    A posttest study of Semiscale Tests S-UT-6 and S-UT-7 has been completed to assess TRAC-PFl predictions of pressurized water-reactor (PWR) small-break transients. The comparisons of the TRAC calculations and experimental results show that the correct qualitative influence of upper-head injection (UHI) was predicted. The major phenomenological difference predicted was the mode of core voiding. The data show a slow boiloff from the top of the core resulting in a dryout near the top of the core only. TRAC predicted a more extensive voiding with fluid forced from the bottom of the core by a pressure increase in the upper vessel plenum. The pressure increase was the primary consequence of a failure to predict a complete clearance of the seal in the intact-loop pump-suction upflow leg. Further review of the interphasic drag correlations, entrainment correlations, and critical-flow model is recommended. 20 figures.

    Energy balance is maintained by controlling both energy intake and energy expenditure. Thyroid hormones play a crucial role in regulating energy expenditure. Their levels are adjusted by a tight feedback-controlled regulation of thyroid hormone production/incretion and by their hepatic metabolism. Thyroid hormone degradation has previously been shown to be enhanced by treatment with phenobarbital or other antiepileptic drugs due to a CAR-dependent induction of phase II enzymes of xenobiotic metabolism. We have recently shown, that PPAR{alpha} agonists synergize with phenobarbital to induce another prototypical CAR target gene, CYP2B1. Therefore, it was tested whether a PPAR{alpha} agonist could enhance the phenobarbital-dependent acceleration of thyroid hormone elimination. In primary cultures of rat hepatocytes the apparent half-life of T3 was reduced after induction with a combination of phenobarbital and the PPAR{alpha} agonist WY14643 to a larger extent than after induction with either compound alone. The synergistic reduction of the half-life could be attributed to a synergistic induction of CAR and the CAR target genes that code for enzymes and transporters involved in the hepatic elimination of T3, such as OATP1A1, OATP1A3, UGT1A3 and UGT1A10. The PPAR{alpha}-dependent CAR induction and the subsequent induction of T3-eliminating enzymes might be of physiological significance for the fasting-induced reduction in energy expenditure by fatty acids as natural PPAR{alpha} ligands. The synergism of the PPAR{alpha} agonist WY14643 and phenobarbital in inducing thyroid hormone breakdown might serve as a paradigm for the synergistic disruption of endocrine control by other combinations of xenobiotics.

    Under the with-project scenario, WyCoalGas is projected to make a difference in the long-range future of Converse County. Because of the size of the proposed construction and operations work forces, the projected changes in employment, income, labor force, and population will alter Converse County's economic role in the region. Specifically, as growth occurs, Converse County will begin to satisfy a larger portion of its own higher-ordered demands, those that are currently being satisfied by the economy of Casper. Business-serving and household-serving activities, currently absent, will find the larger income and population base forecast to occur with the WyCoalGas project desirable. Converse County's economy will begin to mature, moving away from strict dependence on extractive industries to a more sophisticated structure that could eventually appeal to national, and certainly, regional markets. The technical demand of the WyCoalGas plant will mean a significant influx of varying occupations and skills. The creation of basic manufacturing, advanced trade and service sectors, and concomitant finance and transportation firms will make Converse County more economically autonomous. The county will also begin to serve market center functions for the smaller counties of eastern Wyoming that currently rely on Casper, Cheyenne or other distant market centers. The projected conditions expected to exist in the absence of the WyCoalGas project, the socioeconomic conditions that would accompany the project, and the differences between the two scenarios are considered. The analysis is keyed to the linkages between Converse County and Natrona County.

