Outline of a Course in Plasma Physics

Science Conference Proceedings (OSTI)

This outline is part of an educational experiment initiated by the Commission on College Physics. The Commission has undertaken to highlight the need of college curriculum development in various areas of modern physics. One of these areas is the field of plasma physics. Difficulties in preparing a course in this particular field result from the fact that it has grown from fairly disparate areas of physics including gas discharges magnetohydrodynamics and fusion physics. Synthesis of these various fields into a single course in plasma physics has not taken place spontaneously throughout the country and to look into this problem

Extraction of Typographic Elements from Outline Representations of Fonts

E-Print Network (OSTI)

Digital typefaces for computer graphics and multimedia applications must be capable of supporting operations such as font variations, transformations, deformations and blending. A powerful implementation of such operations must rely on the inherent typographic attributes of the typeface. However, even today's most advanced typeface representations support only geometric outline representations and basic font variations. In this paper we discuss high-level typeface representations which we term Parametric Typographic Representations (PTRs). We present an algorithm for automatically extracting typographic elements of typefaces from their outline representation, which is an essential initial step in converting typefaces from outline representations to PTRs. The extracted typographic elements include serifs, bars, stems, slants, bows, arcs, curve stems and curve bars. Most notable is the treatment of serifs, which are represented by finite-automata. The algorithm only needs to learn a ser...

Underground oil shale retorting. [Basic principles are outlined

DOE Green Energy (OSTI)

The basic principles involved in combustion processing of oil shale are outlined. The manual is designed to serve as an introduction to the subject for the support personnel of the LLL Oil Shale Project. The material is presented in a simple two page format with one page devoted to a figure or table and the facing page contains a brief description of that material. Thus, it can serve as a self-study guide. Following a brief description of oil shale, how it was formed, and the extent of the resource, an overview of the concepts and major technical problems of Modified In-Situ (MIS) Oil Shale Retorting is presented. Finally, the liquid product, shale oil, is compared with typical petroleum crudes.

Model curriculum outline for Alternatively Fueled Vehicle (AFV) automotive technician training in light and medium duty CNG and LPG

DOE Green Energy (OSTI)

This model curriculum outline was developed using a turbo-DACUM (Developing a Curriculum) process which utilizes practicing experts to undertake a comprehensive job and task analysis. The job and task analysis serves to establish current baseline data accurately and to improve both the process and the product of the job through constant and continuous improvement of training. The DACUM process is based on the following assumptions: (1) Expert workers are the best source for task analysis. (2) Any occupation can be described effectively in terms of tasks. (3) All tasks imply knowledge, skills, and attitudes/values. A DACUM panel, comprised of six experienced and knowledgeable technicians who are presently working in the field, was given an orientation to the DACUM process. The panel then identified, verified, and sequenced all the necessary job duty areas and tasks. The broad duty categories were rated according to relative importance and assigned percentage ratings in priority order. The panel then rated every task for each of the duties on a scale of 1 to 3. A rating of 3 indicates an {open_quotes}essential{close_quotes} task, a rating of 2 indicates an {open_quotes}important{close_quotes} task, and a rating of 1 indicates a {open_quotes}desirable{close_quotes} task.

Introduction Allowable activities are those activities and purchases for which recipient jurisdictions will be allowed to use their Section 180(c) funds. The challenge in defining allowable activities is to strike a balance between meeting the recipients' need for flexibility and the funding agency's need to track measurable progress. More broadly defined activities allow the greatest flexibility for the recipient to tailor activities to their needs. More narrowly defined activities make the funds easier to track for the Federal agency but limit the recipient's flexibility. There also are legal requirements that bound the range of allowable activities. Good

G G Policy or Rulemaking I. Introduction Version 22 1 2 4 6 8 10 12 14 16 18 20 22 24 26 28 30 32 34 36 38 The Department can implement Section 180(c) through a Departmental policy, through a rulemaking, or through some combination of the two. Many stakeholders over the years have requested a rulemaking because of concerns that a 180(c) policy that was crafted with extensive stakeholder input could be easily changed with a change of leadership at DOE. Factors for DOE management to consider in their decision are first, the legal and procedural differences between policy-making and rulemaking and, second, the scope of the rulemaking. II. Background There is no clear guidance as to when a Federal Agency should issue a policy or a regulation. Executive Order 12866 defines a regulation but does not disallow a policy

INTRODUCTION The Department can allocate Section 180(c) funds according to a formula, based upon jurisdictions' needs assessments, or a combination approach. The challenge is to balance the competing interests of recipient need, risk, equity, and program efficiency. II. BACKGROUND The 1998 Revised Proposed Policy and Procedures intended to allocate funds based on an applicant's assessment of their training and technical assistance needs. The scope of the assessment was limited to ensure the applicant considered only those needs related to the increment of need caused by NWPA shipments. The Draft Policy proposed a one- time planning grant of $150,000, to be distributed four years prior to the commencement

States could use their fees for the match. The intent of the match would be to leverage the impact of Section 180(c). The purposes of a match, according to a report by the GAO 1 , are first, to avoid supplantation or fiscal substitution of Federal money for state and local efforts and, second, to build sustainability of the gains created by the grant. The GAO report stated that "Ideally, grants should stimulate higher levels of preparedness and avoid simply subsidizing local functions that are traditionally state or local responsibilities."

