    This document is adapted from an actual February 2008 deliverable memo and report delivered by the National Renewable Energy Laboratory (NREL) to the City Council of New Orleans, the office of the Mayor of New Orleans, the Chairperson of the Citizen Stakeholders Group (New Orleans Energy Task Force) and the Department of Energy Project Officer in February of 2008. In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. For more information on the strategy for delivering assistance, please see: www.nrel.gov/docs/fy11osti/48689.pdf. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. In general, three actions were suggested for funding mechanisms, two for near-term successes, and two for longer-term success.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

  6. Characterization of household hazardous waste from Marin County, California, and New Orleans, Louisiana

    There is a growing concern that certain constituents of common household products, that are discarded in residential garbage, may be potentially harmful to human health and the environment by adversely affecting the quality of ground and surface water. A survey of hazardous wastes in residential garbage from Marin County, California, and New Orleans, Louisiana, was conducted in order to determine the amount and characteristics of such wastes that are entering municipal landfills. The results of the survey indicate that approximately 642 metric tons of hazardous waste are discarded per year for the New Orleans study area and approximately 259 metric tons are discarded per year for the Marin County study area. Even though the percent of hazardous household waste in the garbage discarded in both study areas was less than 1%, it represents a significant quantity of hazardous waste because of the large volume of garbage involved.

    Case study about Green Coast Enterprises, who received design assistance and analysis from Building America team Building Science Corporation to build 100 homes for New Orleans families displaced by Hurricane Katrina. The homes incorporate a host of weather-resistant techniques: pier foundations, all borate pressure-treated lumber; hurricane strapping; moisture-resistant closed-cell spray foam insulation under the subfloor, in walls, and under the roof line to seal out moisture-laden air and glue the structure together to resist high winds; roof sheathing seams sealed with butyl-adhesive flashing tape; and a fully adhered roofing membrane over eaves and gable ends.

    The purpose of this project by Building Science Corporation was to evaluate the humidity control performance of new single family high performance homes, and compare the interior conditions and mechanical systems operation between two distinct groups of houses: homes with a supplemental dehumidifier installed in addition to HVAC system, and homes without any supplemental dehumidification. The subjects of the study were 10 single-family new construction homes in New Orleans, LA. Data logging equipment was installed at each home in 2012, and interior conditions and various end-use loads were monitored for one year. In terms of averages, the homes with dehumidifiers are limiting elevated levels of humidity in the living space; however, there was significant variation in humidity control between individual houses. An analysis of the equipment operation did not show a clear correlation between energy use and humidity levels. In general, no single explanatory variable appears to provide a consistent understanding of the humidity control in each house. Indoor humidity is likely due to all of the factors we have examined, and the specifics of how they are used by each occupant.

    This report, Evaluation of the Performance of Houses with and without Supplemental Dehumidification in a Hot-Humid Climate, describes a research study that that was conducted by the Building Science Corporation (BSC) Building America Research Team. BSC seeks to research and report on the field monitoring of the performance of in-situ supplemental dehumidification systems in low energy, high performance, homes in a Hot-Humid climate. The purpose of this research project was to observe and compare the humidity control performance of new, single family, low energy, and high performance, homes. Specifically, the study sought to compare the interior conditions and mechanical systems operation between two distinct groups of houses, homes with a supplemental dehumidifier installed in addition to HVAC system, and homes without any supplemental dehumidification. The subjects of the study were ten single-family new construction homes in New Orleans, LA. Data logging equipment was installed at each home in 2012. Interior conditions and various end-use loads were monitored for one year. In terms of averages, the homes with dehumidifiers are limiting elevated levels of humidity in the living space. However, there was significant variation in humidity control between individual houses. An analysis of the equipment operation did not show a clear correlation between energy use and humidity levels. In general, no single explanatory variable appears to provide a consistent understanding of the humidity control in each house. Indoor humidity is likely due to all of the factors we have examined, and the specifics of how they are used by each occupant.

    The present volume on lidar for remote sensing discusses lidar system techniques for remote sensing of atmospheric pollution, airborne and surface-based lidar for environmental sensing of water and oceans, Doppler lidar for wind sensing and related measurement, aerosol measurements using lidar, ozone, water vapor, temperature, and density sensing with lidar systems, and new lidar technology systems and concepts. Attention is given to remote sensing of air pollution over large European cities by lidar, differential absorption lidar monitoring of atmospheric atomic mercury, an experimental evaluation of an airborne depth-sounding lidar, and remote sensing of the sea by tunable multichannel lidar. Topics addressed include recent developments in lidar techniques to measure the wind in the middle atmosphere, recent stratospheric aerosol measurements with a combined Raman elastic-backscatter lidar, the development of an eye-safe IR aerosol lidar, and temperature measurement by rotational Raman lidar.

    This project examines the City of New Orleans' waste tire problem. Louisiana State law, as of January 1, 1991, prohibits the knowing disposal of whole waste tires in landfills. Presently, the numerous waste tire stockpiles in New Orleans range in size from tens to hundreds of tires. New Orleans' waste tire problem will continue to increase until legal disposal facilities are made accessible and a waste tire tracking and regulatory system with enforcement provisions is in place. Tires purchased outside of the city of New Orleans may be discarded within the city's limits; therefore, as a practical matter this study analyzes the impact stemming from the entire New Orleans metropolitan area. Pyrolysis mass recovery (PMR), a tire reclamation process which produces gas, oil, carbon black and steel, is the primary focus of this report. The technical, legal and environmental aspects of various alternative technologies are examined. The feasibility of locating a hypothetical PMR operation within the city of New Orleans is analyzed based on the current economic, regulatory, and environmental climate in Louisiana. A thorough analysis of active, abandoned, and proposed Pyrolysis operations (both national and international) was conducted as part of this project. Siting a PMR plant in New Orleans at the present time is technically feasible and could solve the city's waste tire problem. Pending state legislation could improve the city's ability to guarantee a long term supply of waste tires to any large scale tire reclamation or recycling operation, but the local market for PMR end products is undefined.

