    The objective of this research grant was to develop an approach for labeling progenitor cells, specifically those that we had identified as being able to replace ischemic heart cells, so that the distribution could be followed non-invasively. In addition, the research was aimed at determining whether administration of progenitor cells resulted in improved myocardial perfusion and function. The efficiency and toxicity of radiolabeling of progenitor cells was to be evaluated. For the proposed clinical protocol, subjects with end-stage ischemic coronary artery disease were to undergo a screening cardiac positron emission tomography (PET) scan using N-13 ammonia to delineate myocardial perfusion and function. If they qualified based on their PET scan, they would undergo an in-hospital protocol whereby CD34+ cells were stimulated by the administration of granulocytes-colony stimulating factor (G-CSF). CD34+ cells would then be isolated by apharesis, and labeled with indium-111 oxine. Cells were to be re-infused and subjects were to undergo single photon emission computed tomography (SPECT) scanning to evaluate uptake and distribution of labeled progenitor cells. Three months after administration of progenitor cells, a cardiac PET scan was to be repeated to evaluate changes in myocardial perfusion and/or function. Indium oxine is a radiopharmaceutical for labeling of autologous lymphocytes. Indium-111 (In-111) decays by electron capture with a t{sub ½} of 67.2 hours (2.8 days). Indium forms a saturated complex that is neutral, lipid soluble, and permeates the cell membrane. Within the cell, the indium-oxyquinolone complex labels via indium intracellular chelation. Following leukocyte labeling, ~77% of the In-111 is incorporated in the cell pellet. The presence of red cells and /or plasma reduces the labeling efficacy. Therefore, the product needed to be washed to eliminate plasma proteins. This repeated washing can damage cells. The CD34 selected product was a 90-99% pure population of leukocytes. Viability was assessed using Trypan blue histological analysis. We successfully isolated and labeled ~25-30 x 10{sup 7} CD34+ lymphocytes in cytokine mobilized progenitor cell apharesis harvests. Cells were also subjected to a stat gram stain to look for bacterial contamination, stat endotoxin LAL to look for endotoxin contamination, flow cytometry for evaluation of the purity of the cells and 14-day sterility culture. Colony forming assays confirm the capacity of these cells to proliferate and function ex-vivo with CFU-GM values of 26 colonies/ 1 x 10{sup 4} cells plated and 97% viability in cytokine augmented methylcellulose at 10-14 days in CO{sub 2} incubation. We developed a closed-processing system for the product labeling prior to infusion to maintain autologous cell integrity and sterility. Release criteria for the labeled product were documented for viability, cell count and differential, and measured radiolabel. We were successful in labeling the cells with up to 500 uCi/10{sup 8} cells, with viability of >98%. However, due to delays in getting the protocol approved by the FDA, the cells were not infused in humans in this location (although we did successfully use CD34+ cells in humans in a study in Australia). The approach developed should permit labeling of progenitor cells that can be administered to human subjects for tracking. The labeling approach should be useful for all progenitor cell types, although this would need to be verified since different cell lines may have differential radiosensitivity.

    Nanoparticulate drug delivery systems offer great promise in addressing challenges of drug toxicity, poor bioavailability and non-specificity for a number of drugs. Much progress has been reported for nano drug delivery systems for intravenous administration, however very little is known about the effects of orally administered nanoparticles. Furthermore, the development of nanoparticulate systems necessitates a thorough understanding of the biological response post exposure. This study aimed to elucidate the in vivo uptake of chitosan and polyethylene glycol (PEG) coated Poly, DL, lactic-co-glycolic Acid (PLGA) nanoparticles and the immunological response within 24 h of oral and peritoneal administration. These PLGA nanoparticles were administered orally and peritoneally to female Balb/C mice, they were taken up by macrophages of the peritoneum. When these particles were fluorescently labelled, intracellular localisation was observed. The expression of pro-inflammatory cytokines IL-2, IL-6, IL-12p70 and TNF-{alpha} in plasma and peritoneal lavage was found to remain at low concentration in PLGA nanoparticles treated mice as well as ZnO nanoparticles during the 24 hour period. However, these were significantly increased in lipopolysaccharide (LPS) treated mice. Of these pro-inflammatory cytokines, IL-6 and IL-12p70 were produced at the highest concentration in the positive control group. The anti-inflammatory cytokines IL-10 and chemokines INF-{gamma}, IL-4, IL-5 remained at normal levels in PLGA treated mice. IL-10 and INF-{gamma} were significantly increased in LPS treated mice. MCP-1 was found to be significantly produced in all groups in the first hours, except the saline treated mice. These results provide the first report to detail the induction of cytokine production by PLGA nanoparticles engineered for oral applications.

