    The volatile organic compound (VOC) distribution in the Mexico City Metropolitan Area (MCMA) and its evolution as it is uplifted and transported out of the MCMA basin was studied during the 2006 MILAGRO/MIRAGE-Mex field campaign. The results show that in the morning hours in the city center, the VOC distribution is dominated by non-methane hydrocarbons (NMHCs) but with a substantial contribution from oxygenated volatile organic compounds (OVOCs), predominantly from primary emissions. Alkanes account for a large part of the NMHC distribution in terms of mixing ratios. In terms of reactivity, NMHCs also dominate overall, especially in the morning hours. However, in the afternoon, as the boundary layer lifts and air is mixed and aged within the basin, the distribution changes as secondary products are formed. The WRF-Chem (Weather Research and Forecasting with Chemistry) model and MOZART (Model for Ozone and Related chemical Tracers) were able to reproduce the general features of the daytime cycle of the VOC OH reactivity distribution showing that NMHCs dominate the distribution except in the afternoon hours and that the VOC OH reactivity peaks in the early morning due to high morning emissions from the city into a shallow boundary layer. The WRF-Chem and MOZART models showed higher reactivity than the experimental data during the nighttime cycle, perhaps indicating problems with the modeled nighttime boundary layer height. In addition, a plume was studied in which air was advected out of the MCMA and intercepted downwind with the DOE G1 on March 18 and the NCAR C130 one day later on March 19. A number of identical species measured aboard each aircraft gave insight into the chemical evolution of the plume as it aged and was transported as far as 1000 km downwind. Ozone and many OVOCs were photochemically produced in the plume.     The upper and lower members of the Mississippian and Devonian Bakken Formation in the United States portion of the Williston basin are black shales that are extremely rich in organic matter and are the source of much of the oil found in the basin. Organic-carbon values are calculated from formationdensity logs using the equation: TOC = (154.497//rho/) -57.261, where TOC is organic-carbon content (wt. %) and /rho/ is formation density (g/cm/sup 3/). Test calculations comparing this equation to laboratory organic-carbon analyses from 39 wells in North Dakota show an average absolute difference of 1.1% in organic-carbon content. Organic-carbon content, calculated at 159 locations in North Dakota and 107 in Montana, averages 12.1% for the upper member of the Bakken Formation and 11.5% for the lower member. There is a regional depletion of organic carbon, paralleling present-day isotherms, that reflects the conversion of organic matter to oil and subsequent expulsion of the oil from the formation. The mass of organic carbon in the Bakken Formation is approximately evenly divided between the upper and lower members, and it totals about 126 X 10/sup 12/ kg in the study area, of which 102 X 10/sup 12/ kg are in the thermally mature region. The assumption that 167 mg HC/g TOC have migrated out of the mature Bakken shales leads to a tentative estimate that hydrocarbons equivalent to 132 billion bbl of 43/sup 0/ (API gravity) oil have been expelled from the United States portion of the upper and lower members of the Bakken Formation.

    Passive sampling for monitoring volatile organic compounds (VOCs) has been suggested as a possible replacement to the traditional bailer method used at the Department of Energy Kansas City Plant (KCP) for routine groundwater monitoring. To compare methods, groundwater samples were collected from 19 KCP wells with VOC concentrations ranging from non-detectable to > 100,000 {micro}g/L. Analysis of the data was conducted using means and medians of multiple measurements of TCE, 1,2-DCE, 1,1-DCE and VC. All 95% confidence intervals of these VOCs overlap, providing evidence that the two methods are similar. The study also suggests that elimination of purging and decontamination of sampling equipment reduces the labor required to sample by approximately 32%. Also, because the passive method generates no waste water, there are no associated disposal costs. The results suggest evidence to continue studies and efforts to replace traditional bailer methods with passive sampling at KCP based on cost and the similarity of the methods.

