    1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e?machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs ? commercial grade software is used to design a hybrid electric vehicle, hardware?in?the?loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride?and?drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Students across the college of engineering and at all degree levels are integrating these courses into their degree programs. Over the three year project the course enrollments on?campus has totaled 1,249. The distance learning enrollments has totaled 315. With such robust enrollments we absolutely expect that these courses will be in the curriculum for the long run. 3) How the project is otherwise of benefit to the public: One outcome of the project is the construction of the Michigan Tech Mobile Lab. Two complete HEV dynamometer test cells, and four work stations are installed in the 16.2 meter Mobile Laboratory and hauled by a class 8 truck. The Mobile Lab is used to teach the university courses. It is also used to deliver short courses to industry, K?12 outreach, and public education. In 2012 the Mobile Lab participated in 22 outreach events, locally, throughout Michigan, and including events in Washington DC, Illinois, and Wisconsin. The Mobile Lab is a hit wherever it goes. In 2013 we will partner with the US Army TARDEC and be featured in their Green Warrior Convoy, a ten city tour starting in Detroit and finishing in Washington DC.

    Jefferson Labs outreach efforts towards the goals of Accelerator Stewardship Test Facility Pilot Program consist of the labs efforts in three venues. The first venue, at the end of March is to meet with the members of Virginia Tech Corporate Research Center (VTCRC) (http://www.vtcrc.com/tenant-directory/) in Blacksburg, Virginia. Of the nearly 160 members, we expect that many engineering companies (including mechanical, electrical, bio, software) will be present. To this group, we will describe the capabilities of Jefferson Labs accelerator infrastructure. The description will include not only the facilities but also the intellectual expertise. No funding is requested for this effort. The second venue is to reach the industrial exhibitors at the 6th International Particle Accelerator Conference (IPAC15). Jefferson Lab will host a booth at the conference to reach out to the >75 industrial exhibitors (https://www.jlab.org/conferences/ipac2015/SponsorsExhibitors.php) who represent a wide range of technologies. A number of these industries could benefit if they can access Jefferson Labs accelerator infrastructure. In addition to the booth, where written material will be available, we plan to arrange a session A/V presentation to the industry exhibitors. The booth will be hosted by Jefferson Labs Public Relations staff, assisted on a rotating basis by the labs scientists and engineers. The budget with IPAC15 designations represents the request for funds for this effort. The third venue is the gathering of Southeastern Universities Research Association (SURA) university presidents. Here we plan to reach the research departments of the universities who can benefit by availing themselves to the infrastructure (material sciences, engineering, medical schools, material sciences, to name a few). Funding is requested to allow for attendance at the SURA Board Meeting. We are coordinating with DOE regarding these costs to raise the projected conference management cost ceiling in the Conference Management Tool.

    In Olympia, the Washington Energy Extension Service program is provided by the Olympic Renewable Resources Association's Energy Outreach Center. The Center has provided Thurston County residents with consistent and reliable information on energy conservation and renewable resources since 1980. During those four years, a seasonal pattern of activities has developed which reflects strong shifts in class attendance and inquiries by EOC users over the course of the year. Classes include: design of superinsulated passive solar and earth sheltered homes; sunspace design, coldframe construction and tax credits for solar energy systems; caulking, weatherstripping, storm windows and chimney cleaning; and solar and wood hot water systems. All are scheduled according to dictates of seasonal needs and interests.

We examine programs from the following areas: research experiences, high-energy physics data for students, informal learning for students, instructional resources, and professional development.     The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. The Final Scientific Report - Wind Powering America State Outreach Project provides a summary of the objectives, activities, and outcomes of this project as accomplished by CESA over the period 12/1/2009 - 11/30/2011.

