    The Energy Information Administration (EIA) prepares quarterly short-term energy supply, demand, and price projections for printed publication in January, April, July, and October in the Short-Term Energy Outlook. The details of these projections, as well as monthly updates on or about the 6th of each interim month, are available on the internet at: www.eia.doe.gov/emeu/steo/pub/contents.html. The forecast period for this issue of the Outlook extends from the fourth quarter of 1997 through the fourth quarter of 1998. Values for the fourth quarter of 1997, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data). The historical energy data, compiled in the fourth quarter 1997 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. 19 tabs.

    This report traces key financial trends in the US energy industry for the fourth quarter of 1993. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest; return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations. Based on information provided in 1993 fourth quarter financial disclosures, the net income for 82 petroleum companies -- including 18 majors -- was unchanged between the fourth quarter of 1992 and the fourth quarter of 1993. An 18-percent decline in crude oil prices resulted in a deterioration of the performance of upstream (oil and gas production) petroleum companies during the final quarter of 1993. However, prices for refined products fell much less than the price of crude oil, resulting in higher refined product margins and downstream (refining, marketing and transport) petroleum earnings. An increase in refined product demand also contributed to the rise in downstream income.

    The Environmental Protection Department/Environmental Monitoring Section (EPD/EMS) administers the Savannah River Site's (SRS) Groundwater Monitoring Program. During fourth quarter 1991, EPD/EMS conducted extensive sampling of monitoring wells. EPD/EMS established two sets of criteria in 1986 to assist in the management of sample results. The flagging criteria do not define contamination levels; instead, they aid personnel in sample scheduling, interpretation of data, and trend identification. Beginning in 1991, the flagging criteria are based on EPA drinking water standards and method detection limits. A detailed explanation of the current flagging criteria is presented in the Flagging Criteria section of this document. Analytical results from fourth quarter 1991 are listed in this report.

    During fourth quarter 1992, samples from 18 groundwater monitoring wells of the AMB series at the Metallurgical Laboratory Hazardous Waste Management Facility were analyzed for certain heavy metals, indicator parameters, radionuclides, volatile organic compounds, and other constituents. Six parameters exceeded final Primary Drinking Water Standards (PDWS) and the Savannah River Site Flag 2 criteria during the quarter. The results for fourth quarter 1992 are fairly consistent with the rest of the year`s data. Tetrachloroethylene exceeded the final PDWS in well AMB 4D only two of the four quarters; in the other three wells in which it was elevated, it was present at similar levels throughout the year. Trichloroethylene consistently exceeded its PDWS in wells AMB 4A, 4B, 4D, 5, and 7A during the year. Trichloroethylene was elevated in well AMB 6 only during third and fourth quarters and in well AMB 7 only during fourth quarter. Total alpha-emitting radium was above the final PDWS for total radium in well AMB 5 at similar levels throughout the year and exceeded the PDWS during one of the three quarters it was analyzed for (third quarter 1992) in well AMB 10B.

    During fourth quarter 1995, seven constituents exceeded final Primary Drinking Water Standards (PDWS) in groundwater samples from downgradient monitoring wells at the Mixed Waste Management Facility. No constituents exceeded final PDWS in samples from the upgradient monitoring wells. As in previous quarters, tritium and trichloroethylene were the most widespread elevated constituents. Chloroethene, gross alpha, lead, mercury, and tetrachloroethylene also exceeded final PDWS in one or more wells. Elevated constituents were found in numerous Aquifer Zone IIB{sub 2} (Water Table) and Aquifer Zone IIB{sub 1} (Barnwell/McBean) wells and in three Aquifer Unit IIA (Congaree) wells. The groundwater flow directions and rates in the three hydrostratigraphic units were similar to those of previous quarters.

    This report details the chemical and radionuclide contaminant results for the characterization of the Calendar Year (CY) 2014 Fourth Quarter sampling of Tank 50 for the Saltstone Waste Acceptance Criteria (WAC) in effect at that time. Information from this characterization will be used by DWPF & Saltstone Facility Engineering (DSFE) to support the transfer of low-level aqueous waste from Tank 50 to the Salt Feed Tank in the Saltstone Facility in Z-Area, where the waste will be immobilized. This information is also used to update the Tank 50 Waste Characterization System.