    This project examines the City of New Orleans` waste tire problem. Louisiana State law, as of January 1, 1991, prohibits the knowing disposal of whole waste tires in landfills. Presently, the numerous waste tire stockpiles in New Orleans range in size from tens to hundreds of tires. New Orleans` waste tire problem will continue to increase until legal disposal facilities are made accessible and a waste tire tracking and regulatory system with enforcement provisions is in place. Tires purchased outside of the city of New Orleans may be discarded within the city`s limits; therefore, as a practical matter this study analyzes the impact stemming from the entire New Orleans metropolitan area. Pyrolysis mass recovery (PMR), a tire reclamation process which produces gas, oil, carbon black and steel, is the primary focus of this report. The technical, legal and environmental aspects of various alternative technologies are examined. The feasibility of locating a hypothetical PMR operation within the city of New Orleans is analyzed based on the current economic, regulatory, and environmental climate in Louisiana. A thorough analysis of active, abandoned, and proposed Pyrolysis operations (both national and international) was conducted as part of this project. Siting a PMR plant in New Orleans at the present time is technically feasible and could solve the city`s waste tire problem. Pending state legislation could improve the city`s ability to guarantee a long term supply of waste tires to any large scale tire reclamation or recycling operation, but the local market for PMR end products is undefined.

    A solid oxide fuel assembly is made of fuel cells (16, 16', 18, 24, 24', 26), each having an outer interconnection layer (36) and an outer electrode (28), which are disposed next to each other with rolled, porous, hollow, electrically conducting metal mesh conductors (20, 20') between the fuel cells, connecting the fuel cells at least in series along columns (15, 15') and where there are no metal felt connections between any fuel cells.

    Zeta Phi Beta Sorority National Educational Foundation, in cooperation with Xavier University of New Orleans, and the New Orleans District Office of the United States Equal Employment Opportunity Commission, held the Information and Dialogue Conference on the Human Genome Project for the Minority Communities in the State of Louisiana on April 16-17, 1999. The Conference was held on the campus of Xavier University in New Orleans. Community leaders, government officials, minority professional and social organizations leaders, religious leaders, persons from the educational and academic community, and students were invited. Conference objectives included bringing HGP information and a focus in the minority community on the project, in clear and understandable terms, to spread the work in the minority community about the project; to explore the likely positive implications with respect to health care and related matters; to explore possible negative results and strategies to meet them; to discuss the social, legal, and ethical implications; and to facilitate minority input into the HGP as it develops.

    Examples of the elimination or reduction of pollution in lakes and rivers during recent years are given. A shift in emphasis from visible to nonvisible chemical pollution of surface waters was the result of release of the report on the EPA study on New Orleans drinking water in 1974. Passage of the Safe Drinking Water Act followed. Toxic chemicals in drinking water result from two primary sources: accidental or purposeful discharge and efforts to purify water through chlorination. Evidence is given as to the serious nature of the problem. (JGB)

    Ultraclean fuels production has become increasingly important as a method to help decrease emissions and allow the introduction of alternative feed stocks for transportation fuels. Established methods, such as Fischer-Tropsch, have seen a resurgence of interest as natural gas prices drop and existing petroleum resources require more intensive clean-up and purification to meet stringent environmental standards. This review covers some of the advances in deep desulfurization, synthesis gas conversion into fuels and feed stocks that were presented at the 245th American Chemical Society Spring Annual Meeting in New Orleans, LA in the Division of Energy and Fuels symposium on "Ultraclean Fuels Production and Utilization".

    At approximately 11:00 pm EDT April 20, 2010 an explosion occurred aboard the Deepwater Horizon mobile offshore drilling unit (MODU) located 52 miles Southeast of Venice, LA and 130 miles southeast of New Orleans, LA. The MODU was drilling an exploratory well and was not producing oil at the time of the incident. The Deepwater Horizon MODU sank 1,500 feet northwest of the well site.     The authority to regulate public utilities is vested generally in the Louisiana Public Service Commission, composed of five members elected by the general electorate and elected for six-year terms. The Commission is charged with regulating all public utilities and has such other regulatory authority as provided by law. The Commission, however, has no power to regulate a public utility owned, operated, or regulated on the effective data of this constitution (1921) by the governing authority of one or more political subdivisions unless the Commission is authorized to regulate these utilities by the electorate of the political subdivision involved. An additional statutory provision excludes all municipally-owned public utilities from Commission regulation. New Orleans has retained the regulatory authority which it held as of the effective date of the Louisiana Constitution. Therefore, the Commission exercises no regulatory powers over investor or municipally-owned utilities in New Orleans. A municipality is empowered to own and operate a revenue-producing public utility within or without its boundaries and it may sell and distribute the commodity or service of the public utility within or without its corporate limits and may establish rates, rules, and regulations with respect to the sale and distribution. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    What makes some communities or organizations able to quickly bounce back from a disaster, while others take a long time to recover? This question has become very important for emergency planners in federal, state, and local government - particularly since the 9/11 attacks and Hurricane Katrina, which nearly destroyed New Orleans five years ago. These events have made people aware that we can't always prevent disasters, but might be able to improve the ability of communities and regions to respond to and bounce back from major disruptions. Social scientists have found that most communities are, in fact, quite resilient to most disasters. People tend to work together, overcome divisions, identify problems, and develop improvised solutions. This often leads to a greater sense of community and a sense of personal accomplishment. Long-term recovery can be harder, but rebuilding can create jobs and stimulate economies. Communities may even end up better than they were before. But there are some disturbing exceptions to this trend, including Hurricane Katrina. The hurricane killed many people, the federal and local emergency response was not effective, people who could not evacuate were housed in the Superdome and Convention Center in terrible conditions, crime was prevalent, and local government did not appear to have control over the situation. A significant portion of the population was eventually evacuated to other cities. Even five years later, many people have not returned, and large parts of the city have not been rebuilt. Clearly, New Orleans lacked sufficient resilience to overcome a disaster of the magnitude of Katrina. There are four factors that social scientists are beginning to agree are important for community resilience: (1) A strong, diverse economy - Stable jobs, good incomes, diversity of industries, personal savings; (2) Robust social networks - Community members know each other, help each other, and have connections outside the community; (3) Competent organizations - Government, health care, community service, and religious organizations are competent and trustworthy, and have resources to handle community needs; and (4) High-quality infrastructure - Road, power, and water systems (etc.) are in good condition and are designed to provide service even if some connections are destroyed. To explore how these factors make communities resilient, I will tell two stories of disasters. The first is the Buffalo Creek flood, which wiped out a coal mining community in West Virginia in 1972. This is a classic example of community that was not resilient in the aftermath of a disaster. The second example is the Vietnamese immigrant community in the Versailles neighborhood of New Orleans. In spite of being relatively poor and culturally isolated, this community was one of the first to fully rebound following Hurricane Katrina.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

