    Monies collected from firms for alleged petroleum pricing violations are put in escrow from which refunds are made to those claiming overcharge during the period of price controls. Payment of refunds to recipients who are not tax exempt must be reported to the Internal Revenue Service (IRS) on Form 1099. By issuing Form 1099, the Department of Energy (DOE) alerts both the recipient and the IRS to potential taxable income. The purpose of our audit was to determine whether DOE was complying with IRS regulations when issuing 1099's for oil overcharge refunds. In calendar year 1991 Form 1099 was not issued for approximately $1.3 million in oil overcharge refunds of between $10 and $600 because the Department was unable to accurately determine the amount of interest included in the refunds. Thus, recipients may not have reported overcharge refunds as taxable income. In addition, about 30 percent of refund recipients identified as tax exempt could not provide support for their exempt status because they misunderstood Departmental instructions or were unaware of IRS regulations in this regard. In some instances, DOE had identified the recipients as exempt, due to the amount of the refund. As a result, 1099's were not issued for as many as 2,700 refund recipients who received refunds of approximately $2.7 million in potentially taxable income. Management agreed with our recommendations (1) to issue appropriate IRS reporting forms to nonexempt refund recipients and (2) to require all recipients claiming exempt status to identify the basis for exemption and provide documentation for their withholding status.

    The present invention is generally related to electrolytes containing novel redox shuttles for overcharge protection of lithium-ion batteries. The redox shuttles are capable of thousands hours of overcharge tolerance and have a redox potential at about 3-5.5 V vs. Li and particularly about 4.4-4.8 V vs. Li. Accordingly, in one aspect the invention provides electrolytes comprising an alkali metal salt; a polar aprotic solvent; and a redox shuttle additive that is an aromatic compound having at least one aromatic ring with four or more electronegative substituents, two or more oxygen atoms bonded to the aromatic ring, and no hydrogen atoms bonded to the aromatic ring; and wherein the electrolyte solution is substantially non-aqueous. Further there are provided electrochemical devices employing the electrolyte and methods of making the electrolyte.

    In a lithium-alloy/metal sulfide high temperature electrochemical cell, cell damage caused by overcharging is avoided by providing excess lithium in a high-lithium solubility phase alloy in the negative electrode and a specified ratio maximum of the capacity of a matrix metal of the negative electrode in the working phase to the capacity of a transition metal of the positive electrode. In charging the cell, or a plurality of such cells in series and/or parallel, chemical transfer of elemental lithium from the negative electrode through the electrolyte to the positive electrode provides sufficient lithium to support an increased self-charge current to avoid anodic dissolution of the positive electrode components above a critical potential. The lithium is subsequently electrochemically transferred back to the negative electrode in an electrochemical/chemical cycle which maintains high self-discharge currents on the order of 3-15 mA/cm.sup.2 in the cell to prevent overcharging.

One example of a rechargeable battery in which 2,7-diacetyl thianthrene is used has carbon negative electrode (anode) and spinet LiMn.sub.2 O.sub.4 positive electrode (cathode).

    The corrosion behavior of the polymer-electrolyte cell was investigated using various surface analytical techiques. The results indicate that, under normal-cycling conditions, the cell components are perfectly intact with no evidence of any corrosion. However, cells placed on overcharge for prolonged periods showed and inability to discharge.

    A class of organic redox shuttle additives is described, preferably comprising nitrogen-containing aromatics compounds, which can be used in a high temperature (85.degree. C. or higher) electrochemical storage cell comprising a positive electrode, a negative electrode, and a solid polymer electrolyte to provide overcharge protection to the cell. The organic redox additives or shuttles are characterized by a high diffusion coefficient of at least 2.1.times.10.sup.-8 cm.sup.2 /second and a high onset potential of 2.5 volts or higher. Examples of such organic redox shuttle additives include an alkali metal salt of 1,2,4-triazole, an alkali metal salt of imidazole, 2,3,5,6-tetramethylpyrazine, 1,3,5-tricyanobenzene, and a dialkali metal salt of 3-4-dihydroxy-3-cyclobutene-1,2-dione.

  15. Mathematical modeling of the lithium deposition overcharge reaction in lithium-ion batteries using carbon-based negative electrodes

    Two major issues facing lithium-ion battery technology are safety and capacity grade during cycling. A significant amount of work has been done to improve the cycle life and to reduce the safety problems associated with these cells. This includes newer and better electrode materials, lower-temperature shutdown separators, nonflammable or self-extinguishing electrolytes, and improved cell designs. The goal of this work is to predict the conditions for the lithium deposition overcharge reaction on the negative electrode (graphite and coke) and to investigate the effect of various operating conditions, cell designs and charging protocols on the lithium deposition side reaction. The processes that lead to capacity fading affect severely the cycle life and rate behavior of lithium-ion cells. One such process is the overcharge of the negative electrode causing lithium deposition, which can lead to capacity losses including a loss of active lithium and electrolyte and represents a potential safety hazard. A mathematical model is presented to predict lithium deposition on the negative electrode under a variety of operating conditions. The Li{sub x}C{sub 6} {vert{underscore}bar} 1 M LiPF{sub 6}, 2:1 ethylene carbonate/dimethyl carbonate, poly(vinylidene fluoride-hexafluoropropylene) {vert{underscore}bar} LiMn{sub 2}O{sub 4} cell is simulated to investigate the influence of lithium deposition on the charging behavior of intercalation electrodes. The model is used to study the effect of key design parameters (particle size, electrode thickness, and mass ratio) on the lithium deposition overcharge reaction. The model predictions are compared for coke and graphite-based negative electrodes. The cycling behavior of these cells is simulated before and after overcharge to understand the hazards and capacity fade problems, inherent in these cells, can be minimized.

