    A gas distributor for distributing high temperature reaction gases to a fluidized bed of coal particles in a coal gasification process. The distributor includes a pipe with a refractory reinforced lining and a plurality of openings in the lining through which gas is fed into the bed. These feed openings have an expanding tapered shape in the downstream or exhaust direction which aids in reducing the velocity of the gas jets as they enter the bed.

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks. This two part project was designed to complement each other by providing: 1) the infrastructure to plug into and 2) the on-board equipment capable of plugging into the infrastructure. This project generated the largest dataset to date on shore power TSE utilization and use patterns, providing: insight into driver behavior and acceptance; evidence of cost savings; experience with system operations and management; and data for guiding future development of shore power, whether as a private enterprise or a publicly-subsidized service for meeting air quality goals.

    New Mexico State University organized an effort to perform static and dynamic damage-detection tests on the Interstate-40 bridge over the Rio Grande at Albuquerque. The opportunity was available because the 425-ft-long bridge was soon to be replaced. Sandia National Laboratories was asked to provide and operate a shaker that could exert 1000-lb peak amplitude forces for both sinusoidal and random excitations between 2 and 20 Hz. Two Sandia departments collaborated to design and build the shaker, using existing major components connected with Sandia-designed and -fabricated hardware. The shaker was installed and operated successfully for a series of five modal and sinusoidal response tests.

    A fluidized bed heat exchanger is provided in which air is passed through a bed of particulate material containing fuel. A steam-water natural circulation system is provided for heat exchange and the housing of the heat exchanger has a water-wall type construction. Vertical in-bed heat exchange tubes are provided and the air distributor is water-cooled. A water-cooled dust hopper is provided in the housing to collect particulates from the combustion gases and separate the combustion zone from a volume within said housing in which convection heat exchange tubes are provided to extract heat from the exiting combustion gases.

    Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region. Chapter 5 examines how shippers reserve interstate pipeline capacity in the current transportation marketplace and how pipeline companies are handling the secondary market for short-term unused capacity. Four appendices provide supporting data and additional detail on the methodology used to estimate capacity. 32 figs., 15 tabs.

    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    We explain the relationship between Majorana neutrinos, which are their own antiparticles, and Majorana neutrino masses. We point out that Majorana masses would make the neutrinos very distinctive particles, and explain why many theorists strongly suspect that neutrinos do have Majorana masses. The promising approach to confirming this suspicion is to seek neutrinoless double beta decay. We introduce a toy model that illustrates why this decay requires nonzero neutrino masses, even when there are both right-handed and left-handed weak currents.

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.

    State-level accident rates by mode of freight transport have been developed and refined for application to the US Department of Energy`s (DOE`s) environmental mitigation program, which may involve large-quantity shipments of hazardous and mixed wastes from DOE facilities. These rates reflect multi-year data for interstate-registered highway earners, American Association of Railroads member carriers, and coastal and internal waterway barge traffic. Adjustments have been made to account for the share of highway combination-truck traffic actually attributable to interstate-registered carriers and for duplicate or otherwise inaccurate entries in the public-use accident data files used. State-to-state variation in rates is discussed, as is the stability of rates over time. Computed highway rates have been verified with actual carriers of high- and low-level nuclear materials, and the most recent truck accident data have been used, to ensure that the results are of the correct order of magnitude. Study conclusions suggest that DOE use the computed rates for the three modes until (1) improved estimation techniques for highway combination-truck miles by state become available; (2) continued evolution of the railroad industry significantly increases the consolidation of interstate rail traffic onto fewer high-capacity trunk lines; or (3) a large-scale off-site waste shipment campaign is imminent.

    Research highlights: {yields} Legal and economic opinions of free interstate trade of MSW in the US are reviewed. {yields} Economic theory of landfill space as the article of commerce can align opinions. {yields} Waste management policies implied by this economic theory are compared/contrasted. - Abstract: Managing municipal solid waste (MSW) within and across regions is a complex public policy problem. One challenge regards conceptualizing precisely what commodity is to be managed across space and time. The US Supreme Court view is that waste disposal is the article of commerce per se. Some justices, however, have argued that while waste disposal is the article of commerce, its interstate flow could be impeded by states on the grounds that they have the authority to regulate natural resource quality within their boundaries. The argument in this paper is that adopting the economic theory view of the article of commerce as landfill space brings the majority and dissenting US Supreme Court views-and the resulting sides of the public policy dispute-into closer alignment. We discuss waste management policy tools that emerge from this closer alignment that are more likely to both withstand judicial scrutiny and achieve economic efficiency.

    On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C. Circuit Court in February 2008.

