    In the twentieth century, ecologists and agriculturists developed an increasingly sophisticated understanding of the value of biological diversity, specifically the resilience and adaptability it brings to ecosystems. In the twenty-first century, the ecosystem model has been applied to human systems, particularly to understanding how organizations are structured and how they operate. Twenty-first century organizations are challenged by diversity in many arenas. Demographic changes in workforce composition and customer populations, combined with globalized markets and international competition are increasing the amount of diversity organizations must manage, both internally and externally. Many diversity specialists and business leaders argue that businesses and organizations interested in surviving and thriving in the twenty-first century need to take competitive advantage of a diverse workplace (Soutar, 2004; Yang, 2005). But to do so successfully, leaders and human resources (HR) managers must redefine management and leadership (Jones, 1989). Just as mono-cropping destroys biological diversity, and, in extreme cases, such as the Irish potato famine--human as well as natural ecosystems (Keohane, n.d.), so does mono-managing similarly destroy diversity within organizations. Leaders wanting to build strong, diverse organizations will not be successful if they rely on one approach or solution. Single-threaded diversity solutions, such as focusing only on recruitment or single-approach management techniques, such as requiring every employee to take diversity training, do not create lasting change (Kossek & Lobel, 1996; McMahon, 2006; Thomas, 1990). Bringing about the changes needed to build and sustain diversity requires commitment, strategy, communication, and concrete changes in organizational structure and processes. How, then, can managers and leaders develop diverse organizations and ensure that they are managed to take optimum advantage of diversity? What role should human resource specialists play in creating and managing diverse organizations? What are the best practices they should apply? The purpose of this review is to define workplace diversity, to identify best practices, and to identify how diversity management best practices can be applied in academic libraries. Finally, this review will provide a resource list for HR managers and leaders to learn more about those best practices with the goal of optimizing their organization's approach to diversity.

    This report is part of a larger project designed to assist the NRC in its responsibilities for assessing the management and organization of utilities applying for an operating license for a nuclear power plant. This report reviews the processes and criteria used by other organizations that conduct management and organization audits and evaluations. It was undertaken in order to provide data and a basis for future analysis by taking a comparative perspective. When considering changes in criteria and procedures as the NRC is doing, a standard benchmark is the performance of other organizations that are similarly situated. It was our goal to directly inform the NRC about the activities of other organizations so that a reconsideration of NRC activities could benefit from the perspective of organizations with a longer, broader, and different experience than the NRC has in the management and organization area. Data collected for this report has provided useful information in designing organization and administration guidelines and assessment procedures for consideration by the NRC.

    As the Seneca Nation of Indians (SNI) continues to refine and finalize its Strategic Energy Plan, it became necessary to insure that a sustainable organization structure was developed through which the energy program and its initiatives could be nurtured and managed. To that end, SNI undertook a study to thoroughly evaluate the existing organizational structures and assess the requisite changes and/or additions to that framework that would complement the mission of the Strategic Plan. The goal of this study was to analyze, work with staff and leadership and recommend the most effective plan for the development of an organizational framework within which the Seneca could more effectively exercise energy sovereignty – control and manage their natural resource assets – i.e. develop its own energy resources, meet the current and projected energy needs of their community, and “sit at the table” with other regional energy providers to deal with issues on a peer-to-peer basis.