    Throughout the past several years, States have been receiving settlement monies distributed from escrow accounts maintained by the Department of Energy and various courts. These monies are paid by oil companies for alleged violations of the petroleum pricing regulations of the 1970`s. These funds, commonly referred to as Petroleum Violation Escrow (PVE) or Oil Overcharge funds, have been an important tool in supporting energy efficiency programs and technologies at the State level. The aim of this publication is to highlight some of the many interesting, replicable projects funded with PVE monies and to serve as a resource for successful, energy efficiency programs in planning, technology application and education. By capturing a number of these innovative State-level programs, this document will expand the information network on renewable energy and energy efficiency and serve as a point of departure for others pursuing similar goals. Projects referenced throughout this publication reflect some of the program areas in which the Department of Energy takes an active interest, and fall into the following categories: (1) Alternative fuels; (2) Industrial efficiency and waste minimization; (3) Electric power production from renewable resources; (4) Building efficiency; (5) Integrated resource planning; and (6) Energy education.

    This review was performed to evaluate the Economic Regulatory Administrations's (ERA) documentation of and control over cases involving alleged petroleum pricing violations. In response to the oil embargo and price increase, the Congress passed the Emergency Petroleum Allocation Act of 1973 (Act). The Government assured compliance by investigating petroleum pricing violations, recovering overcharges, and making restitution to injured parties. Between August 1973 and January 1981, ERA and predecessor Federal agencies established and enforced regulations controlling the allocation and pricing of crude oil and refined petroleum products. The purpose of this review was to determine whether adequate internal controls were in place to assure that overcharge cases were being resolved in accordance with established guidelines. Specific objectives were to determine whether ERA's internal controls assured that (1) the bases for resolving cases were documented, (2) case settlements were approved by more than one person, and (3) cases were tracked until all overcharge issues were resolved.

    A electrochemical cell is described comprising an anode, a cathode, a solid polymer electrolyte, and a redox shuttle additive to protect the cell against overcharging and a redox shuttle additive to protect the cell against overcharging selected from the group consisting of: (a) a substituted anisole having the general formula (in an uncharged state): ##STR1## where R.sub.1 is selected from the group consisting of H, OCH.sub.3, OCH.sub.2 CH.sub.3, and OCH.sub.2 phenyl, and R.sub.2 is selected from the group consisting of OCH.sub.3, OCH.sub.2 CH.sub.3, OCH.sub.2 phenyl, and O.sup.- Li.sup.+ ; and (b) a di-anisole compound having the general formula (in an uncharged state): ##STR2## where R is selected from the group consisting of -OCH.sub.3 and -CH.sub.3, m is either 1 or 0, n is either 1 or 0, and X is selected from the group consisting of -OCH.sub.3 (methoxy) or its lithium salt --O.sup.- Li.sup.+. The lithium salt of the di-anisole is the preferred form of the redox shuttle additive because the shuttle anion will then initially have a single negative charge, it loses two electrons when it is oxidized at the cathode, and then moves toward the anode as a single positively charged species where it is then reduced to a single negatively charged species by gaining back two electrons.

    Recently, lithium iodide has been suggested as an additive for secondary lithium batteries to prevent the oxidation of organic electrolytes during charging operations. In this study, the charge and discharge reactions of lithium iodide in 1.5M LiAsF/sub 6//tetrahydrofuran (THF) solution on platinum are investigated with the cyclic voltammetric and rotating disk electrode techniques. At the anodic potentials, lithium iodide is found to undergo a two-step process of oxidation of iodide ion to tri-iodide ion and further oxidation of tri-iodide ion to iodine. The diffusion coefficients of iodide and tri-iodide ions in the electrolyte and the kinetic parameters of the redox reactions on platinum are evaluated from the rotating disk data. It is found that iodine initiates the polymerization of THF in the presence of lithium hexafluoroarsenate. To provide overcharge protection of the lithium batteries using LiAsF/sub 6//THF electrolytes, the large excess of lithium iodide must be present in the cell to form stable lithium tri-iodide with the iodine generated during the charging of lithium batteries.

    This report discusses the adequacy of the Economic Regulatory Administration's (ERA) documentation of and control over cases involving alleged petroleum pricing violations. In response to the oil embargo and price increase, Congress passed the Emergency Petroleum Allocation Act of 1973 (15 USC 751). The Government assured compliance by investigating petroleum pricing violations, recovering overcharges, and making restitution to injured parties. Between August 1973 and January 1981, when oil prices were decontrolled, ERA and predecessor federal agencies established and enforced regulations controlling the allocation and pricing of crude oil and refined petroleum products.

    This bill was introduced into the US House of Representatives on March 7, 1991 to amend the Internal Revenue Code of 1954 to provide a refundable income tax credit for the recycling of hazardous wastes. A credit of 2 cents is allowed for each pound of qualified hazardous waste recycled during the taxable year. To qualify as hazardous the waste must be listed by the EPA under section 3001 of the Solid Waste Act and is a waste product generated by the taxpayer in a trade or business.

    A large zero sequence voltage was found to have been induced onto a 138 kV line from adjacent 500 kV lines where these share the same transmission right-of-way. This zero sequence voltage distorted the 2-1/2-element revenue metering schemes used for two large industrial customer supplied directly from the affected 138 kV line. As a result, these two customers were overcharged, on average, approximately 3.5% for 15 years. This paper describes the work done to trace the origins of the zero sequence voltage, quantify the metering error, and calculate customer refunds which, in the end, totalled $4 million.

