    The approaches used for setting or reviewing air quality standards vary from country to country. The purpose of this research was to consider the potential to improve decision-making through integration of HIA into the processes to review and set air quality standards used in Australia. To assess the value of HIA in this policy process, its strengths and weaknesses were evaluated aligned with review of international processes for setting air quality standards. Air quality standard setting programmes elsewhere have either used HIA or have amalgamated and incorporated factors normally found within HIA frameworks. They clearly demonstrate the value of a formalised HIA process for setting air quality standards in Australia. The following elements should be taken into consideration when using HIA in standard setting. (a) The adequacy of a mainly technical approach in current standard setting procedures to consider social determinants of health. (b) The importance of risk assessment criteria and information within the HIA process. The assessment of risk should consider equity, the distribution of variations in air quality in different locations and the potential impacts on health. (c) The uncertainties in extrapolating evidence from one population to another or to subpopulations, especially the more vulnerable, due to differing environmental factors and population variables. (d) The significance of communication with all potential stakeholders on issues associated with the management of air quality. In Australia there is also an opportunity for HIA to be used in conjunction with the NEPM to develop local air quality standard measures. The outcomes of this research indicated that the use of HIA for air quality standard setting at the national and local levels would prove advantageous. -- Highlights: • Health Impact Assessment framework has been applied to a policy development process. • HIA process was evaluated for application in air quality standard setting. • Advantages of HIA in the air quality standard setting process are demonstrated.

Empowering the workforce does several things: 1) people put more effort and thought into work for which they feel ownership, 2) the information they use for planning, analysis, problem-solving,and decision-making is more accurate, 3) these functions are performed in a more timely manner, and 4) the results of these functions have more credibility with those who must implement them. This act of delegation and empowerment also allows management more time to perform functions they are uniquely trained and qualified to perform, such as strategic planning, staff development, succession planning, and organizational improvement. To achieve this state in an organization, however, requires a very open, transparent culture in which accurate, timely, relevant, candid, and inoffensive communication flourishes, a situation that does not currently exist in a majority of organizations. Both deterministic pair separation into two adjacent telecommunication channels and the paired photons' temporal walk-off compensation are achieved using standard fiber components. Two-photon interference experiments are performed, both for quantitatively demonstrating the relevance of our approach, and for manipulating the produced state between bosonic and fermionic symmetries.     Long-term trends, to the year 2000, of urban household travel were forecast for prototype metropolitan areas under several sets of energy prices, auto fuel economy, and emission standards. Dramatic improvements in air quality were forecast due to redistribution of travel and lowered emissions. The exception to this trend to rapidly growing cities, such as those in the west and southwest experiencing sprawl development that characterized many urbanized areas in the industrial northeast and midwest during the 1950's and 1960's. In one test city, where the rate of urbanization has slowed significantly, analysis indicated that relaxation of the light-duty-vehicle NO/sub x/ standard from 1.0 gm/mi to 2.0 gm/mi would not severely threaten attainment of the ambient NO/sub x/ standards by 1987 owing to redistribution of population and activities. The difference in total energy impacts was determined to be negligible, assuming moderate increase in petroleum prices through 1995 (3.1%/year). In another policy test, without changing emission standards, an increase in fuel price of 3.75%/year from 1980 to 2000 reduced travel and provided a 4% decrease in energy use and a corresponding decrease in CO, HC and NO/sub x/. Virtually all of the reduction in travel and emissions was due to non-work travel, which fell 9%. The price increase damped the increase in auto travel per person that would occur as autos become cheaper to operate and as household wealth increases, making the answer to the title a cautious yes, given steady or slowly rising fuel prices.

    Electric load profiles of tropical islands in developed countries are characterised by morning, midday and evening peaks arising from all year round high power demand in the commercial and residential sectors, due mostly to air conditioning appliances and bad thermal conception of the building. The work presented in this paper has led to the conception of a global quality standards obtained through optimized bioclimatic urban planning and architectural design, the use of passive cooling architectural components, natural ventilation and energy efficient systems such as solar water heaters. We evaluated, with the aid of an airflow and thermal building simulation software (CODYRUN), the impact of each technical solution on thermal comfort within the building. These technical solutions have been implemented in 280 new pilot dwelling projects through the year 1996.

