlook extends from the third quarter of 1996 through the fourth quarter of 1997. Values for the second quarter of 1996, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available (for example, electricity sales and generation are simulated using actual weather data). The historical energy data, compiled in the third quarter 1996 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service.

The forecast period for this issue of the Outlook extends from the fourth quarter of 1997 through the fourth quarter of 1998. Values for the fourth quarter of 1997, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data). The historical energy data, compiled in the fourth quarter 1997 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. 19 tabs.

The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

The forecast period for this issue of the Outlook extends from the second quarter of 1997 through the fourth quarter of 1998. Values for the first quarter of 1997, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data). 1995-08-15

The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

In the second quarter of 1993, the United States produced 235 million short tons of coal. This brought the total for the first half of 1993 to 477 million short tons, a decrease of 4 percent (21 million short tons) from the amount produced during the first half of 1992. The decrease was due to a 26-million-short-ton decline in production east of the Mississippi River, which was partially offset by a 5-million-short-ton increase in coal production west of the Mississippi River. Compared with the first 6 months of 1992, all States east of the Mississippi River had lower coal production levels, led by West Virginia and Illinois, which produced 9 million short tons and 7 million short tons less coal, respectively. The principal reasons for the drop in coal output for the first 6 months of 1993 compared to a year earlier were: a decrease in demand for US coal in foreign markets, particularly the steam coal markets; a draw-down of electric utility coal stocks to meet the increase in demand for coal-fired electricity generation; and a lower producer/distributor stock build-up. Distribution of US coal in the first half of 1993 was 15 million short tons lower than in the first half of 1992, with 13 million short tons less distributed to overseas markets and 2 million short tons less distributed to domestic markets.

  3. Quarterly coal report, January--March 1993

    SciTech Connect (OSTI)

    Not Available

    1993-08-20

The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

  7. Natural Gas Imports and Exports. Third Quarter Report 1999

    SciTech Connect (OSTI)

    1999-10-01

The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure. The section also specifically describes six planned pipelines intended to expand this pipeline network and

The DOE Site Operator Program was initially established to meet the requirements of the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976. The Program has since evolved in response to new legislation and interests. Its mission now includes three major activity categories; advancement of Electric Vehicle (EV) technologies, development of infrastructure elements needed to support significant EV use, and increasing public awareness and acceptance of EVs. The 13 Program participants, their geographic locations, and the principal thrusts of their efforts are identified. The EV inventories of each participant are summarized. This third quarter report (FY-94) will include a summary of activities from the previous three quarters. The report section sequence has been revised to provide a more easily seen program overview, and specific operator activities are now included.

    1993-11-01

President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

The Quarterly Coal Report provides comprehensive information about coal production, exports, imports, receipts, consumption, and stocks in the United States. The data presented in this report were collected and published by the Energy Information Administration (EIA) to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (P.L. 93-275) as amended. This issue shows detailed quarterly data for April-June 1985, aggregated quarterly historical and projected data for 1980 through 1986, and aggregated annual historical and projected data for 1960 through 1995. All data for 1984 and previous years are final. All 1985 data are preliminary and subject to revision. During the first and second quarters of 1985, the US coal industry continued to return to normal operations after the threat of a strike by US coal miners in 1984. For the first 6 months of 1985 the industry showed the following developments: Coal production was only 2.4% less than in the same period of 1984, when it reached a record January-June total. Coal exports were 10.0% higher than their 1984 level for the same time period. The United States imported 52.3% more coal than it did in the first 6 months of 1984, chiefly from Colombia. Domestic coal consumption reached a record-setting level for January-June, 3.6% greater than the previous record in 1984.

The first quarter of my postgraduate internship has been an extremely varied one, and one which I have tackled several different aspects of the project. Because this is the beginning of a new investigation for the Research Library, I think it is appropriate that I explore data management at LANL from multiple perspectives. I have spent a considerable amount of time doing a literature search and taking notes on what I've been reading in preparation for potential writing activities later. The Research Library is not the only research library exploring the possibility of providing services to their user base. The Joint Information Systems Committee (JISC) and the Digital Curation Centre (DCC) in the UK are actively pursuing possibilities to preserve the scientific record. DataOne is a U.S. National Science Foundation (NSF) initiative aimed at helping to curate bioscience data. This is just a tiny sample of the organizations actively looking into the issues surrounding data management on an organizational, cultural, or technical level. I have included a partial bibliography of some papers I have read. Based on what I read, various discussions, and previous library training, I have begun to document the services I feel I could provide researchers in the context of my internship. This is still very much a work in progress as I learn more about the landscape in libraries and at the Laboratory. I have detailed this process and my thoughts on the issue below. As data management is such a complex and interconnected activity, it is impossible to investigate the organizational and cultural needs of the researchers without familiarizing myself with technologies that could facilitate the local cataloging and preservation of data sets. I have spent some time investigating the repository software DSpace. The library has long maintained the digital object repository aDORe, but the differences in features and lack of a user interface compared to DSpace have made DSpace a good test

