    Approximately 100 million gallons ({approx}400,000 m{sup 3}) of existing U.S. Department of Energy (DOE) owned radioactive waste stored in underground tanks can not be disposed of as low-level waste (LLW). The current plan for disposal of UST waste which can not be disposed of as LLW is immobilization as glass and permanent storage in an underground repository. Disposal of LLW generally can be done sub-surface at the point of origin. Consequently, LLW is significantly less expensive to dispose of than that requiring an underground repository. Due to the lower cost for LLW disposal, it is advantageous to separate the 100 million gallons of waste into a small volume of high-level waste (HLW) and a large volume of LLW.

It will also discuss and attempt to resolve resource-related policy issues. The Resource Program assesses resource availability and costs, and analyzes resource requirements and alternative ways of meeting those requirements through both conservation and generation resources. These general resource conclusions are then translated to actions for both conservation and generation. The Resource Program recommends budgets for the Office of Energy Resources for Fiscal Years (FY) 1994 and 1995.     Gas hydrates are crystalline, ice-like compounds of gas and water molecules that are formed under certain thermodynamic conditions. Hydrate deposits occur naturally within ocean sediments just below the sea floor at temperatures and pressures existing below about 500 meters water depth. Gas hydrate is also stable in conjunction with the permafrost in the Arctic. Most marine gas hydrate is formed of microbially generated gas. It binds huge amounts of methane into the sediments. Worldwide, gas hydrate is estimated to hold about 1016 kg of organic carbon in the form of methane (Kvenvolden et al., 1993). Gas hydrate is one of the fossil fuel resources that is yet untapped, but may play a major role in meeting the energy challenge of this century. In June 2002, Westport Technology Center was requested by the Department of Energy (DOE) to prepare a ''Best Practices Manual on Gas Hydrate Coring, Handling and Analysis'' under Award No. DE-FC26-02NT41327. The scope of the task was specifically targeted for coring sediments with hydrates in Alaska, the Gulf of Mexico (GOM) and from the present Ocean Drilling Program (ODP) drillship. The specific subjects under this scope were defined in 3 stages as follows: Stage 1: Collect information on coring sediments with hydrates, core handling, core preservation, sample transportation, analysis of the core, and long term preservation. Stage 2: Provide copies of the first draft to a list of experts and stakeholders designated by DOE. Stage 3: Produce a second draft of the manual with benefit of input from external review for delivery. The manual provides an overview of existing information available in the published literature and reports on coring, analysis, preservation and transport of gas hydrates for laboratory analysis as of June 2003. The manual was delivered as draft version 3 to the DOE Project Manager for distribution in July 2003. This Final Report is provided for records purposes.

    This thesis has not focused on the myriad of environmental laws generating costs for government contractors. Compliance with such laws is not beyond the experience of government cost-reimbursement contracting. This thesis has not detailed the alternative to cost reimbursement; i.e., a contribution action against the United States for cleanup costs. Potential contribution action remains an issue when the contamination is related to the performance of a government contract. At the center of this analysis is the efficacy of the draft environmental cost principle. The draft cost principle forced the consideration of the many prickly issues that must someday be resolved. The draft cost principle is unlikely to return in present form. It may be gone, but it should not be forgotten. The environmental cost issues will resurface. Future attempts to address these issues will benefit from the careful consideration of the latest draft environmental cost principle. The core questions to be answered are what would be the impact of the cost principle on the treatment of various environmental costs, and whether such impact is for the good.

    The Department of Energy (DOE) has prepared a revision to DOE Order 5820.2A, entitled ``Radioactive Waste Management.`` DOE issued DOE Order 5820.2A in September 1988 and, as the title implies, it covered only radioactive waste forms. The proposed draft order, entitled ``Waste Management,`` addresses the management of both radioactive and nonradioactive waste forms. It also includes spent nuclear fuel, which DOE does not consider a waste. Waste forms covered include hazardous waste, high-level waste, transuranic (TRU) waste, low-level radioactive waste, uranium and thorium mill tailings, mixed waste, and sanitary waste. The Radioactive Waste Technical Support Program (TSP) of Leached Idaho Technologies Company (LITCO) is facilitating the revision of this order. The EM Regulatory Compliance Division (EM-331) has requested that TSP estimate the impacts and costs of compliance with the revised order. TSP requested Dames & Moore to aid in this assessment by comparing requirements in Draft Order 5820.2B to ones in DOE Order 5820.2A and other DOE orders and Federal regulations. The assessment started with a draft version of 5820.2B dated January 14, 1994. DOE has released three updated versions of the draft order since then (dated May 20, 1994; August 26, 1994; and January 23, 1995). Each time DOE revised the order, Dames and Moore updated the assessment work to reflect the text changes. This report reflects the January 23, 1995 version of the draft order.