    The Department of Energy's (DOE's) Lawrence Livermore National Laboratory (Livermore) is a premier research and development institution for science and technology supporting the core mission of national security. According to Livermore, as of November 2008 the Laboratory managed 64,933 items of Government personal property valued at about $1 billion. At the beginning of Fiscal Year 2008, Livermore reported 249 DOE property items valued at about $1.3 million that were missing, unaccounted for, or stolen during Fiscal Year 2007. Livermore centrally tracks property utilizing the Sunflower Assets system (Sunflower), which reflects the cradle to grave history of each property item. Changes in the custodianship and/or location of a property item must be timely reported by the custodian to the respective property center representative for updating in Sunflower. In Fiscal Year 2008, over 2,000 individuals were terminated as a result of workforce reduction at Livermore, of which about 750 received a final notification of termination on the same day that they were required to depart the facility. All of these terminations potentially necessitated updates to the property database, but the involuntary terminations had the potential to pose particular challenges because of the immediacy of individuals departures. The objective of our inspection was to evaluate the adequacy of Livermore's internal controls over Government property. Based upon the results of our preliminary field work, we particularly focused on personal property assigned to terminated individuals and stolen laptop computers. We concluded that Livermore's internal controls over property could be improved, which could help to reduce the number of missing, unaccounted for, or stolen property items. Specifically, we found that: (1) The location and/or custodian of approximately 18 percent of the property items in our sample, which was drawn from the property assigned to individuals terminated on short notice in 2008, was inaccurately reflected in Sunflower. The data in this system is relied upon for tracking purposes, so inaccurate entries could increase the probability of property not being located during inventories and, thus, being reported as 'lost' or 'missing'. We believe that providing formal training to property custodians, which was not being done at the time of our inspection, could help improve this situation. (2) Some property custodians were not adequately protecting their Government laptop computers when taking them offsite, and they were not held accountable for the subsequent theft of the laptops. We made several recommendations to management intended to improve property controls at Livermore.

    This paper discusses key principles for the development of materials property information management software systems. There are growing needs for automated materials information management in various organizations. In part these are fuelled by the demands for higher efficiency in material testing, product design and engineering analysis. But equally important, organizations are being driven by the needs for consistency, quality and traceability of data, as well as control of access to proprietary or sensitive information. Further, the use of increasingly sophisticated nonlinear, anisotropic and multi-scale engineering analyses requires both processing of large volumes of test data for development of constitutive models and complex materials data input for Computer-Aided Engineering (CAE) software. And finally, the globalization of economy often generates great needs for sharing a single gold source of materials information between members of global engineering teams in extended supply-chains. Fortunately material property management systems have kept pace with the growing user demands and evolved to versatile data management systems that can be customized to specific user needs. The more sophisticated of these provide facilities for: (i) data management functions such as access, version, and quality controls; (ii) a wide range of data import, export and analysis capabilities; (iii) data pedigree traceability mechanisms; (iv) data searching, reporting and viewing tools; and (v) access to the information via a wide range of interfaces. In this paper the important requirements for advanced material data management systems, future challenges and opportunities such as automated error checking, data quality characterization, identification of gaps in datasets, as well as functionalities and business models to fuel database growth and maintenance are discussed.

Lessons learned definitions are provided within the broader context of knowledge management and the framework of a learning organization. Shortcomings of existing practices are summarized in an attempt to identify common pitfalls that can be avoided by organizations with fledgling experiences of their own. Lessons learned are then examined through a dual construct of both process and mechanism, with emphasis on integrating into organizational processes and promoting lesson reuse through data attributes that contribute toward changed behaviors.     The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Thus, the Hanford Site contains an extensive record of aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. DOE-RL has undertaken a preservation planning effort for the Hanford Site. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future decisions concerning the management of significant cultural resources on the Hanford Site.

    This study characterizes theoretical and industry approaches to organizational capabilities management and ascertains whether there is a distinct ''best practice'' in this regard. We consider both physical capabilities, such as technical disciplines and infrastructure, and non-physical capabilities such as corporate culture and organizational procedures. We examine Resource-Based Theory (RBT), which is the predominant organizational management theory focused on capabilities. RBT seeks to explain the effect of capabilities on competitiveness, and thus provide a basis for investment/divestment decisions. We then analyze industry approaches described to us in interviews with representatives from Goodyear, 3M, Intel, Ford, NASA, Lockheed Martin, and Boeing. We found diversity amongst the industry capability management approaches. Although all organizations manage capabilities and consider them to some degree in their strategies, no two approaches that we observed were identical. Furthermore, we observed that theory is not a strong driver in this regard. No organization used the term ''Resource-Based Theory'', nor did any organization mention any other guiding theory or practice from the organizational management literature when explaining their capabilities management approaches. As such, we concluded that there is no single best practice for capabilities management. Nevertheless, we believe that RBT and the diverse industry experiences described herein can provide useful insights to support development of capabilities management approaches.

