The situation reports give a synopsis of political, economic, and petroleum industry data for each oil exporting country and are designed to provide up-to-date information enabling the EEMIS Project Office to react in a timely manner to late-breaking events. The report gives a brief overview of crude oil production for the major oil producing regions of the world and identifies crude flows from the major oil producing to consuming regions - Western Europe, United States, and Japan.

    Formed in 1960, the Organization of the Petroleum Exporting Countries (OPEC) became a key participant in the international oil industry after the so-called oil shock in the early 1970s. OPEC's power in world trade increased tremendously during the 1970s and, as oil prices skyrocketed, literature on OPEC proliferated. Although OPEC's demise has often been predicted since its creation; it has, however, endured. Thus study examines OPEC from distinct vantage points: those of regime theory, oligopoly models, and cartel theory. The aim is to gain insight into the activities of the organization as a whole and in terms of the behavior of one of its members, the Government of Nigeria. The objective is to ascertain which of these theories, or aspects of the theories, best describes OPEC's activities and Nigeria's actions as a member. The review of OPEC and Nigeria's role in its demonstrates that OPEC is difficult to classify. It is more than anything, a fluid coalition of Third World countries seeking to improve their national economies by ensuring better prices for crude oil, their chief export product; and helping other Third World countries focus global awareness on the chronic political and economic inequities in the international system. Therefore, OPEC and Nigeria's role is best explained by coalition theory.

    The primary objective of this study is to measure the response of Iraqi development to the influx of oil-export revenues. The study employs several econometric techniques using data from 1960 to 1980. From 1960 to 1980, Iraq achieved remarkable economic growth, a high rate of investment and employment, more equitable income distribution, a favorable balance of trade, and a stabilized economy. The 1972 government takeover of oil industries and the oil price boom of 1973 brought even more unprecedented growth and prosperity to the nation. Despite this remarkable performance however, the economic structure of Iraq remains dominated by the oil-export sector. In other words, Iraq's ability to reduce its dependence on oil revenues has been constructed because home sectors were not yet developed sufficiently to provide outputs and revenues needed by the country. Recommendations include development of policies designed to link the oil export sector with the rest of the economy, to encourage more investment by the private sector, to expand and improve the productivity of the agricultural and industrial sectors, and to develop inter-nation regional cooperatives capable of expanding the market for locally produced goods.

    This assessment of the natural gas sector in Iran, with a focus on Iran’s natural gas exports, was prepared pursuant to section 505 (a) of the Iran Threat Reduction and Syria Human Rights Act of 2012 (Public Law No: 112-158). As requested, it includes: (1) an assessment of exports of natural gas from Iran; (2) an identification of the countries that purchase the most natural gas from Iran; (3) an assessment of alternative supplies of natural gas available to those countries; (4) an assessment of the impact a reduction in exports of natural gas from Iran would have on global natural gas supplies and the price of natural gas, especially in countries identified under number (2); and (5) such other information as the Administrator considers appropriate.

    This study examines the integration of the Brazilian economy in the global economy as a determining factor for the energy efficiency of its industry. Depending upon the profile of a country's exports (i.e., depending upon the share of energy-intensive exports out of total exports), different quantities of energy are required to produce the country's exported goods, which may counterbalance efforts made elsewhere to improve the overall energy efficiency of the country's industry. Different scenarios for the energy embodied in the industrial exports of Brazil are considered for the period 1995--2015. These scenarios are a combination of different shares of energy-intensive goods in the total exports of the country with different assumptions for gains obtained in industrial energy efficiency over time. For all scenarios the same fundamental hypothesis of liberalization of commerce and economic growth are assumed. Results for the year 2015 show that the total energy embodied in industrial exports varies from 1,413 PJ to 2,491 PJ, and the total industrial use of energy varies from 3,858 PJ to 6,153 PJ, depending upon the assumptions made. This is equivalent to an average industrial energy intensity variation ranging from 13.8 MJ to 22.0 MJ per US$-1985. The authors conclude that any policy aimed at improving Brazil's overall industrial energy efficiency should concentrate not only on the reduction of the energy intensity of particular industrial sectors, but also (and, perhaps, more importantly) on rethinking the very strategy for the integration of the country's economy in the global market in the future, with respect to the share of energy-intensive goods out of total exports. The focus is not incidental, for the ongoing structural changes in Brazilian exports alone may come to offset any efficiency improvements achieved by the national industry as a whole.

