    We report on the implementation of a time-multiplexed click detection scheme to probe quantum correlations between different spatial optical modes. We demonstrate that such measurement setups can uncover nonclassical correlations in multimode light fields even if the single mode reductions are purely classical. The nonclassical character of correlated photon pairs, generated by a parametric down-conversion, is immediately measurable employing the theory of click counting instead of low-intensity approximations with photoelectric detection models. The analysis is based on second- and higher-order moments, which are directly retrieved from the measured click statistics, for relatively high mean photon numbers. No data postprocessing is required to demonstrate the effects of interest with high significance, despite low efficiencies and experimental imperfections. Our approach shows that such novel detection schemes are a reliable and robust way to characterize quantum-correlated light fields for practical applications in quantum communications.

    Online advertising is currently the greatest source of revenue for many Internet giants. The increased number of specialized websites and modern profiling techniques, have all contributed to an explosion of the income of ad brokers from online advertising. The single biggest threat to this growth, is however, click-fraud. Trained botnets and even individuals are hired by click-fraud specialists in order to maximize the revenue of certain users from the ads they publish on their websites, or to launch an attack between competing businesses. In this note we wish to raise the awareness of the networking research community on potential research areas within this emerging field. As an example strategy, we present Bluff ads; a class of ads that join forces in order to increase the effort level for click-fraud spammers. Bluff ads are either targeted ads, with irrelevant display text, or highly relevant display text, with irrelevant targeting information.     This paper presents an overview of the EPICS control system at FERMILAB. EPICS is a distributed, multi-user, interactive system for the control and monitoring of particle beamlines at a high-energy experimental physics laboratory. The overview discusses the operating environment of the control system, the requirements which determined the design decisions, the hardware and software configurations, and plans for the future growth and enhancement of the present system. This paper is the first of three related papers on the EPICS system. The other two cover (1) the system structure and user interface and (2) RSX implementation issues.

    This chapter provides a comprehensive overview of the Bohmian formulation of quantum mechanics. It starts with a historical review of the difficulties found by Louis de Broglie, David Bohm, and John S. Bell to convince the scientific community about the validity and utility of Bohmian mechanics. Then, a formal explanation of Bohmian mechanics for nonrelativistic, single-particle quantum systems is presented. The generalization to many-particle systems, where the exchange interaction and the spin play an important role, is also presented. After that, the measurement process in Bohmian mechanics is discussed. It is emphasized that Bohmian mechanics exactly reproduces the mean value and temporal and spatial correlations obtained from the standard, that is the Copenhagen or orthodox, formulation. The ontological characteristics of Bohmian mechanics provide a description of measurements as another type of interaction without the need for introducing the wave function collapse. Several solved problems are presented at the end of the chapter, giving additional mathematical support to some particular issues. A detailed description of computational algorithms to obtain Bohmian trajectories from the numerical solution of the Schrodinger or the Hamilton-Jacobi equations are presented in an appendix. The motivation of this chapter is twofold: first, as a didactic introduction to Bohmian formalism, which is used in the subsequent chapters, and second, as a self-contained summary for any newcomer interested in using Bohmian mechanics in his or her daily research activity.

    The continuing objective of the Inertial Confinement Fusion (ICF) Program is the demonstration of thermonuclear fusion ignition and energy gain in the laboratory. The underlying theme of all ICF activities as a science research and development program is the Department of Energy's (DOE's) Defense Programs (DP) science-based Stockpile Stewardship and Management (SSM) Program. The extension of current program research capabilities in the National Ignition Facility (NIF) is necessary for the ICF Program to satisfy its stewardship responsibilities. ICF resources (people and facilities) are increasingly being redirected in support of the performance, schedule, and cost goals of the NIF. One of the more important aspects of ICF research is the national nature of the program. Lawrence Livermore National Laboratory's (LLNL's) ICF Program falls within DOE's national ICF Program, which includes the Nova and Beamlet laser facilities at LLNL and the OMEGA, Nike, and Trident laser facilities at the University of Rochester (Laboratory for Laser Energetics, UR/LLE), the Naval Research Laboratory (NRL), and Los Alamos National Laboratory (LANL), respectively. The Particle Beam Fusion Accelerator (PBFA) and Saturn pulsed-power facilities are at Sandia National Laboratories (SNL). General Atomics, Inc. (GA) develops and provides many of the targets for the above experimental facilities. LLNL's ICF Program supports activities in two major interrelated areas: (1) target physics and technology (experimental, theoretical, and computational research); and (2) laser science and optics technology development. Experiments on LLNL's Nova laser primarily support ignition and weapons physics research. Experiments on LLNL's Beamlet laser support laser science and optics technology development. In addition, ICF sciences and technologies, developed as part of the DP mission goals, continue to support additional DOE objectives. These objectives are (1) to achieve diversity in energy sources through inertial fusion energy (IFE) research and (2) to maintain a competitive US economy through new development of technologies of interest for government and industrial use, including Laboratory Directed Research and Development (LDRD). This Overview is divided into sections that include Target Physics and Technology, Laser Science and Optics Technology, the National Ignition Facility, and Inertial Fusion Energy/New Technologies. These sections summarize the findings within the many articles written for refereed journals and the ICF Quarterly Report, and also discuss important results from FY 1996 that have not been covered explicitly in the articles.

