    Access to clean, affordable, secure, and reliable energy has been a cornerstone of American’s economic growth. Yet, today the Nation’s systems that produce, store, transmit, and use energy are falling short of U.S needs. The Department of Energy’s (DOE) first Quadrennial Technology Review (QTR), launched at the recommendation of the President’s Council of Advisors on Science and Technology (PCAST), addresses these facts. The report details today’s energy landscape and the associated energy security, economic and environmental challenges; provides a framework for presenting six strategies to address those challenges encompassing vehicle efficiency, deployment of alternative hydrocarbon fuels, increased building and industrial efficiency, modernization of the grid, and deployment of clean electricity; addresses priorities among activities in DOE’s energy-technology programs; and explains the roles that DOE, the broader government, the private sector, the national laboratories, and academia play in energy transformation.

    Access to clean, affordable, secure, and reliable energy has been a cornerstone of America’s economic growth. The Nation’s systems that produce, store, transmit, and use energy are falling short of U.S. needs. Maintaining energy security, bolstering U.S. competitiveness, and mitigating the environmental impacts of energy are long-­standing challenges. Governments, consumers, and the private sector have worked for decades to address these challenges, yet they remain among the Nation’s most pressing issues. President Obama has articulated broad national energy goals for reducing U.S. dependence on oil, reducing pollution, and investing in research and development (R&D) for clean-­energy technologies in the United States to create jobs. These include: Reducing oil imports by one-third by 2025; Supporting the deployment of 1 million electric vehicles on the road by 2015; Making non-residential buildings 20% more energy efficient by 2020; Deriving 80% of America's electricity from clean-energy sources by 2035; and Reducing greenhouse gas emissions by 175 by 2020 and 83% of 2050, from a 2005 baseline.

In the Presidential Memorandum establishing the QER, President Obama directed the QER Task Force to “gather ideas and advice from state and local governments, tribes, large and small businesses, universities, national laboratories, nongovernmental and labor organizations, consumers, and other stakeholders and interested parties...” As the Secretariat for the QER Task Force, the Department of Energy utilizes public meetings, briefings, and technical workshops to engage and inform stakeholders on the QER analysis for each installment.

    Marine and hydrokinetic (MHK) technologies convert the energy of waves, tides, and river and ocean currents into electricity. With more than 50% of the U.S. population living within 50 miles of the nation’s coasts, MHK technologies hold significant potential to supply renewable electricity to consumers in coastal load centers, particularly in the near term in areas with high costs of electricity and longer term in high resource areas in close proximity to major coastal load centers. MHK resource assessments identify a total U.S. technical resource potential of approximately 1250–1850 terawatt-hours (TWh) of generation per year from ocean wave, ocean current, ocean tidal, and river current energy. Of this, the U.S. continental technical resource potential is approximately 500–750 TWh/year. For context, roughly 90,000 homes can be powered by 1 TWh of electricity generation each year. A cost-effective MHK industry could provide a substantial amount of electricity for the nation owing in large part to its unique advantages as a source of energy, including its vast resource potential, its close proximity to major coastal load centers, and its long-term predictability and near-term forecastability.

    Wind power has become a mainstream power source in the U.S. electricity portfolio, supplying 4.9% of the nation’s electricity demand in 2014. With more than 65 GW installed across 39 states at the end of 2014, utility-scale wind power is a cost-effective source of low-emissions power generation throughout much of the nation. The United States has significant sustainable land-based and offshore wind resource potential, greater than 10 times current total U.S. electricity consumption. A technical wind resource assessment conducted by the Department of Energy (DOE) in 2009 estimated that the land-based wind energy potential for the contiguous United States is equivalent to 10,500 GW capacity at 80 meters (m) hub and 12,000 GW capacity at 100 meters (m) hub heights, assuming a capacity factor of at least 30%. A subsequent 2010 DOE report estimated the technical offshore wind energy potential to be 4,150 GW. The estimate was calculated from the total offshore area within 50 nautical miles of shore in areas where average annual wind speeds are at least 7 m per second at a hub height of 90 m.

    Hydropower has provided reliable and flexible base and peaking power generation in the United States for more than a century, contributing on average 10.5% of cumulative U.S. power sector net generation over the past six and one-half decades (1949–2013). It is the nation’s largest source of renewable electricity, with 79 GW of generating assets and 22 GW of pumped-storage assets in service, with hydropower providing half of all U.S. renewable power-sector generation (50% in 2014). In addition to this capacity, the U.S. Department of Energy (DOE) has identified greater than 80 GW of new hydropower resource potential: at least 5 GW from rehabilitation and expansion of existing generating assets, up to 12 GW of potential at existing dams without power facilities, and over 60 GW of potential low-impact new development (LIND) in undeveloped stream reaches. However, despite this growth potential, hydropower capacity and production growth have stalled in recent years, with existing assets even experiencing decreases in capacity and production from lack of sustaining investments in infrastructure and increasing constraints on water use.

    Lithium cobalt oxide (LiCoO{sub 2}) was already used in the first commercialized Li-ion battery by SONY in 1990. Still, it is the most frequently used cathode material nowadays. However, LiCoO{sub 2} is intrinsically unstable in the charged state, especially at elevated temperatures and in the overcharged state causing volume changes and transport limitation for high power batteries. In this paper, some technological aspects with large impact on cell performance from the cathode material point of view will be reviewed. At first it will be focused on the degradation processes and life-time mechanisms of the cathode material LiCoO{sub 2}. Electrochemical and structural results on commercial Li-ion batteries recorded during the cycling will be discussed. Thereafter, advanced nanomaterials for new cathode materials will be presented.

