    The United States Department of Energy (DOE) has declared that all Hanford plutonium production- and operations-related information generated between 1944 and 1972 is declassified. Any documents found and deemed useful for meeting Hanford Environmental Dose Reconstruction (HEDR) objectives may be declassified with or without deletions in accordance with DOE guidance by Authorized Derivative Declassifiers. The September 1992, letter report, Declassifications Requested by the Technical Steering Panel of Hanford Documents Produced 1944--1960, (PNWD-2024 HEDR UC-707), provides an important milestone toward achieving a complete listing of documents that may be useful to the HEDR Project. The attached listing of approximately 7,000 currently classified Hanford-originated documents relative to Hanford Production Facilities Operations between 1961 and 1972 fulfills TSP Directive 89-3. This list does not include such titles as the Irradiation Processing Department, Chemical Processing Department, and Hanford Laboratory Operations monthly reports generated after 1960 which have been previously declassified with minor deletions and made publicly available. Also Kaiser Engineers Hanford (KEH) Document Control determined that no KEH documents generated between January 1, 1961 and December 31, 1972 are currently classified. Titles which address work for others have not been included because Hanford Site contractors currently having custodial responsibility for these documents do not have the authority to determine whether other than their own staff have on file an appropriate need-to-know. Furthermore, these documents do not normally contain information relative to Hanford Site operations.

    The Energy Performance Listings series provides comparative information across manufacturers on products. The Electric Chillers Listings include more than 600 models with efficiencies that meet or exceed levels contained in the American Society of Heating, Refrigerating and Air-Conditioning Engineers` (ASHRAE) Standard 90.1-1989, Energy Efficient Design of New Buildings Except New Low-Rise Residential Buildings. Information on model energy efficiency levels, performance characteristics, and manufacturer names permits easy selection of top-performing equipment. Each Energy Performance Listing includes an introductory section, two sections of model listings, and an appendix with manufacturer contacts. The first model-listing section presents information in descending order of efficiency for all manufacturers. These efficiency-ordered listings also include the symbol to identify models with efficiencies that meet or exceed U.S. DOE`s Federal Energy Management Program (FEMP). With these listings, users can quickly identify the most efficient product in a particular size range, identify products that meet the efficiency criteria of a specific voluntary program, or determine an efficiency threshold that will include a specific number of manufacturers. The second section of model listings presents products grouped by manufacturer and catalog number, allowing users to quickly find and identify performance information on specific models. Energy Performance Listings are tools that support purchasing and procurement by federal, state, and local governments and others, including utility companies, energy interest groups, and research organizations. The listings may be used for program design and planning purposes, equipment selection, specification, and purchasing decisions. The listings are a product of the Energy-Efficient Procurement Collaborative, Inc. and are available through NYSERDA.

    In September 1989, a Memorandum of Agreement among DOE offices regarding the environmental management of DOE facilities was signed by appropriate Assistant Secretaries and Directors. This Memorandum of Agreement established the criteria for EM line responsibility. It stated that EM would be responsible for all DOE facilities, operations, or sites (1) that have been assigned to DOE for environmental restoration and serve or will serve no future production need; (2) that are used for the storage, treatment, or disposal of hazardous, radioactive, and mixed hazardous waste materials that have been properly characterized, packaged, and labelled, but are not used for production; (3) that have been formally transferred to EM by another DOE office for the purpose of environmental restoration and the eventual return to service as a DOE production facility; or (4) that are used exclusively for long-term storage of DOE waste material and are not actively used for production, with the exception of facilities, operations, or sites under the direction of the DOE Office of Civilian Radioactive Waste Management. As part of the implementation of the Memorandum of Agreement, Field Offices within DOE submitted their listings of facilities, systems, operation, and sites for which EM would have line responsibility.     All of the SSC production magnets will be measured at room temperature (warm), but only a fraction of these will be measured at liquid helium temperature (cold). The fractional information will then be analyzed to determine warm acceptance criteria for the field quality of the SSC magnets. Regarding predictors of the field quality based on partial information, there are several observations and studies based on the warm/cold correlation. A different facet of the acceptance test is production control, which interprets the warm/cold correlation to adjust the process parameters. For these applications, we are evaluating statistical techniques relying on asymptotic estimators of the systematic errors and random errors, and their respective confidence intervals. The estimators are useful to qualify the population magnets based on a subset of sample magnets. We present the status of our work, including: (i) a recapitulation of analytic formulas, (ii) a justification based on HERA magnet experience, and (iii) a practical interpretation of these estimators.

