    Traditionally the probabilistic ranking principle is used to rank the search results while the ranking based on expected profits is used for paid placement of ads. These rankings try to maximize the expected utilities based on the user click models. Recent empirical analysis on search engine logs suggests a unified click models for both ranked ads and search results. The segregated view of document and ad rankings does not consider this commonality. Further, the used models consider parameters of (i) probability of the user abandoning browsing results (ii) perceived relevance of result snippets. But how to consider them for improved ranking is unknown currently. In this paper, we propose a generalized ranking function---namely "Click Efficiency (CE)"---for documents and ads based on empirically proven user click models.     We investigate index theory in the context of Dirac operators coupled to superconnections. In particular, we prove a local index theorem for such operators, and for families of such operators.     We examine the Seidel aberrations of thin spherical lenses composed of media with refractive index not restricted to be positive. We find that consideration of this expanded parameter space allows reduction or elimination of more aberrations than is possible with only positive index media. In particular we find that spherical lenses possessing real aplanatic focal points are possible only with negative index. We perform ray tracing, using custom code that relies only on Maxwell's equations and conservation of energy, that confirms the results of the aberration calculations.

The focus is on hadronic decays, in particular an overview of the current status of top quark taggers in physics analyses is presented.     The responsibility for safely managing the Tank Farms at Hanford belongs to Lockheed Martin Hanford Corporation which is part of the six company Project Hanford Management Team led by Fluor Daniel Hanford, Inc.. These Tank Farm Facilities contain numerous outdoor contamination areas which are surveyed at a periodicity consistent with the potential radiological conditions, occupancy, and risk of changes in radiological conditions. This document describes the survey documentation and data tracking method devised to track the results of contamination surveys this process is referred to as indexing. The indexing process takes a representative data set as an indicator for the contamination status of the facility. The data are further manipulated into a single value that can be tracked and trended using standard statistical methodology. To report meaningful data, the routine contamination surveys must be performed in a manner that allows the survey method and the data collection process to be recreated. Three key criteria are necessary to accomplish this goal: Accurate maps, consistent documentation, and consistent consolidation of data meeting these criteria provides data of sufficient quality to be tracked. Tracking of survey data is accomplished by converting the individual survey results into a weighted value, corrected for the actual number of survey points. This information can be compared over time using standard statistical analysis to identify trends. At the Tank Farms, the need to track and trend the facility`s radiological status presents unique challenges. Many of these Tank Farm facilities date back to the second world war. The Tank Farm Facilities are exposed to weather extremes, plant and animal intrusion, as well as all of the normal challenges associated with handling radiological waste streams. Routine radiological surveys did not provide a radiological status adequate for continuing comparisons.

    This paper presents an overview of recent experimental progress towards understanding H-mode transition physics and scaling. Terminology and techniques for studying H-mode are reviewed and discussed. The model of shear E x B flow stabilization of edge fluctuations at the L-H transition is gaining wide acceptance and is further supported by observations of edge rotation on a number of new devices. Observations of poloidal asymmetries of edge fluctuations and dephasing of density and potential fluctuations after the transition pose interesting challenges for understanding H-mode physics. Dedicated scans to determine the scaling of the power threshold have now been performed on many machines. A dear B{sub t} dependence is universally observed but dependence on the line averaged density is complicated. Other dependencies are also reported. Studies of the effect of neutrals and error fields on the power threshold are under investigation. The ITER threshold database has matured and offers guidance to the power threshold scaling issues relevant to next-step devices.

    In this paper, we report on indexing performance by a state-of-the-art keyphrase indexer, Maui, when paired with a text extraction procedure called text denoising. Text denoising is a method that extracts the denoised text, comprising the content-rich sentences, from full texts. The performance of the keyphrase indexer is demonstrated on three standard corpora collected from three domains, namely food and agriculture, high energy physics, and biomedical science. Maui is trained using the full texts and denoised texts. The indexer, using its trained models, then extracts keyphrases from test sets comprising full texts, and their denoised and noise parts (i.e., the part of texts that remains after denoising). Experimental findings show that against a gold standard, the denoised-text-trained indexer indexing full texts, performs either better than or as good as its benchmark performance produced by a full-text-trained indexer indexing full texts.

