An analysis is made of the rules implementing Sections 201 and 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA). The act provides that utilities must purchase power from qualifying producers of electricity at nondiscriminatory rates, and it exempts private generators from virtually all state and Federal utility regulations. Most of the analysis presented is taken from the perspective of photovoltaics (PV) and solar thermal electric point-focusing distributed receivers (pfdr). It is felt, however, that the analysis is applicable both to cogeneration and other emerging technologies. Energy transport corridors: the potential role of Federal lands in states identified by the Energy Policy Act of 2005, section 368(b).

On August 8, 2005, the President signed the Energy Policy Act of 2005 (EPAct) into law. In Subtitle F of EPAct, Congress set forth various provisions that would change the way certain federal agencies (Agencies) coordinate to authorize the use of land for a variety of energy-related purposes. As part of Subtitle F of EPAct, Section 368 addresses the issue of energy transportation corridors on federal land for oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities. Because of the critical importance of improving the nation's electrical transmission grid, Congress recognized that electricity transmission issues should receive added attention when the Agencies address corridor location and analysis issues. In Section 368, Congress specifically directed the Agencies to consider the need for upgraded and new facilities to deliver electricity: In carrying out [Section 368], the Secretaries shall take into account the need for upgraded and new electricity transmission and distribution facilities to (1) improve reliability; (2) relieve congestion; and (3) enhance capability of the national grid to deliver electricity. Section 368 does not require the Agencies to consider or approve specific projects, applications for rights-of-way (ROWs), or other permits within designated energy corridors. Importantly, Section 368 does not direct, license, or otherwise permit any on-the-ground activity of any sort. If an applicant is interested in obtaining an authorization to develop a project within any corridor designated under Section 368, the applicant would have to apply for a ROW authorization and applicable permits. The Agencies would consider each application by applying appropriate project-specific reviews under requirements of laws and related regulations, including, but not limited to, the National Environmental Policy Act (NEPA), the Clean Water Act, the Clean Air Act, Section 7 of the Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA). Under Section 368, Congress divided the United States into two groups of states: the 11 contiguous western states and the remaining states. Direction for energy transportation corridor analysis and selection in the 11 western states was addressed in Section 368(a) of EPAct, while direction for energy transportation corridor analysis and selection in all other states was addressed under Section 368(b) of EPAct. It was clearly the priority of Congress to conduct corridor location studies and designation first on federal lands in the western states. Under Section 368(a), the Agencies produced a programmatic environmental impact statement (EIS), Designation of Energy Corridors on Federal Land in the 11 Western States (DOE and DOI 2008), that was used in part as the basis for designating more than 6,000 mi (9,656 km) of energy transportation corridors on federal land in 11 western states. Under Section 368(a) of EPAct, Congress clearly stated the Agencies needed to (1) designate energy transportation corridors on federal land, (2) conduct the necessary environmental review of the designated corridors, and (3) incorporate the designated corridors into the appropriate land use plans. Congressional direction under Section 368(b) of EPAct differs from that provided under Section 368(a). Specifically, Section 368(b) requires the secretaries of the Agencies, in consultation with the Federal Energy Regulatory Commission (FERC), affected utility industries, and other interested persons, to jointly: (1) Identify corridors for oil, gas, and hydrogen pipelines and electricity transmission and distribution facilities on federal land in states other than the 11 western states identified under Section 368(a) of EPAct, and (2) Schedule prompt action to identify, designate, and incorporate the corridors into the applicable land use plans. While Section 368(a) clearly directs designation as a necessary first step for energy transportation corridors in the 11 western states, Section 368(b) directs the Agencies to first identify corridor

The US Department of Energy (DOE) is committed to conducting its operations in a safe and environmentally sound manner. High priorities for the Department are identifying and correcting environmental problems at DOE facilities that resulted from past operations, and preventing environmental problems from occurring during present and future operations. In this regard, the Department is committed to clean up the 1989 inventory of sites in the Environmental Restoration Program by the year 2019. DOE has issued an Order and guidance establishing policy and procedures for activities conducted under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and has developed a Five-Year Plan, updated annually, that integrates planning for corrective activities, environmental restoration and waste management operations at its facilities. DOE also continues to conduct assessments (e.g., Management Audits, Environmental Safety and Health (ES & H) Progress Assessments, Internal Self Assessments) at its operating facilities to provide the Secretary of Energy with information on current environmental compliance status and follow-up on findings.