  15. Formation mechanism of the secondary building unit in a chromium terephthalate metal-organic framework

    Based on density functional theory calculations and simulation, a detailed mechanism is presented on the formation of the secondary building unit (SBU) of MIL-101, a chromium terephthalate metal-organic framework (MOF). SBU formation is key to MOF nucleation, the rate-limiting step in the formation process of many MOFs. A series of reactions that lead to the formation of the SBU of MIL-101 is proposed in this work. Initial rate-limiting reactions form the metal cluster with three chromium (III) atoms linked to a central bridging oxygen. Terephthalate linkers play a key role as chromium (III) atoms are joined to linker carboxylate groups prior to the placement of the central bridging oxygen. Multiple linker addition reactions, which follow in different paths due to structural isomers, are limited by the removal of water molecules in the first chromium coordination shell. The least energy path is identified were all linkers on one face of the metal center plane are added first. A simple kinetic model based on transition state theory shows the rate of secondary building unit formation similar to the rate metal-organic framework nucleation. The authors are thankful to Dr. R.   17. Response of fine particulate matter to emission changes of oxides of nitrogen and anthropogenic volatile organic compounds in the eastern United States

    A three-dimensional chemical transport model (Particulate Matter Comprehensive Air Quality Model with Extensions) is used to investigate changes in fine particle (PM2.5) concentrations in response to 50% emissions changes of oxides of nitrogen (NOx) and anthropogenic volatile organic compounds (VOCs) during July 2001 and January 2002 in the eastern United States. The reduction of NOx emissions by 50% during the summer results in lower average oxidant levels and lowers PM2.5 (8% on average), mainly because of reductions of sulfate (9-11%), nitrate (45-58%), and ammonium (7-11%). The organic particulate matter (PM) slightly decreases in rural areas, whereas it increases in cities by a few percent when NOx is reduced. Reduction of NOx during winter causes an increase of the oxidant levels and a rather complicated response of the PM components, leading to small net changes. Sulfate increases (8-17%), nitrate decreases (18-42%), organic PM slightly increases, and ammonium either increases or decreases a little. The reduction of VOC emissions during the summer causes on average a small increase of the oxidant levels and a marginal increase in PM2.5. This small net change is due to increases in the inorganic components and decreases of the organic ones. Reduction of VOC emissions during winter results in a decrease of the oxidant levels and a 5-10% reduction of PM2.5 because of reductions in nitrate (4-19%), ammonium (4-10%), organic PM (12-14%), and small reductions in sulfate. Although sulfur dioxide (SO{sub 2}) reduction is the single most effective approach for sulfate control, the coupled decrease of SO{sub 2} and NOx emissions in both seasons is more effective in reducing total PM2.5 mass than the SO{sub 2} reduction alone. 34 refs., 7 figs., 1 tab.