    Advances in the science of genetics have implications for individuals and society, and have to be taken into account at the policy level. Studies of ethical, legal and social issues related to genomic research have therefore been integrated in the Human Genome Project (HGP) since the earliest days of the project. Since 1990, three to five percent of the HGP annual budget has been devoted to such studies, under the umbrella of the Ethical, Legal, and Social Implications (ELSI) Programs of the National Human Genome Research Institute of the National Institute of Health, and of the Office of Biological and Environmental Research of the U.S. Department of Energy (DOE). The DOE-ELSI budget has been used to fund a variety of projects that have aimed at ?promoting education and help guide the conduct of genetic research and the development of related medical and public policies? (HGP, 2003). As part of the educational component, a significant portion of DOE-ELSI funds have been dedicated to public outreach projects, with the underlying goal of promoting public awareness and ultimately public discussion of ethical, legal, and social issues surrounding availability of genetic information (Drell, 2002). The essential assumption behind these projects is that greater access to information will lead to more knowledge about ethical, legal and social issues, which in turn will lead to enhanced ability on the part of individuals and communities to deal with these issues when they encounter them. Over the same period of time, new concepts of ?public understanding of science? have emerged in the theoretical realm, moving from a ?deficit? or linear dissemination of popularization, to models stressing lay-knowledge, public engagement and public participation in science policy-making (Lewenstein, 2003). The present project uses the base of DOE-funded ELSI educational project to explore the ways that information about a new and emerging area of science that is intertwined with public issues has been used in educational public settings to affect public understanding of science. After a theoretical background discussion, our approach is three-fold. First, we will provide an overview, a ?map? of DOE-funded of outreach programs within the overall ELSI context to identify the importance of the educational component, and to present the criteria we used to select relevant and representative case studies. Second, we will document the history of the case studies. Finally, we will explore an intertwined set of research questions: (1) To identify what we can expect such projects to accomplish -in other words to determine the goals that can reasonably be achieved by different types of outreach, (2) To point out how the case study approach could be useful for DOE-ELSI outreach as a whole, and (3) To use the case study approach as a basis to test theoretical models of science outreach in order to assess to what extent those models accord with real world outreach activities. For this last goal, we aim at identifying what practices among ELSI outreach activities contribute most to dissemination, or to participation, in other words in which cases outreach materials spark action in terms of public participation in decisions about scientific issues.

    The objective of this grant was to further the development of Montana??s vast wind resources for small, medium, and large scale benefits to Montana and the nation. This was accomplished through collaborative work with wind industry representatives, state and local governments, the agricultural community, and interested citizens. Through these efforts MT Dept Environmental Quality (DEQ) was able to identify development barriers, educate and inform citizens, as well as to participate in regional and national dialogue that will spur the development of wind resources. The scope of DEQ??s wind outreach effort evolved over the course of this agreement from the development of the Montana Wind Working Group and traditional outreach efforts, to the current focus on working with the state??s university system to deliver a workforce trained to enter the wind industry.

    Staff at the Hanford Technical Library has developed a suite of programs designed to help busy researchers at the Pacific Northwest National Laboratory (PNNL) make better use of library products and services. Programs include formal training classes, one-on-one consultations, and targeted email messages announcing new materials to researchers in specific fields. A staple of outreach has been to teach classes to library clients covering research tools in their fields. These classes started out in the library classroom and then expanded to other venues around PNNL. Class surveys indicated that many researchers desired a practical approach to learning rather than the traditional lecture format. The library instituted Library Learning Day and hosted classes in the PNNL computer training room to provide lab employees with a hands-on learning experience. Classes are generally offered at noon and lab staff attends classes on their lunch hour. Many just do not have time to spend a full hour in training. Library staff added some experimental half-hour mini classes in campus buildings geared to the projects and interests of researchers there to see if this format was more appealing. As other programs have developed librarians are teaching fewer classes but average attendance figures has remained fairly stable from 2005-2007. In summer of 2004 the library began the Traveling Librarian program. Librarians call-on groups and individuals in 24 buildings on the Richland Washington campus. Five full-time and two part-time librarians are involved in the program. Librarians usually send out email announcements prior to visits and encourage scientists and engineers to make appointments for a brief 15 minute consultation in the researchers own office. During the meeting lab staff learn about products or product features that can help them work more productively. Librarians also make cold calls to staff that do not request a consultation and may not be making full use of the library. Scientists and engineers who require longer sessions can arrange half-hour training appointments in the researchers own office or at the library. Since the program was implemented staff made 165 visits to 1249 laboratory staff including some repeat consultation requests. New acquisitions lists are sent to individuals and groups that would be interested in recent journal, database, and books purchases. These lists are topic specific and targeted to groups and individuals with an interest in the field. For example newly acquired engineering resources are targeted at engineering groups. The new acquisitions list for engineering began mid year in 2005. An analysis of circulation statistics for engineering books in fiscal year 2005, 2006, and 2007 show that circulation increased each year with 2007 circulation nearly double that of 2005. This took place when overall circulation rose in FY06 but fell slightly in FY07. Outreach strategies tailored and individualized can be effective. Offering multiple outreach options offers researchers different ways to interact with library staff and services.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC?¢????s web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues. All of these activities resulted in implementing sustainable solutions to institutional and market barriers to solar energy and getting the right information to the right people.