    The control of nuclear-related exports, a critical component of the nonproliferation regime, is facing several opportunities and challenges. As countries sign and ratify the International Atomic Energy Agency's (IAEA) safeguards Additional Protocol (AP), they will begin to report far more export information, including exports of a list of items similar to the Nuclear Supplier Group's Trigger List that existed when the AP was developed in the mid-1990s. This positive development contrasts with challenges such as globalization, transshipments, and tracking of end-uses. Pacific Northwest National Laboratory is proposing that the US Department of Energy (DOE) develop regional seminars that address these types of issues related to export/import controls. The DOE seminars would be designed to supplement regional seminars sponsored by the IAEA and member states on topics related to the Additional Protocol (referred to as "IAEA seminars"). The topic of nuclear export/import controls is not thoroughly addressed in the IAEA seminars. The proposed DOE seminars would therefore have two objectives: familiarizing countries with the export/import provisions of the Additional Protocol, and addressing challenges such as those noted above. The seminars would be directed particularly at countries that have not ratified the AP, and at regions where export-related problems are particularly prevalent. The intent is to encourage governments to implement more effective nuclear export control systems that meet the challenges of the 21st century.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    Millions of sealed radioactive sources (SRSs) are being used for a wide variety of beneficial purposes throughout the world. Security experts are now concerned that these beneficial SRSs could be used in a radiological dispersion device to terrorize and disrupt society. The greatest safety and security threat is from those highly radioactive Category 1 and 2 SRSs. Without adequate controls, it may be relatively easy to legally purchase a Category 1 or 2 SRS on the international market under false pretenses. Additionally, during transfer, SRSs are particularly susceptible to theft since the sources are in a shielded and mobile configuration, transportation routes are predictable, and shipments may not be adequately guarded. To determine if government controls on SRS are adequate, this study was commissioned to review the current SRS import and export controls of six countries. Canada, the Russian Federation, and South Africa were selected as the exporting countries, and Egypt, the Philippines, and the United States were selected as importing countries. A detailed review of the controls in each country is presented. The authors found that Canada and Russia are major exporters, and are exporting highly radioactive SRSs without first determining if the recipient is authorized by the receiving country to own and use the SRSs. Available evidence was used to estimate that on average there are tens to possibly hundreds of intercountry transfers of highly radioactive SRSs each day. Based on these and other findings, this reports recommends stronger controls on the export and import of highly radioactive SRSs.

    Export of commodities, encouraged by both the private sector and the Federal Government, helps to improve our position in the global economy and is in the national interest of the US. However, exports of commodities or technologies, without regard to whether they may significantly contribute to the military potential of individual countries or combination of countries or enhance the proliferation of weapons of mass destruction, may adversely affect the national security of the US. The Federal Government, therefore, implements several laws, Executive Orders, and regulations to control the export of certain commodities and technologies. These commodities and technologies require a license for export. Some of the controlled items are designated as ''dual-use,'' that is, commodities and technologies that have both civilian and military application. Some dual-use commodities are designated as ''nuclear dual-use''--items controlled for nuclear nonproliferation purposes. Another group of controlled commodities is designated as munitions, which are goods and technologies that have solely military uses. The Department of Energy (Energy) conducts reviews of export license applications for nuclear dual-use items and certain munitions. On August 26, 1998, the Chairman of the Senate Committee on Governmental Affairs requested that the Inspectors General from the Departments of Commerce, Defense, Energy, State, and Treasury, and the Central Intelligence Agency (CIA), update and expand on a 1993 interagency review conducted by the Inspectors General of the Departments of Commerce, Defense, Energy, and State of the export licensing processes for dual-use and munitions commodities.

    US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

    The Holevo bound is a keystone in many applications of quantum information theory. We propose "weak maximal Holevo quantity" with weak measurements as the generalization of the standard Holevo quantity which is defined as the optimal projective measurements. The scenarios that weak measurements is necessary are that only the weak measurements can be performed because for example the system is macroscopic or that one intentionally tries to do so such that the disturbance on the measured system can be controlled for example in quantum key distribution protocols. We evaluate systematically the weak maximal Holevo quantity for Bell-diagonal states and find a series of results. Furthermore, we find that weak measurements can be realized by noise and project measurements.