    The continuing objective of the Inertial Confinement Fusion (ICF) Program is the demonstration of thermonuclear fusion ignition and energy gain in the laboratory. The underlying theme of all ICF activities as a science research and development program is the Department of Energy's (DOE's) Defense Programs (DP) science-based Stockpile Stewardship and Management (SSM) Program. The extension of current program research capabilities in the National Ignition Facility (NIF) is necessary for the ICF Program to satisfy its stewardship responsibilities. ICF resources (people and facilities) are increasingly being redirected in support of the performance, schedule, and cost goals of the NIF. One of the more important aspects of ICF research is the national nature of the program. Lawrence Livermore National Laboratory's (LLNL's) ICF Program falls within DOE's national ICF Program, which includes the Nova and Beamlet laser facilities at LLNL and the OMEGA, Nike, and Trident laser facilities at the University of Rochester (Laboratory for Laser Energetics, UR/LLE), the Naval Research Laboratory (NRL), and Los Alamos National Laboratory (LANL), respectively. The Particle Beam Fusion Accelerator (PBFA) and Saturn pulsed-power facilities are at Sandia National Laboratories (SNL). General Atomics, Inc. (GA) develops and provides many of the targets for the above experimental facilities. LLNL's ICF Program supports activities in two major interrelated areas: (1) target physics and technology (experimental, theoretical, and computational research); and (2) laser science and optics technology development. Experiments on LLNL's Nova laser primarily support ignition and weapons physics research. Experiments on LLNL's Beamlet laser support laser science and optics technology development. In addition, ICF sciences and technologies, developed as part of the DP mission goals, continue to support additional DOE objectives. These objectives are (1) to achieve diversity in energy sources through inertial fusion energy (IFE) research and (2) to maintain a competitive US economy through new development of technologies of interest for government and industrial use, including Laboratory Directed Research and Development (LDRD). This Overview is divided into sections that include Target Physics and Technology, Laser Science and Optics Technology, the National Ignition Facility, and Inertial Fusion Energy/New Technologies. These sections summarize the findings within the many articles written for refereed journals and the ICF Quarterly Report, and also discuss important results from FY 1996 that have not been covered explicitly in the articles.

    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    This paper presents an overview of the EPICS control system at FERMILAB. EPICS is a distributed, multi-user, interactive system for the control and monitoring of particle beamlines at a high-energy experimental physics laboratory. The overview discusses the operating environment of the control system, the requirements which determined the design decisions, the hardware and software configurations, and plans for the future growth and enhancement of the present system. This paper is the first of three related papers on the EPICS system. The other two cover (1) the system structure and user interface and (2) RSX implementation issues.

    The information and data contained in this Appendix was extracted from numerous sources. The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.

    This study was commissioned in order to help quantify the effects of nuclear plant cancellations on the Nation's electricity prices. This report presents a historical overview of nuclear plant cancellations through 1982, the costs associated with those cancellations, and the reasons that the projects were terminated. A survey is presented of the precedents for regulatory treatment of the costs, the specific methods of cost recovery that were adopted, and the impacts of these decisions upon ratepayers, utility stockholders, and taxpayers. Finally, the report identifies a series of other nuclear plants that remain at risk of canellation in the future, principally as a result of similar demand, finance, or regulatory problems cited as causes of cancellation in the past. The costs associated with these potential cancellations are estimated, along with their regional distributions, and likely methods of cost recovery are suggested.

