    The quality of fly ash is of considerable importance to fly ash utilizers. The fly ash puzzolanic activity is one of the most important properties that determines the role of fly ash as a binding agent in the cementing process. The puzzolanic activity, however is a function of fly ash particle size and chemical composition. These parameters are closely related to the process of fly ash formation in pulverized coal fired furnaces. In turn, it is essential to understand the transformation of mineral matter during coal combustion. Due to the particle-to-particle variation of coal properties and the random coalescence of mineral particles, the properties of fly ash particles e.g. size, SiO{sub 2} content, viscosity can change considerably from particle to particle. These variations can be described by the use of the probability theory. Since the mean values of these randomly changing parameters are not sufficient to describe the behavior of individual fly ash particles during the formation of concrete, therefore it is necessary to investigate the distribution of these variables. Examples of these variations were examined by the Computer Controlled Scanning Electron Microscopy (CCSEM) for particle size and chemical composition for Texas lignite and Eagel Butte mineral matter and fly ash. The effect of combustion on the variations of these properties for both the fly ash and mineral matter were studied by using a laminar flow reactor. It is shown in our paper, that there are significant variations (about 40-50% around the mean values) of the above-listed properties for both coal samples. By comparing the particle size and chemical composition distributions of the mineral matter and fly ash, it was possible to conclude that for the Texas lignite mineral matter, the combustion did not effect significantly the distribution of these properties, however, for the Eagel Butte coal the combustion had a major impact on these mineral matter parameters.

    The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is under construction for the U.S. Department of Energy by Bechtel National, Inc. and subcontractor URS Corporation (contract no. DE-AC27-01RV14136). The plant when completed will be the world's largest nuclear waste treatment facility. Bechtel and URS are tasked with designing, constructing, commissioning, and transitioning the plant to the long term operating contractor to process the legacy wastes that are stored in underground tanks (from nuclear weapons production between the 1940's and the 1980's). Approximately 56 million gallons of radioactive waste is currently stored in these tanks at the Hanford Site in southeastern Washington. There are three major WTP facilities being constructed for processing the tank waste feed. The Pretreatment (PT) facility receives feed where it is separated into a low activity waste (LAW) fraction and a high level waste (HLW) fraction. These fractions are transferred to the appropriate (HLW or LAW) facility, combined with glass former material, and sent to high temperature melters for formation of the glass product. In addition to PT, HLW and LAW, other facilities in WTP include the Laboratory (LAB) for analytical services and the Balance of Facilities (BOF) for plant maintenance, support and utility services. The transfer of staged feed from the waste storage tanks and acceptance in WTP receipt vessels require data for waste acceptance criteria (WAC) parameters from analysis of feed samples. The Data Quality Objectives (DQO) development was a joint team effort between WTP and Tank Operations Contractor (TOC) representatives. The focus of this DQO effort was to review WAC parameters and develop data quality requirements, the results of which will determine whether or not the staged feed can be transferred from the TOC to WTP receipt vessels. The approach involved systematic planning for data collection consistent with EPA guidance for the seven-step DQO process

    During the early and intermediate phases of a nuclear or radiological incident, the Federal Radiological Monitoring and Assessment Center (FRMAC) collects environmental samples that are analyzed by organizations with radioanalytical capability. Resources dedicated to quality assurance (QA) activities must be sufficient to assure that appropriate radioanalytical measurement quality objectives (MQOs) and assessment data quality objectives (DQOs) are met. As the emergency stabilizes, QA activities will evolve commensurate with the need to reach appropriate DQOs. The MQOs represent a compromise between precise analytical determinations and the timeliness necessary for emergency response activities. Minimum detectable concentration (MDC), lower limit of detection, and critical level tests can all serve as measurements reflecting the MQOs. The relationship among protective action guides (PAGs), derived response levels (DRLs), and laboratory detection limits is described. The rationale used to determine the appropriate laboratory detection limit is described.

    This document describes characterization requirements for the Tank Waste Remediation System (TWRS) Waste Disposal Program's privatization efforts in support of low-activity waste (LAW) treatment and immobilization, This revised Data Quality Objective (DQO) replaces earlier documents (PNNL 1997; DOE-W 1998zq Wiemers 1996). Revision O of this DQO was completed to meet Tri-Party Agreement (TPA) target milestone M-60-14-TO1. Revision 1 updates the data requirements based on the contract issued `August 1998 (DOE-RL 1998b). In addition, sections of Revision O pertaining to "environmental planning" were not acceptable to the Washington State Department of Ecology (Ecology) and have been removed. Regulatory compliance for TWRS Privatization is being addressed in a separate DQO (Wiemers et al. 1998). The Project Hanford Management Contract (PHMC) Contractors and the private contractor may elect to complete issue-specific DQOS to accommodate their individual work scope.

    This Data Quality Objective (DQO) document presents the data needs and accuracy requirements for sampling ion exchange modules at the K Basins, 100 K Area, to determine if there is a hydrogen gas buildup within the modules. This document was produced by PNL, with the assistance of Neptune and Associates, and was partly funded (for facilitator) by DOE-HQ as a demonstration DQO for EM activities. PNL involved a number of PNL, WHC and support contract staff (including external technical consultants) in meetings to define the data needed, along with the necessary accuracy, to resolve issues associated with hydrogen accumulation in Ion Exchange Modules (IXMS) that were generated prior to July 1994 and only have one nuc-fil vent. IXMs generated after July 1994 have multiple nuc-fil vents and do not require sampling. PNL transmitted this DQO to WHC on January 31, 1995. This Supporting Document is to assure that the document is captured into the document retrieval system. WHC review focused on the acceptability of the technical conclusions such that the data collected will meet minimum operational, safety and environmental needs.