    This final technical report describes what WyCoalGas, Inc. and its subcontractors accomplished in resolving issues related to the resource, technology, economic, environmental, socioeconomic, and governmental requirements affecting a project located near Douglas, Wyoming for producing 150 Billion Btu per day by gasifying sub-bituminous coal. The report summarizes the results of the work on each task and includes the deliverables that WyCoalGas, Inc. and the subcontractors prepared.     The 2013 Ultrasonic Testing (UT) modeling benchmark concerns direct echoes from side drilled holes (SDH), flat bottom holes (FBH) and corner echoes from backwall breaking artificial notches inspected with a matrix phased array probe. This communication presents the results obtained with the models implemented in the CIVA software: the pencilmodel is used to compute the field radiated by the probe, the Kirchhoff approximation is applied to predict the response of FBH and notches and the SOV (Separation Of Variables) model is used for the SDH responses. The comparison between simulated and experimental results are presented and discussed.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning. After completion of the course, the CBO staff concluded the participant will meet minimum established accreditation

    This report documents work performed at the Pacific Northwest National Laboratory (PNNL) in Richland, Washington, and at the Electric Power Research Institute's (EPRI) Nondestructive Examination (NDE) Center in Charlotte, North Carolina, on evalutating a low frequency ultrasonic inspection technique used for examination of cast stainless steel (CSS) and dissimilar metal (DMW) reactor piping components. The technique uses a zone-focused, multi-incident angle, low frequency (250-450 kHz) inspection protocol coupled with the synthetic aperture focusing technique (SAFT). The primary focus of this work is to provide information to the United States Nuclear Regulatory Commission on the utility, effectiveness and reliability of ultrasonic testing (UT) inspection techniques as related to the inservice ultrasonic inspection of coarse grained primary piping components in pressurized water reactors (PWRs).

    Both CERCLA and NEPA have specific requirements for the information content, format, and review schedule of their respective Feasibility Study (FS) and Environmental Impact Statement (EIS) documents. The FS serves as the mechanism for the development, screening, and detailed evaluation of alternative remedial actions, while the EIS provides a discussion of significant environmental impacts and presents alternatives which would avoid or minimize adverse impacts or enhance the quality of the human environment. In some cases, the CERCLA and NEPA processes have been expressed as functionally equivalent'', and the need for NEPA questioned in instances where CERCLA compliance is required. This argument has been presented on the grounds that the CERCLA process addresses the information content needs of NEPA. However, in cases where EIS documents are required, specific information needs that are called for under NEPA are not typically addressed or readily fitted into the FS format (e.g. socioeconomic impacts). In addition, review schedules for an FS and an EIS differ; public comment opportunities and length of comment period differ. Where certain Federal agencies require that CERCLA and NEPA be integrated, there is often the guidance that NEPA be fitted into the CERCLA process. Using this guidance, an outline has been developed which integrates the information content needs of an FS and EIS, while maintaining, as closely as possible, the integrity of the FS format.

    This model curriculum outline was developed using a turbo-DACUM (Developing a Curriculum) process which utilizes practicing experts to undertake a comprehensive job and task analysis. The job and task analysis serves to establish current baseline data accurately and to improve both the process and the product of the job through constant and continuous improvement of training. The DACUM process is based on the following assumptions: (1) Expert workers are the best source for task analysis. (2) Any occupation can be described effectively in terms of tasks. (3) All tasks imply knowledge, skills, and attitudes/values. A DACUM panel, comprised of six experienced and knowledgeable technicians who are presently working in the field, was given an orientation to the DACUM process. The panel then identified, verified, and sequenced all the necessary job duty areas and tasks. The broad duty categories were rated according to relative importance and assigned percentage ratings in priority order. The panel then rated every task for each of the duties on a scale of 1 to 3. A rating of 3 indicates an {open_quotes}essential{close_quotes} task, a rating of 2 indicates an {open_quotes}important{close_quotes} task, and a rating of 1 indicates a {open_quotes}desirable{close_quotes} task.

    Following a telephone interview with Materials and Systems Research, Inc. (MSRI) by members of the Hydrogen Safety Panel on December 4, 2008, a safety review team was dispatched to Salt Lake City, UT to perform a site-visit review. The major topic of concern was the presence of a hydrogen storage and dispensing shed on the MSRI premises close to both its own laboratory/office building and to the adjoining property. The metal shed contains 36 cylinders (two 18-cylinder "pods") of hydrogen all connected to a common manifold and used to supply hydrogen to a U.S. Department of Energy (DOE) fuel cell project plus several other projects using an entire pod as a common supply. In busy times, MSRI uses and replaces one pod per week. As a result of the site visit, the safety review team has raised some concern with the shed’s location, design, use, and safety features as well as other components of the facility, including the laboratory area.