    Crime prevention is on the minds of most people today. The concern for public safety and the theft of valuable assets are being discussed at all levels of government and throughout the public sector. There is a growing demand for security systems that can adequately safeguard people and valuable assets against the sophistication of those criminals or adversaries who pose a threat. The crime in this country has been estimated at $70 billion in direct costs and up to $300 billion in indirect costs. Health insurance fraud alone is estimated to cost American businesses $100 billion. Theft, warranty fraud, and counterfeiting of computer hardware totaled $3 billion in 1994. A threat analysis is a prerequisite to any security system design to assess the vulnerabilities with respect to the anticipated threat. Having established a comprehensive definition of the threat, crime prevention, detection, and threat assessment technologies can be used to address these criminal activities. This talk will outline the process used to design a security system regardless of the level of security. This methodology has been applied to many applications including: government high security facilities; residential and commercial intrusion detection and assessment; anti-counterfeiting/fraud detection technologies (counterfeit currency, cellular phone billing, credit card fraud, health care fraud, passport, green cards, and questionable documents); industrial espionage detection and prevention (intellectual property, computer chips, etc.); and security barrier technology (creation of delay such as gates, vaults, etc.).

    This chapter provides a comprehensive overview of the Bohmian formulation of quantum mechanics. It starts with a historical review of the difficulties found by Louis de Broglie, David Bohm, and John S. Bell to convince the scientific community about the validity and utility of Bohmian mechanics. Then, a formal explanation of Bohmian mechanics for nonrelativistic, single-particle quantum systems is presented. The generalization to many-particle systems, where the exchange interaction and the spin play an important role, is also presented. After that, the measurement process in Bohmian mechanics is discussed. It is emphasized that Bohmian mechanics exactly reproduces the mean value and temporal and spatial correlations obtained from the standard, that is the Copenhagen or orthodox, formulation. The ontological characteristics of Bohmian mechanics provide a description of measurements as another type of interaction without the need for introducing the wave function collapse. Several solved problems are presented at the end of the chapter, giving additional mathematical support to some particular issues. A detailed description of computational algorithms to obtain Bohmian trajectories from the numerical solution of the Schrodinger or the Hamilton-Jacobi equations are presented in an appendix. The motivation of this chapter is twofold: first, as a didactic introduction to Bohmian formalism, which is used in the subsequent chapters, and second, as a self-contained summary for any newcomer interested in using Bohmian mechanics in his or her daily research activity.

    Site Treatment Plans (STP) are required for facilities at which the DOE generates or stores mixed waste. This Draft Site Treatment Plan (DSTP) the second step in a three-phase process, identifies the currently preferred options for treating mixed waste at the Savannah River Site (SRS) or for developing treatment technologies where technologies do not exist or need modification. The DSTP reflects site-specific preferred options, developed with the state`s input and based on existing available information. To the extent possible, the DSTP identifies specific treatment facilities for treating the mixed waste and proposes schedules. Where the selection of specific treatment facilities is not possible, schedules for alternative activities such as waste characterization and technology assessment are provided. All schedule and cost information presented is preliminary and is subject to change. The DSTP is comprised of two volumes: this Compliance Plan Volume and the Background Volume. This Compliance Plan Volume proposes overall schedules with target dates for achieving compliance with the land disposal restrictions (LDR) of RCRA and procedures for converting the target dates into milestones to be enforced under the Order. The more detailed discussion of the options contained in the Background Volume is provided for informational purposes only.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period of 1990 to 2010. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system. The second chapter describes the modeling structure. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. Additional background on the development of the system is provided in Appendix A of this report, which describes the EIA modeling systems that preceded NEMS. More detailed model documentation reports for all the NEMS modules are also available from EIA.

    An overview of tools and methods for the reconstruction of high-boost top quark decays at the LHC is given in this report. The focus is on hadronic decays, in particular an overview of the current status of top quark taggers in physics analyses is presented. The most widely used jet substructure techniques, normally used in combination with top quark taggers, are reviewed. Special techniques to treat pileup in large cone jets are described, along with a comparison of the performance of several boosted top quark reconstruction techniques.

