    The Subsurface Biogeochemical Research (SBR) Long Term Measure for 2011 under the Performance Assessment Rating Tool (PART) measure is to "Refine subsurface transport models by developing computational methods to link important processes impacting contaminant transport at smaller scales to the field scale." The second quarter performance measure is to "Provide a report on computational methods linking genome-enabled understanding of microbial metabolism with reactive transport models to describe processes impacting contaminant transport in the subsurface." Microorganisms such as bacteria are by definition small (typically on the order of a micron in size), and their behavior is controlled by their local biogeochemical environment (typically within a single pore or a biofilm on a grain surface, on the order of tens of microns in size). However, their metabolic activity exerts strong influence on the transport and fate of groundwater contaminants of significant concern at DOE sites, in contaminant plumes with spatial extents of meters to kilometers. This report describes progress and key findings from research aimed at integrating models of microbial metabolism based on genomic information (small scale) with models of contaminant fate and transport in aquifers (field scale).

    This report details the initial activities to evaluate the performance of the oil bypass filter technology being tested by the Idaho National Engineering and Environmental Laboratory (INEEL) for the U.S. Department of Energy's FreedomCAR & Vehicle Technologies Program. Eight full-size, four-cycle diesel-engine buses used to transport INEEL employees on various routes have been equipped with oil bypass systems from the puraDYN Corporation. Each bus averages about 60,000 miles a year. The evaluation includes an oil analysis regime to monitor the presence of necessary additives in the oil and to detect undesirable contaminants. Very preliminary economic analysis suggests that the oil bypass system can reduce life-cycle costs. As the evaluation continues and oil avoidance costs are quantified, it is estimated that the bypass system economics may prove increasingly favorable, given the anticipated savings in operational costs and in reduced use of oil and waste oil avoidance.

    This document provides a report and analysis of the Radiological Control Program through the third quarter of calendar year 1997 (CY-97) at the Idaho National Engineering and Environmental Laboratory (INEEL) under the direction of Lockheed Martin Idaho Technologies Company (LMITCO). This Performance Indicator Report is provided in accordance with Article 133 of the INEEL Radiological Control Manual. The INEEL collective occupational radiation exposure goal (deep dose) has been revised from 137 person-rem to 102.465 person-rem. Aggressive application of ALARA protective measures has resulted in a 66.834 person-rem deep dose compared to projected third quarter goal of 85.5 person-rem. Dose savings at the ICPP Tank Farm and rescheduling of some of the ROVER work account for most of the difference in the goal and actual dose year to date. Work at the ICPP Tank farm has resulted in about 14 rem dose savings. The RWMC has also reduced exposure by moving waste to new temporary storage facilities well ahead of schedule.

    The DOE Office of Enforcement expects LLNL to 'implement comprehensive management and independent assessments that are effective in identifying deficiencies and broader problems in safety and security programs, as well as opportunities for continuous improvement within the organization' and to 'regularly perform assessments to evaluate implementation of the contractor's processes for screening and internal reporting.' LLNL has a self-assessment program, described in ES&H Manual Document 4.1, that includes line, management and independent assessments. LLNL also has in place a process to identify and report deficiencies of nuclear, worker safety and health and security requirements. In addition, the DOE Office of Enforcement expects LLNL to evaluate 'issues management databases to identify adverse trends, dominant problem areas, and potential repetitive events or conditions' (page 14, DOE Enforcement Process Overview, December 2007). LLNL requires that all worker safety and health and nuclear safety noncompliances be tracked as 'deficiencies' in the LLNL Issues Tracking System (ITS). Data from the ITS are analyzed for worker safety and health (WSH) and nuclear safety noncompliances that may meet the threshold for reporting to the DOE Noncompliance Tracking System (NTS). This report meets the expectations defined by the DOE Office of Enforcement to review the assessments conducted by LLNL, analyze the issues and noncompliances found in these assessments, and evaluate the data in the ITS database to identify adverse trends, dominant problem areas, and potential repetitive events or conditions. The report attempts to answer three questions: (1) Is LLNL evaluating its programs and state of compliance? (2) What is LLNL finding? (3) Is LLNL appropriately managing what it finds?     Performance data for July 1995 reflects a 4% unfavorable schedule variance and is an improvement over June 1995. The majority of the behind schedule condition is attributed to EM-30, (Office of Waste Management). The majority of the EM-30 schedule variance is associated with the Tank Waste Remediation System (TWRS) Program. The TWRS schedule variance is attributed to the delay in obtaining key decision 0 (KD-0) for Project W-314, ``Tank Farm Restoration and Safe Operations`` and the Multi-Function Waste Tank Facility (MWTF) workscope still being a part of the baseline. Baseline Change Requests (BCRs) are in process rebaselining Project W-314 and deleting the MWTF from the TWRS baseline. Once the BCR`s are approved and implemented, the overall schedule variance will be reduced to $15.0 million. Seventy-seven enforceable agreement milestones were scheduled FYTD. Seventy-one (92%) of the seventy-seven were completed on or ahead of schedule, two were completed late and four are delinquent. Performance data reflects a continued significant favorable cost variance of $124.3 million (10%). The cost variance is attributed to process improvements/efficiencies, elimination of low-value work, workforce reductions and is expected to continue for the remainder of this fiscal year. A portion of the cost variance is attributed to a delay in billings which should self-correct by fiscal year-end.