  20. Field Derived Emission Factors For Formaldehyde and other Volatile Organic Compounds in FEMA Temporary Housing Units

    Sixteen previously occupied temporary housing units (THUs) were studied to assess emissions of volatile organic compounds. The whole trailer emission factors wereevaluated for 36 VOCs including formaldehyde. Indoor sampling was carried out in the THUs located in Purvis staging yard in Mississippi, USA. Indoor temperature andrelative humidity (RH) were also measured in all the trailers during sampling. Indoor temperatures were varied (increased or decreased) in a selection of THUs using theheating, ventilation and air conditioning (HVAC) systems. Indoor temperatures during sampling ranged from 14o C to 33o C, and relative humidity (RH) varied between 35percentand 74percent. Ventilation rates were increased in some trailers using bathroom fans and vents during some of the sampling events. Ventilation rates measured during some aselection of sampling events varied from 0.14 to 4.3 h-1. Steady state indoor formaldehyde concentrations ranged from 10 mu g-m-3 to 1000 mu g-m-3. The formaldehyde concentrations in the trailers were of toxicological significance. The effects of temperature, humidity and ventilation rates were also studied. A linearregression model was built using log of percentage relative humidity, inverse of temperature (in K-1), and inverse log ACH as continuous independent variables, trailermanufacturer as a categorical independent variable, and log of the chemical emission factors as the dependent variable. The coefficients of inverse temperature, log relativehumidity, log inverse ACH with log emission factor were found to be statistically significant for all the samples at the 95percent confidence level. The regression model wasfound to explain about 84percent of the variation in the dependent variable. Most VOC concentrations measured indoors in the Purvis THUs were mostly found to be belowvalues reported in earlier studies by Maddalena et al.,1,2 Hodgson et al.,3 and Hippelein4.     Four unoccupied FEMA temporary housing units (THUs) were studied to assess their indoor emissions of volatile organic compounds including formaldehyde. Measurement of whole-THU VOC and aldehyde emission factors (mu g h-1 per m2 of floor area) for each of the four THUs were made at FEMA's Purvis MS staging yard using a mass balance approach. Measurements were made in the morning, and again in the afternoon in each THU. Steady-state indoor formaldehyde concentrations ranged from 378 mu g m-3 (0.31ppm) to 632 mu g m-3 (0.52 ppm) in the AM, and from 433 mu g m-3 (0.35 ppm) to 926 mu g m-3 (0.78 ppm) in the PM. THU air exchange rates ranged from 0.15 h-1 to 0.39 h-1. A total of 45 small (approximately 0.025 m2) samples of surface material, 16 types, were collected directly from the four THUs and shipped to Lawrence Berkeley Laboratory. The material samples were analyzed for VOC and aldehyde emissions in small stainless steel chambers using a standard, accurate mass balance method. Quantification of VOCs was done via gas chromatography -- mass spectrometry and low molecular weight aldehydes via high performance liquid chromatography. Material specific emission factors (mu g h-1 per m2 of material) were quantified. Approximately 80 unique VOCs were tentatively identified in the THU field samples, of which forty-five were quantified either because of their toxicological significance or because their concentrations were high. Whole-trailer and material specific emission factors were calculated for 33 compounds. The THU emission factors and those from their component materials were compared against those measured from other types of housing and the materials used in their construction. Whole THU emission factors for most VOCs were typically similar to those from comparative housing. The three exceptions were exceptionally large emissions of formaldehyde and TMPD-DIB (a common plasticizer in vinyl products), and somewhat elevated for phenol. Of these three compounds

    Volatile organic compound (VOC) mixing ratios were measured with two different instruments at the T1 ground site in Mexico City during the Megacity Initiative: Local and Global Research Observations (MILAGRO) campaign in March of 2006. A gas chromatograph with flame ionization detector (GC-FID) quantified 18 light alkanes, alkenes and acetylene while a proton-transfer-reaction ion-trap mass spectrometer (PIT-MS) quantified 12 VOC species including oxygenated VOCs (OVOCs) and aromatics. A GC separation system was used in conjunction with the PIT-MS (GC-PIT-MS) to evaluate PIT-MS measurements and to aid in the identification of unknown VOCs. The VOC measurements are also compared to simultaneous canister samples and to two independent proton-transfer-reaction mass spectrometers (PTR-MS) deployed on a mobile and an airborne platform during MILAGRO. VOC diurnal cycles demonstrate the large influence of vehicle traffic and liquid propane gas (LPG) emissions during the night and photochemical processing during the afternoon. Emission ratios for VOCs and OVOCs relative to CO are derived from early-morning measurements. Average emission ratios for non-oxygenated species relative to CO are on average a factor of {approx}2 higher than measured for US cities. Emission ratios for OVOCs are estimated and compared to literature values the northeastern US and to tunnel studies in California. Positive matrix factorization analysis (PMF) is used to provide insight into VOC sources and processing. Three PMF factors were distinguished by the analysis including the emissions from vehicles, the use of liquid propane gas and the production of secondary VOCs + long-lived species. Emission ratios to CO calculated from the results of PMF analysis are compared to emission ratios calculated directly from measurements. The total PIT-MS signal is summed to estimate the fraction of identified versus unidentified VOC species.