    The energy efficiency services sector (EESS) is poised to become an increasingly important part of the U.S. economy. Climate change and energy supply concerns, volatile and increasing energy prices, and a desire for greater energy independence have led many state and national leaders to support an increasingly prominent role for energy efficiency in U.S. energy policy. The national economic recession has also helped to boost the visibility of energy efficiency, as part of a strategy to support economic recovery. We expect investment in energy efficiency to increase dramatically both in the near-term and through 2020 and beyond. This increase will come both from public support, such as the American Recovery and Reinvestment Act (ARRA) and significant increases in utility ratepayer funds directed toward efficiency, and also from increased private spending due to codes and standards, increasing energy prices, and voluntary standards for industry. Given the growing attention on energy efficiency, there is a concern among policy makers, program administrators, and others that there is an insufficiently trained workforce in place to meet the energy efficiency goals being put in place by local, state, and federal policy. To understand the likelihood of a potential workforce gap and appropriate response strategies, one needs to understand the size, composition, and potential for growth of the EESS. We use a bottom-up approach based upon almost 300 interviews with program administrators, education and training providers, and a variety of EESS employers and trade associations; communications with over 50 sector experts; as well as an extensive literature review. We attempt to provide insight into key aspects of the EESS by describing the current job composition, the current workforce size, our projections for sector growth through 2020, and key issues that may limit this growth.

    The state passed the Illinois Groundwater Protection Act (IGPA) in September 1987, which among other things, directed the Illinois Environmental Protection Agency (IEPA) to develop groundwater classification system and nondegradation procedures. The IGPA also mandated that the Illinois Department of Energy and Natural Resources conduct an Economic Impact Study of the IEPA's proposed regulations. The report also analyzed alternatives considered during the development of the Code 620 regulations in addition to the final outcome. The proposed regulations would establish a groundwater classification which would be partially use-based and partially water quality-based. Numeric groundwater quality standards are also established which apply to General Resource and Potable Resource Groundwater. Cleanup criteria are identified for sites of contamination. As determined by this investigation, the most significant costs of the IEPA's proposed regulations could be expected to be groundwater remediation costs, which are those costs associated with returning contaminated groundwater to compliance with the standards.

    One reason for systematically applying quality assurance to computer software is the extensive use of results from computer programs to characterize potential sited for nuclear waste repositories leading ultimately to important policy making decisions. Because data from these programs characterize the likely radioactivity profile for many hundreds of years, experimental validation is not feasible. The Sensitivity and Uncertainty Analysis Methods Development Project (SUAMDP) was developed to formulate and utilize efficient and comprehensive methods for determining sensitivities of calculated results with respect to changes in all input parameters. The computerized methodology was embodied in the Gradient Enhanced Software System (GRESS). Due to the fact that GRESS was to be used in the site characterization for waste storage, stringent NQA-1 requirements were imposed by the sponsor. A working relationship between the Oak Ridge National Laboratory (ORNL) Quality Department and the research scientists developing GRESS was essential in achieving understanding and acceptance of the quality assurance requirements as applied to the SUAMDP. The relationship resulted in the SUAMDP becoming the first software project at ORNL to develop a comprehensive NQA-1 Quality Assurance Plan; this plan now serves as a model for software quality assurance at ORNL. This paper describes the evolution of this plan and its impact on the application of quality assurance procedures to software. 2 refs.

