    DOE is developing guidelines for the voluntary reporting of greenhouse gas emissions and their reductions, under Section 1605(b) of the Energy Policy Act of 1992. The establishment of this voluntary program should encourage the reduction of greenhouse gases while providing the opportunity to share innovative approaches to achieving such reductions. This social learning aspect is an important element of the program. In addition to greenhouse gas reductions achieved during a given year, reporters are encouraged to also report their actual emissions of such gases for 1987 through 1990. Due to the voluntary nature of this program, and the myriad differences among the potential reporting entities and possible uses for the data reported, the guidelines will need to be structured so as to maximize participation without compromising the usefulness of the data collected. Through a broad notice of inquiry, published in the Federal Register on July 27, 1993, the Department began seeking input into development of the guidelines. Subsequently, to gain a better understanding of the various sectors of the economy, six public workshops were held during the 1993. One workshop addressed institutional issues of potential interest to all sectors of the economy, with the other five workshops focusing more on matters of concern to specific sectors. These meetings were structured so as to provide broad representation from potential reporting entities along with public interest organizations. It is clear that there are significant variations among those reporting greenhouse information. Presently voluntary, the program will need flexibility to encourage broad participation.

    This volume, the second of two such volumes, contains sector-specific guidance in support of the General Guidelines for the voluntary reporting of greenhouse gas emissions and carbon sequestration. This voluntary reporting program was authorized by Congress in Section 1605(b) of the Energy Policy Act of 1992. The General Guidelines, bound separately from this volume, provide the overall rationale for the program, discuss in general how to analyze emissions and emission reduction/carbon sequestration projects, and address programmatic issues such as minimum reporting requirements, time parameters, international projects, confidentiality, and certification. Together, the General Guidelines and the guidance in these supporting documents will provide concepts and approaches needed to prepare the reporting forms. This second volume of sector-specific guidance covers the transportation sector, the forestry sector, and the agricultural sector.

    The Cosmic Origins Spectrograph (COS) is a moderate-resolution spectrograph with unprecedented sensitivity that was installed into the Hubble Space Telescope (HST) in 2009 May, during HST Servicing Mission 4 (STS-125). We present the design philosophy and summarize the key characteristics of the instrument that will be of interest to potential observers. For faint targets, with flux F{sub {lambda}} Almost-Equal-To 1.0 Multiplication-Sign 10{sup -14} erg cm{sup -2} s{sup -1} A{sup -1}, COS can achieve comparable signal to noise (when compared to Space Telescope Imaging Spectrograph echelle modes) in 1%-2% of the observing time. This has led to a significant increase in the total data volume and data quality available to the community. For example, in the first 20 months of science operation (2009 September-2011 June) the cumulative redshift pathlength of extragalactic sight lines sampled by COS is nine times than sampled at moderate resolution in 19 previous years of Hubble observations. COS programs have observed 214 distinct lines of sight suitable for study of the intergalactic medium as of 2011 June. COS has measured, for the first time with high reliability, broad Ly{alpha} absorbers and Ne VIII in the intergalactic medium, and observed the He II reionization epoch along multiple sightlines. COS has detected the first CO emission and absorption in the UV spectra of low-mass circumstellar disks at the epoch of giant planet formation, and detected multiple ionization states of metals in extra-solar planetary atmospheres. In the coming years, COS will continue its census of intergalactic gas, probe galactic and cosmic structure, and explore physics in our solar system and Galaxy.

    A computer program for the complex equilibria in a cooling nebular gas was used to explore a possible origin of porphyritic chondrules, the major class of chondrules in chondritic meteorites. It uses a method of accurately calculating the thermodynamic properties of molten multicomponent aluminosilicates, which deduces the silicate condensates vs temperature and pressure of a nebular gas. This program is coupled with a chemical equilibrium algorithm for systems with at least 1000 chemical species; it has a data base of over 5000 solid, liquid, and gaseous species. Results are metastable subcooled liquid aluminoscilicates with compositions resembling types IA and II porphyritic chondrules at two different temperatures at any pressure between 10{sup {minus}2} and 1 (or possibly 10{sup {minus}3} to 5) atm. The different types of chondrules (types I, II, III) could have been produced from the same gas and do not need a different gas for each apparent oxidation state; thus, the difficulty of current models for making porphyritic chondrules by reheating different solids to just below their liquidus temperatures in different locations is not necessary. Initiation of a stage of crystallization just below liquidus is part of the natural crystallization (recalescence) process from metastable subcooled liquidus and does not require an improbably heating mechanism. 2 tabs.

