Economical method for the determination of group constants for reactor lattices

The development of an economical method for determining accurately group constants of hexagonal and rectangular cells is considered in this dissertation. The mathematical model constructed for this purpose has the capability to characterize the group constants for the entire range of the neutron spectrum. Furthermore, this model is also rigorous enough to predict the group constants with the required accuracy for a specific range of interest in the energy spectrum and for a variety of energy group configurations. The group constants calculated wih the economical model have been benchmarked with those computed by the VIM Monte Carlo code. The values obtained for the group constants agree within 1-2% with those computed by VIM for the fast energy region. The agreements for the thermal energy region are within 2-3%. The CPU running time of the implemented model is about 3 1/2 minutes for a four group configuration. On the other hand a typical VIM run comprising 25,000 neutron histories and a four-group structure expends about 30 minutes of CPU time for light water moderated systems. Moreover, similar VIM runs utilizing heavy water as moderator require over one hour of CPU time. Therefore, the implemented model makes utilization of computer resources with a cost advantage of a factor of 10 or better as compared to VIM.

The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

Between October 1952 and February 1957, National Lead of Ohio (NLO), a primary contractor for the Atomic Energy Commission (AEC), subcontracted certain uranium machining operations to Alba Craft Laboratory, Incorporated, located at 10-14 West Rose Avenue, Oxford, Ohio. In 1992, personnel from Oak Ridge National Laboratory (ORNL) confirmed the presence of residual radioactive materials from the AEC-related operations in and around the facility in amounts exceeding the applicable Department of Energy (DOE) guidelines. Although the amount of uranium found on the property posed little health hazard if left undisturbed, the levels were sufficient to require remediation to bring radiological conditions into compliance with current guidelines, thus ensuring that the public and the environment are protected. Because it was suspected that uranium may have been used in the past in the immediate vicinity of Alba Craft in a Miami University building a team from ORNL, performed a radiological characterization survey of that structure in January 1994. The survey was conducted at the request of DOE as a precautionary measure to ensure that no radioactive residuals were present at levels exceeding guidelines. The survey included the determination of directly measured radiation levels and the collection of smear samples to detect possible removable alpha and beta-gamma activity levels, and comparison of these data to the guidelines. Results of the survey showed that all measurements were below the applicable guideline limits set by DOE.

This project is currently under contract for research through the Department of Homeland Security until 2011. The group I was responsible for studying has to remain confidential so as not to affect the current project. All dates, reference links and authors, and other distinguishing characteristics of the original group have been removed from this report. All references to the name of this group or the individual splinter groups has been changed to 'Group X'. I have been collecting texts from a variety of sources intended for the use of recruiting and radicalizing members for Group X splinter groups for the purpose of researching the motivation and intent of leaders of those groups and their influence over the likelihood of group radicalization. This work included visiting many Group X websites to find information on splinter group leaders and finding their statements to new and old members. This proved difficult because the splinter groups of Group X are united in beliefs, but differ in public opinion. They are eager to tear each other down, prove their superiority, and yet remain anonymous. After a few weeks of intense searching, a list of eight recruiting texts and eight radicalizing texts from a variety of Group X leaders were compiled.

This paper presents a general method for forecasting oilfield economic performance that integrates cost data with operational, reservoir, and financial information. Practices are developed for determining economic limits for an oil field and its components. The economic limits of marginal wells and the role of underground competition receive special attention. Also examined is the influence of oil prices on operating costs. Examples illustrate application of these concepts. Categorization of costs for historical tracking and projections is recommended.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at the former Alba Craft Laboratory Site Properties, Oxford, Ohio. The survey was performed in July and September of 1992. The purpose of the survey was to determine whether the property was contaminated with radioactive residues, primarily [sup 238]U, from uranium machining operations conducted for National Lead of Ohio, a prime Atomic Energy Commission contractor. The survey included scan measurement of direct radiation levels inside and outside the former laboratory, outdoors on eight properties adjoining the former laboratory, and the city right-of-way adjacent to the surveyed properties. Radionuclide concentrations were determined in outdoor surface and subsurface soil samples taken from each property and the exterior of the laboratory. Fixed surface residual radioactivity was measured inside the laboratory and outside the building. Air samples were collected, direct exposure was measured, and samples were collected to measure transferable radioactivity inside the building. Results of the survey indicate areas where surface and soil contamination level s are above the DOE guidelines for uncontrolled areas.

