    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The home achieves a source energy savings of 32% without the installed photovoltaic (PV) system and 44% savings with the PV system contribution relative to the Building America House Simulation Protocols. This report summarizes the research findings related to heating, ventilation, and air conditioning system performance, estimated and actual energy use of key subsystems, electricity generation by the PV system, and performance of the solar thermal domestic hot water system.

    K. Hovnanian® Homes constructed a 2,253-ft2 single-story slab-on-grade ranch house for an occupied test house (new construction) in Roseville, California. One year of monitoring and analysis focused on the effectiveness of the space conditioning system at maintaining acceptable temperature and relative humidity levels in several rooms of the home, as well as room-to-room differences and the actual measured energy consumption by the space conditioning system. In this home, the air handler unit (AHU) and ducts were relocated to inside the thermal boundary. The AHU was relocated from the attic to a mechanical closet, and the ductwork was located inside an insulated and air-sealed bulkhead in the attic. To describe the performance and comfort in the home, the research team selected representative design days and extreme days from the annual data for analysis. To ensure that temperature differences were within reasonable occupant expectations, the team followed Air Conditioning Contractors of America guidance. At the end of the monitoring period, the occupant of the home had no comfort complaints in the home. Any variance between the modeled heating and cooling energy and the actual amounts used can be attributed to the variance in temperatures at the thermostat versus the modeled inputs.

    This project examines a large-scale renovation project within a 500 unit, 1960's era subsidized urban housing community. This research focuses on the airflow control and window replacement measures implemented as part of the renovations to the low-rise apartment buildings. The window replacement reduced the nominal conductive loss of the apartment enclosure by approximately 15%; air sealing measures reduced measured air leakage by approximately 40% on average.

    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The heating, ventilation, and air conditioning system effectively maintained acceptable temperatures and humidity levels in peak cooling and heating and non-peak operating periods. Discrepancies were found between modeled and actual energy use values, with actual space cooling energy use closest to the corresponding modeled value. Energy consumption predicted for lighting, appliances, and miscellaneous electrical loads was significantly higher than measured amounts, and energy consumption predicted for cooling was significantly lower than measured amounts. A high amount of the 1,600 kWh of PV-generated electricity produced annually was sent to the electric grid every month. The solar thermal DHW system was the main source of hot water for most of the year and performed well; during summer, electrical use by the backup system was rare.

    Large-scale movement of oil by sea entails risks that are compounded by variable weather conditions, occasional human fallibility, and mechanical inadequacies. The Int'l Tanker Owners Pollution Federation was established in 1968 to minimize these risks and to help mitigate the impacts of tanker oil spills. The federation recently recommended measures to improve the effectiveness and efficiency of government and industry to respond to tanker oil spills. These include: the establishment of a database on the properties of various oils/ a formal equipment inventory worldwide/ better training facilities for personnel likely to supervise oil recovery operations/ exchange of information between countries on spill experience and research findings/ and international testing and standardization of equipment.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    Due to political, economical and social conditions dominating the Occupied Palestinian Territories (OPT; consisting of the West Bank, including East Jerusalem, and the Gaza Strip), the Palestinian people and government in the OPT face a multitude of challenges, in relation to governance, development, sustainability, and natural disasters. In this paper, several interventions that form the basis of some present and future Palestinian developmental and planning dilemmas are tackled. Among the challenges the Palestinian people facing are natural disasters. Such disasters have caused enormous losses and have set back economic progress in developed and undeveloped countries alike. On the Palestinian arena, the water shortages, the environmental degradation, and the land and natural resources' depletion, which all go hand in hand with the political conflict in the Middle East, are perceived to be the most significant anthropogenic disasters currently affecting the Palestinian people in the OPT. In addition, natural disasters are significantly considered a potential threat to the OPT's population. Earthquakes in the region are considered a major hazard, with low probability but high adverse impacts. Adding to this, the proposed Red Sea-Dead Sea Conveyance that will bring about two billion cubic meter of saline water from the Red Sea to the Dead Sea will be potentially, if constructed, a huge source of induced earthquakes. Moreover, the future looks not so promising; due to the rapid population growth and the way the cities are developing in the OPT, as more than 50% of the Palestinian population lives in what is defined as 'hazard-prone' areas. These areas are particularly vulnerable, because of their dependence on complex infrastructures. Moreover, the lack of knowledgeable professionals and technical capabilities in the OPT, in regard to disaster-sound management, is another reason for the current chaotic situation.

