    A solution to part of the energy problem in New England is SOLAR, WIND, hydroelectric power or even aquaphors in the form of SUSTAINABLE ENERGY. New Englander's have been a self-reliant people for generations. We also take pride in our natural resources and the beauty and calm that nature brings to man kind. Preserving it is of utmost importance. Fossil fuels are LIMITED and causing pollution to our beautiful planet. Energy is however critical in today's world. I think most of us would prefer to do the right thing for nature and stay away from fossil fuels and move toward sustainable energy sources. The problem is creating sustainable energy at this time is rather costly to landowners. If the government could assist with the cost of installing private sustainable energy sources (ie solar panels) to individual homeowners I believe many people in NE would take advantage of this. A good place to start would be with state funded fuel assistance programs. These programs do a good job of helping people heat their homes, but unfortunately, with the current focus on fossil fuels we are only adding to the problem. I think if these programs could provide funding for solar panels, windmills and or hydroelectric power to individuals it would solve the problem of energy here. I think this would also be very helpful to the many New Englanders that live "off the beaten" path. This way providing funds for individual homes would take away the need to "pipe" or "truck" traditional fossil fuels to the thousands of people living in the country side. So instead of spending money to build more pipelines and truck more fossil fuels here, use that money to help homeowners create a self-sustaining source of energy for their homes. This would also stimulate the local economy and provide jobs for installation companies. Tracey Alden

    The Alden turbine was developed through the U.S. Department of Energy's (DOE's) former Advanced Hydro Turbine Systems Program (1994-2006) and, more recently, through the Electric Power Research Institute (EPRI) and the DOE's Wind & Water Power Program. The primary goal of the engineering study described here was to provide a commercially competitive turbine design that would yield fish passage survival rates comparable to or better than the survival rates of bypassing or spilling flow. Although the turbine design was performed for site conditions corresponding to 92 ft (28 m) net head and a discharge of 1500 cfs (42.5 cms), the design can be modified for additional sites with differing operating conditions. During the turbine development, design modifications were identified for the spiral case, distributor (stay vanes and wicket gates), runner, and draft tube to improve turbine performance while maintaining features for high fish passage survival. Computational results for pressure change rates and shear within the runner passage were similar in the original and final turbine geometries, while predicted minimum pressures were higher for the final turbine. The final turbine geometry and resulting flow environments are expected to further enhance the fish passage characteristics of the turbine. Computational results for the final design were shown to improve turbine efficiencies by over 6% at the selected operating condition when compared to the original concept. Prior to the release of the hydraulic components for model fabrication, finite element analysis calculations were conducted for the stay vanes, wicket gates, and runner to verify that structural design criteria for stress and deflections were met. A physical model of the turbine was manufactured and tested with data collected for power and efficiency, cavitation limits, runaway speed, axial and radial thrust, pressure pulsations, and wicket gate torque.     This report summarizes current research needs relating to oil shale utilization which might also provide new insight into the organic geochemistry of the Green River formation. There are two general topics which cross boundaries and are particularly worthy of emphasis. The first is a study of changes in the kerogen structure and biological markers with depth and location, and how these changes affect the pyrolysis products. This information would be particularly useful to the retort diagnostic methods. It might also lead to a better chemical reaction model of diagenesis and metagenesis. The second is a study of the heteroatom chemistry of the kerogen and how it relates to mineral matter and trace metals. This would be useful not only to present utilization methods, but also might suggest new nonthermal methods of organic materials recovery.

    IMPACCT Project: LBNL is developing a method for identifying the best metal organic frameworks for use in capturing CO2 from the flue gas of coal-fired power plants. Metal organic frameworks are porous, crystalline compounds that, based on their chemical structure, vary considerably in terms of their capacity to grab hold of passing CO2 molecules and their ability to withstand the harsh conditions found in the gas exhaust of coal-fired power plants. Owing primarily to their high tunability, metal organic frameworks can have an incredibly wide range of different chemical and physical properties, so identifying the best to use for CO2 capture and storage can be a difficult task. LBNL uses high-throughput instrumentation to analyze nearly 100 materials at a time, screening them for the characteristics that optimize their ability to selectively adsorb CO2 from coal exhaust. Their work will identify the most promising frameworks and accelerate their large-scale commercial development to benefit further research into reducing the cost of CO2 capture and storage.