    National Iranian Oil Co. (NIOC) tested production limits last month to prove a claim of 4 million bd capacity made at September's meeting of the organization of Petroleum Exporting Countries. Onshore fields account for 3.6 million bd of the total, with offshore fields providing the rest. NIOC plans to expand total capacity to 4.5 million bd by April 1993, consisting of 4 million b/d onshore and 500,000 b/d offshore. Middle East Economic Survey says questions remain about completion dates for gas injection, drilling, and offshore projects, but expansion targets are attainable within the scheduled time. NIOC said some slippage may be unavoidable, but it is confident the objective will be reached by third quarter 1993 at the latest. More than 60 rigs are working or about to be taken under contract to boost development drilling in onshore fields and provide gas injection in some. NIOC has spent $3.2 billion in foreign exchange on the drilling program in the last 2 1/2 years.

    As part of this DOE`s demonstration program, a corrosion test panel was installed on the west sidewall of Dayton Power & Light Unit no.4 at the J. M. Stuart Station (JMSS4) during the burner retrofit outage in November 1991. The test panel consisted of four sections of commercial coatings separated by bare SA213-T2 tubing. During the retrofit outage, a UT survey was performed to document the baseline wall thicknesses of the test panel, as well as several furnace wall areas outside the test panel. The purpose of the UT survey was to generate the baseline data so that the corrosion wastage associated with the operation of Low NO{sub x} Cell Burners (LNCB{trademark} burner) could be quantitatively determined. The corrosion test panel in JMSS4 was examined in April 1993 after the first 15-month operation of the LNCB{trademark} burners. Details of the corrosion analysis and UT data were documented in the Long-Term Testing Report. The second JMSS4 outage following the LNCB{trademark} burner retrofit took place in September 1944. Up to this point, the test panel in JMSS4 had been exposed to the corrosive combustion environment for approximately 31 months under normal boiler operation of JMSS4. This test period excluded the down time for the April 1993 outage. During the September 1994 outage, 70 tube samples of approximately one-foot length were cut from the bottom of the test panel. These samples were evaluated by the Alliance Research Center of B&W using the same metallurgical techniques as those employed for the previous outage. In addition, UT measurements were taken on the same locations of the lower furnace walls in JMSS4 as those during the prior outages. Results of the metallurgical analyses and UT surveys from different exposure times were compared, and the long-term performance of waterwall materials was analyzed. The corrosion data obtained from the long-term field study at JMSS4 after 32 months of LNCB{trademark} burner operation are summarized in this report.

    This paper describes a computerized clavicle identification system, primarily designed to resolve the identities of unaccounted for US soldiers who fought in the Korean War. Elliptical Fourier analysis is used to quantify the clavicle outline shape from skeletons and postero-anterior antemortem chest radiographs to rank individuals in terms of metric distance. Similar to leading fingerprint identification systems, shortlists of the top matching candidates are extracted for subsequent human visual assessment. Two independent tests of the computerized system using 17 field-recovered skeletons and 409 chest radiographs demonstrate that true positive matches are captured within the top 5% of the sample 75% of the time. These results are outstanding given the eroded state of some field-recovered skeletons and the faintness of the 1950’s photoflurographs. These methods enhance the capability to resolve several hundred cold cases for which little circumstantial information exists and current DNA and dental record technologies cannot be applied.

    This paper describes the current international picture of exploration/production; expresses the most prominent challenges the author sees emerging from changing conditions, and discusses briefly how the industry can and does answer these challenges. Geologic status---first, oil and gas provinces are obviously maturing. The peak of discoveries in the U.K. North Sea is well past, and if yearly additions still appear more or less stable, this happens at the expense of a larger number of exploratory wells being drilled. This is going on with variations in a number of areas. Second, the world is shrinking in terms of new prospective basins. For instance, the Norwegian Barents Sea looked so promising a few years ago but has yet to yield a major field. The case is not unique, and everyone can make his own list of disappointments: East African rift basins, Paraguay, and so on. One article pointed out that the last decade's reserve addition from wildcat oil discoveries was down by almost 40% from additions registered during 1972-81. This excluded the USSR, Eastern Europe, China, Mexico, and a couple of Middle East countries.