    Cosmic Rays reach the Earth from space with energies of up to more than 1020 eV, carrying information on the most powerful particle accelerators that Nature has been able to assemble. Understanding where and how cosmic rays originate has required almost one century of investigations, and, although the last word is not written yet, recent observations and theory seem now to fit together to provide us with a global picture of the origin of cosmic rays of unprecedented clarity. Here we will describe what we learned from recent observations of astrophysical sources (such as supernova remnants and active galaxies) and we will illustrate what these observations tell us about the physics of particle acceleration and transport. We will also discuss the ?end? of the Galactic cosmic ray spectrum, which bridges out attention towards the so called ultra high energy cosmic rays (UHECRs). At ~1020 eV the gyration scale of cosmic rays in cosmic magnetic fields becomes large enough to allow us to point back to their sources, thereby allowing us to perform ?cosmic ray astronomy?, as confirmed by the recent results obtained with the Pierre Auger Observatory. We will discuss the implications of these observations for the understanding of UHECRs, as well as some questions which will likely remain unanswered and will be the target of the next generation of cosmic ray experiments.

    Magnetic fields of intensities similar to those in our galaxy are also observed in high redshift galaxies, where a mean field dynamo would not have had time to produce them. Therefore, a primordial origin is indicated. It has been suggested that magnetic fields were created at various primordial eras: during inflation, the electroweak phase transition, the quark-hadron phase transition (QHPT), during the formation of the first objects, and during reionization. We suggest here that the large-scale fields {approx}{mu}G, observed in galaxies at both high and low redshifts by Faraday rotation measurements (FRMs), have their origin in the electromagnetic fluctuations that naturally occurred in the dense hot plasma that existed just after the QHPT. We evolve the predicted fields to the present time. The size of the region containing a coherent magnetic field increased due to the fusion of smaller regions. Magnetic fields (MFs) {approx}10 {mu}G over a comoving {approx}1 pc region are predicted at redshift z{approx}10. These fields are orders of magnitude greater than those predicted in previous scenarios for creating primordial magnetic fields. Line-of-sight average MFs {approx}10{sup -2} {mu}G, valid for FRMs, are obtained over a 1 Mpc comoving region at the redshift z{approx}10. In the collapse to a galaxy (comoving size {approx}30 kpc) at z{approx}10, the fields are amplified to {approx}10 {mu}G. This indicates that the MFs created immediately after the QHPT (10{sup -4} s), predicted by the fluctuation-dissipation theorem, could be the origin of the {approx}{mu}G fields observed by FRMs in galaxies at both high and low redshifts. Our predicted MFs are shown to be consistent with present observations. We discuss the possibility that the predicted MFs could cause non-negligible deflections of ultrahigh energy cosmic rays and help create the observed isotropic distribution of their incoming directions. We also discuss the importance of the volume average magnetic field predicted by our model in producing the first stars and in reionizing the Universe.

    Microgauss magnetic fields are observed in all galaxies at low and high redshifts. The origin of these intense magnetic fields is a challenging question in astrophysics. We show here that the natural plasma fluctuations in the primordial Universe (assumed to be random), predicted by the fluctuation -dissipation theorem, predicts {approx}0.034 {mu}G fields over {approx}0.3 kpc regions in galaxies. If the dipole magnetic fields predicted by the fluctuation-dissipation theorem are not completely random, microgauss fields over regions > or approx. 0.34 kpc are easily obtained. The model is thus a strong candidate for resolving the problem of the origin of magnetic fields in < or approx. 10{sup 9} years in high redshift galaxies.

    This report is the final report for the Department of Energy on the Heavy Truck Engine Program (Contract No. DE-FC05-00OR22806) also known as Heavy Truck Clean Diesel (HTCD) Program. Originally, this was scoped to be a $38M project over 5 years, to be 50/50 co-funded by DOE and Caterpillar. The program started in June 2000. During the program the timeline was extended to a sixth year. The program completed in December 2006. The program goal was to develop and demonstrate the technologies required to enable compliance with the 2007 and 2010 (0.2g/bhph NOx, 0.01g/bhph PM) on-highway emission standards for Heavy Duty Trucks in the US with improvements in fuel efficiency compared to today's engines. Thermal efficiency improvement from a baseline of 43% to 50% was targeted.