    The performance of processing search queries depends heavily on the stored index size. Accordingly, considerable research efforts have been devoted to the development of efficient compression techniques for inverted indexes. Roughly, index compression relies on two factors: the ordering of the indexed documents, which strives to position similar documents in proximity, and the encoding of the inverted lists that result from the ordered stream of documents. Large commercial search engines index tens of billions of pages of the ever growing Web. The sheer size of their indexes dictates the distribution of documents among thousands of servers in a scheme called local index-partitioning, such that each server indexes only several millions pages. Due to engineering and runtime performance considerations, random distribution of documents to servers is common.     Creating polymer-modified interfaces decorated with biologically-relevant materials V so-called bio-interfaces V with precise control over the nanoscale structure and properties is of increasing technological importance for a large number of advanced materials applications, including adaptive and/or lubricious biomaterial coatings, electro-actuators (synthetic muscles), biosensors with amplified response, coatings for stealth drug delivery, supports for enzymatic catalysts, protein or antibody arrays, and high affinity separation agents. The ability to design and decorate interfaces with biologically-relevant molecules and understand synthesis-structure-function relationships remains a significant challenge. The overarching objective of this research program is to investigate the polymerization and functionalization of a new class of polymeric materials that are capable of serving as a versatile platform from which bio-interfaces for specific applications can be created and evaluated. Stimuli-responsive (co)polymers containing vinyl dimethyl azlactone (VDMA) have been prepared using free radical polymerization techniques (controlled and conventional). Subsequent immobilization of biomolecules (e.g., dansylcadaverine, N ,N -bis(carboxymethyl)-L-lysine hydrate) on PVDMA-containing surface scaffolds affords bio-interfaces. Reaction of nucleophiles with the azlactone moiety proceeds rapidly, quantitatively, and in the absence of byproducts, which are essential criteria governing the click-type nature of this procedure. The conversion of these materials into polyelectrolytes and bioconjugates can be monitored in real-time using infrared spectroscopy. Additionally, pVDMA polymers prepared using reversible addition fragmentation chain transfer (RAFT) polymerization are the basis for creating polymer brushes by a grafting to approach. We will describe how compositional differences and changes in molecular weight affect the solubility and responsiveness of pVDMA-based polymers and surface layers when functionalized with various biomolecules.

    An overview on recent developments in thermal interfaces is given with a focus on a novel thermal interface technology that allows the formation of 2-3 times thinner bondlines with strongly improved thermal properties at lower assembly pressures. This is achieved using nested hierarchical surface channels to control the particle stacking with highly particle-filled materials. Reliability testing with thermal cycling has also demonstrated a decrease in thermal resistance after extended times with longer overall lifetime compared to a flat interface.

    This presentation provides an overview of the Built Environment Energy Analysis Tool, which is designed to assess impacts of future land use/built environment patterns on transportation-related energy use and greenhouse gas (GHG) emissions.     We argue that a large negative running spectral index, if confirmed, might suggest that there are abundant structures in the inflaton potential, which result in a fairly large (both positive and negative) running of the spectral index at all scales. It is shown that the center value of the running spectral index suggested by the recent CMB data can be easily explained by an inflaton potential with superimposed periodic oscillations. In contrast to cases with constant running, the perturbation spectrum is enhanced at small scales, due to the repeated modulations. We mention that such features at small scales may be seen by 21 cm observations in the future.

    Because of its unique properties as a lightweight metal with high tensile strength, beryllium is widely used in applications including cell phones, golf clubs, aerospace, and nuclear weapons. Beryllium is also encountered in industries such as aluminium manufacturing, and in environmental remediation projects. Workplace exposure to beryllium particulates is a growing concern, as exposure to minute quantities of anthropogenic forms of beryllium may lead to sensitization and to chronic beryllium disease, which can be fatal and for which no cure is currently known. Furthermore, there is no known exposure-response relationship with which to establish a 'safe' maximum level of beryllium exposure. As a result, the current trend is toward ever lower occupational exposure limits, which in turn make exposure assessment, both in terms of sampling and analysis, more challenging. The problems are exacerbated by difficulties in sample preparation for refractory forms of beryllium, such as beryllium oxide, and by indications that some beryllium forms may be more toxic than others. This chapter provides an overview of sources and uses of beryllium, health risks, and occupational exposure limits. It also provides a general overview of sampling, analysis, and data evaluation issues that will be explored in greater depth in the remaining chapters. The goal of this book is to provide a comprehensive resource to aid personnel in a wide variety of disciplines in selecting sampling and analysis methods that will facilitate informed decision-making in workplace and environmental settings.