    A strategy is presented for implementation of the Data Quality Objectives (DQO) process to the Spent Nuclear Fuels Project (SNFP) characterization activities. Westinghouse Hanford Company (WHC) and the Pacific Northwest Laboratory (PNL) are teaming in the characterization of the SNF on the Hanford Site and are committed to the DQO process outlined in this strategy. The SNFP characterization activities will collect and evaluate the required data to support project initiatives and decisions related to interim safe storage and the path forward for disposal. The DQO process is the basis for the activity specific SNF characterization requirements, termed the SNF Characterization DQO for that specific activity, which will be issued by the WHC or PNL organization responsible for the specific activity. The Characterization Plan prepared by PNL defines safety, remediation, and disposal issues. The ongoing Defense Nuclear Facility Safety Board (DNFSB) requirement and plans and the fuel storage and disposition options studies provide the need and direction for the activity specific DQO process. The hierarchy of characterization and DQO related documentation requirements is presented in this strategy. The management of the DQO process and the means of documenting the DQO process are described as well as the tailoring of the DQO process to the specific need of the SNFP characterization activities. This strategy will assure stakeholder and project management that the proper data was collected and evaluated to support programmatic decisions.

  12. Status of document search and data quality objective efforts

    The purpose of this letter report is to document the status of the identification, search, retrieval, evaluation, declassification and availability of (1) Hanford-Site-originated operating information necessary to reconstruct radiation doses and (2) monitoring information indicating concentrations of radioactive materials in the environment. All information needed to date to reconstruct the radiation doses has been identified, sought, retrieved, evaluated, declassified, and made available. Any data needed in the future that have not yet been found will be sought using the same search tree method used to identify the Hanford-Site-originated documents up to now. This search tree method has ensured that the data quality objective of completeness is met. Because there was a centralized list of documents for which we have technical indices the documents through 1964 have been identified, and the document collections are considered as complete as possible. The collection of documents from 1965--1972 is complete for monthly average data but not to the same extent as for the years 1944--1964 where daily and sometimes hourly data are often available and for which a subject index is readily available. From 1965--1972 there were multiple contractors, each maintaining a separate document system with no detailed subject index for retrieval purposes. A HEDR Information Resources Tracking System (HIRTS) database has been established of all documents identified as being of potential interest and/or use to dose reconstruction. The HIRTS contains more than 6000 citations with bibliographic information on each report, document number(s), author(s), title, date, document form (hard copy or microfilm), number of pages, location, public availability, and names of HEDR Project and TSP staff who have requested copies.

  13. Utilization of low-quality natural gas: A current assessment. Final report

    The objective of this report is to evaluate the low quality natural gas (LQNG) resource base, current utilization of LQNG, and environmental issues relative to its use, to review processes for upgrading LQNG to pipeline quality, and to make recommendations of research needs to improve the potential for LQNG utilization. LQNG is gas from any reservoir which contains amounts of nonhydrocarbon gases sufficient to lower the heating value or other properties of the gas below commercial, pipeline standards. For the purposes of this study, LQNG is defined as natural gas that contains more than 2% carbon dioxide, more than 4% nitrogen, or more than 4% combined CO{sub 2} plus N{sub 2}. The other contaminant of concern is hydrogen sulfide. A minor contaminant in some natural gases is helium, but this inert gas usually presents no problems.

  14. Quality characteristics of Kentucky coal from a utility perspective

    Coal in Kentucky has been, and continues to be, a valuable energy source, especially for the electric utility industry. However, Federal mandates in Titles III and IV of the Clean Air Act Amendments of 1990, and more recently proposed ``greenhouse gas'' emission reductions, have placed increasingly stringent demands on the type and grade of coal that can be burned in an environmentally-accepted manner. Therefore, a greater understanding of the spatial and temporal distribution of thickness and quality parameters, and the geological factors that control their distribution, is critical if Kentucky will continue to be a major producer of high quality coal. Information from the Kentucky Geological Survey's Coal Resource Information System data base (KCRIS) is used in this paper to document the geological and stratigraphic distribution of important factors such as bed thickness, calorific value, ash yield, and total sulfur content. The distribution of major and minor elements that naturally occur in Kentucky coal is also discussed as some of these elements contribute to slagging and fouling in coal-fired furnaces; others may require monitoring with passage of Title III of the Clean Air Act Amendments of 1990.

  15. Objective assessment of image quality and dose reduction in CT iterative reconstruction

    Purpose: Iterative reconstruction (IR) algorithms have the potential to reduce radiation dose in CT diagnostic imaging. As these algorithms become available on the market, a standardizable method of quantifying the dose reduction that a particular IR method can achieve would be valuable. Such a method would assist manufacturers in making promotional claims about dose reduction, buyers in comparing different devices, physicists in independently validating the claims, and the United States Food and Drug Administration in regulating the labeling of CT devices. However, the nonlinear nature of commercially available IR algorithms poses challenges to objectively assessing image quality, a necessary step in establishing the amount of dose reduction that a given IR algorithm can achieve without compromising that image quality. This review paper seeks to consolidate information relevant to objectively assessing the quality of CT IR images, and thereby measuring the level of dose reduction that a given IR algorithm can achieve. Methods: The authors discuss task-based methods for assessing the quality of CT IR images and evaluating dose reduction. Results: The authors explain and review recent literature on signal detection and localization tasks in CT IR image quality assessment, the design of an appropriate phantom for these tasks, possible choices of observers (including human and model observers), and methods of evaluating observer performance. Conclusions: Standardizing the measurement of dose reduction is a problem of broad interest to the CT community and to public health. A necessary step in the process is the objective assessment of CT image quality, for which various task-based methods may be suitable. This paper attempts to consolidate recent literature that is relevant to the development and implementation of task-based methods for the assessment of CT IR image quality.

