    The hinterland of the Caribbean Mts. orogen in Trinidad and Venezuela contains schist and gneiss whole protoliths are wholly or partly of continental provenance. The hinterland lies between the foreland thrust belt and terranes. The terranes are alien to continental South America (SA) and may have proto-Caribbean or Caribbean plate origins. The hinterland rocks were widely thought to come from sediments and granitoids of Mesozoic protolithic ages and to be of Cretaceous metamorphic age. Such rocks are now know to be of at least two or more types, as follows: (1) low grade, protoliths of pre-Mesozoic basement and shelfal cover of uncertain age range, inboard locus, Oligocene to mid-Miocene metamorphic ages younging eastward (Caracas, Paria, and Northern Range belts), and (2) higher grade including high P/T, varies protoliths of uncertain age range, Cretaceous and ( )early Paleogene metamorphic ages (Tacagua, Araya, Margarita). The geometry, protoliths, structures, and metamorphic ages of type 1 parautochthoneity and an origin as a thickened wedge of crust-cored passive margin cover. The wedge grew by accretion between about 35 and 20 Ma during oblique transport toward the foreland. The diachroneity of metamorphism implies, as does the timing of foreland deformation, that the wedge evolved in a right-oblique collision between northern SA and terranes moving wholly or partly with the Caribbean plate since the Eocene. Type 2 rocks probably came with the terranes and are products of convergent zone tectonics, either in the proto-Caribbean plate. The hinterland boundaries are brittle thrusts that are out of sequence and imply progressive contraction from mid-Cenozoic to the present.

    When the 135,000 cu m LNG carrier Al Zubarah departed Ras Laffan Port in December, Qatar entered a new era of commerce that will both boost the emirate`s economic development and influence energy trade around the world. The event capped more than a decade of planning, design, and construction of Ras Laffan Port--the world`s newest and largest LNG exporting facility. During the 1980s, the focus in Qatar was on exploration and development of North field, which holds the world`s largest reserves of nonassociated natural gas. In the 1990s, efforts concentrated on establishing a direct production and export link between North field, the new multi-billion-dollar Qatar Liquefied Gas Co. (Qatargas) gas liquefaction plant at Ras Laffan, and LNG export facilities at the 8.5 sq km Ras Laffan Port. Markets of the Far East will be first to be served by LNG from Ras Laffan Port. Two 25-year LNG supply contracts have been signed with buyers in Japan and South Korea, and negotiations are under way with potential customers from China, Taiwan, and Thailand. The paper describes the port, its operations, and export projects.

    Re-examination in February 1986 of areas studied by the author in 1966 and 1967 revealed rapid rates of sedimentation and diagenesis along the east coast of the Qatar Peninsula. At Ras Um Sa on the north-east side of Qatar, a series of chenier-like beaches and curved spits is building southward under the influence of longshore currents. Beach and spit growth increasingly protects the shoreline and allows tidal flats to form in their lee. As these spits accrete, they become armored on their lagoonal side by beachrock formation. In the last 20 years a spit approximately 1/2 km long has grown, and beachrock has already armored its recurved lagoonal side. At Umm Said on the southeast side of Qatar, seawardly accreting barchan dunes composed of quartz sand have built a 40-km long, 10-km wide sabkha as thick as 30 m. Aerial and ground photographs show that certain dunes near the seaward edge of the sabkha have migrated into the sea and have contributed to shoreline accretion. The observed rate of dune migration suggests that within approximately 100 years the remaining quartz sands will be depleted and blown into the sea because there is no replenishment of the dune field. Subsequently, the area will revert to one of carbonate deposition. Fine-grained dolomite is presently precipitating in interstitial brines in the landwardmost portions of this unusual sabkha. In the geologic record, such a deposit would be an anomalous, porous and permeable, cross-bedded, linear, 30-m thick, dolomite-cemented sandstone body encased in carbonate sediments. A modern model such as the one at Umm Said can provide useful clues for determining the origin of similar deposits in ancient rocks.