    Safety training programs for the employee, manager, and safety observer are undergoing refinements in response to employee suggestions as well as to promote the interactions necessary to the success of the Voluntary Protection Program. Adjustments to these programs are described on pages 2-1 and 2-2. Significant events, which carry lessons we must learn in order to reduce injury potential, are summarized on pages 2-2 and 2-3. The events highlighted this quarter involve indoor air quality and unexpected weather changes which can impact outdoor work activities. Our analysis of injuries occurring this reporting period continues to feature the simple-task injuries which reflect on awareness levels and culture strength. In addition to injuries arising from simple, everyday tasks, a significant number of injuries were caused by objects in ``blind spots``. These are items placed out of view where an employee can contact them by reaching in to a drawer (staples, exacto blades, etc.), or by bumping/brushing against (wall hangings, sharp furniture edges).

    The goals of the program are to develop a coal-fired high performance power generation system (HIPPS) by the year 2000 that is capable of > 47% thermal efficiency; NO{sub x} SO {sub x} and Particulates < 25% NSPS; Cost of electricity 10% lower; coal > 65% of heat input and all solid wastes benign. In order to achieve these goals our team has outlined a research plan based on an optimized analysis of a 250 MW{sub e} combined cycle system applicable to both frame type and aeroderivative gas turbines. Under the constraints of the cycle analysis we have designed a high temperature advanced furnace (HITAF) which integrates several combustor and air heater designs with appropriate ash management procedures. Most of this report discusses the details of work on these components, and the R&D Plan for future work. The discussion of the combustor designs illustrates how detailed modeling can be an effective tool to estimate NO{sub x} production, minimum burnout lengths, combustion temperatures and even particulate impact on the combustor walls. When our model is applied to the long flame concept it indicates that fuel bound nitrogen will limit the range of coals that can use this approach. For high nitrogen coals a rapid mixing, rich-lean, deep staging combustor will be necessary. The air heater design has evolved into two segments: a convective heat exchanger downstream of the combustion process; a radiant panel heat exchanger, located in the combustor walls; The relative amount of heat transferred either radiatively or convectively will depend on the combustor type and the ash properties.

    For the past quarter, we have placed our effort in implementing the first version of the ModelBased Iterative Reconstruction (MBIR) algorithm, assembling and testing the electronics, designing transducers mounts, and defining our laboratory test samples. We have successfully developed the first implementation of MBIR for ultrasound imaging. The current algorithm was tested with synthetic data and we are currently making new modifications for the reconstruction of real ultrasound data. Beside assembling and testing the electronics, we developed a LabView graphic user interface (GUI) to fully control the ultrasonic phased array, adjust the time-delays of the transducers, and store the measured reflections. As part of preparing for a laboratory-scale demonstration, the design and fabrication of the laboratory samples has begun. Three cement blocks with embedded objects will be fabricated, characterized, and used to demonstrate the capabilities of the system. During the next quarter, we will continue to improve the current MBIR forward model and integrate the reconstruction code with the LabView GUI. In addition, we will define focal laws for the ultrasonic phased array and perform the laboratory demonstration. We expect to perform laboratory demonstration by the end of October 2015.

    The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in February, May, August, and November in the Short-Term Energy Outlook (Outlook). An annual supplement analyzes the performance of previous forecasts, compares recent projections with those of other forecasting services, and discusses current topics related to the short-term energy markets. (See Short-Term Energy Outlook Annual Supplement, DOE/EIA-0202.) The forecast period for this issue of the Outlook extends from the second quarter of 1995 through the fourth quarter of 1996. Values for the first quarter of 1995, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available (for example, electricity sales and generation are simulated using actual weather data). The historical energy data, compiled into the second quarter 1995 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service.