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections. Many pipelines cross one or more state boundaries (interstate), while some are located within a single state (intrastate), and still others operate on the Outer Continental Shelf and may or may not extend into one or more states. U.S. pipelines are located in coastal plains, deserts, Arctic tundra, mountains, and more than a mile beneath the water's surface of the Gulf of Mexico (Rabinow 2004; AOPL 2006). The network of crude oil pipelines in the United States is extensive. There are approximately 55,000 miles of crude oil trunk lines (usually 8 to 24 inches in diameter) in the United States that connect regional markets. The United States also has an estimated 30,000 to 40,000 miles of small gathering lines (usually 2 to 6 inches in diameter) located primarily in Texas, Oklahoma, Louisiana, and Wyoming, with small systems in a number of other oil producing states. These small lines gather the oil from many wells, both onshore and offshore, and connect to larger trunk lines measuring 8 to 24 inches in diameter. There are approximately 95,000 miles of refined products pipelines nationwide. Refined products pipelines are found in almost every state in the United States, with the exception of some New England states. These refined product pipelines vary in size from relatively small, 8- to 12-inch-diameter lines, to up to 42 inches in diameter. The overview of pipeline design, installation, and operation provided in the following sections is only a cursory treatment. Readers interested in more detailed discussions are invited to consult the myriad engineering publications available that provide such details. The two primary publications on which the following discussions are based are: Oil and Gas Pipeline Fundamentals (Kennedy 1993) and the Pipeline Rules of Thumb Handbook (McAllister 2002). Both are recommended references for additional reading for those requiring additional details. Websites maintained by various pipeline operators also can provide much useful information, as well as links to other sources of information. In particular, the website maintained by the U.S. Department of Energy's Energy Information Administration (EIA) (http://www.eia.doe.gov) is recommended. An excellent bibliography on pipeline standards and practices, including special considerations for pipelines in Arctic climates, has been published jointly by librarians for the Alyeska Pipeline Service Company (operators of the Trans-Alaska Pipeline System [TAPS]) and the Geophysical Institute/International Arctic Research Center, both located in Fairbanks (Barboza and Trebelhorn 2001), available electronically at http://www.gi.alaska.edu/services/library/pipeline.html codes. The Association of Oil Pipe Lines (AOPL) and the American Petroleum Institute (API) jointly provide an overview covering the life cycle of design, construction, operations, maintenance, economic regulation, and deactivation of liquid pipelines (AOPL/API 2007).

    US Ecology is the private contractor selected to develop and operate low-level waste disposal facilities in the Southwestern and the Central Interstate Compacts. These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

    The 1997 edition of the ``Financial Statistics of Major U.S. Publicly Owned Electric Utilities`` publication presents 5 years (1993 through 1997) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator (Tables 3 through 11) and nongenerator (Tables 12 through 20) summaries are presented in this publication. Five years of summary financial data are provided (Tables 5 through 11 and 14 through 20). Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided in Appendix C. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, ``Annual Report of Public Electric Utilities.`` Public electric utilities file this survey on a fiscal year basis, in conformance with their recordkeeping practices. The EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents. The review indicated that financial indicators differ most according to whether or not a publicly owned electric utility generates electricity. Therefore, the main body of the report provides summary information in generator/nongenerator classifications. 2 figs., 101 tabs.

    This paper will discuss some of the unique aspects of a build/own/operate cogeneration project for an oil refinery in which Foster Wheeler is involved. The organization is constructing a 90 MW plant that will supply 55 MW and 160,000 lb/hr of 600 psi, 700F steam to the Tosco Corporation's 130,000 bd Avon Oil Refinery in Martinez, California. (The refinery is located about 45 miles northeast of San Francisco.) Surplus power production will be sold to the local utility, Pacific Gas and Electric Co. (PG and E). We present case studies of PV financing strategies used by two large commercial retailers that have deployed substantial U.S. PV capacity: IKEA, which owns its PV, and Staples, which purchases power generated from onsite PV systems through power purchase agreements (PPAs). We also analyze the financial considerations that influence any company's choice of PV financing strategy. Our goal in this report is to clarify the financial and institutional costs and benefits of financing strategies and to inform other companies that are considering launching or expanding similar PV programs.

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

    Spacecraft contamination has long been a subject of study in the rarefied gas dynamics community. Professor Mikhail Ivanov coined the term a spacecraft's 'own ambient environment' to describe the effects of natural and satellite driven processes on the conditions encountered by a spacecraft in orbit. Outgassing, thruster firings, and gas and liquid dumps all contribute to the spacecraft's contamination environment. Rarefied gas dynamic modeling techniques, such as Direct Simulation Monte Carlo, are well suited to investigate these spacebased environments. However, many advances were necessary to fully characterize the extent of this problem. A better understanding of modeling flows over large pressure ranges, for example hybrid continuum and rarefied numerical schemes, were required. Two-phase flow modeling under rarefied conditions was necessary. And the ability to model plasma flows for a new era of propulsion systems was also required. Through the work of Professor Ivanov and his team, we now have a better understanding of processes that create a spacecraft's own ambient environment and are able to better characterize these environments. Advances in numerical simulation have also spurred on the development of experimental facilities to study these effects. The relationship between numerical results and experimental advances will be explored in this manuscript.

    The 1982 increase in revenues and net income for the top 100 electric utilities is misleading because the figure is distorted by the allowance for funds used during construction (AFUDC), which overstates the real dollar strength of most investor-owned utilities. A random sampling of profit and loss statements shows that companies heavily involved in plant construction can have AFUDC over 100% of net income. The average is 50% of utility earnings, while cash dividends run 75% of earnings. The problem is short-term, however, and will diminish as construction is completed. A summary of utility performance presents earnings growth statistics, sales data and comparisons, financial statistics, and income statistics and comparisons.   6. Who Owns Renewable Energy Certificates? An Exploration of PolicyOptions and Practice