    The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management. DOE is committed to preserving records that document our nation's Cold War legacy, and the Office of Legacy Management will keep records management as a high priority. (authors)

    The research and education (R&E) community requires persistent and scaleable network infrastructure to concurrently support production and research applications as well as network research. In the past, the R&E community has relied on supporting parallel network and end-node infrastructures, which can be very expensive and inefficient for network service managers and application programmers. The grand challenge in networking is to provide support for multiple, concurrent, multi-layer views of the network for the applications and the network researchers, and to satisfy the sometimes conflicting requirements of both while ensuring one type of traffic does not adversely affect the other. Internet and telecommunications service providers will also benefit from a multi-modal infrastructure, which can provide smoother transitions to new technologies and allow for testing of these technologies with real user traffic while they are still in the pre-production mode. The authors proposed approach requires the use of as much of the same network and end system infrastructure as possible to reduce the costs needed to support both classes of activities (i.e., production and research). Breaking the infrastructure into segments and objects (e.g., routers, switches, multiplexors, circuits, paths, etc.) gives the capability to dynamically construct and configure the virtual active networks to address these requirements. These capabilities must be supported at the campus, regional, and wide-area network levels to allow for collaboration by geographically dispersed groups. The Multi-Modal Organizational Research and Production Heterogeneous Network (MORPHnet) described in this report is an initial architecture and framework designed to identify and support the capabilities needed for the proposed combined infrastructure and to address related research issues.

    This paper identifies business models and six management principles that can be applied by a nonproliferation organization to maximize the value and effectiveness of its products. The organizations responsible for reducing the nuclear proliferation threat have experienced a substantial growth in responsibility and visibility since the September 11 attacks. Since then, the international community has witnessed revelations of clandestine nuclear facilities, nuclear black markets, periodic nuclear tests, and a resurgence of interest by countries worldwide in developing nuclear capabilities. The security environment will likely continue to evolve in unexpected ways since most of the proliferation threats with which the world will be forced to contend remain unforeseen. To better prepare for and respond to this evolving security environment, many nonproliferation organizations are interested in finding new or better ways to increase the effectiveness and efficiency of their operations. Of course, all organizations, whether they are market driven or non-profit, must operate effectively and efficiently if they are to succeed. Indeed, as this study demonstrates, many of the management principles that this study recommends can help all organizations succeed. However, this study pays particular attention to nonproliferation organizations because of the mission they are responsible for fulfilling. Nonproliferation organizations, including nonproliferation programs that operate within a larger national security organization, are responsible for reducing the threat of nuclear, chemical and biological weapons. These organizations have an enduring mandate from the public and the international community not to fail in the completion of their mission for failure could have detrimental impacts on international security, public health and the environment. Moreover, the public expects nonproliferation organizations and programs to fulfill their mission, even when resources are limited. They are expected to anticipate and react quickly to prevent a potential threat while staying accountable to their public stakeholders, many of whom remain unaware of the very threats the organization is trying to address. When budgets are flush, it is easy to believe that money will solve all problems; but during times of economic hardship, managers must rely on creative and cost-effective management approaches to implement their missions. Fortunately, managers of nonproliferation organizations can draw on a wealth of research on organizational design and culture to help them identify the management strategies most appropriate for them. Such research can help nonproliferation managers think about their own organizational structures and cultures and adapt accepted management principles to their unique organizational mission. This analytical process is not straight forward, as some managers may find themselves taking risks that others might not take, such as making ostensibly risky investments for the common good, or supporting creative thinking to help mission accomplishment. Some management principles that are relatively straightforward for other organizations may be difficult to envision and implement in a nonproliferation organization. Therefore, the goal of this study is to help nonproliferation managers identify management principles that can be implemented in a nonproliferation organization and, in the process, help maximize the value of the organization's products and effectiveness of its mission.

This is the top-level definitive project management document that specifies the technical (work scope), schedule, and cost baselines to manager the execution of this project. It describes the organizational approach and roles/responsibilities to be implemented to execute the project. This plan is under configuration management and any deviations must be authorized by appropriate change control action. Materials stabilization is designated the responsibility to open and stabilize containers of plutonium metal, oxides, alloys, compounds, and sources. Each of these items is at least 30 weight percent plutonium/uranium. The output of this project will be containers of materials in a safe and stable form suitable for storage pending final packaging and/or transportation offsite. The corrosion products along with oxides and compounds will be stabilized via muffle furnaces to reduce the materials to high fired oxides.