    This paper reports that Activity continues to percolate in Qatar's massive liquefied natural gas export program. In the latest development, France's Ste. Nationale Elf Aquitaine and Japan's Sumitomo Corp. agreed to promote development of Qatar's LNG export project based on supergiant North Offshore gas field and step up discussions with potential buyers in coming months. Target markets lie in Japan and the Far East. Among other LNG operations, Columbia Gas System Inc. last week the it was told by Shell LNG Co. it is unlikely that presale conditions will be met prior to Shell LNG's scheduled purchase July 29 of 40.8% of the stock in Columbia LNG. Columbia LNG owns and LNG receiving terminal at Cove Point, Md., with a design sendout capacity of 1 bcfd of regasified LNG. That makes it the biggest in type U.S. Columbia the it had not received work on what action Shell LNG will take on the purchase agreement. However, failure to meet the undisclosed conditions will allow Shell LNG to end the agreement.

Engineering is nearly complete and construction is nearing midway on Trinidad`s Atlantic LNG. In Japan, NKK Corp. launched another LNG tanker that employs the membrane-storage system. The 50-mile pipeline to move natural gas to the Atlantic LNG facility is also on track for completion by October 1998.

(TTMS; Point Lisas, Trinidad) is the first step in a consolidation of ownership and marketing of methanol produced on the island. A consortium made up of chemical distributor Helm (Hamburg), engineering firm Ferrostaal (Essen), and Colonia Life Insurance (Clico; Port of Spain, Trinidad) will buy the government`s 69% of TTMC, displacing a bid by Methanex. TTMC owns and operates two methanol plants, M1 and M3. They produce 460,000 m.t./year and 550,000 m.t./year, respectively, and were designed and built by Ferrostaal. Helm markets half of TTMC`s output, with the remainder locked into contracts that run through 2000.

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

    The National Geothermal Academy (NGA) is an intensive 8-week overview of the different aspects involved in developing a geothermal project, hosted at University of Nevada, Reno. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

    On Dec. 15, 1997, Enron International and Kenetech Energy Services achieved financial close on the $670 million EcoElectrica liquefied natural gas terminal and cogeneration project proposed for Puerto Rico. The project involves construction of a liquefied natural gas terminal, cogeneration plant, and desalination unit on the southern coast of Puerto Rico, in the Penuelas/Guayanilla area. EcoElectrica will include a 500-mw, combined-cycle cogeneration power plant fueled mainly by LNG imported from the 400 MMcfd Atlantic LNG project on the island of Trinidad. Achieving financial close on a project of this size is always a time-consuming matter and one with a number of challenges. These challenges were increased by the unique nature of both the project and its financing--no project financing had ever before been completed that combined an LNG terminal and power plant. The paper discusses the project, financing details and challenges, key investment considerations, and integrated project prospects.

    Petroleum developments in the region in 1982 had a more varied pattern than in 1981 when all aspects were upbeat with varying degrees of increases. In 1982, Brazil, Mexico, and Guatemala had striking increases in oil production; Bolivia, Chile, and Colombia had moderate increases; and Argentina, Trinidad, and Venezuela reported declines. In exploration, Argentina reported several additional offshore Tierra del Fuego discoveries in the Cretaceous Springhill and 2 more encouraging gas discoveries in the Noroeste basin. Bolivia reported an oil discovery from Silurian rocks more generally considered a gas objective. Brazil extended and confirmed the Western Amazonas gas area with 2 discoveries. Colombia added 2 more spectacular oil discoveries in the Llanos basin to follow up 2 similar finds in 1981. Several countries reported that discoveries have increased the national reserves of hydrocarbons. Considering the social, political, and economic problems in several countries, along with the worldwide depression and petroleum surplus, developments in the region have been on the whole favorable.