Papke's group has partnered with the Idaho National Guard and the company Qualcomm Inc. to find a possible solution.

BSC seeks to research and report on the field monitoring of the performance of in-situ supplemental dehumidification systems in low energy, high performance homes in a hot-humid climate. The purpose of this research project was to observe and compare the humidity control performance. Specifically, the study sought to compare the interior conditions and mechanical systems operation between two distinct groups of houses; homes with a supplemental dehumidifier installed in addition to HVAC system, and homes without any supplemental dehumidification. The subjects of the study were 10 single-family, new construction homes in New Orleans, LA.

    Structural failures, such as the MacArthur Maze I-880 overpass in Oakland, California and the I-35 bridge in Minneapolis, Minnesota, are recent examples of our national infrastructure's fragility and serve as an important reminder of such infrastructure in our everyday lives. These two failures, as well as the World Trade Center's collapse and the levee failures in New Orleans, highlight the national importance of protecting our infrastructure as much as possible against acts of terrorism and natural hazards. This paper describes a process for evaluating the vulnerability of critical infrastructure to large blast loads using a fully-coupled finite element approach. A description of the finite element software and modeling technique is discussed along with the experimental validation of the numerical tools. We discuss how such an approach can be used for specific problems such as modeling the progressive collapse of a building.

The four areas have been completed and reported in the previous annual reports. This report provides the results of the final year of the project including two SPE papers (SPE 71605 and SPE 71635) presented in the 2001 SPE Annual Meeting in New Orleans, two simulation works, analysis of logging observation wells (LOW) and progress of CO{sub 2} injection.

    Disclosed are several embodiments of a regenerative braking device for an automotive vehicle.     A compact acoustic refrigeration system actively cools components, e.g., electrical circuits (22), in a borehole environment. An acoustic engine (12, 14) includes first thermodynamic elements (12) for generating a standing acoustic wave in a selected medium. An acoustic refrigerator (16, 26, 28) includes second thermodynamic elements (16) located in the standing wave for generating a relatively cold temperature at a first end of the second thermodynamic elements (16) and a relatively hot temperature at a second end of the second thermodynamic elements (16). A resonator volume (18) cooperates with the first and second thermodynamic elements (12, 16) to support the standing wave. To accommodate the high heat fluxes required for heat transfer to/from the first and second thermodynamic elements (12, 16), first heat pipes (24, 26) transfer heat from the heat load (22) to the second thermodynamic elements (16) and second heat pipes (28, 32) transfer heat from first and second thermodynamic elements (12, 16) to the borehole environment.

    This report is a summary of a workshop hold on August 24--26, 1992. Session 1 of the conference discussed characteristics of various commercial photovoltaic silicon substrates, the nature of impurities and defects in them, and how they are related to the material growth. Session 2 on point defects reviewed the capabilities of theoretical approaches to determine equilibrium structure of defects in the silicon lattice arising from transitional metal impurities and hydrogen. Session 3 was devoted to a discussion of the surface photovoltaic method for characterizing bulk wafer lifetimes, and to detailed studies on the effectiveness of various gettering operations on reducing the deleterious effects of transition metals. Papers presented at the conference are also included in this summary report.

    Water is the critical natural resource of the new century. Significant improvements in traditional water treatment processes require novel approaches based on a fundamental understanding of nanoscale and atomic interactions at interfaces between aqueous solution and materials. To better understand these critical issues and to promote an open dialog among leading international experts in water-related specialties, Sandia National Laboratories sponsored a workshop on April 24-26, 2005 in Santa Fe, New Mexico. The ''Frontiers of Interfacial Water Research Workshop'' provided attendees with a critical review of water technologies and emphasized the new advances in surface and interfacial microscopy, spectroscopy, diffraction, and computer simulation needed for the development of new materials for water treatment.

  2. Design, fabrication, and integration testing of the Garden Banks 388 subsea production template

    Enserch Exploration`s Garden Banks 388 development has a production scheme based around a floating drilling and production facility and subsea drilling/production template. The Floating Production Facility (FPF) is a converted semisubmersible drilling rig that will drill and produce through a 24-well slot subsea template. This development is located in Block 388 of the Garden Banks area in the Gulf of Mexico approximately 200 miles southwest of New Orleans, Louisiana. The production system is being installed in an area of known oil and gas reserves and will produce to a shallow water platform 54 miles away at Eugene Island 315. The FPF will be permanently moored above the template. The subsea template has been installed in 2190 feet of water and will produce through a 2,000 foot free-standing production riser system to the FPF. The produced fluids are partially separated on the FPF before oil and gas are pumped through the template to export gathering lines that are connected to the shallow water facility. The system designed through-put is 40,000 BOPD of oil and 120 MMSCFD of gas.