    In the field of nuclear power plant (NPP) safety modeling, the perception of the role of socio-cognitive engineering (SCE) is continuously increasing. Today, the focus is especially on the identification of human and organization decisional errors caused by operators and managers under high-risk conditions, as evident by analyzing reports on nuclear incidents occurred in the past. At present, the engineering and social safety requirements need to enlarge their domain of interest in such a way to include all possible losses generating events that could be the consequences of an abnormal state of a NPP. Socio-cognitive modeling of Integrated Nuclear Safety Management (INSM) using the TOGA meta-theory has been discussed during the ICCAP 2011 Conference. In this paper, more detailed aspects of the cognitive decision-making and its possible human errors and organizational vulnerability are presented. The formal TOGA-based network model for cognitive decision-making enables to indicate and analyze nodes and arcs in which plant operators and managers errors may appear. The TOGA's multi-level IPK (Information, Preferences, Knowledge) model of abstract intelligent agents (AIAs) is applied. In the NPP context, super-safety approach is also discussed, by taking under consideration unexpected events and managing them from a systemic perspective. As the nature of human errors depends on the specific properties of the decision-maker and the decisional context of operation, a classification of decision-making using IPK is suggested. Several types of initial situations of decision-making useful for the diagnosis of NPP operators and managers errors are considered. The developed models can be used as a basis for applications to NPP educational or engineering simulators to be used for training the NPP executive staff. (authors)

    A project-oriented approach is beneficial for the selection and design of viable diagnostics for fusion reactors because of the associated complex physical and organizational environment. The project-oriented approach includes rigorous risk management. The nature and impact of risks related to technical, organizational and commercial aspects in relation to the development of ITER diagnostics under EU responsibility are analyzed. The majority of risks are related to organizational aspects and technical feasibility issues. The experience with ITER is extrapolated to DEMO and beyond. It should not be taken for granted that technical solutions will be found, while a risk analysis of various diagnostic techniques with quantitative assessments undertaken early in the design of DEMO would be beneficial.

This research is also buttressed by evidence that one of the primary conversation topics among individuals is television content. So how well does television cover global warming? Unfortunately, previous research indicates that television news suffers from some serious inadequacies in its portrayal of global warming issues. This paper examines the potential impact of this coverage on organizational decisions. Organizations include businesses, government agencies, environmental action groups, media organizations, and other parties interested with the environment.     The waste management program at Los Alamos National Laboratory (LANL) is undergoing significant transition to establish a lean highly functioning waste management program that will succeed the large environmental cleanup waste management program. In the coming years, the environmental cleanup activities will be mostly completed and the effort will change to long-term stewardship. What will remain in waste management is a smaller program focused on direct off-site shipping to cost-effectively enable the enduring mission of the laboratory in support of the national nuclear weapons program and fundamental science and research. It is essential that LANL implement a highly functioning efficient waste management program in support of the core missions of the national weapons program and fundamental science and research - and LANL is well on the way to that goal. As LANL continues the transition process, the following concepts have been validated: - Business drivers including the loss of onsite disposal access and completion of major environmental cleanup activities will drive large changes in waste management strategies and program. - A well conceived organizational structure; formal management systems; a customer service attitude; and enthusiastic managers are core to a successful waste management program. - During times of organizational transition, a project management approach to managing change in a complex work place with numerous complex deliverables is successful strategy. - Early and effective engagement with waste generators, especially Project Managers, is critical to successful waste planning. - A well-trained flexible waste management work force is vital. Training plans should include continuous training as a strategy. - A shared fate approach to managing institutional waste decisions, such as the LANL Waste Management Recharge Board is effective. - An efficient WM program benefits greatly from modern technology and innovation in managing waste data and reports. - Use of six-sigma tools can help improve the quality and efficiency of waste management processes. - A fair, easy to understand, transparent, and well-overseen process for distributing the cost of waste disposal and waste program oversight is essential.     This paper presents the results of a preliminary review of the literature on organizational and social-psychological issues relevant to fallout-shelter evaluation. Fallout-shelter options are evaluated along two dimensions: shelter size, and extent of shelteree participation in the shelter construction. Four functional criteria are used in the evaluation: decision-making, member coordination, social control, and maintaining morale. Smaller shelters requiring shelteree participation in construction appear preferable as measured in most of these criteria. Additional factors mentioned include demographic characteristics of the shelter population, degree and type of ventilation system, and availability of medical equipment and personnel. 10 references.

