To know more about what this interaction means for the climate, the Carbonaceous Aerosol and Radiative Effects Study, or CARES, field campaign was designed in 2010. The sampling strategy during CARES was coordinated with CalNex 2010, another major field campaign that was planned in California in 2010 by the California Air Resources Board (CARB), the National Oceanic and Atmospheric Administration (NOAA), and the California Energy Commission (CEC). "We found two things. When urban pollution mixes with forest pollutions we get more secondary organic aerosols," said Rahul Zaveri, FCSD scientist and project lead on CARES. "SOAs are thought to be formed primarily from forest emissions but only when they interact with urban emissions. The data is saying that there will be climate cooling over the central California valley because of these interactions." Knowledge gained from detailed analyses of data gathered during the CARES campaign, together with laboratory experiments, is being used to improve existing climate models.

    This paper reviews current knowledge of biogeochemical cycles of pollutant organic chemicals in aquatic ecosystems with a focus on coastal ecosystems. There is a bias toward discussng chemkal and geochemical aspects ofbiogeochemical cycles and an emphasis on hydrophobic organic compounds such as polynuckar aromatic hydrocarbons, polychlorinated biphenyls, and chlorinated organic compounds used as pesticides. The complexity of mixtures of pollutant organic compounds, their various modes of entering ecosystems, and their physical chemical forms are discussed. Important factors that influence bioavailability and disposition (e.g., organism-water partitioning, uptake via food, food meb transfer) are reviewed. These factors include solubilities of chemicals; partitioning of chemicals between solid surfaces, colloids, and soluble phases; variables rates of sorption, desorption; and physiological status of organism. It appears that more emphasis on considering food as a source of uptake and bioaccumulation is important in benthic and epibenthic ecosystems when sediment-associated pollutants are a nt source of input to an aquatic ecosystem. Progress with mathematical models for exposure and uptake of contaminant chemicals is discussed briefly.

    A study was commissioned by the Energy Conservation and Utilization Technologies (ECUT) Program of the US Department of Energy (DOE) to better understand the strategies used for cooperative and joint-venture research and development (R D) overseas. The study evaluates the organization and management of several different types of cooperative R D programs in Japan that are sponsored under the Ministry of International Trade and Industry (MITI) Program, Exploratory Research for Advanced Technology (ERATO) Program, and the Key Technology Center (KTC) Program. The ERATO Program grew out of a concern over revising the government's approach to supporting research and technology development. The program was initiated to address what was regarded as a lack of creativity in areas at the forefront of science. The program recruits young researchers and allows them flexibility to explore multi-disciplinary areas at the forefront of science. It has been organized to allow for individual creativity but at the same time to benefit from the combined knowledge of an assembly of researchers. Because the plan is such a radical departure from conventional Japanese philosophy, it has met with certain bureaucratic obstacles. Visits to four ERATO projects are described. The third program, the KTC Program, focuses on getting private firms to venture into risky areas of advanced technology to pave the way for future industries. Its goal is to encourage a shift of resources in the private sector toward areas that are considered essential for the competitive development of future industries. The principal philosophy behind the KTC is that the private sector is in the best position to identify promising technical challenges and to weigh their commercial potential against research uncertainties. Three KTC research joint ventures are briefly described. 13 refs., 9 figs., 35 tabs.

    In this work, we study properties of texts from the perspective of complex network theory. Words in given texts are linked by co-occurrence and transformed into networks, and we observe that these display topological properties common to other complex systems. However, there are some properties that seem to be exclusive to texts; many of these properties depend on the frequency of words in the text, while others seem to be strictly determined by the grammar. Precisely, these properties allow for a categorization of texts as either with a sense and others encoded or senseless.

    An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements. Other than the high temperature programs very few of the tribology projects accomplish energy related objectives.