    To study the penetration of alpha 1-proteinase inhibitor (A1Pl) into the lungs of healthy dogs, 83 mg/kg of active A1Pl was administered intravenously over 30 min followed by a bolus of /sup 131/I-A1Pl. Animals were lavaged 2 to 72 h after infusion, sequential gamma camera scans were acquired, and urine was analyzed for the excretion of desmosine. After a distribution phase, infused A1Pl left the bloodstream with a half-life of 103 +/- 24 h. Analysis of plasma antiprotease activity demonstrated preservation of function of the infused A1Pl. Lavage fluid A1Pl concentration and activity were significantly increased 24 h after infusion. Gamma camera scans demonstrated that lung, liver, and spleen acquired /sup 131/I-A1Pl similarly; radioactivities per gram of tissue of these organs were similar at autopsy. Excretion of desmosine did not decrease from a baseline of 157 +/- 59 nmol/24 h after A1Pl infusion, indicating no effect of A1Pl infusion on background elastolysis. These data suggest that intravenous administration of A1Pl can raise lung antiproteinase levels within 24 h despite the absence of preferential uptake by the lung of the infused protein.

    In a clinical trial in which a 2-nitroimidazole radiosensitizer was administered repeatedly, the dose-limiting toxicity was found to be peripheral neuropathy. In the present study, the in vivo radiosensitizing activity of KU-2285 in combination with radiation dose fractionation, and the pharmacokinetics of cumulative dosing of KU-2285 in the peripheral nerves were examined. The ability of three nitroimidazoles, misonidazole (MISO), etanidazole (SR-2508) and KU-2285, to sensitize SCCVII tumors to radiation treatment has been compared for drug doses in the range 0-200 mg/kg. Single radiation doses or two different fractionation schedules (6 Gy/fractions [times] three fractions/48 h or 5 Gy/fractions [times] five fractions/48 h) were used; the tumor cell survival was determined using an in vivo/in vitro colony assay. The pharmacokinetics in the sciatic nerves were undertaken, when KU-2285 or etanidazole were injected at a dose of 200 mg/kg intravenously one, two, three, or four times at 2-h intervals. At less than 100 mg/kg, KU-2285 sensitized SCCVII tumors more than MISO and SR-2508 by fractionated irradiation. Evaluation of pharmacokinetics in the peripheral nerves showed that the apparent biological half-life of SR-2508 increased with the increases in the number of administrations, whereas that of KU-2285 became shorter. Since most clinical radiotherapy is given in small multiple fractions, KU-2285 appears to be a hypoxic cell radiosensitizer that could be useful in such regimens, and that poses no risk of chronic peripheral neurotoxicity. 12 refs., 5 figs., 1 tab.