    High-scale string inflationary models are in well-known tension with low-energy supersymmetry. A promising solution involves models where the inflaton is the volume of the extra dimensions so that the gravitino mass relaxes from large values during inflation to smaller values today. We describe a possible microscopic origin of the scalar potential of volume modulus inflation by exploiting non-perturbative effects, string loop and higher derivative perturbative corrections to the supergravity effective action together with contributions from anti-branes and charged hidden matter fields. We also analyse the relation between the size of the flux superpotential and the position of the late-time minimum and the inflection point around which inflation takes place. We perform a detailed study of the inflationary dynamics for a single modulus and a two moduli case where we also analyse the sensitivity of the cosmological observables on the choice of initial conditions.

    This report describes work conducted on the Building Materials Reclamation Program for the period of September 2008 to August 2010. The goals of the project included selecting materials from the local construction and demolition (C&D) waste stream and developing economically viable reprocessing, reuse or recycling schemes to divert them from landfill storage. Educational resources as well as conceptual designs and engineering feasibility demonstrations were provided for various aspects of the work. The project was divided into two distinct phases: Research and Engineering Feasibility and Dissemination. In the Research Phase, a literature review was initiated and data collection commenced, an advisory panel was organized, and research was conducted to evaluate high volume C&D materials for nontraditional use; five materials were selected for more detailed investigations. In the Engineering Feasibility and Dissemination Phase, a conceptual study for a regional (Mecklenburg and surrounding counties) collection and sorting facility was performed, an engineering feasibility project to demonstrate the viability of recycling or reuse schemes was created, the literature review was extended and completed, and pedagogical materials were developed. Over the two-year duration of the project, all of the tasks and subtasks outlined in the original project proposal have been completed. The Final Progress Report, which briefly describes actual project accomplishments versus the tasks/subtasks of the original project proposal, is included in Appendix A of this report. This report describes the scientific/technical aspects (hypotheses, research/testing, and findings) of six subprojects that investigated five common C&D materials. Table 1 summarizes the six subprojects, including the C&D material studied and the graduate student and the faculty advisor on each subproject.

The aberrant behavior of this single cell is due to somatic mutations—changes in the genomic DNA produced by the activity of different mutational processes (1). These various mutational processes include exposure to exogenous or endogenous mutagens, abnormal DNA editing, the incomplete fidelity of DNA polymerases, and failure of DNA repair mechanisms (2). Early studies that sequenced TP53, the most commonly mutated gene in human cancer, provided evidence that mutational processes leave distinct imprints of somatic mutations on the genome of a cancer cell (3). For example, C:G>A:T transversions predominate in smoking-associated lung cancer, whereas C:G>T:A transitions occurring mainly at dipyrimidines and CC:GG>TT:AA double-nucleotide substitutions are common in ultraviolet light–associated skin cancers. Moreover, these patterns of mutations matched the ones induced experimentally by tobacco mutagens and ultraviolet light, respectively, the major, known, exogenous carcinogenic influences in these cancer types, and demonstrated that examining patterns of mutations in cancer genomes can yield information about the mutational processes that cause human cancer (4).

  2. Tectonic origin of Crowley's Ridge, northeastern Arkansas

    Crowley's Ridge is a 320 km long topographic ridge that extends from Thebes, Illinois to Helena, Arkansas. The ridge has been interpreted as an erosional remnant formed during Quaternary incision of the ancestral Mississippi and Ohio rivers; however, the Reelfoot Rift COCORP line identified a down-to-the-west fault bounding the western margin of Crowley's Ridge south of Jonesboro, Arkansas. Subsequent Mini-Sosie seismic reflection profiles confirmed the COCORP data and identified additional faults beneath other margins of the ridge. In each case the faults lie beneath the base of the ridge scarp. The Mini-Sosie data did not resolve the uppermost 150 m and so it was not possible to determine if the faults displace the near-surface Claiborne Group (middle Eocene). A shotgun source seismic reflection survey was subsequently conducted to image the uppermost 250 m across the faulted margins. The shotgun survey across the western margin of the ridge south of Jonesboro reveals displaced reflectors as shallow as 30 m depth. Claiborne Group strata are displaced approximately 6 m and it appears that some of the topographic relief of Crowley's Ridge at this location is due to post middle Eocene fault displacement. Based on the reflection data, the authors suggest that Crowley's Ridge is tectonic in origin.

    The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning. The final field testing result from this analysis will contribute to the final revisions of each unit during the second-year of this grant.