    For conventional power plants, regenerative reheat steam turbines have been accepted as the most practical method to meet the demand for efficient and economical power generation. Recently the application of reheat steam turbines for combined cycle power plant began according to the development of large-capacity high temperature gas turbine. The two casing double flow turbine has been applied for this size of reheat steam turbine. The single casing reheat turbine can offer economical and compact power plant. Through development of HP-LP combined rotor and long LP blading series, Mitsubishi Heavy Industries, Ltd. had developed a single casing reheat steam turbine series and began to use it in actual plants. Six units are already in operation and another seven units are under manufacturing. Multiple benefits of single casing reheat turbine are smaller space requirements, shorter construction and erection period, equally good performance, easier operation and maintenance, shorter overhaul period, smaller initial investment, lower transportation expense and so on. Furthermore, single exhaust steam turbine makes possible to apply axial exhaust type, which will lower the height of T/G foundation and T/G housing. The single casing reheat turbine has not only compact and economical configuration itself but also it can reduce the cost of civil construction. In this paper, major developments and design features of the single casing reheat turbine are briefly discussed and operating experience, line-up and technical consideration for performance improvement are presented.

    An explosively separable casing including a cylindrical afterbody and a circular cover for one end of the afterbody is disclosed. The afterbody has a cylindrical tongue extending longitudinally from one end which is matingly received in a corresponding groove in the cover. The groove is sized to provide a pocket between the end of the tongue and the remainder of the groove so that an explosive can be located therein. A seal is also provided between the tongue and the groove for sealing the pocket from the atmosphere. A frangible holding device is utilized to hold the cover to the afterbody. When the explosive is ignited, the increase in pressure in the pocket causes the cover to be accelerated away from the afterbody. Preferably, the inner wall of the afterbody is in the same plane as the inner wall of the tongue to provide a maximum space for storage in the afterbody and the side wall of the cover is thicker than the side wall of the afterbody so as to provide a sufficiently strong surrounding portion for the pocket in which the explosion takes place. The detonator for the explosive is also located on the cover and is carried away with the cover during separation. The seal is preferably located at the longitudinal end of the tongue and has a chevron cross section.

Compared to the Annual Energy Outlook 2004 reference case, the no Alaska pipeline case has the least impact; the low liquefied natural gas case has more impact; the low unconventional gas recovery case has even more impact; and the combined case has the most impact.

    The pipeline industry has many road and railroad crossings with casings which have been in service for more than 50 years without exhibiting any major problems, regardless of whether the casing is shorted to or isolated from the carrier pipe. The use of smart pigging and continual visual inspection when retrieving a cased pipeline segment have shown that whether shorted or isolated, casings have no significant bearing on the presence or absence of corrosion on the carrier pipe.

    The multifamily case studies that are the subject of this report were conducted to provide a better understanding of the approach taken by program operators in weatherizing large buildings. Because of significant variations in building construction and energy systems across the country, five states were selected based on their high level of multifamily weatherization. This report summarizes findings from case studies conducted by multifamily weatherization operations in five cities. The case studies were conducted between January and November 1994. Each of the case studies involved extensive interviews with the staff of weatherization subgrantees conducting multifamily weatherization, the inspection of 4 to 12 buildings weatherized between 1991 and 1993, and the analysis of savings and costs. The case studies focused on innovative techniques which appear to work well.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are harvestable, meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

  12. Monitoring cathodic protection of well casings

    Because conventional downhole logging of gas storage wells to determine cathodic-protection levels is expensive and inconvenient, a program was developed (1) to predict downhole casing-to-soil potentials from wellhead measurements in the presence of interference and (2 )to model the mutual interference effects occurring between the wells and the cathodic-protection systems. In the first phase of this project, a transmission-line model that was developed to represent the well casing electrically adequately predicted the downhole potentials for both ideal and nonideal polarization conditions. By allowing the number of sections used and their parameter values as variables, the model can accommodate different environments and casing configurations. The model's representation of a well casing by a lumped-parameter electrical network will also permit interference studies between mutually coupled wells.

  14. 2007 Wholesale Power Rate Case Initial Proposal : Risk Analysis Study.

    The Federal Columbia River Power System (FCRPS), operated on behalf of the ratepayers of the PNW by BPA and other Federal agencies, faces many uncertainties during the FY 2007-2009 rate period. Among these uncertainties, the largest revolve around hydro conditions, market prices and river operations for fish recovery. In order to provide a high probability of making its U.S. Treasury payments, BPA performs a Risk Analysis as part of its rate-making process. In this Risk Analysis, BPA identifies key risks, models their relationships, and then analyzes their impacts on net revenues (total revenues less expenses). BPA subsequently evaluates in the ToolKit Model the Treasury Payment Probability (TPP) resulting from the rates, risks, and risk mitigation measures described here and in the Wholesale Power Rate Development Study (WPRDS). If the TPP falls short of BPA's standard, additional risk mitigation revenues, such as PNRR and CRAC revenues are incorporated in the modeling in ToolKit until the TPP standard is met. Increased wholesale market price volatility and six years of drought have significantly changed the profile of risk and uncertainty facing BPA and its stakeholders. These present new challenges for BPA in its effort to keep its power rates as low as possible while fully meeting its obligations to the U.S. Treasury. As a result, the risk BPA faces in not receiving the level of secondary revenues that have been credited to power rates before receiving those funds is greater. In addition to market price volatility, BPA also faces uncertainty around the financial impacts of operations for fish programs in FY 2006 and in the FY 2007-2009 rate period. A new Biological Opinion or possible court-ordered change to river operations in FY 2006 through FY 2009 may reduce BPA's net revenues included Initial Proposal. Finally, the FY 2007-2009 risk analysis includes new operational risks as well as a more comprehensive analysis of non-operating risks. Both the operational and non-operational risks will be described in Section 2.0 of this study. Given these risks, if rates are designed using BPA's traditional approach of only adding Planned Net Revenues for Risk (PNRR), power rates would need to recover a much larger ''risk premium'' to meet BPA's TPP standard. As an alternative to high fixed risk premiums, BPA is proposing a risk mitigation package that combines PNRR with a variable rate mechanism similar to the cost recovery adjustment mechanisms used in the FY 2002-2006 rate period. The proposed risk mitigation package is less expensive on a forecasted basis because the rates can be adjusted on an annual basis to respond to uncertain financial outcomes. BPA is also proposing a Dividend Distribution Clause (DDC) to refund reserves in excess of $800M to customers in the event net revenues in the next rate period exceed current financial forecasts.