    An apparatus and method for monitoring a process involve development and application of a statistically qualified neuro-analytic (SQNA) model to accurately and reliably identify process change. The development of the SQNA model is accomplished in two stages: deterministic model adaption and stochastic model modification of the deterministic model adaptation. Deterministic model adaption involves formulating an analytic model of the process representing known process characteristics, augmenting the analytic model with a neural network that captures unknown process characteristics, and training the resulting neuro-analytic model by adjusting the neural network weights according to a unique scaled equation error minimization technique. Stochastic model modification involves qualifying any remaining uncertainty in the trained neuro-analytic model by formulating a likelihood function, given an error propagation equation, for computing the probability that the neuro-analytic model generates measured process output. Preferably, the developed SQNA model is validated using known sequential probability ratio tests and applied to the process as an on-line monitoring system. Illustrative of the method and apparatus, the method is applied to a peristaltic pump system.

    We report the design and implementation of a complete electronics platform for conducting a quantum optics experiment that will be operated on board a 1U CubeSat (a 10 x 10 x 10 cm satellite). The quantum optics experiment is designed to produce polarization-entangled photon pairs using non-linear optical crystals and requires opto-electronic components such as a pump laser, single photon detectors and liquid crystal based polarization rotators in addition to passive optical elements. The platform provides mechanical support for the optical assembly. It also communicates autonomously with the host satellite to provide experiment data for transmission to a ground station. A limited number of commands can be transmitted from ground to the platform enabling it to switch experimental modes. This platform requires less than 1.5W for all operations, and is space qualified. The implementation of this electronics platform is a major step on the road to operating quantum communication experiments using nanosatellites.

    Computer Aided Design (CAD) is a commonly utilized software tool to conceptualize and create the part designs that are then used as input for product definition, or for the manufacture of production parts within commercial industry and, more specifically, at the Kansas City Plant (KCP). However, data created on CAD systems is, at times, unable to regenerate within the originating CAD system or be shared or translated for use by a dissimilar CAD system. Commercial software has been developed to help identify or qualify these difficulties that occur in the usage of this data. This project reviewed the different commercial software packages available for the activity of qualification and made recommendations for availability and use in the design processes at the KCP prior to the release of the product definition.

    The federal government has conducted the National Photovoltaics Program since 1975. Its purpose is to provide focus, direction, and funding for the development of terrestrial photovoltaic technology as an energy option for the United States. In the past, a summary was prepared each year to provide an overview of the government-funded activities within the National Photovoltaics Program. Tasks conducted in-house by participating national laboratories or under contract by industrial, academic, and other research institutes were highlighted. This year's document is more concise than the summaries of previous years. The FY 1990 contract overview comprises a list of all subcontracts begun, ongoing, or completed by Sandia National Laboratory or the Solar Energy Research Institute during FY 1990 (October 1, 1989, through September 30, 1990).     This paper reports on Oil and Gas Journal's list of the largest, publicly traded oil and gas producing companies in the U.S. which is both smaller and larger this year than it was in 1990. It's smaller because it covers fewer companies. Industry consolidation has slashed the number of public companies. As a result, the former OGJ400 has become the OGJ300, which includes the 30 largest limited partnerships. But the assets-ranked list is larger because important financial totals - representing 1990 results - are significantly higher than those of a year ago, despite the lower number of companies. Consolidation of the U.S. producing industry gained momentum throughout the 1980s. Unable to sustain profitability in a period of sluggish energy prices and, for many, rising costs, companies sought relief through mergers or liquidation of producing properties. As this year's list shows, however, surviving companies have managed to grow. Assets for the OGJ300 group totaled $499.3 billion in 1990 - up 6.3% from the 1989 total of last year's OGJ400. Stockholders' equity moved up 5.3% to $170.7 billion. Stockholders' equity was as high as $233.8 billion in 1983.