    This document establishes the Quality Assurance Plan (QAP) for the National Guard Bureau Objective Supply Capability Adaptive Redesign (OSCAR) project activities under the Oak Ridge National Laboratory (ORNL) management. It defines the requirements and assigns responsibilities for ensuring, with a high degree of confidence, that project objectives will be achieved as planned. The QAP outlined herein is responsive to and meets the Quality Assurance Program standards for the U.S. Department of Energy (DOE), Lockheed Martin Energy Research Corporation and ORNL and the ORNL Computing, Robotics, and Education Directorate (CRE). This document is intended to be in compliance with DOE Order 5700.6C, Quality Assurance Program, and the ORNL Standard Practice Procedure, SPP X-QA-8, Quality Assurance for ORNL Computing Software. This standard allows individual organizations to apply the stated requirements in a flexible manner suitable to the type of activity involved. Section I of this document provides an introduction to the OSCAR project QAP; Sections 2 and 3 describe the specific aspects of quality assurance as applicable to the OSCAR project. Section 4 describes the project approach to risk management. The Risk Management Matrix given in Appendix A is a tool to assess, prioritize, and prevent problems before they occur. Therefore, the matrix will be reviewed and revised on a periodic basis.

    the benefits of applying optimization to computational models are well known, but their range of widespread application to date has been limited. This effort attempts to extend the disciplinary areas to which optimization algorithms may be readily applied through the development and application of advanced optimization strategies capable of handling the computational difficulties associated with complex simulation codes. Towards this goal, a flexible software framework is under continued development for the application of optimization techniques to broad classes of engineering applications, including those with high computational expense and nonsmooth, nonconvex design space features. Object-oriented software design with C++ has been employed as a tool in providing a flexible, extensible, and robust multidisciplinary toolkit with computationally intensive simulations. In this paper, demonstrations of advanced optimization strategies using the software are presented in the hybridization and parallel processing research areas. Performance of the advanced strategies is compared with a benchmark nonlinear programming optimization.

The intent of this report is to determine the necessary steps required to ensure that radioactive emissions to the air from the Marine Sciences Laboratory (MSL) headquartered at the Pacific Northwest National Laboratory’s Sequim Marine Research Operations (Sequim Site) on Washington State’s Olympic Peninsula are managed in accordance with regulatory requirements and best practices. The Sequim Site was transitioned in October 2012 from private operation under Battelle Memorial Institute to an exclusive use contract with the U.S. Department of Energy, Office of Science, Pacific Northwest Site Office.

    This document of Data Quality Objectives (DQOs) was prepared based on the U.S. Environmental Protection Agency (EPA) Guidance on Systematic Planning Using the Data Quality Objectives Process, EPA, QA/G4, 2/2006 (EPA 2006) as well as several other published DQOs. Pacific Northwest National Laboratory (PNNL) is in the process of developing a radiological air monitoring program for the PNNL Site that is distinct from that of the nearby Hanford Site. Radiological emissions at the PNNL Site result from Physical Sciences Facility (PSF) major emissions units. A team was established to determine how the PNNL Site would meet federal regulations and address guidelines developed to monitor and estimate offsite air emissions of radioactive materials. The result is a program that monitors the impact to the public from the PNNL Site.

    This report documents the Data Quality Objectives (DQOs) developed for the Idaho National Laboratory (INL) Site ambient air surveillance program. The development of the DQOs was based on the seven-step process recommended ā€œfor systematic planning to generate performance and acceptance criteria for collecting environmental dataā€ (EPA 2006). The process helped to determine the type, quantity, and quality of data needed to meet current regulatory requirements and to follow U.S. Department of Energy guidance for environmental surveillance air monitoring design. It also considered the current air monitoring program that has existed at INL Site since the 1950s. The development of the DQOs involved the application of the atmospheric dispersion model CALPUFF to identify likely contamination dispersion patterns at and around the INL Site using site-specific meteorological data. Model simulations were used to quantitatively assess the probable frequency of detection of airborne radionuclides released by INL Site facilities using existing and proposed air monitors.

    This document describes the data quality objectives to select archived samples located at the 222-S Laboratory for Fluid Bed Steam Reformer testing. The type, quantity and quality of the data required to select the samples for Fluid Bed Steam Reformer testing are discussed. In order to maximize the efficiency and minimize the time to treat Hanford tank waste in the Waste Treatment and Immobilization Plant, additional treatment processes may be required. One of the potential treatment processes is the fluid bed steam reformer (FBSR). A determination of the adequacy of the FBSR process to treat Hanford tank waste is required. The initial step in determining the adequacy of the FBSR process is to select archived waste samples from the 222-S Laboratory that will be used to test the FBSR process. Analyses of the selected samples will be required to confirm the samples meet the testing criteria.

    The 105-K East (KE) Basin Ion Exchange Column (IXC) cells, lead caves, and the surrounding vault are to be removed as necessary components in implementing ''Hanford Federal Facility Agreement and Consent Order'' (Ecology et al. 2003) milestone M-034-32 (Complete Removal of the K East Basin Structure). The IXCs consist of six units located in the KE Basin, three in operating positions in cells and three stored in a lead cave. Methods to remove the IXCs from the KE Basin were evaluated in KBC-28343, ''Disposal of K East Basin Ion Exchange Column Evaluation''. The method selected for removal was grouting the six IXCs into a single monolith for disposal at the Environmental Restoration Disposal Facility (ERDF). Grout will be added to the IXC cells, IXC lead caves containing spent IXCs, and in the spaces between the lead cave walls and metal skin, to immobilize the contaminants, provide self-shielding, minimize void space, and provide a structurally stable waste form. The waste to be offered for disposal is the encapsulated monolith defined by the exterior surfaces of the vault and the lower surface of the underlying slab. This document presents summary of the data quality objective (DQO) process establishing the decisions and data required to support decision-making activities for the disposition of the IXC monolith. The DQO process is completed in accordance with the seven-step planning process described in EPA QA/G-4, ''Guidance for the Data Quality Objectives Process'', which is used to clarify and study objectives; define the appropriate type, quantity, and quality of data; and support defensible decision-making. The DQO process involves the following steps: (1) state the problem; (2) identify the decision; (3) identify the inputs to the decision; (4) define the boundaries of the study; (5) develop a decision rule (DR); (6) specify tolerable limits on decision errors; and (7) optimize the design for obtaining data.

