    When the 135,000 cu m LNG carrier Al Zubarah departed Ras Laffan Port in December, Qatar entered a new era of commerce that will both boost the emirate`s economic development and influence energy trade around the world. The event capped more than a decade of planning, design, and construction of Ras Laffan Port--the world`s newest and largest LNG exporting facility. During the 1980s, the focus in Qatar was on exploration and development of North field, which holds the world`s largest reserves of nonassociated natural gas. In the 1990s, efforts concentrated on establishing a direct production and export link between North field, the new multi-billion-dollar Qatar Liquefied Gas Co. (Qatargas) gas liquefaction plant at Ras Laffan, and LNG export facilities at the 8.5 sq km Ras Laffan Port. Markets of the Far East will be first to be served by LNG from Ras Laffan Port. Two 25-year LNG supply contracts have been signed with buyers in Japan and South Korea, and negotiations are under way with potential customers from China, Taiwan, and Thailand. The paper describes the port, its operations, and export projects.

    Re-examination in February 1986 of areas studied by the author in 1966 and 1967 revealed rapid rates of sedimentation and diagenesis along the east coast of the Qatar Peninsula. At Ras Um Sa on the north-east side of Qatar, a series of chenier-like beaches and curved spits is building southward under the influence of longshore currents. Beach and spit growth increasingly protects the shoreline and allows tidal flats to form in their lee. As these spits accrete, they become armored on their lagoonal side by beachrock formation. In the last 20 years a spit approximately 1/2 km long has grown, and beachrock has already armored its recurved lagoonal side. At Umm Said on the southeast side of Qatar, seawardly accreting barchan dunes composed of quartz sand have built a 40-km long, 10-km wide sabkha as thick as 30 m. Aerial and ground photographs show that certain dunes near the seaward edge of the sabkha have migrated into the sea and have contributed to shoreline accretion. The observed rate of dune migration suggests that within approximately 100 years the remaining quartz sands will be depleted and blown into the sea because there is no replenishment of the dune field. Subsequently, the area will revert to one of carbonate deposition. Fine-grained dolomite is presently precipitating in interstitial brines in the landwardmost portions of this unusual sabkha. In the geologic record, such a deposit would be an anomalous, porous and permeable, cross-bedded, linear, 30-m thick, dolomite-cemented sandstone body encased in carbonate sediments. A modern model such as the one at Umm Said can provide useful clues for determining the origin of similar deposits in ancient rocks.

    This paper reports that Activity continues to percolate in Qatar's massive liquefied natural gas export program. In the latest development, France's Ste. Nationale Elf Aquitaine and Japan's Sumitomo Corp. agreed to promote development of Qatar's LNG export project based on supergiant North Offshore gas field and step up discussions with potential buyers in coming months. Target markets lie in Japan and the Far East. Among other LNG operations, Columbia Gas System Inc. last week the it was told by Shell LNG Co. it is unlikely that presale conditions will be met prior to Shell LNG's scheduled purchase July 29 of 40.8% of the stock in Columbia LNG. Columbia LNG owns and LNG receiving terminal at Cove Point, Md., with a design sendout capacity of 1 bcfd of regasified LNG. That makes it the biggest in type U.S. Columbia the it had not received work on what action Shell LNG will take on the purchase agreement. However, failure to meet the undisclosed conditions will allow Shell LNG to end the agreement.

    Purpose: The aim of this study was to evaluate radiation doses to pediatric patients undergoing standard radiographic examinations using Direct Digital Radiography (DDR) in Paediatric emergency center of Hamad General Hospital (HGH) in state of Qatar and compared with regional and international Dose Reference Levels (DRLs). Methods: Entrance Skin Dose (ESD) was measured for 2739 patients for two common X-ray examinations namely: Chest AP/PA, Abdomen. Exposure factors such as kV, mAs and Focal to Skin Distance (FSD) were recorded for each patient. Tube Output was measured for a range of selected kV values. ESD for each individual patient was calculated using the tube output and the technical exposure factors for each examination. The ESD values were compared with the some international Dose Reference Levels (DRL) for all types of examinations. Results: The most performed procedure during the time of this study was chest PA/PA (85%). The mean ESD values obtained from AP chest, PA chest and AP abdomen ranged 91–120, 80–84 and 209 – 659 µGy per radiograph for different age’s groups respectively. Two protocols have been used for chest AP and PA using different radiological parameters, and the different of ESD values for chest PA and were 41% for 1 years old child, 57% for 5 years old for chest AP. Conclusion: The mean ESD were compared with those found in literature and were found to be comparable. The radiation dose can be reduced more for Chest AP and PA examination by optimization of each investigation and hence more studies are required for this task. The results presented will serve as a baseline data needed for deriving local reference doses for pediatric X-ray examinations in this local department and hence it can be applied in the whole Qatar.

    This study examines the lack of a noticeable indigenous labor movement in the contemporary Gulf Arab countries of Bahrain, Kuwait and Qatar; it focuses on the emergence, after the discovery of oil, of an industrial Gulf labor force, and on the evolution of the British policy towards oil and Gulf oil workers. The period examined begins with the discovery of oil in Bahrain in 1932 (the first such discovery on the Arab side of the Gulf), and ends with the Suez Crisis of 1956. The latter is a watershed event in Gulf history. It is argued that the Suez Crisis was in large part responsible for the long-term defeat of the indigenous labor movement in the Gulf. Attention is given to the parts played by the British Government of India, the Foreign Office, the local Shaikhs, the Gulf nationalists, and by the workers themselves. Policies towards workers passed through two different periods. In the first, 1932-1945, the Government of India had no direct interest in the Gulf labor situation; in the second, 1946-1956, the Foreign Office took increased interest in the welfare of local oil workers, primarily because of the importance of oil to reconstruction of the British economy after the war. However, the Suez Crisis in 1956 convinced the British to withdraw their support for the workers.