    On September 23, 1988, the US Environmental Protection Agency (EPA) published a notice clarifying interim status requirements for the management of radioactive mixed waste thereby subjecting the Idaho National Engineering Laboratory (INEL) and other applicable Department of Energy (DOE) sites to regulation under the Resource Conservation and Recovery Act (RCRA). Therefore, the DOE was required to submit a Part A Permit application for each treatment, storage, and disposal (TSD) unit within the INEL, defining the waste codes and processes to be regulated under RCRA. The September 1990 revised Part A Permit application, that was approved by the State of Idaho identified 101 potential acute and toxic hazardous waste codes (F-, P-, and U- listed wastes according to 40 CFR 261.31 and 40 CFR 261.33) for some TSD units at the Idaho Chemical Processing Plant. Most of these waste were assumed to have been introduced into the High-level Liquid Waste TSD units via laboratory drains connected to the Process Equipment Waste (PEW) evaporator (PEW system). At that time, a detailed and systematic evaluation of hazardous chemical use and disposal practices had not been conducted to determine if F-, P-, or Unlisted waste had been disposed to the PEW system. The purpose of this investigation was to perform a systematic and detailed evaluation of the use and disposal of the 101 F-, P-, and Unlisted chemicals found in the approved September 1990 Part A Permit application. This investigation was aimed at determining which listed wastes, as defined in 40 CFR 261.31 (F-listed) and 261.33 (P & Unlisted) were discharged to the PEW system. Results of this investigation will be used to support revisions to the RCRA Part A Permit application.

Various types of photovoltaic products and systems currently available off-the-shelf are described. These include products without batteries, battery chargers, power packages, home electric systems, and partial systems. Procedures are given for designing a photovoltaic system from scratch.     Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    We consider an extension of logic programs, called \\omega-programs, that can be used to define predicates over infinite lists. \\omega-programs allow us to specify properties of the infinite behavior of reactive systems and, in general, properties of infinite sequences of events. The semantics of \\omega-programs is an extension of the perfect model semantics. We present variants of the familiar unfold/fold rules which can be used for transforming \\omega-programs. We show that these new rules are correct, that is, their application preserves the perfect model semantics. Then we outline a general methodology based on program transformation for verifying properties of \\omega-programs. We demonstrate the power of our transformation-based verification methodology by proving some properties of Buechi automata and \\omega-regular languages.

    The purpose of this document is to define the system requirements for the Master Equipment List (MEL) Phase 1 project. The intended audience for this document includes Data Automation Engineering (DAE), Configuration Management Improvement and Control Engineering (CMI and CE), Data Administration Council (DAC), and Tank Waste Remedial System (TWRS) personnel. The intent of Phase 1 is to develop a user-friendly system to support the immediate needs of the TWRS labeling program. Phase 1 will provide CMI and CE the ability to administrate, distribute, and maintain key information generated by the labeling program. CMI and CE is assigning new Equipment Identification Numbers (EINs) to selected equipment in Tank Farms per the TWRS Data Standard ``Tank Farm Equipment Identification Number``. The MEL Phase 1 system will be a multi-user system available through the HLAN network. It will provide basic functions such as view, query, and report, edit, data entry, password access control, administration and change control. The scope of Phase 1 data will encompass all Tank Farm Equipment identified by the labeling program. The data will consist of fields from the labeling program`s working database, relational key references and pointers, safety class information, and field verification data.