    Renewable energy certificates (RECs) represent the bundle of information that describes the characteristics of renewable electricity generation, and may be (and increasingly are) sold separately from the underlying electricity itself. RECs are a relatively new phenomenon, emerging as a tradable commodity in voluntary markets in the late 1990s, and gaining strength as a means of compliance with various state policy requirements affecting renewable generation in the early 2000s (Holt and Bird 2005). Twenty states and Washington, D.C. now have mandatory renewables portfolio standard (RPS) obligations, and most of these may be satisfied by owning and retiring RECs. Many states also have fuel source and emissions disclosure requirements, for which RECs are useful. Even where state policy does not allow unbundled and fully tradable RECs to meet these requirements, RECs may still be used as an accounting and verification tool (REC tracking systems are in place or under development in many regions of the U.S.). These applications, plus REC trading activity in support of voluntary green claims, give rise to potential ''double counting'' to the extent that the purchaser of the RECs and the purchaser of the underlying electricity both make claims to the renewable energy attributes of the facility in question (Hamrin and Wingate 2003). When renewable electricity is sold and purchased, an important question therefore arises: ''Who owns the RECs created by the generation of renewable energy?'' In voluntary transactions, most agree that the question of REC ownership can and should be negotiated between the buyer and the seller privately, and should be clearly established by contract. Claims about purchasing renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. In these cases, the issue of REC ownership must often be answered by legislative or regulatory authorities. Some renewable energy contracts pre-date the existence of RECs, however, and in these cases the disposition of RECs is often unclear. Similarly, because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. The purpose of this report is to provide information and insight to state policy-makers, utility regulators, and others about different approaches to clarifying the ownership of RECs. We focus exclusively on three distinct areas in which REC ownership issues have arisen: (1) Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978; (2) Customer-owned generation that benefits from state net metering rules; and (3) Generation facilities that receive financial incentives from state or utility funds. This is a survey report. It reviews how both the federal government and states have addressed these issues to date, and highlights the arguments that have been raised for different REC ownership dispositions. Our aim is to describe the arguments on each side, and the context for the debates that are occurring. We do not, in this report, provide a list of policy recommendations for how policymakers should be addressing these issues.

    Because state-owned oil and gas companies dominate Oil and Gas Journal's list of largest non-US producers, data aren't fully comparable with those of the OGJ300. Many state companies report only production and reserves, with little or no financial data. Companies on the OGJ100, therefore, cannot be ranked by assets or revenues. Instead, they are listed by regions, based on location of corporate headquarters. There was no change in makeup of the top 20 holders of crude oil reserves. These companies' reserves totaled 872.3 billion bbl in 1993. The top 20 non-US companies now control 87.3 % of total world crude oil reserves, according to OGJ estimates. This is up marginally from 87.2 % of total world oil reserves in 1992. The top 20 had 87.7 % of total world reserves in 1991 and 85.5 % in 1990. The table lists company name, total assets, revenues, net income, capital and exploratory expenditures, worldwide oil production, gas production, oil and gas reserves worldwide.

    Reducing health inequities and improving the health of communities require an informed public that is aware of the social determinants of health and how policies and programs have an impact on the health of their communities. People Assessing Their Health (PATH) is a process that uses community-driven health impact assessment to build the capacity of people to become active participants in the decisions that affect the well-being of their community. The PATH process is both a health promotion and a community development approach that builds people's ability to bring critical analysis to a situation and to engage in effective social action to bring about desired change. Because it increases analytical skills and provides communities with their own unique tool to assess the potential impact of projects, programs or policies on the health and well-being of their community it is an empowering process. PATH was originally used in three communities in northeastern Nova Scotia, Canada in 1996 when the Canadian health care system was being restructured to a more decentralized system. Since then it has been used in other communities in Nova Scotia and India. This paper will describe the PATH process and the use of the community health impact assessment as well as the methodology used in the PATH process. The lessons learned from PATH's experiences of building capacity among the community in Canada and India will be presented.

  14. Actual Versus Estimated Utility Factor of a Large Set of Privately Owned Chevrolet Volts

    In order to determine the overall fuel economy of a plug-in hybrid electric vehicle (PHEV), the amount of operation in charge depleting (CD) versus charge sustaining modes must be determined. Mode of operation is predominantly dependent on customer usage of the vehicle and is therefore highly variable. The utility factor (UF) concept was developed to quantify the distance a group of vehicles has traveled or may travel in CD mode. SAE J2841 presents a UF calculation method based on data collected from travel surveys of conventional vehicles. UF estimates have been used in a variety of areas, including the calculation of window sticker fuel economy, policy decisions, and vehicle design determination. The EV Project, a plug-in electric vehicle charging infrastructure demonstration being conducted across the United States, provides the opportunity to determine the real-world UF of a large group of privately owned Chevrolet Volt extended range electric vehicles. Using data collected from Volts enrolled in The EV Project, this paper compares the real-world UF of two groups of Chevrolet Volts to estimated UF's based on J2841. The actual observed fleet utility factors (FUF) for the MY2011/2012 and MY2013 Volt groups studied were observed to be 72% and 74%, respectively. Using the EPA CD ranges, the method prescribed by J2841 estimates a FUF of 65% and 68% for the MY2011/2012 and MY2013 Volt groups, respectively. Volt drivers achieved higher percentages of distance traveled in EV mode for two reasons. First, they had fewer long-distance travel days than drivers in the national travel survey referenced by J2841. Second, they charged more frequently than the J2841 assumption of once per day - drivers of Volts in this study averaged over 1.4 charging events per day. Although actual CD range varied widely as driving conditions varied, the average CD ranges for the two Volt groups studied matched the EPA CD range estimates, so CD range variation did not affect FUF results.