As compared with 1979 purchases, coal rose 6.7%, oil decreased 20.9%, and gas increased for the fourth year in a row. This volume presents tabulated and graphic data on the cost and quality of fossil fuel receipts to US electric utilities plants with a combined capacity of 25 MW or greater.     This document presents the development of the data quality objectives (DQOs) for the Idaho National Laboratory (INL) Environmental Direct Radiation Monitoring Program and follows the Environmental Protection Agency (EPA) DQO process (EPA 2006). This document also develops and presents the logic to determine the specific number of direct radiation monitoring locations around INL facilities on the desert west of Idaho Falls and in Idaho Falls, at locations bordering the INL Site, and in the surrounding regional area. The selection logic follows the guidance from the Department of Energy (DOE) (2015) for environmental surveillance of DOE facilities.

    This document describes the data quality objectives to select archived samples located at the 222-S Laboratory for Bench-Scale Reforming testing. The type, quantity, and quality of the data required to select the samples for Fluid Bed Steam Reformer testing are discussed. In order to maximize the efficiency and minimize the time to treat Hanford tank waste in the Waste Treatment and Immobilization Plant, additional treatment processes may be required. One of the potential treatment processes is the fluidized bed steam reformer. A determination of the adequacy of the fluidized bed steam reformer process to treat Hanford tank waste is required. The initial step in determining the adequacy of the fluidized bed steam reformer process is to select archived waste samples from the 222-S Laboratory that will be used in a bench scale tests. Analyses of the selected samples will be required to confirm the samples meet the shipping requirements and for comparison to the bench scale reformer (BSR) test sample selection requirements.

    The Tank Waste Remediation System (TWRS) is responsible for storing, processing, and immobilizing the Hanford Site tank wastes. Characterization information on the tank wastes is needed so that safety concerns can be addressed, and retrieval, pretreatment, and immobilization processes can be designed, permitted, and implemented. This document describes the near-term tank waste sampling and characterization needs of the Pretreatment, High-Level Waste (HLW) Disposal, and Low-Level Waste (LLW) Disposal Programs to support the TWRS disposal mission. The final DQO (Data Quality Objective) will define specific waste tanks to be sampled, sample timing requirements, an appropriate analytical scheme, and a list of required analytes. This interim DQO, however, focuses primarily on the required analytes since the tanks to be sampled in FY 1994 and early FY 1995 are being driven most heavily by other considerations, particularly safety. The major objective of this Interim DQO is to provide guidance for tank waste characterization requirements for samples taken before completion of the final DQO. The characterization data needs defined herein will support the final DQO to help perform the following: Support the TWRS technical strategy by identification of the chemical and physical composition of the waste in the tanks and Guide development efforts to define waste pretreatment processes, which will in turn define HLW and LLW feed to vitrification processes.

    This document describes characterization needs for the DOE waste feed processing and disposal management of TWRS Privatization Phase I. The DOE must obtain information to evaluate and minimize risk associated with the private contractor's design phase deliverables (April 2000); authorization to proceed with Part B-2 (August 2000); and start of treatment facility construction (July 2001). Additionally, the DOE must ensure that the contract feed and product specifications are adequate and achievable, and that there is a sufficient basis for negotiating the price for. services. The purpose of this Data Quality Objective (DQO) is to provide data to accomplish the following: (1) update waste characterization information from source tanks to provide an independent assessment that the specifications and Interface Control Documents (ICDS) are adequate for DOE's management of the site M&I contractor and private contractor contracts; (2) provide preliminary information for the private contractor's process and facility designs and DOE's review of the designs in preparation for the authorization to proceed with Phase I Part B-2; (3) provide preliminary information for ILAW and IHLW storage and disposal design/specifications; (4) support update of the ILAW performance assessment (PA) for disposal; (5) help substantiate the ability to (1) comply with U.S. Nuclear Regulatory Commission (NRC) guidelines for incidental waste for LAW and (2) comply with the Office of Civilian Radioactive Waste Management (OCRWM) requirements for disposal of IHLW.   11. Baseline Utilization of Breast Radiotherapy Before Institution of the Medicare Practice Quality Reporting Initiative

    Purpose: In 2007, Medicare implemented the Physician Quality Reporting Initiative (PQRI), which provides financial incentives to physicians who report their performance on certain quality measures. PQRI measure no. 74 recommends radiotherapy for patients treated with conservative surgery (CS) for invasive breast cancer. As a first step in evaluating the potential impact of this measure, we assessed baseline use of radiotherapy among women diagnosed with invasive breast cancer before implementation of PQRI. Methods and Materials: Using the SEER-Medicare data set, we identified women aged 66-70 diagnosed with invasive breast cancer and treated with CS between 2000 and 2002. Treatment with radiotherapy was determined using SEER and claims data. Multivariate logistic regression tested whether receipt of radiotherapy varied significantly across clinical, pathologic, and treatment covariates. Results: Of 3,674 patients, 94% (3,445) received radiotherapy. In adjusted analysis, the presence of comorbid illness (odds ratio [OR] 1.69; 95% confidence interval [CI], 1.19-2.42) and unmarried marital status were associated with omission of radiotherapy (OR 1.65; 95% CI, 1.22-2.20). In contrast, receipt of chemotherapy was protective against omission of radiotherapy (OR 0.25; 95% CI, 0.16-0.38). Race and geographic region did not correlate with radiotherapy utilization. Conclusions: Utilization of radiotherapy following CS was high for patients treated before institution of PQRI, suggesting that at most 6% of patients could benefit from measure no. 74. Further research is needed to determine whether institution of PQRI will affect radiotherapy utilization.