  15. Cathodic protection of storage field well casings

A technique allowing the prediction of downhole CP levels by modeling combined with limiting field measurements would provide the industry with a cost-effective means of implementing and monitoring casing protection. A computer model has been developed for a cathodically protected well casing.

  16. Federal antitrust remedies in electric cases

    The issue of antitrust remedies available in electric cases is far from settled. The courts and the Federal Energy Regulatory Commission (FERC) have taken various paths in the last year. On the one hand are the Chanute and Alabama Power cases which appear to encourage competition in the public interest. Using such inclusive criteria as potential anticompetitive affects could give great leeway in ordering wheeling or other forms of interconnection. Most of the cases, however, seem intent on restricting federal jurisdiction over antitrust remedies. The FERC appears ready to relinquish its role in ordering wheeling by asserting that wheeling can only be compelled for energy or conservation reasons not for fostering competition. After a honeymoon period of making price-squeeze allegations easier to prove, the courts seem to be considering price-squeeze cases strictly as antitrust litigation rather than as antitrust utility regulatory cases, thereby invoking a greater burden of proof. In their efforts not to be too swift in interfering with the market or promoting competition, the courts seem to have lost sight of the function of preventing discrimination. It appears clear that the courts and the commission will be increasingly reluctant to impose wheeling as a remedy. The Supreme Court at least, in denying certiorari in the Alabama Power case, has left an opening for redress through potential anticompetitive affects, although they may be nebulous at best.

  17. Electrochemical overcharge protection of rechargeable lithium batteries: II. Effect of lithium iodide-iodine additives on the behavior of lithium electrode in LiAsF/sub 6/-tetrahydrofuran solutions

    The effect of lithium iodide-iodine additives on the anodic and cathodic behavior of lithium in 1.5M LiAsF/sub 6//tetrahydrofuran (THF) solution has been investigated with the rotating disk and potentiostatic transient techniques. The formation of a passive film on the lithium surface at anodic potentials were found to allow a dissolution-precipitation mechanism. The addition of LiI-I/sub 2/ to the electrolyte decreased the stability of the passive film and increased the rate of lithium dissolution at the passive potentials. At the active anodic dissolution potentials as well as in the cathodic polarization regime, the current-potential relation of the lithium electrode was not affected by the presence of iodide-iodine additives in the electrolyte.

    The Low Level Waste Repository (LLWR) is the United Kingdom's principal facility for the disposal of LLW. The LLWR recently submitted an Environmental Safety Case (ESC), which will support applications to regulatory and government authorities to dispose of LLW and to start to install final closure engineering. The ESC is a major submission, with important implications for the future of the LLWR and the United Kingdom's management of LLW. The paper describes the context of the ESC, the ESC, its results and conclusions, and its implementation. The description shows that our ESC is a modern safety case developed as a range of safety arguments concerning our management, scientific and technical understanding, optimisation of the facility, as well as assessment calculations. The LLWR's 2011 ESC is a major submission, with important implications for the future of the LLWR and the United Kingdom's management of LLW. The description given of the scope of the ESC shows that it is a modern safety case developed as a range of safety arguments concerning our management, scientific and technical understanding, optimisation of the facility, as well as assessment calculations. A number of key advances have been made since the previous submission. In particular, the 2011 ESC addresses the criticisms made by the regulator on the previous submission in 2002, including those relating to lack of demonstration of optimisation, high calculated doses and risks compared with guidance levels, treatment of coastal erosion, and treatment of uncertainty. The ESC is being reviewed by the environmental regulator and it is hoped that a new permit for disposal of LLW and installation of closure engineering, along with the appropriate planning permission, will be obtained during 2013. The ESC, including its proposed waste acceptance arrangements, is already being implemented by the LLWR where consistent with our current Permit. (authors)

    This analysis presents a case study in California for a large scale, standalone wind electrolysis site. This is a techno-economic analysis of the 40,000 kg/day renewable production of hydrogen and subsequent delivery by truck to a fueling station in the Los Angeles area. This quantity of hydrogen represents about 1% vehicle market penetration for a city such as Los Angeles (assuming 0.62 kg/day/vehicle and 0.69 vehicles/person) [8]. A wind site near the Mojave Desert was selected for proximity to the LA area where hydrogen refueling stations are already built.

    Measured energy performance data are essential to national efforts to improve building efficiency, as evidenced in recent benchmarking mandates, and in a growing body of work that indicates the value of permanent monitoring and energy information feedback. This paper presents case studies of energy information systems (EIS) at four enterprises and university campuses, focusing on the attained energy savings, and successes and challenges in technology use and integration. EIS are broadly defined as performance monitoring software, data acquisition hardware, and communication systems to store, analyze and display building energy information. Case investigations showed that the most common energy savings and instances of waste concerned scheduling errors, measurement and verification, and inefficient operations. Data quality is critical to effective EIS use, and is most challenging at the subsystem or component level, and with non-electric energy sources. Sophisticated prediction algorithms may not be well understood but can be applied quite effectively, and sites with custom benchmark models or metrics are more likely to perform analyses external to the EIS. Finally, resources and staffing were identified as a universal challenge, indicating a need to identify additional models of EIS use that extend beyond exclusive in-house use, to analysis services.