    The Saltstone Facility is designed and permitted to immobilize and dispose of low-level radioactive and hazardous liquid waste (salt solution) remaining from the processing of radioactive material at the Savannah River Site. Low-level waste (LLW) streams from the Effluent Treatment Project (ETP), H-Canyon, and the decontaminated salt solution product from the Actinide Removal Process/Modular Caustic Side Solvent Extraction (CSSX) Unit (ARP/MCU) process are stored in Tank 50 until the LLW can be transferred to the Saltstone Facility for treatment and disposal. The LLW must meet the specified waste acceptance criteria (WAC) before it is processed into saltstone. The specific chemical and radionuclide contaminants and their respective WAC limits are in the current Saltstone WAC. Waste Solidification Engineering (WSE) requested that Savannah River National Laboratory (SRNL) perform quarterly analysis on saltstone samples. The concentrations of chemical and radionuclide contaminants are measured to ensure the saltstone produced during each quarter is in compliance with the current WAC. This report documents the concentrations of chemical and radionuclide contaminants for the 2011 Fourth Quarter samples collected from Tank 50 on October 12, 2011 and discusses those results in further detail than the previously issued results report.

    A maximum of thirty eight-wells of the LFW series monitor groundwater quality in the Steed Pond Aquifer (Water Table) beneath the Sanitary Landfill Area at the Savannah River Site (SRS). These wells are sampled quarterly to comply with the South Carolina Department of Health and Environmental Control Domestic Water Permit DWP-087A and as part of the SRS Groundwater Monitoring Program. Iron (Total Recoverable), Chloroethene (Vinyl Chloride) and 1,1-Dichloroethane were the most widespread constituents exceeding the Final Primary Drinking Water Standards during 1999. Trichloroethylene, 1,1-Dichloroethylene, 1,2-Dichloroethane, 1,4-Dichlorobenzene, Aluminum (Total Recoverable), Benzene, cis-1,2-Dichloroethylene, Dichlorodifluoromethane, Dichloromethane (Methylene Chloride), Gross Alpha, Mercury (Total Recoverable), Nonvolatile Beta, Tetrachloroethylene, Total Organic Halogens, Trichlorofluoromethane, Tritium also exceeded standards in one or more wells. The groundwater flow direction in the Steed Pond Aquifer (Water Table) beneath the Sanitary Landfill is to the southeast (universal transverse Mercator coordinates). The flow rate in this unit was approximately 144.175 ft/year during first quarter 1999 and 145.27 ft/year during fourth quarter 1999.

This report documents the concentrations of chemical and radionuclide contaminants for the 2009 Fourth Quarter samples collected from Tank 50 on October 2, 2009 and discusses those results in further detail than the previously issued results report. This report details the chemical and radionuclide contaminant results for the characterization of the 2009 Fourth Quarter sampling of Tank 50 for the Saltstone Waste Acceptance Criteria (WAC). Information from this characterization will be used by Liquid Waste Operations (LWO) to support the transfer of low-level aqueous waste from Tank 50 to the Salt Feed Tank in the Saltstone Facility in Z-Area, where the waste will be immobilized. This information is also used to update the Tank 50 Waste Characterization System. The following conclusions are drawn from the analytical results provided in this report: (1) The concentrations of the reported chemical and radioactive contaminants were less than their respective WAC targets or limits unless noted in this section. (2) The reported detection limit for Isopar L is greater than the limit from Table 3 of the WAC. (3) The reported detection limits for {sup 59}Ni and {sup 94}Nb are above the requested limits from Reference 4. However, they are each below the limits established in Reference 3. (4) The reported detection limit for isopropanol is greater than the requested limit from Table 4 of the WAC. (5) The reported detection limits for {sup 247}Cm and {sup 249}Cf are above the requested limits from Reference 4. However, they are below the limits established in Reference 3. (6) Isopar L and Norpar 13 have limited solubility in aqueous solutions making it difficult to obtain consistent and reliable sub-samples. The values reported in this memo are the concentrations in the sub-sample as detected by the GC/MS; however, the results may not accurately represent the concentrations of the analytes in Tank 50.

(3) There is an estimated concentration of trimethylbenzene (2.25 mg/L). This is not a WAC analyte, but it is the first time this organic compound has been detected in a quarterly WAC sample from Tank 50. (4) The reported detection limit for Norpar 13 is greater than the limit from Table 4 and Attachment 8.2 of the WAC. (5) The reported detection limit for Isopar L is greater than the limit from Table 3 of the WAC. (6) Isopar L and Norpar 13 have limited solubility in aqueous solutions making it difficult to obtain consistent and reliable sub-samples. The values reported in this memo are the concentrations in the sub-sample as detected by the GC/MS; however, the results may not accurately represent the concentrations of the analytes in Tank 50.