    There are substantial economic incentives to explore the possibility of converting boilers and other industrial processes from natural gas or oil to pulverized-fuel firing; however, such a change can have a considerable impact on the thermal performance of the system, due mainly to: fuel specific adiabatic flame temperatures; different flow and combustion patterns in the furnace; differences in the type and concentration of radiative species, especially particles, in the combustion products; and ash deposition on heat transfer surfaces. This program is concerned with the provision of a technology base to expedite the conversion of industrial processes from oil and gas to coal and other pulverized fuels. It addresses primarily the impact of fuel type on the thermal performance of a combustor. The program incorporates two experimental tasks and is constructed around an analytical task (Task 1) which will identify and upgrade a family of computer programs required to undertake thermal performance analysis studies. These analytical tools will thus be used to predict the effects of parameters such as fuel type and furnace variables on combustor performance, and to identify those properties which have a major impact on thermal performance. The second task uses a combustion reactor to screen the key variable identified in Task 1 and to provide data on the properties of coal particulate matter which affect heat transfer performance. Verification of the engineering analytical approach will be provided by measurements made in a pilot-scale furnace in the third task.

    The Environmental Protection Department/Environmental Monitoring Section (EPD/EMS) administers the Savannah River Site`s (SRS) Groundwater Monitoring Program. During second quarter 1990 (April through June) EPD/EMS conducted routine sampling of monitoring wells and drinking water locations. EPD/EMS established two sets of flagging criteria in 1986 to assist in the management of sample results. The flagging criteria aid personnel in sample scheduling, interpretation of data, and trend identification. The flagging criteria are based on detection limits, background levels in SRS groundwater, and drinking water standards. An explanation of flagging criteria for the second quarter is presented in the Flagging Criteria section of this document. All analytical results from second quarter 1990 are listed in this report.

    On-site disposal cells are in use and being considered at several U.S. Department of Energy (USDOE) sites as the final disposition for large amounts of waste associated with cleanup of contaminated areas and facilities. These facilities are typically developed with regulatory oversight from States and/or the US Environmental Protection Agency (USEPA) in addition to USDOE. The facilities are developed to meet design standards for disposal of hazardous waste as well as the USDOE performance based standards for disposal of radioactive waste. The involvement of multiple and different regulators for facilities across separate sites has resulted in some differences in expectations for performance assessments and risk assessments (PA/RA) that are developed for the disposal facilities. The USDOE-EM Office of Site Restoration formed a working group to foster improved communication and sharing of information for personnel associated with these Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) disposal cells and work towards more consistent assumptions, as appropriate, for technical and policy considerations related to performance and risk assessments in support of a Record of Decision and Disposal Authorization Statement. The working group holds teleconferences, as needed, focusing on specific topics of interest. The topics addressed to date include an assessment of the assumptions used for performance assessments and risk assessments (PA/RAs) for on-site disposal cells, requirements and assumptions related to assessment of inadvertent intrusion, DOE Manual 435.1-1 requirements, and approaches for consideration of the long-term performance of liners and covers in the context of PAs. The working group has improved communication among the staff and oversight personnel responsible for onsite disposal cells and has provided a forum to identify and resolve common concerns.

    The objective of this work is to investigate areas of science and technology that have been defined as being of prime interest to coal processing technology development. These areas include properties of coal liquids and slurries, reactor design, and performance in relation to reaction mechanisms. The work comprises the following tasks: (1) reaction kinetics and reactor performance in direct coal liquefaction; (2) role of catalysts in indirect liquefaction and direct coal liquefaction; and (3) physical, chemical, and thermodynamic properties of coal liquefaction products. This report summarizes work done during the period October 1, 1984 through December 31, 1984. A detailed description of work in each of the three tasks is presented.

    Net income for 83 petroleum companies--including 20 majors--rose 56 percent between the fourth quarter of 1991 and the fourth quarter of 1992. The improvement in the petroleum industries' upstream earnings performance was largely due to sharply higher domestic natural gas prices. Downstream, the major petroleum companies reported an increase in income for their domestic refining/marketing operations as an improving domestic economy led to a sizable 2.4-percent increase in refined-product supplied. Mixed results were reported by independent refiners, but on balance they registered lower earnings during the fourth quarter. During the fourth quarter of 1992, reductions in operating expense, made an important contribution to the overall improvement in US petroleum companies' earnings. For rate-regulated natural gas and electric utilities, income rose between the fourth quarter of 1991 and the fourth quarter of 1992 due to an increase in economic activity and relatively cooler winter temperatures.

    The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in January, April, July, and October in the Outlook. The forecast period for this issue of the Outlook extends from the third quarter of 1996 through the fourth quarter of 1997. Values for the second quarter of 1996, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available (for example, electricity sales and generation are simulated using actual weather data). The historical energy data, compiled in the third quarter 1996 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service.