    The Oil and Gas Field Code Master List 1997 is the sixteenth annual listing of all identified oil and gas fields in the US. It is updated with field information collected through October 1997. The purpose of this publication is to provide unique, standardized codes for identification of domestic fields. Use of these field codes fosters consistency of field identification by government and industry. As a result of their widespread adoption they have in effect become a national standard. The use of field names and codes listed in this publication is required on survey forms and other reports regarding field-specific data collected by EIA. There are 58,366 field records in this year`s FCML, 437 more than last year. The FCML includes: field records for each State and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides; field records for each alias field name (definition of alias is listed); fields crossing State boundaries that may be assigned different names by the respective State naming authorities. This report also contains an Invalid Field Record List of 4 records that have been removed from the FCML since last year`s report. These records were found to be either technically incorrect or to represent field names which were never recognized by State naming authorities.

    A new program for the HP-41C hand-held programable computer predicts yearly oil production and water-oil ratios (WOR) given the following: (1) barrels original oil-in-place; (2) barrels cumulative oil production at start of the flood or at the beginning of the study if the flood is in progress; (3) percent of original oil-in-place ultimately recovered; (4) WOR at the beginning of the study; (5) WOR at abandonment; and (6) barrels total fluid produced per day. This method assumes that the plot of log WOR vs. CUM oil (cumulative oil to the end of the given year) is linear and that the combined production (withdrawal) rate of oil and water is constant for the life of the flood.     A parallel processing system for production rule programs utilizes a host processor for storing production rule right hand sides (RHS) and a plurality of rule processors for storing left hand sides (LHS). The rule processors operate in parallel in the recognize phase of the system recognize -Act Cycle to match their respective LHS's against a stored list of working memory elements (WME) in order to find a self consistent set of WME's. The list of WME is dynamically varied during the Act phase of the system in which the host executes or fires rule RHS's for those rules for which a self-consistent set has been found by the rule processors. The host transmits instructions for creating or deleting working memory elements as dictated by the rule firings until the rule processors are unable to find any further self-consistent working memory element sets at which time the production rule system is halted.

    This paper reports that Gulf of Mexico operators last week were gradually restoring production at installations struck by Hurricane Andrew. The Minerals Management Service continued receiving reports of more damage. By the end of the day Sept. 8, MMS had received reports of damage to 83 pipeline segments and 193 platforms and satellite installations. Damage reports listed 112 installations with structural damage, 13 platforms toppled and five leaning, and 30 satellite platforms toppled and 33 leaning. But despite the extent of damage the storm inflicted on oil and gas installations in the gulf, it pales in comparison to the misery and suffering the storm caused in Florida and Louisiana, an oil company official said.

Generation of the stop words can include providing a corpus of documents and a plurality of keywords. From the corpus of documents, a term list of all terms is constructed and both a keyword adjacency frequency and a keyword frequency are determined. If a ratio of the keyword adjacency frequency to the keyword frequency for a particular term on the term list is less than a predetermined value, then that term is excluded from the term list. The resulting term list is truncated based on predetermined criteria to form a stop word list.

    This is the fourteenth annual edition of the Energy Information Administration`s (EIA) Oil and Gas Field Code Master List. It reflects data collected through October 1995 and provides standardized field name spellings and codes for all identified oil and/or gas fields in the US. The Field Code Index, a listing of all field names and the States in which they occur, ordered by field code, has been removed from this year`s publications to reduce printing and postage costs. Complete copies (including the Field Code Index) will be available on the EIA CD-ROM and the EIA World-Wide Web Site. Future editions of the complete Master List will be available on CD-ROM and other electronic media. There are 57,400 field records in this year`s Oil and Gas Field Code Master List. As it is maintained by EIA, the Master List includes the following: field records for each State and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides; field records for each alias field name (see definition of alias below); and fields crossing State boundaries that may be assigned different names by the respective State naming authorities. Taking into consideration the double-counting of fields under such circumstances, EIA identifies 46,312 distinct fields in the US as of October 1995. This count includes fields that no longer produce oil or gas, and 383 fields used in whole or in part for oil or gas Storage. 11 figs., 6 tabs.