    The present invention relates to an empirical electrical method for remote sensing of steam quality utilizing flow-through grids which allow measurement of the electrical properties of a flowing two-phase mixture. The measurement of steam quality in the oil field is important to the efficient application of steam assisted recovery of oil. Because of the increased energy content in higher quality steam it is important to maintain the highest possible steam quality at the injection sandface. The effectiveness of a steaming operation without a measure of steam quality downhole close to the point of injection would be difficult to determine. Therefore, a need exists for the remote sensing of steam quality.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    The available data on the environmental fate, aquatic toxicity, and mammalian toxicity of Solvent Green 3, an anthraquinone dye used in colored smoke grenades, were reviewed. The US Environmental Protection Agency (USEPA) guidelines were used in an attempt to generate water quality criteria for the protection of human health and of aquatic life and its uses. Sufficient data to determine the toxicity of Solvent Green 3 in freshwater aquatic organisms are lacking. The 96-hr TL/sub 50/ for Pimephales promelas is >100 mg/L. Solvent Green 3, at a concentration of 10 mg/L, causes a transient reduction in growth of the green alga Selenastrum capricornutum. No data are available concerning the chronic toxicity or bioaccumulation of Solvent Green 3 in aquatic organisms. No data are available on any of the toxicity parameters for Solvent Green 3 in humans. No data on the pharmacokinetics of Solvent Green 3 administered orally in laboratory animals are available. Solvent Green 3 has a low order of toxicity whether administered by the oral, dermal, or inhalation route. The acute oral LD/sub 50/ is >3.16 g/kg in rats, but may be as high as 15 g/kg, >1 g/kg in dogs, and 10 g/kg in rabbits. Sufficient pertinent data were not available for deriving a water quality criterion for the protection of human health. 83 refs., 3 figs., 10 tabs.

    Hamilton, Ontario is an industrial city with a population of 300,000 which is situated at the western end of Lake Ontario. Canada's two largest iron and steel mills are located here; the city historically has had relatively poor air quality, which has improved markedly in the last 25 years. Concern about the health effects of current air quality recently led us to carry out an epidemiological study of the effects of air pollution on the respiratory health of over 3500 school children. Respiratory health was measured by pulmonary function testing of each child, and by an assessment of each child's respiratory symptoms via a questionnaire administered to the parents. Previous studies had shown that other environmental factors (e.g. parental smoking, parental cough, socioeconomic level, housing, and gas cooking) might also affect respiratory health, and thus confound any potential relationships between health and air pollution. The questionnaire also collected information on many of these confounding factors. For the purposes of initial analysis, the city was divided into five areas in which differences in air quality were expected. In general, factors which have been associated with poor respiratory health were observed to be more prevalent in areas of poorer air quality.

    Ribosome is a molecular machine that moves on a mRNA track while, simultaneously, polymerizing a protein using the mRNA also as the corresponding template. We define, and analytically calculate, two different measures of the efficiency of this machine. However, we arugue that its performance is evaluated better in terms of the translational fidelity and the speed with which it polymerizes a protein. We define both these quantities and calculate these analytically. Fidelity is a measure of the quality of the products while the total quantity of products synthesized in a given interval depends on the speed of polymerization. We show that for synthesizing a large quantity of proteins, it is not necessary to sacrifice the quality. We also explore the effects of the quality control mechanism on the strength of mechano-chemical coupling. We suggest experiments for testing some of the ideas presented here.

    Effective communication among air safety professionals is only as good as the information being communicated. Data sharing cannot be effective unless the data are relevant to aviation safety problems, and decisions based on faulty data are likely to be invalid. The validity of aviation safety data depends on satisfying two primary characteristics. Data must accurately represent or conform to the real world (conformance), and it must be relevant or useful to addressing the problems at hand (utility). The FAA, in efforts to implement the Safety Performance Analysis System (SPAS), identified significant problems in the quality of the data which SPAS and FAA air safety professionals would use in defining the state of aviation safety in the US. These finding were reinforced by Department of Transportation Inspector General and General Accounting Office investigations into FAA surveillance of air transport operations. Many recent efforts to improve data quality have been centered on technological solutions to the problems. They concentrate on reducing errors in the data (conformance), but they cannot adequately address the relationship of data to need (utility). Sandia National Laboratories, working with the FAA`s Airport and Aircraft Safety Research and Development Division and the Flight Standards Service, has been involved in four programs to assist FAA in addressing their data quality problems. The Sandia approach has been data-driven rather than technology-driven. In other words, the focus has been on first establishing the data requirements by analyzing the FAA`s surveillance and decision-making processes. This process analysis looked at both the data requirements and the methods used to gather the data in order to address both the conformance and utility problems inherent in existing FAA data systems. This paper discusses Sandia`s data quality programs and their potential improvements to the safety analysis processes and surveillance programs of the FAA.