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

    To understand the ecological effects of the Chernobyl reactor accident, we investigated radiocesium ([sup 137]Cs) levels in Eurasian woodcock (Scolopax rusticola), earthworms (Lambricidae), litter (dead organic materials lying on the ground), humus (beneath litter 2 cm deep), and mineral soil samples (3-6 cm deep) from a heavily effected (20-60 kBq/m[sup 2][1 Bq = 1 nuclear fission/sec]) area in Norway. The highest concentrations measured in earthworms (1988 median = 142 Bq/Kg) and woodcock (1986 median = 730 Bq/kg) for human food (600 Bq/kg fresh mass) only were found in woodcock during 1986. Radiocesium concentrations decreased (P < 0.001) in earthworms (40%) and woodcock (95%) from 1986 to 1990. There was no reduction in total radiocesium in soil over the same period. The relatively high radiocesium concentrations in woodcock during 1986 and the decreasing radiocesium ratio in woodcock to earthworms during the first years following fallout could have been caused by woodcock ingesting abiotic radiocesium with earthworms. The decrease in radiocesium in woodcock and earthworms during the study (1986-90) probably resulted from decreasing bioavailability of radiocesium during the first years after fallout rather than by radiocesium disappearing from the ecosystem. 38 refs., 3 figs., 2 tabs.

    This paper describes a joint US/Brazil pilot project for rural electrification, whose major goals are: to establish technical, institutional, and economic confidence in using renewable energy (PV and wind) to meet the needs of the citizens of rural Brazil; to establish on-going institutional, individual and business relationships necessary to implement sustainable programs and commitments; to lay the groundwork for larger scale rural electrification through the use of distributed renewable technologies. The projects have supported low power home lighting systems, lighting and refrigeration for schools and medical centers, and water pumping systems. This is viewed as a long term project, where much of the equipment will come from the US, but Brazil will be responsible for program management, and sharing data gained from the program. The paper describes in detail the Brazilian program which was instituted to support this phased project.

    This paper reports that state oil companies of Brazil and Bolivia have signed an agreement outlining the route for a 2,270 km pipeline system to deliver natural gas from Bolivian fields to Southeast Brazil. The two sides currently are negotiating details about construction costs as well as contract volumes and prices. Capacity is projected at 283-565 MMcfd. No official details are available, but Roberto Y. Hukai, a director of the Sao Paulo engineering company Jaako Poyry/Technoplan, estimates transportation cost of the Bolivian gas at 90 cents/MMBTU. That would be competitive with the price of gas delivered to the Sao Paulo gas utility Comgas, he the. Brazil's Petroleos Brasileiro SA estimates construction of the pipeline on the Brazilian side alone with cost $1.2-1.4 billion. Bolivia's Yacimientos Petroliferos Fiscales Bolivianos (YPFB) is negotiating with private domestic and foreign investors for construction of the Bolivian portion of the project.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans.   20. Quality of Cultural Heritage in EIA; twenty years of experience in Norway

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years

    A belt of deformation in the Solimoes basin of northwestern Brazil extends east-northeast from near the Peruvian border for about 1300 km. The belt is characterized by the en echelon arrangement of folds and faults interpreted as the result of right-slip displacements in a transpressive regime. The structures were formed during Late Jurassic time, probably due to collision of South America with allochthonous terranes as the opening of the South Atlantic Ocean began. The Iquitos arch near the western end of the megashear separates the Solimoes basin from Subandean basins. The development of the Iquitos arch is interpreted to be related to orogenic loading along western South America by the Andean mountain belt. In Brazil, folds and faults associated with the Solimoes megashear hold hydrocarbons within Paleozoic strata, and 15 gas and oil fields have so far been discovered.

    Pipeline systems in which conventional pigs cannot be run are common in such complex offshore installations as are found in Brazil`s Campos basin. These systems may contain changing pipe diameters or wet christmas trees and manifolds. A new concept for using low cost, low-density foam pigs for both liquid removal in wet-gas pipelines and paraffin removal in oil and multiphase pipelines has been successfully tested offshore Brazil. Although the present discussion focuses on condensate and paraffin removal in pipelines, the principles can be applied to several kinds of operations including general pipeline cleaning, product removal or separation in pipeline, corrosion evaluation, and chemical product application.

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     Petroleum Brasileiro SA has extended several water depth records for subsea technology during a pilot project in giant Marlim oil field in the Campos basin off Brazil. Petrobras finished the 10 well Marlim pilot last December. The field's pilot phase was intended to begin early production and enable Petrobras to gather more reservoir data. Ten satellite wells, including two prepilot wells, were completed during the Marlim pilot phase with guidelineless (GLL) wet christmas trees designed and fabricated by FMC Corp., Houston, and CBV Industrial Mechanic SA, Rio de Janeiro. The subsea wells are producing 52,000 b/d of oil and 21.19 MMCfd of gas in water depths of 1,847-2,562 ft. Marlim pilot well flow is routed to a permanent semisubmersible floating production system (FPS). Oil moves from the FPS to a monobuoy that offloads to a shuttle tanker. In addition to marking the first successful uses of purpose-built GLL wet trees, FMC said the Marlim pilot project allowed GLL subsea technology to evolve from conceptual status into a proven deepwater completion method. The paper describes the project.

    The Itaipu hydroelectric project, a joint effort of Brazil and Paraguay (with a cost of US $16 to 18 billion), will be finished in December 1989. The project is situated on the Parana River, 14 km beyond the Puente de da Amistad (Friendship Bridge), which connects the city Presidente Stroessner, in Paraguay, with Foz do Iguacu, in Brazil. It is considered today not only the biggest hydroelectric plant in the world, but also a great socio-economic boom in the making. Itaipu will add a total of 12.6-million kilowatt-hours (kWh) of hydroelectricity to the region, an equivalent of 600,000 barrels of oil daily (b/d). This issue of Energy Detente reviews the progress of Itaipu. Also appearing in this issue is the fuel price/tax series and the principal industrial fuel prices for April 1983 for countries of the Eastern Hemisphere.

