    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The home achieves a source energy savings of 32% without the installed photovoltaic (PV) system and 44% savings with the PV system contribution relative to the Building America House Simulation Protocols. This report summarizes the research findings related to heating, ventilation, and air conditioning system performance, estimated and actual energy use of key subsystems, electricity generation by the PV system, and performance of the solar thermal domestic hot water system.

    K. Hovnanian(R) Homes(R) constructed a 2,253-ft2 single-story slab-on-grade ranch house for an occupied test house (new construction) in Roseville, California. One year of monitoring and analysis focused on the effectiveness of the space conditioning system at maintaining acceptable temperature and relative humidity levels in several rooms of the home, as well as room-to-room differences and the actual measured energy consumption by the space conditioning system. In this home, the air handler unit (AHU) and ducts were relocated to inside the thermal boundary. The AHU was relocated from the attic to a mechanical closet, and the ductwork was located inside an insulated and air-sealed bulkhead in the attic. To describe the performance and comfort in the home, the research team selected representative design days and extreme days from the annual data for analysis. To ensure that temperature differences were within reasonable occupant expectations, the team followed Air Conditioning Contractors of America guidance. At the end of the monitoring period, the occupant of the home had no comfort complaints in the home. Any variance between the modeled heating and cooling energy and the actual amounts used can be attributed to the variance in temperatures at the thermostat versus the modeled inputs.

    This project examines a large-scale renovation project within a 500 unit, 1960's era subsidized urban housing community. This research focuses on the airflow control and window replacement measures implemented as part of the renovations to the low-rise apartment buildings. The window replacement reduced the nominal conductive loss of the apartment enclosure by approximately 15%; air sealing measures reduced measured air leakage by approximately 40% on average.

    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The heating, ventilation, and air conditioning system effectively maintained acceptable temperatures and humidity levels in peak cooling and heating and non-peak operating periods. Discrepancies were found between modeled and actual energy use values, with actual space cooling energy use closest to the corresponding modeled value. Energy consumption predicted for lighting, appliances, and miscellaneous electrical loads was significantly higher than measured amounts, and energy consumption predicted for cooling was significantly lower than measured amounts. A high amount of the 1,600 kWh of PV-generated electricity produced annually was sent to the electric grid every month. The solar thermal DHW system was the main source of hot water for most of the year and performed well; during summer, electrical use by the backup system was rare.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    In this work we study a peculiar example of social organization on Facebook: the Occupy Movement -- i.e., an international protest movement against social and economic inequality organized online at a city level. We consider 179 US Facebook public pages during the time period between September 2011 and February 2013. The dataset includes 618K active users and 753K posts that received about 5.2M likes and 1.1M comments. By labeling user according to their interaction patterns on pages -- e.g., a user is considered to be polarized if she has at least the 95% of her likes on a specific page -- we find that activities are not locally coordinated by geographically close pages, but are driven by pages linked to major US cities that act as hubs within the various groups. Such a pattern is verified even by extracting the backbone structure -- i.e., filtering statistically relevant weight heterogeneities -- for both the pages-reshares and the pages-common users networks.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    Oklahoma and the surrounding interior plains region is being studied with respect to the extensive development of earth sheltered housing. An understanding of the occupant responses to this rediscovered dwelling concept is being determined through extended questionnaires and telephone interviews. Statistical evaluation of these responses should suggest regional relationships between the interior human environment and the exterior environment as expressed by earth sheltered architecture. Habitability and passive energy design are the main topics of interest being investigated at Oklahoma State University. Initial results indicate that occupants are generally satisfied with such attributes as structural safety, thermal comfort, and acoustic environment; but have some reservations concerning daylighting, site design, privacy of family members, and energy design and performance. Despite reservations on energy performance, owners have still achieved significant savings in comparison to their previous homes. A most promising fact is that these savings have been realized with little decrease and often an increase in comfort and habitability aspects.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector.     Two high performance prototype houses were built in Carbondale, Colorado, as part of the U.S. Department of Energy's Building America (BA) Program. Each prototype was a 1256 ft2 (117 m2), 1-story, 3-bedroom house, and met the local requirements for affordable housing. The National Renewable Energy Laboratory (NREL) performed short-term field testing and DOE-2.2 simulations in support of this project at the end of December 2004. We also installed long-term monitoring equipment in one of the houses, and are currently tracking the performance of key building systems under occupied conditions. One of the houses (designated H1) included a package of cost-effective energy efficiency features that placed it well above the Energy Star level, targeting a Home Energy Rating System (HERS) score of 88-89. The other (designated H2) was a BA research house, targeting a HERS score of 94-95, and 45% whole-house energy savings compared to the BA Benchmark. Preliminary results from the field evaluation indicate that the energy savings for both houses will exceed the design targets established for the project, although the performance of certain building systems, including the ventilation and foundation systems, leave some room for improvement.