    A demonstration of Gas Reburning-Sorbent Injection (GR-SI) has been completed at a cyclone-fired utility boiler. The Energy and Environmental Research Corporation (EER) has designed, retrofitted and tested a GR-SI system at City Water Light and Power`s 33 MWe Lakeside Station Unit 7. The program goals of 60% NO{sub x} emissions reduction and 50% SO{sub 2} emissions reduction were exceeded over the long-term testing period; the NO{sub x} reduction averaged 63% and the SO{sub 2} reduction averaged 58%. These were achieved with an average gas heat input of 22% and a calcium (sorbent) to sulfur (coal) molar ratio of 1.8. GR-SI resulted in a reduction in thermal efficiency of approximately 1% at full load due to firing natural gas which forms more moisture in flue gas than coal and also results in a slight increase in air heater exit gas temperature. Minor impacts on other areas of unit performance were measured and are detailed in this report. The project at Lakeside was carried out in three phases, in which EER designed the GR-SI system (Phase 1), completed construction and start-up activities (Phase 2), and evaluated its performance with both short parametric tests and a long-term demonstration (Phase 3). This report contains design and technical performance data; the economics data for all sites are presented in Volume 5.

    A study of the Bakken Formation, the proposed source rock for much of the hydrocarbons generated in the Williston basin, was done using bulk density, neutron porosity, and resistivity logs, and formation temperatures. Principal components, cluster, and discriminant analyses indicate that the present-day distribution of organic matter controls much of the variability in the log values. Present-day total organic carbon values are high in the central part of the basin near northeastern Montana and along the east edge of the basin, and low in the area of the Nesson anticline and along the southwest edge of the basin. Using a regression of density on temperature and the analysis of residuals from this regression, hydrocarbon maturity effects were partially separated from depositional effects. These analyses suggest that original concentrations of organic matter were low near the limits of the Bakken and increased to a high in northeastern Montana. The pre-maturation distribution of total organic carbon and the present-day total organic carbon distribution, as determined by statistical analyses of well-log data, agree with the results of geochemical analyses. The distributions can be explained by a relatively simple depositional pattern and thermal history for the Bakken. 6 figures, 3 tables.

    Highlights: • To gain the red-shifted absorption spectra, withdrawing unit was substituted in dye. • By the introduction of additional withdrawing unit, LUMOs level of dye are decreased. • Decreasing LUMOs level of dye caused the red-shifted absorption spectra of dye. • Novel acceptor, DCRD, showed better photovoltaic properties than cyanoacetic acid. - Abstract: In this work, two novel D-A-π-A dye sensitizers with triarylamine as an electron donor, isoindigo and cyano group as electron withdrawing units and cyanoacetic acid and 2-(1,1-dicyanomethylene) rhodanine as an electron acceptor for an anchoring group (TICC, TICR) were designed and investigated with the ID6 dye as the reference. The difference in HOMO and LUMO levels were compared according to the presence or absence of isoindigo in ID6 (TC and ID6). To gain insight into the factors responsible for photovoltaic performance, we used density functional theory (DFT) and time-dependent density functional theory (TDDFT) calculations. Owing to different LUMO levels for each acceptor, the absorption band and molar extinction coefficient of each dye was different. Among the dyes, TICR showed more red-shifted and broader absorption spectra than other dyes and had a higher molar extinction coefficient than the reference. It is expected that TICR would show better photovoltaic properties than the other dyes, including the reference dye.