    Obstacles currently facing the solid waste recycling industry are often related to a lack of public and investor confidence, issues of profitability and liability, and insufficient consumer identification with products made from recycled materials. Resolution of these issues may not be possible without major changes in the way the solid waste recycling business is structured. At the same time, we are faced with opportunities which will not likely recur in our lifetimes: access to educated, well trained work forces; and large tracts of land that are contiguous with metropolitan areas and are developed for heavy industry and transportation. Military installations are being converted to civilian use just in time to serve as important a role in our national resource conservation policy. The future of recycling in North America converges with the future of selected bases on the closure list and takes the form of converting these bases into Advanced Recycling and Research Complexes. The premise is simple: use these strategically-located facilities as industrial parks where a broad range of secondary wastes are separated, refined, or converted and made into new products on site. The wastes would include municipal solid waste (MSW), demolition waste, landscape trimmings, used tires, scrap metal, agricultural waste, food processing waste, and other non-hazardous materials. The park would consist of separation and conversion facilities, research and product standards laboratories, and industries that convert the materials into products and fuels. Energy conversion systems using some waste streams as fuel could be located at the park to supplement energy demands of the industrial operations. The strategic co-location of the resource providers and user industries would minimize transportation costs.

    The early detection of the deliberate biological and chemical contamination of water distribution systems is a necessary capability for securing the nation's water supply. Current and emerging early-detection technology capabilities and shortcomings need to be identified and assessed to provide government agencies and water utilities with an improved methodology for assessing the value of installing these technologies. The Department of Homeland Security (DHS) has tasked a multi-laboratory team to evaluate current and future needs to protect the nation's water distribution infrastructure by supporting an objective evaluation of current and new technologies. The primary deliverables from this Operational Technology Demonstration (OTD) are the following: (1) establishment of an advisory board for review and approval of testing protocols, technology acquisition processes and recommendations for technology test and evaluation in laboratory and field settings; (2) development of a technology acquisition process; (3) creation of laboratory and field testing and evaluation capability; and (4) testing of candidate technologies for insertion into a water early warning system. The initial phase of this study involves the development of two separate but complementary strategies to be reviewed by the advisory board: (1) a technology acquisition strategy, and (2) a technology evaluation strategy. Lawrence Livermore National Laboratory and Sandia National Laboratories are tasked with the first strategy, while Los Alamos, Pacific Northwest, and Oak Ridge National Laboratories are tasked with the second strategy. The first goal of the acquisition strategy is the development of a technology survey process that includes a review of previous sensor surveys and current test programs and then the development of a method to solicit and select existing and emerging sensor technologies for evaluation and testing. In this paper we discuss a survey of previous efforts by governmental agencies and private companies with the aim of facilitating a water sensor technology acquisition procedure. We provide a survey of previous sensor studies with regard to the use of Early Warning Systems (EWS) including earlier surveys, testing programs, and response studies. In the project we extend this earlier work by developing a list of important sensor specifications that are then used to help assemble a sensor selection criteria. A list of sensor technologies with their specifications is appended to this document. This list will assist the second goal of the project which is a recommendation of candidate technologies for laboratory and field testing.

