    The draft Area Recommendation Report (ARR) for the Crystalline Repository Project identifies portions of crystalline rock bodies as proposed potentially acceptable sites for the Nation's second repository for deep geologic burial of high-level radioactive waste and spent nuclear fuel. This Overview provides a brief summary of that report. The US Department of Energy (DOE) evaluated available geologic and environmental data for 235 crystalline rock bodies in the North Central, Northeastern, and Southeastern Regions to identify preliminary candidate areas. The 12 proposed potentially acceptable sites are located in the States of Georgia (1), Maine (2), Minnesota (3), New Hampshire (1), North Carolina (2), Virginia (2), and Wisconsin (1). The data, analyses and rationale pertaining to the identification of the 12 proposed potentially acceptable sites are presented in the draft ARR. The analyses presented in the draft ARR demonstrate that the evidence available for each proposed potentially acceptable site supports (1) a finding that the site is not disqualified under Appendix III of the DOE Siting Guidelines and (2) a decision to proceed with the continued investigation of the site on the basis of the favorable and potentially adverse conditions identified to date. These potentially acceptable sites will be investigated and evaluated in more detail during the area phase of the siting process and considered along with other candidate sites in a progressive narrowing process to finally choose the site of the second repository in 1998.

    Tools and techniques that provide improved performance and reduced costs are important to government programs, particularly in current times. An opportunity for improvement was identified for preparation of cost estimates used to support the evaluation of response action alternatives. As a result, CH2M HILL Plateau Remediation Company has developed Tool for Response Action Cost Estimating (TRACE). TRACE is a multi-page Microsoft Excel{reg_sign} workbook developed to introduce efficiencies into the timely and consistent production of cost estimates for response action alternatives. This tool combines costs derived from extensive site-specific runs of commercially available remediation cost models with site-specific and estimator-researched and derived costs, providing the best estimating sources available. TRACE also provides for common quantity and key parameter links across multiple alternatives, maximizing ease of updating estimates and performing sensitivity analyses, and ensuring consistency.

    This report examines the economics of wetland creation, restoration, and enhancement projects, especially as they are used within the context of mitigation for unavoidable wetland losses. Complete engineering-cost-accounting profiles of over 90 wetland projects were developed in collaboration with leading wetland restoration and creation practitioners around the country to develop a primary source database. Data on the costs of over 1,000 wetland projects were gathered from published sources and other available databases to develop a secondary source database. Cases in both databases were carefully analyzed and a set of baseline cost per acre estimates were developed for wetland creation, restoration, and enhancement. Observations of costs varied widely, ranging from $5 per acre to $1.5 million per acre. Differences in cost were related to the target wetland type, and to site-specific and project-specific factors that affected the preconstruction, construction, and post-construction tasks necessary to carry out each particular project. Project-specific and site-specific factors had a much larger effect on project costs than wetland type for non-agricultural projects. Costs of wetland creation and restoration were also shown to differ by region, but not by as much as expected, and in response to the regulatory context. The costs of wetland creation, restoration, and enhancement were also analyzed in a broader economic context through examination of the market for wetland mitigation services, and through the development of a framework for estimating compensation ratios-the number of acres of created, restored, or enhanced wetland required to compensate for an acre of lost natural wetland. The combination of per acre creation, restoration, and enhancement costs and the compensation ratio determine the overall mitigation costs associated with alternative mitigation strategies.

    This study deals with the question of whether US society as a whole should invest in large-scale coal-port development. The analysis takes a total-system perspective with regard to costs and benefits. The analysis does not try to attribute the costs or benefits of dredging to the various parties involved in the coal trade. Rather, the analysis assumes that society, as a whole, will both pay the costs and receive the benefits from dredging. The study lends support to those recommending caution in approaching coal-port development. There was no justification for dredging all deep-draft options simultaneously. In fact, what is very clear is that the concurrent dredging of more than one port is unwise unless one supports the most-optimistic projections for coal-export demand or relatively low real interest rates over the long run. Moreover, under no condition examined does it make sense to dredge either of the Gulf ports - Mobile or New Orleans - before dredging Hampton Roads or Baltimore. 35 references, 30 tables.

