    This paper presents an overview of the ozone human exposure and health risk analyses developed under sponsorship of the U.S. Environmental Protection Agency (EPA). These analyses are being used in the current review of the national ambient air quality standards (NAAQS) for ozone. The analyses consist of three principal steps: (1) estimating short-term ozone exposure for particular populations (exposure model); (2) estimating population response to exposures or concentrations (exposure-response or concentration-response models); and (3) integrating concentrations or exposure with concentration-response or exposure-response models to produce overall risk estimates (risk model). The exposure model, called the probabilistic NAAQS exposure model for ozone (pNEM/03), incorporates the following factors: hourly ambient ozone concentrations; spatial distribution of concentrations; ventilation state of individuals at time of exposure; and movement of people through various microenvironments (e.g., outdoors, indoors, inside a vehicle) of varying air quality. Exposure estimates are represented by probability distributions. Exposure-response relationships have been developed for several respiratory symptom and lung function health effects, based on the results of controlled human exposure studies. These relationships also are probabilistic and reflect uncertainties associated with sample size and variability of response among subjects. The analyses also provide estimates of excess hospital admissions in the New York City area based on results from an epidemiology study. Overall risk results for selected health endpoints and recently analyzed air quality scenarios associated with alternative 8-hour NAAQS and the current 1-hour standard for outdoor children are used to illustrate application of the methodology.

    The state of California was given authority under the Clean Air Act Amendments of 1990 (CAAA90) to set emissions standards for light-duty vehicles that exceed federal standards. In addition, other states that do not comply with the National Ambient Air Quality Standards (NAAQS) set by the Environmental Protection Agency under CAAA90 were given the option to adopt Californias light-duty vehicle emissions standards in order to achieve air quality compliance. CAAA90 specifically identifies hydrocarbon, carbon monoxide, and NOx as vehicle-related air pollutants that can be regulated. California has led the nation in developing stricter vehicle emissions standards, and other states have adopted the California standards.

    Since the mid 1980s, the Idaho National Laboratory (INL) has been involved with numerous projects to collect operational reactor data, develop data tools, and trend and analyze that data for the U.S. Nuclear Regulatory Commission (NRC). Because the data are used in subsequent risk analyses, the NRC must have confidence in the quality of the data delivered. The NRC tasked the INL to establish a comprehensive data quality assurance program. A key element of that effort was to establish a set of requirements based on industry and government standards, guidance and good practices. This paper discusses where these were found, the process of extracting the requirements and recommendations from the source materials, and the consolidation of them into a concise set of 22 standards, guidance and practices for technical data quality. While this set was created specifically for the data programs within the NRC’s Office of Research, they have broad application to many high-technology industries.

    The approaches used for setting or reviewing air quality standards vary from country to country. The purpose of this research was to consider the potential to improve decision-making through integration of HIA into the processes to review and set air quality standards used in Australia. To assess the value of HIA in this policy process, its strengths and weaknesses were evaluated aligned with review of international processes for setting air quality standards. Air quality standard setting programmes elsewhere have either used HIA or have amalgamated and incorporated factors normally found within HIA frameworks. They clearly demonstrate the value of a formalised HIA process for setting air quality standards in Australia. The following elements should be taken into consideration when using HIA in standard setting. (a) The adequacy of a mainly technical approach in current standard setting procedures to consider social determinants of health. (b) The importance of risk assessment criteria and information within the HIA process. The assessment of risk should consider equity, the distribution of variations in air quality in different locations and the potential impacts on health. (c) The uncertainties in extrapolating evidence from one population to another or to subpopulations, especially the more vulnerable, due to differing environmental factors and population variables. (d) The significance of communication with all potential stakeholders on issues associated with the management of air quality. In Australia there is also an opportunity for HIA to be used in conjunction with the NEPM to develop local air quality standard measures. The outcomes of this research indicated that the use of HIA for air quality standard setting at the national and local levels would prove advantageous. -- Highlights: Health Impact Assessment framework has been applied to a policy development process.   17. Do Energy Efficiency Standards Improve Quality? Evidence from a Revealed Preference Approach