    Purpose: The American Society for Radiation Oncology (ASTRO) conducted the 2012 Radiation Oncology Workforce Survey to obtain an up-to-date picture of the workforce, assess its needs and concerns, and identify quality and safety improvement opportunities. The results pertaining to radiation oncologists (ROs) and residents (RORs) are presented here. Methods: The ASTRO Workforce Subcommittee, in collaboration with allied radiation oncology professional societies, conducted a survey study in early 2012. An online survey questionnaire was sent to all segments of the radiation oncology workforce. Respondents who were actively working were included in the analysis. This manuscript describes the data for ROs and RORs. Results: A total of 3618 ROs and 568 RORs were surveyed. The response rate for both groups was 29%, with 1047 RO and 165 ROR responses. Among ROs, the 2 most common racial groups were white (80%) and Asian (15%), and the male-to-female ratio was 2.85 (74% male). The median age of ROs was 51. ROs averaged 253.4 new patient consults in a year and 22.9 on-treatment patients. More than 86% of ROs reported being satisfied or very satisfied overall with their career. Close to half of ROs reported having burnout feelings. There was a trend toward more frequent burnout feelings with increasing numbers of new patient consults. ROs' top concerns were related to documentation, reimbursement, and patients' health insurance coverage. Ninety-five percent of ROs felt confident when implementing new technology. Fifty-one percent of ROs thought that the supply of ROs was balanced with demand, and 33% perceived an oversupply. Conclusions: This study provides a current snapshot of the 2012 radiation oncology physician workforce. There was a predominance of whites and men. Job satisfaction level was high. However a substantial fraction of ROs reported burnout feelings. Perceptions about supply and demand balance were mixed. ROs top concerns reflect areas of attention for the healthcare sector as a whole.

    Week-long integrated nitrogen dioxide (NO/sub 2/) measurements were made by using diffusion tube samplers inside and outside 137 homes in Portage, WI, over a 1-year period. The annual mean ambient NO/sub 2/ concentrations in this rural community were 10-15 ..mu..g/m/sup 3/. NO/sub 2/ levels inside the kitchens of 112 homes with gas stoves averaged about 50 ..mu..g/m/sup 3/ higher, and bedroom levels were about 30 ..mu..g/m/sup 3/ higher, than outdoor levels. Ten percent of the gas-cooking homes had annual average kitchen NO/sub 2/ levels higher than the National Ambient Air Quality Standard of 100 ..mu..g/m/sup 3/. NO/sub 2/ levels inside kitchens of 25 homes with electric stoves were about two-thirds outdoor levels, while corresponding bedroom levels were one-half outdoor levels. Distinct seasonal patterns (higher indoor levels in winter, lower in summer) consistent with changes in normal air-exchange rates were evident in gas-cooking homes. The large variation of NO/sub 2/ concentrations among homes, likely due to differences in stove use, emission rates, and air-exchange rates, limits the development of prediction models. In addition, this variation would reduce the power of epidemiological studies of respiratory health, which use ambient NO/sub 2/ concentration levels, a simple dichotomous description of stove type and two categories of home cooking fuel to describe exposure.

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

    Purpose: To compare quality of survival in “standard-risk” medulloblastoma after hyperfractionated radiation therapy of the central nervous system with that after standard radiation therapy, combined with a chemotherapy regimen common to both treatment arms, in the PNET4 randomised controlled trial. Methods and Materials: Participants in the PNET4 trial and their parents/caregivers in 7 participating anonymized countries completed standardized questionnaires in their own language on executive function, health status, behavior, health-related quality of life, and medical, educational, employment, and social information. Pre- and postoperative neurologic status and serial heights and weights were also recorded. Results: Data were provided by 151 of 244 eligible survivors (62%) at a median age at assessment of 15.2 years and median interval from diagnosis of 5.8 years. Compared with standard radiation therapy, hyperfractionated radiation therapy was associated with lower (ie, better) z-scores for executive function in all participants (mean intergroup difference 0.48 SDs, 95% confidence interval 0.16-0.81, P=.004), but health status, behavioral difficulties, and health-related quality of life z-scores were similar in the 2 treatment arms. Data on hearing impairment were equivocal. Hyperfractionated radiation therapy was also associated with greater decrement in height z-scores (mean intergroup difference 0.43 SDs, 95% confidence interval 0.10-0.76, P=.011). Conclusions: Hyperfractionated radiation therapy was associated with better executive function and worse growth but without accompanying change in health status, behavior, or quality of life.