    An overview of tools and methods for the reconstruction of high-boost top quark decays at the LHC is given in this report. The focus is on hadronic decays, in particular an overview of the current status of top quark taggers in physics analyses is presented. The most widely used jet substructure techniques, normally used in combination with top quark taggers, are reviewed. Special techniques to treat pileup in large cone jets are described, along with a comparison of the performance of several boosted top quark reconstruction techniques.

    The Port Granby Project is an integral part of the Port Hope Area Initiative (PHAI), and is located approximately 14 kilometres west of the Municipality of Port Hope in the adjacent Municipality of Clarington, Ontario. The principal objective of the project is the excavation and relocation of low-level radioactive waste (LLRW) and marginally contaminated soils, which were deposited at the Port Granby Waste Management Facility (PGWMF) by Eldorado Nuclear Limited during the period 1955 to 1988, to a new, highly engineered above-ground Long-term Waste Management Facility (LTWMF) to be constructed on a nearby site. The Environmental Assessment for the Project was approved in 2009 August and the required Waste Nuclear Substance License was received in 2011 November. Once the detailed engineering design was completed, in 2011 March, the Port Granby Project was divided into three major contracts for construction implementation purposes. The first of these contracts was completed in late 2012 and the second is planned to start in early 2013. The contracting process for the third major contract is also expected to be completed during 2013. This paper provides an overview of the Port Granby Project as well as discussion on the status of the Project, including the regulatory approvals process, the approach to contracting the construction works and an update of work recently completed and soon to get underway.     Creating polymer-modified interfaces decorated with biologically-relevant materials V so-called bio-interfaces V with precise control over the nanoscale structure and properties is of increasing technological importance for a large number of advanced materials applications, including adaptive and/or lubricious biomaterial coatings, electro-actuators (synthetic muscles), biosensors with amplified response, coatings for stealth drug delivery, supports for enzymatic catalysts, protein or antibody arrays, and high affinity separation agents. The ability to design and decorate interfaces with biologically-relevant molecules and understand synthesis-structure-function relationships remains a significant challenge. The overarching objective of this research program is to investigate the polymerization and functionalization of a new class of polymeric materials that are capable of serving as a versatile platform from which bio-interfaces for specific applications can be created and evaluated. Stimuli-responsive (co)polymers containing vinyl dimethyl azlactone (VDMA) have been prepared using free radical polymerization techniques (controlled and conventional). Subsequent immobilization of biomolecules (e.g., dansylcadaverine, N ,N -bis(carboxymethyl)-L-lysine hydrate) on PVDMA-containing surface scaffolds affords bio-interfaces. Reaction of nucleophiles with the azlactone moiety proceeds rapidly, quantitatively, and in the absence of byproducts, which are essential criteria governing the click-type nature of this procedure. The conversion of these materials into polyelectrolytes and bioconjugates can be monitored in real-time using infrared spectroscopy. Additionally, pVDMA polymers prepared using reversible addition fragmentation chain transfer (RAFT) polymerization are the basis for creating polymer brushes by a grafting to approach. We will describe how compositional differences and changes in molecular weight affect the solubility and responsiveness of pVDMA-based polymers and surface layers when functionalized with various biomolecules.

A disk-like wedge having opposing camming surfaces is eccentrically mounted on the camshaft. As the camshaft is rotated, the camming surfaces of the disc-like member are interposed between adjacent gear teeth with a wiping action that wedges the disc-like member between the gear teeth. A zero backlash engagement between disc-like member and gear results, with the engagement having a high mechanical advantage so as to effectively lock the spindle against bidirectional rotation.