  16. RESULTS FOR THE FOURTH QUARTER 2013 TANK 50 WAC SLURRY SAMPLE CHEMICAL AND RADIONUCLIDE CONTAMINANTS

Information from this characterization will be used by DWPF & Saltstone Facility Engineering (DSFE) to support the transfer of low-level aqueous waste from Tank 50 to the Salt Feed Tank in the Saltstone Facility in Z-Area, where the waste will be immobilized. This information is also used to update the Tank 50 Waste Characterization System. The following conclusions are drawn from the analytical results provided in this report: ? SRR WAC targets or limits were met for all analyzed chemical and radioactive contaminants unless noted in this section. ? {sup 59}Ni, {sup 94}Nb, {sup 247}Cm, {sup 249}Cf, and {sup 251}Cf are above the requested SRR target concentrations. However, they are below the detection limits established by SRNL. ? Norpar 13 and Isopar L have higher detection limits compared with the Saltstone WAC. The data provided in this report is based upon the concentrations in the sub-sample, and due to the limited solubility of these materials in aqueous solution, may not represent the concentrations of the analytes in Tank 50. ? The low insoluble solids content increases the measurement uncertainty for insoluble species. The semivolatile organic analysis (SVOA) method employed in the measurement of Norpar 13 and tributyl phosphate (TBP) has resulted in the erroneous reporting of a variety of small chain alcohols, including 4-methyl-3-hexanol and 5-methyl-3-hexanol, in previous quarterly sample reports. It has now been determined that these alcohols are an artifact of the sample preparation. Further work is being conducted in SRNL to delineate the conditions that produce these alcohols, and these findings will be reported separately.

The following conclusions are drawn from the analytical results provided in this report: The concentration of the reported chemical and radioactive contaminants were less than their respective WAC Limits and Targets, unless noted in this section; Norpar 13 and Isopar L have higher detection limits compared with the Saltstone WAC. The data provided in this report is based upon the concentrations in the sub-sample, and due to the limited solubility in aqueous solution, may not represent the concentrations of the analytes in Tank 50; Diisooctyl adipate (or diisooctyl hexanedioate) and 5-methyl-3-hexanol, plasticizers, were measured at 1.30E+00 mg/L and 3.00E+00 mg/L, respectively, in one of two replicate measurements conducted on an at-depth sample. The organic analysis of the at-depth sample was conducted at the request of SRR. These analytes were below the detection limits for the surface sample; and, The low insoluble solids content increases the measurement uncertainty for insoluble species.

  19. Atmospheric Properties from the 2006 Niamey Deployment and Climate Simulation with a Geodesic Grid Coupled Climate Model Fourth Quarter 2008

    In 2008, the Atmospheric Radiation Measurement (ARM) Program and the Climate Change Prediction Program (CCPP) have been asked to produce joint science metrics. For CCPP, the metrics will deal with a decade-long control simulation using geodesic grid-coupled climate model. For ARM, the metrics will deal with observations associated with the 2006 deployment of the ARM Mobile Facility (AMF) to Niamey, Niger. Specifically, ARM has been asked to deliver data products for Niamey that describe cloud, aerosol, and dust properties. The first quarter milestone was the initial formulation of the algorithm for retrieval of these properties. The second quarter milestone included the time series of ARM-retrieved cloud properties and a year-long CCPP control simulation. The third quarter milestone included the time series of ARM-retrieved aerosol optical depth and a three-year CCPP control simulation. This final fourth quarter milestone includes the time-series of aerosol and dust properties and a decade-long CCPP control simulation.

    The overall project objective is to demonstrate the high efficiency of the Adams Counter-Current shale oil recovery process. The efficiency will first be demonstrated on a small scale, in the current phase, after which the demonstration will be extended to the operation of a small pilot plant. Thus the immediate project objective is to obtain data on oil shale retorting operations in a small batch rotary kiln that will be representative of operations in the proposed continuous process pilot plant. Although an oil shale batch sample is sealed in the batch kiln from the start until the end of the run, the process conditions for the batch are the same as the conditions that an element of oil shale would encounter in a continuous process kiln. Similar chemical and physical (heating, mixing) conditions exist in both systems. The two most important data objectives in this phase of the project are to demonstrate (1) that the heat recovery projected for this project is reasonable and (2) that an oil shale kiln will run well and not plug up due to sticking and agglomeration. The following was completed and is reported on this quarter: (1) A software routine was written to eliminate intermittently inaccurate temperature readings. (2) We completed the quartz sand calibration runs, resolving calibration questions from the 3rd quarter. (3) We also made low temperature retorting runs to identify the need for certain kiln modifications and kiln modifications were completed. (4) Heat Conductance data on two Pyrolysis runs were completed on two samples of Occidental oil shale.