  3. Commercialization of Medium Voltage HTS Triax TM Cable Systems

    The original project scope that was established in 2007 aimed to install a 1,700 meter (1.1 mile) medium voltage HTS Triax{TM} cable system into the utility grid in New Orleans, LA. In 2010, however, the utility partner withdrew from the project, so the 1,700 meter cable installation was cancelled and the scope of work was reduced. The work then concentrated on the specific barriers to commercialization of HTS cable technology. The modified scope included long-length HTS cable design and testing, high voltage factory test development, optimized cooling system development, and HTS cable life-cycle analysis. In 2012, Southwire again analyzed the market for HTS cables and deemed the near term market acceptance to be low. The scope of work was further reduced to the completion of tasks already started and to testing of the existing HTS cable system in Columbus, OH. The work completed under the project included: Long-length cable modeling and analysis HTS wire evaluation and testing Cable testing for AC losses Optimized cooling system design Life cycle testing of the HTS cable in Columbus, OH Project management. The 200 meter long HTS Triax{TM} cable in Columbus, OH was incorporated into the project under the initial scope changes as a test bed for life cycle testing as well as the site for an optimized HTS cable cooling system. The Columbus cable utilizes the HTS TriaxTM design, so it provided an economical tool for these of the project tasks.

    Climate change impacts are already being experienced in every region of the United States and every part of the world most severely in Arctic regions and adaptation is needed now. Although climate change adaptation research is still in its infancy, significant adaptation planning in the United States has already begun in a number of localities. This article seeks to broaden the adaptation effort by integrating it with broader frameworks of hazards research, sustainability science, and community and regional resilience. To extend the range of experience, we draw from ongoing case studies in the Southeastern United States and the environmental history of New Orleans to consider the multiple threats and stresses that all communities and regions experience. Embedding climate adaptation in responses to multiple threats and stresses helps us to understand climate change impacts, themselves often products of multiple stresses, to achieve community acceptance of needed adaptations as co-benefits of addressing multiple threats, and to mainstream the process of climate adaptation through the larger envelope of social relationships, communication channels, and broad-based awareness of needs for risk management that accompany community resilience.

    A stunning documentary film titled Mardi Gras: Made in China provides an insightful and engaging perspective on the globalization of desire for material consumption. Tracing the life cycle of Mardi Gras beads from a small factory in Fuzhou, China to the streets of the Mardi Gras celebration in New Orleans the viewer grasps the near universal human desire to strive for an affluent lifestyle. David Redmon, an independent film maker, follows the beads' genealogy back to the industrial town of Fuzhou, China, to the factory that is the world's largest producer of Mardi Gras beads and related party trinkets. He explores how these frivolous and toxic products affect the people who make them and those who consume them. Redmon captures the daily reality of a Chinese manufacturing facility. Its workforce of approximately 500 teenage girls, and a handful of boys, live like prisoners in a fenced-in compound. These young people, often working 16-hour days, are constantly exposed to styrene, a chemical known to cause cancer all for about 10 cents an hour. In addition to indoor pollution, the decrepit coal-fired manufacturing facilities are symbolic of Chinas fast rise to the worlds top producer of carbon dioxide (CO2) emissions.1 The process of industrialization and modernization in China is happening at an unprecedented rate and scale.

    These proceedings contain papers prepared for the 22nd Annual DoD/DOE Seismic Research Symposium: Planning for Verification of and Compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT), held 13-15 September 2000 in New Orleans, Louisiana. These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Defense Threat Reduction Agency (DTRA), Air Force Technical Applications Center (AFTAC), Department of Defense (DoD), US Army Space and Missile Defense Command, Defense Special Weapons Agency (DSWA), and other invited sponsors. The scientific objectives of the research are to improve the United States capability to detect, locate, and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. For the researchers, it provides a forum for the exchange of scientific information toward achieving program goals, and an opportunity to discuss results and future plans. Paper topics include: seismic regionalization and calibration; detection and location of sources; wave propagation from source to receiver; the nature of seismic sources, including mining practices; hydroacoustic, infrasound, and radionuclide methods; on-site inspection; and data processing.

  7. Synfuel-powered turbines under test

    The results of an extensive test program on 12 coal-derived and 3 oil shale-derived liquid fuels developed by Mobil Research and Development Corp., Westinghouse Electric Corp., and Electric Power Research Institute (EPRI), were reported at ASME's 25th Annual Gas Turbine Conference in New Orleans in Mar. 1980 in a two-part paper titled ''Combustion Effects of Coal Liquids and other Synthetic Fuels in Gas Turbine Combustors''. Investigators at the three firms concluded that the coal and shale liquids tested were basically satisfactory, from an operational standpoint, for use in present combustion turbines. According to J. R. Stadelman (Westinghouse Electr. Corp.), it is now known that the lower-nitrogen, lighter synthetic liquid fuels can be used in today's turbines when sufficient quantities are available; and a commercial-size plant may begin testing these fuels in early 1981 when three liquid-coal pilot plants will be in operation. The pilot plants will demonstrate the production of Gulf Oil Corp.'s solvent-refined coal (SRC-2), Exxon Corp.'s EDS (Exxon Donor Solvent) process fuel, and H-Coal fuel made by Dynalectron Corp.'s Hydrocarbon Research Inc. EPRI and the U.S. Department of Energy are supporting the development of such synthetic fuels.

