    Most utility-scale renewable energy projects in the United States are developed and financed by private renewable energy companies. Electric output is then sold to investor-owned and public utilities under long-term contracts. Limited partnerships, sale/leaseback arrangements, and project-financing have historically been the dominant forms of finance in the windpower industry, with project-finance taking the lead more recently. Although private ownership using project-finance is still the most popular form of windpower development, alternative approaches to ownership and financing are becoming more prevalent. U.S. public and investor-owned electric utilities (IOUs) have begun to participate directly in windpower projects by owning and financing their own facilities rather than purchasing windpower from independent non-utility generators (NUGs) through power purchase agreements (PPAs). In these utility-ownership arrangements, the wind turbine equipment vendor/developer typically designs and constructs a project under a turnkey contract for the eventual project owner (the utility). The utility will also frequently sign an operations and maintenance (O&M) contract with the project developer/equipment vendor. There appear to be a number of reasons for utility involvement in recent and planned U.S. wind projects. One important claim is that utility ownership and self-finance provides substantial cost savings compared to contracting with private NUGs to supply wind-generated power. In this report, we examine that assertion.

    Ownership patterns in the coal industry are highly complex. Many producers are diversified into other lines of activity. The pattern and extent of this diversification has varied through time. In the past, steel and nonferrous metals companies had major coal industry involvement. This is still true today. However, other types of enterprises have entered the industry de novo or through merger. Those of greatest significance in recent times have involved petroleum and particularly public utility companies. This report attempts to identify, as accurately as possible, production ownership patterns in the coal industry.     With varying success, the United States and Europe have followed a more or less parallel path of policies to support wind development over the past twenty years. Feed-in laws and tax incentives first popularized in California in the early 1980s and greatly expanded upon in Europe during the 1990s are gradually giving way to market-based support mechanisms such as renewable portfolio standards, which are being implemented in one form or another in ten US states and at least three European nations. At the same time, electricity markets are being liberalized in both the US and Europe, and many electricity consumers are being given the choice to support the development of renewable energy through higher tariffs, both in traditionally regulated and newly competitive markets. One notable area in which wind development in Europe and United States has not evolved in common, however, is with respect to the level of community ownership of wind turbines or clusters. While community ownership of wind projects is unheard of in the United States, in Europe, local wind cooperatives or other participatory business schemes have been responsible for a large share of total wind development. In Denmark, for example, approximately 80% of all wind turbines are either individually or cooperatively owned, and a similar pattern holds in Germany, the world leader in installed wind capacity. Sweden also has a strong wind cooperative base, and the UK has recently made forays into community wind ownership. Why is it that wind development has evolved this way in Europe, but not in the United States? What incremental effect have community-owned wind schemes had on European wind development? Have community-owned wind schemes driven development in Europe, or are they merely a vehicle through which the fundamental driving institutions have been channeled? Is there value to having community wind ownership in the US? Is there reason to believe that such schemes would succeed in the US? If so, which model seems most appropriate, and what barriers--legal, regulatory, tax, market, or investment--stand in the way of implementing such a scheme? These are the questions this report seeks to address. The report begins with a discussion of the relative advantages and disadvantages of community wind ownership, as opposed to the large commercially-owned projects that have so far dominated US wind development. Next, four detailed case studies relate community-owned wind experience in Denmark, Sweden, the UK, Germany, focusing primarily on the different participatory models employed in each country. The report then categorizes the various models into three main groupings--community-led, developer-led, and investment funds--and draws general conclusions about the success of each category in Europe, and the conditions that dictate the effective use of one approach over another. Finally, the focus shifts to the US, where the report discusses the domestic barriers facing each model category, and identifies the category offering the most value with the fewest barriers to implementation. The report concludes with a high-level introduction to potential applications for community wind ownership within the United States.

    The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning.     The form in which British Coal is to be privatized has finally been announced. Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. Additionally, offers will be invited for a number of collieries which are currently under care and maintenance. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. Tower colliery, the last underground mine in South Wales, was finally put on care and maintenance on April 20, 1994. Details of the five Regional Coal Companies are given. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred. All the relevant property rights and liabilities of British Coal will be transferred into the Regional Coal Companies prior to their sun.

  14. A Study of United States Hydroelectric Plant Ownership

    Ownership of United States hydroelectric plants is reviewed from several perspectives. Plant owners are grouped into six owner classes as defined by the Federal Energy Regulatory Commission. The numbers of plants and the corresponding total capacity associated with each owner class are enumerated. The plant owner population is also evaluated based on the number of owners in each owner class, the number of plants owned by a single owner, and the size of plants based on capacity ranges associated with each owner class. Plant numbers and corresponding total capacity associated with owner classes in each state are evaluated. Ownership by federal agencies in terms of the number of plants owned by each agency and the corresponding total capacity is enumerated. A GIS application that is publicly available on the Internet that displays hydroelectric plants on maps and provides basic information about them is described.