The report must include information on the progress in reaching Interagency Agreements (IAGs), conducting Remedial Investigation and Feasibility Studies (RI/FSs), and performing remedial action. Federal agencies that own or operate facilities on the National priorities List (NPL) are required to begin an RI/FS for these facilities within 6 months after being placed on the NPL. Remediation of these facilities is addressed in an IAG between the Federal agency, the US Environmental Protection Agency (EPA), and in some instances the state within which the facility is located. This report provides the status of ongoing activities being performed in support of CERCLA Section 120 at DOE facilities. This includes activities conducted to reach IAGs and progress in conducting remedial actions.

1997 Toxic Chemical Release Inventory Report for the Emergency Planning and Community Right-to-Know Act of 1986, Title III, Section 313

The Emergency Planning and Community Right-to-Know Act of 1986 (EPCIL4), Title III, Section 313 [also known as the Superfund Amendment and Reauthorization Act (SARA)], as modified by Executive Order 12856, requires all federal facilities to submit an annual Toxic Chemical Release Inventory report every July for the preceding calendar year. Owners and operators of manufacturing, processing, or production facilities are required to report their toxic chemical releases to all environmental mediums (air, water, soil, etc.). At Los Alamos National Laboratory (LANL), nitric acid was the only toxic chemical used in 1997 that met the reportable threshold limit of 10,000 lb. Form R is the only documentation required by the Environmental Protection Agency, and it is included in the appendix of this report. This report, as requested by DOE, is provided for documentation purposes. In addition, a detailed description of the evaluation and reporting process for chemicals and processes at LANL has been included.

Review of organic nitrile incineration at the Toxic Substances Control Act Incinerator

Lockheed Martin Energy Systems, Inc. (LMES) operates the East Tennessee Technology Park (ETTP), formerly called the Oak Ridge K-25 Site, where uranium was enriched under contract with the US Department of Energy (DOE). Currently, ETTP missions include environmental management, waste management (WM), and the development of new technologies. As part of its WM mission, ETTP operates the TSCA (Toxic Substances Control Act) Incinerator (TSCAI) for treatment of hazardous waste and polychlorinated biphenyls (PCBs) contaminated with low-level radioactivity. Beginning in the autumn of 1995, employees from diverse ETTP buildings and departments reported experiencing headaches, fatigue, depression, muscle aches, sleeplessness, and muscle tremors. These symptoms were judged by a physician in the ETTP Health Services Department to be consistent with chronic exposures to hydrogen cyanide (HCN). The National Institute for Occupational Safety and Health (NIOSH) was called in to perform a health hazard evaluation to ascertain whether the employees` illnesses were in fact caused by occupational exposure to HCN. The NIOSH evaluation found no patterns for employees` reported symptoms with respect to work location or department. NIOSH also conducted a comprehensive air sampling study, which did not detect airborne cyanides at the ETTP. Employees, however, expressed concerns that the burning of nitrile-bearing wastes at the TSCAI might have produced HCN as a combustion product. Therefore, LMES and DOE established a multidisciplinary team (TSCAI Technical Review Team) to make a more detailed review of the possibility that combustion of nitrile-bearing wastes at the TSCAI might have either released nitriles or created HCN as a product of incomplete combustion (PIC).

Because of concerns with the growing threat of global climate change from increasing emissions of greenhouse gases, Congress authorized a voluntary program for the public to report achievements in reducing those gases. This document offers guidance on recording historic and current greenhouse gas emissions, emissions reductions, and carbon sequestration. Under the Energy Policy Act (EPAct) reporters will have the opportunity to highlight specific achievements. If you have taken actions to lessen the greenhouse gas effect, either by decreasing greenhouse gas emissions or by sequestering carbon, the Department of Energy (DOE) encourages you to report your achievements under this program. The program has two related, but distinct parts. First, the program offers you an opportunity to report your annual emissions of greenhouse gases. Second, the program records your specific projects to reduce greenhouse gas emissions and increase carbon sequestration. Although participants in the program are strongly encouraged to submit reports on both, reports on either annual emissions or emissions reductions and carbon sequestration projects will be accepted. These guidelines and the supporting technical documents outline the rationale for the program and approaches to analyzing emissions and emissions reduction projects. Your annual emissions and emissions reductions achievements will be reported.