    We introduce the first self-index based on the Lempel-Ziv 1977 compression format (LZ77). It is particularly competitive for highly repetitive text collections such as sequence databases of genomes of related species, software repositories, versioned document collections, and temporal text databases. Such collections are extremely compressible but classical self-indexes fail to capture that source of compressibility. Our self-index takes in practice a few times the space of the text compressed with LZ77 (as little as 2.6 times), extracts 1--2 million characters of the text per second, and finds patterns at a rate of 10--50 microseconds per occurrence. It is smaller (up to one half) than the best current self-index for repetitive collections, and faster in many cases.

Databases included in this summary are 3D-ALI, Berlin RNA databank, Blocks, DSSP, EMBL Nucleotide Database, EMP, ENZYME, FSSP, GDB, GenBank, HSSP, LiMB, PDB, PIR, PKCDD, ProSite, and SWISS-PROT. The goal is to provide a starting point for researchers who wish to take advantage of the myriad available databases. Rather than providing a complete explanation of each database, we present its content and form by explaining the details of typical entries. Pointers to more complete ``user guides`` are included, along with general information on where to search for a new database.

The original final report (about 180 pages) for the project is not available for distribution because it alludes to findings that assessed the design of an operational system that contained proprietary information; this abridged version contains descriptions of methods and some findings to illustrate the approach used, while avoiding discussion of sensitive or proprietary information. The client has approved this abridged version of the report for unlimited distribution to give researchers and collaborators the benefit of reviewing the research concepts and methods that were applied in this study.

    An overview of several aspects of the weathering of roofing materials is presented. Degradation of materials initiated by ultraviolet radiation is discussed for plastics used in roofing, as well as wood and asphalt. Elevated temperatures accelerate many deleterious chemical reactions and hasten diffusion of material components. Effects of moisture include decay of wood, acceleration of corrosion of metals, staining of clay, and freeze-thaw damage. Soiling of roofing materials causes objectionable stains and reduces the solar reflectance of reflective materials. (Soiling of non-reflective materials can also increase solar reflectance.) Soiling can be attributed to biological growth (e.g., cyanobacteria, fungi, algae), deposits of organic and mineral particles, and to the accumulation of flyash, hydrocarbons and soot from combustion.

    The following presentation contains an overview of HPM effects in modern electronics. HPM effects can be categorized into two basic level of effects, which are damaging and non-damaging. Damaging effects include junction breakdowns, dielectric breakdowns, and latch-up. These types of effects render a system inoperable until repaired. With non-damaging effects, HPM signals couple to into system components generating circuit responses that can overwhelm normal operation. Non-damaging effects can temporarily render a system inoperable or cause a system to lock and require a restart. Since modern systems are so complex, fundamental mechanisms of upset in circuit primitives are studied. All topics covered and all figured contained within are found in open literature. All data plots presented were obtained from experimental measurements conducted at the University of Maryland College Park and are also found in the open literature.

    It is proved that the Maslov index naturally arises in the framework of PDEs geometry. The characterization of PDE solutions by means of Maslov index is given. With this respect, Maslov index for Lagrangian submanifolds is given on the ground of PDEs geometry. New formulas to calculate bordism groups of $(n-1)$-dimensional compact sub-manifolds bording via $n$-dimensional Lagrangian submanifolds of a fixed $2n$-dimensional symplectic manifold are obtained too. As a by-product it is given a new proof of global smooth solutions existence, defined on all $\\mathbb{R}^3$, for the Navier-Stokes PDE. Further, complementary results are given in Appendices concerning Navier-Stokes PDE and Legendrian submanifolds of contact manifolds.

    We demonstrate experimentally how the local anisotropy of the dispersion relation of surface plasmon modes propagating over periodic metal gratings can lead to an enhancement of the figure of merit of refractive index sensors. Exploiting the possibility to acquire defocused images of the Fourier space of a highly stable leakage radiation microscope, we report a twofold increase in sensing sensitivity close to the band gap of a one-dimensional plasmonic crystal where the anisotropy of the band structure is the most important. A practical sensing resolution of O(10{sup ?6}) refractive index units is demonstrated.