    WPA works with 33 State Wind Working Groups to educate stakeholders on wind energy topics and to achieve the basics needed for effective wind development in a state. WPA has accelerated outreach and communication efforts with 13 priority states: Alaska, Arizona, Indiana, Maryland, Massachussetts, Michigan, Nebraska, Nevada, North Carolina, Ohio, South Dakota, Utah, and Virginia. These states have the potential to contribute substantially to the national portfolio of wind energy but do not yet have large amounts of wind energy applications on the ground. This is often due to barriers in in-state knowledge and understanding of wind energy issues and potential that impact the policy environment and the market environment. There are common regional issues among the states, and important learning opportunities can be gained by cross-training and sharing experiences. The Regional Wind Energy Institutes (RWEIs) are train-the-trainer organizations that work to develop a cadre of in-state outreach specialists who reach out to audiences of decisionmakers (e.g., the ag community, state and local officials, utilities, regulatory bodies) to build understanding, create public acceptance, take advantage of regional synergies, and eventually to impact polices and the market environment for effective wind implementation.

    Nuclear energy generates significant reliable baseload electricity, yet many citizens in countries with nuclear power do not know the facts and benefits this clean energy source provides. For much of its history, the nuclear energy industry has been perceived as secretive and protective. Anti-nuclear activists use this general lack of public knowledge to sensationalise events, spread misinformation, and play on people's emotions. Yet, the nuclear energy industry has done little to combat these falsehoods imposed on the general public. Support for nuclear energy, or lack thereof, is even more pronounced after the extraordinary natural disasters and ensuing nuclear incident in Japan earlier this year, making proactive outreach to restore public trust even more important than before. The industry must inform and educate at all levels to dispel the falsehoods and enable clear, rational decision-making by government officials, business leaders and the general public, if it wants to grow and provide clean energy for the future. AREVA understands that this community outreach and education are just the first steps toward helping clean energy sources grow. We know that energy demand and security means we need to utilize every clean energy source available. We must start the education process from pre-school age to encourage children to enter science, technology, engineering and math curriculums. We must maintain regular community dialog and open discussions and operate in a safe manner, because in the long run, it is these community members who will help ensure energy security for the country. These stakeholders have a strong voice, a voice that can be heard locally, and if necessary, a voice that can impact the future of nuclear energy worldwide. As always, our industry is committed to the relentless pursuit of ever safer nuclear power. The nuclear industry as a whole must restore and win back trust. But the only way to restore this trust is by working together as an industry to engage in open discussion and dialogue. It is only by working together as an industry that we can ensure a safe, clean air future for generations to come, no matter where in the world we live. (authors)

CNG vehicles are different from most other vehicles in that the CNG fuel storage cylinders have a pre-determined lifetime that may be shorter than the expected life of the vehicle. The end-of-life date for a cylinder is based on construction and test protocols, and is specific to the construction and material of each cylinder. The end-of-life date is important because it provides a safe margin of error against catastrophic cylinder failure or rupture. The end-of-life dates range from 15 to 25 years from the date of manufacture. NREL worked to develop outreach materials to increase awareness of cylinder end-of-life dates, has provided technical support for individual efforts related to cylinder safety and removal, and also worked with CVEF to document best practices for cylinder removal or inspection after an accident. Mr. Smith discussed the engagement of the DOE Clean Fleets Partners, which were surveyed to identify best practices on managing cylinder inventories and approached to provide initial data on cylinder age in a fleet environment. Both DOE and NREL will continue to engage these fleets and other stakeholders to determine how to best address this issue moving forward.