Final Technical Report - Recovery Act: Organic Coatings as Encapsulants for Low Cost, High Performance PV Modules

The objective of this project was to evaluate the feasibility of utilizing PPG's commercial organic coatings systems as efficient, modernized encapsulants for low cost, high performance, thin film photovoltaic modules. Our hypothesis was that the combination of an anticorrosive coating with a more traditional barrier topcoat would mitigate many electrochemical processes that are now responsible for the significant portion of photovoltaic (PV) failures, thereby nullifying the extremely high moisture barrier requirements of currently used encapsulation technology. Nine commercially available metal primer coatings and six commercially available top coatings were selected for screening. Twenty-one different primer/top coat combinations were evaluated. The primer coatings were shown to be the major contributor to corrosion inhibition, adhesion, and barrier properties. Two primer coatings and one top coating were downselected for testing on specially-fabricated test modules. The coated test modules passed initial current leakage and insulation testing. Damp Heat testing of control modules showed visible corrosion to the bus bar metal, whereas the coated modules showed none. One of the primer/top coat combinations retained solar power performance after Damp Heat testing despite showing some delamination at the EVA/solar cell interface. Thermal Cycling and Humidity Freeze testing resulted in only one test module retaining its power performance. Failure modes depended on the particular primer/top coating combination used. Overall, this study demonstrated that a relatively thin primer/top coating has the potential to replace the potting film and backsheet in crystalline silicon-based photovoltaic modules. Positive signals were received from commercially available coatings developed for applications having performance requirements different from those required for photovoltaic modules. It is likely that future work to redesign and customize these coatings would result in a coating system meeting the requirements for photovoltaic module encapsulation.

This report to Congress was prepared on behalf of the Secretary of the US Department of Energy (DOE) in response to Sections 127 and 128 of the Energy Policy Act of 1992 (EPAct), Pub. L. 102-486. In preparing the report to the Congress, DOE has assessed the national and regional energy savings potential of products already on the market and those that will be available to consumers by the late 1990s. The Department has also examined the present cost-effectiveness of these emerging appliances as mature technologies. To help in its assessment, DOE organized eight workshops at which representatives from manufacturing and building industries, utilities, retailers and wholesalers, public interest groups and Federal and state government agencies could express their views. The information derived from these workshops was key to the formulation of the report`s general and specific recommendations. DOE has concluded that the Federal Government can effectively stimulate the market for emerging technologies by forming partnerships with the appliance industry and other interested parties promoting the use of highly efficient appliances. Based on the interaction with industry at the eight workshops and through direct contact, DOE has concluded that Federal action and technical assistance is not only desired by industry, but crucial to the expansion of these markets. Section 128 of EPAct requires an assessment of the energy savings and environmental benefits of replacing older, less efficient appliances with more efficient products than currently required by Federal law. Since early replacement of appliances is but one possible market-stimulating action, DOE has elected to include its discussion as part of the overall report to the Congress.

In August 1985 the Environmental Engineering Committee of the Science Advisory Board was asked by the Office of Water Regulations and Standards (OWRS) to review technical documents supporting development of EPA regulations for the disposal/reuse of sewage sludge under Section 405(d) of the Clean Water Act. The Committee was also asked by the Office of Marine and Estuarine Protection (OMEP) to review technical documents supporting revisions of the EPA ocean dumping regulations. The Committee chose to review the two sets of documents together, since they both dealt with a common subject, and since they shared, in some respects, a common methodology. The report, however, covers only the review of the OWRS documents, which consist of a set of risk-assessment methodologies (1,2,3,4) for four sludge disposal/reuse options (landfilling, land application/distribution and marketing, incineration, and ocean disposal). The reviews of the OMEP documents are covered in separate Committee reports. The Committee's principal findings are outlined.