SNL/CA (Division 8000) benefits from the organizational structure as it provides corporate level policies, procedures, and standards, and established processes that connect to and support elements of the SNL/CA EMS Program. Additionally, SNL/CA's EMS Program benefits from two corporate functional programs (Facilities Energy and Water Resource Management and Fleet Services programs) that maintain responsibility for energy management and fleet services for all Sandia locations. The SNL/CA EMS Program conforms to the International Standard on Environmental Management Systems, ISO 14001:2004 and Department of Energy (DOE) Order 450.1. Sandia National Laboratories, California (SNL/CA) has maintained functional environmental programs to assist with regulatory compliance for more than 30 years. During 2005, these existing programs were rolled into a formal environmental management system (EMS) that expands beyond the traditional compliance focus to managing and improving environmental performance and stewardship practices for all site activities. An EMS is a set of inter-related elements that represent a continuing cycle of planning, implementing, evaluating, and improving processes and actions undertaken to achieve environmental policy and goals. The SNL/CA EMS Program conforms to the International Standard for Environmental Management Systems, ISO 14001:2004 (ISO 2004). The site received ISO 14001 certification in September 2006. SNL/CA's EMS Program is applicable to the Sandia, Livermore site only.     This analysis report describes the methods used to determine hydrologic properties based on the available field data from the unsaturated zone (UZ) at Yucca Mountain, Nevada. The technical scope, content, and management of this analysis report are described in the planning document ''Technical Work Plan for: Unsaturated Zone Flow Analysis and Model Report Integration'' (BSC 2004 [DIRS 169654], Sections 2, 4, and 8). Fracture and matrix properties are developed by analyzing available survey data from the Exploratory Studies Facility (ESF), the Enhanced Characterization of Repository Block (ECRB) Cross-Drift, and/or boreholes; air-injection testing data from surface boreholes and from boreholes in the ESF; and data from laboratory testing of core samples. In addition, the report ''Geologic Framework Model'' (GFM2000) (BSC 2004 [DIRS 170029]) also serves as a source report by providing the geological framework model of the site. This report is a revision of the model report under the same title (BSC 2003 [DIRS 161773]), which in turn superceded the analysis report under the same title. The principal purpose of this work is to provide representative uncalibrated estimates of fracture and matrix properties for use in the model report Calibrated Properties Model. The term ''uncalibrated'' is used to distinguish the properties or parameters estimated in this report from those obtained from the inversion modeling used in ''Calibrated Properties Model''.     A Data Management System for Organic Soil (DMSOS) has been developed that enables the acquisition, management and analysis of organic soil data as well as the presentation of results to be conducted effectively through a common interface. This development was in response to the data management needs of research investigating the engineering properties of organic soil and its extension to the stabilization of organic soil through dynamic replacement (DR). It is shown how the above functions are implemented efficiently using Windows-based software to perform comprehensive data management and analysis of data gathered from both laboratory and field tests. When the engineering properties of a given organic soil deposit are needed, a build-in Computer Advisor for Organic Soil Projects (CAOSP) predicts the properties from DMSOS based correlations. A unique and useful feature of the CAOSP is its ability to estimate the anticipated ultimate settlement of an organic soil deposit given the loading conditions and the moisture or organic content. Also incorporated in the DMSOS is a quality control system that utilizes computerized data acquisition/data management techniques in order to evaluate the degree of improvement of an organic soil layer at a given stage of treatment using DR.