    Small business lending is big business and growing. Loans under $1 million totaled $460 billion in June 2001, up $23 billion from 2000. The number of loans under $100,000 continued to grow at a rapid rate, growing by 10.1%. The dollar value of loans under $100,000 increased 4.4%; those of $100,000-$250,000 by 4.1%; and those between $250,000 and $1 million by 6.4%. But getting a loan can be difficult if a business owner does not know how to find small business-friendly lenders, how to best approach them, and the specific criteria they use to evaluate a loan application. This is where the Geothermal Money Book comes in. Once a business and financing plan and financial proposal are written, the Geothermal Money Book takes the next step, helping small geothermal businesses locate and obtain financing. The Geothermal Money Book will: Explain the specific criteria potential financing sources use to evaluate a proposal for debt financing; Describe the Small Business Administration's (SBA) programs to promote lending to small businesses; List specific small-business friendly lenders for small geothermal businesses, including those which participate in SBA programs; Identify federal and state incentives which are relevant to direct use and small-scale (< 1 megawatt) power generation geothermal projects; and Provide an extensive state directory of financing sources and state financial incentives for the 19 states involved in the GeoPowering the West (GPW). GPW is a U.S. Department of Energy-sponsored activity to dramatically increase the use of geothermal energy in the western United States by promoting environmentally compatible heat and power, along with industrial growth and economic development.     The Great Basin Center for Geothermal Energy (GBCGE or the Center) was established at the University of Nevada, Reno (UNR) in May 2000 to promote research and utilization of geothermal resources. The Center received funding through this grant to promote increased geothermal development in the Great Basin, with most of the funding used for peerreviewed research. Funding to the Center and work under the contract were initiated in March 2002, with supplemental funding in subsequent years. The Center monitored the research projects that were competitively awarded in a series of proposal calls between 2002 and 2007. Peer-reviewed research promoted identification and utilization of geothermal resources in Nevada. Projects used geology, geochemistry, geophysics, remote sensing, and the synthesis of multi-disciplinary information to produce new models of geothermal systems in the Western U.S. and worldwide. Funds were also used to support graduate student research and training. Part of the grant was used to support public outreach activities, including webpages, online maps and data resources, and informational workshops for stakeholders.

The program supports activities focusing in the areas of strategic planning support, program information tracking, communications and outreach, program participant communication, and peer exchange facilitation. The program’s goal is to demonstrate at scale market-based programs offering savings of 20% or more to existing buildings by 2020, 25% by 2025, and 50% or more by 2030. The Better Buildings Residential Program has developed a suite of solutions for energy efficiency program administrators to leverage to expand energy efficiency in existing homes according to their budgets, experience, and goals. These resources provide a combination of advice, tools, and data to overcome market barriers in the residential efficiency marketplace.

    The U.S. Department of Energy's (DOE's) Bioenergy Feedstock Development Program (BFDP) at Oak Ridge National Laboratory (ORNL) is a mission-oriented program of research and analysis whose goal is to develop and demonstrate cropping systems for producing large quantities of low-cost, high-quality biomass feedstocks for use as liquid biofuels, biomass electric power, and/or bioproducts. The program specifically supports the missions and goals of DOE's Office of Fuels Development and DOE's Office of Power Technologies. ORNL has provided technical leadership and field management for the BFDP since DOE began energy crop research in 1978. The major components of the BFDP include energy crop selection and breeding; crop management research; environmental assessment and monitoring; crop production and supply logistics operational research; integrated resource analysis and assessment; and communications and outreach. Research into feedstock supply logistics has recently been added and will become an integral component of the program.

    Agencies Assisting with EEOICPA and the Former Worker Program The Joint Outreach Task Group (JOTG) includes representatives from DOE, Department of Labor (DOL), the National Institute for Occupational Safety and Health (NIOSH), the Offices of the Ombudsman for DOL and NIOSH, and the DOE-funded FWP projects. The JOTG was established in 2009 under the premise that agencies/programs with common goals can work together by combining resources and coordinating outreach efforts. Each involved agency has a different mission, but the missions are complementary. By working together, the agencies are better able to serve the DOE workforce. The JOTG focuses on educating the former workers on the programs and resources available to them.