    The Indoor Environment Department at Lawrence Berkeley National Laboratory (LBNL) teamed with seven universities to participate in a Federal Aviation Administration (FAA) Center of Excellence (COE) for research on environmental quality in aircraft. This report describes research performed at LBNL on selecting and evaluating sensors for monitoring environmental quality in aircraft cabins, as part of Project 7 of the FAA's COE for Airliner Cabin Environmental Research (ACER)1 effort. This part of Project 7 links to the ozone, pesticide, and incident projects for data collection and monitoring and is a component of a broader research effort on sensors by ACER. Results from UCB and LBNL's concurrent research on ozone (ACER Project 1) are found in Weschler et al., 2007; Bhangar et al. 2008; Coleman et al., 2008 and Strom-Tejsen et al., 2008. LBNL's research on pesticides (ACER Project 2) in airliner cabins is described in Maddalena and McKone (2008). This report focused on the sensors needed for normal contaminants and conditions in aircraft. The results are intended to complement and coordinate with results from other ACER members who concentrated primarily on (a) sensors for chemical and biological pollutants that might be released intentionally in aircraft; (b) integration of sensor systems; and (c) optimal location of sensors within aircraft. The parameters and sensors were selected primarily to satisfy routine monitoring needs for contaminants and conditions that commonly occur in aircraft. However, such sensor systems can also be incorporated into research programs on environmental quality in aircraft cabins.

    This report describes and summarizes the results of a quality assurance (QA) study of the Gamma Knife, a nuclear medical device used for the gamma irradiation of intracranial lesions. Focus was on the physical aspects of QA and did not address issues that are essentially medical, such as patient selection or prescription of dose. A risk-based QA assessment approach was used. Sample programs for quality control and assurance are included. The use of the Gamma Knife was found to conform to existing standards and guidelines concerning radiation safety and quality control of external beam therapies (shielding, safety reviews, radiation surveys, interlock systems, exposure monitoring, good medical physics practices, etc.) and to be compliant with NRC teletherapy regulations. There are, however, current practices for the Gamma Knife not covered by existing, formalized regulations, standards, or guidelines. These practices have been adopted by Gamma Knife users and continue to be developed with further experience. Some of these have appeared in publications or presentations and are slowly finding their way into recommendations of professional organizations.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    Computational technology has fundamentally changed many aspects of our lives. One clear evidence is the development of artificial-vision systems, which have effectively automated many manual tasks ranging from quality inspection to quantitative assessment. In many cases, these machine-vision systems are even preferred over manual ones due to their repeatability and high precision. Such advantages come from significant research efforts in advancing sensor technology, illumination, computational hardware, and image-processing algorithms. Similar to the Special Section on Quality Control by Artificial Vision published two years ago in Volume 17, Issue 3 of the Journal of Electronic Imaging, the present one invited papers relevant to fundamental technology improvements to foster quality control by artificial vision, and fine-tuned the technology for specific applications. We aim to balance both theoretical and applied work pertinent to this special section theme. Consequently, we have seven high-quality papers resulting from the stringent peer-reviewing process in place at the Journal of Electronic Imaging. Some of the papers contain extended treatment of the authors work presented at the SPIE Image Processing: Machine Vision Applications conference and the International Conference on Quality Control by Artificial Vision. On the broad application side, Liu et al. propose an unsupervised texture image segmentation scheme. Using a multilayer data condensation spectral clustering algorithm together with wavelet transform, they demonstrate the effectiveness of their approach on both texture and synthetic aperture radar images. A problem related to image segmentation is image extraction. For this, O'Leary et al. investigate the theory of polynomial moments and show how these moments can be compared to classical filters. They also show how to use the discrete polynomial-basis functions for the extraction of 3-D embossed digits, demonstrating superiority over Fourier-basis functions for this task. Image registration is another important task for machine vision. Bingham and Arrowood investigate the implementation and results in applying Fourier phase matching for projection registration, with a particular focus on nondestructive testing using computed tomography. Readers interested in enriching their arsenal of image-processing algorithms for machine-vision tasks should find these papers enriching. Meanwhile, we have four papers dealing with more specific machine-vision tasks. The first one, Yahiaoui et al., is quantitative in nature, using machine vision for real-time passenger counting. Occulsion is a common problem in counting objects and people, and they circumvent this issue with a dense stereovision system, achieving 97 to 99% accuracy in their tests. On the other hand, the second paper by Oswald-Tranta et al. focuses on thermographic crack detection. An infrared camera is used to detect inhomogeneities, which may indicate surface cracks. They describe the various steps in developing fully automated testing equipment aimed at a high throughput. Another paper describing an inspection system is Molleda et al., which handles flatness inspection of rolled products. They employ optical-laser triangulation and 3-D surface reconstruction for this task, showing how these can be achieved in real time. Last but not least, Presles et al. propose a way to monitor the particle-size distribution of batch crystallization processes. This is achieved through a new in situ imaging probe and image-analysis methods. While it is unlikely any reader may be working on these four specific problems at the same time, we are confident that readers will find these papers inspiring and potentially helpful to their own machine-vision system developments.