    The management plan developed to characterize the K Basin spent nuclear fuel (SNF) and sludge was originally developed for Westinghouse Hanford Company and Pacific Northwest National Laboratory to work together on a program to provide characterization data to support removal, conditioning, and subsequent dry storage of the SNF stored at the Hanford K Basins. The plan also addressed necessary characterization for the removal, transport, and storage of the sludge from the Hanford K Basins. This plan was revised in 1999 (i.e., Revision 2) to incorporate actions necessary to respond to the deficiencies revealed as the result of Quality Assurance surveillances and audits in 1999 with respect to the fuel characterization activities. Revision 3 to this Program Management Plan responds to a Worker Assessment resolution determined in Fical Year 2000. This revision includes an update to current organizational structures and other revisions needed to keep this management plan consistent with the current project scope. The plan continues to address both the SNF and the sludge accumulated at K Basins. Most activities for the characterization of the SNF have been completed. Data validation, Office of Civilian Radioactive Waste Management (OCRWM) document reviews, and OCRWM data qualification are the remaining SNF characterization activities. The transport and storage of K Basin sludge are affected by recent path forward revisions. These revisions require additional laboratory analyses of the sludge to complete the acquisition of required supporting engineering data. Hence, this revision of the management plan provides the overall work control for these remaining SNF and sludge characterization activities given the current organizational structure of the SNF Project.

    The Nuclear Waste Policy Act of 1982 (Public Law 97-425), as amended by Public Law 100-203, December 22, 1987, established the Office of Civilian Radioactive Waste Management (OCRWM) within the Department of Energy (DOE), and directed the Office to investigate a site at Yucca Mountain, Nevada, to determine if this site is suitable for the construction of a repository for the disposal of high level nuclear waste. Work on site characterization has been under way for several years. Thus far, about $1.47 billion have been spent on Yucca Mountain programs. This work has been funded by Congressional appropriations from a Nuclear Waste Fund to which contributions have been made by electric utility ratepayers through electric utilities generating power from nuclear power stations. The Secretary of Energy and the Governor of the State of Nevada have appointed one person each to a panel to oversee an objective, independent financial and management evaluation of the Yucca Mountain Project. The Requirements for the work will include an analysis of (1) the Yucca Mountain financial and, contract management techniques and controls; (2) Project schedules and credibility of the proposed milestones; (3) Project organizational effectiveness and internal planning processes, and (4) adequacy of funding levels and funding priorities, including the cost of infrastructure and scientific studies. The recipient will provide monthly progress report and the following reports/documents will be presented as deliverables under the contract: (1) Financial and Contract Management Preliminary Report; (2) Project Scheduling Preliminary Report; (3)Project Organizational Effectiveness Preliminary Report; (4) Project Funding Levels and Funding Priorities Preliminary Report; and (5) Final Report.

    The Geographic Information System (GIS) is a tool used by industries needing to track information about spatially distributed assets. A water utility, for example, must know not only the precise location of each pipe and pump, but also the respective pressure rating and flow rate of each. In many ways, an accelerator such as CEBAF (Continuous Electron Beam Accelerator Facility) can be viewed as an ''electron utility''. Whereas the water utility uses pipes and pumps, the ''electron utility'' uses magnets and RF cavities. At Jefferson lab we are exploring the possibility of implementing ESRI's ArcGIS as the framework for building an all-encompassing accelerator configuration database that integrates location, configuration, maintenance, and connectivity details of all hardware and software. The possibilities of doing so are intriguing. From the GIS, software such as the model server could always extract the most-up-to-date layout information maintained by the Survey & Alignment for lattice modeling. The Mechanical Engineering department could use ArcGIS tools to generate CAD drawings of machine segments from the same database. Ultimately, the greatest benefit of the GIS implementation could be to liberate operators and engineers from the limitations of the current system-by-system view of machine configuration and allow a more integrated regional approach. The commercial GIS package provides a rich set of tools for database-connectivity, versioning, distributed editing, importing and exporting, and graphical analysis and querying, and therefore obviates the need for much custom development. However, formidable challenges to implementation exist and these challenges are not only technical and manpower issues, but also organizational ones. The GIS approach would crosscut organizational boundaries and require departments, which heretofore have had free reign to manage their own data, to cede some control and agree to a centralized framework.

    This volume of the Transition Final Report provides the findings, recommendations and corrective actions for the Waste Management areas developed during the phase-in actions by Westinghouse Materials Company (WMCO). The objective is to provide a summary of the studies and investigations performed by the WMCO Company during the transition period. The Waste Management effort at FMPC was expanded in 1984 when a separate group was formed within the NLO organization. This is considered to be an area where significant increase in priority and effort must be applied to resolve waste management problems and to bring the site in conformity to regulations and the Environmental Health/Safety Standards. During the transition, there was a comprehensive investigation in all areas of air, liquid and solid waste management for nuclear, chemical and conventional wastes. Not all of these investigations are documented in this report, but the information gathered was used in the development of the budgets (cost accounts), programs, and organizational planning.