    The overall objective of the Clean Technology Evaluation portion of the award was to design a process to speed up the identification of new clean energy technologies and match organizations to testing and early adoption partners. The project was successful in identifying new technologies targeted to utilities and utility technology integrators, in developing a process to review and rank the new technologies, and in facilitating new partnerships for technology testing and adoption. The purpose of the Workforce Development portion of the award was to create an education outreach program for middle & high-school students focused on clean technology science and engineering. While originally targeting San Diego, California and Cambridge, Massachusetts, the scope of the program was expanded to include a major clean technology speaking series and expo as part of the USA Science & Engineering Festival on the National Mall in Washington, D.C.

    Logic modeling is a thought process program evaluators have found to be useful for at least forty years and has become increasingly popular with program managers during the last decade. A logic model presents a plausible and sensible model of how the program will work under certain environmental conditions to solve identified problems. The logic model can be the basis for a convincing story of the program's expected performance – telling stakeholders and others the problem the program focuses on and how it is uniquely qualified to address it. The elements of the logic model are resources, activities, outputs, short, intermediate and longer-term outcomes. Some add the customers reached, as well as the relevant external contextual influences, present before a program begins or appearing as the program is implemented.

    This fiscal year 2011 progress report summarizes activities carried out under DOE Water Power Task 2.1.7, Permitting and Planning. Activities under Task 2.1.7 address the concerns of a wide range of stakeholders with an interest in the development of the marine and hydrokinetic (MHK) energy industry, including regulatory and resource management agencies, tribes, nongovernmental organizations, and industry. Objectives for Task 2.1.7 are the following: to work with stakeholders to streamline the MHK regulatory permitting process to work with stakeholders to gather information on needs and priorities for environmental assessment of MHK development to communicate research findings and directions to the MHK industry and stakeholders to engage in spatial planning processes in order to further the development of the MHK industry. These objectives are met through three subtasks, each of which is described in this report: 2.1.7.1Regulatory Assistance 2.1.7.2Stakeholder Outreach 2.1.7.3Coastal and Marine Spatial Planning. As MHK industry partners work with the regulatory community and stakeholders to plan, site, permit, and license MHK technologies, they have an interest in a predictable, efficient, and transparent process. Stakeholders and regulators have an interest in processes that result in sustainable use of ocean space with minimal effects to existing ocean users. Both stakeholders and regulators have an interest in avoiding legal challenges by meeting the intent of federal, state, and local laws that govern siting and operation of MHK technologies. The intention of work under Task 2.1.7 is to understand and work to address these varied interests, reduce conflict, identify efficiencies, and ultimately reduce the regulatory costs, time, and potential environmental impacts associated with developing, siting, permitting, and deploying MHK systems.

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the programs 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact. A pilot program (Early Adopters) was offered from March 1, 2011 through June 30, 2011. The Early Adopters program was designed to offer immediate assistance to property owners ready and able to make their homes more energy efficient, by offering a rebate on their energy assessment and on the cost of upgrades installed. Eligible energy efficient upgrades were inclusive of basic level insulating and weather-stripping, HVAC system and water heater upgrades, to whole home upgrades that include the replacement of windows, doors and appliances. Renewable energy systems such as solar hot water systems were also eligible for the rebate program.

    The Progressive Insurance Automotive X PRIZE Education Program conducted education and outreach activities and used the competition's technical goals and vehicle demonstrations as a means of attracting students and the public to learn more about advanced vehicle technologies, energy efficiency, climate change, alternative fuels, and the science and math behind efficient vehicle development. The Progressive Insurance Automotive X PRIZE Education Program comprised three integrated components that were designed to educate the general public and create a multi-tiered initiative to engage students and showcase the 21st century skills students will need to compete in our global economy: teamwork, creativity, strong literacy, math and science skills, and innovative thinking. The elements included an Online Experience, a National Student Contest, and in person education events and activites. The project leveraged online connections, strategic partnerships, in-classroom, and beyond-the-classroom initiatives, as well as mainstream media. This education program supported by the U.S. Department of Energy (DOE) also funded the specification of vehicle telemetry and the full development and operation of an interactive online experience that allowed internet users to follow the Progressive Insurance Automotive X PRIZE vehicles as they performed in real-time during the Progressive Insurance Automotive X PRIZE competition events.