  3. F-Area Seepage Basins groundwater monitoring report -- third and fourth quarters 1993. Volume 1

    During the second half of 1993, the groundwater at the F-Area Seepage Basins (FASB) was monitored in compliance with Module 3, Section C, of South Carolina Hazardous Waste Permit SC1-890-008-989, effective November 2, 1992. The monitoring well network is composed of 87 FSB wells screened in the three hydrostratigraphic units that make up the uppermost aquifer beneath the FASB. A detailed description of the uppermost aquifer is included in the Resource Conservation and Recovery Act Part B post-closure care permit application for the F-Area Hazardous Waste Management Facility submitted to the South Carolina Department of Health and Environmental Control (SCDHEC) in December 1990. Beginning in the first quarter of 1993, the standard for comparison became the SCDHEC Groundwater Protection Standard (GWPS) specified in the approved F-Area Seepage Basins Part B permit. Currently and historically, gross alpha, nitrate, nonvolatile beta, and tritium are among the primary constituents to exceed standards. Numerous other radionuclides and hazardous constituents also exceeded the GWPS in the groundwater at the FASB during the second half of 1993, notably aluminum, iodine-129, and zinc. The elevated constituents are found primarily in Aquifer Zone 2B{sub 2} and Aquifer Zone 2B{sub 1} wells. However, several Aquifer Unit 2A wells also contain elevated levels of constituents. Isoconcentration/isoactivity maps included in this report indicate both the concentration/activity and extent of the primary contaminants in each of the three hydrostratigraphic units. Water-level maps indicate that the groundwater flow rates and directions at the FASB have remained relatively constant since the basins ceased to be active in 1988.

    Production from the Marg Area 1 at Port Neches is averaging 222 BOPD for this quarter. The production drop is due in part to mechanical problems and to poor sweep efficiency caused by water blockage that prevented the CO{sub 2} from contacting new residual oil deeper in the reservoir. Alternating water and gas injection assisted to some extent in maintaining oil production and improved the reservoir yield by reducing the gas production. A workover was performed on well Kuhn No. 38 to correct failed gravel pack setting. Production from the well was restored to 60 BOPD. Plugging of the injection wells continue to be a problem, reducing the injection rate in critical areas of the reservoir, near well Kuhn No. 15R. Texaco drilled the well Polk B No. 39 to The Marg Area 3 reservoir to gain structural position based on the 3D seismic, and found the sand present as anticipated. However, the sand did not have any hydrocarbon accumulation. For this reason, Texaco will abandon testing the idea of utilizing CO{sub 2} to accelerate the primary production rate and reduce water production and primary production cycle time, in the reservoir.

    The Quarterly Coal Report (QCR) provides comprehensive information about US coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. This report presents detailed quarterly data for January through March 1998 and aggregated quarterly historical data for 1992 through the fourth quarter of 1997. Appendix A displays, from 1992 on, detailed quarterly historical coal imports data. To provide a complete picture of coal supply and demand in the United States, historical information has been integrated in this report. 58 tabs.

    The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in February, May, August, and November in the Short-Term Energy Outlook (Outlook). An annual supplement analyzes the performance of previous forecasts, compares recent projections with those of other forecasting services, and discusses current topics related to the short-term energy markets. (See Short-Term Energy Outlook Annual Supplement, DOE/EIA-0202.) The forecast period for this issue of the Outlook extends from the second quarter of 1995 through the fourth quarter of 1996. Values for the first quarter of 1995, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available (for example, electricity sales and generation are simulated using actual weather data). The historical energy data, compiled into the second quarter 1995 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service.