    A color correlogram is a three-dimensional table indexed by color and distance between pixels which expresses how the spatial correlation of color changes with distance in a stored image. The color correlogram may be used to distinguish an image from other images in a database. To create a color correlogram, the colors in the image are quantized into m color values, c.sub.i . . . c.sub.m. Also, the distance values k.epsilon.[d] to be used in the correlogram are determined where [d] is the set of distances between pixels in the image, and where dmax is the maximum distance measurement between pixels in the image. Each entry (i, j, k) in the table is the probability of finding a pixel of color c.sub.i at a selected distance k from a pixel of color c.sub.i. A color autocorrelogram, which is a restricted version of the color correlogram that considers color pairs of the form (i,i) only, may also be used to identify an image.

    The present invention is a method of identifying features in indexed data, especially useful for distinguishing signal from noise in data provided as a plurality of ordered pairs. Each of the plurality of ordered pairs has an index and a response. The method has the steps of: (a) providing an index window having a first window end located on a first index and extending across a plurality of indices to a second window end; (b) selecting responses corresponding to the plurality of indices within the index window and computing a measure of dispersion of the responses; and (c) comparing the measure of dispersion to a dispersion critical value. Advantages of the present invention include minimizing signal to noise ratio, signal drift, varying baseline signal and combinations thereof.

The reciprocating shuttle of the indexing apparatus can be driven by a thermal, electrostatic or electromagnetic actuator, with one or more wedge-shaped drive teeth of the shuttle being moveable to engage and slide against indexing teeth on the gear or rack, thereby moving the gear or rack. The indexing apparatus can be formed by either surface micromachining processes or LIGA processes, depending on the size of the apparatus that is to be formed.

    An overview on recent developments in thermal interfaces is given with a focus on a novel thermal interface technology that allows the formation of 2-3 times thinner bondlines with strongly improved thermal properties at lower assembly pressures. This is achieved using nested hierarchical surface channels to control the particle stacking with highly particle-filled materials. Reliability testing with thermal cycling has also demonstrated a decrease in thermal resistance after extended times with longer overall lifetime compared to a flat interface.

    This presentation provides an overview of the Built Environment Energy Analysis Tool, which is designed to assess impacts of future land use/built environment patterns on transportation-related energy use and greenhouse gas (GHG) emissions. The tool can be used to evaluate a range of population distribution and urban design scenarios for 2030 and 2050. This tool was produced as part of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    This review is an extended version of the Seoul ICM 2014 proceedings.It is a short overview of the "topological recursion", a relation appearing in the asymptotic expansion of many integrable systems and in enumerative problems. We recall how computing large size asymptotics in random matrices, has allowed to discover some fascinating and ubiquitous geometric invariants. Specializations of this method recover many classical invariants, like Gromov--Witten invariants, or knot polynomials (Jones, HOMFLY,...). In this short review, we give some examples, give definitions, and review some properties and applications of the formalism.

This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

    This paper summarizes the findings of an investigation of four probabilistic risk assessments (PRAs), those for Millstone 3, Seabrook, Shoreham, and Oconee 3, performed by Brookhaven National Laboratory (BNL) for the Reliability and Risk Assessment Branch of the US Nuclear Regulatory Commission (NRC). This group of four PRAs was subjected to an overview process with the basic goal of ascertaining what insights might be gained (beyond those already documented within the individual PRAs) by an independent evaluation of the group with respect to nuclear plant safety and vulnerability. Specifically, the objectives of the study were (1) to identify and rank initiators, systems, components, and failure modes from dominant accident sequences according to their contribution to core melt probability and public risk; and (2) to derive from this process plant-specific and generic insights. The effort was not intended to verify the specific details and results of each PRA but rather - having accepted the results - to see what they might mean in a more global context. The NRC had previously sponsored full detailed reviews of each of these PRAs, but only two, those for Millstone 3 and Shoreham, were completed and documented in time to allow their consideration within the study. This paper also presents some comments and insights into the amenability of certain features of these PRAs to this type of overview process.