  15. Final Technical Report. Sault Tribe Building Efficiency Audits of Tribally-Owned Governmental Buildings and Residential Tribal Housing

    The Tribe is working to reduce energy consumption and expense in Tribally-owned governmental buildings and low income housing sites. In 2009, the Tribe applied to the U. S. Department of Energy for funding to conduct energy audits of Tribally-owned governmental buildings. Findings from the energy audits would define the extent and types of energy efficiency improvements needed, establish a basis for energy priorities, strategies and action plans, and provide a benchmark for measuring improvements from energy efficiency implementations. In 2010, the DOE awarded a grant in the amount of $95,238 to the Tribe to fund the energy audits of nine governmental buildings and to pay for travel expenses associated with attendance and participation at the DOE annual program reviews. In 2011, the Tribe applied for and was awarded a DOE grant in the amount of $75,509 to conduct energy audits of the remaining 30 Tribally-owned governmental buildings. Repeating mobilization steps performed during the first DOE energy audits grant, the Tribe initiated the second round of governmental building energy audits by completing energy auditor procurement. The selected energy auditor successfully passed DOE debarment and Sault Tribe background clearances. The energy audits contract was awarded to U. P. Engineers and Architects, Inc. of Sault Ste. Marie, Michigan. The Tribe continued mobilizing for the energy audits by providing the energy auditor with one year of electric, gas and water utility invoice copies per building, as well as supplemental building information, such as operating hours. The Tribe also contacted building occupants to coordinate scheduling for the on-site energy audit inspections and arranged for facilities management personnel to guide the energy auditor through the buildings and answer questions regarding building systems.

    About 11:40 a.m. central daylight saving time on July 30, 1988, Iowa Interstate Railroad Ltd. (IAIS) freight trains Extra 470 West and Extra 406 East collided head on within the yard limits of Altoona, Iowa, about 10 miles east of Des Moines, Iowa. All 5 locomotive units from both trains; 11 cars of Extra 406 East; and 3 cars, including two tank cars containing denatured alcohol, of Extra 470 West derailed. The denatured alcohol, which was released through the pressure relief valves and the manway domes of the two derailed tank cars, was ignited by the fire resulting from the collision of the locomotives. Both crew members of Extra 470 West were fatally injured; the two crew members of Extra 406 East were only slightly injured. The estimated damage (including lading) as a result of this accident exceeded $1 million. The major safety issues in the accident include operational methods employed by the IAIS, training and selection of train and engine personnel, supervisory oversight by the IAIS, design of closure fittings on hazardous materials rail tanks, and oversight of regional railroads by the Federal Railroad Administration.

    There are more than 250 forms of US Department of Energy (DOE)-owned spent nuclear fuel (SNF). Due to the variety of the spent nuclear fuel, the National Spent Nuclear Fuel Program has designated nine representative fuel groups for disposal criticality analyses based on fuel matrix, primary fissile isotope, and enrichment. The Fort Saint Vrain reactor (FSVR) SNF has been designated as the representative fuel for the Th/U carbide fuel group. The FSVR SNF consists of small particles (spheres of the order of 0.5-mm diameter) of thorium carbide or thorium and high-enriched uranium carbide mixture, coated with multiple, thin layers of pyrolytic carbon and silicon carbide, which serve as miniature pressure vessels to contain fission products and the U/Th carbide matrix. The coated particles are bound in a carbonized matrix, which forms fuel rods or ''compacts'' that are loaded into large hexagonal graphite prisms. The graphite prisms (or blocks) are the physical forms that are handled in reactor loading and unloading operations, and which will be loaded into the DOE standardized SNF canisters. The results of the analyses performed will be used to develop waste acceptance criteria. The items that are important to criticality control are identified based on the analysis needs and result sensitivities. Prior to acceptance to fuel from the Th/U carbide fuel group for disposal, the important items for the fuel types that are being considered for disposal under the Th/U carbide fuel group must be demonstrated to satisfy the conditions determined in this report.

    The use of hydrogen in the energy sector of the United States is projected to increase significantly in the future. Current uses are predominantly in the petroleum refining sector, with hydrogen also being used in the manufacture of chemicals and other specialized products. Growth in hydrogen consumption is likely to appear in the refining sector, where greater quantities of hydrogen will be required as the quality of the raw crude decreases, and in the mining and processing of tar sands and other energy resources that are not currently used at a significant level. Furthermore, the use of hydrogen as a transportation fuel has been proposed both by automobile manufacturers and the federal government. Assuming that the use of hydrogen will significantly increase in the future, there would be a corresponding need to transport this material. A variety of production technologies are available for making hydrogen, and there are equally varied raw materials. Potential raw materials include natural gas, coal, nuclear fuel, and renewables such as solar, wind, or wave energy. As these raw materials are not uniformly distributed throughout the United States, it would be necessary to transport either the raw materials or the hydrogen long distances to the appropriate markets. While hydrogen may be transported in a number of possible forms, pipelines currently appear to be the most economical means of moving it in large quantities over great distances. One means of controlling hydrogen pipeline costs is to use common rights-of-way (ROWs) whenever feasible. For that reason, information on hydrogen pipelines is the focus of this document. Many of the features of hydrogen pipelines are similar to those of natural gas pipelines. Furthermore, as hydrogen pipeline networks expand, many of the same construction and operating features of natural gas networks would be replicated. As a result, the description of hydrogen pipelines will be very similar to that of natural gas pipelines. The following discussion will focus on the similarities and differences between the two pipeline networks. Hydrogen production is currently concentrated in refining centers along the Gulf Coast and in the Farm Belt. These locations have ready access to natural gas, which is used in the steam methane reduction process to make bulk hydrogen in this country. Production centers could possibly change to lie along coastlines, rivers, lakes, or rail lines, should nuclear power or coal become a significant energy source for hydrogen production processes. Should electrolysis become a dominant process for hydrogen production, water availability would be an additional factor in the location of production facilities. Once produced, hydrogen must be transported to markets. A key obstacle to making hydrogen fuel widely available is the scale of expansion needed to serve additional markets. Developing a hydrogen transmission and distribution infrastructure would be one of the challenges to be faced if the United States is to move toward a hydrogen economy. Initial uses of hydrogen are likely to involve a variety of transmission and distribution methods. Smaller users would probably use truck transport, with the hydrogen being in either the liquid or gaseous form. Larger users, however, would likely consider using pipelines. This option would require specially constructed pipelines and the associated infrastructure. Pipeline transmission of hydrogen dates back to late 1930s. These pipelines have generally operated at less than 1,000 pounds per square inch (psi), with a good safety record. Estimates of the existing hydrogen transmission system in the United States range from about 450 to 800 miles. Estimates for Europe range from about 700 to 1,100 miles (Mohipour et al. 2004; Amos 1998). These seemingly large ranges result from using differing criteria in determining pipeline distances. For example, some analysts consider only pipelines above a certain diameter as transmission lines. Others count only those pipelines that transport hydrogen from a producer to a customer (e.g., t