    Issued in 2001, Presidential Executive Order 13221 directed federal agencies to purchase products with low standby power, with the goal of 1) reducing energy consumption in federal facilities, and 2) drawing attention to the problem of high standby power consumption, with guidance provided by the Federal Energy Management Program (FEMP). At that time, standby power was newly recognized as an increasing building energy load. Since then, procurement of products with low standby power have been set in place in acquisition processes, and the purchasing power of the federal government continues to influence manufacturers design decisions related to standby power. In recent years, FEMP has shifted effort from direct manufacturer outreach for data collection, to integrating low standby requirement into broader acquisition programs including Energy Star and Electronic Product Environmental Assessment Tool (EPEAT). Another milestone has been the labeling of low standby products on the GSA Advantage website to simplify and enhance compliance. Looking forward into the program?s future, this question arises How do we design programs over time to reflect market and technology changes, by adjusting programmatic requirements while maintaining effectiveness? This paper discusses that question for the case of standby power, which transitioned from covering a single to multiple environmental attributes, both in the context of the program's past and future.

  12. Starting a local conservation and passive solar retrofit program: an energy planning sourcebook

    A city planner or a neighborhood activist may wish to initiate a local conservation and passive solar retrofit program but may not have previous experience in doing so. This sourcebook is designed to assist interested individuals with their energy planning efforts, from determining retrofit potential, to financing and implementing the program. An approach or methodology is provided which can be applied to determine retrofit potential in single-family residences, mobile homes, multifamily residences, and nonresidential buildings. Case studies in Albuquerque, New Mexico, are given as examples. Guidelines are provided for evaluating the economic benefits of a retrofit program through benefit-cost analysis and economic base studies at the city and neighborhood levels. Also included are approaches to community outreach, detailing how to get started, how to gain local support, and examples of successful programs throughout the US. The need for financing, the development of a local strategy, public and private financing techniques, and community energy service organizations are examined. In addition to the Albuquerque case studies, a brief technology characterization, heat-loss calculations, economic tools, and a list of resources are appended.

    The events of FY 1990 indicate that another successful year in the evolution of the Community Radiation Monitoring Program is in the books. The agencies and organizations involved in the program have developed a sound and viable working relationship, and it appears that the major objectives, primarily dispelling some of the concerns over weapons testing and radiation on the part of the public, are being effectively addressed. The program is certainly a dynamic operation, growing and changing to meet perceived needs and goals as more experience is gained through our work. The change in focus on our public outreach efforts will lead us to contacts with more students and schools, service clubs and special interest groups in the future, and will refine, and hopefully improve, our communication with the public. If that can be accomplished, plus perhaps influencing a few more students to stay in school and even grow up to be scientists, engineers and better citizens, we will be closer to having achieved our goals. It is important to note that the success of the program has occurred only because the people involved, from the Department of Energy, the Environmental Protection Agency, the Desert Research Institute, the University of Utah and the Station Managers and Alternates work well and hard together.     The collective goals of this effort include: 1) reach all facets of this society with education regarding electric vehicles (EV) and plugin hybrid electric vehicles (PHEV), 2) prepare a workforce to service these advanced vehicles, 3) create webbased learning at an unparalleled level, 4) educate secondary school students to prepare for their future and 5) train the next generation of professional engineers regarding electric vehicles. The Team provided an integrated approach combining secondary schools, community colleges, fouryear colleges and community outreach to provide a consistent message (Figure 1). Colorado State University Ventures (CSUV), as the prime contractor, plays a key program management and coordination role. CSUV is an affiliate of Colorado State University (CSU) and is a separate 501(c)(3) company. The Team consists of CSUV acting as the prime contractor subcontracted to Arapahoe Community College (ACC), CSU, Motion Reality Inc. (MRI), Georgia Institute of Technology (Georgia Tech) and Ricardo. Collaborators are Douglas County Educational Foundation/School District and Gooru (www.goorulearning.org), a nonprofit webbased learning resource and Google spinoff.