    Radioactive waste disposal in a deep subsurface repository hosted in clay/shale/argillite is a subject of widespread interest given the desirable isolation properties, geochemically reduced conditions, and widespread geologic occurrence of this rock type (Hansen 2010; Bianchi et al. 2013). Bianchi et al. (2013) provides a description of diffusion in a clay-hosted repository based on single-phase flow and full saturation using parametric data from documented studies in Europe (e.g., ANDRA 2005). The predominance of diffusive transport and sorption phenomena in this clay media are key attributes to impede radionuclide mobility making clay rock formations target sites for disposal of high-level radioactive waste. The reports by Hansen et al. (2010) and those from numerous studies in clay-hosted underground research laboratories (URLs) in Belgium, France and Switzerland outline the extensive scientific knowledge obtained to assess long-term clay/shale/argillite repository isolation performance of nuclear waste. In the past several years under the UFDC, various kinds of models have been developed for argillite repository to demonstrate the model capability, understand the spatial and temporal alteration of the repository, and evaluate different scenarios. These models include the coupled Thermal-Hydrological-Mechanical (THM) and Thermal-Hydrological-Mechanical-Chemical (THMC) models (e.g. Liu et al. 2013; Rutqvist et al. 2014a, Zheng et al. 2014a) that focus on THMC processes in the Engineered Barrier System (EBS) bentonite and argillite host hock, the large scale hydrogeologic model (Bianchi et al. 2014) that investigates the hydraulic connection between an emplacement drift and surrounding hydrogeological units, and Disposal Systems Evaluation Framework (DSEF) models (Greenberg et al. 2013) that evaluate thermal evolution in the host rock approximated as a thermal conduction process to facilitate the analysis of design options. However, the assumptions and the properties (parameters) used in these models are different, which not only make inter-model comparisons difficult, but also compromise the applicability of the lessons learned from one model to another model. The establishment of a reference case would therefore be helpful to set up a baseline for model development. A generic salt repository reference case was developed in Freeze et al. (2013) and the generic argillite repository reference case is presented in this report. The definition of a reference case requires the characterization of the waste inventory, waste form, waste package, repository layout, EBS backfill, host rock, and biosphere. This report mainly documents the processes in EBS bentonite and host rock that are potentially important for performance assessment and properties that are needed to describe these processes, with brief description other components such as waste inventory, waste form, waste package, repository layout, aquifer, and biosphere. A thorough description of the generic argillite repository reference case will be given in Jové Colon et al. (2014).

    The paper describes the successful sidetrack of an oil well in the Slaughter Field in West Texas using coiled tubing (CT). Several first-time CT operations performed during this workover include: setting a whipstock in casing on CT; cutting a window with CT; using mud pulse measurement-while-drilling (MWD) with CT in a real well; use of a fluid-operated orientation tool for in-hole toolface changes; successful use of an autodriller to maintain weight on bit while drilling. Directional control of the sidetracked hole proved to be ineffective due to a surface software problem. The resultant wellbore was not horizontal as planned, but instead closely paralleled the original well for much of its length. However, the previously non-productive well flowed 1,000 barrels of fluid per day (BFPD) from the sidetrack following the workover.

    External microbiologically influenced corrosion (MIC) is a serious dilemma in the pipeline industry. Even today, it has not been recognized as such because it has been primarily mistaken for galvanic corrosion. Due to the type of coating materials used in the past, the cleaning process or lack of it, and application methods used, all coating systems have the propensity to develop defects and pinholes where disbondment and this type of microbial corrosion could occur. In addition, the pipeline may or may not have had cathodic protection initially and/or consistently applied. Given these factors and the interaction of bacteria from the soil, moisture availability, degree of cathodic protection, and temperature of the pipeline, this paper will discuss the role that microbes play in the disbondment process, thus resulting in corrosion of an underground pipeline. Several case histories, laboratory testing results, and field findings will be presented.

    Electrical resistance tomography (ERT) produced from measurements taken inside a steel cased borehole. A tomographic inversion of electrical resistance measurements made within a steel casing was then made for the purpose of imaging the electrical resistivity distribution in the formation remotely from the borehole. The ERT method involves combining electrical resistance measurements made inside a steel casing of a borehole to determine the electrical resistivity in the formation adjacent to the borehole; and the inversion of electrical resistance measurements made from a borehole not cased with an electrically conducting casing to determine the electrical resistivity distribution remotely from a borehole. It has been demonstrated that by using these combined techniques, highly accurate current injection and voltage measurements, made at appropriate points within the casing, can be tomographically inverted to yield useful information outside the borehole casing.

    Technical concerns with integrating higher penetrations of photovoltaic (PV) systems include grid stability, voltage regulation, power quality (voltage rise, sags, flicker, and frequency fluctuations), and protection and coordination. The current utility grid was designed to accommodate power flows from the central generation source to the transmission system and eventually to the distribution feeders. At the distribution level, the system was designed to carry power from the substation toward the load. Renewable distributed generation, particularly solar PV, provides power at the distribution level challenging this classical paradigm. As these resources become more commonplace the nature of the distribution network and its operation is changing to handle power flow in both directions. This report is focused on large PV installations in which penetration is significantly greater than 15% of maximum daytime feeder load. These case studies are intended to demonstrate success stories with integration of large PV plants at the distribution level as well as some of the solutions used by the utility to ensure safe, reliable operation of both the PV system and the distribution network.