    Full Text of the report: A total of 66 researchers participated in this workshop, including 44 attendees, 3 program officers from private and federal funding agencies, and 19 workshop teachers. The workshop was incredibly productive and focused on identifying knowledge-gaps critical for predictive modeling, and developing the framework (experimental, informatic, theoretical) needed to obtain the data. All attendees developed a strong foundation in cutting-edge methods and a network of researchers that are now aiding in advancing environmental virology research. To more broadly reach Environmental Virologists, a subset of the attendees since proposed and ran a viromics workshop at the American Society of Microbiology meeting in 2014 in Boston, MA where the workshop sold-out. The workshop proposal was accepted again by ASM and is scheduled to occur at the New Orleans meeting in May, 2015. Additionally, PI Sullivan is co-convening a ''Viromics: Tools and Concepts'' session at the FEMS meeting in the Netherlands in June 2015 to continue getting the word out about Environmental Virology. A second formal Environmental Virology Workshop is being planned to occur in Scotland in summer 2016, likely held jointly with the Aquatic Virology Workshop. I wish to thank DOE for their critical support for this workshop which has helped galvanize the field.

  9. Geologic technical assessment of the Chacahoula Salt Dome, Louisiana, for potential expansion of the U.S. strategic petroleum reserve.

    The Chacahoula salt dome, located in southern Louisiana, approximately 66 miles southwest of New Orleans, appears to be a suitable site for a 160-million-barrel-capacity expansion facility for the U.S. Strategic Petroleum Reserve, comprising sixteen 10-million barrel underground storage caverns. The overall salt dome appears to cover an area of some 1800 acres, or approximately 2.8 square miles, at a subsea elevation of 2000 ft, which is near the top of the salt stock. The shallowest known salt is present at 1116 ft, subsea. The crest of the salt dome is relatively flatlying, outward to an elevation of -4000 ft. Below this elevation, the flanks of the dome plunge steeply in all directions. The dome appears to comprise two separate spine complexes of quasi-independently moving salt. Two mapped areas of salt overhang, located on the eastern and southeastern flanks of the salt stock, are present below -8000 ft. These regions of overhang should present no particular design issues, as the conceptual design SPR caverns are located in the western portion of the dome. The proposed cavern field may be affected by a boundary shear zone, located between the two salt spines. However, the large size of the Chacahoula salt dome suggests that there is significant design flexibility to deal with such local geologic issues.

    This was one of a group of assessments of toxic emissions from coal-fired power plants, conducted for DOE-PETC in 1993 as mandated by the 1990 Clean Air Act. It is organized into 2 volumes; Volume 1 describes the sampling effort, presents the concentration data on toxic chemicals in several power plant streams, and reports the results of evaluations and calculations. The study involved solid, liquid, and gaseous samples from input, output, and process streams at Coal Creek Station Unit No. 1, Underwood, North Dakota (1100 MW mine-mouth plant burning lignite from the Falkirk mine located adjacent to the plant). This plant had an electrostatic precipitator and a wet scrubber flue gas desulfurization unit. Measurements were conducted on June 21--24, 26, and 27, 1993; chemicals measured were 6 major and 16 trace elements (including Hg, Cr, Cd, Pb, Se, As, Be, Ni), acids and corresponding anions (HCl, HF, chloride, fluoride, phosphate, sulfate), ammonia and cyanide, elemental C, radionuclides, VOCs, semivolatiles (incl. PAH, polychlorinated dioxins, furans), and aldehydes. Volume 2: Appendices includes process data log sheets, field sampling data sheets, uncertainty calculations, and quality assurance results.

    PREFACE The Twentieth Workshop on Geothermal Reservoir Engineering, dedicated to the memory of Professor Hank Ramey, was held at Stanford University on January 24-26, 1995. There were ninety-five registered participants. Participants came from six foreign countries: Japan, Mexico, England, Italy, New Zealand and Iceland. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors to the campus. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Thirty-two papers were presented in the technical sessions of the workshop. Technical papers were organized into eleven sessions concerning: field development, modeling, well tesubore, injection, geoscience, geochemistry and field operations. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bob Fournier, Mark Walters, John Counsil, Marcelo Lippmann, Keshav Goyal, Joel Renner and Mike Shook. In addition to the technical sessions, a panel discussion was held on ''What have we learned in 20 years?'' Panel speakers included Patrick Muffler, George Frye, Alfred Truesdell and John Pritchett. The subject was further discussed by Subir Sanyal, who gave the post-dinner speech at the banquet. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students.   16. Hurricane Katrina Wind Investigation Report