    Minimum energy efficiency standards have occupied a central role in U.S. energy policy for more than three decades, but little is known about their welfare effects. In this paper, we employ a revealed preference approach to quantify the impact of past revisions in energy efficiency standards on product quality. The micro-foundation of our approach is a discrete choice model that allows us to compute a price-adjusted index of vertical quality. Focusing on the appliance market, we show that several standard revisions during the period 2001-2011 have led to an increase in quality. We also show that these standards have had a modest effect on prices, and in some cases they even led to decreases in prices. For revision events where overall quality increases and prices decrease, the consumer welfare effect of tightening the standards is unambiguously positive. Finally, we show that after controlling for the effect of improvement in energy efficiency, standards have induced an expansion of quality in the non-energy dimension. We discuss how imperfect competition can rationalize these results.

    Article number 16 of the Water Framework Directive (Directive 2000/60/EC) lays down the community strategy for establishment of harmonised quality standards for the priority substances and other substances posing a significant risk to the aquatic environment. In order to achieve the protection objectives of the Directive 2000/60/EC, the Italian Ministry of the Environment proposed the quality standards for surface water, sediments and biota related to the priority substances listed in the decision No. 2455/2001/EC of the European Parliament and of the Council of November 20 (2001) [Decision N. 2455/2001/EC of the European Parliament and of the Council of 20 November 2001. The list of priority substances in the field of water policy and amending Directive 2000/60/EC. Official Journal of the European Communities, 15.12.2001, p. 5]. Particularly, for the protection of the marine environment, the proposed Italian rules state that, from 1 January 2021, the concentrations of the hazardous priority substances in Italian marine and lagoon waters must be near the natural background for natural substances, like metals, and near zero for the anthropogenic one. According to Directive 2000/60/EC, the Italian Ministry of Environment issued in 2003 Decree 367 in which has derived 160 Environmental Quality Standard (EQS) for water and 27 Environmental Quality Objective (EQO) for sediment of marine coastal area, lagoons and coastal ponds. Biota quality standards have still to be fixed. The paper illustrates the criteria applied for the definition of the quality standards and some comments are presented.

  19. An image quality comparison of standard and dual-side read CR systems for pediatric radiology

    An objective analysis of image quality parameters was performed for a computed radiography (CR) system using both standard single-side and prototype dual-side read plates. The pre-sampled modulation transfer function (MTF), noise power spectrum (NPS), and detective quantum efficiency (DQE) for the systems were determined at three different beam qualities representative of pediatric chest radiography, at an entrance detector air kerma of 5 {mu}Gy. The NPS and DQE measurements were realized under clinically relevant x-ray spectra for pediatric radiology, including x-ray scatter radiations. Compared to the standard single-side read system, the MTF for the dual-side read system is reduced, but this is offset by a significant decrease in image noise, resulting in a marked increase in DQE (+40%) in the low spatial frequency range. Thus, for the same image quality, the new technology permits the CR system to be used at a reduced dose level.

    The Department of Energy, Richland Operations Office (RL) Manual Environmental Restoration Program Quality System Requirements (QSR) for the Hanford Site, defines all quality requirements governing Hanford Environmental Restoration (ER) Program activities. The QSR requires that ER Program participants develop Quality Management Plans (QMPs) that describe how the QSR requirements will be implemented for their assigned scopes of work. This standard review plan (SRP) describes the ER program participant responsibilities for submittal of QMPs to the RL Environmental Restoration Division for review and the RL methodology for performing the reviews of participant QMPS.     Percutaneous treatments are used in the therapy of small- to medium-sized hernias of intervertebral discs to reduce the intradiscal pressure in the nucleus and theoretically create space for the herniated fragment to implode inward, thus reducing pain and improving mobility and quality of life. These techniques involve the percutaneous removal of the nucleus pulposus by using a variety of chemical, thermal, or mechanical techniques and consist of removal of all or part of nucleus pulposus to induce more rapid healing of the abnormal lumbar disc. These guidelines are written to be used in quality improvement programs for assessing fluoroscopy- and/or computed tomography-guided percutaneous intervertebral disc ablative techniques.

The standard is written primarily for scientists and technical managers and purposely uses scientific and technical examples and terminology in an attempt to translate the concepts and requirements of DOE 5700.6C into the language and practices that are familiar to the scientists and technical personnel who manage and do research at DOE-ER facilities. The standard provides the guidance needed to reasonably implement the full intent of 5700.6C in the ER research community and yet preserve the independence of the research community and creatively pursue the advancement of science.