    Countries in this report include Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

    Central America and the Caribbean have not enjoyed the same high profile as more prominent independent power markets like India and China. Indeed, only one country in the region appeared in a recent survey of the 20 most promising markets: Panama, with a projected demand for 2,040 megawatts (MW) of new capacity, was ranked twentieth. Nevertheless, taken as a whole, Central America and the Caribbean offer significant opportunities for new development. Projected incremental capacity needs in some of the larger markets in the region include: Costa Rica (700-1,000 MW), Dominican Republic (1,100 MW), Guatemala (450 MW), Honduras (225 MW), Jamaica (729 MW), Panama (2,040 MW), and Trinidad & Tobago (200 MW). These markets represent an aggregate potential demand of 5,750 MW - more than the projected demand in Colombia, one of South America`s most active markets. Yet although its need for capacity is significant, the region presents developers with unique challenges because it comprises so many relatively small countries, each with its own special needs and characteristics.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    Petroleum developments in 1981 continued in the pattern of recent years of increasing exploration and exploitation in response to the second catastrophic surge in crude oil prices thrust on the world economy in 1979. Production of crude oil increased in Argentina, Brazil, Chile, Colombia, Guatemala, and Mexico, whereas Venezuela, Trinidad, Peru, and Bolivia experienced declines. Exploratory surveys, exploratory drilling, and development drilling all increased in most of the countries reporting. Significant successful exploratory drilling is reported for several countries. In Argentina, the producing zone of the Austral basin has been extended farther offshore, and is reportedly productive in what is apparently the upper Malvinas basin. In Brazil, extensions to several producing areas are reported in the Campos basin. Also, the Jurua gas province of western Amazonas reportedly had an encouraging extension. Colombia had several discoveries in the Magdalena basins, but the 2 Llanos discoveries are considered much more significant. For a variety of reasons, several countries have undertaken or are undertaking changes in laws and regulations to attract foreign companies into exploration risk ventures. In some countries, exploitation ventures are also offered.

    Volume 1 is concerned with the geology of the resources and with the mining of those occurring at or near the earth`s surface. The chemical characterization of natural bitumens and heavy oil is the subject of 15 papers. These concentrate on those properties which govern the exploitability and use of these hydrocarbons. Six reports deal with exploration for bitumens and certain aspects of their later development. No less than three of the papers investigate the trace metals and their possible role in comprehending the occurrence of the bitumens and, therefore, the clues they may offer for the location of additional deposits. Another eight reports are concerned directly with the geologic occurrence of specific resource accumulations. These deposits are found in Canada, China, Madagascar, Nigeria, and Venezuela. One report describes a model that may be applied in basin analysis for predicting the composition of heavy oils expelled from the sources rocks of the basin. Additional papers then characterize the resources found in Indonesia, Iran, and the USA. Volume 1 concludes with the reports on the many kinds of bitumen extraction and use. Not only are innovative techniques evolving for the extraction of the material but also for its economic enhancement through the exploitation of coproducts. Ten papers deal with bitumen mining and its present, or prospective, utilization in places like the Mongolia Republic, the State of Utah in the USA, Trinidad in Latin America or Nigeria in Africa.     The authors are studying Cenozoic correlation patterns, burial trends, and subsidence history of the Central North Sea, Labrador, and Orphan basins. The authors objectives are (1) to detail intraregional mid-high latitude biozonations using noise filtering and probabilistic zonation techniques; (2) to detail paleobathymetric trends from basin margins to centers; (3) to apply this knowledge to model basin evolution, in the perspective of the evolving North Atlantic Ocean; (4) to evaluate causes for the occurrence of major hiatuses and rapid changes of subsidence; and (5) to relate rapid changes in sedimentation in the last few millions of years to model observed undercompaction trends. Cenozoic microfossil assemblages in these basins are similar, related to similarities in sedimentary and paleoeceanographic conditions. In more basinal wells, flysch-type agglutinated foraminiferal assemblages occur, also known from Carpathians, Trinidad, and Moroccan foredeeps. Over 90% of agglutinated taxa are common between these basins, although local stratigraphic ranges vary sufficiently to rely on the concept of average ranges, rather than total ones for correlations. Cenozoic stratigraphic resolution in the North Sea and Labrador basins generally is in 3-5-Ma units. and paleobathymetric zonations define a minimum of five niches, from inner shelf to middle slope regimes. Significant hiatuses occurred in the late Eocene through the Miocene, particularly in northern Labrador and northern North Sea. Subsidence in the Labrador/Grand Banks passive margin half grabens was strongly influenced by Labrador Sea opening between anomalies 34 (Campanian) and 13 (early Oligocene), when subsidence exceeded sedimentation and bathyal conditions prevailed along the margin. Thermally induced subsidence in the central North Sea grabens was considerable in the late Paleocene, when the Norwegian Sea started to open.