    The ability to provide safe, habitable, comfortable housing for very low income residents within the target budget of $10,000 presents unique design and construction challenges. However, a number of preliminary conclusions have been inferred as being important concepts relative to the study of affordable housing. The term affordable housing can have many meanings and research is needed to define this explicitly. As it is most often used, affordable housing refers to an economic relationship between the price of housing, household income and current interest rates available from a lending institution. There is no direct relationship between architectural style, construction technology or user needs and the concept of affordability. For any home to be affordable, the home owner must balance the combination of housing needs and desires within the limits of an actual budget. There are many misconceptions that affordable housing must be defined as housing for those who cannot afford the free-market price. The concept of affordable housing must also include a component that recognizes the quality of the housing as an important element of the design and construction. In addition, responses to local climate impacts are necessary and are always part of a regional expression of architectural design. By using careful planning and design it may be possible to construct a limited dwelling unit today for a sum of approximately $10,000. Since the organization of the construction process must involve the owner/occupants as well as other volunteers, the project must not only be well conceived, but well developed and coordinated.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    Oklahoma and the surrounding interior plains region is being studied with respect to the extensive development of earth sheltered housing. An understanding of the occupant responses to this rediscovered dwelling concept is being determined through extended questionnaires and telephone interviews. Statistical evaluation of these responses should suggest regional relationships between the interior human environment and the exterior environment as expressed by earth sheltered architecture. Habitability and passive energy design are the main topics of interest being investigated at Oklahoma State University. Initial results indicate that occupants are generally satisfied with such attributes as structural safety, thermal comfort, and acoustic environment; but have some reservations concerning daylighting, site design, privacy of family members, and energy design and performance. Despite reservations on energy performance, owners have still achieved significant savings in comparison to their previous homes. A most promising fact is that these savings have been realized with little decrease and often an increase in comfort and habitability aspects.

The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes).     Defects are capable of modulating various properties of graphene, and thus controlling defects is useful in the development of graphene-based devices. Here we present first-principles calculations, which reveal a new avenue for defect engineering of graphene: the modulation by defects on the highest occupied molecular orbital (HOMO) energy of a charged monolayer graphene quantum dot (GQD) is discriminative. When the charge of a GQD increases its HOMO energy also increases. Importantly, when the GQD contains one particular class of defects its HOMO energy is sometimes higher and sometimes lower than that of the corresponding GQD without any defects, but when the GQD contains another class of defects its HOMO energy is always higher or lower than that of the corresponding intact GQD as its excess charge reaches a critical value. This discriminative modulation could allow defect engineering to control secondary electron ejection in graphene, leading to a new way to develop graphene-based devices.

    The performance of three homes in San Antonio, Texas with identical floor plans and orientation were evaluated through a partnership between the Florida Solar Energy Center (FSEC), CPS Energy, and Woodside Homes of South Texas. Measurements included whole house gas and electric use as well as heating, cooling, hot water, major appliances and indoor and outdoor conditions. One home built to builder standard practice served as the control, while the other homes demonstrated high performance features. Utility peak electric load comparisons of these dual-fuel homes provide an assessment of envelope and equipment improvements.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills.     Two high performance prototype houses were built in Carbondale, Colorado, as part of the U.S. Department of Energy's Building America (BA) Program. Each prototype was a 1256 ft2 (117 m2), 1-story, 3-bedroom house, and met the local requirements for affordable housing. The National Renewable Energy Laboratory (NREL) performed short-term field testing and DOE-2.2 simulations in support of this project at the end of December 2004. We also installed long-term monitoring equipment in one of the houses, and are currently tracking the performance of key building systems under occupied conditions. One of the houses (designated H1) included a package of cost-effective energy efficiency features that placed it well above the Energy Star level, targeting a Home Energy Rating System (HERS) score of 88-89. The other (designated H2) was a BA research house, targeting a HERS score of 94-95, and 45% whole-house energy savings compared to the BA Benchmark. Preliminary results from the field evaluation indicate that the energy savings for both houses will exceed the design targets established for the project, although the performance of certain building systems, including the ventilation and foundation systems, leave some room for improvement.