    On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

    We evaluate the conservation potential of compact fluorescent lamps (CFLs) for managing the rapidly increasing electrical energy and peak demand in India and Brazil. Using very conservative assumptions, we find that the cost of conserved energy using 16 W CFLs is 4 and 6 times less than the long range marginal cost of electricity for the two countries. The cost of avoided peak installed capacity is 6 and 9.5 times less than the cost of new installed capacity for India and Brazil. The analysis is undertaken from the three separate perspectives of the national economies, the consumers, and the utilities. We find that because residential electricity is subsidized, the consumers have little or no incentive to purchase and install the CFLs, unless they too are subsidized. However, the benefits of CFL installation to the utility are so large that subsidizing them is a paying proposition for the utility are so large that subsidizing them is a paying proposition for the utility in almost all cases. As an illustration of a gradual introduction strategy for CFLs, we calculate a scenario where national savings of the order of US $1.2 million per day for India and US $2.5 million per day for Brazil are reached in 10 years by a small and gradual transfer of subsidy from residential electricity to CFLs. We then explore the barriers to immediate large scale introduction of these lamps in the two countries. Specific technical and marketing problems are identified and discussed, which would require solution before such an introduction can be attempted. Lastly, we discuss the range of policy instruments, in addition to a subsidy scheme, that can be used for promoting the diffusion of these lamps in the domestic and commercial sector. 47 refs., 15 figs., 2 tabs.

    The Brazil/US Aspen Global Forum on Climate Change Policies and Programs has facilitated a dialogue between key Brazil and US public and private sector leaders on the subject of the Clean Development Mechanism (CDM). With support from the US government, a cooperative effort between Lawrence Berkeley National Laboratory and the University of Sao Paulo conducted an assessment of a number of projects put forth by Brazilian sponsors. Initially, we gathered information and conducted a screening assessment for ten projects in the energy sector and six projects in the forestry sector. Some of the projects appeared to offer greater potential to be attractive for CDM, or had better information available. We then conducted a more detailed assessment of 12 of these projects, and two other projects that were submitted after the initial screening. An important goal was to assess the potential impact of Certified Emission Reductions (CERs) on the financial performance of projects. With the exception of the two forestry-based fuel displacement projects, the impact of CERs on the internal rate of return (IRR) is fairly small. This is true for both the projects that displace grid electricity and those that displace local (diesel-based) electricity production. The relative effect of CERs is greater for projects whose IRR without CERs is low. CERs have a substantial effect on the IRR of the two short-rotation forestry energy substitution projects. One reason is that the biofuel displaces coke and oil, both of which are carbon-intensive. Another factor is that the product of these projects (charcoal and woodfuel, respectively) is relatively low value, so the revenue from carbon credits has a strong relative impact. CERs also have a substantial effect on the NPV of the carbon sequestration projects. Financial and other barriers pose a challenge for implementation of most of the projects. In most cases, the sponsor lacks sufficient capital, and loans are available only at high interest

    Although the US methanol market's response to mandated oxygen requirements in reformulated gasoline has been disappointing, the European market has surprisingly been tightening in recent weeks and looks set for a price rise in first-quarter 1993. The tightness is being felt mainly in the Mediterranean market, where the Libyan methanol plant is running at only 70% because of problems with gas feedstock supplies. More significantly, the Brazilian government has now given the go-ahead for a yearlong extension on imports of methanol for use as an ethanol replacement in fuel blending. The new authorization sets a monthly import limit of 48,000 m.t. during that period. Libya is an important supplier of methanol to the Brazilian market and has already shipped about 20,000 m.t. since the authorization was given. Another major supplier to Brazil is Russia, from its two giant 750,000-m.t./year plants at Gubakha and Tomsk. The material is shipped from the terminal at Yuzhnyy on the Black Sea, in Ukrainian territory since the collapse of the Soviet Union.

    Although coal is not the primary source of energy in Brazil there is growing interest to evaluate the potential of coal from the south of the country for various activities. The I2B coal seamin the Charqueadas coal field has been considered a target for enhanced coal bed methane production and CO2 sequestration. A detailed experimental study of the samples from this seam was conducted at the NETL with assistance from the Pontif?cia Universidade Cat?lica Do Rio Grande Do Sul. Such properties as sorption capacity, internal structure of the samples, porosity and permeability were of primary interest in this characterization study. The samples used were low rank coals (high volatile bituminous and sub-bituminous) obtained from the I2B seam. It was observed that the temperature effect on adsorption capacity correlates negatively with as-received water and mineral content. Langmuir CO2 adsorption capacity of the coal samples ranged 0.61?2.09 mmol/g. The upper I2B seam appears to be overall more heterogeneous and less permeable than the lower I2B seam. The lower seam coal appears to have a large amount of micro-fractures that do not close even at 11 MPa of confining pressure.

  12. Public perception of the nuclear area in Brazil

    In Brazil electricity production is proving increasingly important, the Brazilian government has recently launched the National Energy Plan, PNE-2030 which aims, among other objectives, to conclude construction of the Angra 3 plant and to deploy new nuclear power plants in the Northeast region. The Brazilian government wants to assess how the public has perceived its energy policy and what the public thinks about the nuclear issue. A public opinion survey was performed and sampling resulted in 127 respondents who were stratified by gender, age and educational level. The survey results show that although most respondents have post-graduate degrees, 64.6% are not aware of, or had never heard of PNE-2030. While 72 respondents consider nuclear energy as an alternative source of clean energy, 84 respondents did not know where the next Brazilian nuclear power plant will be built. The nuclear regulator, CNEN, is seen by 45.7% of respondents as the body that has most credibility to talk about the safety of nuclear power plants and the media most used to obtain information about the nuclear area were newspapers and discussion forums, with 52 and 50 votes respectively. These results prove the need to implement communication plans with clear and concise goals for different segments of society, since the degree of understanding differs within each segment.