    Organotypic three-dimensional (3D) cell culture models have the potential to act as surrogate tissues in vitro, both for basic research and for drug discovery/toxicology. 3D cultures maintain not only 3D architecture but also cell-cell and cell extracellular matrix interactions, particularly when grown in cysts or spheroids. Characterization of cell cultures grown in 3D formats, however, provides a significant challenge for cell biologists due to the incompatibility of these structures with commonly found optical or electronic monitoring systems. Electronic impedance spectroscopy is a cell culture monitoring technique with great potential; however, it has not been possible to integrate 3D cultures with commercially available systems to date. Cyst-like 3D cultures are particularly challenging due to their small size and difficulty in manipulation. Herein, we demonstrate isolation of cyst-like 3D cultures by capillarity and subsequent integration with the organic electrochemical transistor for monitoring the integrity of these structures. We show not only that this versatile device can be adapted to the cyst format for measuring resistance and, therefore, the quality of the cysts, but also can be used for quantitative monitoring of the effect of toxic compounds on cells in a 3D format. The ability to quantitatively predict effects of drugs on 3D cultures in vitro has large future potential for the fields of drug discovery and toxicology.

    I am highly opposed to the idea of more Natural Gas or Oil infrastructure in this country. We MUST move away from fossil fuels for the environment, the economy, and the health of our citizens. Continued funding for solar and wind related projects should be encouraged, especially to the individual homeowner. Fuel assistance programs should also be offering alternative energy options to those that rely on these programs for heat and electricity instead of continuing to support the current fossil fuel infrastructure.

  17. Government-promoted collective research and development in Japan: Analyses of the organization through case studies

    A study was commissioned by the Energy Conservation and Utilization Technologies (ECUT) Program of the US Department of Energy (DOE) to better understand the strategies used for cooperative and joint-venture research and development (R D) overseas. The study evaluates the organization and management of several different types of cooperative R D programs in Japan that are sponsored under the Ministry of International Trade and Industry (MITI) Program, Exploratory Research for Advanced Technology (ERATO) Program, and the Key Technology Center (KTC) Program. The ERATO Program grew out of a concern over revising the government's approach to supporting research and technology development. The program was initiated to address what was regarded as a lack of creativity in areas at the forefront of science. The program recruits young researchers and allows them flexibility to explore multi-disciplinary areas at the forefront of science. It has been organized to allow for individual creativity but at the same time to benefit from the combined knowledge of an assembly of researchers. Because the plan is such a radical departure from conventional Japanese philosophy, it has met with certain bureaucratic obstacles. Visits to four ERATO projects are described. The third program, the KTC Program, focuses on getting private firms to venture into risky areas of advanced technology to pave the way for future industries. Its goal is to encourage a shift of resources in the private sector toward areas that are considered essential for the competitive development of future industries. The principal philosophy behind the KTC is that the private sector is in the best position to identify promising technical challenges and to weigh their commercial potential against research uncertainties. Three KTC research joint ventures are briefly described. 13 refs., 9 figs., 35 tabs.

    The schedule of the workshop shows its organization. After a series of overview presentations, the participants were divided - according to their interests - into three subgroups to consider the exploration, exploitation, and environmental impact problems associated with the production and utilization of natural and synthetic carbonaceous fuels. As a result of these concentrated deliberations, each subgroup evolved a general recommendation and a series of specific recommendations for their particular topic. These are recapitulated, followed by a policy statement resulting from consideration of a means to implement basic research in organic geochemistry, and the subgroup reports. Separate abstracts have been prepared for the papers which are in the appendix of this report for inclusion in the Energy Data Base.