    The following list indicates percentage ownership of commercial nuclear power plants by utility companies as of June 1, 1987. The list includes all plants licensed to operate, under construction, docked for NRC safety and environmental reviews, or under NRC antitrust review. It does not include those plants announced but not yet under review or those plants formally canceled. In many cases, ownership may be in the process of changing as a result of altered financial conditions, changed power needs, and other reasons. However, this list reflects only those ownership percentages of which the NRC has been formally notified. Part I lists plants alphabetically with their associated applicants/licensees and percentage ownership. Part II lists applicants/licensees alphabetically with their associated plants and percentage ownership. Part I also indicates which plants have received operating licenses (OL's). Footnotes for both parts appear at the end of this document.

    This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

    The DOE-RL is pursuing a new business strategy of hiring private contractors for treatment of Hanford Site tank wastes. This strategy is called `privatization` and includes design, permitting, construction, operation and deactivation of facilities for tank waste treatment. The TWRS Privatization Infrastructure Project consists of several sub-projects which will provide key services needed to support the privatization mission. This master site plan presently describes all pertinent aspects of the site and identifies all planned provisions for site development, utilities and other site services. It is a baseline document which will be revised as privatization proceeds through design, construction and start-up.

The group of energy companies studied in this report includes the major U.S. petroleum companies and many foreign companies. The foreign companies reviewed include state-run energy enterprises, recently privatized energy enterprises, and foreign multinationals that have been privately held. The privatization of non-petroleum energy industries, such as electricity generation and transmission, natural gas transmission, and coal mining, are also discussed. Overseas investments made by electric companies, natural gas companies, and coal companies are included.     Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs.     Highlights: Black-Right-Pointing-Pointer We calculated hazardous medical waste generation rates (HMWGR) from 132 hospitals. Black-Right-Pointing-Pointer Based on a 22-month study period, HMWGR were highly skewed to the right. Black-Right-Pointing-Pointer The HMWGR varied from 0.00124 to 0.718 kg bed{sup -1} d{sup -1}. Black-Right-Pointing-Pointer A positive correlation existed between the HMWGR and the number of hospital beds. Black-Right-Pointing-Pointer We used non-parametric statistics to compare rates among hospital categories. - Abstract: Goal of this work was to calculate the hazardous medical waste unit generation rates (HMWUGR), in kg bed{sup -1} d{sup -1}, using data from 132 health-care facilities in Greece. The calculations were based on the weights of the hazardous medical wastes that were regularly transferred to the sole medical waste incinerator in Athens over a 22-month period during years 2009 and 2010. The 132 health-care facilities were grouped into public and private ones, and, also, into seven sub-categories, namely: birth, cancer treatment, general, military, pediatric, psychiatric and university hospitals. Results showed that there is a large variability in the HMWUGR, even among hospitals of the same category. Average total HMWUGR varied from 0.012 kg bed{sup -1} d{sup -1}, for the public psychiatric hospitals, to up to 0.72 kg bed{sup -1} d{sup -1}, for the public university hospitals. Within the private hospitals, average HMWUGR ranged from 0.0012 kg bed{sup -1} d{sup -1}, for the psychiatric clinics, to up to 0.49 kg bed{sup -1} d{sup -1}, for the birth clinics. Based on non-parametric statistics, HMWUGR were statistically similar for the birth and general hospitals, in both the public and private sector. The private birth and general hospitals generated statistically more wastes compared to the corresponding public hospitals. The infectious/toxic and toxic medical wastes appear to be 10% and 50% of the total hazardous medical wastes generated by the public cancer treatment and university hospitals, respectively.

    The purpose of this Corrective Action Unit (CAU) Work Plan is to provide a strategy to be used by the US Department of Energy Nevada Operations Office (DOE/NV), the US Department of Defense (DoD) Defense Special Weapons Agency (DSWA) (formerly the Defense Nuclear Agency), and contractor personnel for conducting corrective actions at the Nevada Test Site (NTS) and Nevada off-site locations including the Tonopah Test Range (TTR), the Project Shoal Area, and the Central Nevada Test Area. This Work Plan applies to housekeeping category CAUs already listed in the Federal Facility Agreement and Consent Order (FFACO) Appendices (FFACO, 1996) as well as newly identified Corrective Action Sites (CASs) that will follow the housekeeping process.