The Oxford-Dartmouth Thirty Degree Survey I: Observations and Calibration of a Wide-Field Multi-Band Survey

The Oxford Dartmouth Thirty Degree Survey (ODTS) is a deep, wide, multi-band imaging survey designed to cover a total of 30 square degrees in BVRi'Z, with a subset of U and K band data, in four separate fields of 5-10 deg^2 centred at 00:18:24 +34:52, 09:09:45 +40:50, 13:40:00 +02:30 and 16:39:30 +45:24. Observations have been made using the Wide Field Camera on the 2.5-m Isaac Newton Telescope in La Palma to average limiting depths (5 sigma Vega, aperture magnitudes) of U=24.8, B=25.6, V=25.0, R=24.6, and i'=23.5, with observations taken in ideal conditions reaching the target depths of U=25.3, B=26.2, V=25.7, R=25.4, and i'=24.6. The INT Z band data was found to be severely effected by fringing and, consequently, is now being obtained at the MDM observatory in Arizona. A complementary K-band survey has also been carried out at MDM, reaching an average depth of K_{5\\sigma}~18.5. At present, approximately 23 deg^2 of the ODTS have been observed, with 3.5 deg^2 of the K band survey completed. This paper details the survey goals, field selection, observation strategy and data reduction procedure, focusing on the photometric calibration and catalogue construction. Preliminary photometric redshifts have been obtained for a subsample of the objects with R <= 23. These results are presented alongside a brief description of the photometric redshift determination technique used. The median redshift of the survey is estimated to be z~0.7 from a combination of the ODTS photometric redshifts and comparison with the redshift distributions of other surveys. Finally, galaxy number counts for the ODTS are presented which are found to be in excellent agreement with previous studies.

Understanding energy consumption: Beyond technology and economics

This paper summarizes two years of efforts among a cross-disciplinary group of senior researchers to bring social and cultural perspectives to modeling of household energy consumption. The work has been organized by the Center for Energy Studies of the University of Geneva. The researchers represent both the physical and social sciences, several institutions and a number of countries. The initiative was based on an acknowledgement of the failure of technical and economic models to explain consumption or more importantly, how consumption patterns change. Technical and economic models most often either ignore social and cultural issues or reduce them to parameters of other variables. An important objective for the Geneva Group has been to engage modelers and social scientists in a dialogue which brings social and cultural context to the fore. The process reveals interesting insights into the frictions of cross-disciplinary interaction and the emergence of new perspectives. Various classical modeling approaches have been discussed and rejected. Gradually, a framework has emerged which says something about the appropriate institutions and actors which contribute to consumption patterns; about how they are related; and finally about how the interinstitutional relationships and the consumption patterns themselves change. A key point of convergence is that a complete understanding of energy end-use will not be possible from an analysis directed at the point of end use alone. The analysis must incorporate what happens inside institutions like manufacturers, retailers, and public policy organizations as well as how those organizations interact with consumers, including media and advertising. Progress towards a better understanding of energy consumption requires a greater engagement of social scientists with these heretofore little explored actors an relationships.

This work takes fusion breeder cost estimates and applies methodology and cost factors used in the fission reactor programs to compare fusion breeders with Liquid Metal Fast Breeder Reactors (LMFBR). The results of the analysis indicate that the Hybrid will be in the same competitive range as proposed LMFBRs and have the potential to provide economically competitive power in a future of rising uranium prices. Economics of natural gas upgrading