An LLNL-developed laser ranger provided information that will be used to construct a relief map of the Moon`s surface; and Uncertainty and the Federal Role in Science and Technology, Ralph E. Gomory was a recent participate in the Director`s Distinguished Lecturer Series at LLNL. In his lecture, he addressed some of the tensions, conflicts, and possible goals related to federal support for science and technology.

    The state of the laboratory address by LLNL Director Roger Batzel is summarized, and a breakdown of the laboratory funding is given. The Livermore defense-related committment is described, including the design and development of advanced nuclear weapons as well as research in inertial confinement fusion, nonnuclear ordnance, and particle beam technology. LLNL is also applying its scientific and engineering resources to the dual challenge of meeting future energy needs without degrading the quality of the biosphere.     Safety, lifetime, energy density, and costs are the key factors for battery development. This generates the need for improved cell chemistries and new, advanced battery materials. The components of an electrolyte are the solvent, in which a conducting salt and additives are dissolved. Each of them plays a specific role in the overall mechanism of a cell: the solvent provides the host medium for ionic conductivity, which originates in the conductive salt. Furthermore, additives can be used to optimize safety, performance, and cyclability. By understanding the tasks of the individual components and their optimum conditions of operation, the functionality of cells can be improved from a holistic point of view. This paper will present the most important technological features and requirements for electrolytes in lithium-ion batteries. The state-of-the-art chemistry of each component is presented, as well as different approaches for their modification. Finally, a comparison of Li-cells with lithium-based technologies currently under development is conducted.

    Geothermal Technologies Office conducted its annual program peer review in April of 2013. The review provided an independent, expert evaluation of the technical progress and merit of GTO-funded projects. Further, the review was a forum for feedback and recommendations on future GTO strategic planning. During the course of the peer review, DOE-funded projects were evaluated for 1) their contribution to the mission and goals of the GTO and 2) their progress against stated project objectives. Principal Investigators (PIs) came together in sessions organized by topic “tracks” to disseminate information, progress, and results to a panel of independent experts as well as attendees.

    On May 7-10, 2012, the U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Geothermal Technologies Office conducted its annual program peer review in Westminster, CO. In accordance with the EERE Peer Review Guide, the review provides an independent, expert evaluation of the strategic goals and direction of the office and is a forum for feedback and recommendations on future office planning. The purpose of the review was to evaluate DOE-funded projects for their contribution to the mission and goals of the office and to assess progress made against stated objectives. Project scoring results, expert reviewer comments, and key findings and recommendations are included in this report.

    As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

The feature articles are `Taking Lasers beyond the National Ignition Facility` and `Jumpin` Jupiter! Metallic Hydrogen`. The first article describes the ultimate goal of laser fusion as the production of electricity by inertial confinement fusion. Advances in diode-laser technology promise to take another step closer to that goal.     Abatement of lead from various surfaces proves to be a rapidly developing industry. Removal techniques and effectiveness varies greatly with varying substrates (wood, concrete, steel, etc.) and surface configurations including interior/exterior considerations, habitability and anticipated retrofit. Numerous technologies advances, and/or adaptations of long accepted removal techniques have recently emerged. Some of the more commonly used removal procedures including vacuum blasting, chemical stripping, scarifiers, grinders, sanders, etc. will be reviewed. Specific emphasis will be placed upon mode of application, positive and negative environmental aspects, and varying emissions generated. Personnel sampling data will be discussed with respect to associated personal protective equipment impact to derive the most cost productive environmentally conscious alternatives.

    For the 40-plus years of the Cold War, both the United States and the Soviet Union built up nuclear stockpiles of tens of thousands of weapons. Now, as the Cold War has ended and tensions between the superpowers have subsided, the US faces the task of significantly reducing its nuclear arsenal. Many thousands of nuclear weapons are being removed from the stockpile as a result of recent treaties and unilateral decisions. This issue of Energy and Technology Review describes the Laboratory`s role in the nation`s effort to dismantle these weapons safely and rapidly. The dismantlement of the United States` nuclear weapons takes place at the Department of Energy`s Pantex facility near Amarillo, Texas. The first article in this issue summarizes the Laboratory`s involvement in dismantling Livermore-designed nuclear weapons. LLNL (like Los Alamos) has responsibility for the weapons it designed, from design concept to retirement. In the past, the responsibilities ended when the weapon was retired from the stockpile. Now however, the role has been extended to include dismantlement. The second article reports on an incident that occurred in November 1992, in which the pit of a W48 warhead cracked during dismantlement. The Laboratory was called upon to handle the pit safely and determine the causes of the cracking. The third article explores a variety of methods proposed for reusing the high explosives after they are removed from the weapon. In the past, Laboratory work on nuclear weapons focused primarily on design and development. However, as the size and composition of the US stockpile changes with evolving international conditions, they will be called upon with increasing frequency to provide the scientific and technical expertise needed to dismantle the nation`s retired nuclear weapons safely and efficiently.