    Three existing organizational types that meet the decentralization criteria of local consumer ownership and control - cooperatives, Rural Electric Cooperatives, and municipal utilities - are examined. These three organizational precedents are analyzed in terms of their histories, structures, legal powers, sources of capital, and social and political aspects.     This study was accomplished for the purpose of gathering information pertaining to land and lease ownership, surface features and use and relevant environmental factors in the Lake Theriot (West and East), Kaplan, Bayou Hebert and Freshwater Bayou geopressured geothermal prospects in Louisiana, and the Blessing geopressured geothermal prospect in Texas. This information and recommendations predicated upon it will then be used to augment engineering and geological data utilized to select geopressured geothermal test well sites within the prospects.     The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility. The final hazard category determination is based on a comparative evaluation of the consequence basis for the Category 3 threshold quantities to the calculated consequences for credible releases The basis for the Category 3 threshold quantities is 10 rem-equivalent man at 30 meters (98 feet) (DOE 1992, DOE 1997). The calculated 12 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, are 3.50 rem and 1.32 rem, respectively, which based upon the original hazard categorization criteria (DOE 1992) classified the Liquid Effluent Retention Facility as a Radiological Facility. Comparison of the calculated 24 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, 7.00 rem and 2.64 rem respectively, confirmed the Liquid Effluent Retention Facility classification as a Radiological Facility under the current hazard categorization criteria (DOE 1997). Both result in dose consequence values less than the allowable, 10 rem, meeting the requirements for categorizing the Liquid Effluent Retention Facility as a Radiological Facility.

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

    The decision to privatize comes from a policy determination that the Government no longer needs particular assets or no longer needs to be in control of all the means by which products or services are obtained or delivered. Most broadly defined, privatization substitutes, in whole or in part, private market mechanisms for the traditional Government role as employer, financier, owner, operator, and/or regulator of a product or service. This definition admits a wide variety of actions, from innovative contractual arrangements to outright divestiture of activities or assets. But all of these actions share common objectives: to remove the agency from those activities that are not inherently governmental functions or core business lines; to improve the management of remaining activities; to reduce the costs of doing business; and to shift greater performance and financial risk to the private sector. This report by the Privatization Working Group provides an indepth analysis of the major issues that surround privatization within the Department of Energy (DOE). The report divides privatization initiatives at the DOE into three major types: divestiture of functions, contracting out, and asset transfers. It includes the results of a survey of the entire DOE system that identifies more than 200 potential privatization opportunities. The report also includes 13 case studies that explore actual DOE privatization efforts over the past 2 years. Additionally, it summarizes the key legal authorities that govern each of the three types of privatization opportunities in the DOE. The report makes a series of recommendations and outlines accompanying actions that will help the DOE seize the opportunities presented by privatization and confront its challenges.

    Today’s categories for responding to targeted violence are motive-based and tend to drive policies, practices, training, media coverage, and research. These categories are based on the assumption that there are significant differences between ideological and non-ideological actors and between domestic and international actors. We question the reliance on these categories and offer an alternative way to frame the response to multiple forms of targeted violence. We propose adopting a community-based multidisciplinary approach to assess risk and provide interventions that are focused on the pre-criminal space. We describe four capabilities that should be implemented locally by establishing and maintaining multidisciplinary response teams that combine community and law-enforcement components: (1) community members are educated, making them better able to identify and report patterns associated with elevated risk for violence; (2) community-based professionals are trained to assess the risks for violent behavior posed by individuals; (3) community-based professionals learn to implement strategies that directly intervene in causal factors for those individuals who are at elevated risk; and (4) community-based professionals learn to monitor and assess an individual’s risk for violent behaviors on an ongoing basis. Community-based multidisciplinary response teams have the potential to identify and help persons in the pre-criminal space and to reduce barriers that have traditionally impeded community/law-enforcement collaboration.

    A seaport simulation model, PORTSIM, has been developed for the Department of Defense (DOD) at Argonne National Laboratory. PORTSIM simulates the detailed processes of cargo loading and unloading in a seaport and provides throughput capability, resource utilization, and other important information on the bottlenecks in a seaport operation, which are crucial data in determining troop and equipment deployment capability. There are two key problems to solve in developing the HLA-compliant PORTSIM model. The first is the cargo object ownership transfer problem. In PORTSIM, cargo items, e.g. vehicles, containers, and pallets, are objects having asset attributes. Cargo comes to a seaport for loading or unloading. The ownership of a cargo object transfers from its carrier to the port and then from the port to a new carrier. Each owner of the cargo object is responsible for publishing and updating the attributes of the cargo object when it has the ownership. This creates a unique situation in developing the PORTSIM federate object model, that is, the ownership of the object instead of the attributes needs to be changed in handling the cargo object in the PORTSIM federate. The ownership management service provided by the current RTI does not directly address this issue. The second is the time management issue. PORTSIM is an event-driven simulation that models seaport operations over time. To make PORTSIM HLA compliant, time management must be addressed to allow for synchronization with other simulation models. This paper attempts to address these two issues and methodologies developed for solving these two problems.