    The overall purpose of this study is to provide information and guidance to the Office of Environmental Management of the U.S. Department of Energy (DOE) about the level of characterization necessary to dispose of DOE-owned spent nuclear fuel (SNF). The disposal option modeled was codisposal of DOE SNF with defense high-level waste (DHLW). A specific goal was to demonstrate the influence of DOE SNF, expected to be minor, in a predominately commercial repository using modeling conditions similar to those currently assumed by the Yucca Mountain Project (YMP). A performance assessment (PA) was chosen as the method of analysis. The performance metric for this analysis (referred to as the 1997 PA) was dose to an individual; the time period of interest was 100,000 yr. Results indicated that cumulative releases of 99Tc and 237Np (primary contributors to human dose) from commercial SNF exceed those of DOE SNF both on a per MTHM and per package basis. Thus, if commercial SNF can meet regulatory performance criteria for dose to an individual, then the DOE SNF can also meet the criteria. This result is due in large part to lower burnup of the DOE SNF (less time for irradiation) and to the DOE SNF's small percentage of the total activity (1.5%) and mass (3.8%) of waste in the potential repository. Consistent with the analyses performed for the YMP, the 1997 PA assumed all cladding as failed, which also contributed to the relatively poor performance of commercial SNF compared to DOE SNF.

    Environmental assessments and remediation activities are being conducted by the U.S. Department of Energy (DOE) at the Paducah Gaseous Diffusion Plant (PGDP), Paducah, Kentucky. The Oak Ridge Institute for Science and Education (ORISE), a DOE prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct radiation dose modeling analyses and derive single radionuclide soil guidelines (soil guidelines) in support of the derivation of Authorized Limits (ALs) for 'DOE-Owned Property Outside the Limited Area' ('Property') at the PGDP. The ORISE evaluation specifically included the area identified by DOE restricted area postings (public use access restrictions) and areas licensed by DOE to the West Kentucky Wildlife Management Area (WKWMA). The licensed areas are available without restriction to the general public for a variety of (primarily) recreational uses. Relevant receptors impacting current and reasonably anticipated future use activities were evaluated. In support of soil guideline derivation, a Conceptual Site Model (CSM) was developed. The CSM listed radiation and contamination sources, release mechanisms, transport media, representative exposure pathways from residual radioactivity, and a total of three receptors (under present and future use scenarios). Plausible receptors included a Resident Farmer, Recreational User, and Wildlife Worker. single radionuclide soil guidelines (outputs specified by the software modeling code) were generated for three receptors and thirteen targeted radionuclides. These soil guidelines were based on satisfying the project dose constraints. For comparison, soil guidelines applicable to the basic radiation public dose limit of 100 mrem/yr were generated. Single radionuclide soil guidelines from the most limiting (restrictive) receptor based on a target dose constraint of 25 mrem/yr were then rounded and identified as the derived soil guidelines. An additional evaluation using the derived soil guidelines as inputs into the code was also performed to determine the maximum (peak) dose for all receptors. This report contains the technical basis in support of the DOE?s derivation of ALs for the 'Property.' A complete description of the methodology, including an assessment of the input parameters, model inputs, and results is provided in this report. This report also provides initial recommendations on applying the derived soil guidelines.

The system can be expanded to control lights and space-conditioning equipment. The company is willing to negotiate with other firms to market the panels.     We compare simulated fuel economy and emissions for both conventional and hybrid class 8 heavy-duty diesel trucks operating over multiple urban and highway driving cycles. Both light and heavy freight loads were considered, and all simulations included full aftertreatment for NOx and particulate emissions controls. The aftertreatment components included a diesel oxidation catalyst (DOC), urea-selective catalytic NOx reduction (SCR), and a catalyzed diesel particulate filter (DPF). Our simulated hybrid powertrain was configured with a pre-transmission parallel drive, with a single electric motor between the clutch and gearbox. A conventional HD truck with equivalent diesel engine and aftertreatment was also simulated for comparison. Our results indicate that hybridization can significantly increase HD fuel economy and improve emissions control in city driving. However, there is less potential hybridization benefit for HD highway driving. A major factor behind the reduced hybridization benefit for highway driving is that there are fewer opportunities to utilize regenerative breaking. Our aftertreatment simulations indicate that opportunities for passive DPF regeneration are much greater for both hybrid and conventional trucks during highway driving due to higher sustained exhaust temperatures. When passive DPF regeneration is extensively utilized, the fuel penalty for particulate control is virtually eliminated, except for the 0.4%-0.9% fuel penalty associated with the slightly higher exhaust backpressure.