    SandIR is a sophisticated Windows2000/WindowsXP program for the capture and analysis of thermal images in real time. It is a 32-bit, 5 thread C++ OOP application that rests on Microsoft’s MFC and DirectDraw libraries, the DT3152LS driver functions and the LabEngine link libraries of Origin 4.1 for full functionality. Images may be loaded in from saved files or viewed live by connection to a FLIR (Inframetrics) 600 or 760 IR camera or a video cassettemore » recorder playing tapes recorded from a FLIR (Inframetrlcs) 600 or 760 IR camera- At this time, no other IR camera formats are supported. The raw radiosity data used by SandiR is derived from the 8-bit, 256 level, RS-170 (grayscale) NTSC camera signal. The FLIR camera images contain 175x131 pixels of real IR data. SandIR displays these data in a 604x410 image. The maximum matrix size is 640x452 Including VIR and grayscale. Live IR images can be frozen and then stored to computer disk. An incrementing save command makes It easy to save a sequence of images with a series of related file names. These files can then be loaded into SandIR at a later time for anatysis by a number of predefined tools or data probes. Multiple pseudo-color palettes containing 64 colors are available as well as a 256 level grayscale palette for image colorizing. SandtR always processes all the data in the ROt for each acquired image; so a complete temperature matrix is always available for any frozen image. SandIR performs nearly 7 million temperature calculations per second and updates the image display through Direct Draw over the PCI bus at frequencies of 30 Hz. 3-d surface plots, projections, wire maps or contour plots of absolute temperatures are also updated at 20 to 30 Hz which approaches the real-time acquisition rate of the camera, These plots may be viewed full-screen or frozen in separate windows for comparison to later images. The full set of both 2-d and 3-d Origin plotting tools can be used to manipulate the attached plots. M plots can be manually rescaled. As, Origin script window can be used to send text commands directly to the Origin graphics server. This allows any of the SandIR plots to be formatted using the full power and capabilities of Origin. A section tool is provided to dissector cleave the surface plots. The options button in the Origin 3-d toolbar can be used to enhance the plotting resolution, which defaults to 24x16 when In surveillance mode, Note, higher resolutions slow the plot update rate and are best used for frozen images. The program provides an extensive range of tools, which can be applied to static images loaded from disk as well as live images. Tools used on live images display and update in real time with temperature data overlaid on the image itself. Active spot and area tools may be selected for temporal plotting using acquisition time intervals in the range of 33 ms to 1 hour. Temporal data are plotted on a scrolling strlpchart and can be recorded to an ascii or Excel file. Analysis tools include: Spot temperature tools to display the temperature at a set point in the image; Cursor probe to display the temperature under the tip of the mouse Line tools to be used as graphic objects or rulers, or to display the temperature profile along the line in a separate xy graphic window; On-screen profile tools, which superimpose the display of a temperature profile over the image itself; Rectangle, ellipse and polygon tools to be used as graphic objects, to display the maximum, minimum and mean temperatures within the region; Annotation tool to identify points in the image and make notations on the Image; Selector tool used to move or delete one of the above analysis tools.« less

    Complex organic molecules (COMs) have been detected in a variety of environments including cold prestellar cores. Given the low temperatures of these objects, these detections challenge existing models. We report here new observations toward the prestellar core L1544. They are based on an unbiased spectral survey of the 3mm band at the IRAM 30m telescope as part of the Large Program ASAI. The observations allow us to provide a full census of the oxygen-bearing COMs in this source. We detected tricarbon monoxide, methanol, acetaldehyde, formic acid, ketene, and propyne with abundances varying from 5 10{sup 11} to 6 10{sup 9}. The non-LTE analysis of the methanol lines shows that they are likely emitted at the border of the core at a radius of ?8000 AU, where T ? 10K and n {sub H{sub 2}} ?2 10{sup 4}cm{sup 3}. Previous works have shown that water vapor is enhanced in the same region because of the photodesorption of water ices. We propose that a non-thermal desorption mechanism is also responsible for the observed emission of methanol and COMs from the same layer. The desorbed oxygen and a small amount of desorbed methanol and ethene are enough to reproduce the abundances of tricarbon monoxide, methanol, acetaldehyde, and ketene measured in L1544. These new findings open the possibility that COMs in prestellar cores originate in a similar outer layer rather than in the dense inner cores, as previously assumed, and that their formation is driven by the non-thermally desorbed species.