    A metal–organic framework [Co{sub 3}(BDC){sub 3}(DMF){sub 2}(H{sub 2}O){sub 2}] was synthesized and structurally characterized. X-ray single crystal analysis revealed that the framework contains a 2D polymeric chain through coordination of 1,4-benzenedicarboxylic acid linker ligand to cobalt centers. The polymer crystallize in monoclinic P2{sub 1}/n space group with a=13.989(3) Å, b=9.6728(17) Å, c=16.707(3) Å, and Z=2. The polymer features a framework based on the perfect octahedral Co–O6 secondary building units. The catalytic activities of [Co{sub 3}(BDC){sub 3}(DMF){sub 2}(H{sub 2}O){sub 2}]{sub n} for olefins oxidation was conducted. The heterogeneous catalyst could be facilely separated from the reaction mixture, and reused three times without significant degradation in catalytic activity. Furthermore, no contribution from homogeneous catalysis of active species leaching into reaction solution was detected. - Graphical abstract: A metal–organic framework of [Co{sub 3}(BDC){sub 3}(DMF){sub 2}(H{sub 2}O){sub 2}] was synthesized by hydrothermal method. This 2D-periodic framework is constructed from the infinite Co–O–C secondary building units and crystallizes in the monoclinic P2{sub 1}/n space group based on Co(II)–carboxylate units. The catalytic oxidation of various olefins was effectively carried out with [Co{sub 3}(BDC){sub 3}(DMF){sub 2}(H{sub 2}O){sub 2}]{sub n} catalyst by TBHP as oxidant. - Highlights: • A metal–organic framework of [Co{sub 3}(BDC){sub 3}(DMF){sub 2}(H{sub 2}O){sub 2}] is prepared by hydrothermal method. • The [Co{sub 3}(BDC){sub 3}(DMF){sub 2}(H{sub 2}O){sub 2}]{sub n} is constructed from Co–carboxylate secondary building units. • This coordination polymer displayed high catalytic activity for olefin oxidation reactions. • The catalytic reaction is heterogeneous and catalyst can be simply separated. • The heterogeneous catalyst can be reused several times without significant loss of catalytic activity.

    A metal organic framework (MOF) with high volumetric deliverable capacity for methane was synthesized after being identified by computational screening of 204 hypothetical MOF structures featuring (Zr6O4)(OH)(4)(CO2)(n) inorganic building blocks. The predicted MOF (NU-800) has an fcu topology in which zirconium nodes are connected via ditopic 1,4-benzenedipropynoic acid linkers. Based on our computer simulations, alkyne groups adjacent to the inorganic zirconium nodes provide more efficient methane packing around the nodes at high pressures. The high predicted gas uptake properties of this new MOF were confirmed by high-pressure isotherm measurements over a large temperature and pressure range. The measured methane deliverable capacity of NU-800 between 65 and 5.8 bar is 167 cc(STP)/cc (0.215 g/g), the highest among zirconium-based MOFs. High-pressure uptake values of H-2 and CO2 are also among the highest reported. These high gas uptake characteristics, along with the expected highly stable structure of NU-800, make it a promising material for gas storage applications.

    Two metal-organic frameworks (MOFs) with Zr-oxo secondary building units (SBUs) were prepared by using p,p'-terphenyldicarboxylate (TPDC) bridging ligands pre-functionalized with orthogonal succinic acid (MOF-1) and maleic acid groups (MOF-2). Single-crystal X-ray structure analysis of MOF-1 provides the first direct evidence for eight-connected SBUs in UiO-type MOFs. In contrast, MOF-2 contains twelve-connected SBUs as seen in the traditional UiO MOF topology. These structural assignments were confirmed by extended X-ray absorption fine structure (EXAFS) analysis. The highly porous MOF-1 is an excellent fluorescence sensor for metal ions with the detection limit of <0.5 ppb for Mn2+ and three to four orders of magnitude greater sensitivity for metal ions than previously reported luminescent MOFs.