    This invention is an improved distillation sequence for the separation and purification of ethylene from a cracked gas. A hydrocarbon feed enters a C2 distributor column. The top of the C2 distributor column is thermally coupled to an ethylene distributor column, and the bottoms liquid of a C2 distributor column feeds a deethanizer column. The C2 distributor column utilizes a conventional reboiler. The top of the ethylene distributor is thermally coupled with a demethanizer column, and the bottoms liquid of the ethylene distributor feeds a C2 splitter column. The ethylene distributor column utilizes a conventional reboiler. The deethanizer and C2 splitter columns are also thermally coupled and operated at a substantially lower pressure than the C2 distributor column, the ethylene distributor column, and the demethanizer column. Alternatively, a hydrocarbon feed enters a deethanizer column. The top of the deethanizer is thermally coupled to an ethylene distributor column, and the ethylene distributor column utilizes a conventional reboiler. The top of the ethylene distributor column is thermally coupled with a demethanizer column, and the bottoms liquid of the ethylene distributor column feeds a C2 splitter column. The C2 splitter column operates at a pressure substantially lower than the ethylene distributor column, the demethanizer column, and the deethanizer column.

    Antitrust may be the approach natural gas end users need to gain access to gas transmission when pipelines or utilities allegedly resist carriage. Two pending suits could help ease the way for those who have trouble negotiating contract carriage of their self-help gas, and could help set precedents in similar antitrust suits. The cases involve a Colorade brick company's suit against Colorado Interstate Gas Co. and the State of Illinois' suit against Panhandle Eaton Pipeline Co. The issue is whether pipeline companies violate antitrust laws by refusing to carry fuel in competition with their own sales.

    The paper discusses the practical issues involved in constructing intermodal freight networks that can be used within GIS platforms to support inter-regional freight routing and subsequent (for example, commodity flow) analysis. The procedures described can be used to create freight-routable and traffic flowable interstate and intermodal networks using some combination of highway, rail, water and air freight transportation. Keys to realistic freight routing are the identification of intermodal transfer locations and associated terminal functions, a proper handling of carrier-owned and operated sub-networks within each of the primary modes of transport, and the ability to model the types of carrier services being offered.

    The guidance manual provides guidance to municipal personnel in understanding hazardous waste requirements of the Resource Conservation and Recovery Act (RCRA) and the implications of these RCRA requirements for the wastewater treatment plant operated by your municipality, for your local pretreatment program, and for local industries served by the treatment plant. The primary purpose of the manual is the RCRA notification requirement specified in the General Pretreatment Regulations. The manual focuses on Subtitle C requirements. (Subtitle C is directly applicable to industries since this program regulates generators, transporters, and disposers of hazardous waste). The manual also provides a general understanding of how federal RCRA requirements for hazardous waste affect industrial users. The manual also will be helpful in complying with any applicable federal requirements incumbent upon your POTW under Subtitle C of RCRA.     The objective of this study was to examine and document the issues surrounding the curtailment in commercialization of large-scale electric storage projects. It was sensed that if these issues could be uncovered, then efforts might be directed toward clearing away these barriers and allowing these technologies to penetrate the market to their maximum potential. Joint-ownership of these projects was seen as a possible solution to overcoming the major barriers, particularly economic barriers, of commercializaton. Therefore, discussions with partners involved in four pumped storage projects took place to identify the difficulties and advantages of joint-ownership agreements. The four plants surveyed included Yards Creek (Public Service Electric and Gas and Jersey Central Power and Light); Seneca (Pennsylvania Electric and Cleveland Electric Illuminating Company); Ludington (Consumers Power and Detroit Edison, and Bath County (Virginia Electric Power Company and Allegheny Power System, Inc.). Also investigated were several pumped storage projects which were never completed. These included Blue Ridge (American Electric Power); Cornwall (Consolidated Edison); Davis (Allegheny Power System, Inc.) and Kttatiny Mountain (General Public Utilities). Institutional, regulatory, technical, environmental, economic, and special issues at each project were investgated, and the conclusions relative to each issue are presented. The major barriers preventing the growth of energy storage are the high cost of these systems in times of extremely high cost of capital, diminishing load growth and regulatory influences which will not allow the building of large-scale storage systems due to environmental objections or other reasons. However, the future for energy storage looks viable despite difficult economic times for the utility industry. Joint-ownership can ease some of the economic hardships for utilites which demonstrate a need for energy storage.

    An apparatus for recovering ethylene from a hydrocarbon feed stream, where the apparatus is a single distillation column pressure shell encasing an upper region and a lower region. The upper region houses an ethylene distributor rectifying section and the lower region houses a C2 distributor section and an ethylene distributor stripping section. Vapor passes from the lower region into the upper region, and liquid passes from the upper region to the lower region. The process for recovering the ethylene is also disclosed. The hydrocarbon feed stream is introduced into the C2 distributor section, and after a series of stripping and refluxing steps, distinct hydrocarbon products are recovered from the C2 distributor section, the ethylene distributor stripping section, and the ethylene distributor rectifying section, respectively.