    This CRADA will develop improved thin film organic solar cells using a new n-type semiconducting polymer. High efficiency photovoltaics (PVs) based on inorganic semiconductors have good efficiencies (up to 30%) but are extremely expensive to manufacture. Organic PV technology has the potential to overcome this problem through the use of high-throughput production methods like reel-to-reel printing on flexible substrates. Unfortunately, today's best organic PVs have only a few percent efficiency, a number that is insufficient for virtually all commercial applications. The limited choice of stable n-type (acceptor) organic semiconductor materials is one of the key factors that prevent the further improvement of organic PVs. TDA Research, Inc. (TDA) previously developed a new class of electron-deficient (n-type) conjugated polymers for use in organic light emitting diodes (OLEDs). During this project TDA in collaboration with the National Renewable Energy Laboratory (NREL) will incorporate these electron-deficient polymers into organic photovoltaics and investigate their performance. TDA Research, Inc. (TDA) is developing new materials and polymers to improve the performance of organic solar cells. Materials being developed at TDA include spin coated transparent conductors, charge injection layers, fullerene derivatives, electron-deficient polymers, and three-phase (fullerene/polythiophene/dye) active layer inks.

    The National Institute for Petroleum and Energy Research (NIPER) resulted from efforts by the Department of Energy (DOE) to ensure the continuity of the unique energy research capabilities that had been developed at the Bartlesville Energy Technology Center (BETC) over the past 65 years. This was accomplished by a Cooperative Agreement between DOE and IIT Research Institute (IITRI). The agreement to operate NIPER for the five fiscal years 1984-88 became effective October 1, 1983. The NIPER Annual Research Plan for 1983-84 consists of eight projects in the Base Program and 13 projects in the Optional Program. A sampling of potential Work for Others projects is also presented. The Base Program consists of five EOR and three Fundamental Petroleum Chemistry projects. The Optional Program has three EOR projects, one Unconventional Gas Recovery project, five APT projects, and four Advanced Utilization Research projects.

  2. Research on the electronic and optical properties of polymer and other organic molecular thin films

    The main goal of the work is to find materials and methods of optimization of organic layered electroluminescent cells and to study such properties of polymers and other organic materials that can be used in various opto-electronic devices. The summary of results obtained during the first year of work is presented. They are: (1) the possibility to produce electroluminescent cells using a vacuum deposition photoresist technology for commercial photoresists has been demonstrated; (2) the idea to replace the polyaryl polymers by other polymers with weaker hole conductivity for optimization of electroluminescent cells with ITO-Al electrodes has been suggested. The goal is to obtain amorphous processable thin films of radiative recombination layers in electroluminescent devices; (3) procedures of preparation of high-quality vacuum-deposited poly (p-phenylene) (PPP) films on various substrates have been developed; (4) it was found for the first time that the fluorescence intensity of PPP films depends on the degree of polymerization; (5) the role of interfaces between organic compounds, on one side, and metals or semiconductors, on the other side, has been studied and quenching of the fluorescence caused by semiconductor layer in thin sandwiches has been observed; (6) studies of the dynamics of photoexcitations revealed the exciton self-trapping in quasi-one-dimensional aggregates; and (7) conditions for preparation of highly crystalline fullerene C{sub 60} films by vacuum deposition have been found. Composites of C{sub 60} with conjugated polymers have been prepared.