    In 2012, the U.S.Department of Energy (DOE) began reassessing the former Riverton, Wyoming, Processing Site area for potential contaminant sources impacting groundwater. A flood in 2010 along the Little Wind River resulted in increases in groundwater contamination (DOE 2013).This investigation is a small part of continued efforts by DOE and other stakeholders to update human health and ecological risk assessments, to make a comprehensive examination of all exposure pathways to ensure that the site remains protective through established institutional controls. During field inspections at the Riverton Site in 2013, a white evaporitic mineral deposit was identified along the bank of the Little Wind River within the discharge zone of the groundwater contamination plume. In December 2013, Savannah River National Laboratory (SRNL) personnel collected a sample for analysis by X-ray fluorescence (Figure 1 shows the type of material sampled). The sample had a uranium concentration of approximately 64 to 73 parts per million. Although the uranium in this mineral deposit is within the expected range for evaporatic minerals in the western United States (SRNL 2014), DOE determined that additional assessment of the mineral deposit was warranted. In response to the initial collection and analysis of a sample of the mineral deposit, DOE developed a work plan (Work Plan to Sample Mineral Deposits Along the Little Wind River, Riverton, Wyoming, Processing Site [DOE 2014]) to further define the extent of these mineral deposits and the concentration of the associated contaminants (Appendix A). The work plan addressed field reconnaissance, mapping, sampling, and the assessment of risk associated with the mineral deposits adjacent to the Little Wind River.

    This report is the second in a series examining the risks for the high level waste (HLW) storage facilities at the Hanford Site. The first phase of the HTF PSA effort addressed risks from Tank 101-SY, only. Tank 101-SY was selected as the initial focus of the PSA because of its propensity to periodically release (burp) a mixture of flammable and toxic gases. This report expands the evaluation of Tank 101-SY to all 177 storage tanks. The 177 tanks are arranged into 18 farms and contain the HLW accumulated over 50 years of weapons material production work. A centerpiece of the remediation activity is the effort toward developing a permanent method for disposing of the HLW tank`s highly radioactive contents. One approach to risk based prioritization is to perform a PSA for the whole HLW tank farm complex to identify the highest risk tanks so that remediation planners and managers will have a more rational basis for allocating limited funds to the more critical areas. Section 3 presents the qualitative identification of generic initiators that could threaten to produce releases from one or more tanks. In section 4 a detailed accident sequence model is developed for each initiating event group. Section 5 defines the release categories to which the scenarios are assigned in the accident sequence model and presents analyses of the airborne and liquid source terms resulting from different release scenarios. The conditional consequences measured by worker or public exposure to radionuclides or hazardous chemicals and economic costs of cleanup and repair are analyzed in section 6. The results from all the previous sections are integrated to produce unconditional risk curves in frequency of exceedance format.

    The Environmental Sciences Division at Oak Ridge National Laboratory (ORNL) was awarded the first Naturaland Accelerated Bioremediation Research (NABIR) Program, Field Research Center (FRC) based upon the recommendation of a review panel following a competitive peer-reviewed proposal process. The contaminated FRC site at ORNL is centered on groundwater plumes that originate from the former S-3 Waste Disposal Ponds located at the Y-12 Plant and the Y-12 Bone Yard/Bum Yard. Proposals for individual science research projects at the FRC were submitted in the spring of 2000 in response to a solicitation issued by the Department of Energy (DOE). Proposals selected for funding began work in Fiscal Year 2001 (October 1, 2000). The FRC staff have initiated several characterization efforts intended to support, inform, and educate individual FRC investigators, NABIR principal investigators (PIs), and the broader community of the specific conditions, opportunities, and challenges of this site. These efforts include both physical site characterization as well as numerical simulation (modeling) studies. Geochemical modeling has been conducted with the goal of: (1) providing a baseline understanding of the geochemical behavior of uranium (U); (2) examining the interaction of geochemistry and uranium transport in the subsurface; (3) elucidating some potential pitfalls for researchers with respect to manipulating subsurface environments for the purpose of demonstrating bacterially induced U immobilization. The geochemical modeling effort focused on using existing data and resources and did not involve the collection of new data or samples from the field site. Specifically, the following three tasks have been performed to date. (1) Searching for information on the wastes disposed in to the S-3 ponds. These data are typically found in internal technical reports at the labs and are rarely published in the peer-reviewed literature; thus, this information can be very difficult for the scientific community to access. Therefore, these searches may provide a nontrivial resource to investigators. To that end, some analytical data have already been located and the search for more data will continue. (2) Critical evaluation of thermodynamic data that are needed in the modeling calculations. (3) Generating model simulations to illustrate important aspects of U geochemistry and transport behavior in idealized solutions. This report summarizes the results of the geochemical modeling efforts.