    Findings from biofuel feedstock production assessments and projections of future supply are presented and discussed. The report aims to improve capabilities to assess the degree to which imported biofuel could contribute to meeting future U.S. targets to reduce dependence on imported oil. The study scope was focused to meet time and resource requirements. A screening process identified Argentina, Brazil, Canada, China, Colombia, India, Mexico, and the Caribbean Basin Initiative (CBI) region for initial analysis, given their likely role in future feedstock supply relevant to U.S. markets. Supply curves for selected feedstocks in these countries are projected for 2012, 2017 and 2027. The supply functions, along with calculations to reflect estimated supplies available for export and/or biofuel production, were provided to DOE for use in a broader energy market allocation study. Potential cellulosic supplies from crop and forestry residues and perennials were also estimated for 2017 and 2027. The analysis identified capacity to potentially double or triple feedstock production by 2017 in some cases. A majority of supply growth is derived from increasing the area cultivated (especially sugarcane in Brazil). This is supplemented by improving yields and farming practices. Most future supplies of corn and wheat are projected to be allocated to food and feed. Larger shares of future supplies of sugarcane, soybean and palm oil production will be available for export or biofuel. National policies are catalyzing investments in biofuel industries to meet targets for fuel blending that generally fall in the 5-10% range. Social and environmental concerns associated with rapid expansion of feedstock production are considered. If the 2017 projected feedstock supply calculated as 'available' for export or biofuel were converted to fuel, it would represent the equivalent of about 38 billion gallons of gasoline. Sugarcane and bagasse dominate the available supply, representing 64% of the total. Among the nations studied, Brazil is the source of about two-thirds of available supplies, followed distantly by Argentina (12%), India and the CBI region.

    Present legislation effectively bans the export of crude oil produced in the United States. The ban has been in effect for years and is particularly stringent with respect to crude oil produced in Alaska, particularly on the North Slope. The Alaska crude export ban is specifically provided for in the Trans-Alaska Pipeline Authorization Act of 1973 and in other legislation. It was imposed for two reasons. The first was to reduce US dependence on imported crude oil. The Arab oil embargo had been imposed shortly before the Act was passed and a greater measure of energy independence was considered imperative at that time. The second reason was to assure that funds expended in building an Alaskan pipeline would benefit domestic users rather than simply employed to facilitate shipments to other countries. The main objective of this report is to estimate the potential impacts on crude oil prices that would result from lifting the export ban Alaskan crude oil. The report focuses on the Japanese market and the US West Coast market. Japan is the principal potential export market for Alaskan crude oil. Exports to that market would also affect the price of Alaskan crude oil as well as crude oil and product prices on the West Coast and the volume of petroleum imported in that area. 3 figs., 8 tabs.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    In 2008, the U.S. Department of Energy (DOE) began assisting selected non-nuclear weapon states in planning and preparing for implementation of the International Atomic Energy Agency’s Additional Protocol (AP). Since then, the AP international implementation program has contributed to the substantial progress made by Vietnam, Thailand, Iraq, and Malaysia in preparing for entry-into-force of the AP. An overall engagement plan has been developed with components designed to train government AP implementing agencies, inform policy makers, conduct outreach to industry and universities, make AP reporting software available and useful, and plan a detailed approach for implementing the declaration and complementary access provisions of the AP. DOE recently began collaborating with Indonesia, which has already entered the AP into force, requiring a second method of engagement somewhat different from that taken with countries that have not entered the AP into force. The AP international implementation program, administered by the International Nuclear Safeguards and Engagement Program, is working more closely with DOE’s International Nonproliferation Export Control Program to ensure countries are aware of and prepared to implement the export/import provisions of the AP. As the AP implementation program matures and helps move countries closer to entry-into-force or improved AP implementation, it is identifying characteristics of a country’s “end-state” that indicate that DOE assistance is no longer required. The U.S. AP Implementation Act and Senate Resolution of Ratification require the Administration to report annually to Congress on measures taken to achieve the adoption of the AP in non-nuclear weapon states. DOE’s AP international implementation program is a significant part of these measures. This paper describes recent developments to increase the scope and effectiveness of the program.

    The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.

Because significant exports of U.S. products and services to support the joint venture are questionable, it is suggested that, potential markets for U.S. products be identified. Sources of capital to finance the joint venture should be identified.