    Because of its unique properties as a lightweight metal with high tensile strength, beryllium is widely used in applications including cell phones, golf clubs, aerospace, and nuclear weapons. Beryllium is also encountered in industries such as aluminium manufacturing, and in environmental remediation projects. Workplace exposure to beryllium particulates is a growing concern, as exposure to minute quantities of anthropogenic forms of beryllium may lead to sensitization and to chronic beryllium disease, which can be fatal and for which no cure is currently known. Furthermore, there is no known exposure-response relationship with which to establish a 'safe' maximum level of beryllium exposure. As a result, the current trend is toward ever lower occupational exposure limits, which in turn make exposure assessment, both in terms of sampling and analysis, more challenging. The problems are exacerbated by difficulties in sample preparation for refractory forms of beryllium, such as beryllium oxide, and by indications that some beryllium forms may be more toxic than others. This chapter provides an overview of sources and uses of beryllium, health risks, and occupational exposure limits. It also provides a general overview of sampling, analysis, and data evaluation issues that will be explored in greater depth in the remaining chapters. The goal of this book is to provide a comprehensive resource to aid personnel in a wide variety of disciplines in selecting sampling and analysis methods that will facilitate informed decision-making in workplace and environmental settings.

    We demonstrate experimentally how the local anisotropy of the dispersion relation of surface plasmon modes propagating over periodic metal gratings can lead to an enhancement of the figure of merit of refractive index sensors. Exploiting the possibility to acquire defocused images of the Fourier space of a highly stable leakage radiation microscope, we report a twofold increase in sensing sensitivity close to the band gap of a one-dimensional plasmonic crystal where the anisotropy of the band structure is the most important. A practical sensing resolution of O(10{sup ?6}) refractive index units is demonstrated.

    We have evaluated the observational constraints on the spectral index $n$, in the context of a $\\Lambda$CDM model. For $n$ scale-independent, as predicted by most models of inflation, present data require $n\\simeq 1.0 \\pm 0.1$ at the 2-$\\sigma$ level. We have also studied the two-parameter scale-dependent spectral index, predicted by running-mass inflation models. Present data allow significant variation of $n$ in this case, within the theoretically preferred region of parameter space.

    The purpose of this report is to provide an overview of Micro-System technology as it applies to inertial sensing. Transduction methods are reviewed with capacitance and piezoresistive being the most often used in COTS Micro-electro-mechanical system (MEMS) inertial sensors. Optical transduction is the most recent transduction method having significant impact on improving sensor resolution. A few other methods are motioned which are in a R&D status to hopefully allow MEMS inertial sensors to become viable as a navigation grade sensor. The accelerometer, gyroscope and gravity gradiometer are the type of inertial sensors which are reviewed in this report. Their method of operation and a sampling of COTS sensors and grade are reviewed as well.

    An overview of several aspects of the weathering of roofing materials is presented. Degradation of materials initiated by ultraviolet radiation is discussed for plastics used in roofing, as well as wood and asphalt. Elevated temperatures accelerate many deleterious chemical reactions and hasten diffusion of material components. Effects of moisture include decay of wood, acceleration of corrosion of metals, staining of clay, and freeze-thaw damage. Soiling of roofing materials causes objectionable stains and reduces the solar reflectance of reflective materials. (Soiling of non-reflective materials can also increase solar reflectance.) Soiling can be attributed to biological growth (e.g., cyanobacteria, fungi, algae), deposits of organic and mineral particles, and to the accumulation of flyash, hydrocarbons and soot from combustion.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period of 1990 to 2010. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system. The second chapter describes the modeling structure. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. Additional background on the development of the system is provided in Appendix A of this report, which describes the EIA modeling systems that preceded NEMS. More detailed model documentation reports for all the NEMS modules are also available from EIA.

    The Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act (RCRA) enacted in 1984 required the Environmental Protection Agency (EPA) to evaluate all listed and characteristic hazardous wastes according to a strict schedule and to develop requirements by which disposal of these wastes would be protective of human health and the environment. The implementing regulations for accomplishing this statutory requirement are established within the Land Disposal Restrictions (LDR) program. The LDR regulations (40 CFR Part 268) impose significant requirements on waste management operations and environmental restoration activities at DOE sites. For hazardous wastes restricted by statute from land disposal, EPA is required to set levels or methods of treatment that substantially reduce the waste`s toxicity or the likelihood that the waste`s hazardous constituents will migrate. Upon the specified LDR effective dates, restricted wastes that do not meet treatment standards are prohibited from land disposal unless they qualify for certain variances or exemptions. This document provides an overview of the LDR Program.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following reports provide summary overviews of the EV Project, which partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. Background data on how this data was collected is in the EV Project: About the Reports. This research was conducted by Idaho National Laboratory.