October 23, 1997 SUMMARY OF STATEMENT BY JOHN C. LAYTON The Office of Inspector General, Department of Energy (DOE), has identified deficiencies in the administration of performance-based contracts. For example, we found: Incentive fees were excessive in relation to the cost of the work. * An incentive fee of $225,000 was paid to replace a ventilation fan when the cost of this work for the year was only $25,000. Incentive fees were paid for work completed before the establishment of the performance objective. * A $776,000 incentive fee was paid for work completed on experiments before the

J J Funding Operational Activities I. Introduction Version 22 1 2 4 6 8 10 12 14 16 18 20 22 24 The States believe that the NWPA creates an obligation on Department of Energy to cover all costs related to SNF/HLW transportation, whether the funds flow through Section 180(c) or another funding mechanism. 1 Since Section 180(c) has been interpreted by DOE's Office of General Counsel as applying strictly to "training-related" activities, this issue paper explores other funding mechanisms available to pay for non-training activities. These activities may include inspections, tracking, escorting, public information, and other operational activities related to accident prevention and emergency response.

Hanford Tank Farm interim storage phase probabilistic risk assessment outline

Science Conference Proceedings (OSTI)

This report is the second in a series examining the risks for the high level waste (HLW) storage facilities at the Hanford Site. The first phase of the HTF PSA effort addressed risks from Tank 101-SY, only. Tank 101-SY was selected as the initial focus of the PSA because of its propensity to periodically release (burp) a mixture of flammable and toxic gases. This report expands the evaluation of Tank 101-SY to all 177 storage tanks. The 177 tanks are arranged into 18 farms and contain the HLW accumulated over 50 years of weapons material production work. A centerpiece of the remediation activity is the effort toward developing a permanent method for disposing of the HLW tank`s highly radioactive contents. One approach to risk based prioritization is to perform a PSA for the whole HLW tank farm complex to identify the highest risk tanks so that remediation planners and managers will have a more rational basis for allocating limited funds to the more critical areas. Section 3 presents the qualitative identification of generic initiators that could threaten to produce releases from one or more tanks. In section 4 a detailed accident sequence model is developed for each initiating event group. Section 5 defines the release categories to which the scenarios are assigned in the accident sequence model and presents analyses of the airborne and liquid source terms resulting from different release scenarios. The conditional consequences measured by worker or public exposure to radionuclides or hazardous chemicals and economic costs of cleanup and repair are analyzed in section 6. The results from all the previous sections are integrated to produce unconditional risk curves in frequency of exceedance format.

DOE Green Energy (OSTI)

The Office of Basic Energy Sciences (OBES) supports long-range, basic research in those areas of the geosciences which are relevant to the nation's energy needs. The objective of the Geoscience program is to develop a quantitative and predictive understanding of geological, geophysical and geochemical structures and processes in the solid earth and in solar-terrestrial relationships. This understanding is to assure an effective knowledge base for energy resource recognition, evaluation and utilization in an environmentally acceptable manner. The work is carried out primarily in DOE laboratories and in universities, although some is conducted by other federal agencies and by the National Academy of Sciences. Principal areas of interest include: Geology, Geophysics, and Earth Dynamics; Geochemistry; Energy Resource Recognition, Evaluation and Utilization; Hydrologic and Marine Sciences; and Solar-Terrestrial/Atmospheric Interactions.

A pass-through of funds from the state to local public officials might meet the intent of the Nuclear Waste Policy Act - to train public safety officials of appropriate units of local government. However, in some states, the emergency response structure is such that first responders include state or regional officials and the local responders' role can be limited. On the other hand, local officials have expressed concern that without a pass-through

Monitoring solar-thermal systems: An outline of methods and procedures

DOE Green Energy (OSTI)

This manual discusses the technical issues associated with monitoring solar-thermal systems. It discusses some successful monitoring programs that have been implemented in the past. It gives the rationale for selecting a program of monitoring and gives guidelines for the design of new programs. In this report, solar thermal monitoring systems are classified into three levels. For each level, the report discusses the kinds of information obtained by monitoring, the effort needed to support the monitoring program, the hardware required, and the costs involved. Ultimately, all monitoring programs share one common requirement: the collection of accurate data that characterize some aspect or aspects of the system under study. This report addresses most of the issues involved with monitoring solar thermal systems. It does not address such topics as design fundamentals of thermal systems or the relative merits of the many different technologies employed for collection of solar energy.