    The world oilseed supply situation tightened in this month with estimated world oilseed, meal and oil production all down from the last month. Reduced peanut and sunflower seed output in drought-damaged areas in Africa more than offset an increase in Argentine soybean output. The protein meal sector remained quiet, with an adjustment in peanut meal production and a reduction in Soviet soybean meal imports. The situation for vegetable and marine oils also remained quiet during the month, with offsetting reductions of Singapore's palm oil imports and exports indicating that country's decline as a transshipper of palm oil.

    Country Analysis Briefs: 1994 is a compilation of country profiles prepared by the Energy Markets and Contingency Information Division (EMCID) of the Office of Energy Markets and End Use. EMCID maintains Country Analysis Briefs (CABs) for specific countries or geographical areas that are important to world energy markets. As a general rule, CABs are prepared for all members of the Organization of Petroleum Exporting Countries (OPEC), major non-OPEC oil producers (i.e., the North Sea, Russia), major energy transit areas (i.e., Ukraine), and other areas of current interest to energy analysts and policy makers. As of January 1995, EMCID maintained over 40 CABs, updated on an annual schedule and subject to revision as events warrant. This report includes 25 CABs updated during 1994. All CABs contain a profile section, a map showing the country`s location, and a narrative section. The profile section includes outlines of the country`s economy, energy sector, and environment. The narrative provides further information and discussion of these topics. Some CABs also include a detailed map displaying locations of major oil and gas fields, pipelines, ports, etc. These maps were created as a result of special individual requests and so are not typically a standard feature of the CABs. They are presented here wherever available as a supplement to the information contained in the CABs.

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    Kinematic quantities for finite elastic and plastic deformations are defined via an approach that does not rely on auxiliary elements like reference frame and reference configuration, and that gives account of the inertial-noninertial aspects explicitly. These features are achieved by working on Galilean spacetime directly. The quantity expressing elastic deformations is introduced according to its expected role: to measure how different the current metric is from the relaxed/stressless metric. Further, the plastic kinematic quantity is the change rate of the stressless metric. The properties of both are analyzed, and their relationship to frequently used elastic and plastic kinematic quantities is discussed. One important result is that no objective elastic or plastic quantities can be defined from deformation gradient.

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    This volume contains detailed case-studies of the history and prospects for natural gas utilization in eight developing countries: Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Thailand and Tunisia. All of these countries have been visited by members of the research team, with the exception of Pakistan. Running through all the case-histories is the importance of defining a clear market for the gas. In some cases this can prove remarkably difficult, especially when the oil price is relatively low. In other cases a market does exist, but is very limited in relation to the size of available reserves. The other theme which recurs over and over again is the importance of the relationship between the government and its agencies, and the foreign oil companies which are involved in exploration and development of gas reserves. These two issues are addressed in detail in each case study. But it is also the case that each country highlights specific aspects of the gas story.

    This report responds to a Congressional Conference Report that requests that $625,000 in funding provided will be used by the Department to identify potential markets for clean coal technologies in developing countries and countries with economies in transition from nonmarket economies and to identify existing, or new, financial mechanisms or financial support to be provided by the Federal government that will enhance the ability of US industry to participate in these markets. The Energy Information Administration (EIA) expects world coal consumption to increase by 30 percent between 1990 and 2010, from 5.1 to 6.5 billion short tons. Five regions stand out as major foreign markets for the export of US clean coal technologies: China; The Pacific Rim (other than China); South Asia (primarily India); Transitional Economies (Central Europe and the Newly Independent States); and Other Markets (the Americas and Southern Africa). Nearly two-thirds of the expected worldwide growth in coal utilization will occur in China, one quarter in the United States. EIA forecasts nearly a billion tons per year of additional coal consumption in China between 1990 and 2010, a virtual doubling of that country`s coal consumption. A 30-percent increase in coal consumption is projected in other developing countries over that same period. This increase in coal consumption will be accompanied by an increase in demand for technologies for burning coal cost-effectively, efficiently and cleanly. In the Pacific Rim and South Asia, rapid economic growth coupled with substantial indigenous coal supplies combine to create a large potential market for CCTS. In Central Europe and the Newly Independent States, the challenge will be to correct the damage of decades of environmental neglect without adding to already-considerable economic disruption. Though the situation varies, all these countries share the basic need to use indigenous low-quality coal cleanly and efficiently.