    The Equinox Transition study (ETS) of September 17-24, 1984, was an extraordinarily successful coordinated campaign. The experimental design resulted in a large quantity of high-quality data that were comprehensive both in their completeness of measured parameters and in coverage that was global rather than mesoscale. Nature also cooperated in providing a calibrated geophysical scale over an extreme dynamic range of disturbance. The 8-day period involved the most disturbed day of the year and a day half as disturbed, separated an preceded by quiet days. The ETS data set was thus unique among campaigns of this nature. The broad scientific aim of ETS is to understand the electromechanical response of the thermosphere/ionosphere system to variable high-latitude forcing. The interdisciplinary cross talk engendered by ETS has led beyond the original goals of the project to the identification of important new couplings between the mesosphere/lower thermosphere/upper thermosphere/ionosphere/magnetosphere through a variety of mechanisms ranging from mechanical to chemical to electrical. In this paper the authors present an overview of the ETS, and they describe the development of the experimental and analysis philosophies behind the project. Many of the lessons learned are relevant to the planning of future campaigns. Finally, they summarize some of the results obtained from the ETS.

The accompanying table shows Nelson-Farrar equipment indexes for these items of equipment.     Gas hydrates are crystalline, ice-like compounds of gas and water molecules that are formed under certain thermodynamic conditions. Hydrate deposits occur naturally within ocean sediments just below the sea floor at temperatures and pressures existing below about 500 meters water depth. Gas hydrate is also stable in conjunction with the permafrost in the Arctic. Most marine gas hydrate is formed of microbially generated gas. It binds huge amounts of methane into the sediments. Worldwide, gas hydrate is estimated to hold about 1016 kg of organic carbon in the form of methane (Kvenvolden et al., 1993). Gas hydrate is one of the fossil fuel resources that is yet untapped, but may play a major role in meeting the energy challenge of this century. In June 2002, Westport Technology Center was requested by the Department of Energy (DOE) to prepare a ''Best Practices Manual on Gas Hydrate Coring, Handling and Analysis'' under Award No. DE-FC26-02NT41327. The scope of the task was specifically targeted for coring sediments with hydrates in Alaska, the Gulf of Mexico (GOM) and from the present Ocean Drilling Program (ODP) drillship. The specific subjects under this scope were defined in 3 stages as follows: Stage 1: Collect information on coring sediments with hydrates, core handling, core preservation, sample transportation, analysis of the core, and long term preservation. Stage 2: Provide copies of the first draft to a list of experts and stakeholders designated by DOE. Stage 3: Produce a second draft of the manual with benefit of input from external review for delivery. The manual provides an overview of existing information available in the published literature and reports on coring, analysis, preservation and transport of gas hydrates for laboratory analysis as of June 2003. The manual was delivered as draft version 3 to the DOE Project Manager for distribution in July 2003. This Final Report is provided for records purposes.

    We propose a scheme for creating of a maximally entangled state comprising two field quanta. In our scheme, two weak light fields, which are initially prepared in either coherent or polarization states, interact with a composite medium near an interface between a dielectric and a negative index metamaterial. Such interaction leads to a large Kerr nonlinearity, reduction of the group velocity of the light and significant confinement of the light fields while simultaneously avoiding amplitude losses of the incoming radiation. All these considerations make our scheme efficient.

    We introduce a new electronic aromaticity index, AV1245, consisting in the average of the 4-center MCI values along the ring that keep a positional relationship of 1,2,4,5. AV1245 measures the extent of transferability of the delocalized electrons between bonds 1-2 and 4-5, which is expected to be large in conjugated circuits and, therefore, in aromatic molecules. A new algorithm for the calculation of MCI for large rings is also introduced and used to produce the data for the calibration of the new aromaticity index. AV1245 does not rely on reference values, does not suffer from large numerical precision errors, and it does not present any limitation on the nature of atoms, the molecular geometry or the level of calculation. It is a size-extensive measure with a small computational cost that grows linearly with the number of ring members. Therefore, it is specially suitable to study the aromaticity of large molecular rings as those occurring in belt-shaped M\\"obius structures or porphyrins.