    This document describes the results of the data quality objective (DQO) process undertaken to define data needs for state and federal requirements associated with toxic, hazardous, and/or radiological air emissions under the jurisdiction of the River Protection Project (RPP). Hereafter, this document is referred to as the Air DQO. The primary drivers for characterization under this DQO are the regulatory requirements pursuant to Washington State regulations, that may require sampling and analysis. The federal regulations concerning air emissions are incorporated into the Washington State regulations. Data needs exist for nonradioactive and radioactive waste constituents and characteristics as identified through the DQO process described in this document. The purpose is to identify current data needs for complying with regulatory drivers for the measurement of air emissions from RPP facilities in support of air permitting. These drivers include best management practices; similar analyses may have more than one regulatory driver. This document should not be used for determining overall compliance with regulations because the regulations are in constant change, and this document may not reflect the latest regulatory requirements. Regulatory requirements are also expected to change as various permits are issued. Data needs require samples for both radionuclides and nonradionuclide analytes of air emissions from tanks and stored waste containers. The collection of data is to support environmental permitting and compliance, not for health and safety issues. This document does not address health or safety regulations or requirements (those of the Occupational Safety and Health Administration or the National Institute of Occupational Safety and Health) or continuous emission monitoring systems. This DQO is applicable to all equipment, facilities, and operations under the jurisdiction of RPP that emit or have the potential to emit regulated air pollutants.

  14. Effect of coal quality on maintenance costs at utility plants. Final report. [Effect of ash and sulfur content of coal

    In an attempt to determine if correlation exists between coal quality, as measured by its ash and sulfur contents, and the maintenance cost at utility plants, an examination was made of the actual maintenance cost experience of selected portions of five TVA coal-fired power plants as a function of the fuel quality consumed during an extended period of time. The results indicate that, according to our decision rules developed in compliance with accepted statistical practices, correlation does exist in many portions of the coal-fired plants for which sufficient maintenance cost records were available. The degree of correlation varies significantly among the individual portions of a particular plant as well as among the various plants. However, the indicators are sufficient to confirm that a change (within the design constraints of the unit) in the ash and/or sulfur content of the coal being consumed by a utility boiler will have a proportionate effect on the maintenance cost at the plant. In the cases examined, each percent variation in ash content could have a monetary effect of from $0.05 to $0.10 per ton of coal consumed. Similarly, each percent variation in sulfur content could influence maintenance costs from $0.30 to $0.50 per ton of coal. Since these values are based on preliminary analysis of limited data, they must be approached with caution and not removed from the context in which they are presented. However, if borne out by further study, the potential magnitude of such savings may be sufficient to justify the acquisition of superior coal supplies, either by changing the source and/or using preparation to obtain a lower ash and sulfur fuel.

The Phase 1 TWRS privatization contract requires that the Project Hanford Management Contract (PHMC) contractors, on behalf of DOE, deliver LAW feed in specified quantities and composition to the Privatization Contractor in a timely manner (DOE-RL 1996). Additional requirements are imposed by the interface control document (ICD-19) for LAW feed (PHMC 1997). In response to these requirements, the Tank Waste Remediation System Operation and Utilization Plan (TWRSO and UP) (Kirkbride et al. 1997) was prepared by the PHMC. The TWRSO and UP, as updated by the Readiness-To-Proceed deliverable (Payne et al. 1998), establishes the baseline operating scenario for the delivery of LAW feed to the Privatization Contractor.     This paper begins by raising the issue of whether the theoretical model of customer-suppliers-products-services usefully describes the activities of laboratory life, using a case study from Fermilab. After describing scientific activities as work, not volunteerism, I present a model that has four performance parameters that can be used to evaluate DOE-funded research laboratories: (1) Do they have a well-defined management system? (2) Are they doing good science? (3) Are they managing their resources effectively? (4) Are they responsive to their customers? From these four parameters I describe how to metrify performance objectives, then use them to evaluate research organizations. I describe these performance objectives within the context of views I have published elsewhere, and according to Stephen R. Covey`s metaphor of production/production capability (P/PC) balance in his book The 7 Habits of Highly Effective People.

    Purpose: Commercial CT-based image-guided radiotherapy (IGRT) systems allow widespread management of geometric variations in patient setup and internal organ motion. This document provides consensus recommendations for quality assurance protocols that ensure patient safety and patient treatment fidelity for such systems. Methods: The AAPM TG-179 reviews clinical implementation and quality assurance aspects for commercially available CT-based IGRT, each with their unique capabilities and underlying physics. The systems described are kilovolt and megavolt cone-beam CT, fan-beam MVCT, and CT-on-rails. A summary of the literature describing current clinical usage is also provided. Results: This report proposes a generic quality assurance program for CT-based IGRT systems in an effort to provide a vendor-independent program for clinical users. Published data from long-term, repeated quality control tests form the basis of the proposed test frequencies and tolerances.Conclusion: A program for quality control of CT-based image-guidance systems has been produced, with focus on geometry, image quality, image dose, system operation, and safety. Agreement and clarification with respect to reports from the AAPM TG-101, TG-104, TG-142, and TG-148 has been addressed.