    As a Department of Energy (DOE) Facility whose operations involve the use of radionuclides, Lawrence Livermore National Laboratory (LLNL) is subject to the requirements of 40 CFR 61, the National Emission Standards for Hazardous Air Pollutants (NESHAPs). Subpart H of this Regulation establishes standards for exposure of the public to radionuclides (other than radon) released from DOE Facilities (Federal Register, 1989). These regulations limit the emission of radionuclides to ambient air from DOE facilities (see Section 2.0). Under the NESHAPs Subpart H Regulation (hereafter referred to as NESHAPs), DOE facilities are also required to establish a quality assurance program for radionuclide emission measurements; specific requirements for preparation of a Quality Assurance Program Plan (QAPP) are given in Appendix B, Method 114 of 40 CFR 61. Throughout this QAPP, the specific Quality Assurance Method elements of 40 CFR 61 Subpart H addressed by a given section are identified. In addition, the US Environmental Protection Agency (US EPA) (US EPA, 1994a) published draft requirements for QAPP's prepared in support of programs that develop environmental data. We have incorporated many of the technical elements specified in that document into this QAPP, specifically those identified as relating to measurement and data acquisition; assessment and oversight; and data validation and usability. This QAPP will be evaluated on an annual basis, and updated as appropriate.

    On June 1, 1990, the large (about 4000 samples per year) excreta bioassay program at the Hanford Site ceased abruptly when the contract with the bioassay laboratory was terminated. An intense, high-priority effort was begun to replace the services on an interim basis until a new contract could be procured. Despite the urgency to get the excreta bioassay program going again, the Hanford Internal Dosimetry Program was constrained to use only labs that could meet stringent quality assurance (QA) requirements, even during the interim period. The QA requirements were based on NQA-1 with selected additions from the Environmental Protection Agency's QAMS 005/80 (EPA 1983) and the American Society for Testing and Materials' C 1009-83 (ASTM 1984). This constraint was driven both by legal reasons and by the Hanford Site contractors and workers not wanting the quality of the data to be sacrificed. Finding labs that could (1) handle the large throughput, (2) meet the technical requirements, and (3) pass the QA audit proved more difficult than first anticipated. This presentation focuses on the QA requirements that the labs had to meet and how those very broad requirements were applied specifically to excreta bioassay. 5 refs.

    On February 29th 2012, China published its new National Ambient Air Quality Standard (CH-NAAQS) aiming at revising the standards and measurements for both gaseous pollutants including ozone (O3), nitrogen dioxide (NO2), and sulfur dioxide (SO2), and also particle pollutants including PM10 and PM2.5. In order to understand the air pollution status regarding this new standard, the integrated MM5/CMAQ modeling system was applied over Yangtze River Delta (YRD) within this study to examine the criteria gaseous pollutants listed in the new CH-NAAQS. Sensitivity simulations were also conducted to assess the responses of gaseous pollutants under 8 different sector-dependent emission reduction scenarios in order to evaluate the potential control strategies. 2006 was selected as the simulation year in order to review the air quality condition at the beginning of China’s 11th Five-Year-Plan (FYP, from 2006 to 2010), and also compared with air quality status in 2010 as the end of 11th FYP to probe into the effectiveness of the national emission control efforts. Base case simulation showed distinct seasonal variation for gaseous pollutants: SO2, and NO2 were found to have higher surface concentrations in winter while O3 was found to have higher concentrations in spring and summer than other seasons. According to the analyses focused on 3 megacities within YRD, Shanghai, Nanjing, and Hangzhou, we found different air quality conditions among the cities: NO2 was the primary pollutant that having the largest number of days exceeding the CH-NAAQS daily standard (80 μg/m3) in Shanghai (59 days) and Nanjing (27 days); SO2 was the primary pollutant with maximum number of days exceeding daily air quality standard (150 μg/m3) in Hangzhou (28 days), while O3 exceeding the daily maximum 8-hour standard (160 μg/m3) for relatively fewer days in all the three cities (9 days in Shanghai, 14 days in Nanjing, and 11 days in Hangzhou).     An estimated 100,000 chemicals are used by mankind, increasing by around 2,000 per year, each with a variety of by-products associated with their manufacture and use, degradation, or destruction. Each has the potential to be released to the environment possibly causing harmful effects, and indeed many cause localized pollution problems for the National Rivers Authority, who is responsible for pollution control. Some of the substances that cause localized pollution problems within the UK require the derivation of an Environmental Quality Standard (EQS). However, derivation of these standards is a lengthy an sometimes costly process. In order to highlight those substances that require an EQS, the National Centre for Environmental Toxicology based at WRc plc, prioritizes groups of substances for EQS development for the NRA. Over recent months, the National Centre for Environmental Toxicology has worked on fire fighting foams, polyelectrolytes, timber treatment chemicals and herbicides for use near water. Its most recent work is on de-icing chemicals. The methodology used to prioritize these pollutants and how the recommendations are used by the NRA will be presented. The process will be illustrated with the current work on de-icing chemicals and interim results will also be available for discussion.