    The 1992 Resource Program will propose actions to meet future loads placed on the Bonneville Power Administration (BPA). It will also discuss and attempt to resolve resource-related policy issues. The Resource Program assesses resource availability and costs, and analyzes resource requirements and alternative ways of meeting those requirements through both conservation and generation resources. These general resource conclusions are then translated to actions for both conservation and generation. The Resource Program recommends budgets for the Office of Energy Resources for Fiscal Years (FY) 1994 and 1995. BPA's Resource Program bears directly on an important BPA responsibility: the obligation under the Northwest Power Act{sup 3} to meet the power requirements of public and private utility and direct service industrial (DSI) customers according to their contractual agreements. BPA's Draft 1992 Resource Program is contained in four documents: (1) 1992 Resource Program Summary; (2) Technical Report; (3) Technical Assumptions Appendix; and, (4) Conservation Implementation Plan.     The Department of Energy (DOE) has prepared a revision to DOE Order 5820.2A, entitled ``Radioactive Waste Management.`` DOE issued DOE Order 5820.2A in September 1988 and, as the title implies, it covered only radioactive waste forms. The proposed draft order, entitled ``Waste Management,`` addresses the management of both radioactive and nonradioactive waste forms. It also includes spent nuclear fuel, which DOE does not consider a waste. Waste forms covered include hazardous waste, high-level waste, transuranic (TRU) waste, low-level radioactive waste, uranium and thorium mill tailings, mixed waste, and sanitary waste. The Radioactive Waste Technical Support Program (TSP) of Leached Idaho Technologies Company (LITCO) is facilitating the revision of this order. The EM Regulatory Compliance Division (EM-331) has requested that TSP estimate the impacts and costs of compliance with the revised order. TSP requested Dames & Moore to aid in this assessment by comparing requirements in Draft Order 5820.2B to ones in DOE Order 5820.2A and other DOE orders and Federal regulations. The assessment started with a draft version of 5820.2B dated January 14, 1994. DOE has released three updated versions of the draft order since then (dated May 20, 1994; August 26, 1994; and January 23, 1995). Each time DOE revised the order, Dames and Moore updated the assessment work to reflect the text changes. This report reflects the January 23, 1995 version of the draft order.

    Gas hydrates are crystalline, ice-like compounds of gas and water molecules that are formed under certain thermodynamic conditions. Hydrate deposits occur naturally within ocean sediments just below the sea floor at temperatures and pressures existing below about 500 meters water depth. Gas hydrate is also stable in conjunction with the permafrost in the Arctic. Most marine gas hydrate is formed of microbially generated gas. It binds huge amounts of methane into the sediments. Worldwide, gas hydrate is estimated to hold about 1016 kg of organic carbon in the form of methane (Kvenvolden et al., 1993). Gas hydrate is one of the fossil fuel resources that is yet untapped, but may play a major role in meeting the energy challenge of this century. In June 2002, Westport Technology Center was requested by the Department of Energy (DOE) to prepare a ''Best Practices Manual on Gas Hydrate Coring, Handling and Analysis'' under Award No. DE-FC26-02NT41327. The scope of the task was specifically targeted for coring sediments with hydrates in Alaska, the Gulf of Mexico (GOM) and from the present Ocean Drilling Program (ODP) drillship. The specific subjects under this scope were defined in 3 stages as follows: Stage 1: Collect information on coring sediments with hydrates, core handling, core preservation, sample transportation, analysis of the core, and long term preservation. Stage 2: Provide copies of the first draft to a list of experts and stakeholders designated by DOE. Stage 3: Produce a second draft of the manual with benefit of input from external review for delivery. The manual provides an overview of existing information available in the published literature and reports on coring, analysis, preservation and transport of gas hydrates for laboratory analysis as of June 2003. The manual was delivered as draft version 3 to the DOE Project Manager for distribution in July 2003. This Final Report is provided for records purposes.

The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.

    The Work Breakdown Structure (WBS) Book begins with this Overview section, which contains the high-level summary cost estimate, the cost profile, and the global construction schedule. The summary cost estimate shows the total US cost and the cost in terms of PHENIX construction funds for building the PHENIX detector. All costs in the WBS book are shown in FY 1993 dollars. Also shown are the institutional and foreign contributions, the level of pre-operations funding, and the cost of deferred items. Pie charts are presented at PHENIX WBS level 1 and 2 that show this information. The PHENIX construction funds are shown broken down to PHENIX WBS level 3 items per fiscal year, and the resulting profile is compared to the RHIC target profile. An accumulated difference of the two profiles is also shown. The PHENIX global construction schedule is presented at the end of the Overview section. Following the Overview are sections for each subsystem. Each subsystem section begins with a summary cost estimate, cost profile, and critical path. The total level 3 cost is broken down into fixed costs (M&S), engineering costs (EDIA) and labor costs. Costs are further broken down in terms of PHENIX construction funds, institutional and foreign contributions, pre-operations funding, and deferred items. Also shown is the contingency at level 3 and the level 4 breakdown of the total cost. The cost profile in fiscal years is shown at level 3. The subsystem summaries are followed by the full cost estimate and schedule sheets for that subsystem. These detailed sheets are typically carried down to level 7 or 8. The cost estimate Total, M&S, EDIA, and Labor breakdowns, as well as contingency, for each WBS entry.