    Indicators are needed to assess both socioeconomic and environmental sustainability of bioenergy systems. Effective indicators can help to identify and quantify the sustainability attributes of bioenergy options. We identify 16 socioeconomic indicators that fall into the categories of social well-being, energy security, trade, profitability, resource conservation, and social acceptability. The suite of indicators is predicated on the existence of basic institutional frameworks to provide governance, legal, regulatory and enforcement services. Indicators were selected to be practical, sensitive to stresses, unambiguous, anticipatory, predictive, calibrated with known variability, and sufficient when considered collectively. The utility of each indicator, methods for its measurement, and applications appropriate for the context of particular bioenergy systems are described along with future research needs. Together, this suite of indicators is hypothesized to reflect major socioeconomic effects of the full supply chain for bioenergy, including feedstock production and logistics, conversion to biofuels, biofuel logistics and biofuel end uses. Ten of those 16 indicators are proposed to be the minimum list of practical measures of socioeconomic aspects of bioenergy sustainability. Coupled with locally-prioritized environmental indicators, we propose that these socioeconomic indicators can provide a basis to quantify and evaluate sustainability of bioenergy systems across many regions in which they will be deployed.

    This technical report is designed to serve as a citable reference for the original prioritized object list that the Healthcare Robotics Lab at Georgia Tech released on its website in September of 2008. It is also expected to serve as the primary citable reference for the research associated with this list until the publication of a detailed, peer-reviewed paper. The original prioritized list of object classes resulted from a needs assessment involving 8 motor-impaired patients with amyotrophic lateral sclerosis (ALS) and targeted, in-person interviews of 15 motor-impaired ALS patients. All of these participants were drawn from the Emory ALS Center. The prioritized object list consists of 43 object classes ranked by how important the participants considered each class to be for retrieval by an assistive robot. We intend for this list to be used by researchers to inform the design and benchmarking of robotic systems, especially research related to autonomous mobile manipulation.

    The initial issue (Revision 0) of this Safety Equipment List (SEL) for the Light Duty Utility Arm (LDUA) requires an explanation for both its existence and its being what it is. All LDUA documentation leading up to creation of this SEL, and the SEL itself, is predicated on the LDUA only being approved for use in waste tanks designated as Facility Group 3, i.e., it is not approved for use in Facility Group 1 or 2 waste tanks. Facility Group 3 tanks are those in which a spontaneous or induced hydrogen gas release would be small, localized, and would not exceed 25% of the LFL when mixed with the remaining air volume in the dome space; exceeding these parameters is considered unlikely. Thus, from a NFPA flammable gas environment perspective the waste tank interior is not classified as a hazardous location. Furthermore, a hazards identification and evaluation (HNF-SD-WM-HIE-010, REV 0) performed for the LDUA system concluded that the consequences of actual LDUA system postulated accidents in Flammable Gas Facility Group 3 waste tanks would have either NO IMPACT or LOW IMPACT on the offsite public and onsite worker. Therefore, from a flammable gas perspective, there is not a rationale for classifying any of SSCs associated with the LDUA as either Safety Class (SC) or Safety Significant (SS) SSCs, which, by default, categorizes them as General Service (GS) SSCs.     UNC Nuclear Industries (UNC) has initiated a plan for the manufacture of zirconium alloy pressure tubes required for the future operation of N-Reactor. As part of this plan, UNC is establishing a program to qualify and develop a manufacturing process capable of fabricating these pressure tubes to the requirements of UNC specification HWS 6502, REV 4, Amendment 1. The objective of the task described in this test plan is to support the UNC program by performing physical/chemical testing on prototype tubes sections produced or procured during FY-1986, 1987 and 1988 and to test samples from production runs after 1988 as may be required. The types of tests included in this pressure tube testing task will be as follows: (1) Tensile tests; (2) Burst testing; (3) Tests to evaluate fracture properties; (4) Corrosion tests; (5) Spectrographic analysis of chemical composition; (6) Metallographic evaluation of grain size and oxide layer thickness.