  3. Exploratory Research - Using Volatile Organic Compounds to Separate Heterotrophic and Autotrophic Forest Soil Respiration

    The initial focus of this project was to develop a method to partition soil respiration into its components (autotrophic, heterotrophic etc.) using the fingerprint of volatile organic compounds (VOCs) from soils. We were able to identify 63 different VOCs in our study; however, due to technical difficulties we were unable to take reliable measurements in order to test our hypotheses and develop this method. In the end, we changed the objectives of the project. Our new objectives were to characterize the effects of species and soil moisture regime on the composition of soil organic matter. We utilized the soils from the greenhouse experiment we had established for the soil VOC study and determined the lignin biomarker profiles of each of the treatments. We found that moisture had a significant effect on the carbon content of the soils with the low moisture treatments having higher carbon content than the high moisture treatments. We found that the relative yield of syringyl phenols (SP), ligin (Lig), and substituted fatty acids (SFA) were elevated in deciduous planted pots and reduced in conifer planted pots relative to plant-free treatments. Our results suggest nuttall oak preserved lignin and SFA, while loblolly pine lost lignin and SFA similarly to the plant free treatments. Since we did not find that the carbon concentrations of the soils were different between the species, nuttall oak probably replaced more native soil carbon than loblolly pine. This suggests that relative to loblolly pine, nuttall oak is a priming species. Since priming may impact soil carbon pools more than temperature or moisture, determining which species are priming species may facilitate an understanding of the interaction that land use and climate change may have on soil carbon pools.

    This paper begins by raising the issue of whether the theoretical model of customer-suppliers-products-services usefully describes the activities of laboratory life, using a case study from Fermilab. After describing scientific activities as work, not volunteerism, I present a model that has four performance parameters that can be used to evaluate DOE-funded research laboratories: (1) Do they have a well-defined management system? (2) Are they doing good science? (3) Are they managing their resources effectively? (4) Are they responsive to their customers? From these four parameters I describe how to metrify performance objectives, then use them to evaluate research organizations. I describe these performance objectives within the context of views I have published elsewhere, and according to Stephen R. Covey`s metaphor of production/production capability (P/PC) balance in his book The 7 Habits of Highly Effective People.

    The Brookhaven National Laboratory (BNL) Technical Support Organization (TSO) has played a key role over the past 20 years in the evolution of much of the effective materials control and accountability systems implemented successfully at Department of Energy (DOE) facilities. The safeguards research and development program of the U.S. DOE is summarized, noting the contributions of the BNL-TSO. During 1977-79, the non-proliferation features of many nuclear fuel cycles were studied in support of the International Nuclear Fuel Cycle Evaluation. The Beirut bombings of 1982 led to increased emphasis on physical protection and to establishment of a Central Training Academy. High-level and all-DOE reviews of DOE safeguards and security led to major improvements in the management, operations, and assessment of DOE's safeguards and security programs during 1985-88. TSO is expected to continue to play a lead role in stimulating new research initiatives and in guiding the development that is necessary for future challenges in maintaining cost-effective and credible safeguards.

    This CRADA will focus on the development of organic-based solar cells. Key interfacial issues in these cells will be investigated. In this rapidly emerging technology, it is increasingly clear that cell architecture will need to be at the nanoscale and the interfacial issues between organic elements (small molecule and polymer), transparent conducting oxides, and contact metallizations are critical. Thus this work will focus on the development of high surface area and nanostructured nanocarpets of inorganic oxides, the development of appropriate surface binding/acceptor molecules for the inorganic/organic interface, and the development of next-generation organic materials. Work will be performed in all three areas jointly at NREL and Konarka (with their partner in the third area of the University of Delaware). Results should be more rapid progress toward cheap large-area photovoltaic cells.

    Carbon nanosheet thin films were employed as nanostructured electrodes in organic solar cells. Due to the nanostructured texture of the carbon nanosheet electrodes, there was an increase in performance over standard ITO electrodes with very thick active layers. ZnO deposited via atomic layer deposition (ALD) was used as a hole blocking layer to provide for carrier selectivity of the carbon nanosheets.