    The Global Threat Reduction Initiative's (GTRI) Offsite Source Recovery Project (OSRP) began recovering excess and unwanted radioactive sealed sources (sources) in 1999. As of February 2012, the project had recovered over 30,000 sources totaling over 820,000 Ci. OSRP grew out of early efforts at Los Alamos National Laboratory (LANL) to recover disused excess Plutonium- 239 (Pu-239) sources that were distributed in the 1960's and 1970's under the Atoms for Peace Program. Source recovery was initially considered a waste management activity. However, after the 9/11 terrorist attacks, the interagency community began to recognize that excess and unwanted radioactive sealed sources pose a national security threat, particularly those that lack a disposition path. After OSRP's transfer to the U.S. National Nuclear Security Administration (NNSA) to be part of GTRI, its mission was expanded to include all disused sealed sources that might require national security consideration. Recognizing the transnational threat posed by porous borders and the ubiquitous nature of sources, GTRI/OSRP repatriates U.S. origin sources based on threat reduction prioritization criteria. For example, several recent challenging source repatriation missions have been conducted by GTRI/OSRP in South America. These include the repatriation of a significant amount of Cs-137 and other isotopes from Brazil; re-packaging of conditioned Ra-226 sources in Ecuador for future repatriation; and, multilateral cooperation in the consolidation and export of Canadian, US, and Indian Co-60/Cs-137 sources from Uruguay. In addition, cooperation with regulators and private source owners in other countries presents opportunities for GTRI/OSRP to exchange best practices for managing disused sources. These positive experiences often result in long-term cooperation and information sharing with key foreign counterparts. International source recovery operations are essential to the preservation of U.S. national security

  14. Asymptotic analysis of the Agulhas and Brazil Current systems

    An asymptotic analysis is carried out of a linear and a nonlinear transport model of the large-scale wind-driven ocean circulation in the subtropical region of the Atlantic and Indian Oceans. The complicated geometry with a continent that terminates in mid-ocean is reflected in both models into the Atlantic Ocean through free boundary layers. It is shown that inertia must be incorporated to be able to produce a significant retroflection of the Agulhas Current south of Africa. In such a model the transport of the Return Agulhas Current becomes large when the wind stress curl decreases substantially over the north--south scale of an inertial boundary layer region around South Africa. The reason is that the overshooting Agulhas Current can then ''unload'' more of its transport eastward into the Sverdrup regime. The remainder of the transport bends westward into the free boundary layer. Wind stress curls calculated from the observed wind field over the Indian Ocean show such a rapid decrease. Thus the existence of a stagnation point near South Africa is shown to be a consequence of the large-scale conditions especially over the Indian Ocean part of the domain. The length scale that results from a formal asymptotic analysis for the distance of that retroflection point to the southern tip of the peninsula and the associated transport of the Return Agulhas Current agree with values from observations. Without the fast latitudinal variation of the wind stress curl the transport of the Brazil Current would be of the same order as that in the Agulhas. Almost the full Agulhas Current would then flow around South Africa and proceed as a westward jet into the Atlantic Ocean.

    This paper examines the direct and indirect global warming impact of gasoline and alcohol use in light-duty highway vehicles in Brazil. In order to do that, it quantifies emissions of CO{sub 2}, CO{sub 2} HC and NO{sub x} in terms of CO{sub 2}-equivalent units for time spans of 20, 100 and 500 years. It shows that the consideration of CO{sub 2} HC and NO{sub x} emissions in addition to CO{sub 2} provides an important contribution for better understanding the total warming impact of transportation fuels in Brazil.

Usually, there are no reliable data about quantities of the waste generated. A new law for solid waste management was enacted in Brazil in 2010, and the infrastructure to treat this waste must be planned, considering the volumes of the different types of electrical and electronic equipment generated. This paper reviews the literature regarding estimation of waste electrical and electronic equipment (WEEE), focusing on developing countries, particularly in Latin America. It briefly describes the current WEEE system in Brazil and presents an updated estimate of generation of WEEE. Considering the limited available data in Brazil, a model for WEEE generation estimation is proposed in which different methods are used for mature and non-mature market products. The results showed that the most important variable is the equipment lifetime, which requires a thorough understanding of consumer behavior to estimate. Since Brazil is a rapidly expanding market, the 'boom' in waste generation is still to come. In the near future, better data will provide more reliable estimation of waste generation and a clearer interpretation of the lifetime variable throughout the years.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity.     This paper reviews a new four billion dollar arrangement which would start a major gas network between Brazil and Bolivia. The proposed 2,200 mile long, 28 and 14 inch pipeline network would connect Bolivian reserves with the undeserved markets of southern Brazil. The paper briefly reviews the economic involvement and impacts on both countries and the current market for natural gas in Brazil. Because most of Brazil's energy is currently from hydroelectric power or petroleum, the new distribution network will have dramatic effects on industries which need this high-grade fuel source for operation. Financing of this project will be by Petrobras and 49 percent through stock options.

    In this study the NAA technique was applied to analyze sulfur in blood from inhabitants of Brazil for the proposition of an indicative interval. The measurements were performed considering lifestyle factors (non-smokers, non-drinkers and no history of toxicological exposure) of Brazilian inhabitants. The influence of gender was also investigated considering several age ranges (18-29, 30-39, 40-49, >50 years). These data are useful in clinical investigations, to identify or prevent diseases caused by inadequate sulfur ingestion and for nutritional evaluation of Brazilian population.