  15. SU-E-I-33: Initial Evaluation of Model-Based Iterative CT Reconstruction Using Standard Image Quality Phantoms

    Purpose: The purpose of this study was to compare a new model-based iterative reconstruction with existing reconstruction methods (filtered backprojection and basic iterative reconstruction) using quantitative analysis of standard image quality phantom images. Methods: An ACR accreditation phantom (Gammex 464) and a CATPHAN600 phantom were scanned using 3 routine clinical acquisition protocols (adult axial brain, adult abdomen, and pediatric abdomen) on a Philips iCT system. Each scan was acquired using default conditions and 75%, 50% and 25% dose levels. Images were reconstructed using standard filtered backprojection (FBP), conventional iterative reconstruction (iDose4) and a prototype model-based iterative reconstruction (IMR). Phantom measurements included CT number accuracy, contrast to noise ratio (CNR), modulation transfer function (MTF), low contrast detectability (LCD), and noise power spectrum (NPS). Results: The choice of reconstruction method had no effect on CT number accuracy, or MTF (p<0.01). The CNR of a 6 HU contrast target was improved by 167% with iDose4 relative to FBP, while IMR improved CNR by 145367% across all protocols and dose levels. Within each scan protocol, the CNR improvement from IMR vs FBP showed a general trend of greater improvement at lower dose levels. NPS magnitude was greatest for FBP and lowest for IMR. The NPS of the IMR reconstruction showed a pronounced decrease with increasing spatial frequency, consistent with the unusual noise texture seen in IMR images. Conclusion: Iterative Model Reconstruction reduces noise and improves contrast-to-noise ratio without sacrificing spatial resolution in CT phantom images. This offers the possibility of radiation dose reduction and improved low contrast detectability compared with filtered backprojection or conventional iterative reconstruction.

    This report considers the question of whether the California Energy Commission should incorporate the ASHRAE 62.1 ventilation standard into the Title 24 ventilation rate (VR) standards, thus allowing buildings to follow the Indoor Air Quality Procedure. This, in contrast to the current prescriptive standard, allows the option of using ventilation rate as one of several strategies, which might include source reduction and air cleaning, to meet specified targets of indoor air concentrations and occupant acceptability. The research findings reviewed in this report suggest that a revised approach to a ventilation standard for commercial buildings is necessary, because the current prescriptive ASHRAE 62.1 Ventilation Rate Procedure (VRP) apparently does not provide occupants with either sufficiently acceptable or sufficiently healthprotective air quality. One possible solution would be a dramatic increase in the minimum ventilation rates (VRs) prescribed by a VRP. This solution, however, is not feasible for at least three reasons: the current need to reduce energy use rather than increase it further, the problem of polluted outdoor air in many cities, and the apparent limited ability of increasing VRs to reduce all indoor airborne contaminants of concern (per Hodgson (2003)). Any feasible solution is thus likely to include methods of pollutant reduction other than increased outdoor air ventilation; e.g., source reduction or air cleaning. The alternative 62.1 Indoor Air Quality Procedure (IAQP) offers multiple possible benefits in this direction over the VRP, but seems too limited by insufficient specifications and inadequate available data to provide adequate protection for occupants. Ventilation system designers rarely choose to use it, finding it too arbitrary and requiring use of much non-engineering judgment and information that is not readily available. This report suggests strategies to revise the current ASHRAE IAQP to reduce its current limitations. These