    This investigation of roof damage caused by Hurricane Katrina is a joint effort of the Roofing Industry Committee on Weather Issues, Inc. (RICOWI) and the Oak Ridge National Laboratory/U.S. Department of Energy (ORNL/DOE). The Wind Investigation Program (WIP) was initiated in 1996. Hurricane damage that met the criteria of a major windstorm event did not materialize until Hurricanes Charley and Ivan occurred in August 2004. Hurricane Katrina presented a third opportunity for a wind damage investigation in August 29, 2005. The major objectives of the WIP are as follows: (1) to investigate the field performance of roofing assemblies after major wind events; (2) to factually describe roofing assembly performance and modes of failure; and (3) to formally report results of the investigations and damage modes for substantial wind speeds The goal of the WIP is to perform unbiased, detailed investigations by credible personnel from the roofing industry, the insurance industry, and academia. Data from these investigations will, it is hoped, lead to overall improvement in roofing products, systems, roofing application, and durability and a reduction in losses, which may lead to lower overall costs to the public. This report documents the results of an extensive and well-planned investigative effort. The following program changes were implemented as a result of the lessons learned during the Hurricane Charley and Ivan investigations: (1) A logistics team was deployed to damage areas immediately following landfall; (2) Aerial surveillance--imperative to target wind damage areas--was conducted; (3) Investigation teams were in place within 8 days; (4) Teams collected more detailed data; and (5) Teams took improved photographs and completed more detailed photo logs. Participating associations reviewed the results and lessons learned from the previous investigations and many have taken the following actions: (1) Moved forward with recommendations for new installation procedures; (2) Updated and improved application guidelines and manuals from associations and manufacturers; (3) Launched certified product installer programs; and (4) Submitted building code changes to improve product installation. Estimated wind speeds at the damage locations came from simulated hurricane models prepared by Applied Research Associates of Raleigh, North Carolina. A dynamic hurricane wind field model was calibrated to actual wind speeds measured at 12 inland and offshore stations. The maximum estimated peak gust wind speeds in Katrina were in the 120-130 mph range. Hurricane Katrina made landfall near Grand Isle, Louisiana, and traveled almost due north across the city of New Orleans. Hurricane winds hammered the coastline from Houma, Louisiana, to Pensacola, Florida. The severe flooding problems in New Orleans made it almost impossible for the investigating teams to function inside the city. Thus the WIP investigations were all conducted in areas east of the city. The six teams covered the coastal areas from Bay Saint Louis, Mississippi, on the west to Pascagoula, Mississippi, on the east. Six teams involving a total of 25 persons documented damage to both low slope and steep slope roofing systems. The teams collected specific information on each building examined, including type of structure (use or occupancy), wall construction, roof type, roof slope, building dimensions, roof deck, insulation, construction, and method of roof attachment. In addition, the teams noted terrain exposure and the estimated wind speeds at the building site from the Katrina wind speed map. With each team member assigned a specific duty, they described the damage in detail and illustrated important features with numerous color photos. Where possible, the points of damage initiation were identified and damage propagation described. Because the wind speeds in Katrina at landfall, where the investigations took place, were less than code-specified design speeds, one would expect roof damage to be minimal.   17. From Risk to Opportunity. How Insurers Can Proactively and Profitably Manage Climate Change

    Last year's USD 45 billion of insured losses from Hurricane Katrina was only the latest reminder of why investors and consumers are concerned about the impacts of climate change on the insurance industry. Twelve months after the devastating storm hit New Orleans, insurers and their shareholders are still feeling the ripples. Record insured losses, rating downgrades, coverage pullbacks and class-action lawsuits are just a few of the reverberations that have been felt across the industry. Meanwhile, consumers are feeling the combined sting of price shocks and reduced availability. So serious is the issue that 20 leading investors, representing over $800 billion in assets, called on the nation's largest insurance companies to disclose their financial exposure from climate change and steps they are taking to reduce those financial impacts. But, while most of the attention is focused on the growing risks, climate change also creates vast business opportunities to be part of the solution to global warming. Just as the industry has historically asserted its leadership to minimize risks from building fires and earthquakes, insurers have a huge opportunity today to develop creative loss-prevention products and services that will reduce climate-related losses for consumers, governments and insurers, while trimming the emissions causing global warming. This report focuses on the encouraging progress made by insurers to develop these new products and services. It identifies more than 190 concrete examples available, or soon-to-be-available, from dozens of insurance providers in 16 countries. In addition to benefiting insurers' core business and investment activities, these programs afford insurers the opportunity to differentiate their products from their competitors, while also enhancing their reputation with customers who are increasingly looking for all sectors of the industry to come forward with effective responses to the threats caused by climate change. More than half of the products come from U.S. companies, covering such services as green building design, hurricane-resistant construction, carbon emissions trading and renewable energy.

    The Environmental Law Institute, the grantee, in the final quarter of operation under Department of Energy Grant DE-FG02-02ER63414, successfully completed the following tasks associated with the grant: (1) published ''Reporting on Climate Change: Understanding the Science'', the third edition of this resource intended primarily to help print and broadcast journalists report more effectively on scientific aspects of global climate change; (2) distributed the reporters guide directly to roughly 500 journalists and journalism educators participating in the annual meeting of the Society of Environmental Journalists in New Orleans, La.; (3) distributed the reporters guide to an additional 1,500 journalists and journalism educators by mail; (4) provided journalism educators bulk copies, upon specific request, for their use in upper-level science journalism and environmental journalism classes; (5) conducted outreach to science editors and environmental reporters on availability and use of the reporter's guide; (6) completed financial reporting associated with the reporter's guide grant. ELI has provided requested bulk numbers of copies of ''Reporting on Climate Change: Understanding the Science'' to the DOE Project Officer, David C. Bader, Ph.D., and to Jeffrey Amthor, Ph.D., in the Office of Science. ELI currently has a remaining inventory of roughly 500 copies from the original printing of more than 3,000 copies of the guide. These copies are used for responding to continuing requests from journalists and educators for the guide. ELI is currently exploring opportunities for reprinting additional copies to help meet the continuing demand from the educational and journalism communities.

    This report, Evaluation of the Performance of Houses with and without Supplemental Dehumidification in a Hot-Humid Climate, describes a research study that that was conducted by the Building Science Corporation (BSC) Building America Research Team. BSC seeks to research and report on the field monitoring of the performance of in-situ supplemental dehumidification systems in low energy, high performance, homes in a Hot-Humid climate. The purpose of this research project was to observe and compare the humidity control performance of new, single family, low energy, and high performance, homes. Specifically, the study sought to compare the interior conditions and mechanical systems operation between two distinct groups of houses, homes with a supplemental dehumidifier installed in addition to HVAC system, and homes without any supplemental dehumidification. The subjects of the study were ten single-family new construction homes in New Orleans, LA.Data logging equipment was installed at each home in 2012. Interior conditions and various end-use loads were monitored for one year. In terms of averages, the homes with dehumidifiers are limiting elevated levels of humidity in the living space. However, there was significant variation in humidity control between individual houses. An analysis of the equipment operation did not show a clear correlation between energy use and humidity levels. In general, no single explanatory variable appears to provide a consistent understanding of the humidity control in each house. Indoor humidity is likely due to all of the factors we have examined, and the specifics of how they are used by each occupant.

