This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

  17. Recovered materials and the proposed procurement rule

    SciTech Connect (OSTI)

    Bergeson, L.L.

    1994-07-01

The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    1995-08-01

This contribution describes a proposed information element that can convey authentication information within an ATM signaling message. The design of this information element provides a large amount of flexibility to the user because it does not specify a particular signature algorithm, and it does not specify which information elements must accompany the Authentication IE in a signaling message. This allows the user to implement authenticated signaling based on her site`s security policies and performance requirements.

Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

  14. Energy Signatures: a proposed new design tool

    SciTech Connect (OSTI)

    Balcomb, J.D.

    1986-04-01

Energy Signatures is a proposed new technique for aiding a designer in selecting and sizing passive solar elements on a building. Hourly heat flux profiles for each candidate design element are determined. These profiles are then matched to the hourly energy requirement of the space accounting for weather conditions, internal heat profiles of the space, and the mass characteristics of the building. Simulation analysis techniques are used to determine the Energy Signatures, the load profiles, and check the final result. Least-squares techniques are used to determine the optimum mix of strategies. Examples are given to illustrate development of the method up to the present. Future directions and possibilities are outlined.

This Environmental Assessment (EA) evaluates the environmental consequences of the proposed conversion and operation of the existing Solar One Facility in Daggett, Ca, near the city of Barstow, to a nitrate salt based heat transfer system, Solar Two. The EA also addresses the alternatives of different solar conversion technologies and alternative sites and discusses a no action alternative. A primary objective of the Solar Two Project is to demonstrate the technical and economic feasibility of a solar central receiver power plant using molten salt as the thermal storage and transport fluid medium. If successful, the information gathered from the Solar Two Project could be used to design larger commercial solar power plants.

    SciTech Connect (OSTI)

    Cullingford, H.S.

    1981-06-01

To insure adequate supplies of plutonium and tritium for defense purposes, an independent evaluation was made by Los Alamos National Laboratory of the numerous alternatives to the proposed replacement production reactors (RPR). This effort concentrated on the defense fuel cycle operation and its technical implications in identifying the principal alternatives for the 1990s. The primary options were identified as (1) existing commercial reactors, (2) existing and planned government-owned facilities (not now used for defense materials production), and (3) other RPRs (not yet proposed) such as CANDU or CANDU-type heavy-water reactors (HWR) for both plutonium and tritium production. The evaluation considered features and differences of various options that could influence choice of RPR alternatives. Barring a change in the US approach to civilian and defense fuel cycles and precluding existing commercial reactors at government-owned sites, the most significant alternatives were identified as a CANDU-type HWR at Savannah River Plant (SRP) site or the Three Mile Island commercial reactor with reprocessing capability at Barnwell Nuclear Fuel Plant and at SRP.

  19. 2006 Final Transmission Proposal: Revenue Requirements Study.

    SciTech Connect (OSTI)

    United States. Bonneville Power Administration.

    2005-06-01

The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study. The Revenue Requirement Study Documentation (Documentation), TR-06-FS-BPA-01A, contains key technical assumptions and calculations, the results of the transmission repayment studies, and a further explanation of the repayment inputs and its outputs.

The assurance of nuclear fuel supply has the potential to contribute to balancing peaceful use of nuclear power and nuclear nonproliferation. 5 proposals which provide the backup supply of the enrichment service in case of supply disruption, are investigated in this study. We investigated the 20 NPT countries which are non-nuclear-weapon states and possess operable commercial LWRs in October 2012 as potential participants for each proposal. As a result of literature researching, we have extracted factors that can be considered as important for a country to participate or not participate in the assurance of nuclear fuel supply. Then we have computed incentive and disincentive parameters for each country. The results show that the participation expectancy decreases in the order of IAEA Fuel Bank proposal, Russian LEU Reserve proposal, AFS proposal, WNA proposal and 6-Country proposal. The 'IAEA fuel bank proposal' would be triggered in case of the supply disruption which cannot be solved by the market mechanism and bilateral agreements.

Roane County and the City of Oak Ridge, the local governments sharing jurisdiction over DOE's primary and secondary sites, were invited to participate in the state's review of the MRS proposal. Many issues related to the proposed MRS are being considered by the Governor's Safe Growth Team. The primary objective of the Clinch River MRS Task Force has been to determine whether the proposed Monitored Retrievable Storage facility should be accepted by the local governments, and if so, under what conditions. The Clinch River MRS Task Force is organized into an Executive Committee cochaired by the Roane County Executive and Mayor of Oak Ridge and three Study Groups focusing on environmental (including health and safety), socioeconomic, and transportation issues.