    Unlike the oil industry, Russian gas is dominated by an officially sanctioned monopoly--Joint Stock Society (RAO) Gazprom. The company produces, transports, and exports most of the gas in Russia, the world leader in gas reserves. Two major challenges confront Gazprom as it adapts to existence as a private concern. One is financing of a major pipeline to Europe for export of gas produced in fields under development in the Yamal Peninsula. The other is collection of debts owed it by customers, both in and outside of Russia, for past gas deliveries. While it grapples with those challenges and the strains of operating a huge gas production and transportation system, Gazprom also must deal with questions about whether it should continue as a monopoly--questions not likely to be answered until Russia`s political situation is more certain than it is now. This paper reviews Gazprom`s production, processing, gas transportation, and marketing businesses. It describes its financing strategies for construction of new pipelines.

Privatization has been traditionally defined as the sale/transfer of state-owned (i.e. federal, state, county, city or public) assets to the private sector. Although there are numerous reasons for the privatization of state-owned assets, the primary reasons include the generation of a significant amount of cash to the state (Great Britain`s sale of electric power industry); capitalization of the formerly state-owned utility (sale of the utilities within many countries of the former Soviet Union); and state policy goals of eliminating monopolies, encouraging competition, and restructuring (Chile). Several year ago, the Department of Defense (DoD) and specifically the Department of Army (DoA) initiated its own `Privatization Process`. Coupled with shrinking budgets, workforce and funding resources from the Government, the Army was faced with antiquated utility infrastructure in need of significant upgrades and in some cases total replacements. Recognizing that the provision of utility services was not a core mission of the Army, DoA has encouraged its Installations throughout the country to consider the privatization of the Government-owned utility systems.     This presentation uses a vehicle simulator and economics model called the Battery Ownership Model to examine the levelized cost per mile of conventional (CV) and hybrid electric vehicles (HEVs) in comparison with the cost to operate an electric vehicle (EV) under a service provider business model. The service provider is assumed to provide EV infrastructure such as charge points and swap stations to allow an EV with a 100-mile range to operate with driving profiles equivalent to CVs and HEVs. Battery cost, fuel price forecast, battery life, and other variables are examined to determine under what scenarios the levelized cost of an EV with a service provider can approach that of a CV. Scenarios in both the United States as an average and Hawaii are examined. The levelized cost of operating an EV with a service provider under average U.S. conditions is approximately twice the cost of operating a small CV. If battery cost and life can be improved, in this study the cost of an EV drops to under 1.5 times the cost of a CV for U.S. average conditions. In Hawaii, the same EV is only slightly more expensive to operate than a CV.

    Over the past years the Lawrence Berkeley National Laboratory (LBNL) has developed an econometric model that predicts appliance ownership at the household level based on macroeconomic variables such as household income (corrected for purchase power parity), electrification, urbanization and climate variables. Hundreds of data points from around the world were collected in order to understand trends in acquisition of new appliances by households, especially in developing countries. The appliances covered by this model are refrigerators, lighting fixtures, air conditioners, washing machines and televisions. The approach followed allows the modeler to construct a bottom-up analysis based at the end use and the household level. It captures the appliance uptake and the saturation effect which will affect the energy demand growth in the residential sector. With this approach, the modeler can also account for stock changes in technology and efficiency as a function of time. This serves two important functions with regard to evaluation of the impact of energy efficiency policies. First, it provides insight into which end uses will be responsible for the largest share of demand growth, and therefore should be policy priorities. Second, it provides a characterization of the rate at which policies affecting new equipment penetrate the appliance stock. Over the past 3 years, this method has been used to support the development of energy demand forecasts at the country, region or global level.

    Private sector capacity for treatment, storage, and disposal (TSD) of various categories of radioactive waste has been researched and reviewed for the Idaho National Engineering Laboratory (INEL) by Lockheed Idaho Technologies Company, the primary contractor for the INEL. The purpose of this document is to provide assistance to the INEL and other US Department of Energy (DOE) sites in determining if private sector capabilities exist for those waste streams that currently cannot be handled either on site or within the DOE complex. The survey of private sector vendors was limited to vendors currently capable of, or expected within the next five years to be able to perform one or more of the following services: low-level waste (LLW) volume reduction, storage, or disposal; mixed LLW treatment, storage, or disposal; alpha-contaminated mixed LLW treatment; LLW decontamination for recycling, reclamation, or reuse; laundering of radioactively-contaminated laundry and/or respirators; mixed LLW treatability studies; mixed LLW treatment technology development. Section 2.0 of this report will identify the approach used to modify vendor information from previous revisions of this report. It will also illustrate the methodology used to identify any additional companies. Section 3.0 will identify, by service, specific vendor capabilities and capacities. Because this document will be used to identify private sector vendors that may be able to handle DOE LLW and mixed LLW streams, it was decided that current DOE capabilities should also be identified. This would encourage cooperation between DOE sites and the various states and, in some instances, may result in a more cost-effective alternative to privatization. The DOE complex has approximately 35 sites that generate the majority of both LLW and mixed LLW. Section 4.0 will identify these sites by Operations Office, and their associated LLW and mixed LLW TSD units.