    Site Treatment Plans (STP) are required for facilities at which the DOE generates or stores mixed waste. This Draft Site Treatment Plan (DSTP) the second step in a three-phase process, identifies the currently preferred options for treating mixed waste at the Savannah River Site (SRS) or for developing treatment technologies where technologies do not exist or need modification. The DSTP reflects site-specific preferred options, developed with the state`s input and based on existing available information. To the extent possible, the DSTP identifies specific treatment facilities for treating the mixed waste and proposes schedules. Where the selection of specific treatment facilities is not possible, schedules for alternative activities such as waste characterization and technology assessment are provided. All schedule and cost information presented is preliminary and is subject to change. The DSTP is comprised of two volumes: this Compliance Plan Volume and the Background Volume. This Compliance Plan Volume proposes overall schedules with target dates for achieving compliance with the land disposal restrictions (LDR) of RCRA and procedures for converting the target dates into milestones to be enforced under the Order. The more detailed discussion of the options contained in the Background Volume is provided for informational purposes only.

    This study was commissioned in order to help quantify the effects of nuclear plant cancellations on the Nation's electricity prices. This report presents a historical overview of nuclear plant cancellations through 1982, the costs associated with those cancellations, and the reasons that the projects were terminated. A survey is presented of the precedents for regulatory treatment of the costs, the specific methods of cost recovery that were adopted, and the impacts of these decisions upon ratepayers, utility stockholders, and taxpayers. Finally, the report identifies a series of other nuclear plants that remain at risk of canellation in the future, principally as a result of similar demand, finance, or regulatory problems cited as causes of cancellation in the past. The costs associated with these potential cancellations are estimated, along with their regional distributions, and likely methods of cost recovery are suggested.

This Plan is undertaken by Bonneville Power Administration (BPA), Puget Sound Power Light, Seattle City Light, Snohomish Public Utility District No. 1 (PUD), and Tacoma Public Utilities. The Plan consists of potential actions in Puget Sound and other areas in the State of Washington. A specific need exists in the Puget Sound area for balance between east-west transmission capacity and the increasing demand to import power generated east of the Cascades. At certain times of the year, there is more demand for power than the electric system can supply in the Puget Sound area. This high demand, called peak demand, occurs during the winter months when unusually cold weather increases electricity use for heating. The existing power system can supply enough power if no emergencies occur. However, during emergencies, the system will not operate properly. As demand grows, the system becomes more strained. To meet demand, the rate of growth of demand must be reduced or the ability to serve the demand must be increased, or both. The plan to balance Puget Sound's power demand and supply has these purposes: The plan should define a set of actions that would accommodate ten years of load growth (1994--2003). Federal and State environmental quality requirements should be met. The plan should be consistent with the plans of the Northwest Power Planning Council. The plan should serve as a consensus guideline for coordinated utility action. The plan should be flexible to accommodate uncertainties and differing utility needs. The plan should balance environmental impacts and economic costs. The plan should provide electric system reliability consistent with customer expectations. 29 figs., 24 tabs.

    The objective of the EMMP is to document compliance with the NWPA. To do so, a summary description of site characterization activites is provided, based on the consultation draft of the SCP. Subsequent chpaters identify those technical areas having the potential to be impacted by site characterization activities and the monitoring plans proposed to identify whether those impacts acutally occur. Should monitoring confirm the potential for significant adverse impact, mitigative measures will be developed. In the context of site characterization, mitigation is defined as those changes in site characterization activities that serve to avoid or minimize, to the maximum extent practicle, any significant adverse environmental impacts. Although site characterization activies involve both surface and subsurface activities, it is the surface-based aspect of site characterization that is addressed in detailed by the EMMP. The schedule and duration of these activities is given in the consultation draft of the SCP. A breif summary of all proposed activities is given in the EMMP. 10 refs., 8 figs.

This report describes the essential features of an experimental ADART service and establishes a context for ADART implementation based on urban transit industry characteristics. ADART is a demand-responsive transit service with fully automated dispatching and autonomously managed vehicles carrying all command-and-control facilities onboard. This technical overview consists of four chapters/papers. It begins with an introductory overview of ADART, followed by deliberations on the prospects for ADART implementation in terms of historical precedent, logistics, and costs. The third and fourth chapters review the state-of-the-art of technologies crucial to ADART operations--mobile communications and vehicle navigation hardware and software systems. The final chapters present study conclusions. ADART is a flexible system that may be the answer for transit services to low-density areas.