Five occupants participated in this community-scale research by providing utility bills and information on occupancy and miscellaneous gas and electric appliance use for their houses. IBACOS used these utility data and background information to analyze the actual energy performance of the houses. Verification with measured data is an important component in predictive energy modeling. The actual utility bill readings were compared to projected energy consumption using BEopt with actual weather and thermostat set points for normalization.

This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute`s Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    In 2010, Rural Development, Inc. (RDI) completed construction of Wisdom Way Solar Village (WWSV), a community of ten duplexes (20 homes) in Greenfield, MA. RDI was committed to very low energy use from the beginning of the design process throughout construction. Key features include: 1. Careful site plan so that all homes have solar access (for active and passive); 2. Cellulose insulation providing R-40 walls, R-50 ceiling, and R-40 floors; 3. Triple-pane windows; 4. Airtight construction (~0.1 CFM50/ft2 enclosure area); 5. Solar water heating systems with tankless, gas, auxiliary heaters; 6. PV systems (2.8 or 3.4kWSTC); 7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

Mary Ann Piette, deputy director of Berkeley Lab's building technology department and director of the Lab's Demand Response Research Center, will discuss how new technologies are enabling buildings to listen to the grid and automatically change their thermostat settings or lighting loads, among other demands, in response to fluctuating electricity prices. The networked (and energy efficient) house: In the future, your home's lights, climate control devices, computers, windows, and appliances could be controlled via a sophisticated digital network. If it's plugged in, it'll be connected. Bruce Nordman, an energy scientist in Berkeley Lab's Energy End-Use Forecasting group, will discuss how he and other scientists are working to ensure these networks help homeowners save energy.

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.

The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    As the Building America Program has grown to include a large and diverse cross section of the home building industry, accurate and consistent analysis techniques have become more important to help all program partners as they perform design tradeoffs and calculate energy savings for prototype houses built as part of the program. This document illustrates some of the analysis concepts proven effective and reliable for analyzing the transient energy usage of advanced energy systems as well as entire houses. The analysis procedure described here provides a starting point for calculating energy savings of a prototype house relative to two base cases: builder standard practice and regional standard practice. Also provides building simulation analysis to calculate annual energy savings based on side-by-side short-term field testing of a prototype house.

    A housing is disclosed for the containment of instrumentation in a high pressure fluid environment that consists of a metallic endcap and ceramic cylinder bonded together. The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. The cylindrical ceramic tube and endcap are dimensioned such that mechanical failure does not occur when exposed to the desired external operating pressures which includes up to 36,000 feet of water. The housing is designed to withstand the external operating pressures without being subject to mechanical failure or excessive deformation which results in the loss of pressure housing integrity via cracking or deformation of the ceramic tube, deformation of the endcap, or from failure of the bonding agent. 9 figs.

    The Greenbuilt house is a 1980's era house in the Sacramento area that was a prominent part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration Program. The house underwent an extensive remodel, aimed at improving overall energy efficiency with a goal of reducing the home's energy use by 50%. NREL researchers performed a number of tests on the major systems touched by the retrofit to ensure they were working as planned. Additionally, SMUD rented the house from Greenbuilt Construction for a year to allow NREL to perform a number of tests on the cooling system and the water heating system. The goal of the space conditioning tests was to find the best ways to cut cooling loads and shift the summer peak. The water heating system, comprised of an add-on heat pump water heater and an integrated collector-storage solar water heater, was operated with a number of different draw profiles to see how varying hot water draw volume and schedule affected the performance of the system as a whole. All the experiments were performed with the house empty, with a simulated occupancy schedule running in the house to mimic the load imposed by real occupants.