    This research program will convert acid pretreated corn stover to sugars at the National Renewable Energy Laboratory (NREL) and then transfer these sugars to Honda R&D and its partner the Green Earth Institute (GEI) for conversion to ethanol via a novel fermentation organism. In phase one, NREL will adapt its pretreatment and saccharification process to the unique attributes of this organism, and Honda R&D/GEI will increase the sugar conversion rate as well as the yield and titer of the resulting ethanol. In later phases, NREL, Honda R&D, and GEI will work together at NREL to optimize and scale-up to pilot-scale the Honda R&D/GEI bioethanol production process. The final stage will be to undertake a pilot-scale test at NREL of the optimized bioethanol conversion process.

    Reaction of styrene oxide with sodium cyanoborohydride and a catalytic amount of Hf-NU-1000 yields the anti-Markovnikov product, 2-phenylethanol, with over 98% regioselectivity. On the other hand, propylene oxide is ring opened in a Markovnikov fashion to form 2-propanol with 95% regioselectivity. Both styrene oxide and propylene oxide failed to react with sodium cyanoborohydride without the addition of Hf-NU-1000 indicative of the crucial role of Hf-NU-1000 as a catalyst in this reaction. To the best of our knowledge, this is the first report of the use of a metal-organic framework material as a catalyst for ring-opening of epoxides with hydrides.

    Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

They are expected to anticipate and react quickly to prevent a potential threat while staying accountable to their public stakeholders, many of whom remain unaware of the very threats the organization is trying to address. When budgets are flush, it is easy to believe that money will solve all problems; but during times of economic hardship, managers must rely on creative and cost-effective management approaches to implement their missions. Fortunately, managers of nonproliferation organizations can draw on a wealth of research on organizational design and culture to help them identify the management strategies most appropriate for them. Such research can help nonproliferation managers think about their own organizational structures and cultures and adapt accepted management principles to their unique organizational mission. This analytical process is not straight forward, as some managers may find themselves taking risks that others might not take, such as making ostensibly risky investments for the common good, or supporting creative thinking to help mission accomplishment. Some management principles that are relatively straightforward for other organizations may be difficult to envision and implement in a nonproliferation organization. Therefore, the goal of this study is to help nonproliferation managers identify management principles that can be implemented in a nonproliferation organization and, in the process, help maximize the value of the organization's products and effectiveness of its mission.

    A mixed organic crystal according to one embodiment includes a single mixed crystal having two compounds with different bandgap energies, the organic crystal having a physical property of exhibiting a signal response signature for neutrons from a radioactive source, wherein the signal response signature does not include a significantly-delayed luminescence characteristic of neutrons interacting with the organic crystal relative to a luminescence characteristic of gamma rays interacting with the organic crystal. According to one embodiment, an organic crystal includes bibenzyl and stilbene or a stilbene derivative, the organic crystal having a physical property of exhibiting a signal response signature for neutrons from a radioactive source.

More specifically, it is directed to organic photosensitive optoelectronic devices having a photoactive organic region containing encapsulated nanoparticles that exhibit plasmon resonances. An enhancement of the incident optical field is achieved via surface plasmon polariton resonances. This enhancement increases the absorption of incident light, leading to a more efficient device.

    The objective of this research is to determine the feasibility of using heavy petroleum crudes and residua as solvents in coal liquefaction. Petroleum residuum is a hydrogen-rich material and coal is hydrogen deficient. In coprocessing, the fundamental concept being evaluated is to determine if petroleum residua can transfer hydrogen directly to coal at specified reaction conditions. The reaction parameters for such a transfer must be determined and optimized. Secondly, the idea of modifying the petroleum residua to produce more effective solvents for transferring hydrogen to coal during liquefaction is being evaluated. The goal of the coprocessing is to increase the net yield and improve the quality of liquid product compared to that originally present in the petroleum residuum. The parametric evaluation has shown that optimal conditions for combined processing are: Reaction Tempperature - 425/sup 0/C; Hydrogen Pressure - above 500 psia initial hydrogen pressure; Time - 90 minutes; and Catalyst - powdered hydrogenation catalyst. Coal conversion and oil production from combined catalytic (powdered) processing compare favorably with that from tetralin with a powdered catalyst. An added benefit of combined processing is the upgrading of the petroleum crude which is obtained during processing. Comparison of the final oil yields to the initial charge shows that combined processing yields a net increase of 23.3% for 90 minute reaction time while tetralin provides a net increase of 17.7% for 30 minutes of reaction. 3 figures, 20 tables.