    An objective of the High Temperature Gas Reactor fuel development and qualification program for the United States Department of Energy has been to qualify fuel fabricated in prototypic production-scale equipment. The quality and characteristics of the tristructural isotropic coatings on fuel kernels are influenced by the equipment scale and processing parameters. Some characteristics affecting product quality were suppressed while others have become more significant in the larger equipment. Changes to the composition and method of producing resinated graphite matrix material has eliminated the use of hazardous, flammable liquids and enabled it to be procured as a vendor-supplied feed stock. A new method of overcoating TRISO particles with the resinated graphite matrix eliminates the use of hazardous, flammable liquids, produces highly spherical particles with a narrow size distribution, and attains product yields in excess of 99%. Compact fabrication processes have been scaled-up and automated with relatively minor changes to compact quality to manual laboratory-scale processes. The impact on statistical variability of the processes and the products as equipment was scaled are discussed. The prototypic production-scale processes produce test fuels that meet fuel quality specifications.

    Novomer’s novel materials contain up to 50% by mass CO{sub 2} and provide a unique platform for re-using CO{sub 2} from waste industrial sources and converting it into useful products. This Report covers the progress made by Novomer during the DOE funded project (DOE Award #: DE-FE0002474) under the “Carbon Capture and Sequestration from Industrial Sources and Innovative Concepts for Beneficial CO{sub 2} Use” program. This includes Phase 1 and Phase 2, including all three subphases of the latter. Novomer completed all technical and commercial objectives in both Phase 1 and Phase 2, including the six Phase 2 Objectives outlined in the SOPO within budget by the project end date of September 30, 2013. These are: validating the economics are competitive, validate the carbon footprint, validate acceptable product performance, verify robust manufacturing process, validate large markets exist, and qualify at least 3 products with customers.

    This data package was originally prepared to support a 2004 composite analysis (CA) of low-level waste disposal at the Hanford Site. The Technical Scope and Approach for the 2004 Composite Analysis of Low Level Waste Disposal at the Hanford Site (Kincaid et. al. 2004) identified the requirements for that analysis and served as the basis for initial preparation of this data package. Completion of the 2004 CA was later deferred, with the 2004 Annual Status Report for the Composite Analysis of Low-Level Waste Disposal in the Central Plateau at the Hanford Site (DOE 2005) indicating that a comprehensive update to the CA was in preparation and would be submitted in 2006. However, the U.S. Department of Energy (DOE) has recently decided to further defer the CA update and will use the cumulative assessment currently under preparation for the environmental impact statement (EIS) being prepared for tank closure and other site decisions as the updated CA. Submittal of the draft EIS is currently planned for FY 2008. This data package describes the facility-specific parameters (e.g. location, operational dates, etc.) used to numerically simulate contaminant flow and transport in large-scale Hanford assessments. Kincaid et al. (2004) indicated that the System Assessment Capability (SAC) (Kincaid et al. 2000; Bryce et al. 2002; Eslinger 2002a, 2002b) would be used to analyze over a thousand different waste sites. A master spreadsheet termed the Geographic and Operational Site Parameters List (GOSPL) was assembled to facilitate the generation of keyword input files containing general information on each waste site/facility, its operational/disposal history, and its environmental settings (past, current, and future). This report briefly describes each of the key data fields, including the source(s) of data, and provides the resulting inputs to be used for large-scale Hanford assessments.