    A telephone survey was conducted to evaluate the quality of service provided to the primary customers of the Corporate Ergonomics Group (CEG). One hundred clients who received services between October 1993 and June 1994 were asked questions on their expectations, implementation of ergonomic recommendations, follow-ups, time required, productivity improvements, symptom alleviation, and satisfaction. Suggestions on how processes could be improved were also solicited. In general, recommendations are being implemented, worksite evaluations are going smoothly, and customers are satisfied with the process. The CEG was pleased to learn that half of the people who implemented recommendations experienced improvements in productivity, and four out of five symptomatic customers experienced partial or complete relief. Through analysis of the data and by studying clients` suggestions for process improvement, the CEG has developed a strategy for changing and improving current procedures and practices. These plans can be found in the last section of this report.

The Radioisotope Power Systems Program of the Idaho National Laboratory makes an empirical case for a highly integrated Quality Assurance function pertaining to the preparation, assembly, testing, storage and transportation of 238Pu fueled radioisotope thermoelectric generators. Case data represents multiple campaigns including the Pluto/New Horizons mission, the Mars Science Laboratory mission in progress, and other related projects. Traditional Quality Assurance models would attempt to reduce cost by minimizing the role of dedicated Quality Assurance personnel in favor of either functional tasking or peer-based implementations. Highly integrated Quality Assurance adds value by placing trained quality inspectors on the production floor side-by-side with nuclear facility operators to enhance team dynamics, reduce inspection wait time, and provide for immediate, independent feedback. Value is also added by maintaining dedicated Quality Engineers to provide for rapid identification and resolution of corrective action, enhanced and expedited supply chain interfaces, improved bonded storage capabilities, and technical resources for requirements management including data package development and Certificates of Inspection. A broad examination of cost-benefit indicates highly integrated Quality Assurance can reduce cost through the mitigation of risk and reducing administrative burden thereby allowing engineers to be engineers, nuclear operators to be nuclear operators, and the cross-functional team to operate more efficiently. Applicability of this case extends to any high-value, long-term project where traceability and accountability are determining factors.

    This paper describes two stylized alternative visions of how the power system might evolve to meet future requirements for the high quality electricity service that modern digital economies demand, a supergrids paradigm and a dispersed paradigm. Some of the economics of the dispersed vision are explored, and perspectives are presented on both the choice of homogeneous universal power quality upstream in the electricity supply chain and on the extremely heterogeneous requirements of end-use loads. It is argued that meeting the demanding requirements of sensitive loads by local provision of high quality power may be more cost effective than increasing the quality of universal homogeneous supply upstream in the legacy grid.     This report summarizes the accomplishments of the Water Quality Project on the Little Big horn River during the summer of 1995. The majority of the summer was spent collecting data on the Little Big Horn River, then testing the water samples for a number of different tests which was done at the Little Big Horn College in Crow Agency, Montana. The intention of this study is to preform stream quality analysis to gain an understanding of the quality of selected portion of the river, to assess any impact that the existing developments may be causing to the environment and to gather base-line data which will serve to provide information concerning the proposed development. Citizens of the reservation have expressed a concern of the quality of the water on the reservation; surface waters, ground water, and well waters.