    A unified conceptual foundation of classical and quantum physics is given, free of undefined terms. Ensembles are defined by extending the `probability via expectation' approach of Whittle to noncommuting quantities. This approach carries no connotations of unlimited repeatability; hence it can be applied to unique systems such as the universe. Precise concepts and traditional results about complementarity, uncertainty and nonlocality follow with a minimum of technicalities. Probabilities are introduced in a generality supporting so-called effects (i.e., fuzzy events). States are defined as partial mappings that provide reference values for certain quantities. An analysis of sharpness properties yields well-known no-go theorems for hidden variables. By dropping the sharpness requirement, hidden variable theories such as Bohmian mechanics can be accommodated, but so-called ensemble states turn out to be a more natural realization of a realistic state concept. The weak law of large numbers explains the emergence of classical properties for macroscopic systems.

    A key enzyme for leukotriene biosynthesis is 5-lipoxygenase (5-LO), which we found is exported from the nucleus when p38 MAPK is activated. CHO-K1 cells stably express green fluorescent protein-5-lipoxygenase fusion protein (GFP-5LO), which is located predominantly in the nucleus, and is exported by anisomycin, hydrogen peroxide, and sorbitol, with activation of p38 MAPK. SB203580, an inhibitor of p38 MAPK, and Leptomycin B, an inhibitor of the nuclear export, blocked the anisomycin-induced export of GFP-5LO. When HEK293 cells were transformed with plasmids for wild-type GFP-5LO, GFP-5LO-S271A or GFP-5LO-S271E mutants, most wild-type GFP-5LO and GFP-5LO-S271A localized in the nucleus, but GFP-5LO-S271E localized in the cytosol. Thus, phosphorylation at Ser-271 of 5-LO is important for its export. Endogenous 5-LO in RBL cells stimulated with anisomycin was also exported from the nucleus. These results suggest that the nuclear export of 5-LO depends on the stress-induced activation of the p38 MAPK pathway.

    A tiny motor tasked with one of nature's biggest jobs is now better understood. The molecular machinery that helps export messenger RNA from a cell's nucleus has been structurally mapped at the Advanced Light Source, a synchrotron located at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab). In this simulation, Gle1 (yellow) binds Dbp5 (green and blue-grey) causing Dbp5 to release RNA (orange). The movie begins with Dbp5 bound to RNA and then transitions to the Gle1-Dbp5 state, the step that jettisons RNA.     When gas is discovered in a developing country, and there is either insufficient to justify an Liquified Natural Gas (LNG) export project, or a surplus over-and-above LNG requirements, what are the problems that hinder its development for the internal market in that country. Are there positive steps that can be taken to facilitate such development. The major focus of this study is therefore on the problems that arise in negotiating and implementing agreements between companies and governments. The asymmetries and differences between the behavior and perceptions of the two groups impinge on the conduct of negotiations and the nature of agreements reached between the parties. Objectives are examined for each group as well as the procedures they follow and the constraints under which they operate. The effect of differences on exploration contracts, on pricing and on fiscal regimes are examined and practical ways in which the different objectives of governments and companies can be reconciled to their mutual advantage are suggested. The report is divided into two parts. This Volume, Part One of the report, contains a synthesis of our views on the issues raised by research, and the main conclusions.

    We study the thermodynamic quantities such as the Helmholtz free energy, the mean energy and the specific heat for both the Klein-Gordon, and Dirac equations. Our analyze includes two main subsections: ($i$) statistical functions for the Klein-Gordon equation with a linear potential having Lorentz vector, and Lorentz scalar parts ($ii$) thermodynamic functions for the Dirac equation with a Lorentz scalar, inverse-linear potential by assuming that the scalar potential field is strong ($A \\gg 1$). We restrict ourselves to the case where only the positive part of the spectrum gives a contribution to the sum in partition function. We give the analytical results for high temperatures.

    This paper uses a macro economic model of oil exporting developing nations (OPEC) in conjunction with a social welfare function approach (optimal control) to derive an optimum level of oil production. The macro model assumes the economy produces only three goods (oil, imported goods, and nontraded goods), and the foreign exchange rate if fixed. There are twelve endogenous and nine exogenous variables. A 2SLS technique is applied to estimate the macro model using pooled data over the period from 1973-1979. Countries included in this study are: Indonesia, Iran, Kuwait, Libya, Nigeria, Saudi Arabia, and Venezuela. The estimated macro model is used as a constraint in the process of maximization of a quadratic social welfare function which includes all of some of the endogenous variables of the model as well as the only control variable, namely, oil exports. Optimal oil production for the period 1974-1981 is calculated based on three different scenarios (A, B, and C). The empirical results indicate that oil revenue is an important factor in determination of GNP, government revenues, and expenditures, consumption, and money supply. The price level does not influence imports, consumption, and demand for money balances. Also, the nontraded goods industry seems to be an isolated industry, and distribution of income changes to the detriment of this industry as the economy becomes more open to international trade. The paper concludes that if economic growth is the main objective of policy makers, greater utilization of oil resources is required. Finally, it suggests more reliance on market forces and less subsidy programs.