    Industrial processes use mechanical draft cooling towers (MDCT's) to dissipate waste heat by transferring heat from water to air via evaporative cooling, which causes air humidification. The Savannah River Site (SRS) has cross-flow and counter-current MDCT's consisting of four independent compartments called cells. Each cell has its own fan to help maximize heat transfer between ambient air and circulated water. The primary objective of the work is to simulate the cooling tower performance for the counter-current cooling tower and to conduct a parametric study under different fan speeds and ambient air conditions. The Savannah River National Laboratory (SRNL) developed a computational fluid dynamics (CFD) model and performed the benchmarking analysis against the integral measurement results to accomplish the objective. The model uses three-dimensional steady-state momentum, continuity equations, air-vapor species balance equation, and two-equation turbulence as the basic governing equations. It was assumed that vapor phase is always transported by the continuous air phase with no slip velocity. In this case, water droplet component was considered as discrete phase for the interfacial heat and mass transfer via Lagrangian approach. Thus, the air-vapor mixture model with discrete water droplet phase is used for the analysis. A series of parametric calculations was performed to investigate the impact of wind speeds and ambient conditions on the thermal performance of the cooling tower when fans were operating and when they were turned off. The model was also benchmarked against the literature data and the SRS integral test results for key parameters such as air temperature and humidity at the tower exit and water temperature for given ambient conditions. Detailed results will be published here.

    Energy required for water heating accounts for approximately 40percent of national residential natural gas consumption in California. With water heating contributing such a substantial portion of natural gas consumption, it is important to pay attention to water heater efficiencies. This paper reports on an investigation of a patented, buoyancy-operated flue damper. It is an add-on design to a standard atmospherically vented natural-draft gas-fired storage water heater. The flue damper was expected to reduce off-cycle standby losses, which would lead to improvements in the efficiency of the water heater. The test results showed that the Energy Factor of the baseline water heater was 0.576. The recovery efficiency was 0.768. The standby heat loss coefficient was 10.619 (BTU/hr-oF). After the damper was installed, the test results show an Energy Factor for the baseline water heater of 0.605. The recovery efficiency was 0.786. The standby heat loss coefficient was 9.135 (BTU/hr-oF). The recovery efficiency increased 2.3percent and the standby heat loss coefficient decreased 14percent. When the burner was on, the baseline water heater caused 28.0 CFM of air to flow from the room. During standby, the flow was 12.4 CFM. The addition of the damper reduced the flow when the burner was on to 23.5 CFM. During standby, flow with the damper was reduced to 11.1 CFM. The flue damper reduced off-cycle standby losses, and improved the efficiency of the water heater. The flue damper also improved the recovery efficiency of the water heater by restricting on-cycle air flows through the flue.With or without the flue damper, off-cycle air flow upthe stack is nearly half the air flow rate as when the burner is firing.

    Although most cost systems offer complete detail and traceability, not all provide timely detail in a concise form useful to senior management. This system was developed for a multifunction research organization funded from many sources. It extracts cost and manpower data from the general cost systems, summarizes it, compares it by program with previous cost periods, and presents it with minimum detail yet with maximum overview. The system monitors the basic manpower distribution of effort at the source, that is, the division time-card input. Cost data are taken from the central computer ahead of the print-out and report-distribution steps; thus, the summary information is available several days ahead of the detailed reports. This procedure has been regularly used for several months, and has proven to be a valuable tool in management action and planning. 9 figures.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period through 2020. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors world energy markets, resource availability and costs, behavior and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system, followed by a chapter on the overall modeling structure and solution algorithm. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. 21 figs.

    The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems – including some considered too costly or technologically challenging – and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

    The Western Area Power Administration's Central Valley Project transmission system forms an integral part of the interconnected Sacramento area transmission grid. Western is contractually responsible to oversee that the system is operated in accordance with strict reliability standards. Growth in the greater Sacramento, California area and power imported from generation outside the region, have increased the demand on the interconnected electric transmission system, leading to transmission system overloads and reducing the reliability and security of the area power system. Western has prepared this Sacramento Area Voltage Support (SVS) Draft Environmental Impact Statement (EIS) in compliance with Federal laws, regulations and guidelines, principally the ''National Environmental Policy Act'' (NEPA). This Draft EIS evaluates the potential environmental effects of physical improvements to the area's power system. Enhancements are needed to improve system reliability and provide voltage support for the Sacramento area. The results of public scoping meetings, workshops, meetings with agencies, and earlier studies by Western and area utilities helped to develop a range of alternatives for analysis. The Proposed Action involves: Constructing a new double-circuit, 230-kV transmission line paralleling the existing double-circuit, 230-kV line from the O'Banion Substation to the Elverta Substation; Realigning a portion of the existing Cottonwood-Roseville single-circuit, 230-kV transmission line north of Elverta Substation; and Reconductoring the existing double-circuit, 230-kV transmission line from the Elverta Substation to the Tracy Substation. Public Hearings on the Draft EIS will be held between December 9-12, 2002. Comments on this Draft EIS are encouraged and should be sent to Ms. Loreen McMahon (above). Comments must be received by December 30, 2002.