Outline of an on-site inspection regime for conventional arms control in Europe

SciTech Connect

The complexity of the negotiations on Conventional Forces in Europe (CFE) was emphasized recently by General John R. Galvin, SACEUR, when he stated, {open_quotes}The difficulties of comparing the relative strengths of strategic or intermediate-range nuclear arsenals pale in comparison with the problems of assessing the relative capabilities of opposing conventional forces.{open_quotes} Throughout this process, intensive and rigorous verification measures must be developed and enforced to ensure an acceptable degree of reliability. The eventual agreement will require a complex verification monitoring process covering a vast geographical area. The long-term success of the agreement to a large extent will depend on the level of confidence achieved by the verification process and the effective deployment of technological means will be essential to that process.

Gravity-induced phase-shift of light: outline of an interferometric test of the Equivalence Principle

E-Print Network (OSTI)

I analyze the change of the interference pattern in an optical interferometer when it passes from rest to free fall. It is shown that the "disconnection" of the gravitational field causes a jump in the phase difference that could be measured with the current sensitivity of these instruments. For this reason, I propose to the optical interferometry community the possibility of a test of the Equivalence Principle based on the aforementioned effect.

Transportation were charged to develop Aquatic Habitat Guidelines employing an integrated approach to marine, freshwater, and riparian habitat protection and restoration. Guidelines will be issued, as funding allows, in a series of manuals addressing many aspects of aquatic and riparian habitat protection and restoration. This document is one of a series of white papers developed to provide a legitimate scientific and technical basis for developing Aquatic Habitat Guidelines. The white papers address the current understanding of impacts of development and land management activities on aquatic habitat, and potential mitigation for these impacts. Individual white papers will not necessarily result in a corresponding guidance document. Instead, guidance document development, addressing management and technical assistance needs, may incorporate information synthesized from one or more of the white papers. The scope of work for each white paper requested a “comprehensive but not exhaustive ” review of the peer-reviewed scientific literature, symposia literature, and technical (gray) literature, with an emphasis on the peer-reviewed literature. The reader of this report can therefore expect a broad review of the literature, which is current through late 2000. Several of the white papers

Experimental work related to two bismuth sulfate cycles and their possible improvement. Outline of a possible antimonyl sulfate cycle with separate evolution of sulfur dioxide and oxygen

DOE Green Energy (OSTI)

Two bismuth sulfate cycles are made possible by the stepwise decomposition of the sulfate-oxysulfate system. Omitting statement of the steps for decomposition of SO/sub 3/ and the electrochemical formation of H/sub 2/ and H/sub 2/SO/sub 4/ from SO/sub 2/ and H/sub 2/O, the key reactions are: Cycle I - Bi/sub 2/(SO/sub 4/)/sub 3/ = Bi/sub 2/O/sub 2/ /sub 3/(SO/sub 4/)/sub 0/ /sub 7/ + 2.3 SO/sub 3/; Bi/sub 2/O/sub 2/ /sub 3/(SO/sub 4/)/sub 0/ /sub 7/ + 2.3 H/sub 2/SO/sub 4/ = Bi/sub 2/(SO/sub 4/)/sub 3/ + 2.3 H/sub 2/O; Cycle II - Bi/sub 2/O(SO/sub 4/)/sub 2/ = Bi/sub 2/O/sub 2/ /sub 3/(SO/sub 4/)/sub 0/ /sub 7/ + 1.3 SO/sub 3/; Bi/sub 2/O/sub 2/ /sub 3/(SO/sub 4/)/sub 0/ /sub 7/ + 1.3 H/sub 2/SO/sub 4/ = Bi/sub 2/O(SO/sub 4/)/sub 2/ + 1.3 H/sub 2/O. Cycle I proceeds through the intermediate oxysulfates Bi/sub 2/O(SO/sub 4/)/sub 2/ and Bi/sub 2/O/sub 2/SO/sub 4/ and Cycle II through Bi/sub 2/O/sub 2/SO/sub 4/. Cycle I has the advantage of generating 2.3 moles of H/sub 2/ per mole of Bi/sub 2/O/sub 3/, compared with 1.3 for Cycle II. Published work on the Bi/sub 2/O/sub 3/-SO/sub 3/-H/sub 2/O system shows that Bi/sub 2/(SO/sub 4/)/sub 3/ is the stable solid in contact with H/sub 2/SO/sub 4/ solutions above 52.7 wt%, so that acid of at least this strength would have to be used in Cycle I. Concentrations between about 3 wt% and 52.7 wt% could be used for Cycle II. The efficiency for electrochemical formation of H/sub 2/SO/sub 4/ and H/sub 2/ seems at present to be a maximum at around 30 wt% H/sub 2/SO/sub 4/. Some thermodynamic data obtained for the decomposition reactions are presented. A possible improvement in these cycles is also discussed which may provide a solution to a problem of sorption of H/sub 2/SO/sub 4/ solution by the solids and might allow use of a more dilute acid than in Cycle I above. A brief discussion on the possible simplification of the SO/sub 3/-SO/sub 2/-O/sub 2/ separation problem with a sulfuric acid-antimonyl sulfate hybrid cycle is presented. The principal reactions are: (1) Sb/sub 2/O/sub 2/SO/sub 4/ = Sb/sub 2/O/sub 4/ + SO/sub 2/ at 900 K; (2) Sb/sub 2/O/sub 4/ = Sb/sub 2/O/sub 3/ + 1/2 O/sub 2/ at 1300 K; (3) Sb/sub 2/O/sub 3/ + H/sub 2/SO/sub 4/ = Sb/sub 2/O/sub 2/SO/sub 4/ + H/sub 2/O.