    The second law of thermodynamics implies that no macroscopic system may oscillate indefinitely without consuming energy. The question of the number of possible oscillations and the coherent quality of these oscillations remain unanswered. This paper proves the upper-bounds on the number and quality of such oscillations when the system in question is homogeneously driven and has a discrete network of states. In a closed system, the maximum number of oscillations is bounded by the number of states in the network. In open systems, the size of the network bounds the quality factor of oscillation. This work also explores how the quality factor of macrostate oscillations, such as would be observed in chemical reactions, are bounded by the smallest equivalent loop of the network, not the size of the entire system. The consequences of this limit are explored in the context of chemical clocks and limit cycles.

    The paper presents the possibility of fast and quality azimuth disambiguation of vector magnetogram data regardless of location on the solar disc. The new Super Fast and Quality (SFQ) code of disambiguation is tried out on well-known models of Metcalf et al. (2006), Leka et al. (2009) and artificial model of fixed configuration AR 10930 (Rudenko et al., 2010). We make comparison of Hinode SOT SP vector magnetograms of AR 10930 disambiguated with three codes: SFQ, NPFC (Georgoulis, 2005), and SME (Rudenko et al., 2010). We exemplify the SFQ disambiguation of SDO/HMI measurements of the full disc. The preliminary examination indicates that the SFQ algorithm provides better quality than NPFC and is comparable to SME. In contrast to other codes, SFQ supports relatively high quality of results regardless of the magnetogram proximity to the limb (when being very close to the limb, it is efficient unlike all other algorithms).

    The decommissioning of AECL's Whiteshell Laboratories is Canada's largest nuclear decommissioning project to date. This research laboratory has operated for forty years since it was set up in 1963 in eastern Manitoba as the Whiteshell Nuclear Research Establishment, complete with 60 MW(Th) test reactor, hot cells, particle accelerators, and multiple large-scale research programs. Returning the site to almost complete green state will require several decades of steady work in combination with periods of storage-with-surveillance. In this paper our approach to maintaining quality during the long decommissioning period is explained. In this context, 'quality' includes both regulatory aspects (compliance with required standards) and business aspects (meeting the customers' needs and exceeding their expectations). Both aspects are discussed, including examples and lessons learned. The five years of development and implementation of a quality assurance program for decommissioning the WL site have led to a number of lessons learned. Many of these are also relevant to other decommissioning projects, in Canada and elsewhere: - Early discussions with the regulator can save time and effort later in the process; - An iterative process in developing documentation allows for steady improvements and input throughout the process; - Consistent 2-way communication with staff regarding the benefits of a quality program assists greatly in adoption of the philosophy and procedures; - Top-level management must lead in promoting quality; - Field trials of procedures ('beta testing') ensures they are easy to use as well as useful. Success in decommissioning the Whiteshell Laboratories depends on the successful implementation of a rigorous quality program. This will help to ensure both safety and efficiency of all activities on site, from planning through execution and reporting. The many aspects of maintaining this program will continue to occupy quality practitioners in AECL, reaping steady benefits to AECL and to its customers, the people of Canada.

    This paper reports on indoor air quality (IAQ) which has become a pervasive problem plaguing the building industry worldwide. Poor IAQ in commercial and office buildings is primarily related to new building technology, new materials and equipment and energy management operating systems. Occupants of buildings with air quality problems suffer from a common series of symptoms. As early as 1982, ASHRAE, realizing the significance of the problem, produced an IAQ position statement that identified strategies for solving IAQ problems. A user interface operatively associated with the computer allows a user to select a desired welding process. The computer processes the welding process parameter signal produced by the sensor in accordance with one of a constant voltage algorithm, a short duration weld algorithm or a pulsed current analysis module depending on the desired welding process selected by the user. The computer produces output data indicative of the quality of the weld.

It provides a definition of quality, particularly with regard to software. Requirements for management and staff to achieve a successful metrics program are discussed. It lists the attributes of high-quality software, then describes the metrics or calculations that can be used to measure these attributes in a particular system. Case studies of some successful metrics programs used by business are presented. The report ends with suggestions on which metrics the VBA should use and the order in which they should be implemented.