    This paper presents an overview of the ozone human exposure and health risk analyses developed under sponsorship of the U.S. Environmental Protection Agency (EPA). These analyses are being used in the current review of the national ambient air quality standards (NAAQS) for ozone. The analyses consist of three principal steps: (1) estimating short-term ozone exposure for particular populations (exposure model); (2) estimating population response to exposures or concentrations (exposure-response or concentration-response models); and (3) integrating concentrations or exposure with concentration-response or exposure-response models to produce overall risk estimates (risk model). The exposure model, called the probabilistic NAAQS exposure model for ozone (pNEM/03), incorporates the following factors: hourly ambient ozone concentrations; spatial distribution of concentrations; ventilation state of individuals at time of exposure; and movement of people through various microenvironments (e.g., outdoors, indoors, inside a vehicle) of varying air quality. Exposure estimates are represented by probability distributions. Exposure-response relationships have been developed for several respiratory symptom and lung function health effects, based on the results of controlled human exposure studies. These relationships also are probabilistic and reflect uncertainties associated with sample size and variability of response among subjects. The analyses also provide estimates of excess hospital admissions in the New York City area based on results from an epidemiology study. Overall risk results for selected health endpoints and recently analyzed air quality scenarios associated with alternative 8-hour NAAQS and the current 1-hour standard for outdoor children are used to illustrate application of the methodology.

    This paper presents information and data collected during 2008 on PV workforce needs by the Interstate Renewable Energy Council for the U.S. Department of Energy. The data was collected from licensed contractors, PV practitioners, educators and expert instructors at training sessions, and at focus group and advisory committee meetings. Respondents were primarily from three states: Florida, New York and California. Other states were represented, but to a lesser extent. For data collection, a 12-item questionnaire was developed that addressed key workforce development issues from the perspectives of both the PV industry and training institutions. A total of 63 responses were collected, although not every respondent answered every question. Industry representatives slightly outnumbered the educators, although the difference in responses was not significant.

    This report provides a baseline assessment of the current state of energy efficiency-related education and training programs and analyzes training and education needs to support expected growth in the energy efficiency services workforce. In the last year, there has been a significant increase in funding for 'green job' training and workforce development (including energy efficiency), through the American Recovery and Reinvestment Act (ARRA). Key segments of the energy efficiency services sector (EESS) have experienced significant growth during the past several years, and this growth is projected to continue and accelerate over the next decade. In a companion study (Goldman et al. 2009), our research team estimated that the EESS will increase two- to four-fold by 2020, to 220,000 person-years of employment (PYE) (low-growth scenario) or up to 380,000 PYE (high-growth scenario), which may represent as many as 1.3 million individuals. In assessing energy efficiency workforce education and training needs, we focus on energy-efficiency services-related jobs that are required to improve the efficiency of residential and nonresidential buildings. Figure ES-1 shows the market value chain for the EESS, sub-sectors included in this study, as well as the types of market players and specific occupations. Our assessment does not include the manufacturing, wholesale, and retail distribution subsectors, or energy efficiency-focused operations and maintenance performed by facility managers.

    This report documents implementation strategies to leverage public and private resources for the development of an adequate national security workforce as part of the National Security Preparedness Project (NSPP), being performed under a U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. There are numerous efforts across the United States to develop a properly skilled and trained national security workforce.     Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    On November 8 -10, 2006, the first national conference on renewable energy workforce education was held at Hudson Valley Community College in Troy, New York. The event was sponsored by the New York State Energy Research and Development Authority (NYSERDA) and organized by the Interstate Renewable Energy Council (IREC) and the Partnership for Environmental Technology Education (PETE). Over 200 instructors, school administrators, and industry representatives attended this event representing 30 states and over 65 Community Colleges and Technical High Schools. The conference resulted in an enormous collection of information on the best practices and effective approaches to teaching workforce skills in the renewable energy trades and industries. This paper discusses the following educational strategies: the hybrid course delivery model; interdisciplinary instruction; linking technical high schools with the local community college; integrating a renewable energy concentration within an energy management degree program; expanding hands-on opportunities through internship programs; and an industry-sponsored certificate program. Recommendations by educators are also discussed.