    The Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) regulations (29 CFR {section} 1910.119) have been in effect for almost three years. State level risk management programs, in New Jersey, California, and Delaware have been in effect for over six years. More recently, Nevada and Louisiana have enacted process safety management programs. These regulations have had a significant impact on all phases of plant operations, including preliminary design, construction, startup, and operations. Through proper planning and the commitment of resources, many facilities are beginning to realize the benefits of well developed PSM programs. This paper will discuss in greater detail some of these benefits, and in particular, the subject of governmental inspections of facilities for process safety management programs.

Currently incentives and penalties have been internalized by the system no differently from other cost items and revenues. This has greatly influenced the system directing it towards solutions that are often distant from the real environmental objectives. Based on an analysis of disaggregated costs of collection treatment and recovery, we provide the basic elements to compose a picture of economic management in various technical–organizational scenarios. In the light of the considerations contained in the paper it is proposed, e.g. for controlled landfills, that the ecotax, currently based on weight, could be replaced by one based on the volume consumption. Likewise, for tax reduction on disposal system, instead a pre-treatment might ask an environmental balance of the overall system. The article presents a reflection on the last hidden costs associated with the consumption of goods and packaging, and how to reduce waste production is the necessary path to be followed in ecological and economic perspectives.

    The U.S. Department of Energy (DOE), Office of River Protection (ORP) is responsible for management and completion of the River Protection Project (RPP) mission, which includes the Hanford Site tank farms operations and the Waste Treatment and Immobilization Plant (WTP). The RPP mission is to store, retrieve and treat Hanford's tank waste; store and dispose of treated wastes; and close the tank farm waste management areas and treatment facilities by 2047. The WTP is currently being designed and constructed by Bechtel National Inc. (BNI) for DOE-ORP. BNI relies on a number of technical services from other Hanford contractors for WTP's construction and commissioning. These same services will be required of the future WTP operations contractor. Partly in response to a DNFSB recommendation, the WTP interface management process managing these technical services has recently been improved through changes in organization and issue management. The changes are documented in an Interface Management Plan. The organizational improvement is embodied in the One System Integrated Project Team that was formed by integrating WTP and tank farms staff representing interfacing functional areas into a single organization. A number of improvements were made to the issue management process but most notable was the formal appointment of technical, regulatory and safety subject matter experts to ensure accurate identification of issues and open items. Ten of the thirteen active WTP Interface Control Documents have been revised in 2012 using the improved process with the remaining three in progress. The value of the process improvements is reflected by the ability to issue these documents on schedule and accurately identify technical, regulatory and safety issues and open items. (authors)

    Industry utilizes very complex systems, consisting of equipment and their human interface, which are organized to meet the production needs of the business. Effective and sustainable energy efficiency programs in an industrial setting require a systems approach to optimize the integrated whole while meeting primary business requirements. Companies that treat energy as a manageable resource and integrate their energy program into their management practices have an organizational context to continually seek opportunities for optimizing their energy use. The purpose of an energy management system standard is to provide guidance for industrial and commercial facilities to integrate energy efficiency into their management practices, including fine-tuning production processes and improving the energy efficiency of industrial systems. The International Organization for Standardization (ISO) has identified energy management as one of its top five priorities for standards development. The new ISO 50001 will establish an international framework for industrial, commercial, or institutional facilities, or entire companies, to manage their energy, including procurement and use. This standard is expected to achieve major, long-term increases in energy efficiency (20percent or more) in industrial, commercial, and institutional facilities and to reduce greenhouse gas (GHG) emissions worldwide.This paper describes the impetus for the international standard, its purpose, scope and significance, and development progress to date. A comparative overview of existing energy management standards is provided, as well as a discussion of capacity-building needs for skilled individuals to assist organizations in adopting the standard. Finally, opportunities and challenges are presented for implementing ISO 50001 in emerging economies and developing countries.