    A theoretical investigation on the origin dependence of the vibronic polarizabilities, isotropic and anisotropic rotational invariants, and scattering cross sections in Resonance Raman Optical Activity (RROA) spectroscopy is presented. Expressions showing the origin dependence of these polarizabilities were written in the resonance regime using the Franck-Condon (FC) and Herzberg-Teller (HT) approximations for the electronic transition moments. Differently from the far-from-resonance scattering regime, where the origin dependent terms cancel out when the rotational invariants are calculated, RROA spectrum can exhibit some origin dependence even for eigenfunctions of the electronic Hamiltonian. At the FC level, the RROA spectrum is completely origin invariant if the polarizabilities are calculated using a single excited state or for a set of degenerate states. Otherwise, some origin effects can be observed in the spectrum. At the HT level, RROA spectrum is origin dependent even when the polarizabilities are evaluated from a single excited state but the origin effect is expected to be small in this case. Numerical calculations performed for (S)-methyloxirane, (2R,3R)-dimethyloxirane, and (R)-4-F-2-azetidinone at both FC and HT levels using the velocity representation of the electric dipole and quadrupole transition moments confirm the predictions of the theory and show the extent of origin effects and the effectiveness of suggested ways to remove them.

    As part of the US Department of Energy National Renewable Energy Laboratory program on alternative automotive fuels, the subcontractor has been conducting studies on the origin and fate of organic pollutants from the combustion of alternative fuels. Laboratory experiments were conducted simulating cold start of four alterative fuels (compressed natural gas, liquefied petroleum gas, methanol-gasoline mix, and ethanol-gasoline mix) using a commercial three-way catalyst under fuel-lean conditions. This report summarizes the results of these experiments. It appears that temperature of the catalyst is a more important parameter for fuel conversion and pollutant formation than oxygen concentration or fuel composition.

The National Renewable Energy Laboratory (NREL) collected and analyzed data from a wide range of stakeholders, conducted in-country research, and compared program elements to common interconnection practices to form programmatic recommendations for the Jamaica context. NREL finds that the net-billing pilot program has successfully contributed to the support of the emerging solar market in Jamaica with the interconnection of 80 systems under the program for a total of 1.38 megawatts (MW) at the time of original analysis.

    The Voluntary Reporting Program for greenhouse gases is part of an attempt by the U.S. Government to develop innovative, low-cost, and nonregulatory approaches to limit emissions of greenhouse gases. It is one element in an array of such programs introduced in recent years as part of the effort being made by the United States to comply with its national commitment to stabilize emissions of greenhouse gases under the Framework Convention on Climate Change. The Voluntary Reporting Program, developed pursuant to Section 1605(b) of the Energy Policy Act of 1992, permits corporations, government agencies, households, and voluntary organizations to report to the Energy Information Administration (EIA) on actions taken that have reduced or avoided emissions of greenhouse gases.

    In the late 1970s, national and international attention began to focus on energy issues. Efforts were initiated to design and test analytical tools that could be used to assist energy planners in evaluating energy systems, particularly in developing countries. In 1984, the United States Department of Energy (DOE) commissioned Argonne National Laboratory`s Decision and Information Sciences Division (DIS) to incorporate a set of analytical tools into a personal computer-based package for distribution in developing countries. The package developed by DIS staff, the ENergy and Power Evaluation Program (ENPEP), covers the range of issues that energy planners must face: economic development, energy demand projections, supply-and-demand balancing, energy system expansion, and environmental impact analysis. Following the original DOE-supported development effort, the International Atomic Energy Agency (IAEA), with the assistance from the US Department of State (DOS) and the US Department of Energy (DOE), provided ENPEP training, distribution, and technical support to many countries. ENPEP is now in use in over 60 countries and is an international standard for energy planning tools. More than 500 energy experts have been trained in the use of the entire ENPEP package or some of its modules during the international training courses organized by the IAEA in collaboration with Argonne`s Decision and Information Sciences (DIS) Division and the Division of Educational Programs (DEP). This report contains the ENPEP program which can be download from the internet. Described in this report is the description of ENPEP Program, news, forums, online support and contacts.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    The Site Operator Program has evolved substantially since its inception in response to the Electric Vehicle Research and Demonstration Act of 1976. In its original form, a commercialization effort was intended but this was not feasible for lack of vehicle suppliers and infrastructure. Nonetheless, with DOE sponsorship and technical participation, a few results (primarily operating experience and data) were forthcoming. The current Program comprises eleven sites and over 200 vehicles, of which about 50 are latest generation vehicles. DOE partially funds the Program participant expenditures and the INEL receives operating and maintenance data for the DOE-owned, and participant-owned or monitored vehicles, as well as Program reports. As noted elsewhere in this report, participants represent several widely differing categories: electric utilities, academic institutions, and federal agencies. While both the utilities and the academic institutions tend to establish beneficial relationships with the industrial community.