  2. Use of coconut fiber as a low-cost thermal insulator

    Cost is one of the major factors to be considered when choosing a thermal insulator. Design engineers continuously strive to provide the best at the lowest possible cost. In the tropics climate conditions are essentially hot and humid and a cause for daily discomfort. To some extent, air-conditioning of buildings has solved this problem. The major deterrent to air-conditioning is the exorbitant cost of imported thermal insulation materials. This has prompted a search for local, low-cost but effective thermal insulation for buildings. Coconut fiber is available at minimal cost from the copra industry in Trinidad, as it is a waste product from the coconut. The viability of using coconut fiber as building thermal insulation was explored by conducting thermal conductivity tests on 200 mm X 400 mm X 60 mm thick slab-like specimens. The test equipment used was a locally designed constant temperature hot box apparatus. This apparatus was designed to test slab-like specimens under steady-state conditions. The reliability if this experimental set up was checked using Gypsum Plaster. The thermal conductivity test results for coconut fiber over the density range 30 kg/m{sup 3} to 115 kg/m{sup 3} showed the characteristic hooked shape graph for fibrous material. For the 60 mm thick specimens at a mean temperature of 39 C, a minimum thermal conductivity of 0.058 W/mK occurred at an optimum density of 85 kg/m{sup 3}. The thermal conductivity of commonly used industrial insulators, namely loose-fill expanded vermiculite, cellular glass and blanket fiber glass, at a mean temperature of 38 C are 0.066 W/mK, 0.061 W/mK and 0.052 W/mK respectively. When compared, these results show that air dried coconut fiber has far reaching potential for use as an effective building thermal insulation.

    Since 1977 when Aramco and GSI (Geophysical Services International) pioneered the first 3-D seismic survey in the Arabian Gulf, under the guidance of Aramco`s Chief Geophysicist John Hoke, 3-D seismology has been effectively used to map many complex subsurface geological phenomena. By the mid-1990s extensive 3-D surveys were acquired in Abu Dhabi, Oman, Qatar and Saudi Arabia. Also in the mid-1990`s Bahrain, Kuwait and Dubai were preparing to record surveys over their fields. On the structural side 3-D has refined seismic maps, focused faults and fractures systems, as well as outlined the distribution of facies, porosity and fluid saturation. In field development, 3D has not only reduced drilling costs significantly, but has also improved the understanding of fluid behavior in the reservoir. In Oman, Petroleum Development Oman (PDO) has now acquired the first Gulf 4-D seismic survey (time-lapse 3D survey) over the Yibal Field. The 4-D survey will allow PDO to directly monitor water encroachment in the highly-faulted Cretaceous Shu`aiba reservoir. In exploration, 3-D seismology has resolved complex prospects with structural and stratigraphic complications and reduced the risk in the selection of drilling locations. The many case studies from Saudi Arabia, Oman, Qatar and the United Arab Emirates, which are reviewed in this paper, attest to the effectiveness of 3D seismology in exploration and producing, in clastics and carbonates reservoirs, and in the Mesozoic and Paleozoic.