    The mission of the Tank Waste Remediation System (TWRS) Program is to store, treat, immobilize, and dispose, or prepare for disposal, the Hanford radioactive tank waste in an environmentally sound, safe, and cost effective manner. Highly radioactive Hanford waste includes current and future tank waste plus the cesium and strontium capsules. In the TWRS program, as in other Department of Energy (DOE) clean-up activities, there is an increasing gap between the estimated funding required to enable DOE to meet all of its clean-up commitments and level of funding that is perceived to be available. Privatization is one contracting/management approach being explored by DOE as a means to achieve cost reductions and as a means to achieve a more outcome-oriented program. Privatization introduces the element of competition, a proven means of establishing true cost as well as achieving significant cost reduction.

    The Energy Research Advisory Board convened a Solar R and D Panel to determine the status of the solar industry and solar R and D in the United States and to recommend to DOE appropriate roles for the Federal and private sectors. The Panel's report acknowledges the new Administration policy reorienting the Federal role in energy development to long-term, high-risk, high-payoff R and D, and leaving commercialization to the private sector. The Panel's recommendations are further predicated on an assumption of continued, substantially reduced funding in the near-term. The Panel found that solar energy technologies have progressed significantly in the past 10 years and represent a group of highly promising energy options for the United States. However, it also found the solar industry to be in a precarious condition, fluctuating energy demand and prices, and uncertain Federal tax and regulatory policies. The Business Energy and Residential Tax Credits are essential to the near-term health of the solar industry. Commercialization has already begun for some solar technologies; for others, decreases in Federal funding will result in a slowdown or termination. The primary Federal roles in solar R and D should be in support of basic and applied research, high-risk, high-payoff technology development and other necessary research for which there are insufficient market incentives. The Federal Government should also move strongly to transfer technology to the private sector for near-commerical technologies. Large demonstration and commercialization projects cannot be justified for Federal funding under current economic conditions. These should be pursued by the private sector. The Panel examined seven technology areas and made specific findings and recommendations for each.

    Twenty-eight geothermal areas in Kenya were evaluated and prioritized for development. The prioritization was based on the potential size, resource temperature, level of exploration risk, location, and exploration/development costs for each geothermal area. Suswa, Eburru and Arus are found to offer the best short-term prospects for successful private power development. It was found that cost per kill developed are significantly lower for the larger (50MW) than for smaller-sized (10 or 20 NW) projects. In addition to plant size, the cost per kill developed is seen to be a function of resource temperature, generation mode (binary or flash cycle) and transmission distance.

    The market for long-term bulk power is becoming increasingly competitive and mature. Given that many privately developed power projects have been or are being developed in the US, it is possible to begin to evaluate the performance of the market by analyzing its revealed prices. Using a consistent method, this paper presents levelized contract prices for a sample of privately developed US generation properties. The sample includes 26 projects with a total capacity of 6,354 MW. Contracts are described in terms of their choice of technology, choice of fuel, treatment of fuel price risk, geographic location, dispatchability, expected dispatch niche, and size. The contract price analysis shows that gas technologies clearly stand out as the most attractive. At an 80% capacity factor, coal projects have an average 20-year levelized price of $0.092/kWh, whereas natural gas combined cycle and/or cogeneration projects have an average price of $0.069/kWh. Within each technology type subsample, however, there is considerable variation. Prices for natural gas combustion turbines and one wind project are also presented. A preliminary statistical analysis is conducted to understand the relationship between price and four categories of explanatory factors including product heterogeneity, geographic heterogeneity, economic and technological change, and other buyer attributes (including avoided costs). Because of residual price variation, we are unable to accept the hypothesis that electricity is a homogeneous product. Instead, the analysis indicates that buyer value still plays an important role in the determination of price for competitively-acquired electricity.

    The Oak Ridge National Laboratory recently completed work on a report commissioned by the US Congress from the Department of Energy entitled A Compendium of Options for Government Policy to Encourage Private Sector Responses to Potential Climate Change'' (US DOE 1989). Four classes of incentives (regulatory, fiscal, informational, and RD D) were surveyed in the context of greenhouse-related activities in five economic sectors as depicted in Figure 1. As the example shows, for each activity general policies and specific options were considered. The paper presented here does not summarize the DOE study but identifies some of the lessons ORNL staff learned during the study about policies to deal with potential global warming. 21 refs., 1 fig.