ERA also covers other energy information prepared in report form by federal and state government organizations, foreign governments, and domestic and foreign universities and research organizations, provided that the full text of the document has been received by OSTI. Foreign report information is obtained through the International Energy Agency's fourteen nation Energy Technology Data Exchange, the International Atomic Energy Agency's International Nuclear Information System, or nation-to-nation agreements. The purpose of this publication is to announce documents produced or obtained by DOE that are not so readily available as journal articles, books, or patents. ERA does not cover nonreport literature.     The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

    A Data Management System for Organic Soil (DMSOS) has been developed that enables the acquisition, management and analysis of organic soil data as well as the presentation of results to be conducted effectively through a common interface. This development was in response to the data management needs of research investigating the engineering properties of organic soil and its extension to the stabilization of organic soil through dynamic replacement (DR). It is shown how the above functions are implemented efficiently using Windows-based software to perform comprehensive data management and analysis of data gathered from both laboratory and field tests. When the engineering properties of a given organic soil deposit are needed, a build-in Computer Advisor for Organic Soil Projects (CAOSP) predicts the properties from DMSOS based correlations. A unique and useful feature of the CAOSP is its ability to estimate the anticipated ultimate settlement of an organic soil deposit given the loading conditions and the moisture or organic content. Also incorporated in the DMSOS is a quality control system that utilizes computerized data acquisition/data management techniques in order to evaluate the degree of improvement of an organic soil layer at a given stage of treatment using DR.

    Current technologies allow the generation of artificial DNA molecules and/or the ability to alter the DNA sequences of existing DNA molecules. With a careful coding scheme and arrangement, it is possible to encode important information as an artificial DNA strand and store it in a living host safely and permanently. This inventive technology can be used to identify origins and protect R&D investments. It can also be used in environmental research to track generations of organisms and observe the ecological impact of pollutants. Today, there are microorganisms that can survive under extreme conditions. As well, it is advantageous to consider multicellular organisms as hosts for stored information. These living organisms can provide as memory housing and protection for stored data or information. The present invention provides well for data storage in a living organism wherein at least one DNA sequence is encoded to represent data and incorporated into a living organism.

    A photoactive device is provided. The device includes a first electrode, a second electrode, and a photoactive region disposed between and electrically connected to the first and second electrodes. The photoactive region further includes an organic donor layer and an organic acceptor layer that form a donor-acceptor heterojunction. The mobility of holes in the organic donor region and the mobility of electrons in the organic acceptor region are different by a factor of at least 100, and more preferably a factor of at least 1000. At least one of the mobility of holes in the organic donor region and the mobility of electrons in the organic acceptor region is greater than 0.001 cm.sup.2/V-sec, and more preferably greater than 1 cm.sup.2/V-sec. The heterojunction may be of various types, including a planar heterojunction, a bulk heterojunction, a mixed heterojunction, and a hybrid planar-mixed heterojunction.

    Isotopically labile organic hydrogen in fossil fuels occupies chemical positions that participate in isotopic exchange and in chemical reactions during thermal maturation from kerogen to bitumen, oil and gas. Carbon-bound organic hydrogen is isotopically far less exchangeable than hydrogen bound to nitrogen, oxygen, or sulfur. We explore why organic hydrogen isotope ratios express a relationship with organic nitrogen isotope ratios in kerogen at low to moderate maturity. We develop and apply new techniques to utilize organic D/H ratios in organic matter fractions and on a molecular level as tools for exploration for fossil fuels and for paleoenvironmental research. The scope of our samples includes naturally and artificially matured substrates, such as coal, shale, oil and gas.