    The Waste Isolation Pilot Plant (WIPP) is operating to receive and dispose of contact-handled (CH) transuranic (TRU) waste. The Department of Energy (DOE) Carlsbad Field Office (CBFO) is seeking approval from the Environmental Protection Agency (EPA) and the New Mexico Environment Department (NMED) of the remote-handled (RH) TRU characterization plan to allow disposal of RH TRU waste in the WIPP repository. In addition, the DOE-CBFO has received approval from the Nuclear Regulatory Commission (NRC) to use two shipping casks for transporting RH TRU waste. Each regulatory agency (i.e., EPA, NMED, and NRC) has different requirements that will have to be met through the use of information collected by characterizing the RH TRU waste. Therefore, the DOE-CBFO has developed a proposed characterization program for obtaining the RH TRU waste information necessary to demonstrate that the waste meets the applicable regulatory requirements. This process involved the development of a comprehensive set of Data Quality Objectives (DQOs) comprising the various regulatory requirements. The DOE-CBFO has identified seven DQOs for use in the RH TRU waste characterization program. These DQOs are defense waste determination, TRU waste determination, RH TRU determination, activity determination, RCRA physical and chemical properties, prohibited item determination, and EPA physical and chemical properties. The selection of the DQOs were based on technical, legal and regulatory drivers that assure the health and safety of the workers, the public, to protect the environment, and to comply with the requirements of the regulatory agencies. The DOE-CBFO also has the responsibility for the certification of generator/storage sites to ship RH TRU mixed waste to the WIPP for disposal.     Cantera is a suite of object-oriented software tools for problems involving chemical kinetics, thermodynamics, and/or transport processes. It is a multi-organizational effort to create and formulate high quality 0D and 1D constitutive modeling tools for reactive transport codes.Institutions involved with the effort include Sandia, MIT, Colorado School of Mines, U. Texas, NASA, and Oak Ridge National Labs. Specific to SandiaĀ’s contributions, the Cantera Electrolyte Thermo Objects (CETO) packages is comprised of add-on routines for Cantera that handle electrolyte thermochemistry and reactions within the overall Cantera package. Cantera is a C++ Cal Tech code that handles gas phase species transport, reaction, and thermodynamics. With this addition, Cantera can be extended to handle problems involving liquid phase reactions and transport in electrolyte systems, and phase equilibrium problemsinvolving concentrated electrolytes and gas/solid phases. A full treatment of molten salt thermodynamics and transport has also been implemented in CETO. The routines themselves consist of .cpp and .h files containing C++ objects that are derived from parent Cantera objects representing thermodynamic functions. They are linked unto the main Cantera libraries when requested by the user. As an addendum to the main thermodynamics objects, several utility applications are provided. The first is multiphase Gibbs free energy minimizer based on the vcs algorithm, called vcs_cantera. This code allows for the calculation of thermodynamic equilibrium in multiple phases at constant temperature and pressure. Note, a similar code capability exists already in Cantera. This version follows the same algorithm, but gas a different code-base starting point, and is used as a research tool for algorithm development.   10. Cantera and Cantera Electrolyte Thermodynamics Objects

    Cantera is a suite of object-oriented software tools for problems involving chemical kinetics, thermodynamics, and/or transport processes. It is a multi-organizational effort to create and formulate high quality 0D and 1D constitutive modeling tools for reactive transport codes.Institutions involved with the effort include Sandia, MIT, Colorado School of Mines, U. Texas, NASA, and Oak Ridge National Labs. Specific to SandiaĀ’s contributions, the Cantera Electrolyte Thermo Objects (CETO) packages is comprised of add-on routines for CanteramoreĀ Ā» that handle electrolyte thermochemistry and reactions within the overall Cantera package. Cantera is a C++ Cal Tech code that handles gas phase species transport, reaction, and thermodynamics. With this addition, Cantera can be extended to handle problems involving liquid phase reactions and transport in electrolyte systems, and phase equilibrium problemsinvolving concentrated electrolytes and gas/solid phases. A full treatment of molten salt thermodynamics and transport has also been implemented in CETO. The routines themselves consist of .cpp and .h files containing C++ objects that are derived from parent Cantera objects representing thermodynamic functions. They are linked unto the main Cantera libraries when requested by the user. As an addendum to the main thermodynamics objects, several utility applications are provided. The first is multiphase Gibbs free energy minimizer based on the vcs algorithm, called vcs_cantera. This code allows for the calculation of thermodynamic equilibrium in multiple phases at constant temperature and pressure. Note, a similar code capability exists already in Cantera. This version follows the same algorithm, but gas a different code-base starting point, and is used as a research tool for algorithm development.     When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. The encrypted header includes an encryption marker formed by a random number followed by a derivable variation of the same random number. The user interface device enables a user to input a user authorization. If the encryption marker is successfully decrypted, the electronic document may be decrypted.     This report covers preliminary design of a heavy oil conversion unit based on HRI's Dynacracking Process. The unit is designed for operation in any of the six cases described in this report. The six cases presented demonstrate the versatility of the unit to process three different feedstocks with different product objectives and at various process conditions while keeping the reactor configuration and design fixed. The reactor incorporated in the design is identical to the one proposed for a plant to be built in Pittsburg, CA., with California Synfuels Research Corporation as the operator. An evaluative study is presented of the product qualities and possible alternatives for product utilization and upgrading. An indicative summary is made of the quality of effluents from the unit. Estimated utilities and operating requirements are presented. Overall plant material balances are included for each of the six cases. Process equipment duty specifications and offsite tankage requirements are provided and a preliminary cost estimate presented. Basic operating principles (outside the reactor) for smooth plant operation are included. Suggestions plants arrangement and layout are provided. 18 tables.

    The present invention relates to an empirical electrical method for remote sensing of steam quality utilizing flow-through grids which allow measurement of the electrical properties of a flowing two-phase mixture. The measurement of steam quality in the oil field is important to the efficient application of steam assisted recovery of oil. Because of the increased energy content in higher quality steam it is important to maintain the highest possible steam quality at the injection sandface. The effectiveness of a steaming operation without a measure of steam quality downhole close to the point of injection would be difficult to determine.     The Multiphysics Object Oriented Simulation Environment (MOOSE) software library developed at Idaho National Laboratory is a tool. MOOSE, like other tools, doesnĀ’t actually complete a task. Instead, MOOSE seeks to reduce the effort required to create engineering simulation applications. MOOSE itself is a software library: a blank canvas upon which you write equations and then MOOSE can help you solve them. MOOSE is comparable to a spreadsheet application. A spreadsheet, by itself, doesnĀ’t do anything. Only once equations are entered into it will a spreadsheet application compute anything. Such is the same for MOOSE. An engineer or scientist can utilize the equation solvers within MOOSE to solve equations related to their area of study. For instance, a geomechanical scientist can input equations related to water flow in underground reservoirs and MOOSE can solve those equations to give the scientist an idea of how water could move over time. An engineer might input equations related to the forces in steel beams in order to understand the load bearing capacity of a bridge. Because MOOSE is a blank canvas it can be useful in many scientific and engineering pursuits.