It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and Cthat allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools. PCN is in the public domain. The latest version of both the software and this manual can be obtained by anonymous ftp from Argonne National Laboratory in the directory pub/pcn at info.mcs. ani.gov (cf. Appendix A).     The Voluntary Reporting of Greenhouse Gases Program, required by Section 1605(b) of the Energy Policy Act of 1992, records the results of voluntary measures to reduce, avoid, or sequester greenhouse gas emissions. In 1998, 156 US companies and other organizations reported to the Energy information Administration that, during 1997, they had achieved greenhouse gas emission reductions and carbon sequestration equivalent to 166 million tons of carbon dioxide, or about 2.5% of total US emissions for the year. For the 1,229 emission reduction projects reported, reductions usually were measured by comparing an estimate of actual emissions with an estimate of what emissions would have been had the project not been implemented.

    Nuclear power has safely, reliably, and economically contributed almost 20% of electrical generation in the United States over the past two decades. It remains the single largest contributor (more than 70%) of non-greenhouse-gas-emitting electric power generation in the United States. Domestic demand for electrical energy is expected to experience a 31% growth from 2009 to 2035. At the same time, most of the currently operating nuclear power plants will begin reaching the end of their initial 20-year extension to their original 40-year operating license for a total of 60 years of operation. Figure E-1 shows projected nuclear energy contribution to the domestic generating capacity. If current operating nuclear power plants do not operate beyond 60 years, the total fraction of generated electrical energy from nuclear power will begin to decline - even with the expected addition of new nuclear generating capacity. The oldest commercial plants in the United States reached their 40th anniversary in 2009. The U.S. Department of Energy Office of Nuclear Energy's Research and Development Roadmap (Nuclear Energy Roadmap) organizes its activities around four objectives that ensure nuclear energy remains a compelling and viable energy option for the United States. The four objectives are as follows: (1) develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors; (2) develop improvements in the affordability of new reactors to enable nuclear energy to help meet the Administration's energy security and climate change goals; (3) develop sustainable nuclear fuel cycles; and (4) understand and minimize the risks of nuclear proliferation and terrorism. The Light Water Reactor Sustainability (LWRS) Program is the primary programmatic activity that addresses Objective 1. This document summarizes the LWRS Program's plans.

    The overall objective of the Clean Technology Evaluation portion of the award was to design a process to speed up the identification of new clean energy technologies and match organizations to testing and early adoption partners. The project was successful in identifying new technologies targeted to utilities and utility technology integrators, in developing a process to review and rank the new technologies, and in facilitating new partnerships for technology testing and adoption. The purpose of the Workforce Development portion of the award was to create an education outreach program for middle & high-school students focused on clean technology science and engineering. While originally targeting San Diego, California and Cambridge, Massachusetts, the scope of the program was expanded to include a major clean technology speaking series and expo as part of the USA Science & Engineering Festival on the National Mall in Washington, D.C.

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

Atmospheric Particulate Organic Carbon (POC) concentrations were found to be in the range of 0.3 to 1.2 mg. m/sup -3/, in agreement with previous literature data. The major mass of POC was found on the smallest particles (r<0.5 mm). The /sup 13/C//sup 12/C of the small particles is close to the one expected (d/sup 13/C = 26 +- 2/sup 0///sub infinity/) for atmospheric POC of continental origin. For all the samples analysed so far, it appears that more than 80% of atmospheric POC over remote marine areas is of continental origin. This can be explained either by long-range transport of small sized continental organic aserosols or by the production of POC in the marine atmosphere from a vapor phase organic carbon pool of continental origin. The POC in the large size fraction of marine aerosols (<20% of the total concentration) is likely to have a direct marine origin since its carbon isotopic composition is close to the expected value (d/sup 13/C = -21 +- 2/sup 0///sub 00/) for POC associated with sea-salt droplets transported to the marine atmosphere.