    This overview provides a frame of reference for the Morgantown Energy Technology Center`s (METC`S) on-going hot gas desulfurization research. Although there are several methods to separate contaminant gases from fuel gases, that method receiving primary development is absorption through the use of metal oxides. Research into high-temperature and high-pressure control of sulfur species includes primarily those sorbents made of mixed-metal oxides, which offer the advantages of regenerability. These are predominantly composed of zinc and are made into media that can be utilized in reactors of either fixed-bed, moving-bed, fluidized-bed, or transport configurations. Zinc Ferrite (ZnO-Fe{sub 2}O{sub 3}), Zinc Titanate (ZnO-TiO{sub 2}), Z-SORP{reg_sign}, and METC-2/METC-6 are the current mixed-metal sorbents being investigated. The METC desulfurization program is composed of three major components: bench-scale research, pilot-plant operation, and demonstration that is a portion of the Clean Coal Demonstration projects.

    The New Horizons mission was launched on 2006 January 19, and the spacecraft is heading for a flyby encounter with the Pluto system in the summer of 2015. The challenges associated with sending a spacecraft to Pluto in less than 10 years and performing an ambitious suite of scientific investigations at such large heliocentric distances (> 32 AU) are formidable and required the development of lightweight, low power, and highly sensitive instruments. This paper provides an overview of the New Horizons science payload, which is comprised of seven instruments. Alice provides spatially resolved ultraviolet spectroscopy. The Ralph instrument has two components: the Multicolor Visible Imaging Camera (MVIC), which performs panchromatic and color imaging, and the Linear Etalon Imaging Spectral Array (LEISA), which provides near-infrared spectroscopic mapping capabilities. The Radio Experiment (REX) is a component of the New Horizons telecommunications system that provides both occultation and radiometry capabilities. The Long Range Reconnaissance Imager (LORRI) provides high sensitivity, high spatial resolution optical imaging capabilities. The Solar Wind at Pluto (SWAP) instrument measures the density and speed of solar wind particles. The Pluto Energetic Particle Spectrometer Science Investigation (PEPSSI) measures energetic protons and CNO ions. The Venetia Burney Student Dust Counter (VB-SDC) is used to record dust particle impacts during the cruise phases of the mission.

    A historical overview is given on the basic results which appeared by the year 1926 concerning Einstein's fluctuation formula of black-body radiation, in the context of light-quanta and wave-particle duality. On the basis of the original publications (from Planck's derivation of the black-body spectrum and Einstein's introduction of the photons up to the results of Born, Heisenberg and Jordan on the quantization of a continuum) a comparative study is presented on the first line of thoughts that led to the concept of quanta. The nature of the particle-like fluctuations and the wave-like fluctuations are analysed by using several approaches. With the help of the classical probability theory, it is shown that the infinite divisibility of the Bose distribution leads to the new concept of classical poissonian photo-multiplets or to the binary photo-multiplets of fermionic character. As an application, Einstein's fluctuation formula is derived as a sum of fermion type fluctuations of the binary photo-multiplets.

    An overview of the recent results obtained at the Thomas Jefferson Laboratory on the study of the nucleon internal structure is presented, with main focus on the CLAS measurements of the Transverse Momentum Dependent partonic functions. The JLab with its CEBAF accelerator and the three experimentals halls is a Laboratory dedicated to the study of the hadronic physics with electromagnetic probes in a large variety of aspects. The physics program extends from typical nuclear effects like long range correlations in nuclei to the study of the short distance vacuum structure in parity violating experiments. In recent years, a big part of the physics program was devoted to the study of the Transverse Momentum Dependent distribution functions, new functions introduced to describe the internal structure of the nucleon. Studies of TMDs at JLab and in other laboratories have shown sizeable effects due to transverse motion of the quarks inside the nucleon, but also have open questions. These questions need to be addressed in a new generation of experiments, poviding higher precisions experimental data, and with new analysis techniques, necessary to unfold fundamental properties from the measured obsevables.