Mail questionnaires obtained data on the amount of corporate research funding in specific energy-related technology areas and the interviews gathered information on corporate energy strategies, major commercial activities, and specific research plans in four major areas - conservation, supply, energy production and transmission, and new products.   12. Atmospheric Radiation Measurement (ARM) Data from the ARM Specific Measurement Categories

    The ARM Program gathers a wide variety of measurements from many different sources. Each day, the Data Archive stores and distributes large quantities of data collected from these sources. Scientists then use these data to research atmospheric radiation balance and cloud feedback processes, which are critical elements of global climate change. The huge archive of ARM data can be organized by measurement categories into six "collections:" Aerosols, Atmospheric Carbon, Atmospheric State, Cloud Properties, Radiometric, and Surface Properties. Clicking on one of the measurement categories leads to a page that breaks that category down into sub-categories. For example, "Aerosols" is broken down into Microphysical and Chemical Properties (with 9 subsets) and Optical and Radiative Properties (with 7 subsets). Each of the subset links, in turn, leads to detailed information pages and links to specific data streams. Users will be requested to create a password, but the data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. We learn the scene prediction model from highresolution satellite imagery to test the model on the Columbus Surrogate Unmanned Aerial Vehicle (CSUAV) dataset ollected by high-altitude wide area UAV sensor platform. e compare the proposed features with the popular Scale nvariant Feature Transform (SIFT) features. Our experimental results show that proposed approach outperforms te SIFT model when the training and testing are conducted n disparate data sources.

    In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. A key component of the technical basis is the Potential Impact Category (PIC) assigned to an emission point. This paper discusses the PIC assignments for the Pacific Northwest National Laboratory (PNNL) Integrated Laboratory emission units; this revision includes five PIC categories.

    The summaries contain data about industrial facilities in various industries discharging pollutants in their wastewaters and considers whether the EPA should pursue regulations to control such discharges. The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes, and contain only the minimum amount of data needed to provide some perspective on the relative magnitude of the pollution problems created across the categories. The study provides technical, economic, and environmental bases to determine whether additional effluent limitation guidelines and standards to control the discharge of toxic and hazardous pollutants are necessary for the pharmaceutical manufacturing industry and serves as a source of information to be used by permit writers and publicly owned treatment works (POTWs) in controlling hazardous wastes until final rules are published.

    This report compares several strategies for mixing appropriations and private financing in a typical federal agency that has identified $100 million in required energy conservation measures (ECMs) at its facilities. The analysis shows that in order to maximize savings and minimize overall life-cycle cost, the best strategy for the agency is to use private financing to fund as many of the ECMs as possible within the statutory maximum 25-year project term, beginning with the ECMs with the shortest paybacks. Available appropriations should either be applied to a privately financed project as a one-time payment from savings (i.e., as a buydown ) or used to directly fund longer-payback ECMs that cannot be included in the privately financed project.

    This Management Assessment of Tank Waste Remediation System (TWRS) Contractor Readiness to Proceed With Phase 1B Privatization documents the processes used to determine readiness to proceed with tank waste treatment technologies from private industry, now known as TWRS privatization. An overall systems approach was applied to develop action plans to support the retrieval and disposal mission of the TWRS Project. The systems and infrastructure required to support the mission are known. Required systems are either in place or plans have been developed to ensure they exist when needed. Since October 1996 a robust system engineering approach to establishing integrated Technical Baselines, work breakdown structures, tank farms organizational structure and configurations, work scope, and costs has become part of the culture within the TWRS Project. An analysis of the programmatic, management, and technical activities necessary to declare readiness to proceed with execution of the mission demonstrates that the system, personnel, and hardware will be on-line and ready to support the private contractors. The systems approach included defining the retrieval and disposal mission requirements and evaluating the readiness of the Project Hanford Management Contract (PHMC) team to support initiation of waste processing by the private contractors in June 2002 and to receive immobilized waste shortly thereafter. The Phase 1 feed delivery requirements from the private contractor Requests for Proposal were reviewed. Transfer piping routes were mapped, existing systems were evaluated, and upgrade requirements were defined.

The systems approach included defining the retrieval and disposal mission requirements and evaluating the readiness of the Project Hanford Management Contract (PHMC) team to support initiation of waste processing by the private contractors in June 2002 and to receive immobilized waste shortly thereafter. The Phase 1 feed delivery requirements from the private contractor Requests for Proposal were reviewed. Transfer piping routes were mapped, existing systems were evaluated, and upgrade requirements were defined.

    Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). LED technology has the potential to provide efficiency and performance benefits relative to incandescent bulbs, and low-cost LEDs have achieved price levels that make them cost competitive with conventional lighting sources for a number of applications (Mills, 2005). Second, rechargeable sealed-lead acid (SLA) batteries are also becoming more prevalent alternatives to disposable dry cell batteries. Flashlights using rechargeable SLA batteries tend to have a lower total cost of ownership over a two-year period than a flashlight using dry cell batteries (Radecsky, 2009); however, as this current report highlights, this may vary depending on the intensity of use patterns. To avoid a potential market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007) a better understanding of flashlight use-patterns is crucial (Tracy et al., 2009). In addition, the economic implications faced by rural flashlight end-users provide further incentive for a move toward higher quality low-cost flashlights. In this report, our team uses interviews with 46 end users of flashlights to collect information about their use patterns and costs associated with owning and operating flashlight products. While flashlights used in their portable mode typically do not represent a substitute for kerosene or other forms of fuel-based lighting, at times they are used in stationary applications in place of a fuel-based lamp. In either case, these products often represent end users first exposure to LED technology and rechargeable dry cell batteries, and thus stand to either provide a positive or negative impression of these technologies for a diversity of lighting applications.