    As part of Lawrence Berkeley Laboratory's (LBL) technical assistance to the Sustainable City Project, the issue of DSM bidding was examined as a possible option for local government. The recent interest and activity in DSM bidding around the country presents an opportunity for local government. Potential benefits for local government include increased installation of energy efficiency measures in municipal facilities and in the community, economic development, an additional source of revenue to help pay for municipal programs (including additional conservation efforts), and an enhanced local image. Local government will most likely participate in DSM bidding as a customer or as a client of an energy service company (ESCO). The exact role will depend on local government's response to key issues associated with DSM bidding, such as performance guarantees, quality assurance procedures (measuring savings and providing financial security), and the administrative burden. In addition, local government will have to weigh the advantages and disadvantages of working with an ESCO. While local government has not yet participated in DSM bidding, local government is in a unique position to take advantage of energy efficiency opportunities as owner-operators of municipal facilities which consume significant amounts of energy, planners and regulators of new development, and general providers of services and assistance to their communities. Furthermore, local governments have lower risks (in terms of program success) than small businesses, and local governments' credibility and experience in dealing with customers may reduce high transaction costs associated with DSM bidding. Despite these advantages, local governments should take a cautious approach in participating in DSM bidding processes, and should carefully examine other strategies for promoting energy efficiency (including participation in conventional utility programs) prior to participating in DSM bidding.

    The U.S.Refining Industry is facing hard times. Slow growth, tough environmental regulations, and fierce competition - especially in retail gasoline - have squeezed margins and prompted a series of mergers and acquisitions. The trend has affected the smallest and largest players, and a series of transactions over the past two years has created a new industry lineup. Among the larger companies, Mobil and Amoco are the latest to consider a refining merger. That follows recent plans by Ashland and Marathon to merge their refining businesses, and the decision by Shell, Texaco, and Saudi Aramco to combine some U.S. operations. Many of the leading independent refiners have increased their scale by acquiring refinery capacity. With refining still in the doldrums, more independents are taking a closer look at boosting production of petrochemicals, which offer high growth and, usually, better margins. That is being helped by the shift to refinery processes that favor the increased production of light olefins for alkylation and the removal of aromatics, providing opportunity to extract these materials for the petrochemical market. 5 figs., 3 tabs.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Integrated services and incentive contracts helped deliver an onshore horizontal gas well ahead of schedule. Elf Petroland BV's Harlingen 8 well in Holland was drilled and completed in 26 days, instead of the 33 days planned. Incentive bonuses were awarded, and the gas well began production early. Elf Petroland used one supplier to coordinate service operations and make rig site operations more efficient. The streamlined organization on site improved communication and simplified administration and logistics. Rig site problems were addressed quickly, and solutions implemented effectively because of the integrated-services structure. The paper discusses the organizational plan and how it was carried out.

    There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

    This paper presents an analysis of how the US government responded to the concern in the 1980`s that US companies were experiencing problems of competitiveness in international markets. By the mid 1980`s there was great and growing concern throughout the US that US companies were experiencing difficulties in international competition. Pressure on Congress to take action came from constituents seeking jobs and companies that would directly benefit (this usually means receive public money) from programs that Congress might initiate. The fact that most constituent calls to Congress were about job creation was lost in the on-rush of R&D performers seeking funds for their favorite R&D project. In response, Congress created the Advanced Technology Program, the Technology Transfer Initiative, and the Technology Reinvestment Project, expanded the responsibilities of ARPA/DARPA, increased funding for the Small Business Initiative, expanded the Manufacturing Extension Partnership, funded SEMATECH, and increased NSF funding for basic research at universities. Many of these programs were later criticized for being industrial welfare and several were cut-back or stopped. Retrospective analysis shows that few of these programs addressed the root cause of competitiveness difficulties. In fact, by the time most of these programs were in place, US companies were well on their way to correcting their competitiveness problems. In addition, few were relevant to companies` often expressed concerns about workforce training, regulatory costs, and access to foreign markets. Twenty percent reductions in health care costs, regulatory costs, and education costs could annually pump $500 billion into the US economy and make companies operating in the US much more competitive in international markets.