    The Natural Gas Transmission and Distribution Model (NGTDM) is the component of the National Energy Modeling System (NEMS) that is used to represent the domestic natural gas transmission and distribution system. NEMS was developed in the Office of integrated Analysis and Forecasting of the Energy information Administration (EIA). NEMS is the third in a series of computer-based, midterm energy modeling systems used since 1974 by the EIA and its predecessor, the Federal Energy Administration, to analyze domestic energy-economy markets and develop projections. The NGTDM is the model within the NEMS that represents the transmission, distribution, and pricing of natural gas. The model also includes representations of the end-use demand for natural gas, the production of domestic natural gas, and the availability of natural gas traded on the international market based on information received from other NEMS models. The NGTDM determines the flow of natural gas in an aggregate, domestic pipeline network, connecting domestic and foreign supply regions with 12 demand regions. The methodology employed allows the analysis of impacts of regional capacity constraints in the interstate natural gas pipeline network and the identification of pipeline capacity expansion requirements. There is an explicit representation of core and noncore markets for natural gas transmission and distribution services, and the key components of pipeline tariffs are represented in a pricing algorithm. Natural gas pricing and flow patterns are derived by obtaining a market equilibrium across the three main elements of the natural gas market: the supply element, the demand element, and the transmission and distribution network that links them. The NGTDM consists of four modules: the Annual Flow Module, the Capacity F-expansion Module, the Pipeline Tariff Module, and the Distributor Tariff Module. A model abstract is provided in Appendix A.

    The manual is directed towards two types of facilities: First, guidance is to POTWs that wish to preclude the entry of hazardous wastes into their facilities and avoid regulation and liability under RCRA. Administrative/technical recommendations for control of such wastes is provided, many of which are already in use by POTWs. Second, the responsibilities of POTWs that choose to accept hazardous wastes from truck, rail, or dedicated pipeline are discussed, including relevant regulatory provisions, strict liability and corrective action requirements for releases, and recommended procedures for waste acceptance/management. The manual describes the RCRA regulatory status of wastes that POTW operators typically may encounter. The manual includes a Waste Monitoring Plan. Appendices give the following: RCRA lists; RCRA listed hazardous wastes; examples of POTW sewer use ordinance language, waste hauler permit; waste tracking form, notification of hazardous waste activity; uniform hazardous waste manifest; biennial hazardous waste report; and state hazardous waste contacts.

    The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

  18. Analysis of gas chilling alternatives for Arctic pipelines

    The operation of buried natural gas pipelines in Arctic regions requires installation of gas chilling facilities at compressor stations. These facilities are required in order to cool compressed pipeline gases to temperatures below that of permanently frozen surrounding soil. If these pipeline gas temperatures are too high, the frozen ground around the pipelines will eventually thaw. This is undesirable for many reasons amongst which are ground settlement and possible catastrophic failure of the pipeline. This paper presents the results of a study which compared several alternative methods of gas chilling for possible application at one of the compressor stations on the proposed new Yamal-Center gas pipeline system in the Russian Arctic. This technical and economic study was performed by Gulf Interstate Engineering (GIE) for GAZPROM, the gas company in Russia that will own and operate this new pipeline system. Geotechnical, climatical and other information provided by GAZPROM, coupled with information developed by GIE, formed the basis for this study.

    In 1978, ships began unloading LNG from Algeria at Cove Point`s berthing facilities 1.25 miles offshore. An underwater pipeline transported the LNG to land, where it was stored in the terminal`s four 140-foot-high cryogenic storage tanks. When the LNG was needed, the terminals 10 vaporizers converted it back to gas for send out via an 87-mile-long, 36-inch-diameter pipeline linking the terminal with interstate pipelines of CNG Transmission Corp. and Columbia Gas Transmission Corp. in Loudon County, Va. But Cove Point handled only about 80 shiploads of LNG before shutting down in December 1980, after a dispute about gas prices between US customers and Algeria. The plant sat dormant until the natural gas industry`s deregulation under Order 636. Deregulation resulted in major pipelines abandoning their sales service, and gas distributors and large customers found it was now their obligation to ensure that they had adequate gas supplies during winter peak-demand periods. Enter Cove Point`s peaking capabilities. They had to add the liquefaction unit and recommission other parts of the plant, but the timing was right. Cove Point`s new liquefaction unit is liquefying about 15 million cubic feet (MMcf) of LNG per day of domestic gas. It chills the gas to {minus}260 degrees Fahrenheit to turn it into a liquid for injection and storage in one of the facility`s double-walled insulated tanks. During its initial injection season, which ends Dec. 15, Cove Point is expected to produce enough LNG to almost fill one tank, which can store up to 1.25 billion cubic feet (Bcf). Were the gas not intended for peak-shaving purposes, it would be enough to supply 14,000 homes for a year. As it is, most of the gas will be returned as pipeline gas, during next January and February`s expected cold snaps, to the utilities and users who supplied it. Cove Point`s initial daily sendout capacity is about 400 MMcf.