    A nuclear thermionic converter electrical generating system is proposed in which the nuclear fuel is clad in tungsten (W) and transmits heat to a tungsten emitter by radiation. The tungsten clad is a single unit, containing a continuous fuel stack with an unfueled section extending through one end of the reactor. The emitters are electrically insulated from the heat source; therefore, several converters may be connected by short leads to produce more voltage per fuel element and to reduce the power losses in the leads. A fast reactor design was chosen; consequently, tungsten may be used for the fuel cladding and the emitters without a significant reactivity penalty due to neutron capture by tungsten epithermal resonances. The ability to use all-tungsten emitters may permit high emitter temperatures. Calculations indicate that at an emitter temperature of 2150 K and current density of 10A/cm{sup 2}, a 36 cm long thermionic fuel element (TFE) with 9 converters in series should produce 4500W{sub e} at 9.2 V and 15.7{percent} efficiency. Nuisance wildlife management includes wildlife population control through hunting, trapping, removal, and habitat manipulation; wildlife damage control; and law enforcement. This plan covers the following subjects: (1) roles and responsibilities of individuals, groups, and agencies; (2) the general protocol for reducing nuisance wildlife problems; and (3) species-specific methodologies for resolving nuisance wildlife management issues for mammals, birds, snakes, and insects. Achievement of the objectives of this plan will be a joint effort between the Tennessee Wildlife Resources Agency (TWRA); U. S.     We have identified three initial preceramic polymers to help produce the SiC-based alloys for this project and have developed simple processing steps to make SiC-based alloy ceramics. The use of unfilled SMP-10 (Polycarbosilane) or SMP-877 (Methyl-Polycarbosilane) is not feasible due to the large mass losses that occur during pyrolysis. The pre-gelling steps below save time when those two polymers are filled with powders. The use of SL-MS30 provides us with a SiC-filled polymer that can be used to test out the CNT mats without further complications due to other powders.

    The authors are continuing their efforts to partly dissociate the cellulolytic enzyme complex of C. thermocellum. This complex named cellulosome (also existing as polycellulosome) consists of perhaps as many as 26 different subunits. It is extremely resistant to dissociation and denaturation. Treatments with urea and SDS have little effect unless the latter treatment is at high temperature. Significantly, some of the subunits after SDS dissociation have CMCase (endoglucanase) activity but no activity toward crystalline cellulose. The only reported success of hydrolysis of crystalline cellulose by cellulosomal subunits is by Wu et al. who isolated two protein fractions labeled SL and SS which when combined exhibit a low (about 1% of the original cellulosome) activity toward crystalline cellulose. The long standing goal is still to determine the activities of the individual subunits, to characterize them, to find out how they are associated in the cellulosome, and to establish the minimum number of subunits needed for efficient hydrolysis of crystalline cellulose. This report also presents the results of experiments on cellulose hydrolysis in aerobic fungi, as well as other anaerobic bacteria.