The Saltstone Facility is designed and permitted to immobilize and dispose of low-level radioactive and hazardous liquid waste (salt solution) remaining from the processing of radioactive material at the Savannah River Site. Low-level waste (LLW) streams from the Effluent Treatment Project (ETP), H-Canyon, and the decontaminated salt solution product from the Actinide Removal Process/Modular Caustic Side Solvent Extraction (CSSX) Unit (ARP/MCU) process are stored in Tank 50 until the LLW can be transferred to the Saltstone Facility for treatment and disposal. The LLW must meet the specified waste acceptance criteria (WAC) before it is processed into saltstone. The specific chemical and radionuclide contaminants and their respective WAC limits are in the current Saltstone WAC. Waste Solidification Engineering (WSE) requested that Savannah River National Laboratory (SRNL) perform quarterly analysis on saltstone samples. The concentrations of chemical and radionuclide contaminants are measured to ensure the saltstone produced during each quarter is in compliance with the current WAC. This report documents the concentrations of chemical and radionuclide contaminants for the 2011 Third Quarter samples collected from Tank 50 on July 7, 2011 and discusses those results in further detail than the previously issued results report.

    1981-01-01

This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

Eastman has completed its experimental work in the generation of propionate derivatives. Over the last quarter, Eastman has primarily devoted its time to completing the documentation and developing the potential extension of the oxidative condensation to dimethyl ether. Eastman has completed internal invention reports covering two patents and is working on the third with RTI which they expect to complete within the month. Becthel has also completed its work on the cost analysis of the propionate synthesis work (Task 1). RTI is continuing to develop active and stable catalysts for the condensation of propionic acid and formaldehyde. A total of 74 acid-base catalysts have been tested so far. Two invention reports have been completed based on RTI and Eastman`s work. A third invention report is currently being prepared for Eastman`s review on a novel methodology of methyl propionate activation. RTI is continuing to synthesize more acid-base catalysts with a goal of developing a catalyst which exhibits stable activity over a 200 h test period. Over the last quarter, RTI has also completed its initial tests on the slurry reactor system.

  7. Worker Safety and Health and Nuclear Safety Quarterly Performance Analysis (January - March 2008)

    SciTech Connect (OSTI)

    Kerr, C E

    2009-10-07

The DOE Office of Enforcement expects LLNL to 'implement comprehensive management and independent assessments that are effective in identifying deficiencies and broader problems in safety and security programs, as well as opportunities for continuous improvement within the organization' and to 'regularly perform assessments to evaluate implementation of the contractor's processes for screening and internal reporting.' LLNL has a self-assessment program, described in ES&H Manual Document 4.1, that includes line, management and independent assessments. LLNL also has in place a process to identify and report deficiencies of nuclear, worker safety and health and security requirements. In addition, the DOE Office of Enforcement expects LLNL to evaluate 'issues management databases to identify adverse trends, dominant problem areas, and potential repetitive events or conditions' (page 14, DOE Enforcement Process Overview, December 2007). LLNL requires that all worker safety and health and nuclear safety noncompliances be tracked as 'deficiencies' in the LLNL Issues Tracking System (ITS). Data from the ITS are analyzed for worker safety and health (WSH) and nuclear safety noncompliances that may meet the threshold for reporting to the DOE Noncompliance Tracking System (NTS). This report meets the expectations defined by the DOE Office of Enforcement to review the assessments conducted by LLNL, analyze the issues and noncompliances found in these assessments, and evaluate the data in the ITS database to identify adverse trends, dominant problem areas, and potential repetitive events or conditions. The report attempts to answer three questions: (1) Is LLNL evaluating its programs and state of compliance? (2) What is LLNL finding? (3) Is LLNL appropriately managing what it finds? The analysis in this report focuses on data from the first quarter of 2008 (January through March). This quarter is analyzed within the context of information identified in previous quarters to