    Air quality administrators across the nation are coming under greater pressure to find new strategies for further reducing automotive generated non-methane hydrocarbon (NMHC) and nitrogen oxide (NOx) emissions. The US Environmental Protection Agency (EPA) has established stringent emission reduction requirements for ozone non-attainment areas that have driven the vehicle industry to engineer vehicles meeting dramatically tightened standards. This paper describes an interim method for including alternative-fueled vehicles (AFVs) in the mix of strategies to achieve local and regional improvements in ozone air quality. This method could be used until EPA can develop the Mobile series of emissions estimation models to include AFVs and until such time that detailed work on AFV emissions totals by air quality planners and emissions inventory builders is warranted. The paper first describes the challenges confronting almost every effort to include AFVs in targeted emissions reduction programs, but points out that within these challenges resides an opportunity. Next, it discusses some basic relationships in the formation of ambient ozone from precursor emissions. It then describes several of the salient provisions of EPA`s new voluntary emissions initiative, which is called the Voluntary Mobile Source Emissions Reduction Program (VMEP). Recent emissions test data comparing gaseous-fuel light-duty AFVs with their gasoline-fueled counterparts is examined to estimate percent emissions reductions achievable with CNG and LPG vehicles. Examples of calculated MOBILE5b emission rates that would be used for summer ozone season planning purposes by an individual Air Quality Control Region (AQCR) are provided. A method is suggested for employing these data to compute appropriate voluntary emission reduction credits where such (lighter) AFVs would be acquired.     Terminological requirements in information management was but one of the principal themes of the 2nd Congress on Terminology and Knowledge Engineering. The traveler represented the American Society for Testing and Materials' Committee on Terminology, of which he is the Chair. The traveler's invited workshop emphasized terminology standardization requirements in databases of material properties as well as practical terminology standardizing methods. The congress included six workshops in addition to approximately 82 lectures and papers from terminologists, artificial intelligence practitioners, and subject specialists from 18 countries. There were approximately 292 registrants from 33 countries who participated in the congress. The congress topics were broad.     Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

Emission sources were modeled as point sources using actual stack locations and dimensions. Emissions, flow rates and exit temperatures were based on the design operating capacity of each source. All structures close enough to produce an area of wake effect were included for all sources. For multi-tiered structures, the heights of the tiers were included or the entire building height was assumed to be equal to the height of the tallest tier. Concentrations were calculated at 1,352 receptor locations provided by DEQ. All receptors were considered for each pollutant and averaging period. Maximum modeled CAP concentrations summed with average background concentration values were presented and compared to National Ambient Air Quality Standards (NAAQS). The background concentration values used were obtained using the Washington State University’s Laboratory for Atmospheric Research North West Airquest web-based retrieval tool (http://lar.wsu.edu/nw airquest/lookup.html). The air dispersion modeling results show the maximum impacts for CAPs are less than applicable standards and demonstrate the INL will not cause a violation of any ambient air quality standards.

    Through mass-balance modeling of various ventilation scenarios that might satisfy the ASHRAE 62.1 Indoor Air Quality (IAQ) Procedure, we estimate indoor concentrations of contaminants of concern (COCs) in California “big box” stores, compare estimates to available thresholds, and for selected scenarios estimate differences in energy consumption. Findings are intended to inform decisions on adding performance-based approaches to ventilation rate (VR) standards for commercial buildings. Using multi-zone mass-balance models and available contaminant source rates, we estimated concentrations of 34 COCs for multiple ventilation scenarios: VRmin (0.04 cfm/ft2 ), VRmax (0.24 cfm/ft2 ), and VRmid (0.14 cfm/ft2 ). We compared COC concentrations with available health, olfactory, and irritant thresholds. We estimated building energy consumption at different VRs using a previously developed EnergyPlus model. VRmax did control all contaminants adequately, but VRmin did not, and VRmid did so only marginally. Air cleaning and local ventilation near strong sources both showed promise. Higher VRs increased indoor concentrations of outdoor air pollutants. Lowering VRs in big box stores in California from VRmax to VRmid would reduce total energy use by an estimated 6.6% and energy costs by 2.5%. Reducing the required VRs in California’s big box stores could reduce energy use and costs, but poses challenges for health and comfort of occupants. Source removal, air cleaning, and local ventilation may be needed at reduced VRs, and even at current recommended VRs. Also, alternative ventilation strategies taking climate and season into account in ventilation schedules may provide greater energy cost savings than constant ventilation rates, while improving IAQ.