Some of these efforts are the result of the leveraging of public and private dollars. As budget dollars decrease and the demand for a properly skilled and trained national security workforce increases, it will become even more important to leverage every education and training dollar. The leveraging of dollars serves many purposes. These include increasing the amount of training that can be delivered and therefore increasing the number of people reached, increasing the number and quality of public/private partnerships, and increasing the number of businesses that are involved in the training of their future workforce.

The AGA identifies the transfer routing alternatives for supernatant waste transfers from the 241-AN, 241-AW, and 241-AP Tank Farms to the 241-AP-102 tank and/or the 241-AP-104 tank. These two tanks have been targeted as the initial LLW feed staging tanks. In addition,this report addresses the transfer of slurry waste from the 241-AY and 241-AZ Tank Farms to the Phase I Privatization vendor`s facilities for HLW immobilization.

While small allocation sizes have deterred some local governments from pursuing issuances, state agencies in Massachusetts have partnered with local governments to aggregate QECBs to support a range of public and private projects. In most states, QECBs have been utilized primarily to fund energy conservation projects for public entities, but Massachusetts has facilitated over $10 million of private activity QECB issuances to support three privately-owned renewable energy projects—with more projects in the pipeline.

    The U.S. Department of Energy (DOE), Argonne National Laboratory (Argonne), and the National Renewable Energy Laboratory (NREL) updated their analysis of the well-to-wheels (WTW) greenhouse gases (GHG) emissions, petroleum use, and the cost of ownership (excluding insurance, maintenance, and miscellaneous fees) of vehicle technologies that have the potential to significantly reduce GHG emissions and petroleum consumption. The analyses focused on advanced light-duty vehicle (LDV) technologies such as plug-in hybrid, battery electric, and fuel cell electric vehicles. Besides gasoline and diesel, alternative fuels considered include natural gas, advanced biofuels, electricity, and hydrogen. The Argonne Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) and Autonomie models were used along with the Argonne and NREL H2A models.

The study gathered information to assist the Agency in deciding whether to develop national effluent limitations guidelines and standards for the industry. The document comprises three independent studies: a technical support study, an economic impact study, and an environmental impact study.

Twenty bottles of Tank C-106 material were collected by Westinghouse Hanford Company using a grab sampling technique and transferred to the 325 building for processing by the Pacific Northwest National Laboratory (PNNL). At the 325 building, the contents of the twenty bottles were combined into a single Initial Composite Material. This composite was subsampled for the laboratory-scale screening test and characterization testing, and the remainder was transferred to the 324 building for bench-scale preparation of the Privatization Contractor samples.

This report was capacity for the treatment, storage, dating and written for the Idaho National Engineering Laboratory (INEL) with the objective of updating and expanding the report entitled ``Review of Private Sector Treatment, Storage, and Disposal Capacity for Radioactive Waste``, (INEL-95/0020, January 1995). The capacity to process radioactively-contaminated protective clothing and/or respirators was added to the list of private sector capabilities to be assessed. Of the 20 companies surveyed in the previous report, 14 responded to the request for additional information, five did not respond, and one asked to be deleted from the survey.     Prior to 1970 the Saudi Government faced severe socioeconomic problems two of which were: (1) the contribution of the private sector to the gross domestic product was low, and (2) the oil revenues were the main source of the national income. As the oil revenues rapidly increased between 1972 and 1981, the government used every means at its disposal to encourage the private sector. The goal was to diversify the sources of national income in order to decrease the dependency on oil revenues as the main source of national income. To achieve this the government has provided interest-free loans to the private sector which, along with the demand, increased the gross domestic fixed-capital formation of the private sector. This study theoretically explains the phenomenal expansion of the private sector. Three models were developed from the least to the most difficult. The main principle of the models is that the expansion of the private sector is stimulated because of the low cost of capital in Saudi Arabia. Since oil revenues (the main source of government expenditures) have decreased in recent years, questions have been raised concerning the ability of the private sector to support the economy. It is argued that the demand of national and international markets will increase in the future, thus allowing the private sector to expand further. Even though the cost of capital will increase, Saudi companies will be able to compete either nationally or internationally. In addition, the competitiveness of the Saudi capital market may increase which will, in turn, benefit the Saudi economy.

Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    The Proposed Action includes the following principal elements: (1) The accelerated plugging and abandoning of uneconomic wells over the next six years. Uneconomic wells are operating wells which can no longer cover their direct and indirect costs. DOE estimates that there are 900 wells to be plugged and abandoned over the next six years, leaving approximately 200 wells for transfer by 2003. (2) Complete reclamation and restoration of abandoned sites. Restoration would include dismantling surface facilities, batteries, roads, test satellites, electrical distribution systems and associated power poles, when they are no longer needed for production. Soil contaminated by hydrocarbons would be biologically treated. Roads, facilities, batteries, and well sites would be ripped up, recontoured, disked and seeded with native vegetation. (3) The continued development of the Rocky Mountain Oilfield Testing Center (RMOTC) through the establishment of a consortium of university, state and private institutions. RMOTC would continue to provide facilities and support to government and private industry for testing and evaluating new oilfield and environmental technologies. Based on the findings of the EA, DOE has determined that the proposal does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of NEPA. Therefore, an environmental impact statement is not required.

Bottom-up cost estimates were made for balance of plant costs, and detailed direct cost estimates for key fuel cell stack components were derived using design-for-manufacturing-and-assembly techniques. The development of high throughput, automated processes achieving high yield are projected to reduce the cost for fuel cell stacks to the $300/kW level at an annual production volume of 100 MW. Several promising combinations of building types and geographical location in the U.S. were identified for installation of fuel cell CHP systems based on the LBNL modelling tool DER CAM. Life-cycle modelling and externality assessment were done for hotels and hospitals. Reduced electricity demand charges, heating credits and carbon credits can reduce the effective cost of electricity ($/kWhe) by 26-44percent in locations such as Minneapolis, where high carbon intensity electricity from the grid is displaces by a fuel cell system operating on reformate fuel. This project extends the scope of existing cost studies to include externalities and ancillary financial benefits and thus provides a more comprehensive picture of fuel cell system benefits, consistent with a policy and incentive environment that increasingly values these ancillary benefits. The project provides a critical, new modelling capacity and should aid a broad range of policy makers in assessing the integrated costs and benefits of fuel cell systems versus other distributed generation technologies.

    The Wind Forecast Improvement Project (WFIP) is a public-private research program, the goals of which are to improve the accuracy of short-term (0-6 hr) wind power forecasts for the wind energy industry and then to quantify the economic savings that accrue from more efficient integration of wind energy into the electrical grid. WFIP was sponsored by the U.S. Department of Energy (DOE), with partners that include the National Oceanic and Atmospheric Administration (NOAA), private forecasting companies (WindLogics and AWS Truepower), DOE national laboratories, grid operators, and universities. WFIP employed two avenues for improving wind power forecasts: first, through the collection of special observations to be assimilated into forecast models to improve model initial conditions; and second, by upgrading NWP forecast models and ensembles. The new observations were collected during concurrent year-long field campaigns in two high wind energy resource areas of the U.S. (the upper Great Plains, and Texas), and included 12 wind profiling radars, 12 sodars, 184 instrumented tall towers and over 400 nacelle anemometers (provided by private industry), lidar, and several surface flux stations. Results demonstrate that a substantial improvement of up to 14% relative reduction in power root mean square error (RMSE) was achieved from the combination of improved NOAA numerical weather prediction (NWP) models and assimilation of the new observations. Data denial experiments run over select periods of time demonstrate that up to a 6% relative improvement came from the new observations. The use of ensemble forecasts produced even larger forecast improvements. Based on the success of WFIP, DOE is planning follow-on field programs.

    Seventy years ago Justice Oliver Wendell Homes wrote in an Opinion of the United States Supreme Court that{open_quotes}...while property may be regulated to a certain extent, if regulation goes too far it will be recognized as a taking.{close_quotes} Pennsylvania Coal Co. v. Mahon, 260 U.S. 393 (1992) The Fifth Amendment of the United States Constitution provides that private property shall not be {open_quotes}taken for public use, without just compensation{close_quotes}. After lying dormant for half a century, the {open_quotes}takings{close_quotes} clause of the United States constitution is being invoked to challenge environmental regulations throughout the country. In essence, property owners are saying that if the government wants to regulate to protect wetlands, wildlife habitat and other natural resources it must pay just compensation to the property owners for the restrictions imposed upon the use of their land. During the past ten years, the U.S. Supreme Court has decided several takings cases. While the judicial branch of government has become increasingly active in takings cases, the U.S. Congress and State legislatures have also been extremely active in efforts to protect private property rights. Typically, these legislative requires a takings impact analysis by the government to determine if its actions are likely to result in the compensable taking of private property or require compensation if property values are reduced by a certain percentage. This paper reviews the judicial standards that have been established for reviewing taking claims and sets forth a framework for analyzing when a regulation goes {open_quotes}too far{close_quotes} so as to require payment of compensation.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.