    The primary accomplishments of the JOI Cooperative Agreement with DOE/NETL in this quarter were that: (1) Frank Rack, Anne Trehu, and Tim Collett presented preliminary results and operational outcomes of ODP Leg 204 at the American Association of Petroleum Geologists annual meeting in Salt Lake City, UT; (2) several Leg 204 scientists participated in special hydrate sessions at the international EGS/AGU/EUG meeting in Nice, France and presented initial science results from the cruise, which included outcomes arising from this cooperative agreement; and, (3) postcruise evaluation of the data, tools and measurement systems that were used during ODP Leg 204 continued in the preparation of deliverables under this agreement. At the EGS/EUG/AGU meeting in Nice, France in April, Leg 204 Co-chiefs Anne Trehu and Gerhard Bohrmann, as well as ODP scientists Charlie Paull, Erwin Suess, and Jim Kennett, participated in a press conference on hydrates. The well-attended press conference entitled ''Gas Hydrates: Free methane found and controversy over the 'hydrate gun''' led to stories in Nature on-line and BBC radio, among others. There were six (6) oral and fifteen (15) poster presentations on ODP Leg 204 hydrate science at the EGS/AGU/EUG Meeting in Nice, France on April 6-11, 2003. This was a very strong showing at a meeting just over six month following the completion of the drilling cruise and highlighted many of the results of the leg, including the results obtained with instruments and equipment funded under this cooperative agreement. At the AAPG annual meeting in Salt Lake City, UT on May 11-14, 2003, Anne Trehu gave an oral presentation about the scientific results of Leg 204, and Frank Rack presented a poster outlining the operational and technical accomplishments. Work continued on analyzing data collected during ODP Leg 204 and preparing reports on the outcomes of Phase 1 projects as well as developing plans for Phase 2.

    This document outlines a plan for management of the wildlife resources on the Department of Energy's (DOE's) Oak Ridge Reservation. Management includes wildlife population control through hunting, trapping, removal, and habitat manipulation; wildlife damage control; restoration of wildlife species; preservation, management, and enhancement of wildlife habitats; coordination of wildlife studies and characterization of areas; and law enforcement. Wildlife resources are divided into several categories, each with a specific set of objectives and procedures for attaining them. These objectives are management of (1) wildlife habitats to ensure that all resident wildlife species exist on the Reservation in viable numbers; (2) featured species to produce selected species in desired numbers on designated land units; (3) game species for research, education, recreation, and public safety; (4) the Three Bend Scenic and Wildlife Management Refuge Area; (5) nuisance wildlife, including nonnative species, to achieve adequate population control for the maintenance of health and safety on the Reservation; (6) sensitive species (i.e., state or federally listed as endangered, threatened, of special concern, or in need of management) through preservation and protection of both the species and habitats critical to the survival of those species; and (7) wildlife disease. Achievement of the objectives is a joint effort between the Tennessee Wildlife Resources Agency (TWRA) and the Oak Ridge National Laboratory through agreements between TWRA and DOE and between DOE and UT-Battelle, LLC.

    The objective of this investigation was to evaluate the efficacy of ultrasonic testing (UT) for primary water leak path assessments of reactor pressure vessel (RPV) upper head penetrations. Operating reactors have experienced leakage when stress corrosion cracking of nickel-based alloy penetrations allowed primary water into the annulus of the interference fit between the penetration and the low-alloy steel RPV head. In this investigation, UT leak path data were acquired for an Alloy 600 control rod drive mechanism nozzle penetration, referred to as Nozzle 63, which was removed from the North Anna Unit 2 reactor when the RPV head was replaced in 2002. In-service inspection prior to the head replacement indicated that Nozzle 63 had a probable leakage path through the interference fit region. Nozzle 63 was examined using a phased-array UT probe with a 5.0-MHz, eight-element annular array. Immersion data were acquired from the nozzle inner diameter surface. The UT data were interpreted by comparing to responses measured on a mockup penetration with known features. Following acquisition of the UT data, Nozzle 63 was destructively examined to determine if the features identified in the UT examination, including leakage paths and crystalline boric acid deposits, could be visually confirmed. Additional measurements of boric acid deposit thickness and low-alloy steel wastage were made to assess how these factors affect the UT response. The implications of these findings for interpreting UT leak path data are described.