    The paper aims to present a practical approach for testing laboratories to ensure the quality of their test results. It is based on the experience gained in assessing a large number of testing laboratories, discussing with management and staff, reviewing results obtained in national and international PTs and ILCs and exchanging information in the EA laboratory committee.According to EN ISO/IEC 17025, an accredited laboratory has to implement a programme to ensure the quality of its test results for each measurand. Pre-analytical, analytical and post-analytical measures shall be applied in a systematic manner. They shall include both quality control and quality assurance measures.When designing the quality assurance programme a laboratory should consider pre-analytical activities (like personnel training, selection and validation of test methods, qualifying equipment), analytical activities ranging from sampling, sample preparation, instrumental analysis and post-analytical activities (like decoding, calculation, use of statistical tests or packages, management of results).Designed on different levels (analyst, quality manager and technical manager), including a variety of measures, the programme shall ensure the validity and accuracy of test results, the adequacy of the management system, prove the laboratory's competence in performing tests under accreditation and last but not least show the comparability of test results.Laboratory management should establish performance targets and review periodically QC/QA results against them, implementing appropriate measures in case of non-compliance.

    For the past 6 years, open discussions and/or meetings have been held and are still on-going with OEM, Hydrogen Suppliers, other test facilities from the North America Team and International collaborators regarding experimental results, fuel clean-up cost, modeling, and analytical techniques to help determine levels of constituents for the development of an international standard for hydrogen fuel quality (ISO TC197 WG-12). Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

    A standard laboratory module for automatically producing a solution of cominants from a soil sample. A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution. The standard laboratory module encloses an embedded controller providing process control, status feedback information and maintenance procedures for the equipment and operations within the standard laboratory module.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Nondestructive assay (NDA) of special nuclear material (SNM) involves a variety of measurement techniques, instruments, and nuclear materials. High-quality measurements require well-characterized SNM standards that represent the expected range of mass, chemical composition, and physical properties of the SNM to be measured. Due to the very limited commercial availability of NDA standards, facilities must usually produce their own standards, both to meet their specific measurement needs and to comply with existing regulations. This paper will describe the current extent to which NDA standards are commercially available. The authors will further describe the types of NDA standards used to calibrate and verify the measurement techniques commonly used in the safeguards of SNM. Several types of NDA standards will be discussed in detail to illustrate the considerations that go into specifying and designing traceable, representative standards for materials accounting measurements.

    Committees on air quality, coal, forest resources, and public lands and land use report on legislative, judicial, and administrative developments in 1979. There was no new significant air quality legislation, but a number of lawsuits raised questions about State Implementation Plans, prevention of significant deterioration, the Clean Air Act Amendments, new source performance standards, and motor vehicle emissions. Efforts to increase coal utilization emphasized implementation of the Power Plant and Industrial Fuel Use Act of 1978 and the Surface Mining Program. New legislation protects certain forest products from exploitation and exportation. Forest-related lawsuits focused on the RARE II process. Land-use legislation modified credit assistance to coastal zones and the language of interstate land sales, established a new agency to consolidate flood-insurance programs, and added protection to archaeological resources. Land-use-related lawsuits covered coastal zone management, interstate land sales, Indian reservations, and land-use planning in the context of civil rights, antitrust action, exclusionary zoning, comprehensive planning, and regional general welfare. Other suits addressed grants, leasing, claims, grazing rights, surveys, and other matters of public lands concern. Administrative actions centered on implementing the Coastal Zone Management Act, establishing the Council of Energy Resource Tribes, and developing guidelines for energy development. 147 references.     Analytical Laboratory Quality Audits are designed to improve laboratory performance. The success of the audit, as for many activities, is based on adequate preparation, precise performance, well documented and insightful reporting, and productive follow-up. Adequate preparation starts with definition of the purpose, scope, and authority for the audit and the primary standards against which the laboratory quality program will be tested. The scope and technical processes involved lead to determining the needed audit team resources. Contact is made with the auditee and a formal audit plan is developed, approved and sent to the auditee laboratory management. Review of the auditee's quality manual, key procedures and historical information during preparation leads to better checklist development and more efficient and effective use of the limited time for data gathering during the audit itself. The audit begins with the opening meeting that sets the stage for the interactions between the audit team and the laboratory staff. Arrangements are worked out for the necessary interviews and examination of processes and records. The information developed during the audit is recorded on the checklists. Laboratory management is kept informed of issues during the audit so there are no surprises at the closing meeting. The audit report documents whether the management control systems are effective. In addition to findings of nonconformance, positive reinforcement of exemplary practices provides balance and fairness. Audit closure begins with receipt and evaluation of proposed corrective actions from the nonconformances identified in the audit report. After corrective actions are accepted, their implementation is verified. Upon closure of the corrective actions, the audit is officially closed.