    This paper identifies business models and six management principles that can be applied by a nonproliferation organization to maximize the value and effectiveness of its products. The organizations responsible for reducing the nuclear proliferation threat have experienced a substantial growth in responsibility and visibility since the September 11 attacks. Since then, the international community has witnessed revelations of clandestine nuclear facilities, nuclear black markets, periodic nuclear tests, and a resurgence of interest by countries worldwide in developing nuclear capabilities. The security environment will likely continue to evolve in unexpected ways since most of the proliferation threats with which the world will be forced to contend remain unforeseen. To better prepare for and respond to this evolving security environment, many nonproliferation organizations are interested in finding new or better ways to increase the effectiveness and efficiency of their operations. Of course, all organizations, whether they are market driven or non-profit, must operate effectively and efficiently if they are to succeed. Indeed, as this study demonstrates, many of the management principles that this study recommends can help all organizations succeed. However, this study pays particular attention to nonproliferation organizations because of the mission they are responsible for fulfilling. Nonproliferation organizations, including nonproliferation programs that operate within a larger national security organization, are responsible for reducing the threat of nuclear, chemical and biological weapons. These organizations have an enduring mandate from the public and the international community not to fail in the completion of their mission for failure could have detrimental impacts on international security, public health and the environment. Moreover, the public expects nonproliferation organizations and programs to fulfill their mission, even when resources are limited. They are expected to anticipate and react quickly to prevent a potential threat while staying accountable to their public stakeholders, many of whom remain unaware of the very threats the organization is trying to address. When budgets are flush, it is easy to believe that money will solve all problems; but during times of economic hardship, managers must rely on creative and cost-effective management approaches to implement their missions. Fortunately, managers of nonproliferation organizations can draw on a wealth of research on organizational design and culture to help them identify the management strategies most appropriate for them. Such research can help nonproliferation managers think about their own organizational structures and cultures and adapt accepted management principles to their unique organizational mission. This analytical process is not straight forward, as some managers may find themselves taking risks that others might not take, such as making ostensibly risky investments for the common good, or supporting creative thinking to help mission accomplishment. Some management principles that are relatively straightforward for other organizations may be difficult to envision and implement in a nonproliferation organization. Therefore, the goal of this study is to help nonproliferation managers identify management principles that can be implemented in a nonproliferation organization and, in the process, help maximize the value of the organization's products and effectiveness of its mission.

    This article describes how delta-current admittance relays detect severe power system disturbances and initiate a power reduction signal on the dc transmission system to help stabilize the integrated ac/HVDC transmission system. It is always desirable to transmit as much power as possible over major transmission line interconnections, and the 500 kV line linking Manitoba in Canada to Minnesota in the US is a good example. A static var system (SVS) is part of this strategy. Note the southern end of an HVDC line through which the power is delivered from northern hydro-electric generation. The ability to quickly control dc-delivered power combined with the complication of SVS switching and the installation of series capacitors has led to special circumstances requiring an unusual approach to maintenance of system stability. The availability of a new protection-oriented computing platform has made the required algorithms feasible.

In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context.     Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

    This panel presents information on four approaches to energy-efficient procurement: the Federal Procurement Challenge, the Energy-Efficient Procurement Collaborative, the ENERGY STAR program, and Green Seal. To provide a context for these presentations, the authors present an overview and background on the significance of and recent trends in government procurement. In the United States, the combined annual expenditures by the Federal government for energy-consuming equipment and appliances have been estimated at $10-$20 billion. The Energy Policy Act of 1992 and Executive Order 12902 direct Federal agencies to exercise leadership as the world`s largest customer to promote the purchase of energy-efficient, renewable energy, and water conserving products. The Department of Energy`s Federal Energy Management Program, through the Federal Procurement Challenge, offers Federal agencies the opportunity to coordinate these purchasing activities through a broad-based program that also links efforts at the Federal level with state and local purchasing. The Challenge is designed to use the buying power of the Federal government to: support and expand markets for today`s `best practice` energy-efficient, renewable energy, and water-conserving products; create new entry markets for advanced energy-saving technologies and products; and lower the cost of efficient products for all consumers by providing a large, reliable market. Other program objectives include: reducing operating costs for Federal agencies; reducing Federal energy use and greenhouse gas emissions; and providing a model for other levels of government, corporate, and institutional purchasers. Purchases of energy-related products by state and local governments are estimated at 3-4 times those of the entire Federal market. The multi-state Energy-Efficient Procurement Collaborative affords state and local governments the opportunity to share information and technical information on energy-efficient purchasing.

    Organic Photovoltaics (OPVs) recently attained power conversion efficiencies that are of interest for commercial production. Consequently, one of the most important unsolved issues facing a new industry is understanding what governs lifetime in organic devices and discovering solutions to mitigate degradation mechanisms. Historically, the active organic components are considered vulnerable to photo-oxidation and represent the primary degradation channel. However, we present several (shelf life and light soaking) studies pointing the relative stability of the active layers and instabilities in commonly used electrode materials. We show that engineering of the hole/electron layer at the electrode can lead to environmentally stable devices even without encapsulation.