    SCALE is an industry-leading suite of tools for nuclear systems modeling and simulation that provides comprehensive, verified and validated, user-friendly capabilities for criticality safety, reactor physics, radiation shielding, and sensitivity and uncertainty analysis. For more than 30 years, regulators, licensees, and research institutions around the world have used SCALE for nuclear safety analysis and design. SCALE provides a plug-and-play framework that includes three deterministic and three Monte Carlo radiation transport solvers that are selected based on the desired solution.     Gas hydrates are crystalline, ice-like compounds of gas and water molecules that are formed under certain thermodynamic conditions. Hydrate deposits occur naturally within ocean sediments just below the sea floor at temperatures and pressures existing below about 500 meters water depth. Gas hydrate is also stable in conjunction with the permafrost in the Arctic. Most marine gas hydrate is formed of microbially generated gas. It binds huge amounts of methane into the sediments. Worldwide, gas hydrate is estimated to hold about 1016 kg of organic carbon in the form of methane (Kvenvolden et al., 1993). Gas hydrate is one of the fossil fuel resources that is yet untapped, but may play a major role in meeting the energy challenge of this century. In June 2002, Westport Technology Center was requested by the Department of Energy (DOE) to prepare a ''Best Practices Manual on Gas Hydrate Coring, Handling and Analysis'' under Award No. DE-FC26-02NT41327. The scope of the task was specifically targeted for coring sediments with hydrates in Alaska, the Gulf of Mexico (GOM) and from the present Ocean Drilling Program (ODP) drillship. The specific subjects under this scope were defined in 3 stages as follows: Stage 1: Collect information on coring sediments with hydrates, core handling, core preservation, sample transportation, analysis of the core, and long term preservation. Stage 2: Provide copies of the first draft to a list of experts and stakeholders designated by DOE. Stage 3: Produce a second draft of the manual with benefit of input from external review for delivery. The manual provides an overview of existing information available in the published literature and reports on coring, analysis, preservation and transport of gas hydrates for laboratory analysis as of June 2003. The manual was delivered as draft version 3 to the DOE Project Manager for distribution in July 2003. This Final Report is provided for records purposes.

    We present a new class of adaptive algorithms that use compressed bitmap indexes to speed up evaluation of the range join query in relational databases. We determine the best strategy to process a join query based on a fast sub-linear time computation of the join selectivity (the ratio of the number of tuples in the result to the total number of possible tuples). In addition, we use compressed bitmaps to represent the join output compactly: the space requirement for storing the tuples representing the join of two relations is asymptotically bounded by min(h; n . cb), where h is the number of tuple pairs in the result relation, n is the number of tuples in the smaller of the two relations, and cb is the cardinality of the larger column being joined. We present a theoretical analysis of our algorithms, as well as experimental results on large-scale synthetic and real data sets. Our implementations are efficient, and consistently outperform well-known approaches for a range of join selectivity factors. For instance, our count-only algorithm is up to three orders of magnitude faster than the sort-merge approach, and our best bitmap index-based algorithm is 1.2x-80x faster than the sort-merge algorithm, for various query instances. We achieve these speedups by exploiting several inherent performance advantages of compressed bitmap indexes for join processing: an implicit partitioning of the attributes, space-efficiency, and tolerance of high-cardinality relations.

    Dust ejected into the high atmosphere during explosive volcanic eruptions has been considered as a possible cause for climatic change. Dust veils created by volcanic eruptions can reduce the amount of light reaching the Earth`s surface and can cause reductions in surface temperatures. These climatic effects can be seen for several years following some eruptions and the magnitude and duration of the effects depend largely on the density or amount of tephra (i.e. dust) ejected, the latitude of injection, and atmospheric circulation patterns. Lamb (1970) formulated the Dust Veil Index (DVI) in an attempt to quantify the impact on the Earth`s energy balance of changes in atmospheric composition due to explosive volcanic eruptions.     The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer (PC) running the Microsoft Windows operating system. SAPHIRE Version 8 is funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). INL's primary role in this project is that of software developer and tester. However, INL also plays an important role in technology transfer by interfacing and supporting SAPHIRE users, who constitute a wide range of PRA practitioners from the NRC, national laboratories, the private sector, and foreign countries. SAPHIRE can be used to model a complex system’s response to initiating events and quantify associated consequential outcome frequencies. Specifically, for nuclear power plant applications, SAPHIRE 8 can identify important contributors to core damage (Level 1 PRA) and containment failure during a severe accident which leads to releases (Level 2 PRA). It can be used for a PRA where the reactor is at full power, low power, or at shutdown conditions. Furthermore, it can be used to analyze both internal and external initiating events and has special features for managing models such as flooding and fire. It can also be used in a limited manner to quantify risk in terms of release consequences to the public and environment (Level 3 PRA). In SAPHIRE 8, the act of creating a model has been separated from the analysis of that model in order to improve the quality of both the model (e.g., by avoiding inadvertent changes) and the analysis. Consequently, in SAPHIRE 8, the analysis of models is performed by using what are called Workspaces. Currently, there are Workspaces for three types of analyses: (1) the NRC’s Accident Sequence Precursor program, where the workspace is called “Events and Condition Assessment (ECA);” (2) the NRC’s Significance Determination Process (SDP); and (3) the General Analysis (GA) workspace. Workspaces are independent of each other and modifications or calculations made within one workspace will not affect another. In addition, each workspace has a user interface and reports tailored for their intended uses. This report provides an overview of the functions and features available in SAPHIRE 8 and presents general instructions for using the software. Since SAPHIRE 8 expands upon Version 7, new and improved features will be discussed.