    This executive summary addresses the activities associated with the National Transuranic (TRU) Program managed by the Carlsbad Area Office (CAO). The CAO programmatically reports to the Assistant Secretary for Environmental Management and receives administrative support through the Albuquerque Operations Office. The mission of the Carlsbad Area Office (CAO) is to protect human health and the environment by opening and operating the Waste Isolation Pilot Plant for site disposal of TRU waste and by establishing an effective system for management of TRU waste from generation to disposal. It includes personnel assigned to the CAO, the Waste Isolation Pilot Plant (WIPP) site operations, and other activities associated with the National TRU Program. The CAO develops and directs implementation of the program, while the DOE Headquarters establishes policy and guidelines. The CAO assesses compliance with the program guidance, as well as the commonality of activities and assumptions among all the sites. Since the development of the February 28, 1997, database used to develop this Discussion Draft, the opening of the WIPP facility for receipt of Contact Handled waste has been delayed from November 1997 to May 1998. This slippage is significant enough to require a change in the milestones and volumes included in the documents to be reviewed by our stakeholders. Changes have been incorporated into this Discussion Draft and its supporting Project Baseline Summaries (PBSs).

    The Puget Sound Area Electric Reliability Plan Draft Environmental Impact Statement (DEIS) identifies the alternatives for solving a power system problem in the Puget Sound area. This Plan is undertaken by Bonneville Power Administration (BPA), Puget Sound Power & Light, Seattle City Light, Snohomish Public Utility District No. 1 (PUD), and Tacoma Public Utilities. The Plan consists of potential actions in Puget Sound and other areas in the State of Washington. A specific need exists in the Puget Sound area for balance between east-west transmission capacity and the increasing demand to import power generated east of the Cascades. At certain times of the year, there is more demand for power than the electric system can supply in the Puget Sound area. This high demand, called peak demand, occurs during the winter months when unusually cold weather increases electricity use for heating. The existing power system can supply enough power if no emergencies occur. However, during emergencies, the system will not operate properly. As demand grows, the system becomes more strained. To meet demand, the rate of growth of demand must be reduced or the ability to serve the demand must be increased, or both. The plan to balance Puget Sound`s power demand and supply has these purposes: The plan should define a set of actions that would accommodate ten years of load growth (1994--2003).     The Puget Sound Area Electric Reliability Plan Draft Environmental Impact Statement (DEIS) identifies the alternatives for solving a power system problem in the Puget Sound area. This Plan is undertaken by Bonneville Power Administration (BPA), Puget Sound Power Light, Seattle City Light, Snohomish Public Utility District No. 1 (PUD), and Tacoma Public Utilities. The Plan consists of potential actions in Puget Sound and other areas in the State of Washington. A specific need exists in the Puget Sound area for balance between east-west transmission capacity and the increasing demand to import power generated east of the Cascades. At certain times of the year, there is more demand for power than the electric system can supply in the Puget Sound area. This high demand, called peak demand, occurs during the winter months when unusually cold weather increases electricity use for heating. The existing power system can supply enough power if no emergencies occur. However, during emergencies, the system will not operate properly. As demand grows, the system becomes more strained. To meet demand, the rate of growth of demand must be reduced or the ability to serve the demand must be increased, or both. The plan to balance Puget Sound's power demand and supply has these purposes: The plan should define a set of actions that would accommodate ten years of load growth (1994--2003).     A great deal of effort is expended by remediation professionals in the pursuit of new technologies to assist them in performing their tasks more efficiently. These individuals understand the cost savings associated with volume reduction and waste minimization and routinely incorporate these practices into their planning. However, the largest cost component on many D and D projects is labor. Increasing the efficiency of work force utilization is frequently the most overlooked technique that can be instituted and which can easily offer major cost savings. Granted, some D and D jobs require highly specialized tools and equipment which are quite expensive. Decreasing these costs is often not an option or will yield minimal results. Conversely, the increase in worker efficiency can usually decrease costs dramatically. During the performance of the Safe Shutdown Project at the Fernald Environmental Management Project (the Fernald site), a process improvement initiative was instituted in support of the development of the Ten Year Plan. Costs associated with the removal of hundreds of thousands of pounds of nuclear material from formerly utilized equipment piping, and ductwork in nuclear facilities at the Fernald site were analyzed. This analysis indicated that the labor component was large enough to merit further inspection. A new approach to the activities was instituted and the results were significant. A macroscopic overview of all work activities utilized work evolution control (sequencing), building segmentation, and efficient use of engineering controls to streamline the D and D process. Overall costs on the first facility were reduced by over 20%. The increased labor efficiency resulted in decreased Personal Protective Equipment costs for field personnel. This approach will be discussed in detail.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period through 2020. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors world energy markets, resource availability and costs, behavior and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system, followed by a chapter on the overall modeling structure and solution algorithm. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. 21 figs.