  20. Processing of heavy oil utilizing the Aurabon process. Final report

    This report contains estimates of the product yields and product properties from four separate, commercial-scale Aurabon heavy oil upgrading complexes capable of producing low-sulfur, hydrogen-rich products from various fractions of either a Venezuelan Boscan or a Canadian Lloydminster heavy oil feedstock. These estimates formed the basis for the development of the necessary process engineering work, including the general equipment specifications for the major equipment items included in each processing unit, required to determine cost and utilities estimates, construction labor requirements, and an estimated construction cost schedule for each of the four upgrading complexes. In addition to the above information, estimates of the yields and properties of the products produced during the upgrading of the heavy portion of the Aurabon product by both the hydrocracking and fluidized catalytic cracking processes are also included in this report. Consistent with the provisions of the executed contract for this work, those portions of the engineering work which were considered proprietary to UOP, including the heat and material balances, process flow diagrams, piping and instrument diagrams, and general equipment specifications developed for each process unit contained in the heavy oil upgrading facilities have not been included in this report. This report does, however, contain sufficient non-proprietary information to provide the reader with a general understanding of the Aurabon process and detailed information regarding the performance of the process when upgrading the two heavy oil feedstocks studied. UOP has allowed the consulting firms of Walk, Haydel and Associates of New Orleans, Louisiana and Texas Consultants, Inc. of Houston, Texas to review various portions of the engineering work developed by UOP under this contract. 1 reference, 13 figures, 22 tables.

  1. Prediction of solar activity from solar background magnetic field variations in cycles 21-23

    A comprehensive spectral analysis of both the solar background magnetic field (SBMF) in cycles 21-23 and the sunspot magnetic field in cycle 23 reported in our recent paper showed the presence of two principal components (PCs) of SBMF having opposite polarity, e.g., originating in the northern and southern hemispheres, respectively. Over a duration of one solar cycle, both waves are found to travel with an increasing phase shift toward the northern hemisphere in odd cycles 21 and 23 and to the southern hemisphere in even cycle 22. These waves were linked to solar dynamo waves assumed to form in different layers of the solar interior. In this paper, for the first time, the PCs of SBMF in cycles 21-23 are analyzed with the symbolic regression technique using Hamiltonian principles, allowing us to uncover the underlying mathematical laws governing these complex waves in the SBMF presented by PCs and to extrapolate these PCs to cycles 24-26. The PCs predicted for cycle 24 very closely fit (with an accuracy better than 98%) the PCs derived from the SBMF observations in this cycle. This approach also predicts a strong reduction of the SBMF in cycles 25 and 26 and, thus, a reduction of the resulting solar activity. This decrease is accompanied by an increasing phase shift between the two predicted PCs (magnetic waves) in cycle 25 leading to their full separation into the opposite hemispheres in cycle 26. The variations of the modulus summary of the two PCs in SBMF reveals a remarkable resemblance to the average number of sunspots in cycles 21-24 and to predictions of reduced sunspot numbers compared to cycle 24: 80% in cycle 25 and 40% in cycle 26.

  2. Robust Solution to Difficult Hydrogen Issues When Shipping Transuranic Waste to the Waste Isolation Pilot Plant

    The Waste Isolation Pilot Plant (WIPP) has been open, receiving, and disposing of transuranic (TRU) waste since March 26, 1999. The majority of the waste has a path forward for shipment to and disposal at the WIPP, but there are about two percent (2%) or approximately 3,020 cubic meters (m{sup 3}) of the volume of TRU waste (high wattage TRU waste) that is not shippable because of gas generation limits set by the U.S. Nuclear Regulatory Commission (NRC). This waste includes plutonium-238 waste, solidified organic waste, and other high plutonium-239 wastes. Flammable gases are potentially generated during transport of TRU waste by the radiolysis of hydrogenous materials and therefore, the concentration at the end of the shipping period must be predicted. Two options are currently available to TRU waste sites for solving this problem: (1) gas generation testing on each drum, and (2) waste form modification by repackaging and/or treatment. Repackaging some of the high wattage waste may require up to 20:1 drum increase to meet the gas generation limits of less than five percent (5%) hydrogen in the inner most layer of confinement (the layer closest to the waste). (This is the limit set by the NRC.) These options increase waste handling and transportation risks and there are high costs and potential worker exposure associated with repackaging this high-wattage TRU waste. The U.S. Department of Energy (DOE)'s Carlsbad Field Office (CBFO) is pursuing a twofold approach to develop a shipping path for these wastes. They are: regulatory change and technology development. For the regulatory change, a more detailed knowledge of the high wattage waste (e.g., void volumes, gas generation potential of specific chemical constituents) may allow refinement of the current assumptions in the gas generation model for Safety Analysis Reports for Packaging for Contact-Handled (CH) TRU waste. For technology development, one of the options being pursued is the use of a robust container, the ARROW-PAK{trademark} System. (1) The ARROW-PAK{trademark} is a macroencapsulation treatment technology, developed by Boh Environmental, LLC, New Orleans, Louisiana. This technology has been designed to withstand any unexpected hydrogen deflagration (i.e. no consequence) and other benefits such as criticality control.