Even though there are an increasing number of college graduates in the appropriate fields, many of these graduates choose to work in the private sector because of more desirable salary and benefit packages. This is contributing to an inability to fill vacant positions at NNSA resulting from high personnel turnover from the large number of retirements. Further, many of the retirees are practically irreplaceable because they are Cold War scientists that have experience and expertise with nuclear weapons.

    Sandia National Laboratories has made major investments in microsystems-related infrastructure and research staff development over the past two decades, culminating most recently in the MESA project. These investment decisions have been made based in part upon the necessity for highly reliable, secure, and for some purposes, radiation-hardened devices and subsystems for safety and sustainability of the United States nuclear arsenal and other national security applications. SNL's microsystems development and fabrication capabilities are located almost entirely within its New Mexico site, rendering their effectiveness somewhat dependent on the depth and breadth of the local microsystems workforce. Consequently, the status and development capacity of this workforce has been seen as a key personnel readiness issue in relation to the maintenance of SNL's microsystems capabilities. For this reason SNL has supported the instantiation and development of the Southwest Center for Microsystems Education, an Advanced Technology Education center funded primarily by the National Science Foundation, in order to foster the development of local training capacity for microsystems technologists. Although the SCME and the associated Manufacturing Technology program at Central New Mexico Community College have developed an effective curriculum and graduated several highly capable microsystems technologists, the future of both the center and the degree program remain uncertain due to insufficient student enrollment. The central region of New Mexico has become home to many microsystems-oriented commercial firms. As the demands of those firms for technologists evolve, SNL may face staffing problems in the future, especially if local training capacity is lost.

    For the past 6 years, open discussions and/or meetings have been held and are still on-going with OEM, Hydrogen Suppliers, other test facilities from the North America Team and International collaborators regarding experimental results, fuel clean-up cost, modeling, and analytical techniques to help determine levels of constituents for the development of an international standard for hydrogen fuel quality (ISO TC197 WG-12). Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.

This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

This paper explores the concept of test quality and its relationship with operational readiness and preventive maintenance. This paper also considers the frequencies of component testing. Test quality is related to a test`s ability to detect degradation that can cause component failure. The quality of the test depends on several factors, including specific parameters measured, system or component conditions, and instrument accuracy. The quality of some currently required tests for check valves, motor-operated valves, and pumps is also discussed. Suggestions are made to improve test quality by measuring different parameters, testing valves under load, and testing positive displacement pumps at high pressure and centrifugal pumps at high flow rate conditions. These suggestions can help to improve the level of assurance of component operational readiness gained from testing.

    The purpose of ventilation is to dilute or remove indoor contaminants that an occupant could be exposed to. It can be provided by mechanical or natural means. ASHRAE Standards including standards 62, 119, and 136 have all considered the contribution of infiltration in various ways, using methods and data from 20 years ago. The vast majority of homes in the United States and indeed the world are ventilated through natural means such as infiltration caused by air leakage. Newer homes in the western world are tight and require mechanical ventilation. As we seek to provide acceptable indoor air quality at minimum energy cost, it is important to neither over-ventilate norunder-ventilate. Thus, it becomes critically important to correctly evaluate the contribution infiltration makes to both energy consumption and equivalent ventilation. ASHRAE Standard 62.2 specifies how much mechanical ventilation is considered necessary to provide acceptable indoor air quality, but that standard is weak on how infiltration can contribute towards meeting the total requirement. In the past ASHRAE Standard 136 was used to do this, but new theoretical approaches and expanded weather data have made that standard out of date. This article will describe how to properly treat infiltration as an equivalent ventilation approach and then use new data and these new approaches to demonstrate how these calculations might be done both in general and to update Standard 136.