Using the measured values of $N$ for PSR1509-58 and PSR0531+21, I determine that for constant density neutron stars their present mass accretion rates are $(3.10\\pm.51)\\times10^{-5}$ M year$^{-1}$ and $(9.946\\pm.089)\\times10^{-5}$ M year$^{-1}$ respectively, where M is the mass of each pulsar. Finally, I demonstrate that mass accretion removes the outstanding problem of the origin of the big glitches of the Vela Pulsar.

    A compressed full-text self-index occupies space close to that of the compressed text and simultaneously allows fast pattern matching and random access to the underlying text. Among the best compressed self-indexes, in theory and in practice, are several members of the FM-index family. In this paper, we describe new FM-index variants that combine nice theoretical properties, simple implementation and improved practical performance. Our main result is a new technique called fixed block compression boosting, which is a simpler and faster alternative to optimal compression boosting and implicit compression boosting used in previous FM-indexes.

    The year 2009 celebrates 10 years of safe operations at the Waste Isolation Pilot Plant (WIPP), the only nuclear waste repository designated to dispose defense-related transuranic (TRU) waste in the United States. Many elements contributed to the success of this one-of-the-kind facility. One of the most important of these is the chemistry of the actinides under WIPP repository conditions. A reliable understanding of the potential release of actinides from the site to the accessible environment is important to the WIPP performance assessment (PA). The environmental chemistry of the major actinides disposed at the WIPP continues to be investigated as part of the ongoing recertification efforts of the WIPP project. This presentation provides an overview of the actinide chemistry for the WIPP repository conditions. The WIPP is a salt-based repository; therefore, the inflow of brine into the repository is minimized, due to the natural tendency of excavated salt to re-seal. Reducing anoxic conditions are expected in WIPP because of microbial activity and metal corrosion processes that consume the oxygen initially present. Should brine be introduced through an intrusion scenario, these same processes will re-establish reducing conditions. In the case of an intrusion scenario involving brine, the solubilization of actinides in brine is considered as a potential source of release to the accessible environment. The following key factors establish the concentrations of dissolved actinides under subsurface conditions: (1) Redox chemistry - The solubility of reduced actinides (III and IV oxidation states) is known to be significantly lower than the oxidized forms (V and/or VI oxidation states). In this context, the reducing conditions in the WIPP and the strong coupling of the chemistry for reduced metals and microbiological processes with actinides are important. (2) Complexation - For the anoxic, reducing and mildly basic brine systems in the WIPP, the most important inorganic complexants are expected to be carbonate/bicarbonate and hydroxide. There are also organic complexants in TRU waste with the potential to strongly influence actinide solubility. (3) Intrinsic and pseudo-actinide colloid formation - Many actinide species in their expected oxidation states tend to form colloids or strongly associate with non actinide colloids present (e.g., microbial, humic and organic). In this context, the relative importance of actinides, based on the TRU waste inventory, with respect to the potential release of actinides from the WIPP, is greater for plutonium and americium, and to less extent for uranium and thorium. The most important oxidation states for WIPP-relevant conditions are III and IV. We will present an update of the literature on WIPP-specific data, and a summary of the ongoing research related to actinide chemistry in the WIPP performed by the Los Alamos National Laboratory (LANL) Actinide Chemistry and Repository Science (ACRSP) team located in Carlsbad, NM [Reed 2007, Lucchini 2007, and Reed 2006].

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.