  5. Ignition quality determination of marine diesel fuels

    Ignition quality of heavy marine diesel fuels is considered to be an important parameter. The standard procedures used to quantify this parameter for distillate fuels are not applicable to residual fuels. Proton NMR Spectroscopy was demonstrated to be an effective tool to characterize the ''global'' fuel composition of commercially available fuels covering a wide range of ignition quality. Proton NMR data from these fuels were used to determine a cetane number (CNp) for the heavy fuels using procedures previously reported for distillate fuels. The validity of this instrumental technique for determining CNp was corroborated by actual ASTM D 613 engine tests on a number of commercially available fuels, run as blends with secondary reference fuels. Viscosity and density values of the analyzed heavy fuels were regressed against predicted cetane numbers to obtain a correlation expression.

    An optical measurement system is presented that offers precision on-line monitoring of the quality of steam. Multiple wavelengths of radiant energy are passed through the steam from an emitter to a detector. By comparing the amount of radiant energy absorbed by the flow of steam for each wavelength, a highly accurate measurement of the steam quality can be determined on a continuous basis in real-time. In an embodiment of the present invention, the emitter, comprises three separate radiant energy sources for transmitting specific wavelengths of radiant energy through the steam. In a further embodiment, the wavelengths of radiant energy are combined into a single beam of radiant energy for transmission through the steam using time or wavelength division multiplexing. In yet a further embodiment, the single beam of radiant energy is transmitted using specialized optical elements.

    This report provides a distribution reliability measurement ''toolkit'' that is intended to be an asset to regulators, utilities and power users. The metrics and standards discussed range from simple reliability, to power quality, to the new blend of reliability and power quality analysis that is now developing. This report was sponsored by the Office of Electric Transmission and Distribution, U.S. Department of Energy (DOE). Inconsistencies presently exist in commonly agreed-upon practices for measuring the reliability of the distribution systems. However, efforts are being made by a number of organizations to develop solutions. In addition, there is growing interest in methods or standards for measuring power quality, and in defining power quality levels that are acceptable to various industries or user groups. The problems and solutions vary widely among geographic areas and among large investor-owned utilities, rural cooperatives, and municipal utilities; but there is still a great degree of commonality. Industry organizations such as the National Rural Electric Cooperative Association (NRECA), the Electric Power Research Institute (EPRI), the American Public Power Association (APPA), and the Institute of Electrical and Electronics Engineers (IEEE) have made tremendous strides in preparing self-assessment templates, optimization guides, diagnostic techniques, and better definitions of reliability and power quality measures. In addition, public utility commissions have developed codes and methods for assessing performance that consider local needs. There is considerable overlap among these various organizations, and we see real opportunity and value in sharing these methods, guides, and standards in this report. This report provides a ''toolkit'' containing synopses of noteworthy reliability measurement practices. The toolkit has been developed to address the interests of three groups: electric power users, utilities, and regulators. The report will also serve to support activities to develop and share information among industry and regulatory participants about critical resources and practices. The toolkit has been developed by investigating the status of indices and definitions, surveying utility organizations on information sharing, and preparing summaries of reliability standards and monitoring requirements--the issues, needs, work under way, existing standards, practices and guidelines--for the following three classifications: (1) terms and definitions of reliability; (2) power quality standards, guidelines, and measurements; and (3) activities and organizations developing and sharing information on distribution reliability. As these synopses of reliability measurement practices are provided, it must be noted that an economic penalty may be associated with requiring too high a reliability level from the distribution system for all customers. It may be appropriate for the distribution system to supply only some base, generally accepted level of reliability. This base level would be adequate for the majority of customers. Users who need a higher level may find it economical to supply using distributed energy resources (DER) and other local solutions to reliability and power quality needs. Local solutions implemented by the customer may be the most cost-effective method for addressing the more stringent needs of a digital economy. These local solutions include energy storage, small distributed generators, and microgrids. This report also considers the market's role in addressing reliability issues and requirements. The customer's needs are discussed in view of issues such as power quality requirements of digital electronic equipment, the cost of outages, the cost of storage and new infrastructure, and natural gas prices. The market role in addressing these issues and requirements is explored. The economic considerations associated with the reliability issues are discussed, as well as the levels at which these economic decisions could be made. Finally, a discussion is provided of the role DER could play in addressing