    Electrical resistance tomography (ERT) using multiple electrodes installed in boreholes has been shown to be useful for both site characterization and process monitoring. In some cases, however, installing multiple downhole electrodes is too costly (e.g., deep targets) or risky (e.g., contaminated sites). For these cases we have examined the possibility of using the steel casings of existing boreholes as electrodes. Several possibilities can be considered. The first case we investigated uses an array of steel casings as electrodes. This results in very few data and thus requires additional constraints to limit the domain of possible inverse solutions. Simulations indicate that the spatial resolution and sensitivity are understandably low but it is possible to coarsely map the lateral extent of subsurface processes such as steam floods. The second case uses an array of traditional point borehole electrodes combined with long-conductor electrodes (steel casings). Although this arrangement provides more data, in many cases it results in poor reconstructions of test targets. Results indicate that this method may hold promise for low resolution imaging where steel casings can be used as electrodes but the merits depend strongly on details of each application. Field tests using these configurations are currently being conducted.

    As of January 1, 1995, the Swedish Nuclear Inspectorate began requiring more thorough inspections of cast stainless-steel components in nuclear power plants, including pressurized water reactor (PWR) reactor coolant pump (RCP) casings. The examination requirements are established by fracture mechanics analyses of component weldments and demonstrated test system detection capabilities. This may include full volumetric inspection or some portion thereof. Ringhals station is a four-unit nuclear power plant, owned and operated by the Swedish State Power Board, Vattenfall. Unit 1 is a boiling water reactor. Units 2, 3, and 4 are Westinghouse-designed PWRs, ranging in size from 795 to 925 MW. The RCP casings at the PWR units are made of cast stainless steel and contain four circumferential welds that require inspection. Due to the thickness of the casings at the weld locations and configuration and surface conditions on the outside diameter of the casings, remote inspection from the inside diameter of the pump casing was mandated.

    This paper presents the design and test results of a new pulsating casing collar which improves cementing quality. The new pulsating casing collar (PCC) is designed according to the Helmholtz oscillator to generate a pulsating jet flow by self-excitation in the cementing process. By placing this new pulsating casing collar at the bottom of casing string, the generated pulsating jet flow transmits vibrating pressure waves up through the annulus and helps remove drilling mud in the annulus. It can therefore improve cementing quality, especially when eccentric annulus exists due to casing eccentricity where the mud is difficult to remove. The new pulsating casing collar consists of a top nozzle, a resonant chamber, and a bottom nozzle. It can be manufactured easily and is easy to use in the field. It has been tested in Jianghan oil-field, P.R. China. The field-test results support the theoretical analysis and laboratory test, and the cementing quality is shown greatly improved by using the new pulsating casing collar.

    Commercially available solar collectors have the potential to provide a large fraction of the energy consumed for industrial process heat (IPH). Detailed case studies of individual industrial plants are required in order to make an accurate assessment of the technical and economic feasibility of applications. This report documents the results of seven such case studies. The objectives of the case study program are to determine the near-term feasibility of solar IPH in selected industries, identify energy conservation measures, identify conditions of IPH systems that affect solar applications, test SERI's IPH analysis software (PROSYS/ECONOMAT), disseminate information to the industrial community, and provide inputs to the SERI research program. The detailed results from the case studies are presented. Although few near-term, economical solar applications were found, the conditions that would enhance the opportunities for solar IPH applications are identified.

    Fossil fuel resources that require large energy inputs for extraction, such as the Canadian oil sands and the Green River oil shale resource in the western USA, could benefit from the use of nuclear power instead of power generated by natural gas combustion. This paper discusses the technical and economic aspects of integrating nuclear energy with oil sands operations and the development of oil shale resources. A high temperature gas reactor (HTGR) that produces heat in the form of high pressure steam (no electricity production) was selected as the nuclear power source for both fossil fuel resources. Both cases were based on 50,000 bbl/day output. The oil sands case was a steam-assisted, gravity-drainage (SAGD) operation located in the Canadian oil sands belt. The oil shale development was an in-situ oil shale retorting operation located in western Colorado, USA. The technical feasibility of the integrating nuclear power was assessed. The economic feasibility of each case was evaluated using a discounted cash flow, rate of return analysis. Integrating an HTGR to both the SAGD oil sands operation and the oil shale development was found to be technically feasible for both cases. In the oil sands case, integrating an HTGR eliminated natural gas combustion and associated CO2 emissions, although there were still some emissions associated with imported electrical power. In the in situ oil shale case, integrating an HTGR reduced CO2 emissions by 88% and increased natural gas production by 100%. Economic viabilities of both nuclear integrated cases were poorer than the non-nuclear-integrated cases when CO2 emissions were not taxed. However, taxing the CO2 emissions had a significant effect on the economics of the non-nuclear base cases, bringing them in line with the economics of the nuclear-integrated cases. As we move toward limiting CO2 emissions, integrating non-CO2-emitting energy sources to the development of energy-intense fossil fuel resources is becoming increasingly important. This paper attempts to reduce the barriers that have traditionally separated fossil fuel development and application of nuclear power and to promote serious discussion of ideas about hybrid energy systems.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