The purpose of this report is to provide regulatory guidance to licensees with Mark III containments with regard to demonstrating compliance with 10 CFR 50.44, Section (c)(3)(vi) and (c)(3)(vii). In this report, the staff provides its evaluation of the generic methodology proposed by the Hydrogen Control Owners Group. This generic methodology is documented in Topical Report HGN-112-NP, Generic Hydrogen Control Information for BWR/6 Mark III Containments.''     As part of the NAHB Research Center Industry Partnership, Southface partnered with TaC Studios, an Atlanta-based architecture firm specializing in residential and light commercial design, on the construction of a new test home in Atlanta, GA, in the mixed humid climate. This home serves as a residence and home office for the firm's owners, as well as a demonstration of their design approach to potential and current clients. Southface believes the home demonstrates current best practices for the mixed-humid climate, including a building envelope featuring advanced air sealing details and low density spray foam insulation, glazing that exceeds ENERGY STAR requirements, and a high performance heating and cooling system. Construction quality and execution was a high priority for TaC Studios and was ensured by a third party review process. Post-construction testing showed that the project met stated goals for envelope performance, an air infiltration rate of 2.15 ACH50. The homeowners wished to further validate whole house energy savings through the project's involvement with Building America and this long-term monitoring effort. As a Building America test home, this home was evaluated to detail whole house energy use, end use loads, and the efficiency and operation of the ground source heat pump and associated systems. Given that the home includes many non-typical end use loads including a home office, pool, landscape water feature, and other luxury features not accounted for in Building America modeling tools, these end uses were separately monitored to determine their impact on overall energy consumption.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    Additional instrumentation was added to the Balcomb solar house for a six-week period and up to 85 channels were recorded hourly. Some new findings based on an evaluation of these data are presented. (1) The thermal comfort characteristics of four rooms are documented. (2) Relative humidity in the living room varies from 30 to 50%; these data are used to infer an evaporation rate in the house of about 25 kg of water/day. The evaporation rate correlates reasonably well with greenhouse temperature. (3) Heat storage in the greenhouse floor is estimated at about 0.30 kWh/day-m/sup 2/ based on temperatures measured at four depths. (4) Several thermal characteristics of the rock bed are deduced but it is evident that the heat flow is not yet completely understood.

    Combined heat and power (CHP) or cogeneration is the sequential production of two forms of useful energy from a single fuel source. In most CHP applications, chemical energy in fuel is converted to both mechanical and thermal energy. The mechanical energy is generally used to generate electricity, while the thermal energy or heat is used to produce steam, hot water, or hot air. Depending on the application, CHP is referred to by various names including Building Cooling, Heating, and Power (BCHP); Cooling, Heating, and Power for Buildings (CHPB); Combined Cooling, Heating, and Power (CCHP); Integrated Energy Systems (IES), or Distributed Energy Resources (DER). The principal technical advantage of a CHP system is its ability to extract more useful energy from fuel compared to traditional energy systems such as conventional power plants that only generate electricity and industrial boiler systems that only produce steam or hot water for process applications. By using fuel energy for both power and heat production, CHP systems can be very energy efficient and have the potential to produce electricity below the price charged by the local power provider. Another important incentive for applying cogeneration technology is to reduce or eliminate dependency on the electrical grid. For some industrial processes, the consequences of losing power for even a short period of time are unacceptable. The primary objective of the guide is to present information needed to evaluate the viability of cogeneration for new or existing industrial, commercial, and institutional (ICI) boiler installations and to make informed CHP equipment selection decisions. Information presented is meant to help boiler owners and operators understand the potential benefits derived from implementing a CHP project and recognize opportunities for successful application of cogeneration technology. Topics covered in the guide follow: (1) an overview of cogeneration technology with discussions about benefits of applying cogeneration technology and barriers to implementing cogeneration technology; (2) applicable federal regulations and permitting issues; (3) descriptions of prime movers commonly used in CHP applications, including discussions about design characteristics, heat-recovery options and equipment, fuels and emissions, efficiency, maintenance, availability, and capital cost; (4) electrical generators and electrical interconnection equipment; (5) cooling and dehumidification equipment; (6) thermodynamic cycle options and configurations; (7) steps for evaluating the technical and economic feasibility of applying cogeneration technology; and (8) information sources.