Development of Technologies on Innovative-Simplified Nuclear Power Plant Using High-Efficiency Steam Injectors (9) System Outline and Endurance Test of Low-Pressure Steam Injectors

Science Conference Proceedings (OSTI)

A Steam Injector (SI) is a simple, compact and passive pump and also acts as a high-performance direct-contact compact heater. This provides SI with capability to serve also as a direct-contact feedwater heater that heats up feedwater by using extracted steam from the turbine. We are developing technology for 'Innovative Simplified Nuclear Power Plants' in order to further improve the economy and safety of nuclear power plants. Our technology development aims to significantly simplify equipment and reduce physical quantities by applying 'High-Efficiency SI', which are applicable to a wide range of operation regimes beyond the performance and applicable range of existing SIs and enables unprecedented multistage and parallel operation, to the low-pressure feedwater heaters and Emergency Core Cooling Systems (ECCS) of nuclear power plants, as well as achieve high inherent safety to prevent severe accidents by keeping the core covered with water (a Severe Accident-Free Concept). The innovative-simplified nuclear power plant consists of a simplified feedwater heating system, a passive core injection system and a passive containment cooling system. This report describes the results of the endurance and performance tests of low-pressure SIs for feedwater heaters with Jet-deaerator and core injection system. A part of this report are fruits of research which is carried out by Tokyo Electric Power Company (TEPCO), Toshiba, and 7 Universities in Japan, funded from the Ministry of Economy, Trade and Industry (METI) of Japan as the national public research-funded program. Open Program Course Overview Objectives Who should attend Prerequisites Dates & Duration Instructors Training Methodology Course outline Expression of Interest Registration Form Cooperative Communications

E-Print Network (OSTI)

There is a growing interest in networks requiring multi-hop wireless transmissions such as mesh networks, vehicular networks or even sensor networks. These multi-hop transmissions however, never come without problems, due to inefficiencies in the PHY, link and network layers, which have been primarily designed for single-hop communications. Recently, a new concept has emerged, which opts for wireless user cooperation to overcome the aforementioned inefficiencies, provide new communication paradigms, and extend the market of both cellular operators, and ad-hoc network equipment vendors. For example, in next generation cellular networks relay nodes could be used to extend the coverage and service availability of the existing infrastructure, with no additional cost to the operator. Also, in wireless mesh networking, cooperative relaying and wireless network coding could make transmissions more efficient, therefore increasing throughput, and making wireless ad-hoc networking more attractive to users. In this course we will present the main underlying principles of this concept, address the problems related to exploring the fundamental limits of multi-hop cooperative transmission, and describe signal processing techniques to achieve them. ? Microbiology and physiology of anaerobic fermentation of cellulose. Progress report (4/30/91--4/30/92) and outline of work for the period 9/1/92--9/1/93

DOE Green Energy (OSTI)

The authors are continuing their efforts to partly dissociate the cellulolytic enzyme complex of C. thermocellum. This complex named cellulosome (also existing as polycellulosome) consists of perhaps as many as 26 different subunits. It is extremely resistant to dissociation and denaturation. Treatments with urea and SDS have little effect unless the latter treatment is at high temperature. Significantly, some of the subunits after SDS dissociation have CMCase (endoglucanase) activity but no activity toward crystalline cellulose. The only reported success of hydrolysis of crystalline cellulose by cellulosomal subunits is by Wu et al. who isolated two protein fractions labeled SL and SS which when combined exhibit a low (about 1% of the original cellulosome) activity toward crystalline cellulose. The long standing goal is still to determine the activities of the individual subunits, to characterize them, to find out how they are associated in the cellulosome, and to establish the minimum number of subunits needed for efficient hydrolysis of crystalline cellulose. This report also presents the results of experiments on cellulose hydrolysis in aerobic fungi, as well as other anaerobic bacteria.