    A unique opportunity for cooperation and community development exists in Harrisonburg, Virginia. James Madison University, located in Harrisonburg, is undergoing an aggressive growth plan of its academic base which also includes the physical expansion of its campus. The City of Harrisonburg is presently supplying steam to meet a portion of the heating needs of the existing James Madison campus from a city owned and operated waste-to-energy plant. In an effort of cooperation, Harrisonburg and James Madison University have now negotiated an agreement for the city to provide all of the heating and cooling requirements of the new campus expansion. In another unique turn of events, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project in order to reduce and maintain existing electric rates thus further benefiting the community. Through the cooperation of these three entities, the conceptual design phase of the project has been completed. The plant design developed through this process includes 3,000 tons of chilled water capacity, an additional 64,000 lb/hr of steam capacity and 2.5 MW of cogeneration capacity. This paper describes the conceptual design process for this interesting project.

  2. Development of an International Electric Cooperative Initiative on Energy Efficiency

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    Dedication is the process of making a commercial-grade item into a basic component that can be installed in safety systems. This process ensures that the commercially manufactured items are of the same or equivalent form, fit, function, and materials as the originally provided safety item. This process must ensure that the original utility's equipment qualification program is maintained per licensing commitments to 10CFR50.49 and general design criterion No. 4. Today, utilities recognize the need for establishing a dedication program to provide the flexibility in obtaining replacement items directly from the original manufacturers. This need has arisen because (a) most system houses, large manufacturers, and component manufacturers will sell their products only through distributors as straight commercial-grade items or only service former clients, and (b) lack of competition for specific safety-related items has resulted in excessive hardware cost and very long delivery schedules, which could affect plant availability. The vehicle for utilities to obtain safety-related items is to establish and manage a comprehensive dedication program for their own use or provide the direction for a nuclear supplier to follow. This paper provides both utilities and nuclear suppliers insight into the complexities of a dedication program. This insight is provided from our experience as a utilities agent and as a third-party nuclear supplier.

  4. Performance assessment of the direct disposal in unsaturated tuff or spent nuclear fuel and high-level waste owned by USDOE: Volume 2, Methodology and results

    This assessment studied the performance of high-level radioactive waste and spent nuclear fuel in a hypothetical repository in unsaturated tuff. The results of this 10-month study are intended to help guide the Office of Environment Management of the US Department of Energy (DOE) on how to prepare its wastes for eventual permanent disposal. The waste forms comprised spent fuel and high-level waste currently stored at the Idaho National Engineering Laboratory (INEL) and the Hanford reservations. About 700 metric tons heavy metal (MTHM) of the waste under study is stored at INEL, including graphite spent nuclear fuel, highly enriched uranium spent fuel, low enriched uranium spent fuel, and calcined high-level waste. About 2100 MTHM of weapons production fuel, currently stored on the Hanford reservation, was also included. The behavior of the waste was analyzed by waste form and also as a group of waste forms in the hypothetical tuff repository. When the waste forms were studied together, the repository was assumed also to contain about 9200 MTHM high-level waste in borosilicate glass from three DOE sites. The addition of the borosilicate glass, which has already been proposed as a final waste form, brought the total to about 12,000 MTHM.

In a cooperative effort, the City of Harrisonburg and James Madison University have negotiated an agreement for the city to provide all of the heating and cooling requirements of the new campus expansion. This is unique in that the university is essentially {open_quotes}outsourcing{close_quotes} its need for heating and cooling to the local municipality in order to avoid the capital expenditure of constructing its own facility. Also, the central plant is not required to conform to an existing situation; a central heating and cooling facility is being designed to meet the requirements of a yet-to-be-constructed customer enabling optimum designs to be incorporated by both parties. In another unique development, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project thus further benefiting the community. Through the cooperation of these three entities, a unique alliance has been formed and a rare project has been birthed. This paper will focus on the project`s partnering relationships as well as a review of the plant design and construction process. Finally, the current status of the project will be addressed. The plant design includes 3,000 tons of chilled water capacity, an additional 70,000 lb/hr of steam capacity (in addition to the existing resource recovery facility) along with 2.5 MW of cogeneration capacity.

    A system for reducing combustion dynamics in a combustor includes an end cap having an upstream surface axially separated from a downstream surface, and tube bundles extend through the end cap. A diluent supply in fluid communication with the end cap provides diluent flow to the end cap. Diluent distributors circumferentially arranged inside at least one tube bundle extend downstream from the downstream surface and provide fluid communication for the diluent flow through the end cap. A method for reducing combustion dynamics in a combustor includes flowing fuel through tube bundles that extend axially through an end cap, flowing a diluent through diluent distributors into a combustion chamber, wherein the diluent distributors are circumferentially arranged inside at least one tube bundle and each diluent distributor extends downstream from the end cap, and forming a diluent barrier in the combustion chamber between at least one pair of adjacent tube bundles.

    States are moving forward with implementation plans for the Clean Air Interstate Rule (CAIR). The program, promulgated by the EPA in March 2005, is a cap-and-trade system designed to reduce emissions of SO2 and NOx. States originally had until March 2007 to submit implementation plans, but the deadline has been extended by another year. CAIR covers 28 eastern states and the District of Columbia. States have the option to participate in the cap-and trade plan or devise their own plans, which can be more stringent than the federal requirements. To date, no state has indicated an intent to form NOx and SO2 programs with emissions limits stricter than those in CAIR, and it is expected that all states will participate in the Environmental Protection Agency administered cap-and-trade program. CAIR remains on schedule for implementation, and Annual Energy Outlook 2008 includes CAIR by assuming that all required states will meet only the federal requirement and will trade credits.