The assembly includes a transaxle (16) having a two-speed transmission (40) and a drive axle differential (46) disposed in a unitary housing assembly (38), an oil-cooled prime mover or electric motor (14) for driving the transmission input shaft (42), an adapter assembly (24) for supporting the prime mover on the transaxle housing assembly, and a hydraulic system (172) providing pressurized oil flow for cooling and lubricating the electric motor and transaxle and for operating a clutch (84) and a brake (86) in the transmission to shift between the two-speed ratios of the transmission. The adapter assembly allows the prime mover to be supported in several positions on the transaxle housing. The brake is spring-applied and locks the transmission in its low-speed ratio should the hydraulic system fail. The hydraulic system pump is driven by an electric motor (212) independent of the prime mover and transaxle.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    The U.S. Nuclear Regulatory Commission (NRC) has initiated efforts to incorporate risk-informed methods to redefine the scope of the existing 10 CFR 50 regulations (Option 2) and to change the technical requirements of the regulations (Option 3). The overall objectives of these efforts are to enhance plant safety, provide a framework for risk-informed regulations, add flexibility to plant operations, and reduce regulatory burden. The Westinghouse Owners Group (WOG) has a variety of active programs in the risk-informed area, including a program in the Option 2 and Option 3 areas. These two programs will be summarized including the benefits and the technical approach. The purpose of Option 2 is to make changes to the overall scope of structures, systems and components (SSCs) covered by 10 CFR 50 requiring special treatment by formulating new risk-informed safety classification categories that are linked to current definitions of safety-related and important-to-safety. This initiative would permit possible changes to the current special treatment requirements based on risk insights. The Nuclear Energy Institute (NEI) has developed an Option 2 implementation guideline (NEI 00-04 Draft Revision B). The WOG has initiated a program to validate the NEI guideline and to provide an initial cost-benefit assessment of the revised categorization and treatment under Option 2 via trial application to two systems at both Surry Unit 1 and Wolf Creek. The WOG Option 2 program includes consideration of all of the components in the selected systems, regardless of whether or not they are modeled in the respective plant probabilistic risk assessment (PRA) studies. As a result, quantitative risk measures are not available for many of the components being considered. In this case, the WOG program will provide valuable input to the NEI guideline. Additionally, the WOG program extends the use of both of the dominant methodologies for risk-informed ISI (RI-ISI) to address repair and replacement activities of pressure-retaining items per Code Cases under development within ASME. Therefore, feedback is provided on the consideration of passive components for extending both the WOG and Electric Power Research Institute (EPRI) RI-ISI methodologies for piping to all pressure-retaining items. In the Option 3 area, the WOG Large Break Loss-of-Coolant Accident (LBLOCA) Redefinition program is a risk-informed approach to improve select regulations (10 CFR 50.46, Appendix A, and Appendix K) such that the plant licensing basis is focused on LOCA break sizes up to a new maximum size. The new maximum break size will replace the existing requirement to consider break sizes up to and including double ended breaks of the largest primary system piping. Plants will retain the capability to mitigate a break of the largest primary system piping as evaluated using realistic success criteria and assumptions. The WOG is also providing input to the development of a risk-informed 10 CFR 50.44 based on insights from the WOG Severe Accident Management Guidance and plant-specific PRA studies. (authors)

  5. Remediation of Occupied Commercial Property Subject to Widespread Radium-226 Contamination - Confidential Client in the South-West of England - 12570

    AMEC was contacted by a company that managed commercial office space in 2010. High Rn- 222 measurements had been observed throughout the facility and the landlord had been advised to commission a radiological survey of the site. The site had been purchased by the client in the 1990's. Initial desk studies found that the building had operated for around 50 years as a compass factory. Non-intrusive investigation identified widespread Ra-226 contamination. Ra-226 was found in the fabric of the building, in attic spaces, buried under floor boards and underlying car parks. Intrusive investigation was undertaken to estimate volume(s) of waste, waste categories, activity concentrations and the total inventory of radioactive materials on site. This work identified the presence of 180 GBq of Ra-226 on site. A programme of work is currently underway to remediate the site tackling areas posing the greatest risk to site occupants as a priority. We have worked closely with Regulators, our client, and tenants, to decontaminate the fabric of the building whilst areas of the building remain occupied. The radiological risk, from irradiation, ingestion and inhalation (of Ra-226 and Rn- 222) has been assessed before, during and after intervention to minimise the risks to site occupants. Tenants were moved from areas of unacceptable radiological risk to areas unaffected by the presence of radioactive materials. Rn-222 mitigation measures were installed during the remedial operations to minimise the hazard from Rn-222 that was liberated as a result of decontamination activities. Decontamination techniques were required to be sympathetic to the building as the ageing structure was in danger of collapse during several phases of work. The first phase of remediation is now complete and the decontaminated building is being returned for use as office space. The radiological risks have been significantly reduced and, in areas where decontamination was not possible (e.g. due to concerns over the structural integrity of the building), mitigation measures have been installed.   6. What is a low-energy house and who cares?

    Most energy analysts view low-energy houses as good things, yet differ in their expectations of what exactly a low energy house is. There are two intertwining threads to this report. The first is an evaluation of 50 buildings that have been claimed to be low-energy residences, for which monitored energy performance data have been collected. These data represent the preliminary effort in the ongoing update of the Buildings Energy-Use Compilation and Analysis (BECA) data base for new residences. The second thread concerns the definition of a low-energy house. After the elements of a definition are presented, their implications for actors involved in providing housing are identified. Several more tractable definitions are applied to the houses in this compilation. The outcomes illustrate ways in which different interests are served by various definitions. Different definitions can yield very different energy rankings. No single definition of a low-energy house is universally applicable.

    Steven Winter Associates, Inc. (SWA) monitored several advanced mechanical systems within a 2012 deep energy retrofitted home in the small Orlando suburb of Windermere, FL. This report provides performance results of one of the home's heat pump water heaters (HPWH) and the whole-house dehumidifier (WHD) over a six month period. In addition to assessing the energy performance of these systems, this study sought to quantify potential comfort improvements over traditional systems. This information is applicable to researchers, designers, plumbers, and HVAC contractors. Though builders and homeowners can find useful information within this report, the corresponding case studies are a likely better reference for this audience.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.