    Under the Superfund Amendments and Reauthorization Act (SARA), section 123 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), Congress enacted the Local Governments Reimbursement (LGR) Program. The program`s goal is to provide financial relief to local governments that conduct emergency measures in response to releases or threats of releases of hazardous substances, pollutants, or contaminants. The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. This paper highlights the features of this program, illustrates the types of incidents that have been awarded reimbursement, and describes common mistakes to be avoided when applying for reimbursement.

    The US-Russian Government-to-Government Program of Cooperation on Nuclear Material Protection, Control, and Accounting (MPC&A) evolved from the Nunn-Lugar Cooperative Threat Reduction Program. In 1995, the US Department of Energy (DOE) assumed responsibility as the executive agent for implementation of the Government-to-Government MPC&A Program, followed by the programmatic responsibility for funding. The Russian Program initially emphasized limited exchanges, demonstrations, and upgrades at low-enriched uranium (LEU) fuel fabrication facility at Elektrostal in 1994. The program has expanded to include upgrades at nuclear facilities across Russia, development of the Russian Methodological Training Center (RMTC) in Obninsk; and cooperation with Gosatomnadzor, the Russian Federal Nuclear Radiation and Safety Authority. This paper describes the overall program including program objectives, approach, and US-Russian participation, with an emphasis on DOE-GAN cooperation.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    Formed in 1960, the Organization of the Petroleum Exporting Countries (OPEC) became a key participant in the international oil industry after the so-called oil shock in the early 1970s. OPEC's power in world trade increased tremendously during the 1970s and, as oil prices skyrocketed, literature on OPEC proliferated. Although OPEC's demise has often been predicted since its creation; it has, however, endured. Thus study examines OPEC from distinct vantage points: those of regime theory, oligopoly models, and cartel theory. The aim is to gain insight into the activities of the organization as a whole and in terms of the behavior of one of its members, the Government of Nigeria. The objective is to ascertain which of these theories, or aspects of the theories, best describes OPEC's activities and Nigeria's actions as a member. The review of OPEC and Nigeria's role in its demonstrates that OPEC is difficult to classify. It is more than anything, a fluid coalition of Third World countries seeking to improve their national economies by ensuring better prices for crude oil, their chief export product; and helping other Third World countries focus global awareness on the chronic political and economic inequities in the international system. Therefore, OPEC and Nigeria's role is best explained by coalition theory.

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    Governance models for the International Linear Collider Project are examined in the light of experience from similar international projects around the world. Recommendations for one path which could be followed to realize the ILC successfully are outlined. The International Linear Collider (ILC) is a unique endeavour in particle physics; fully international from the outset, it has no 'host laboratory' to provide infrastructure and support. The realization of this project therefore presents unique challenges, in scientific, technical and political arenas. This document outlines the main questions that need to be answered if the ILC is to become a reality. It describes the methodology used to harness the wisdom displayed and lessons learned from current and previous large international projects. From this basis, it suggests both general principles and outlines a specific model to realize the ILC. It recognizes that there is no unique model for such a laboratory and that there are often several solutions to a particular problem. Nevertheless it proposes concrete solutions that the authors believe are currently the best choices in order to stimulate discussion and catalyze proposals as to how to bring the ILC project to fruition. The ILC Laboratory would be set up by international treaty and be governed by a strong Council to whom a Director General and an associated Directorate would report. Council would empower the Director General to give strong management to the project. It would take its decisions in a timely manner, giving appropriate weight to the financial contributions of the member states. The ILC Laboratory would be set up for a fixed term, capable of extension by agreement of all the partners. The construction of the machine would be based on a Work Breakdown Structure and value engineering and would have a common cash fund sufficiently large to allow the management flexibility to optimize the project's construction. Appropriate contingency, clearly apportioned at both a national and global level, is essential if the project is to be realised. Finally, models for running costs and decommissioning at the conclusion of the ILC project are proposed. This document represents an interim report of the bodies and individuals studying these questions inside the structure set up and supervised by the International Committee for Future Accelerators (ICFA). It represents a request for comment to the international community in all relevant disciplines, scientific, technical and most importantly, political. Many areas require further study and some, in particular the site selection process, have not yet progressed sufficiently to be addressed in detail in this document. Discussion raised by this document will be vital in framing the final proposals due to be published in 2012 in the Technical Design Report being prepared by the Global Design Effort of the ILC.