    This report discusses the treatment of uncertainties stemming from relatively few samples of random quantities. The importance of this topic extends beyond experimental data uncertainty to situations involving uncertainty in model calibration, validation, and prediction. With very sparse data samples it is not practical to have a goal of accurately estimating the underlying probability density function (PDF). Rather, a pragmatic goal is that the uncertainty representation should be conservative so as to bound a specified percentile range of the actual PDF, say the range between 0.025 and .975 percentiles, with reasonable reliability. A second, opposing objective is that the representation not be overly conservative; that it minimally over-estimate the desired percentile range of the actual PDF. The presence of the two opposing objectives makes the sparse-data uncertainty representation problem interesting and difficult. In this report, five uncertainty representation techniques are characterized for their performance on twenty-one test problems (over thousands of trials for each problem) according to these two opposing objectives and other performance measures. Two of the methods, statistical Tolerance Intervals and a kernel density approach specifically developed for handling sparse data, exhibit significantly better overall performance than the others.

  11. Nuclear Energy Readiness Indicator Index (NERI): A benchmarking tool for assessing nuclear capacity in developing countries

    Declining natural resources, rising oil prices, looming climate change and the introduction of nuclear energy partnerships, such as GNEP, have reinvigorated global interest in nuclear energy. The convergence of such issues has prompted countries to move ahead quickly to deal with the challenges that lie ahead. However, developing countries, in particular, often lack the domestic infrastructure and public support needed to implement a nuclear energy program in a safe, secure, and nonproliferation-conscious environment. How might countries become ready for nuclear energy? What is needed is a framework for assessing a country's readiness for nuclear energy. This paper suggests that a Nuclear Energy Readiness Indicator (NERI) Index might serve as a meaningful basis for assessing a country's status in terms of progress toward nuclear energy utilization under appropriate conditions. The NERI Index is a benchmarking tool that measures a country's level of 'readiness' for nonproliferation-conscious nuclear energy development. NERI first identifies 8 key indicators that have been recognized by the International Atomic Energy Agency as key nonproliferation and security milestones to achieve prior to establishing a nuclear energy program. It then measures a country's progress in each of these areas on a 1-5 point scale. In doing so NERI illuminates gaps or underdeveloped areas in a country's nuclear infrastructure with a view to enable stakeholders to prioritize the allocation of resources toward programs and policies supporting international nonproliferation goals through responsible nuclear energy development. On a preliminary basis, the indicators selected include: (1) demonstrated need; (2) expressed political support; (3) participation in nonproliferation and nuclear security treaties, international terrorism conventions, and export and border control arrangements; (4) national nuclear-related legal and regulatory mechanisms; (5) nuclear infrastructure; (6) the utilization of IAEA technical assistance; (7) participation in regional arrangements; and (8) public support for nuclear power. In this paper, the Index aggregates the indicators and evaluates and compares the level of readiness in seven countries that have recently expressed various degrees of interest in establishing a nuclear energy program. The NERI Index could be a valuable tool to be utilized by: (1) country officials who are considering nuclear power; (2) the international community, desiring reassurance of a country's capacity for the peaceful, safe, and secure use of nuclear energy; (3) foreign governments/NGO's, seeking to prioritize and direct resources toward developing countries; and (4) private stakeholders interested in nuclear infrastructure investment opportunities.

    Representatives of the Alaskan oil industry, citizen groups, and government agencies involved in trade and international affairs testified at a hearing on reauthorization of the Export Administration Act, which allowed the export of crude oil from Cook Inlet. Opponents to reauthorization cited the potential for compromising national security, the president's effort to circumvent congressional intent, and the possibility that trade balance benefits would be illusory. Proponents argued that oil exports would relieve the trade deficit with Japan, but would also remove trade barriers with other Pacific and Asian countries. West Coast consumers argued that the availability of Alaskan oil lowers their energy and product costs.     International safeguards and export controls are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems.