To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

    The year 2009 celebrates 10 years of safe operations at the Waste Isolation Pilot Plant (WIPP), the only nuclear waste repository designated to dispose defense-related transuranic (TRU) waste in the United States. Many elements contributed to the success of this one-of-the-kind facility. One of the most important of these is the chemistry of the actinides under WIPP repository conditions. A reliable understanding of the potential release of actinides from the site to the accessible environment is important to the WIPP performance assessment (PA). The environmental chemistry of the major actinides disposed at the WIPP continues to be investigated as part of the ongoing recertification efforts of the WIPP project. This presentation provides an overview of the actinide chemistry for the WIPP repository conditions. The WIPP is a salt-based repository; therefore, the inflow of brine into the repository is minimized, due to the natural tendency of excavated salt to re-seal. Reducing anoxic conditions are expected in WIPP because of microbial activity and metal corrosion processes that consume the oxygen initially present. Should brine be introduced through an intrusion scenario, these same processes will re-establish reducing conditions. In the case of an intrusion scenario involving brine, the solubilization of actinides in brine is considered as a potential source of release to the accessible environment. The following key factors establish the concentrations of dissolved actinides under subsurface conditions: (1) Redox chemistry - The solubility of reduced actinides (III and IV oxidation states) is known to be significantly lower than the oxidized forms (V and/or VI oxidation states). In this context, the reducing conditions in the WIPP and the strong coupling of the chemistry for reduced metals and microbiological processes with actinides are important. (2) Complexation - For the anoxic, reducing and mildly basic brine systems in the WIPP, the most important inorganic complexants are expected to be carbonate/bicarbonate and hydroxide. There are also organic complexants in TRU waste with the potential to strongly influence actinide solubility. (3) Intrinsic and pseudo-actinide colloid formation - Many actinide species in their expected oxidation states tend to form colloids or strongly associate with non actinide colloids present (e.g., microbial, humic and organic). In this context, the relative importance of actinides, based on the TRU waste inventory, with respect to the potential release of actinides from the WIPP, is greater for plutonium and americium, and to less extent for uranium and thorium. The most important oxidation states for WIPP-relevant conditions are III and IV. We will present an update of the literature on WIPP-specific data, and a summary of the ongoing research related to actinide chemistry in the WIPP performed by the Los Alamos National Laboratory (LANL) Actinide Chemistry and Repository Science (ACRSP) team located in Carlsbad, NM [Reed 2007, Lucchini 2007, and Reed 2006].

    The invention provides simplified negative index materials (NIMs) using wire-pair structures, 4-gap single ring split-ring resonator (SRR), fishnet structures and overleaf capacitor SRR. In the wire-pair arrangement, a pair of short parallel wires and continuous wires are used. In the 4-gap single-ring SRR, the SRRs are centered on the faces of a cubic unit cell combined with a continuous wire type resonator. Combining both elements creates a frequency band where the metamaterial is transparent with simultaneously negative .di-elect cons. and .mu.. In the fishnet structure, a metallic mesh on both sides of the dielectric spacer is used. The overleaf capacitor SRR changes the gap capacities to small plate capacitors by making the sections of the SRR ring overlap at the gaps separated by a thin dielectric film. This technique is applicable to conventional SRR gaps but it best deploys for the 4-gap single-ring structures.

    We have derived Earth Similarity Index (ESI) with two free parameters m and T. These free parameters are optimized with the consideration that the planet Mars is almost similar to the Earth. For the optimized values of free parameters, the interior-ESI, surface-ESI and ESI for some planets are calculated. The results for m = 0.8 and T = 0.8 are compared with the values obtained by Schulze-Makuch {\\it et al.} (2011). We have found that the exoplanet 55 Cnc f is within 10% away from the threshold value T. The exoplanets HD 69830 c, 55 Cnc c, 55 Cnc f, 61 Vir d and HIP 57050 b are found to have ESI within 10% from the threshold value.

    In this report, we achieved total transmission and reflection in a slab of zero index materials with defect(s). By controlling the defect's radius and dielectric constant, we can obtain total transmission and reflection of EM wave. The zero index materials, in this report, stand for materials with permittivity and permeability which are simultaneously equal to zero or so called matched impedance zero index materials. Along with theoretical calculations and simulation demonstrations, we also discuss about some possible applications for the proposed structure such as shielding or cloaking an object without restricting its view. We also suggest a way to control total transmission and reflection actively by using tunable refractive index materials such as liquid crystal and BST. The physics behind those phenomena is attributed to intrinsic properties of zero index materials: constant field inside zero index slab.