    Although most cost systems offer complete detail and traceability, not all provide timely detail in a concise form useful to senior management. This system was developed for a multifunction research organization funded from many sources. It extracts cost and manpower data from the general cost systems, summarizes it, compares it by program with previous cost periods, and presents it with minimum detail yet with maximum overview. The system monitors the basic manpower distribution of effort at the source, that is, the division time-card input. Cost data are taken from the central computer ahead of the print-out and report-distribution steps; thus, the summary information is available several days ahead of the detailed reports. This procedure has been regularly used for several months, and has proven to be a valuable tool in management action and planning. 9 figures.

  20. Commercial Buildings Partnerships - Overview of Higher Education Projects

    The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems – including some considered too costly or technologically challenging – and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

    The Commission has reviewed comments received during the public comment period and revised its draft Final Report Volumes 1 and 2 for final consideration and approval. The revised version of the draft Final Report is available for download below. A public conference call has been set for 1:00 pm, Oct 23rd to discuss the comments received, to receive additional public comment, and to approve the final report. Further details regarding the conference call can be found here and in the Federal Register. Section 319 of the Consolidated Appropriations Act, 2014 (Public Law No. 113-76) directed the Secretary of Energy to establish the Commission to Review the Effectiveness of the National Energy Laboratories. The Commission was charged with reviewing the 17 Department of Energy (DOE) National Laboratories. It was established in May 2014 and held monthly meetings from July 2014 to July 2015. Congress directed the Commission to evaluate the laboratories in terms of their alignment with the Department’s strategic priorities, duplication, ability to meet current and future energy and national security challenges, size, and support of other Federal agencies. The Commission was also to review the efficiency and effectiveness of the laboratories, including assessing overhead costs and the impact of DOE’s oversight and management approach. Lastly, Congress had several specific questions related to the use of laboratory directed research and development (LDRD) such as the effectiveness of the Department’s oversight approach and the extent to which LDRD funding supports recruiting and retention of qualified staff. The Commission separated its charge into two phases. Phase 1 focused on the mission and strategic planning of the laboratories and Phase 2 targets the operation and oversight of the laboratory system. LDRD as it relates to the issues outlined above was considered in both phases of the Commission’s task. The Commission issued an Interim Report in February 2015 with its preliminary observations and recommendations.

    Energy required for water heating accounts for approximately 40percent of national residential natural gas consumption in California. With water heating contributing such a substantial portion of natural gas consumption, it is important to pay attention to water heater efficiencies. This paper reports on an investigation of a patented, buoyancy-operated flue damper. It is an add-on design to a standard atmospherically vented natural-draft gas-fired storage water heater. The flue damper was expected to reduce off-cycle standby losses, which would lead to improvements in the efficiency of the water heater. The test results showed that the Energy Factor of the baseline water heater was 0.576. The recovery efficiency was 0.768. The standby heat loss coefficient was 10.619 (BTU/hr-oF). After the damper was installed, the test results show an Energy Factor for the baseline water heater of 0.605. The recovery efficiency was 0.786. The standby heat loss coefficient was 9.135 (BTU/hr-oF). The recovery efficiency increased 2.3percent and the standby heat loss coefficient decreased 14percent. When the burner was on, the baseline water heater caused 28.0 CFM of air to flow from the room. During standby, the flow was 12.4 CFM. The addition of the damper reduced the flow when the burner was on to 23.5 CFM. During standby, flow with the damper was reduced to 11.1 CFM. The flue damper reduced off-cycle standby losses, and improved the efficiency of the water heater. The flue damper also improved the recovery efficiency of the water heater by restricting on-cycle air flows through the flue.With or without the flue damper, off-cycle air flow upthe stack is nearly half the air flow rate as when the burner is firing.