This objective was met by (1) presentations of detailed data describing current levels of racial and ethnic minorities on the faculties of chemistry departments; (2) frank discussion of the obstacles to and benefits of racial/ethnic diversity in the chemistry professoriate; (3) summary of possible effective interventions and actions; and (4) promotion of the dissemination and adoption of initiatives designed to achieve racial/ethnic equity. Federal programs over the past thirty years have been instrumental in delivering to our universities URM students intending to major in the physical sciences such as chemistry. However, the near absence of URM faculty means that there is also an absence of URM as role models for aspiring students. For example, citing 2003 as a representative year, some statistics reveal the severity of the pipeline shrinkage for U. S. citizen URM starting from chemistry B.S. degrees awarded to the appointment to chemistry faculty. Compared to the URM population of approximately 30% for that year, 67% of the B.S. degrees in chemistry were awarded to white citizens and 17% were awarded to URM citizens. Proceeding along the pipeline, 83% of the Ph.D. degrees in chemistry were awarded to white citizens, and 6.4% were awarded to URM citizens. The number of white citizens occupying tenure faculty lines in chemistry departments at major research universities is estimated to be 86%, while the corresponding lines for URM was estimated to be only 3.7% in 2003. In raw numbers, the number of white chemistry faculty is estimated to be 1459 and the number of URM faculty was estimated to be just 62. Thus, starting with 16.6% for URM students awarded B.S. degrees in chemistry, the number decreases to 6.4% for URM students awarded Ph.D degrees in chemistry and then dwindles to only 3.6% URM faculty in major research universities, compared to a population of approximately 30% URM citizens. Similar statistics for URM representation in chemistry is found for the last two decades. Clearly there is a serious lack of URM mentors and role models among tenure faculty in our chemistry departments. The impact of this deficiency is captured in the statement that 'A university's lack of minority faculty sends a message to its students that minorities have no place in academia' thereby perpetuating a cycle of marginalization and discrimination. The lack of mentors and role models in academia deprive URM students who pass through the undergraduate programs of an education that is enriched by the intellectual and cognitive diversity that is inherent in a faculty of diverse backgrounds and cultures. Furthermore, URM are projected to constitute almost 32% of the U.S. population by 2020, so that URM will outnumber White males [who are projected to constitute 30% of the population (U.S. Census data)]. It is clearly time for this to change and proactive programs are needed immediately in order to insure that there will be an optimal inclusion of the future 'majority' of the U. S. domestic population throughout all levels of academia.     The state of California was given authority under the Clean Air Act Amendments of 1990 (CAAA90) to set emissions standards for light-duty vehicles that exceed federal standards. In addition, other states that do not comply with the National Ambient Air Quality Standards (NAAQS) set by the Environmental Protection Agency under CAAA90 were given the option to adopt Californias light-duty vehicle emissions standards in order to achieve air quality compliance. CAAA90 specifically identifies hydrocarbon, carbon monoxide, and NOx as vehicle-related air pollutants that can be regulated.     Between 1956 and 1989, the number of operating commercial nuclear power plants in the United States increased from none to 109. With the exception of a few plants that were still in final construction, no new nuclear power plants were ordered in the United States as the new millennium began. In 2005, the federal government pronounced the need for new electric power generating systems during the first quarter of the 21. century. The need comes from a desire to curb our reliance on fossil fuels, as well as to provide for a cleaner environment. One of those fuel systems noted was nuclear energy. Given the time between the last active period of nuclear power plant development and construction, there is a need to supply a talented and well-prepared workforce to operate the new plants. It will also be necessary to assess the needs of our current fleet of operating nuclear power plants, of which many are in the process of re-licensing, yet also facing an aging plant workforce. This paper will review and discuss measures to assess diverse workforce needs and technology transfer to meet current licensing requirements as that of future nuclear power plant development in the United States. A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample.     This paper reports on indoor air quality (IAQ) which has become a pervasive problem plaguing the building industry worldwide. Poor IAQ in commercial and office buildings is primarily related to new building technology, new materials and equipment and energy management operating systems.     We ventilate buildings to provide acceptable indoor air quality (IAQ). Ventilation standards (such as American Society of Heating, Refrigerating, and Air-Conditioning Enginners [ASHRAE] Standard 62) specify minimum ventilation rates without taking into account the impact of those rates on IAQ. Innovative ventilation management is often a desirable element of reducing energy consumption or improving IAQ or comfort. Variable ventilation is one innovative strategy. To use variable ventilation in a way that meets standards, it is necessary to have a method for determining equivalence in terms of either ventilation or indoor air quality. This study develops methods to calculate either equivalent ventilation or equivalent IAQ. We demonstrate that equivalent ventilation can be used as the basis for dynamic ventilation control, reducing peak load and infiltration of outdoor contaminants. We also show that equivalent IAQ could allow some contaminants to exceed current standards if other contaminants are more stringently controlled.