  14. REFERENCE CASES FOR USE IN THE CEMENTITOUS PARTNERSHIP PROJECT

    The Cementitious Barriers Partnership Project (CBP) is a multi-disciplinary, multi-institution cross cutting collaborative effort supported by the US Department of Energy (DOE) to develop a reasonable and credible set of tools to improve understanding and prediction of the structural, hydraulic and chemical performance of cementitious barriers used in nuclear applications. The period of performance is >100 years for operating facilities and > 1000 years for waste management. The CBP has defined a set of reference cases to provide the following functions: (i) a common set of system configurations to illustrate the methods and tools developed by the CBP, (ii) a common basis for evaluating methodology for uncertainty characterization, (iii) a common set of cases to develop a complete set of parameter and changes in parameters as a function of time and changing conditions, (iv) a basis for experiments and model validation, and (v) a basis for improving conceptual models and reducing model uncertainties. These reference cases include the following two reference disposal units and a reference storage unit: (i) a cementitious low activity waste form in a reinforced concrete disposal vault, (ii) a concrete vault containing a steel high-level waste tank filled with grout (closed high-level waste tank), and (iii) a spent nuclear fuel basin during operation. Each case provides a different set of desired performance characteristics and interfaces between materials and with the environment. Examples of concretes, grout fills and a cementitious waste form are identified for the relevant reference case configurations.

    Siegert pseudostates (SPS) are a finite basis representation of Siegert states (SS) for finite-range potentials. This paper presents a generalization of the SPS formulation of scattering theory, originally developed by Tolstikhin, Ostrovsky, and Nakamura [Phys. Rev. A 58, 2077 (1998)] for s-wave scattering in the one-channel case, to s-wave scattering in the two-channel case. This includes the investigation of the properties of orthogonality and completeness of two-channel SPS and the derivation of the SPS expansions for the two-channel Green function, wave function, and scattering matrix. Similar to the one-channel case, two types of expansions for the scattering matrix are obtained: one has a form of a sum and requires the knowledge of both the SPS eigenvalues and eigenfunctions, while the other has a form of a product and involves the eigenvalues only. As the size of the basis tends to infinity, the product formulas obtained here in terms of SPS coincide with those given by Le Couteur [Proc. R. Soc. London, Ser. A 256, 115 (1960)] in terms of SS; all the other relations, as far as we know, have no counterparts in the literature. Partial widths of resonances in the case when both channels are open for decay are identified in terms of SPS - a feature that is absent in the one-channel case. The results are illustrated by numerical calculations for two model potentials.

    A geophysical sensor apparatus, system, and method for use in, for example, oil well operations, and in particular using a network of sensors emplaced along and outside oil well casings to monitor critical parameters in an oil reservoir and provide geophysical data remote from the wells. Centralizers are affixed to the well casings and the sensors are located in the protective spheres afforded by the centralizers to keep from being damaged during casing emplacement. In this manner, geophysical data may be detected of a sub-surface volume, e.g. an oil reservoir, and transmitted for analysis. Preferably, data from multiple sensor types, such as ERT and seismic data are combined to provide real time knowledge of the reservoir and processes such as primary and secondary oil recovery.

    Many Residential Conservation Service (RCS) audits are based, in whole or in part, on the RCS Model Audit. This audit calculates the savings for each measure independently, that is, as if no other conservation actions were taken. This method overestimates the total savings due to a group of measures, and an explanatory warning is given to the customer. Presenting interactive results to consumers would increase the perceived credibility of the audit results by eliminating the need for the warning about uncalculated interactive effects. An increased level of credibility would hopefully lead to an increased level of conservation actions based on the audit results. Because many of the existing RCS audits are based on the RCS Model Audit, six case studies were produced to show that the Model Audit algorithms can be used to produce interactive savings estimates. These six Model Audit case studies, as well as two Computerized Instrumented Residential Audit cases, are presented along with a discussion of the calculation methods used.

    The U.S. Geological Survey (USGS) resource assessment (Williams et al., 2008) outlined a mean 30 GWe of undiscovered hydrothermal resource in the western United States. One goal of the U.S. Department of Energy's (DOE) Geothermal Technology Office (GTO) is to accelerate the development of this undiscovered resource. DOE has focused efforts on helping industry identify hidden geothermal resources to increase geothermal capacity in the near term. Increased exploration activity will produce more prospects, more discoveries, and more readily developable resources. Detailed exploration case studies akin to those found in oil and gas (e.g. Beaumont and Foster, 1990-1992) will give developers central location for information gives models for identifying new geothermal areas, and guide efficient exploration and development of these areas. To support this effort, the National Renewable Energy Laboratory (NREL) has been working with GTO to develop a template for geothermal case studies on the Geothermal Gateway on OpenEI. In 2012, the template was developed and tested with two case studies: Raft River Geothermal Area (http://en.openei.org/wiki/Raft_River_Geothermal_Area) and Coso Geothermal Area (http://en.openei.org/wiki/Coso_Geothermal_Area). In 2013, ten additional case studies were completed, and Semantic MediaWiki features were developed to allow for more data and the direct citations of these data. These case studies are now in the process of external peer review. In 2014, NREL is working with universities and industry partners to populate additional case studies on OpenEI. The goal is to provide a large enough data set to start conducting analyses of exploration programs to identify correlations between successful exploration plans for areas with similar geologic occurrence models.

  5. Design study of fiber-composite penetrator cases

    A design study was conducted to demonstrate the viability of carbon-fiber reinforced epoxy composites as structural case materials for penetrating warheads. The objective was to conduct well-instrumented experimental studies of composite-body penetrators perforating mild steel plates and quantitatively model these plate penetrations using two- and three-dimensional finite element codes over a wide range of velocities and impact conditions in order to develop predictive capability for composite design and for use in tradeoff studies with existing case materials. Understanding of the failure of composite-body penetrators would be demonstrated by a rational design iteration which significantly improved performance. Initial studies utilized existing 1-degree tapered cylindrical carbon fiber/epoxy composite cases fabricated by wet-filament winding. These sharp-tipped, steel-nose, composite penetrators were strain-gaged, piggy-backed with 57 kilograms, and impacted into steel plates in a velocity-boosted droptower at impact velocities ranging from 3 to 18 meters per second. Load, time, and position data were recorded during the impact event as well as the axial and hoop strains in the composite case. Monolithic 4340 hardened steel penetrators with both sharp- and flat-tip 3-caliber ogive noses were also impacted into mild steel plates. Data from the composite-case and steel penetrators were used to calibrate a multiaxial, rate-dependent, flow and failure model for the mild steel plates in NIKE2D. The authors were then able to successfully predict survival and failure of the composite-case penetrators in normal-incidence droptower tests for different target thickness and velocity combinations.