    1994-07-01

The Department of Energy (DOE) has prepared an Environmental Assessment (EA) DOE/EA-0958, evaluating the construction and equipping of two components of the proposed Institute for Micro-manufacturing at Louisiana Tech University (LTU), a proposed R and D facility to be located in Ruston, LA. and, the proposed installation of a beamline for micro-machining applications at the Center for Advanced Microstructures and Devices (CAMD) facility at Louisiana State University in Baton Rouge, LA. The objective of the proposed project is to focus on the applied, rather than basic research emphasizing the design and development, metrology, inspection and testing, and the assembly and production of micron and submicron structures and devices. Also, the objective of the beamline at CAMD would be the fundamental study of processing and analysis technologies, including x-ray lithography, which are important to microstructures fabrication and electronic device development. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

  7. INVESTIGATION OF HOLOCENE FAULTING PROPOSED C-746-U LANDFILL EXPANSION

    2006-07-01

This report presents the findings of a fault hazard investigation for the C-746-U landfill's proposed expansion located at the Department of Energy's (DOE) Paducah Gaseous Diffusion Plant (PGDP), in Paducah, Kentucky. The planned expansion is located directly north of the present-day C-746-U landfill. Previous geophysical studies within the PGDP site vicinity interpret possible northeast-striking faults beneath the proposed landfill expansion, although prior to this investigation the existence, locations, and ages of these inferred faults have not been confirmed through independent subsurface exploration. The purpose of this investigation is to assess whether or not Holocene-active fault displacement is present beneath the footprint of the proposed landfill expansion.

  9. A review of proposed Glen Canyon Dam interim operating criteria

    SciTech Connect (OSTI)

    LaGory, K.; Hlohowskyj, I.; Tomasko, D.; Hayse, J.; Durham, L.

    1992-04-01

Three sets of interim operating criteria for Glen Canyon Dam on the Colorado River have been proposed for the period of November 1991, to the completion of the record of decision for the Glen Canyon Dam environmental impact statement (about 1993). These criteria set specific limits on dam releases, including maximum and minimum flows, up-ramp and down-ramp rates, and maximum daily fluctuation. Under the proposed interim criteria, all of these parameters would be reduced relative to historical operating criteria to protect downstream natural resources, including sediment deposits, threatened and endangered fishes, trout, the aquatic food base, and riparian plant communities. The scientific bases of the three sets of proposed operating criteria are evaluated in the present report:(1) criteria proposed by the Research/Scientific Group, associated with the Glen Canyon Environmental Studies (GCES); (2) criteria proposed state and federal officials charged with managing downstream resources; and (3) test criteria imposed from July 1991, to November 1991. Data from Phase 1 of the GCES and other sources established that the targeted natural resources are affected by dam operations, but the specific interim criteria chosen were not supported by any existing studies. It is unlikely that irreversible changes to any of the resources would occur over the interim period if historical operating criteria remained in place. It is likely that adoption of any of the sets of proposed interim operating criteria would reduce the levels of sediment transport and erosion below Glen Canyon Dam; however, these interim criteria could result in some adverse effects, including the accumulation of debris at tributary mouths, a shift of new high-water-zone vegetation into more flood-prone areas, and further declines in vegetation in the old high water zone.

  18. Proposed environmental remediation at Argonne National Laboratory, Argonne, Illinois

    SciTech Connect (OSTI)

    1997-05-01

The Department of Energy (DOE) has prepared an Environmental Assessment evaluating proposed environmental remediation activity at Argonne National Laboratory-East (ANL-E), Argonne, Illinois. The environmental remediation work would (1) reduce, eliminate, or prevent the release of contaminants from a number of Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) and two radiologically contaminated sites located in areas contiguous with SWMUs, and (2) decrease the potential for exposure of the public, ANL-E employees, and wildlife to such contaminants. The actions proposed for SWMUs are required to comply with the RCRA corrective action process and corrective action requirements of the Illinois Environmental Protection Agency; the actions proposed are also required to reduce the potential for continued contaminant release.