    Following the end of the Cold War, the mission of Rocky Flats Environmental Technology Site changed from production of nuclear weapons to cleanup. Authorization baseis documents for the facilities, primarily the Final Safety Analysis Reports, are being replaced with new ones in which accident scenarios are sorted into coarse bins of consequence and frequency, similar to the approach of DOE-STD-3011-94. Because this binning does not require high precision, a standardized approach for radiological dose evaluations is taken for all the facilities at the site. This is done through a standard calculation ``template`` for use by all safety analysts preparing the new documents. This report describes this template and its use.

    In compliance with DOE Order 5700.6B, which establishes policies to assure quality achievement in DOE programs, we instituted a quality assurance and quality control program whose primary goal is to assure that reliable components are available with which to assemble the CPRF/ZTH experiment. The Code of Federal Regulations 10 CFR 50, appendix B, and the ANSI standard N45.2 were used as a primary source of guidance in establishing a plan for our QA program. Accepted codes, such as the National Electric Code (NEC), and standards adopted by organizations such as ANSI, IEEE, ASME, and NEMA were used in the design and production of components in keeping with the primary goal of the CPRF program. In setting up the CPRF/ZTH quality assurance program it was our intention to have these standards apply to all suppliers, both within and outside the Laboratory. 5 refs., 6 figs.

  20. Equivalence in Ventilation and Indoor Air Quality

    We ventilate buildings to provide acceptable indoor air quality (IAQ). Ventilation standards (such as American Society of Heating, Refrigerating, and Air-Conditioning Enginners [ASHRAE] Standard 62) specify minimum ventilation rates without taking into account the impact of those rates on IAQ. Innovative ventilation management is often a desirable element of reducing energy consumption or improving IAQ or comfort. Variable ventilation is one innovative strategy. To use variable ventilation in a way that meets standards, it is necessary to have a method for determining equivalence in terms of either ventilation or indoor air quality. This study develops methods to calculate either equivalent ventilation or equivalent IAQ. We demonstrate that equivalent ventilation can be used as the basis for dynamic ventilation control, reducing peak load and infiltration of outdoor contaminants. We also show that equivalent IAQ could allow some contaminants to exceed current standards if other contaminants are more stringently controlled.

  3. Wavelet/scalar quantization compression standard for fingerprint images

    US Federal Bureau of Investigation (FBI) has recently formulated a national standard for digitization and compression of gray-scale fingerprint images. Fingerprints are scanned at a spatial resolution of 500 dots per inch, with 8 bits of gray-scale resolution. The compression algorithm for the resulting digital images is based on adaptive uniform scalar quantization of a discrete wavelet transform subband decomposition (wavelet/scalar quantization method). The FBI standard produces archival-quality images at compression ratios of around 15 to 1 and will allow the current database of paper fingerprint cards to be replaced by digital imagery. The compression standard specifies a class of potential encoders and a universal decoder with sufficient generality to reconstruct compressed images produced by any compliant encoder, allowing flexibility for future improvements in encoder technology. A compliance testing program is also being implemented to ensure high standards of image quality and interchangeability of data between different implementations.