    On April 20, 2010, hydrocarbons escaped from the Macondo well into Transocean's Deepwater Horizon, resulting in fire and multiple explosions. 11 people on the rig died. The billion dollar Deepwater Horizon sank. 4.9 M gallons of product flowed from the well for 87 days creating an environmental nightmare for communities bordering on the Gulf of Mexico. BP established a $20 B reserve to pay for damages. Investigations and legal culpability continue to this day. In September 2010, the Institute for Nuclear Power Operators (INPO) issued Significant Operating Experience Report (SOER) 10-2, Engaged, Thinking Organizations. The industry had experienced 11 events, 9 in US commercial nuclear utilities, and 2 international, that had disturbing trends. The underlying causes highlighted by INPO were inadequate recognition of risk, weaknesses in application of significant operating experience, tolerance of equipment and personnel problems, and a significant drift in standards. While the noted INPO problems and the Deepwater Horizon event appear to have nothing in common, they do exhibit similarities in a drift away from expected behavior on the part of front line workers and their supervisors. At the same time, hidden hazards are accumulating in the environment leading to error intolerant conditions. Without a good understanding of this concept, many organizations tend to focus on the person who 'touched it last', while missing the deeper organizational factors that led that individual to think that what they were doing was correct. An understanding of this failure model is important in reconstruction of events and crafting effective corrective actions. It is much more important, however, for leaders in high hazard industries to recognize when they are approaching error intolerant conditions and take steps immediately to add safety margin.     This report describes and summarizes the results of a quality assurance (QA) study of the Gamma Knife, a nuclear medical device used for the gamma irradiation of intracranial lesions. Focus was on the physical aspects of QA and did not address issues that are essentially medical, such as patient selection or prescription of dose. A risk-based QA assessment approach was used. Sample programs for quality control and assurance are included. The use of the Gamma Knife was found to conform to existing standards and guidelines concerning radiation safety and quality control of external beam therapies (shielding, safety reviews, radiation surveys, interlock systems, exposure monitoring, good medical physics practices, etc.) and to be compliant with NRC teletherapy regulations. There are, however, current practices for the Gamma Knife not covered by existing, formalized regulations, standards, or guidelines. These practices have been adopted by Gamma Knife users and continue to be developed with further experience. Some of these have appeared in publications or presentations and are slowly finding their way into recommendations of professional organizations.

    US Federal Bureau of Investigation (FBI) has recently formulated a national standard for digitization and compression of gray-scale fingerprint images. Fingerprints are scanned at a spatial resolution of 500 dots per inch, with 8 bits of gray-scale resolution. The compression algorithm for the resulting digital images is based on adaptive uniform scalar quantization of a discrete wavelet transform subband decomposition (wavelet/scalar quantization method). The FBI standard produces archival-quality images at compression ratios of around 15 to 1 and will allow the current database of paper fingerprint cards to be replaced by digital imagery. The compression standard specifies a class of potential encoders and a universal decoder with sufficient generality to reconstruct compressed images produced by any compliant encoder, allowing flexibility for future improvements in encoder technology. A compliance testing program is also being implemented to ensure high standards of image quality and interchangeability of data between different implementations.