The US can and should play a role in helping the Commonwealth of Independent States repair decades of damage caused by Cold War-driven industrial and nuclear development. This report describes some of the region`s most serious environmental problems and their potential to spread throughout the affected areas to neighboring countries. It provides an overview of the emerging environmental component of the US. National Security Strategy first proposed by President Bush. Finally, it describes an ambitious proposal to implement geographic information system (GIS) technology as a means of helping the former Soviet Union identify and monitor existing and potential environmental hazards. The ability to locate, analyze, and track existing damage reliably, as a prelude to predicting potential threats, is a necessary first step in developing a viable strategy to protect environmental, economic, and social resources, both in the former Soviet Union and world-wide.

    The Hydrogen Technologies and Systems Center (HTSC) at the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) uses a systems engineering and integration approach to hydrogen research and development to help the United States make the transition to a new energy future - a future built on diverse and abundant domestic renewable resources and integrated hydrogen systems. Research focuses on renewable hydrogen production, delivery, and storage; fuel cells and fuel cell manufacturing; technology validation; safety, codes, and standards; analysis; education; and market transformation. Hydrogen can be used in fuel cells to power vehicles and to provide electricity and heat for homes and offices.     Comprehensive petrologic study of 136 thin sections of the Ohio Shale along Lake Erie, when combined with detailed stratigraphic study, helps explain the occurrence of its gas shows, most of which occur in the silty, greenish-gray, organic poor Chagrin Shale and Three Lick Bed. Both have thicker siltstone laminae and more siltstone beds than other members of the Ohio Shale and both units also contain more clayshales. The source of the gas in the Chagrin Shale and Three Lick Bed of the Ohio Shale is believed to be the bituminous-rich shales of the middle and lower parts of the underlying Huron Member of the Ohio Shale. Eleven petrographic types were recognized and extended descriptions are provided of the major ones - claystones, clayshales, mudshales, and bituminous shales plus laminated and unlaminated siltstones and very minor marlstones and sandstones. In addition three major types of lamination were identified and studied.     At the request of Area Completion Projects (ACP) in support of the 488-4D Landfill closure, the Savannah River National Laboratory (SRNL) has performed Hydrologic Evaluation of Landfill Performance (HELP) modeling of the planned 488-4D Ash Landfill closure cap to ensure that the South Carolina Department of Health and Environmental Control (SCDHEC) limit of no more than 12 inches of head on top of the barrier layer (saturated hydraulic conductivity of no more than 1.0E-05 cm/s) in association with a 25-year, 24-hour storm event is not projected to be exceeded. Based upon Weber 1998 a 25-year, 24-hour storm event at the Savannah River Site (SRS) is 6.1 inches. The results of the HELP modeling indicate that the greatest peak daily head on top of the barrier layer (i.e. geosynthetic clay liner (GCL) or high density polyethylene (HDPE) geomembrane) for any of the runs made was 0.079 inches associated with a peak daily precipitation of 6.16 inches. This is well below the SCDHEC limit of 12 inches.

    The current trend of industrialization and urbanization in developing nations has a huge impact on anthropogenic and natural ecosystems. Pollution sources increase with the expansion of cities and cause contamination of water, air and soil. The absence of urban environmental planning and management strategies has resulted in greater concern for future urban development. This paper advocates the adoption of strategic environmental assessment (SEA) as a means to achieve sustainable development in developing countries. It investigates project-level environmental impact assessment (EIA) and its limitations. The exploration of SEA and its features are addressed. The effective implementation of SEA can create a roadmap for sustainable development. In many developing countries, the lack of transparency and accountability and ineffective public participation in the development of the policy, plan and program (PPP) would be mitigated by the SEA process. Moreover, the proactive and broadly based characteristics of SEA would benefit the institutional development of the PPP process, which is rarely experienced in many developing countries. The paper also explores the prospects for SEA and its guiding principles in developing countries. Finally, the paper calls for a coordinated effort between all government, nongovernment and international organizations involved with PPPs to enable developing countries to pursue a path of sustainable development through the development and application of strategic environmental assessment.