    Emergencies happen every day. Many are caused by storms or auto accidents and can be planned for, if not predicted. Emergencies resulting from natural hazards often affect a large number of people, and planning for them can be difficult, since knowledge of the needs of the people involved is generally unavailable. Emergencies resulting from accidents at industrial and military facilities can also be large scale in nature if people must be evacuated or sheltered in place. Federal planning for large scale emergencies is the responsibility of the Federal Emergency Management Agency (FEMA), which provides assistance to various emergency management agencies at the national, state and local level. More information about FEMA is available at http://www.fema.gov/. The purpose of the Special Population Planner (SPP) is to help emergency planners address the needs of persons with special needs. The exact definition of 'special population' is a policy decision. Policymakers have included a variety of groups in this term, such as persons with disabilities, those who do not have vehicles with which to evacuate, children who are unattended at times (latchkey children), and many others. The SPP was developed initially for the Alabama Emergency Management Agency as part of its Chemical Stockpile Emergency Preparedness Program (CSEPP), which aids emergency planning and preparedness in communities surrounding military installations across the United States where chemical weapons are stored pending their destruction under federal law. Like that specialized application, this open-source version contains a set of specialized Geographic Information System (GIS) tools to facilitate emergency planning on behalf of persons with special needs, regardless of how the term is defined. While the original SPP system was developed for emergency planning relating to chemical hazards, it can be applied to other threats as well. It is apparent from Hurricane Katrina and other natural and man-made disasters that many of the problems posed by emergency planning for a chemical weapons agent release are shared by other hazards as well. The notion that emergency planning shares common functions underlies the decision by FEMA to include the Chemical Stockpile Emergency Preparedness Program (CSEPP) in its 'all-hazards' planning approach. The CSEPP's official planning guidance operationalizes this approach by suggesting that state and local CSEPP emergency plans 'should be appended to the existing all-hazards emergency plan.' The SPP is programmed as a set of tools within an ESRI ArcMap 9.1 project. ArcMap is a component of both ESRI ArcGIS 9.1 and ESRI ArcView 9.1, and it provides a rich GIS user interface for viewing spatial and tabular data, analyzing it, and producing output reports and maps. This GIS interface has been augmented with the SPP tools for a user interface that provides custom functionality for emergency planning. The system as released also includes some hypothetical example records for special needs populations, facilities, resources, control points and sirens sufficient for showing how the system would work with real information. A GIS database is included with some publicly available example layers. The SPP is designed to support emergency planners as they address emergency management issues, and includes capabilities that support the collection and importing of data, the review of data in a spatial context, and GIS tools for emergency planning. The SPP system allows for the identification and categorization of response zones to allow for multiple levels of preparedness. An Immediate Response Zone (IRZ) might be designated as the area 0 to 10 miles from a facility where the response would be the most urgent. SPP can support more than one set of planning zones to accommodate different types of emergencies or the different jurisdictions of emergency response organizations. These areas can be delineated by any number of criteria that make sense for the area. An area like New Orleans might designate response zones based on the depth above/below s

    Immersion freezing is the most relevant heterogeneous ice nucleation mechanism 3 through which ice crystals are formed in mixed-phase clouds. In recent years, an increasing 4 number of laboratory experiments utilizing a variety of instruments have examined immersion 5 freezing activity of atmospherically relevant ice nucleating particles (INPs). However, an 6 inter-comparison of these laboratory results is a difficult task because investigators have used 7 different ice nucleation (IN) measurement methods to produce these results. A remaining 8 challenge is to explore the sensitivity and accuracy of these techniques and to understand how 9 the IN results are potentially influenced or biased by experimental parameters associated with 10 these techniques. 11 Within the framework of INUIT (Ice Nucleation research UnIT), we distributed an 12 illite rich sample (illite NX) as a representative surrogate for atmospheric mineral dust 13 particles to investigators to perform immersion freezing experiments using different IN 14 measurement methods and to obtain IN data as a function of particle concentration, 15 temperature (T), cooling rate and nucleation time. Seventeen measurement methods were 16 involved in the data inter-comparison. Experiments with seven instruments started with the 17 test sample pre-suspended in water before cooling, while ten other instruments employed 18 water vapor condensation onto dry-dispersed particles followed by immersion freezing. The 19 resulting comprehensive immersion freezing dataset was evaluated using the ice nucleation 20 active surface-site density (ns) to develop a representative ns(T) spectrum that spans a wide 21 temperature range (-37 C < T < -11 C) and covers nine orders of magnitude in ns. 22 Our inter-comparison results revealed a discrepancy between suspension and dry-23 dispersed particle measurements for this mineral dust. While the agreement was good below ~-24 26 C, the ice nucleation activity, expressed in ns, was smaller for the wet suspended samples 25 and higher for the dry-dispersed aerosol samples between about -26 and -18 C. Only 26 instruments making measurement techniques with wet suspended samples were able to 27 measure ice nucleation above -18 C. A possible explanation for the deviation between -26 28 and -18 C is discussed. In general, the seventeen immersion freezing measurement 29 techniques deviate, within the range of about 7 C in terms of temperature, by three orders of 30 magnitude with respect to ns. In addition, we show evidence that the immersion freezing 31 efficiency (i.e., ns) of illite NX particles is relatively independent on droplet size, particle 32 mass in suspension, particle size and cooling rate during freezing. A strong temperature-33 2 dependence and weak time- and size-dependence of immersion freezing efficiency of illite-34 rich clay mineral particles enabled the ns parameterization solely as a function of temperature. 35 We also characterized the ns(T) spectra, and identified a section with a steep slope between -36 20 C and -27 C, where a large fraction of active sites of our test dust may trigger immersion 37 freezing. This slope was followed by a region with a gentler slope at temperatures below -27 38 C. A multiple exponential distribution fit is expressed as ns(T) = exp(23.82 exp(-exp(0.16 39 (T + 17.49))) + 1.39) based on the specific surface area and ns(T) = exp(25.75 exp(-exp(0.13 40 (T + 17.17))) + 3.34) based on the geometric area (ns and T in m-2 and C, respectively). 41 These new fits, constrained by using an identical reference samples, will help to compare IN 42 measurement methods that are not included in the present study and, thereby, IN data from 43 future IN instruments.