    Middle Eastern Power systems have evolved independently of each other over many decades. The region covers a wide geographical area of over 4 million square kilometers with an estimated population in 1990 of over 120 million people. This paper discusses the present status and future power system developments in the Middle East with emphasis on the Mashrequ Arab Countries (MAC). MAC consists of Egypt, Iraq, Jordan, Lebanon, Syria, Yemen, and the six Gulf Cooperation Council (GCC) countries, namely, Bahrain, Kuwait, Qatar, Saudi Arabia, Oman, and the United Arab Emirates (UAE). Interconnections within MAC and possible extensions to Turkey, Europe, and Central Africa are discussed. A common characteristic of the MAC power systems is that they are all operated by government or semi-government bodies. The energy resources in the region are varied. Countries such as Iraq, Egypt, and Syria have significant hydro power resources. On the other hand, the GCC countries and Iraq have abundant fossil fuel reserves.

    This study is an analysis of the foundations and emergence in 1981 of the Gulf Cooperation Council (GCC), which consists of six traditional Arab Gulf states (the United Arab Emirates, Bahrain, Saudi Arabia, Oman, Qatar, and Kuwait). It finds the GCC to be a unique case among twentieth-century integrative schemes. The study also identifies and analyzes relevant local, regional, and international forces. Among the local forces are traditional religio-political systems, economic dependence on a depletable resource, and the presence of a large number of foreign residents. On the regional level, this study takes into consideration such issues as the Arab League, Arab Nationalism, and the Islamic revolutionary movement in Iran. On the international level, the influence of the superpowers and the major industrialized nations on the emergence and future of the GCC Community are analyzed. Throughout the past decade there has been a growing scholarly interest in the Gulf region. In preparation for this study, the author relied heavily on the literature generated by this new research, as well as on documents and official publications, mostly in Arabic. A survey was conducted among a limited number of GCC graduate students during the summer of 1983. In addition, interviews with selected members of the GCC Secretariat-General and various member-state officials were conducted during a research trip in the region in the spring of 1984.

The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves.     At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

    Power system interconnection is a well established practice for a variety of technical and economical reasons. Several interconnected networks exist worldwide for a number of factors. Some of these networks cross international boundaries. This presentation discusses the future developments of the power systems of Mashreq Arab Countries (MAC). MAC consists of Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, United Arab Emirates (UAE), and Yemen. Mac power systems are operated by government or semigovernment bodies. Many of these countries have national or regional electric grids but are generally isolated from each other. With the exception of Saudi Arabia power systems, which employ 60 Hz, all other MAC utilities use 50 Hz frequency. Each country is served by one utility, except Saudi Arabia, which is served by four major utilities and some smaller utilities serving remote towns and small load centers. The major utilities are the Saudi Consolidated electric Company in the Eastern Province (SCECO East), SCECO Center, SCECO West, and SCECO South. These are the ones considered in this study. The energy resources in MAC are varied. Countries such as Egypt, Iraq, and Syria have significant hydro resources.The gulf countries and Iraq have abundant fossil fuel, The variation in energy resources as well as the characteristics of the electric load make it essential to look into interconnections beyond the national boundaries. Most of the existing or planned interconnections involve few power systems. A study involving 12 countries and over 20 utilities with different characteristics represents a very large scale undertaking.

  8. Piercing the sovereign ceiling: Issues in oil and gas project financing

    In the oil and gas sector, corporations and governments face huge capital spending requirements in order to transform large resource discoveries into producing, cash-generating assets. A significant portion of this funding is expected to be done on a project finance basis, where bank lenders or bond investors take a secured position in financing a discrete project, with the expectation of being paid back by the cash flows from that project after completion. This trend is increasing demand for crediting rating services to provide credit ratings for these project financings. A key challenge is to analyze and rate credit-worthy projects in countries that have relatively low foreign currency sovereign ceilings due to economic, political, and financial risks. In most cases, the credit ratings for projects financed in currencies outside the host country are capped at the country`s foreign currency ceiling. However, in a few instances, mainly in the oil and gas sector, Moody`s has pierced the foreign currency ceiling or rated certain projects above the sovereign ratings of the countries where they are domiciled. The purpose of this article is to briefly explain some of the qualitative factors and considerations that have allowed Moody`s to pierce the ceiling in the oil and gas sector, with a focus on two recent and noteworthy projects: Ras Laffan Liquefied Natural Gas in Qatar and Petrozuata in Venezuela.