    Recent experiments showing scaling of the intrachromosomal contact probability, $P(s)\\sim s^{-1}$ with the genomic distance $s$, are interpreted to mean a self-similar fractal-like chromosome organization. However, scaling of $P(s)$ varies across organisms, requiring an explanation. We illustrate that dynamical arrest in a highly confined space as a discriminating marker for genome organization, by modeling chromosome inside a nucleus as a self-avoiding homopolymer confined to a sphere of varying sizes. Brownian dynamics simulations show that the chain dynamics slows down as the polymer volume fraction ($\\phi$) inside the confinement approaches a critical value $\\phi_c$. Using finite size scaling analysis, we determine $\\phi_c^{\\infty}\\approx 0.44$ for a sufficiently long polymer ($N\\gg 1$). Our study shows that the onset of glassy dynamics is the reason for the formation of segregated organization in human chromosomes ($N\\approx 3\\times 10^9$, $\\phi\\gtrsim\\phi_c^{\\infty}$), whereas chromosomes of budding yeast ($N\\approx 1.2\\times 10^7$, $\\phi<\\phi_c^{\\infty}$) are equilibrated with no clear signature of such organization.

    The quality of governance of institutions, corporations and countries depends on the ability of efficient decision making within the respective boards or cabinets. Opinion formation processes within groups are size dependent. It is often argued - as now e.g. in the discussion of the future size of the European Commission - that decision making bodies of a size beyond 20 become strongly inefficient. We report empirical evidence that the performance of national governments declines with increasing membership and undergoes a qualitative change in behavior at a particular group size. We use recent UNDP, World Bank and CIA data on overall government efficacy, i.e. stability, the quality of policy formulation as well as human development indices of individual countries and relate it to the country's cabinet size. We are able to understand our findings through a simple physical model of opinion dynamics in groups.

    Liquid biofuels can provide a substitute for fossil fuels in the transportation sector. Many countries have mandated the use of biofuels, by creating targets for their use. If not implemented with care, however, actions that increase biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, and exacerbate degradation of land, forest, and water sources. A strong global biofuels industry will not emerge unless these environmental and social concerns are addressed. Interested parties around the world are actively debating the design and implementation of policies to meet the biofuel goals, particularly those established in the United States and Europe. In general, policy options for managing the potential risks and benefits of biofuel development should specify not only clear standards governing biofuel content and production processes, but also certification processes for verifying whether particular biofuels meet those standards, and specific metrics or indicators on which to base the certification. Historically, many standards in the energy and environment fields have ultimately been set or supported by governments. Many of the certification processes have been voluntary, carried out by independent third parties. The biofuels case is a young one, however, with questions of goals, standards, certification, and metrics still in interdependent flux. The workshop focused its discussions on certification issues, but found the discussions naturally reaching into ongoing debates regarding possible goals, standards, and metrics. Many countries are proposing that for a biofuel to qualify as contributing to government-mandated targets or goals, it must be certified to meet certain standards. These standards could be limited to the amount of GHG emitted in the production process or could include a number of other environmental sustainability concerns ranging from deforestation and biodiversity to water resources. While the threat to both forests and food supplies from increased biofuel production is real, it is not clear that setting broad sustainability standards and then requiring sellers to certify that all of those standards have been met is the best way to address these interconnected problems. In particular, if too many standards and related certification requirements are put in place too soon, this could constrain the development of a global biofuels market. In contrast, certification targeted at a specific and limited set of problems and designed with the flexibility to adjust to changes in policies and programs can enhance the public's acceptance of the biofuel option while protecting key social and environmental goals. A second set of questions revolves around the locus of responsibility for certifying whether biofuel production meets sustainability targets. Should the biofuel processing firms, third parties, or governments be responsible for certifying the production of biofuels? This question also elicited significant discussion. While it could be easier to have individual country governments assume the certification of production responsibility, some governments may not have the capacity to implement an effective certification process. Production facilities that comply with international standards should not be kept out of the market because of their government's inability to manage the process. The possible contribution to effective certification of third party organizations or public-private partnerships should not be underestimated.

    Recent experiments showing scaling of the intrachromosomal contact probability, $P(s)\\sim s^{-1}$ with the genomic distance $s$, are interpreted to mean a self-similar fractal-like chromosome organization. However, scaling of $P(s)$ varies across organisms, requiring an explanation. We illustrate that dynamical arrest in a highly confined space as a discriminating marker for genome organization, by modeling chromosome inside a nucleus as a self-avoiding homopolymer confined to a sphere of varying sizes. Brownian dynamics simulations show that the chain dynamics slows down as the polymer volume fraction ($\\phi$) inside the confinement approaches a critical value $\\phi_c$. Using finite size scaling analysis, we determine $\\phi_c^{\\infty}\\approx 0.44$ for a sufficiently long polymer ($N\\gg 1$).