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

    Brazil started the use of radiation technology in the seventies on crosslinking polyethylene for insulation of wire and electronic cables and sterilization of medical care devices. The present status of industrial applications of radiation shows that the use of this technology is increasing according to the economical development and the necessity to become the products manufactured in the local industries competitive in quality and price for internal and external market. The on going development activities in this area are concentrated on polymers processing (materials modification), foodstuff treatment and environmental protection. The development, the promotion and the technical support to consolidate this technology to the local industries is the main attribution of Institute for Energetic and Nuclear Research-IPEN, a governmental Institution.

It represents over half of the planet’s remaining rain forests, and comprises the most biodiverse tract of tropical rain forest on the planet. Due to the sheer size of the Amazon rain forest, the area has a strong impact on the climate in the Southern Hemisphere. To understand the intricacies of the natural state of the Amazon rain forest, the Green Ocean Amazon, or GOAMAZON, field campaign is a two-year scientific collaboration among U.S. and Brazilian research organizations. They are conducting a variety of different experiments with dozens of measurement tools, using both ground and aerial instrumentation, including the ARM Aerial Facility's G-1 aircraft. For more information on the holistic view of the campaign, see the Department of Energy’s GOAMAZON website. As a critical component of GOAMAZON, the ARM Mobile Facility (AMF) will obtain measurements near Manacapuru, south of Manaus, Brazil, from January to December 2014. The city of Manaus, with a population of 3 million, uses high-sulfur oil as their primary source of electricity. The AMF site is situated to measure the atmospheric extremes of a pristine atmosphere and the nearby cities’ pollution plume, as it regularly intersects with the site. Along with other instrument systems located at the Manacapuru site, this deployment will enable scientists to study how aerosol and cloud life cycles are influenced by pollutant outflow from a tropical megacity.

    The development of an oil shale industry in the United States will require the solution of a variety of technical, economic, environmental, and health and safety problems. This assessment investigates whether US oil shale developers might benefit from the experience gained by the Brazilians in the operation of their Usina Prototipo do Irati oil shale demonstration plant at Sao Mateus do Sul, and from the data generated from their oil shale research and development programs. A chapter providing background information on Brazil and the Brazilian oil shale deposits is followed by an examination of the potential recovery processes applicable to Brazilian oil shale. The evolution of the Brazilian retorting system is reviewed and compared with the mining and retorting proposed for US shales. Factors impacting on the economics of shale oil production in Brazil are reviewed and compared to economic analyses of oil shale production in the US. Chapters examining the consequences of shale development in terms of impact on the physical environment and the oil shale worker complete the report. Throughout the report, where data permits, similarities and differences are drawn between the oil shale programs underway in Brazil and the US. In addition, research areas in which technology or information transfer could benefit either or both countries' oil shale programs are identified.

Black-Right-Pointing-Pointer The method applied could be useful for similar establishments. - Abstract: According to the Brazilian law, implementation of a Medical Waste Management Plan (MWMP) in health-care units is mandatory, but as far as we know evaluation of such implementation has not taken place yet. The purpose of the present study is to evaluate the improvements deriving from the implementation of a MWMP in a Primary Health-care Center (PHC) located in the city of Sao Paulo, Brazil. The method proposed for evaluation compares the first situation prevailing at this PHC with the situation 1 year after implementation of the MWMP, thus allowing verification of the evolution of the PHC performance. For prior and post-diagnosis, the method was based on: (1) application of a tool (check list) which considered all legal requirements in force; (2) quantification of solid waste subdivided into three categories: infectious waste and sharp devices, recyclable materials and non-recyclable waste; and (3) identification of non-conformity practices. Lack of knowledge on the pertinent legislation by health workers has contributed to non-conformity instances. The legal requirements in force in Brazil today gave origin to a tool (check list) which was utilized in the management of medical waste at the health-care unit studied. This tool resulted into an adequate and simple instrument, required a low investment, allowed collecting data to feed indicators and also conquered the participation of the unit whole staff. Several non-conformities identified in the first diagnosis could be corrected by the instrument utilized

  9. The upper Aptian-Albian succession of the Sergipe basin, Brazil: An integrated paleoenvironmental assessment

    A combined micropaleontological, geochemical, and sedimentological study of the upper Aptian-Albian succession from the Sergipe basin, northeastern Brazil, has been undertaken. The paleoenvironmental evolution of the basin from the late Aptian to late Albian can be subdivided into three major depositional phases: (1) late Aptian, (2) early to middle Albian; (3) late Albian. A shallow carbonate compensation depth within upper mesopelagic depths (c. 300-500 m) is inferred for the late Aptian-Albian. Intermittent anoxic events, associated with salinity-stratified water masses, occurred in the basin during the late Aptian to Albian. An oxygen minimum (dysaerobic to anoxic conditions) occurred during the late Aptian to earliest Albian, in middle-outer neritic to upper bathyal settings. Waning dysaerobic to oxic conditions are apparent in the late Albian. The foraminiferal assemblages recovered from the upper Aptian marine deposits have a characteristic Tethyan affinity. The microfaunal evidence suggests that this area of the northern South Atlantic had at least some surface water exchange with low-latitude central North Atlantic-western Tethyan Provinces, even possible at intermediate (epipelagic to mesopelagic) water depths. Contribution of microfaunal elements coming from high-latitude northern (Boreal Realm) and/or southern (Austral) regions is also apparent, although of less significance.