Natural gas could be an important alternative energy source in meeting some of the market demand presently met by liquid products from crude oil. This study was initiated to analyze three energy markets to determine if greater use could be made of natural gas or natural gas derived products and if those products could be provided on an economically competitive basis. The three markets targeted for possible increases in gas use were motor fuels, power generation, and the chemical feedstocks market. The economics of processes to convert natural gas to transportation fuels, chemical products, and power were analyzed. The economic analysis was accomplished by drawing on a variety of detailed economic studies, updating them and bringing the results to a common basis. The processes analyzed included production of methanol, MTBE, higher alcohols, gasoline, CNG, and LNG for the transportation market. Production and use of methanol and ammonia in the chemical feedstock market and use of natural gas for power generation were also assessed. Use of both high and low quality gas as a process feed stream was evaluated. The analysis also explored the impact of various gas price growth rates and process facility locations, including remote gas areas. In assessing the transportation fuels market the analysis examined production and use of both conventional and new alternative motor fuels.

In 1709 William Darby invented the coking process that led to the use of coal in eighteenth century England. From an economic standpoint, one could say that this event more than any other ushered in the industrial revolution with its dependence on coal and steel produced with coal. However, from an engineering perspective, there is another cause of the industrial revolution that is more subtle-the physical makeup of the energy resources available to England. According to Simon Kuznets, an economic epoch, i.e., a period of time defined by rapid population increase for a given region, {open_quotes}is determined and shaped by the application and ramification of an {open_quote}epochal{close_quote} innovation{close_quotes}, in other words, new significant technologies.

Results of the independent radiological verification survey of the remedial action performed at 525 S. Main Street, Oxford, Ohio, (OXO002)

Between October 1952 and February 1957, National Lead of Ohio (NLO), a primary contractor for the Atomic Energy Commission (AEC), subcontracted certain uranium machining operations to Alba Craft Laboratory, Incorporated, located at 10-14 West Rose Avenue, Oxford, Ohio. In 1992, personnel from Oak Ridge National Laboratory (ORNL) confirmed the presence of residual radioactive materials from the AEC-related operations in and around the facility in amounts exceeding the applicable Department of Energy (DOE) guidelines. Above-guideline radiation levels were also found both indoors and outdoors at 525 S. Main Street, a private residential property in the immediate vicinity of the Alba Craft site. This document reports the findings at this private residence. Although the amount of uranium found on the properties posed little health hazard if left undisturbed, the levels were sufficient to require remediation to bring radiological conditions into compliance with current guidelines, thus ensuring that the public and the environment are protected. A team from ORNL conducted a radiological verification survey of the property at 525 S. Main Street, between November 1993 and December 1994. The survey was conducted at the request of DOE and included directly measured radiation levels, the collection and analysis of soil samples to determine concentrations of uranium and certain other radionuclides, and comparison of these data to the guidelines.

Boston solar retrofits: studies of solar access and economics

Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

Economics of Current and Future Biofuels

This work presents detailed comparative analysis on the production economics of both current and future biofuels, including ethanol, biodiesel, and butanol. Our objectives include demonstrating the impact of key parameters on the overall process economics (e.g., plant capacity, raw material pricing, and yield) and comparing how next-generation technologies and fuels will differ from today's technologies. The commercialized processes and corresponding economics presented here include corn-based ethanol, sugarcane-based ethanol, and soy-based biodiesel. While actual full-scale economic data are available for these processes, they have also been modeled using detailed process simulation. For future biofuel technologies, detailed techno-economic data exist for cellulosic ethanol from both biochemical and thermochemical conversion. In addition, similar techno-economic models have been created for n-butanol production based on publicly available literature data. Key technical and economic challenges facing all of these biofuels are discussed.

This article explores design and economics when sulfuric acid is the catalyst. The profitability of MTBE production depends mainly on the cost of butenes and methhanol. Economic and policy implications of pandemic influenza.

Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

The Oxford-Dartmouth Thirty Degree Survey II: Clustering of Bright Lyman Break Galaxies - Strong Luminosity Dependent Bias at z=4

We present measurements of the clustering properties of bright ($L>L_{*}$) z$\\sim$4 Lyman Break Galaxies (LBGs) selected from the Oxford-Dartmouth Thirty Degree Survey (ODT). We describe techniques used to select and evaluate our candidates and calculate the angular correlation function which we find best fitted by a power law, $\\omega(\\theta)=A_{w}\\theta^{-\\beta}$ with $A_{w}=15.4$ (with $\\theta$ in arcseconds), using a constrained slope of $\\beta=0.8$. Using a redshift distribution consistent with photometric models, we deproject this correlation function and find a comoving $r_{0}=11.4_{-1.9}^{+1.7}$ h$_{100}^{-1}$ Mpc in a $\\Omega_m=0.3$ flat $\\Lambda$ cosmology for $i_{AB}\\leq24.5$. This corresponds to a linear bias value of $b=8.1_{-2.6}^{+2.0}$ (assuming $\\sigma_{8}=0.9$). These data show a significantly larger $r_{0}$ and $b$ than previous studies at $z\\sim4$. We interpret this as evidence that the brightest LBGs have a larger bias than fainter ones, indicating a strong luminosity dependence for the measured bias of an LBG sample. Comparing this against recent results in the literature at fainter (sub-$L_{*}$) limiting magnitudes, and with simple models describing the relationship between LBGs and dark matter haloes, we discuss the implications on the implied environments and nature of LBGs. It seems that the brightest LBGs (in contrast with the majority sub-$L_{*}$ population), have clustering properties, and host dark matter halo masses, that are consistent with them being progenitors of the most massive galaxies today.

The Kansas Wind Working Group (WWG) is a 33-member group announced by former Governor Kathleen Sebelius on Jan. 7, 2008. Formed through Executive Order 08-01, the WWG will educate stakeholder groups with the current information on wind energy markets, technologies, economics, policies, prospects and issues. Governor Mark Parkinson serves as chair of the Kansas Wind Working Group. The group has been instrumental in focusing on the elements of government and coordinating government and private sector efforts in wind energy development. Those efforts have moved Kansas from 364 MW of wind three years ago to over 1000 MW today. Further, the Wind Working Group was instrumental in fleshing out issues such as a state RES and net metering, fundamental parts of HB 2369 that was passed and is now law in Kansas. This represents the first mandatory RES and net metering in Kansas history.

Finite group symmetry breaking

Finite group symmetry is commonplace in Physics, in particular through crystallographic groups occurring in condensed matter physics -- but also through the inversions (C,P,T and their combinations) occurring in high energy physics and field theory. The breaking of finite groups symmetry has thus been thoroughly studied, and general approaches exist to investigate it. In Landau theory, the state of a system is described by a finite dimensional variable (the {\\it order parameter}), and physical states correspond to minima of a potential, invariant under a group. In this article we describe the basics of symmetry breaking analysis for systems described by a symmetric polynomial; in particular we discuss generic symmetry breakings, i.e. those determined by the symmetry properties themselves and independent on the details of the polynomial describing a concrete system. We also discuss how the plethora of invariant polynomials can be to some extent reduced by means of changes of coordinates, i.e. how one can reduce to consider certain types of polynomials with no loss of generality. Finally, we will give some indications on extension of this theory, i.e. on how one deals with symmetry breakings for more general groups and/or more general physical systems.

The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

Recently, Bendersky \\emph{et al.} developed a method to complete the task of characterizing an arbitrary $\\chi$ matrix element in a scalable way, Phys. Rev. Lett. Vol. \\textbf{100}, 190403(2008), where an auxiliary system was needed. In present work, we shall show that the same task can also be completed within the scheme of standard quantum process tomography (SQPT) where there is no requirement for ancilla. Our method depends on two observations: With the elaborately chosen operators basis, the SQPT may have an economical form where a single run of experiment, in which we measure the expectation value of a chosen operator in the outport of the quantum channel with a known input, is sufficient to characterize a selected $\\chi$ matrix element; With the progress recently achieved in quantum entanglement detection, we also find that the number of the experimental settings to realize the experiment for the selected $\\chi$ matrix element does not exceed 2N for the N-qubits system. For practice, our scheme can be applied for the cases where the controlled two-body interaction is neither available nor desirable.