    In 2010, Rural Development, Inc. (RDI) completed construction of Wisdom Way Solar Village (WWSV), a community of ten duplexes (20 homes) in Greenfield, MA. RDI was committed to very low energy use from the beginning of the design process throughout construction. Key features include: 1. Careful site plan so that all homes have solar access (for active and passive); 2. Cellulose insulation providing R-40 walls, R-50 ceiling, and R-40 floors; 3. Triple-pane windows; 4. Airtight construction (~0.1 CFM50/ft2 enclosure area); 5. Solar water heating systems with tankless, gas, auxiliary heaters; 6. PV systems (2.8 or 3.4kWSTC); 7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

These data were collected in the 1993 Residential Energy Consumption Survey (RECS) -- the ninth in a series of nationwide energy consumption surveys conducted since 1978 by the Energy Information Administration of the US Department of Energy. Over 7 thousand households were surveyed, representing 97 million households nationwide. A second report, to be released in late 1995, will present statistics on residential energy consumption and expenditures.

    In this project, IBACOS partnered with builder Wathen-Castanos Hybrid Homes to develop a simple and low-cost methodology by which community-scale energy savings can be evaluated based on results at the occupied test house level.Research focused on the builder and trade implementation of a whole-house systems integrated measures package and the actual utility usage in the houses at the community scale of production. Five occupants participated in this community-scale research by providing utility bills and information on occupancy and miscellaneous gas and electric appliance use for their houses. IBACOS used these utility data and background information to analyze the actual energy performance of the houses. Verification with measured data is an important component in predictive energy modeling. The actual utility bill readings were compared to projected energy consumption using BEopt with actual weather and thermostat set points for normalization.

    The performance of three homes in San Antonio, Texas with identical floor plans and orientation were evaluated through a partnership between the Florida Solar Energy Center (FSEC), CPS Energy, and Woodside Homes of South Texas. Measurements included whole house gas and electric use as well as heating, cooling, hot water, major appliances and indoor and outdoor conditions. One home built to builder standard practice served as the control, while the other homes demonstrated high performance features. Utility peak electric load comparisons of these dual-fuel homes provide an assessment of envelope and equipment improvements. The control home used natural gas for space and water heating only, while the improved homes had gas heating and major appliances with the exception of a high efficiency heat pump in one home. Data collection began in July of 2009 and continued through April of 2011. Energy ratings for the homes yielded E-Scales (aka HERS indices) of 86 for the control home, 54 for one improved home and 37 for the other home which has a 2.4kW photovoltaic array.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute`s Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling.     The Building America team Consortium for Advanced Residential Buildings (CARB) investigated a hybrid ventilation method that included the exhaust air from the crawl space as part of an ASHRAE 62.2-compliant whole-house ventilation strategy. The CARB team evaluated this hybrid ventilation method through long-term field monitoring of temperature, humidity, and pressure conditions within the crawl spaces of two homes (one occupied and one unoccupied) in New York state.

The length of the sides of the octagonal front face portion on one tile is equal to the length of the sides of the square front face portion of adjoining tiles to permit formation of an interlocking matrix. Fibrous ceramic sealing material may be placed between radial and tangential facing surfaces of adjacent tiles to limit radial gas flow there between.     There are 11,600,000 apartments occupied in Poland. More than 7,700,000 of these apartments are located in towns. Energy consumption for heating, ventilation and district hot water in residential housing reaches 40% of the national power balance. A portion of district heat distribution and relatively low energy efficiency is characteristic for Polish residential housing. Seventy five percent of apartments in towns are provided with central heating installations and 55% of the entire heat demand in Polish buildings is covered by district heating systems. The total installed heat power of these systems reaches 46,000 MW. The situation with regard to conservation in Polish residential housing is directly related to the legacy of central planning of the national economy and to the current phase of its re-organization to the market-oriented system. The standard value of the overall heat-transfer coefficient for external walls in Poland until 1980 was 1.16 W/m{sup 2}K; at present it is reduced to 0.55 W/m{sup 2}K. There are numerous reasons for the low energy efficiency in residential housing. These reasons are discussed.

  3. Solar PV Project Financing: Regulatory and Legislative Challenges for Third-Party PPA System Owners

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation.