    The Multiphysics Object Oriented Simulation Environment (MOOSE) software library developed at Idaho National Laboratory is a tool. MOOSE, like other tools, doesnĀ’t actually complete a task. Instead, MOOSE seeks to reduce the effort required to create engineering simulation applications. MOOSE itself is a software library: a blank canvas upon which you write equations and then MOOSE can help you solve them. MOOSE is comparable to a spreadsheet application. A spreadsheet, by itself, doesnĀ’t do anything.moreĀ Ā» Only once equations are entered into it will a spreadsheet application compute anything. Such is the same for MOOSE. An engineer or scientist can utilize the equation solvers within MOOSE to solve equations related to their area of study. For instance, a geomechanical scientist can input equations related to water flow in underground reservoirs and MOOSE can solve those equations to give the scientist an idea of how water could move over time. An engineer might input equations related to the forces in steel beams in order to understand the load bearing capacity of a bridge.     Through this project, Advanced Energy Conversion (AEC) has developed, tested, refined and is preparing to commercialize a 2.5kW utility-interactive inverter system for distributed generation. The inverter technology embodies zero-voltage switching technology that will ultimately yield a system that is smaller, less expensive and more efficient than existing commercial technologies. This program has focused on commercial success through careful synthesis of technology, market-focus and business development. AEC was the primary participant. AEC is utilizing contract manufacturers in the early stages of production, allowing its technical staff to focus on quality control issues and product enhancements. The objective of this project was to bring the AEC inverter technology from its current pre-production state to a commercial product. Federal funds have been used to build and test production-intent inverters, support the implementation of the commercialization plan and bring the product to the point of UL certification.

    combination effect was partially due to the positive interaction of CaS03 with CaC03 and fly ash on inhibition of acid leaching. In Chapter 3, CaS03-containing FGD was found to inhibit acid leaching from both fresh and aged coal refuse in large scale columns under simulated field conditions. During 39 weeks of leaching, the reduction of leachate acidity and Fe concentration and the increase ofleachate pH were significant (p <0.05) for the 22% FGD treatment with a linear response to increasing FGD rates (0%, 5.5%, 11%, and 22%). I conclude that CaS03 and CaS03-containing FGD have the ability to inhibit acid production in coal refuse and the inhibitory effect shown in this experiment is likely to occur under field conditions. Thus, the research results present a potential new method for mitigation of acid production in coal refuse and another beneficial utilization of FGD by-products.

    Hydrogenation residue is the product left over when petroleum residue feedstocks (or coal) are treated by, e.g. the Veba Combi Cracking (VCC) process. Many tests in semitechnical and full-sized coke ovens were carried out with hydrogenation residue (HR) as an additive in coking coal blends for the production of blast furnace coke or foundry coke. The results of the investigations reported in this paper demonstrate that HR is a very promising alternative for enlarging the coking coal basis compared to other processes or the use of other additives. The application of HR on an industrial scale did not indicate any negative impact on the handling of the hydrogenation residue or on the operation of the coke oven battery.

The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers.     The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe.     The proposed segmentation approach naturally combines experience based and image based information. The experience based information is obtained by training a classifier for each object class. For a given test image, the result of each classifier is represented as a probability map. The final segmentation is obtained with a hierarchial image segmentation algorithm that considers both the probability maps and the image features such as color and edge strength. We also utilize image region hierarchy to obtain not only local but also semi-global features as input to the classifiers. Moreover, to get robust probability maps, we take into account the region context information by averaging the probability maps over different levels of the hierarchical segmentation algorithm. The obtained segmentation results are superior to the state-of-the-art supervised image segmentation algorithms.

A program utilizing matrix association of required levels of validation effort and analytical levels versus applications of this environmental data was developed in conjunction with DOE-ID guidance documents to implement actions under the Federal Facilities Agreement and Consent Order in effect at the Idaho National Engineering Laboratory. This was an effort to bring consistent quality to the INEL-wide Environmental Restoration Program and database in an efficient and cost-effective manner.     This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose.     Traditionally, security of the power supply was one of the major objectives of utility companies; this objective was optimized on the basis of mainly technical considerations. Economic aspects imposed at most some limits to investment planning. Under today's market conditions unbundling is the key. Identification and isolation of the individual activities and services of the all-encompassing utility task forces is needed, starting from generating power to supplying it to individual customers. In order to properly price each of these services which will include the security of the power supply, all inherent costs have to be taken into account. Confronting the end user of the service with individual components of the price will give him the possibility to make the right trade-off when choosing his desired level of security. Looking from different angles, the definition of the service ``Security of Power Supply'' may vary. For example, when speaking about security of production, either the security of the transmission or the security to guarantee the end user a supply with a defined quality may be meant. For a power utility on the way to the open market the shaping of the service ``Security of Power Supply'' is both a labor-intensive and a controversial job. It requires the exact definition of the services as well as the identification of all the associated costs. Besides the utility' s internal activities also a marketing job needs to be done: Customers have to be educated to the idea of having a choice of security levels - with different price tags--when buying power.