    Detailed lithofacies analyses of the Permian Park City Formation, in northeastern Utah and western Wyoming, reveal that it was deposited in both open and restricted continental shelf and slope environments bordering the Oquirrh and Sublett basins. The Park City and the intercalated Phosphoria Formation document the interplay between carbonate, clastic, evaporite, and organic-rich sedimentation, fluctuating sea-level and bottom water oxygenated, and oceanic upwelling. New data from the Park City and Phosphoria formations imply that paleoceanographic models for the deposition of these units must be revised. Both physical and chemical restriction, resulting from paleogeographic constraints, regressive conditions, and the decay of organic matter produced in nutrient-rich upwelled waters, were important to the development of lithofacies patterns. Evidence of restriction includes massive and bedded anhydrite deposits and calcite replaced anhydrite nodules, carbonate facies with low levels of bioturbation and significant quantities of authigenic pyrite, and laminated black, organic-rich shales indicating low oxygen conditions. Park City and Phosphoria lithofacies imply that upwelling began during regression that resulted from a glacio-eustatic drop in sea level. This was accompanied by a greater pole-to-equator temperature gradient and intensified atmospheric circulation that induced eastern ocean basin upwelling. Physical and chemical restriction of marginal Permian basins was important in the development of dysaerobic to anaerobic conditions that facilitated the preservation of organic matter.

Sustainable and cost efficient solutions need to be developed to solve this problem. This study evaluates the feasibility of using dark fermentation (DF) to convert the OFMSW to volatile fatty acids (VFAs), fertilizer and H{sub 2}. The VFAs in the DF effluent can be used directly as substrate for subsequent bioprocesses or purified from the effluent for industrial use. DF of the OFMSW in Abu Dhabi will be economically sustainable once VFA purification can be accomplished on large scale for less than 15 USD/m{sup 3}{sub effluent}. With a VFA minimum selling price of 330 USD/t{sub COD}, DF provides a competitive carbon source to sugar. Furthermore, DF is likely to use less energy than conventional processes that produce VFAs, fertilizer and H{sub 2}. This makes DF of OFMSW a promising waste treatment technology and biorefinery platform.

    the U.S. Fish and Wildlife Services (USFWS) concurring with the National Environmental Policy Act of 1969 (NEPA) It was determined that Brigham City’s Upper Hydroelectric Power Plant upgrade would have no effect to federally listed or candidate species. However Brigham City has contributed a onetime lump sum towards Bonneville cutthroat trout conservation in the Northern Bonneville Geographic Management Unit with the intention to offset any impacts from the Upper Hydro Project needed to move forward with design and construction and is sufficient for NEPA compliance. No work was done in the river or river bank. During construction, the penstock was disconnected and water was diverted through and existing system around the powerhouse and back into the water system. The penstock, which is currently a 30-inch steel pipe, would be removed and replaced with a new section of 30-inch pipe. Brigham City worked with the DOE and was awarded a new modification and the permission to proceed with Phase III of our Hydro Project in Dec. 2013; with the exception to the modification of the award for the construction phase. Brigham City developed and issued a Request for Proposal for Engineer and Design vendor. Sunrise Engineering was selected for the Design and throughout the Construction Phase of the Upper Hydroelectric Power Plant. Brigham City conducted a Kickoff Meeting with Sunrise June 28, 2013 and received a Scope of Work Brigham City along with engineering firm sent out a RFP for Turbine, Generator and Equipment for Upper Hydro. We select Turbine/Generator Equipment from Canyon Industries located in Deming, WA. DOE awarded Brigham City a new modification and the permission to proceed with Phase III Construction of our Hydro Project. Brigham City Crews removed existing turbine/generator and old equipment alone with feeder wires coming into the building basically giving Caribou Construction an empty shell to begin demolition. Brigham City contracted with Caribou Construction

Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

    The THINK city Electric Vehicle (EV) Demonstration Program Project, initiated late 2001, has been successfully completed as of April 2005. US. Partners include Federal, State and Municipal agencies as well as commercial partners. Phase I, consisting of placement of the vehicles in demonstration programs, was completed in 2002. Phase II, the monitoring of these programs was completed in 2004. Phase III, the decommissioning and/or exporting of vehicles concluded in 2005. Phase I--the Program successfully assigned 192 EV's with customers (including Hertz) in the state of California, 109 in New York (including loaner and demo vehicles), 16 in Georgia, 7 to customers outside of the US and 52 in Ford's internal operations in Dearborn Michigan for a total of 376 vehicles. The Program was the largest operating Urban EV Demonstration Project in the United States. Phase II--the monitoring of the operational fleet was ongoing and completed in 2004, and all vehicles were returned throughout 2004 and 2005. The Department of Energy (DOE) was involved with the monitoring of the New York Power Authority/THINK Clean Commute Program units through partnership with Electric Transportation Engineering Corporation (ETEC), which filed separate reports to DOE. The remainder of the field fleet was monitored through Ford's internal operations. Vehicles were retired from lease operation throughout the program for various operator reasons. Some of the vehicles were involved in re-leasing operations. At the end of the program, 376 vehicles had been involved, 372 of which were available for customer use while 4 were engineering prototype and study vehicles. Phase III--decommissioning and/or export of vehicles. In accordance with the NHTSA requirement, City vehicles could not remain in the United States past their three-year allowed program timeframe. At the end of leases, City vehicles have been decommissioned and/or exported to KamKorp in Norway.

    In order to optimize strategies to remove airborne contaminants in residences, it is necessary to determine how contaminant concentrations respond to changes in the air exchange rate. The impact of air exchange rate on the indoor concentrations of 39 target volatile organic compounds (VOCs) was assessed by measuring air exchange rates and VOC concentrations at three ventilation settings in nine residences. Active sampling methods were used for VOC concentration measurements, and passive perfluorocarbon tracer gas emitters with active sampling were used to determine the overall air exchange rate corresponding to the VOC measurements at each ventilation setting. The concentration levels and emission rates of the target VOCs varied by as much as two orders of magnitude across sites. Aldehyde and terpene compounds were typically the chemical classes with highest concentrations, followed by alkanes, aromatics, and siloxanes. For each home, VOC concentrations tended to decrease as the air exchange rate was increased, however, measurement uncertainty was significant. The indoor concentration was inversely proportional to air exchange rate for most compounds. For a subset of compounds including formaldehyde, however, the indoor concentration exhibited a non-linear dependence on the timescale for air exchange