  10. A Review of Thorium Utilization as an option for Advanced Fuel Cycle--Potential Option for Brazil in the Future

    Since the beginning of Nuclear Energy Development, Thorium was considered as a potential fuel, mainly due to the potential to produce fissile uranium 233. Several Th/U fuel cycles, using thermal and fast reactors were proposed, such as the Radkwoski once through fuel cycle for PWR and VVER, the thorium fuel cycles for CANDU Reactors, the utilization in Molten Salt Reactors, the utilization of thorium in thermal (AHWR), and fast reactors (FBTR) in India, and more recently in innovative reactors, mainly Accelerator Driven System, in a double strata fuel cycle. All these concepts besides the increase in natural nuclear resources are justified by non proliferation issues (plutonium constrain) and the waste radiological toxicity reduction. The paper intended to summarize these developments, with an emphasis in the Th/U double strata fuel cycle using ADS. Brazil has one of the biggest natural reserves of thorium, estimated in 1.2 millions of tons of ThO{sub 2}, as will be reviewed in this paper, and therefore R&D programs would be of strategically national interest. In fact, in the past there was some projects to utilize Thorium in Reactors, as the ''Instinto/Toruna'' Project, in cooperation with France, to utilize Thorium in Pressurized Heavy Water Reactor, in the mid of sixties to mid of seventies, and the thorium utilization in PWR, in cooperation with German, from 1979-1988. The paper will review these initiatives in Brazil, and will propose to continue in Brazil activities related with Th/U fuel cycle.

  11. Contribution of cooperative sector recycling to greenhouse gas emissions reduction: A case study of Ribeirão Pires, Brazil

Greenhouse gas emissions can be reduced through recovery and recycling of resources from the municipal solid waste stream. In São Paulo, Brazil, recycling cooperatives play a crucial role in providing recycling services including collection, separation, cleaning, stocking, and sale of recyclable resources. The present research attempts to measure the greenhouse gas emission reductions achieved by the recycling cooperative Cooperpires, as well as highlight its socioeconomic benefits. Methods include participant observation, structured interviews, questionnaire application, and greenhouse gas accounting of recycling using a Clean Development Mechanism methodology. The results show that recycling cooperatives can achieve important energy savings and reductions in greenhouse gas emissions, and suggest there is an opportunity for Cooperpires and other similar recycling groups to participate in the carbon credit market. Based on these findings, the authors created a simple greenhouse gas accounting calculator for recyclers to estimate their emissions reductions.

    This report is an analysis of discovered crude oil reserves, undiscovered recoverable crude oil resources, and estimated annual oil field production. The countries analyzed are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Peru. All of the countries in this report have a history of petroleum exploration and development. Also, they maintain policies which support the search for, and exploitation of, petroleum resources. This systematic assessment provides estimates of the quantities of remaining known petroleum reserves and undiscovered recoverable resources. The future feasible production rates from the respective countries are also discussed. The FESAP assessments are limited to petroleum resources recoverable by conventional primary and secondary extraction technology. It is estimated that over 29.4 billion barrels of recoverable oil (both discovered and undiscovered) originally existed within the sedimentary basins of these countries, as follows: Argentina (9.4 billion barrels); Brazil (6.5 billion barrels); Colombia (5.0 billion barrels); Peru (3.6 billion barrels); Ecuador (over 3.0 billion barrels); Chile (1.1 billion barrels); and Bolivia (over 0.8 billion barrels). Through 1982, about 10.2 billion barrels of the oil had been produced. Thus, some 19.2 billion barrels constitute the remaining recoverable petroleum resource base. It is estimated that the most likely volume of crude oil remaining to be found in the seven countries is 12 billion barrels. 91 refs., 59 figs., 82 tabs.

  13. Environmental benefits of replacing fuel oil by natural gas in the metropolitan region of Sao Paulo, Brazil

    The Metropolitan Region of Sao Paulo (Brazil) has a population 16.322 million people (1995 estimate) living in an area of 8,051 km2 with most of them concentrated in the city of Sao Paulo with 9.8 million people and 4.6 million cars. Although with an air quality better than some other Latin American megacities such as Mexico and Santiago do Chile, the air quality still exceeds the national air quality standards. In 2/17/1993 Brazilian Petroleum Company (PETROBRAS) and the Bolivian Petroleum Company (Yacimientos Petroliferos Fiscales Bolivianos -- YPFB) signed an agreement to bring natural gas from Bolivia to the south and southeast of Brazil. The end of the construction of the gas pipeline will be in 1999, and it will deliver 4 million Nm3/day of natural gas to COMGAS Sao Paulo State Gas Company. This amount will increase to 8.1 million Nm3/day by the year 2006, that will be sufficient to supply the Sao Paulo Metropolitan Region market need at that time. In this study an estimate of the influence in the air quality was performed supposing the substitution of fuel oil by natural gas in industry and also in diesel buses. The results showed that there will be benefits in relation to sulfur dioxide, PM10, greenhouse gases and trace elements, and negligible effects in relation to NO{sub x}, NMTOC and carbon monoxide.

  14. In-plant test and evaluation of the neutron collar for verification of PWR fuel assemblies at Resende, Brazil

    The neutron-coincidence collar has been evaluated for the measurement of pressurized-water reactor (PWR) fuel assemblies at the Fabrica de Elementos Combustiveis plant in Resende, Brazil. This evaluation was part of the cooperative-bilateral-safeguards technical-exchange program between the United States and Brazil. The neutron collar measures the STVU content per unit length of full fuel assemblies using neutron interrogation and coincidence counting. The STYU content is measured in the passive mode without the AmLi neutron-interrogation source. The extended evaluation took place over a period of 6 months with both scanning and single-zone measurements. The results of the tests gave a coincidence-response standard deviation of 0.7% (sigma = 1.49% for mass) for the active case and 2.5% for the passive case in 1000-s measurement times. The length measurement in the scanning mode was accurate to 0.77%. The accuracies of different calibration methods were evaluated and compared.