    Using as an example a large lattice of locally interacting Hindmarsh-Rose chaotic neurons, we disclose the origin of ordered structures in a discrete nonequilibrium medium with fast and slow chaotic oscillations. The origin of the ordering mechanism is related to the appearance of a periodic average dynamics in the group of chaotic neurons whose individual slow activity is significantly synchronized by the group mean field. Introducing the concept of a {open_quotes}coarse grain{close_quotes} as a cluster of neuron elements with periodic averaged behavior allows consideration of the dynamics of a medium composed of these clusters.     In 1998, light trucks accounted for over 48% of new vehicle sales in the U.S. and well over half the new Light Duty vehicle fuel consumption. The Light Truck Clean Diesel (LTCD) program seeks to introduce large numbers of advanced technology diesel engines in light-duty trucks that would improve their fuel economy (mpg) by at least 50% and reduce our nation's dependence on foreign oil. Incorporating diesel engines in this application represents a high-risk technical and economic challenge. To meet the challenge, a government-industry partnership (Department of Energy, diesel engine manufacturers, and the automotive original equipment manufacturers) is applying joint resources to meet specific goals that will provide benefits to the nation. [1] Caterpillar initially teamed with Ford Motor Company on a 5 year program (1997-2002) to develop prototype vehicles that demonstrate a 50% fuel economy improvement over the current 1997 gasoline powered light truck vehicle in this class while complying with EPA's Tier II emissions regulations. The light truck vehicle selected for the demonstration is a 1999 Ford F150 SuperCab. To meet the goals of the program, the 4.6 L V-8 gasoline engine in this vehicle will be replaced by an advanced compression ignition direct injection (CIDI) engine. Key elements of the Caterpillar LTCD program plan to develop the advanced CIDI engine are presented in this paper.

  16. TRACING THE ORIGIN OF THE AQUARIUS STREAM. I

    We present an abundance analysis of six member stars of the recently discovered Aquarius stream, in an attempt to ascertain whether this halo stream is real and, if so, to understand its origin. The mean metallicities of the six stars have a dispersion of only 0.10 dex, indicating that they are part of a chemically coherent structure. We then investigate whether the stream represents the debris of a disrupted dwarf galaxy or a disrupted globular cluster. The [Ni/Fe]-[Na/Fe] plane provides a good diagnostic: globular cluster stars and dwarf spheroidal galaxy stars are well separated in this plane, and the Aquarius stream stars lie unambiguously in the globular cluster region. The Aquarius stream stars also lie on the distinct [Na/Fe]-[O/Fe] and [Mg/Fe]-[Al/Fe] relations delineated by Galactic globular cluster stars. Spectroscopic parameters for the six Aquarius stars show that they are tightly confined to a 12 Gyr, [Fe/H] =-1.0, {alpha}-enhanced isochrone, consistent with their identification as globular cluster debris. We present evidence that the Aquarius stream may continue through the disk and out into the northern halo. Our results indicate a globular cluster origin for the Aquarius stream and demonstrate the potential for chemical tagging to identify the origins of Galactic substructures.

    A rare signal was detected at 23:53 Moscow time on April 27, 1986 with the LSD low-background scintillation detector located under Mont Blanc at a distance of 1820 km from Chernobyl. To reveal the origin of this signal, we discuss the results obtained with other instruments operating within a similar program, as well as analyze the characteristics of the pulses of the signal and facts referring to the explosion of the Chernobyl reactor. A hypothesis based on detection with the LSD of gamma-quanta from {beta} decays of {sup 135}I nuclei ejected into atmosphere by the reactor explosion and carried in the underground detector camera with air of positive ventilation is considered. The explosion origin of the LSD signal indicates a new technogenic source of the background in the search for neutrino bursts from cores of collapsing stars.

    The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology.     A Human Reliability Program (HRP) is designed to protect national security as well as worker and public safety by continuously evaluating the reliability of those who have access to sensitive materials, facilities, and programs. Some elements of a site HRP include systematic (1) supervisory reviews, (2) medical and psychological assessments, (3) management evaluations, (4) personnel security reviews, and (4) training of HRP staff and critical positions. Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles. During this 4-day activity, participants will examine programs that mitigate threats to nuclear security and the insider threat to include HRP, Nuclear Security Culture (NSC) Enhancement, and Employee Assistance Programs. The focus will be to develop an understanding of the need for a systematic HRP and to discuss challenges and best practices associated with mitigating the insider threat.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures.