The bikers -- some of whom are plant employees -- represent Bikers Against Child Abuse, the local nonprofit selected to receive a $5,000 donation as part of the plant's safety achievement celebration.     Lanthanide–organic frameworks based on 2,5-pyridinedicaboxylate (25p) ligand, formulated as [Yb{sub 4}(OH){sub 4}(25p){sub 4}(H{sub 2}O){sub 3}]·H{sub 2}O (25pYb), [Y{sub 4}(OH){sub 4}(25p){sub 4}(H{sub 2}O){sub 3}]·H{sub 2}O (25pY-1) and [Y{sub 6}(OH){sub 8}(25p){sub 5}(H{sub 2}O){sub 2}] (25pY-2), have been obtained as single phases under hydrothermal conditions. 25pYb and 25pY-1 are isostructural, and crystallize in the triclinic space group, P-1, with a=8.6075(5) Å, b=14.8478(7) Å, c=15.9164(9) Å, α=86.277(4)°, β=80.196(5)°, γ=81.785(4)°, and a=8.7166(6) Å, b=14.966(1) Å, c=15.966(1) Å, α=86.260(6)°, β=80.036(6)°, γ=81.599(6)°, respectively. 25pY-2 crystallizes in the monoclinic space group, P2{sub 1}/c, with a=24.9117(17) Å, b=13.7340(8) Å, c=14.3385(10) Å, β=100.551(7)°. 25pYb and 25pY-2 have been structurally characterized by single-crystal X-ray diffraction. The 25pYb structure is based on tetranuclear cubane-like [Yb{sub 4}(OH){sub 4}]{sup 8+} clusters, which are interconnected to eight neighbouring clusters through teen surrounding 25p ligands leading to neutral 3D framework, while the structure of 25pY-2 is based on two independent cuban-like [Y{sub 4}(OH){sub 4}]{sup 8+} clusters, which are joined together through Y1 cation leading to the formation of hexanuclear [Y{sub 6}(OH){sub 8}]{sup 10+} clusters, which in turn are joined via Y2 cation resulting in infinite inorganic chain extending along c-axis, and each chain is interconnected to six adjacent chains through 25p ligands leading finally to 3D framework. The luminescence properties of Eu{sup 3+} and Tb{sup 3+} doped 25pY-1 and 25pY-2 compounds have also been investigated.     The Urban Consortium (UC), created by PTI, is a network of jurisdictions with populations of over 250,000. The UC provides a platform for research and enterprise through its Energy, Environmental, Transportation, and Telecommunications and Information Task Forces. The UC provides a unique creative forum where elected and appointed officials and technical managers identify, test, and validate practical ways to improve the provision of public services and, where possible, generate new revenue opportunities. Public Technology, Inc., is the non-profit technology organization of the National League of Cities, the National Association of Counties, and the International City/County Management Association. PTI creates and advances technology-based products, services, and enterprises in cities and counties nationwide. Staffed by PTI, the UC addresses the critical needs of local governments through its Task Forces. The Urban Consortium Energy Task Force (UCETF) program has, since its inception, acted as a laboratory to develop, test solutions and share the resulting products or management approaches with the wider audience of local governments. It has addressed the overlap between energy and environment and economic development policy issues, and, is the nation's most extensive cooperative local government program to improve energy management and decision-making through applied research and technology cooperation. Proposals to meet the specific objectives of the UCETF annual R and D program are solicited from major urban jurisdictions. Projects based on these proposals are then selected by the UCETF for direct conduct and management by staff of city and county governments. Projects selected for each year's program are organized in thematic units to assure effective management and ongoing peer-to-peer experience exchange, with results documented at the end of each program year.

    Pollution and health risks generated by improper solid waste management are important issues concerning environmental management in developing countries. In most cities, the use of open dumps is common for the disposal of wastes, resulting in soil and water resource contamination by leachate in addition to odors and fires. Solid waste management infrastructure and services in developing countries are far from achieving basic standards in terms of hygiene and efficient collection and disposal. This paper presents an overview of current municipal solid waste management in Rasht city, Gilan Province, Iran, and provides recommendations for system improvement. The collected data of different MSW functional elements were based on data from questionnaires, visual observations of the authors, available reports and several interviews and meetings with responsible persons. Due to an increase in population and changes in lifestyle, the quantity and quality of MSW in Rasht city has changed. Lack of resources, infrastructure, suitable planning, leadership, and public awareness are the main challenges of MSW management of Rasht city. However, the present situation of solid waste management in this city, which generates more than 400 tons/d, has been improved since the establishment of an organization responsible only for solid waste management. Source separation of wastes and construction of a composting plant are the two main activities of the Rasht Municipality in recent years.

    This report documents the results of the routine environmental audit of the Kansas City Plant, Kansas City, Missouri. During this audit the activities the audit team conducted included reviews of internal documents and reports from previous audits and assessments; interviews with U.S. Department of Energy (DOE) and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted October 24-November 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} establishes the mission of EH-24, which is to provide comprehensive, independent oversight of Department-wide environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment. EH-24 accomplishes its mission by conducting systematic and periodic evaluations of the Department`s environmental programs within line organizations and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations. The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

With the valve closed, the mass spectrometer is evacuated with one or more pumps. The O-ring seal is placed against a surface to be tested and the vacuum valve is opened. Data is collected from the mass spectrometer and a portable computer provides contamination analysis. The CAU can be used to decontaminate and decommission hazardous and radioactive surface by measuring residual hazardous surface contamination, such as tritium and trace organics It provides surface contamination data for research and development applications as well as real-time process control feedback for industrial cleaning operations and can be used to determine the readiness of a surface to accept bonding or coatings.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.