    This report describes the science and engineering performed to provide state-of-the-art acoustic capabilities for nondestructively characterizing mesoscale (millimeter-sized) objects--allowing micrometer resolution over the objects entire volume. Materials and structures used in mesoscale objects necessitate the use of (1) GHz acoustic frequencies and (2) non-contacting laser generation and detection of acoustic waves. This effort demonstrated that acoustic methods at gigahertz frequencies have the necessary penetration depth and spatial resolution to effectively detect density discontinuities, gaps, and delaminations. A prototype laser-based ultrasonic system was designed and built. The system uses a micro-chip laser for excitation of broadband ultrasonic waves with frequency components reaching 1.0 GHz, and a path-stabilized Michelson interferometer for detection. The proof-of-concept for mesoscale characterization is demonstrated by imaging a micro-fabricated etched pattern in a 70 {micro}m thick silicon wafer.

    Thermal infrared (TIR) spectroscopy and remote sensing have been proven to be extremely valuable tools for mineralogic discrimination. One technique for sub-pixel detection and data reduction, known as a spectral retrieval or unmixing algorithm, will prove useful in the analysis of data from scheduled TIR orbital instruments. This study represents the first quantitative attempt to identify the limits of the model, specifically concentrating on the TIR. The algorithm was written and applied to laboratory data, testing the effects of particle size, noise, and multiple endmembers, then adapted to operate on airborne Thermal Infrared Multispectral Scanner data of the Kelso Dunes, CA, Meteor Crater, AZ, and Medicine Lake Volcano, CA. Results indicate that linear spectral unmixmg can produce accurate endmember detection to within an average of 5%. In addition, the effects of vitrification and textural variations were modeled. The ability to predict mineral or rock abundances becomes extremely useful in tracking sediment transport, decertification, and potential hazard assessment in remote volcanic regions. 26 refs., 3 figs.

    The Python Optimization Modeling Objects (Pyomo) package [1] is an open source tool for modeling optimization applications within Python. Pyomo provides an objected-oriented approach to optimization modeling, and it can be used to define symbolic problems, create concrete problem instances, and solve these instances with standard solvers. While Pyomo provides a capability that is commonly associated with algebraic modeling languages such as AMPL, AIMMS, and GAMS, Pyomo's modeling objects are embedded within a full-featured high-level programming language with a rich set of supporting libraries. Pyomo leverages the capabilities of the Coopr software library [2], which integrates Python packages (including Pyomo) for defining optimizers, modeling optimization applications, and managing computational experiments. A central design principle within Pyomo is extensibility. Pyomo is built upon a flexible component architecture [3] that allows users and developers to readily extend the core Pyomo functionality. Through these interface points, extensions and applications can have direct access to an optimization model's expression objects. This facilitates the rapid development and implementation of new modeling constructs and as well as high-level solution strategies (e.g. using decomposition- and reformulation-based techniques). In this presentation, we will give an overview of the Pyomo modeling environment and model syntax, and present several extensions to the core Pyomo environment, including support for Generalized Disjunctive Programming (Coopr GDP), Stochastic Programming (PySP), a generic Progressive Hedging solver [4], and a tailored implementation of Bender's Decomposition.

These choices may include, depending on the customer, the ability to self-generate, switch fuels, move to a new location, or rely more heavily on demand-side management as a means of controlling electric energy use. This paper explores the subject of how demand-side management (DSM) programs, which are often developed by a utility to satisfy resource requirements as a part of its least-cost planning process, can affect the utility`s ability to compete in the energy services marketplace. In this context, the term `DSM` is used in this paper to refer to those demand-side services and programs which provide resources to the utility`s system. Depending on one`s perspective, DSM programs (so defined) can be viewed either as an enhancement to the competitive position of a utility by enabling it to provide its customers with a broader menu of energy services, simultaneously satisfying the objectives of the utility as well as those of the customers, or as a detractor to a utility`s ability to compete. In the latter case, the concern is with respect to the potential for adverse rate impacts on customers who are not participants in DSM programs. The paper consists of an identification of the pros and cons of DSM as a competitive strategy, the tradeoff which can occur between the cost impacts and rate impacts of DSM, and an examination of alternative strategies for maximizing the utilization of DSM both as a resource and as a competitive strategy.

    The major objective of this study was to test the hypothesis that investors have required an additional interest rate premium before purchasing bonds of utilities with large investments in nuclear facilities. The study required several tasks. First, the literature relating to firm bankruptcy and default was reviewed. Second, the failing financial health of the electric utility industry was assessed in terms of construction problems, the impact of federal and state regulations, and the impact of Three Mile Island. Finally, data were collected on 63 electric utilities. This allowed statistical estimation of the magnitude of the risk premium associated with utility involvement in nuclear power. The effect of this involvement on a utility's bond ratings was also examined. Multiple regression was the statistical tool used for the statistical testing and estimation.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    Biomass utilization is one solution to our nationā€™s addiction to oil and fossil fuels. What is needed now is applied fundamental research that will cause economic technology development for the utilization of the diverse biomass resources in the United States. This Energy & Environmental Research Center (EERC) applied fundamental research project contributes to the development of economical biomass utilization for energy, transportation fuels, and marketable chemicals using biorefinery methods that include thermochemical and fermentation processes. The fundamental and basic applied research supports the broad scientific objectives of the U.S. Department of Energy (DOE) Biomass Program, especially in the area of developing alternative renewable biofuels, sustainable bioenergy, technologies that reduce greenhouse gas emissions, and environmental remediation. Its deliverables include 1) identifying and understanding environmental consequences of energy production from biomass, including the impacts on greenhouse gas production, carbon emission abatement, and utilization of waste biomass residues and 2) developing biology-based solutions that address DOE and national needs related to waste cleanup, hydrogen production from renewable biomass, biological and chemical processes for energy and fuel production, and environmental stewardship. This project serves the public purpose of encouraging good environmental stewardship by developing biomass-refining technologies that can dramatically increase domestic energy production to counter current trends of rising dependence upon petroleum imports. Decreasing the nationā€™s reliance on foreign oil and energy will enhance national security, the economy of rural communities, and future competitiveness. Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.