    Many critical infrastructure sectors have been investigating cyber security issues for several years especially with the help of two primary government programs. The U.S. Department of Energy (DOE) National SCADA Test Bed and the U.S. Department of Homeland Security (DHS) Control Systems Security Program have both implemented activities aimed at securing the industrial control systems that operate the North American electric grid along with several other critical infrastructure sectors (ICS). These programs have spent the last seven years working with industry including asset owners, educational institutions, standards and regulating bodies, and control system vendors. The programs common mission is to provide outreach, identification of cyber vulnerabilities to ICS and mitigation strategies to enhance security postures. The success of these programs indicates that a similar approach can be successfully translated into other sectors including nuclear operations, safeguards, and security. The industry regulating bodies have included cyber security requirements and in some cases, have incorporated sets of standards with penalties for non-compliance such as the North American Electric Reliability Corporation Critical Infrastructure Protection standards. These DOE and DHS programs that address security improvements by both suppliers and end users provide an excellent model for nuclear facility personnel concerned with safeguards and security cyber vulnerabilities and countermeasures. It is not a stretch to imagine complete surreptitious collapse of protection against the removal of nuclear material or even initiation of a criticality event as witnessed at Three Mile Island or Chernobyl in a nuclear ICS inadequately protected against the cyber threat.

    The Savannah River Archaeological Research Program (SRARP) continued through FY95 with the United States Department of Energy to fulfill a threefold mission of cultural resource management, research, and public education at the Savannah River Site. Over 2,300 acres of land on the SRS came under cultural resources review in FY95. This activity entailed 30 field surveys, resulting in the recording of 86 new sites. Twenty-two existing sites within survey tract boundaries were revisited to update site file records. Research conducted by SRARP was reported in 11 papers and monographs published during FY95. SRARP staff also presented research results in 18 papers at professional meetings. Field research included several testing programs, excavations, and remote sensing at area sites, as well as data collection abroad. Seven grants were acquired by SRARP staff to support off-site research. In the area of heritage education, the SRARP expanded its activities in FY95 with a full schedule of classroom education, public outreach, and on-site tours. Volunteer excavations at the Tinker Creek site were continued with the Augusta Archaeological Society and other avocational groups, and other off-site excavations provided a variety of opportunities for field experience. Some 80 presentations, displays and tours were provided for schools, historical societies, civic groups, and environmental and historical awareness day celebrations. Additionally, SRARP staff taught four anthropology courses at area colleges.

    In September 2000, the Interstate Renewable Energy Council (IREC) began its 5-year work on contract # DE-FGO3-00SF22116, the Photovoltaics for You (PV4You) Project. The objective was to develop and distribute information on photovoltaics and to educate key stakeholder groups including state government agencies, local government offices, consumer representative agencies, school officials and students, and Million Solar Roofs Partnerships. In addition, the project was to identify barriers to the deployment of photovoltaics and implement strategies to overcome them. Information dissemination and education was accomplished by publishing newsletters; creating a base of information, guides, and models on the www.irecusa.org and the www.millionsolarroofs.org web sites; convening workshops and seminars; engaging multiple stakeholders; and widening the solar network to include new consumers and decision makers. Two major web sites were maintained throughout the project cycle. The www.irecusa.org web site housed dedicated pages for Connecting to the Grid, Schools Going Solar, Community Outreach, and Certification & Training. The www.millionsolarroofs.org web site was created to serve the MSR Partnerships with news, interviews, key documents, and resource material. Through the course of this grant, the Interstate Renewable Energy Council has been supporting the Department of Energy's solar energy program goals by providing the Department with expertise services for their network of city, state, and community stakeholders. IREC has been the leading force at the state and federal levels regarding net metering and interconnection policy for photovoltaic systems. The principal goal and benefit of the interconnection and net metering work is to lower both barriers and cost for the installation of PV. IREC typically plays a leadership role among small generator stakeholders and has come to be relied upon for its expertise by industry and regulators. IREC also took a leadership position in developing quality and competency standards for solar professionals and for training programs critical components to bring the solar industry into step with other recognized craft labor forces. IREC's objective was to provide consumer assurances and assist the states and the solar industry in building a strong and qualified workforce. IREC's Schools Going Solar Clearinghouse provided channels of information to educate students, teachers, parents and the community at large about the benefits of solar energy. Solar school projects enhance science and math education while creating an initial entry market for domestic PV. And, IREC's community and outreach network got the right information out to capture the interest and met the needs of different audiences and reached groups that weren't traditionally part of the solar community. IREC's PV4You project was effective because it resulted in reduced costs through easier interconnection and better net metering agreements and by raising the competency standards for solar practitioners. The project provided ways to eliminate barriers and constraints by providing technical assistance, offering model agreements based on industry consensus that were used by state and local decision makers. And, the project increased public acceptance by providing information, news and guidelines for different audiences.