    Accurate line lists are calculated for aluminium monoxide covering the pure rotation, rotation-vibration and electronic (B -- X blue-green and A -- X infrared bands) spectrum. Line lists are presented for the main isotopologue, $^{27}$Al$^{16}$O, as well as for $^{27}$Al$^{17}$O, $^{27}$Al$^{18}$O and $^{26}$Al$^{16}$O. These line lists are suitable for high temperatures (up to 8000 K) including those relevant to exoplanetary atmospheres and cool stars. A combination of empirical and \\textit{ab initio} methods is used: the potential energy curves were previously determined to high accuracy by fitting to extensive data from analysis of laboratory spectra; a high quality {\\it ab initio} dipole moment curve is calculated using quadruple zeta basis set and the multi-reference configuration interaction (MRCI) method.     Although the emergence of markets for high efficiency off-grid lighting technologies holds promise, realizing the potential of this opportunity on a long-term, sustainable basis requires careful attention to issues of product quality, consumer protection, and the potential for significant 'market spoiling', in anticipation of increases of sales of low cost, low performance off-grid lighting products. The goal of the Lighting Africa quality assurance workshop was to articulate strategies to mitigate the dangers of market spoiling and to explore ways to protect consumers from misleading advertising for sales of inferior, off-grid lighting products in the context of Lighting Africa's overarching objective to support the industry in developing a robust off-grid lighting market in Africa. The workshop resulted in the identification of two strategic approaches for meeting Lighting Africa quality assurance programmatic needs. The first strategy is intended to meet a short-term programmatic need for quality associated with requests for lighting products by bulk procurement agents, such as in a World Bank-financed project. The development of procurement specifications and test procedures that could be used in a quality/usability screening method in order to provide guidance for forthcoming large volume purchases emerged as the best solution to meet this need. Such approaches are used in World Bank-financed solar home systems (SHSs) projects in Bangladesh, Sri Lanka, and China, among others. However, unlike the SHSs which have multiple balance-of-system (BOS) components warranting the need for an array of specifications for individual components, stand alone lighting systems require specifications that are amenable to individual light points. To test this approach, Lighting Africa elected to use the technical specifications issued by the Photovoltaic Global Approval Program for solar lanterns that use CFL bulbs (PVRS11A) as the basis of qualifying such products. A contract has been competitively awarded to the Global Approval Program for Photovoltaics (PV GAP) under the Lighting Africa Program to select and test ten solar lantern product models. Lantern selection will be determined based on a number of criteria, among them, the ability to provide a daily duty cycle of at least 3 hours of light, the number of days of autonomy of battery, the volume of sales (especially in Africa), and whether or not the manufacturing facility is ISO 9000 certified. Those that are confirmed as meeting the specifications may be eligible to receive a PVGAP quality seal. The work is being carried out in partnership with the Photovoltaic and Wind Quality Test Center in Beijing, China and TUV Rhineland in Koeln, Germany. As off-grid LED-based stand-alone lighting products is in a nascent stage of development compared to CFL-based lanterns, Lighting Africa will support the development of a 'Quality Screening' approach to selecting LED lighting, in order not to delay consumers benefiting from such advances. The screening methodology could be used by procurement agencies to qualify LED lighting products for bulk or programmatic procurements. The main elements of this work comprises of developing a procurement specification and test procedure for undertaking a 'quick' quality/usability screening to be used for procuring LED lights and to test up to 30 LED-based lights to screen products that meet the requirement. The second strategy is intended to meet a longer-term need associated with creating a self-sustaining product quality assurance program that will effectively protect the African consumer, prevent significant market spoiling, adapt with expected technological advancements over the long-term--in other words, give consumers the ability to detect quality products and the information needed to find products that meet their specific needs from among the myriad of lighting products that become available commercially.     Coal combustion by-products can be a valuable resource to various industries. The American Coal Ash Association (ACAA) collects data on production and uses of coal combustion products (CCPs). 122.5 million tons of CCPs were produced in 2004. The article discusses the results of the ACCA's 2004 survey. Fly ash is predominantly used as a substitute for Portland cement; bottom ash for structural fill, embankments and paved road cases. Synthetic gypsum from the FGD process is commonly used in wallboard. Plant owners are only likely to have a buyer for a portion of their CCPs. Although sale of hot water (from Antelope Valley Station) from condensers for use in a fish farm to raise tilapia proved unviable, the Great Plains Synfuels Plant which manufactures natural gas from lignite produces a wide range of products including anhydrous ammonia, phenol, krypton, carbon dioxide (for enhanced oil recovery), tar oils and liquid nitrogen. ACCA's goal is to educate people about CCPs and how to make them into useful products, and market them, in order to reduce waste disposal and enhance revenue.