The suggested elements in the development of a programme for severe accident management have been identified and discussed. The strategies concentrate on the two tiered approaches. Operative management utilizes the plant's equipment and operators capabilities. The recovery management concentrates on preserving the containment, or delaying its failure, inhibiting the release, and on strategies once there has been a release. The inspiration for this paper was an excellent overview report on perspectives on managing severe accidents in commercial nuclear power plants and extending plant operating procedures into the severe accident regime; and by the most recent publication of the International Nuclear Safety Advisory Group (INSAG) considering the question of risk reduction and source term reduction through accident prevention, management and mitigation. The latter document concludes that active development of accident management measures by plant personnel can lead to very large reductions in source terms and risk, and goes further in considering and formulating the key issue: The most fruitful path to follow in reducing risk even further is through the planning of accident management.

    To accommodate a future need for additional waste disposal facilities at the Savannah River Site, the Solid Waste Management Division (SWMD) designated nine additional plots for development (Kasraii 2007; SRS 2010); these plots are collectively known as the E Area Completion Project (ECP). Subsurface samples were collected from ECP plots 6, 7, 8 and 9 (Figure 1) for chemical and physical property analyses to support Performance Assessment (PA) and Special Analyses (SA) modeling. This document summarizes the sampling and analysis scheme and the resultant data, and provides interpretations of the data particularly in reference to existing soil property data. Analytical data in this document include: gamma log, cone penetrometer log, grain size (sieve and hydrometer), water retention, saturated hydraulic conductivity (falling head permeameter), porosity, dry bulk density, total organic carbon, x-ray diffraction, and x-ray fluorescence data. SRNL provided technical and safety oversight for the fieldwork, which included completion of eight soil borings, four geophysical logs, and the collection of 522 feet of core and 33 Shelby tubes from ECP plots 6, 7, 8, and 9. Boart Longyear provided sonic drilling and logging services. Two soil borings were completed at each location. The first set of boreholes extended into (but did not fully penetrate) the Warley Hill Formation. These boreholes were continuously cored, then geophysically (gamma ray) logged. The recovered core was split, photographed, and described; one half of the core was archived at SRS's Core Lab facilities, and the remaining half was consumed as necessary for testing at SRS and off-site labs. Core descriptions and geophysical data were used to calculate target elevations for Shelby tube samples, which were obtained from the second set of boreholes. Shelby tubes were shipped to MACTEC Engineering and Consulting Inc. (MACTEC) in Atlanta for physical property testing. SRNL deployed their Site Characterization and Analysis Penetrometer System (SCAPS) cone penetrometer test (CPT) truck at ECP plots 6, 7, 8 and 9 to collect inferred lithology data for the vadose zone. Results from this study are used to make recommendations for future modeling efforts involving the ECP plots. The conceptual model of the ECP hydrogeology differs from the conceptual model of the current ELLWF disposal area in that for the ECP plots, the topography (ground surface) is generally lower in elevation; The Upland and top of Tobacco Road lithostratigraphic units are missing (eroded); The water table occurs lower in elevation (i.e., it occurs in lower stratigraphic units); and the Tan Clay Confining Zone (TCCZ) often occurs within the vadose zone (rather than in the saturated zone). Due to the difference in the hydrogeology between the current ELLWF location and the ECP plots, different vadose zone properties are recommended for the ECP plots versus the properties recommended by Phifer et al. (2006) for the current disposal units. Results from this study do not invalidate or conflict with the current PA's use of the Upper and Lower Vadose Zone properties as described by Phifer et al. (2006) for the current ELLWF disposal units. The following modeling recommendations are made for future modeling of the ECP plots where vadose zone properties are required: (1) If a single vadose zone property is preferred, the properties described by Phifer et al. (2006) for the Upper Vadose Zone encompass the general physical properties of the combined sands and clays in the ECP vadose zone sediments despite the differences in hydrostratigraphic units. (2) If a dual zone system is preferred, a combination of the Lower Zone properties and the Clay properties described by Phifer et al. (2006) are appropriate for modeling the physical properties of the ECP vadose zone. The Clay properties would be assigned to the Tan Clay Confining Zone (TCCZ) and any other significant clay layers, while the Lower Zone properties would be assigned for the remainder of the vadose zone.