    Rectifier current pulses applied to deep well casings suffer considerable waveform deterioration as well depth increases. Cathodic protection (CP) attributed to the use of a pulsed rectifier will not be effective below a certain depth, which is a function of pulse characteristics and soil resistivity. A hypothetical 3,000-m length well casing is modeled as a distributed lossy electrical transmission line. Below 300- to 500-m depths, the higher frequency of the pulse is severely attenuated. Therefore, the CP process results at greater depths will not differ significantly from those obtained with a nonpulsed DC rectifier.

    The article summarises the findings of case studies on fossil-fired power plants carried out by the IEA Clean Coal Centre for the IEA at the request of world leaders at the Gleneagles G8 Summit in July 2005. The studies compared the cost, efficiency and emissions of eight recently constructed coal-fired plants using pulverized coal combustion with subcritical, supercritical or ultra-supercritical steam turbine cycles. Also included was a review of IGCC developments. A case study of a natural gas combined-cycle plant was included for comparison. The full report has been published by the IEA. 1 tab.

  2. Analysis of design tradeoffs for diplay case evaporators

    A model for simulating a display case evaporator under frosting conditions has been developed, using a quasi-steady and finite-volume approach and a Newton-Raphson based solution algorithm. It is capable of simulating evaporators with multiple modules having different geometries, e.g. tube and fin thicknesses and pitch. The model was validated against data taken at two-minute intervals from a well-instrumented medium-temperature vertical display case, for two evaporators having very different configurations. The data from these experiments provided both the input data for the model and also the data to compare the modeling results. The validated model has been used to generate some general guidelines for coil design. Effects of various geometrical parameters were quantified, and compressor performance data were used to express the results in terms of total power consumption. Using these general guidelines, a new prototype evaporator was designed for the subject display case, keeping in mind the current packaging restrictions, tube and fin availabilities. It is an optimum coil for the given external load conditions. Subsequently, the validated model was used in a more extensive analysis to design prototype coils with some of the current tube and fin spacing restrictions removed. A new microchannel based suction line heat exchanger was installed in the display case system. The performance of this suction line heat exchanger is reported.

    Performance advantages of the new pilot project technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. The Business Case Methodology (BCM) was developed in September of 2015 to frame the benefit side of II&C technologies to address the “benefit” side of the analysis—as opposed to the cost side—and how the organization evaluates discretionary projects (net present value (NPV), accounting effects of taxes, discount rates, etc.). The cost and analysis side is not particularly difficult for the organization and can usually be determined with a fair amount of precision (not withstanding implementation project cost overruns). It is in determining the “benefits” side of the analysis that utilities have more difficulty in technology projects and that is the focus of this methodology. The methodology is presented in the context of the entire process, but the tool provided is limited to determining the organizational benefits only. This report describes a the use of the BCM in building a business case for mobile work packages, which includes computer-based procedures and other automated elements of a work package. Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report describes the specific activities conducted with a partner utility to examine the various work activities associated with mobile work packages to determine what time savings and error rate reductions are available. The report summarizes these findings in the form of a business case for the technology.

  18. Leaf seal for inner and outer casings of a turbine

    A plurality of arcuate, circumferentially extending leaf seal segments form an annular seal spanning between annular sealing surfaces of inner and outer casings of a turbine. The ends of the adjoining seal segments have circumferential gaps to enable circumferential expansion and contraction of the segments. The end of a first segment includes a tab projecting into a recess of a second end of a second segment. Edges of the tab seal against the sealing surfaces of the inner and outer casings have a narrow clearance with opposed edges of the recess. An overlying cover plate spans the joint. Leakage flow is maintained at a minimum because of the reduced gap between the radially spaced edges of the tab and recess, while the seal segments retain the capacity to expand and contract circumferentially.

  19. A comparison of normal and worst case cement plant emissions

    Lone Star Industries, Inc. in Cape Girardeau, Missouri conducted a trial burn in October, 1995. Two metals emissions test days were conducted. One of the test days was a worst case metals spiking day and one of the test days was a normal emissions day. This paper examines and compares the emissions from these two test days. Much has been made of metals emissions from hazardous waste burning cement kilns, but for the most part, this has been due to the worst case metals emissions data that became available from the 1992 BIF compliance testing performed and reported by 24 cement plants. By comparison, very little data exists on normal cement kiln emissions. This paper provides one comparison.

    A case study of open-source (OS) development of the computational research software MFIX, used for multiphase computational fluid dynamics simulations, is presented here. The verification and validation steps required for constructing modern computational software and the advantages of OS development in those steps are discussed. The infrastructure used for enabling the OS development of MFIX is described. The impact of OS development on computational research and education in gas-solids flow, as well as the dissemination of information to other areas such as geophysical and volcanology research, is demonstrated. This study shows that the advantages of OS development were realized inmore » the case of MFIX: verification by many users, which enhances software quality; the use of software as a means for accumulating and exchanging information; the facilitation of peer review of the results of computational research.« less