  15. Stratigraphy and reservoir potential of glacial deposits of the Itarare Group (Carboniferous-Permian), Parana basin, Brazil

    Drilling in the Parana basin of Brazil in the mid-1980s discovered gas and condensate in the Itarare Group, and showed that glacial deposits in Brazil can contain hydrocarbons. The reservoir potential of the Carboniferous-Permian Itarare Group of the basin is analyzed using new subsurface data from 20 deep wells drilled in the early to middle 1980s. Central to the analysis was the construction of over 3000 km of cross sections based on more than 100 wells, the description of more than 400 m of core, and study of 95 thin sections. Subsurface exploration and mapping of the Itarare are greatly aided by the recognition of three recently defined and described formations and four members, which are traceable for hundreds of kilometers. These units belong to three major glacial cycles in which the pebbly mudstones and shales are seals and glacially related sandstones are reservoirs. The best sandstone reservoirs in the deep subsurface belong to the Rio Segredo Member, the upper-most sandy unit of the Itarare. The Rio Segredo Member is the best petroleum target because it is overlain by thick seals and massive pebbly mudstones and shales, and because it is shallower and less compacted than underlying, more deeply buried sandstones. This member has little detrital matrix and much of its porosity is secondary, developed by carboxylic acid and CO{sub 2} generated when Jurassic-Cretaceous basalts, sills, and dikes were intruded into the Parana basin as Gondwana broke up.

    After more than 4 decades of studies, plans, and shelved projects, the proposed Bolivia-Brazil gas pipeline is finally about to get off the ground. The 3,700 km gas pipeline will require an investment of at least $2 billion and is viewed by many as a litmus test for the developing gas market and energy integration of South America`s Southern Cone countries. Overall, industry officials see eventual emergence of two large integrated gas grids serving South America: one for the northern countries and another for the Southern Cone. This will enable the six countries with gas surplus to their needs to export the surplus to neighboring, gas-short countries. The northern gas-long countries are Venezuela, Colombia, and Trinidad and Tobago; those in the Southern Cone are Argentina, Bolivia, and Peru. The higher the environmental passive, the greater the possibility of use of biogas. - Abstract: This paper examines potential changes in solid waste policies for the reduction in GHG for the country of Brazil and one of its major states and cities, Rio de Janeiro, from 2005 to 2030. To examine these policy options, trends in solid waste quantities and associated GHG emissions are derived. Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.

    This study used micronucleus assays and erythrocyte indices in the freshwater fish tambaqui, Colossoma macropomum, to assess environmental impacts in the Environmental Protection Area at Maracanã, São Luis, Brazil. Fish were sampled from two locations within the protected area, Serena Lagoon and Ambude River, on four occasions. Biometric data (length and weight) and an aliquot of blood were collected from each fish for analysis. Erythrocyte indices including: mean corpuscular volume, mean corpuscular hemoglobin and mean corpuscular hemoglobin concentration were calculated, and blood samples were examined for micronuclei and nuclear morphological changes. Micronuclei were found in fish from both locations, although the frequency was higher in fish from Ambude River. Nuclear morphological changes were identified only in fish collected from Ambude River. Several nuclear morphological changes were found in erythrocytes stained with Giemsa, including: micronuclei and binucleate nuclei. On average, erythrocyte indices were lower in fish collected from Ambude River than in those from Serena Lagoon. Our results indicate that micronuclei and erythrocyte indices can be used in C. macropomum as indicators of environmental health.

    In 2005, the National Nuclear Energy Commission of Brazil (CNEN) and the U.S. Department of Energy (DOE) agreed on a collaborative effort to evaluate measures that can strengthen the effectiveness of international safeguards at a natural uranium conversion plant (NUCP). The work was performed by DOE's Oak Ridge National Laboratory and CNEN. A generic model of an NUCP was developed and typical processing steps were defined. The study, completed in early 2007, identified potential safeguards measures and evaluated their effectiveness and impacts on operations. In addition, advanced instrumentation and techniques for verification purposes were identified and investigated. The scope of the work was framed by the International Atomic Energy Agency's (IAEA's) 2003 revised policy concerning the starting point of safeguards at uranium conversion facilities. Before this policy, only the final products of the uranium conversion plant were considered to be of composition and purity suitable for use in the nuclear fuel cycle and, therefore, subject to AEA safeguards control. DOE and CNEN have explored options for implementing the IAEA policy, although Brazil understands that the new policy established by the IAEA is beyond the framework of the Quadripartite Agreement of which it is one of the parties, together with Argentina, the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials, and the IAEA. This paper highlights the findings of this joint collaborative effort and identifies technical measures to strengthen international safeguards in NUCPs.

    This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. These individual studies were conducted fro Argentina, Brazil, Mexico and Venezuela in Latin America.

    The Petrobras oil shale retorting process, utilizes the particle range of +1/4 inch - 3 1/2 inches. The UPI plant in Sao Mateus do Sul has over 106,000 hours of operation, has processed over 6,200,000 metric tons of shale and has produced almost 3,000,000 barrels of shale oil. However, the nature of the raw oil shale is such that the amount of shale less than 1/4 inch that is mined and crushed and returned to the mine site is about 20 percent, thereby, increasing the cost of oil produced by a substantial number. Petrobras has investigated several systems to process the fines that are not handled by the 65 MTPH UPI plant and the 260 MTPH commercial plant. This paper provides an updated status of each of these processes in regard to the tests performed, potential contributions to an integrated use of the oil shale mine, and future considerations.

    IAEA's interest in excess and unwanted sealed sources extends back to when radium sources were a problem throughout the world. Sta11ing in 1994, world wide IAEA member states inventoried and consolidated radium (Ra)-226 sources. IAEA then trained Regional Teams in the conditioning of Ra-226 sealed sources for long term storage, which resulted in the Regional Teams conditioning about 14,000 radium sources. These sources remained in their respective IAEA member state locations. Regional teams were seen as a way to encourage member state (local) management of a world wide problem, as well as a more cost effective solution.