Authorization baseis documents for the facilities, primarily the Final Safety Analysis Reports, are being replaced with new ones in which accident scenarios are sorted into coarse bins of consequence and frequency, similar to the approach of DOE-STD-3011-94. Because this binning does not require high precision, a standardized approach for radiological dose evaluations is taken for all the facilities at the site. The certification was obtained under this quality standard in Dec. 1995 and has successfully been maintained after two continuance audits. For blast furnace No. 5 (BF5) the benefits are reflected by a reduction in the hot metal silicon content variability, a decrease in fuel consumption and a higher productivity.     'BSM physics' is a phrase used in several ways. It can refer to physical phenomena established experimentally but not accommodated by the Standard Model, in particular dark matter and neutrino oscillations (technically also anything that has to do with gravity, since gravity is not part of the Standard Model). 'Beyond the Standard Model' can also refer to possible deeper explanations of phenomena that are accommodated by the Standard Model but only with ad hoc parameterizations, such as Yukawa couplings and the strong CP angle. More generally, BSM can be taken to refer to any possible extension of the Standard Model, whether or not the extension solves any particular set of puzzles left unresolved in the SM. In this general sense one sees reference to the BSM 'theory space' of all possible SM extensions, this being a parameter space of coupling constants for new interactions, new charges or other quantum numbers, and parameters describing possible new degrees of freedom or new symmetries. Despite decades of model-building it seems unlikely that we have mapped out most of, or even the most interesting parts of, this theory space. Indeed we do not even know what is the dimensionality of this parameter space, or what fraction of it is already ruled out by experiment. Since Nature is only implementing at most one point in this BSM theory space (at least in our neighborhood of space and time), it might seem an impossible task to map back from a finite number of experimental discoveries and measurements to a unique BSM explanation. Fortunately for theorists the inevitable limitations of experiments themselves, in terms of resolutions, rates, and energy scales, means that in practice there are only a finite number of BSM model 'equivalence classes' competing at any given time to explain any given set of results. BSM phenomenology is a two-way street: not only do experimental results test or constrain BSM models, they also suggest - to those who get close enough to listen - new directions for BSM model building. Contrary to popular shorthand jargon, supersymmetry (SUSY) is not a BSM model: it is a symmetry principle characterizing a BSM framework with an infinite number of models. Indeed we do not even know the full dimensionality of the SUSY parameter space, since this presumably includes as-yet-unexplored SUSY-breaking mechanisms and combinations of SUSY with other BSM principles. The SUSY framework plays an important role in BSM physics partly because it includes examples of models that are 'complete' in the same sense as the Standard Model, i.e. in principle the model predicts consequences for any observable, from cosmology to b physics to precision electroweak data to LHC collisions. Complete models, in addition to being more explanatory and making connections between diverse phenomena, are also much more experimentally constrained than strawman scenarios that focus more narrowly. One sometimes hears: 'Anything that is discovered at the LHC will be called supersymmetry.' There is truth behind this joke in the sense that the SUSY framework incorporates a vast number of possible signatures accessible to TeV colliders. This is not to say that the SUSY framework is not testable, but we are warned that one should pay attention to other promising frameworks, and should be prepared to make experimental distinctions between them. Since there is no formal classification of BSM frameworks I have invented my own. At the highest level there are six parent frameworks: (1) Terascale supersymmetry; (2) PNGB Higgs; (3) New strong dynamics; (4) Warped extra dimensions; (5) Flat extra dimensions; and (6) Hidden valleys. Here is the briefest possible survey of each framework, with the basic idea, the generic new phenomena, and the energy regime over which the framework purports to make comprehensive predictions.

    The FBI has formulated national standards for digitization and compression of gray-scale fingerprint images. The compression algorithm for the digitized images is based on adaptive uniform scalar quantization of a discrete wavelet transform subband decomposition, a technique referred to as the wavelet/scalar quantization method. The algorithm produces archival-quality images at compression ratios of around 15 to 1 and will allow the current database of paper fingerprint cards to be replaced by digital imagery. A compliance testing program is also being implemented to ensure high standards of image quality and interchangeability of data between different implementations. We will review the current status of the FBI standard, including the compliance testing process and the details of the first-generation encoder.