    We ventilate buildings to provide acceptable indoor air quality (IAQ). Ventilation standards (such as American Society of Heating, Refrigerating, and Air-Conditioning Enginners [ASHRAE] Standard 62) specify minimum ventilation rates without taking into account the impact of those rates on IAQ. Innovative ventilation management is often a desirable element of reducing energy consumption or improving IAQ or comfort. Variable ventilation is one innovative strategy. To use variable ventilation in a way that meets standards, it is necessary to have a method for determining equivalence in terms of either ventilation or indoor air quality. This study develops methods to calculate either equivalent ventilation or equivalent IAQ. We demonstrate that equivalent ventilation can be used as the basis for dynamic ventilation control, reducing peak load and infiltration of outdoor contaminants. We also show that equivalent IAQ could allow some contaminants to exceed current standards if other contaminants are more stringently controlled.

    By combining oil tank monitoring, systems diagnostics and flame quality monitoring in an affordable system that communicates directly with dealers by telephone modem, Insight Technologies offers new revenue opportunities and the capability for a new order of customer relations to oil dealers. With co-sponsorship from New York State Energy Research and Development Authority, we have incorporated several valuable functions to a new product based on the original Flame Quality Indicator concept licensed from the US DOE`s Brookhaven National Laboratory. The new system is the Advanced Flame Quality Indicator, or AFQI. As before, the AFQI monitors and reports the intensity of the burner flame relative to a calibration established when the burner is set up at AFQI installation. Repairs or adjustments are summoned by late-night outgoing telephone calls when limits are exceeded in either direction, indicating an impending contamination or other malfunction. A independently, a pressure transducer for monitoring oil tank level and filter condition, safety lockout alarms and a temperature monitor; all reporting automatically at instructed intervals via an on-board modem to a central station PC computer (CSC). Firmware on each AFQI unit and Insight-supplied software on the CSC automatically interact to maintain a customer database for an oil dealer, an OEM, or a regional service contractor. In addition to ensuring continuously clean and efficient operation, the AFQI offers the oil industry a new set of immediate payoffs, among which are reduced outages and emergency service calls, shorter service calls from cleaner operation, larger oil delivery drops, the opportunity to stretch service intervals to as along as three years in some cases, new selling features to keep and attract customers, and greatly enhanced customer contact, quality and reliability.

    GKI water quality data collected in 1978 and early 1979 was evaluated with the objective of developing preliminary characterizations of native groundwater and retort water at Kamp Kerogen, Uintah County, Utah. Restrictive analytical definitions were developed to describe native groundwater and GKI retort water in an effort to eliminate from the sample population both groundwater samples affected by retorting and retort water samples diluted by groundwater. Native groundwater and retort water sample analyses were subjected to statistical manipulation and testing to summarize the data to determine the statistical validity of characterizations based on the data available, and to identify probable differences between groundwater and retort water based on available data. An evaluation of GKI water quality data related to developing characterizations of native groundwater and retort water at Kamp Kerogen was conducted. GKI retort water and the local native groundwater both appeared to be of very poor quality. Statistical testing indicated that the data available is generally insufficient for conclusive characterizations of native groundwater and retort water. Statistical testing indicated some probable significant differences between native groundwater and retort water that could be determined with available data. Certain parameters should be added to and others deleted from future laboratory analyses suites of water samples.

    This report focuses on human-evaluated characteristics, including beam quality, shadow quality, and color quality. Using a questionnaire that included rank ordering, opinions on 27 of the Report 20 PAR38 lamps were gathered during a demonstration event for members of the local Illuminating Engineering Society (IES) chapter. This was not a rigorous scientific experiment, and the data should not be extrapolated beyond the scope of the demonstration. The results suggest that many of the LED products compared favorably to halogen PAR38 benchmarks in all attributes considered. LED lamps using a single-emitter design were generally preferred for their beam quality and shadow quality, and the IES members ranking of color quality did not always match the rank according to the color rendering index (CRI).