    The Energy Information Administration (EIA) prepares quarterly short-term energy supply, demand, and price projections for publication in January, April, July, and October in the Outlook. The forecast period for this issue of the Outlook extends from the second quarter of 1997 through the fourth quarter of 1998. Values for the first quarter of 1997, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data).     At the end of 1983, the number of signed contracts and letter agreements for cogeneration and small power production projects was 305, with a total estimated nominal capacity of 2,389 MW. Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

    The Quarterly Coal Report (QCR) provides comprehensive information about U.S. coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. The data presented in the QCR are collected and published by the Energy Information Administration (EIA) to fulfill data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275), as amended. This report presents detailed quarterly data for October through December 1995 and aggregated quarterly historical data for 1987 through the third quarter of 1995. Appendix A displays, from 1987 on, detailed quarterly historical coal imports data, as specified in Section 202 of the Energy Policy and Conservation Amendments Act of 1985 (Public Law 99-58).     This work includes a wide range of research and support activities associated with the Weapons Testing Program conducted at the Nevada Test Site (NTS). Ongoing and new environmental research programs to be conducted by DRI over the period of this contract include archaeological studies and site mitigation plans; offsite community radiation monitoring support; environmental compliance activities related to state and federal regulations; hydrologic assessment of containment of underground nuclear detonations; hydrology/radionuclide investigations designed to better understand and predict the possible subsurface movement of radionuclides at the NTS; and support of various statistical and data management and design activities. In addition to these, archaeological and other activities will be carried out in support of the Yucca Mountain Project. Other areas of the overall program which require DRI support are classified security activities, radiation safety and training, quality assurance and control, computer protection and historical data management, derivative classification of DRI documents, and preparation of any special reports not included in the requirements of the individual projects.

    The objective of this program is to investigate the direct conversion of light gaseous hydrocarbons, such as those produced during Fischer-Tropsch synthesis or as a product of gasification, to liquid transportation fuels via a partial oxidation process. The process will be tested in an existing pilot plant to obtain credible mass balances. Specific objectives to be met include determination of optimal process conditions, investigation of various processing options (e.g. feed injection, product quench, and recycle systems), and evaluation of an enhanced yield thermal/catalytic system. Economic evaluation of the various options will be performed as experimental data become available.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    WHC once again achieved significant improvement in its Overall safety performance as reflected by the injury/illness incidence rates. Incidence rates with one exception (Restricted Work Cases Only Incidence Rate) reflect sharp reductions. The increase in the Restricted Work Case Incidence Rate appears to be the result of effective case management activity and the return to work in a partial duty capacity of employees who may otherwise have been off work due to a work-related injury/illness (Page 2--9).

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    This report summarizes geothermal technical assistance, R and D and technology transfer activities of the Geo-Heat Center at Oregon Institute of Technology for the fourth quarter of FY-97 (July--September 1997). It describes 213 contacts with parties during this period related to technical assistance with geothermal direct heat projects. Areas dealt with include requests for general information including maps, geothermal heat pumps, resource and well data, space heating and cooling, greenhouses, acquaculture, equipment, district heating, resorts and spas, and industrial applications. Research activities include the completion of a Comprehensive Greenhouse Developer Package. Work accomplished on the revision of the Geothermal Direct Use Engineering and Design Guidebook are discussed. Outreach activities include the publication of the Quarterly Bulletin (Vol. 18, No. 3), dissemination of information mainly through mailings of publications, geothermal library acquisition and use, participation in workshops, short courses, and technical meetings by the staff, and progress monitor reports on geothermal activities.

    The purpose of the Quarterly Geotechnical Field Data Reports is to meet the US Department of Energy intent to provide geotechnical and related information from WIPP underground activities to interested persons or groups in a timely manner. This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The Quarterly Coal Report (QCR) provides comprehensive information about US coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. The data presented in the QCR are collected and published by the Energy Information Administration (EIA) to fulfill data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275), as amended. This report presents detailed quarterly data for October through December 1994 and aggregated quarterly historical data for 1986 through the third quarter of 1994. Appendix A displays, from 1986 on, detailed quarterly historical coal imports data, as specified in Section 202 of the Energy Policy and Conservation Amendments Act of 1985 (Public Law 99-58). Appendix B gives selected quarterly tables converted to metric tons.

    The FETC/EPRI Biomass Cofiring Program has completed one year of activity, accelerating the pace of cofiring development. Cofiring tests were completed at the Seward Generating Station of GPU Genco and at the Michigan City Generating Station of NIPSCO. The NYSEG work at Greenidge Station resulted in a workable, low cost method for injecting biofuels into coal-fired PC boilers. Support studies and modeling continued to provide analytics for the cofiring program. This report summarizes the activities during the fourth quarter of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon the results of testing in order to highlight the progress at utilities.