    The Umatilla Basin Natural Production Monitoring and Evaluation Project (UBNPMEP) is funded by Bonneville Power Administration (BPA) as directed by section 4(h) of the Pacific Northwest Electric Power Planning and Conservation Act of 1980 (P. L. 96-501). This project is in accordance with and pursuant to measures 4.2A, 4.3C.1, 7.1A.2, 7.1C.3, 7.1C.4 and 7.1D.2 of the Northwest Power Planning Council's (NPPC) Columbia River Basin Fish and Wildlife Program (NPPC 1994). Work was conducted by the Fisheries Program of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR). UBNPMEP is coordinated with two ODFW research projects that also monitor and evaluate the success of the Umatilla Fisheries Restoration Plan. Our project deals with the natural production component of the plan, and the ODFW projects evaluate hatchery operations (project No. 19000500, Umatilla Hatchery M & E) and smolt outmigration (project No. 198902401, Evaluation of Juvenile Salmonid Outmigration and Survival in the Lower Umatilla River). Collectively these three projects comprehensively monitor and evaluate natural and hatchery salmonid production in the Umatilla River Basin. Table 1 outlines relationships with other BPA supported projects. The need for natural production monitoring has been identified in multiple planning documents including Wy-Kan-Ush-Mi Wa-Kish-Wit Volume I, 5b-13 (CRITFC 1996), the Umatilla Hatchery Master Plan (CTUIR & ODFW 1990), the Umatilla Basin Annual Operation Plan (ODFW and CTUIR 2004), the Umatilla Subbasin Summary (CTUIR & ODFW 2001), the Subbasin Plan (CTUIR & ODFW 2004), and the Comprehensive Research, Monitoring, and Evaluation Plan (Schwartz & Cameron Under Revision). Natural production monitoring and evaluation is also consistent with Section III, Basinwide Provisions, Strategy 9 of the 2000 Columbia River Basin Fish and Wildlife Program (NPPC 1994, NPPC 2004).     The Pacific Northwest National Laboratory (PNNL) is conducting studies for the U.S. Nuclear Regulatory Commission (NRC) to assess the capability, effectiveness, and reliability of ultrasonic testing (UT) as a replacement method for radiographic testing (RT) for volumetric examination of nuclear power plant (NPP) components. This particular study focused on evaluating the use of UT on carbon steel plate welds. Welding fabrication flaws included a combination of planar and volumetric types, e.g., incomplete fusion, lack of penetration, cracks, porosity, and slag inclusions. The examinations were conducted using phased-array (PA) UT techniques applied primarily for detection and flaw type characterization. This paper will discuss the results of using UT in lieu of RT for detection and classification of fabrication flaws in carbon steel plate welds.

    Five general purpose heat source (GPHS) fueled clads were radiographically inspected at the Idaho National Laboratory (INL). The girth weld region of each clad had previously passed visual examination, ring gauge test, and leak test but showed “positive” indications on the ultrasonic (UT) test. Positive ultrasonic indications are allowable under certain weld conditions; radiographic inspection provides a secondary nonintrusive means of clad inspection and may confirm allowable anomalies from the UT inspection. All the positive UT indications were found to exhibit allowable weld shield fusion or mismatch conditions. No indication of void defects was found. One additional clad (FCO371) was deemed unacceptable for radiographic inspection due to an unknown black substance that obscured the angular origin on the weld so that the angular offset to the UT indication could not be found.

    The authors demonstrate improved device performance of GaN metalsemiconductormetal ultraviolet (UV) photodetectors (PDs) by ultrathin HfO{sub 2} (UT-HfO{sub 2}) layer on GaN. The UT-HfO{sub 2} interfacial layer is grown by atomic layer deposition. The dark current of the PDs with UT-HfO{sub 2} is significantly reduced by more than two orders of magnitude compared to those without HfO{sub 2} insertion. The photoresponsivity at 360?nm is as high as 1.42 A/W biased at 5 V. An excellent improvement in the performance of the devices is ascribed to allowed electron injection through UT-HfO{sub 2} on GaN interface under UV illumination, resulting in the photocurrent gain with fast response time.