The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    Now that 3D seismic is the survey of choice for most developing areas, the latest trend in conventional marine seismic acquisition has been pulling more streamers (sensor cables) behind each vessel. The goal behind the multi-streamer movement is obtaining the best data set as inexpensively as possible. PGS Exploration Inc. used its R/V Atlantic Explorer, pulling four seismic streamers measuring 4,000 m each with 160 recording channels/streamer, to complete a survey in 77 days--13 to 18 days earlier than planned--for Petroleo Brasileiro SA (Petrobras) in the Cabo Frio area of the Campos basin in Brazilian territorial waters. The survey was conducted from Jan. 19 to Apr. 4 in an area southeast of the existing Campos development, site of at least nine world records for deepwater production. It was performed in water depths ranging from 130 m to 2,000 m. Petrobras desired the 3D survey, the first int hat part of the Campos basin and the first turnkey 3D seismic contract signed by Petrobras, after its discovery of Guarajuba field last year in that region. The paper describes data acquisition and processing.

    The US DOE, through the National Renewable Energy Laboratory (NREL), is working with Brazilian government agencies and several utilities to bring adequate electric power to remote rural areas. These organizations are collaborating on a joint venture, begun in 1992, designed to bring photovoltaic- and wind-generated electricity to the Brazilian countryside. Rural homes in eight Brazilian states, rather than just the initial two states targeted in the original plan, will be provided with electric lighting powered by renewable energy systems. The project is also bringing much-needed electricity for refrigeration and water pumping to many village schools, community centers and medical clinics. The primary objective of the cost-shared, joint US/Brazilian project is to assess the efficiency, operability, and reliability of renewable energy-based rural electrification.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

    Frontier exploration plays continue to yield sizable oil and gas discoveries, despite recent wide fluctuations in the price of crude that have altered exploration budgets and curtailed activity. Amauligak in Canada, Colombia's Cano Limon, Albacora and Marlim in Brazil, the Haltenbank prospects offshore Norway, North Yemen's Alif field, and lagifu in Papua New Guinea are all examples of the occasional reward of a giant field. With a stable oil price of between $15-18/bbl during 1987, international exploration levels will slowly recover. And it is likely that an average $18/bbl price for the year will be sufficient to put a number of deferred development projects back on track. Activity levels will still vary widely from region to region and country to country however, controlled by political as well as economic conditions. Exploration was hit especially hard in the U.S., where finding and development costs are high. Operators continued to spend a greater share of their exploration funds outside the U.S. in 1987.

    After selection of the site for this major hydroelectric project on the Parana River on the basis of hydrologic, topographic and geologic considerations, initial borings made in the river bed revealed an extremely fractured zone nearly 20 m below the bedrock surface. Conventional core recovery methods were insufficient to define the fragmented zone, therefore five borings were made at the river banks, utilizing the integral sampling method. Recovery of material, which appeared to be a fault gouge, led to the decision to sink an exploratory shaft in the right bank. From this 113 m deep shaft, short drift tunnels were driven to test the principal discontinuities in the basalt flows and the strength of the interflow breccias. Evidence of the existence of a set of intersecting shear zones soon became apparent and, after dewatering the foundation area, four access shafts were sunk within the base area of the highest blocks of the dam, from which exploratory tunnels were driven across and parallel to the river. The shear zones were revealed to be thrust faults, probably caused by buckling of the remainder of a basalt flow due to rapid dowcutting by the river and high horizontal initial stresses. All the tunnels driven for investigative purposes followed a retangular grid layout, so that they could become part of an elaborate shear key system that would prevent renewed movement of the shear zones. The final treatment plan consisted of eight tunnels parallel to the river and twelve parallel to the dam axis, backfilled with concrete through 6 inch diameter holes drilled from the foundation surface and grouted at low pressures. A few short stub tunnels driven along critical ramifications of the shear zones were also backfilled.

    An analysis of measured global solar radiation in Rio de Janeiro (lat = 22{degree} 55{prime}S, long = 43{degree} 12{prime} W, sea level) is presented in the form of hourly means, decadic means, monthly means and percentage frequency distribution. The experimental data corresponds to the period from June 1979 to August 1983. The results are compared with prior predicted values found in the literature. The yearly averaged daily total global solar radiation was 16.71 MJ/m{sup 2} and the average yearly total global solar radiation was 6,099 MJ/m{sup 2}. Furthermore, these results can be used with the f-chart method by architects and heating engineers to determine the long-term thermal performance of solar heating systems.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

    The Cabo Frio region, offshore Rio de Janeiro, lies between two of the most prolific Brazilian oil provinces, the Campos and Santos basins. Major geologic features have been identified using a multidisciplinary approach integrating seismic, gravity, petrographic, and borehole data. The Cabo Frio frontier region is characterized by marked changes in stratigraphy and structural style and is unique among the Brazilian marginal basins. Major geologic features include the deflection of the coastline and pre-Aptian hings line from northeast to east; a large east-striking offshore graben related to salt tectonics; a northwest-trending lineament extending from oceanic crust to the continent; basement-involved landward-dipping (antithetic) normal faults in shallow water; a stable platform in the southern Campos Basin; a thick sequence of postbreakup intrusive and extrusive rocks; and, near the Santos Basin, a mobilized sequence of deep-water postrift strata affected by landward-dipping listric normal faults. These faults are unusual in salt-related passive margins in that they dip landward, apparently detach on the Aptian salt, and show large late Tertiary offsets. Locally, the older sequences do not show substantial growth in the downthrown blocks. South of the Rio de Janeiro coast, a phenomenal landward-dipping fault system detaches blocks of the Albian platform to the north and, to the south, coincides with the depositional limit of the Albian platform. Two end-member processes of salt tectonics in the Cabo Frio region result in either synthetic or antithetic basal shear along the fault weld under the overburden: (1) thin-skinned processes, in which the listric faults were caused by salt flow in response to gravity forces related to massive clastic progradation from the continent; and (2) thick-skinned processes, in which faulting was indirectly triggered by diastrophic causes or disequilibrium in the basement topography.

Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.