EPA is proposing revised and expanded air pollutant emission standards for new, and guidelines for existing, municipal waste combustors (MWCs), pursuant to Sections 111(b), 111(d), and 129 of the Clean Air Act of 1990. The regulations will replace or supplement those promulgated by EPA on February 11, 1991. The standards and guidelines will apply to MWCs with a capacity to combust 35 or more Mg of municipal solid waste per day. The pollutants to be regulated are particulate matter (total and fine), opacity, sulfur dioxide, hydrogen chloride, oxides of nitrogen, carbon monoxide, lead, cadmium mercury, and dibenzofurans and dioxins. The report describes the standards and guidelines, their potential economic impacts, and related matters. EPA estimates the national annual cost of the standards in 1994 will be $44 million, plus the cost of the 1991 standards, $157 million, for a total of $201 million. EPA estimates the equivalent cost of the guidelines at $280 million plus $168 million for a total of $448 million.

Section 7(b)(2) of the Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act), 16 U.S.C. {section} 839e(b)(2), directs the Bonneville Power Administration (BPA) to conduct, after July 1, 1985, a comparison of the projected rates to be charged its preference and Federal agency customers for their firm power requirements, over the rate test period plus the ensuing 4 years, with the costs of power (hereafter called rates) to those customers for the same time period if certain assumptions are made. The effect of this rate test is to protect BPA's preference and Federal agency customers wholesale firm power rates from certain specified costs resulting from certain provisions of the Northwest Power Act. The rate test can result in a reallocation of costs from the general requirements loads of preference and Federal agency customers to other BPA loads. The rate test involves the projection and comparison of two sets of wholesale power rates for the general requirement loads of BPA's public body, cooperative, and Federal agency customers (collectively, the 7(b)(2) Customers). The two sets of rates are: (1) a set for the test period and the ensuing four years assuming that Section 7(b)(2) is not in effect (known as Program Case rates); and (2) a set for the same period taking into account the five assumptions listed in section 7(b)(2) (known as 7(b)(2) Case rates). Certain specified costs allocated pursuant to section 7(g) of the Northwest Power Act are subtracted from the Program Case rates. Next, each nominal rate is discounted to the beginning of the test period of the relevant rate case. The discounted Program Case rates are averaged, as are the 7(b)(2) Case rates. Both averages are rounded to the nearest tenth of a mill for comparison. If the average of the Program Case rates is greater than the average of the 7(b)(2) Case rates, the rate test triggers. The difference between the average of the Program Case rates and the average of the 7(b)(2) Case rates determines the amount to be reallocated from the 7(b)(2) Customers to other BPA loads in the rate test period. The purpose of this Study is to describe the application of the ''Section 7(b)(2) Implementation Methodology (Implementation Methodology)'' and the results of such application. The accompanying Section 7(b)(2) Rate Test Study Documentation, WP-07-FS-BPA-06A, contains the documentation of the computer models and data used to perform the 7(b)(2) rate test. This Study is organized into three major sections. The first section provides an introduction to the study, as well as a summary of the section ''7(b)(2) Legal Interpretation and Implementation Methodology''. The second section describes the methodology used in conducting the rate test. It provides a discussion of the calculations performed to project the two sets of power rates that are compared in the rate test. The third section presents a summary of the results of the rate test for the WP-07 Final Rate Proposal.

A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

This chapter is a tribute to the thousands of workers and representatives of regulatory agencies, neighboring states, Tribes, stakeholders, and surrounding communities who came together to put stimulus funding to work at Hanford. The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

The Department of Energy (DOE) is required by section 3021(b) of the Resource Conservation and Recovery Act (RCRA), as amended by the Federal Facility Compliance Act (the Act), to prepare plans describing the development of treatment capacities and technologies for treating mixed waste. The Act requires site treatment plans (STPs or plans) to be developed for each site at which DOE generates or stores mixed waste and submitted to the State or EPA for approval, approval with modification, or disapproval. The Lawrence Livermore National Laboratory (LLNL) Conceptual Site Treatment Plan (CSTP) is the preliminary version of the plan required by the Act and is being provided to California, the US Environmental Protection Agency (EPA), and others for review. A list of the other DOE sites preparing CSTPs is included in Appendix 1.1 of this document. Please note that Appendix 1.1 appears as Appendix A, pages A-1 and A-2 in this document.

The Vermillion Creek coals and shales contain dominantly humic organic matter originating from woody plant tissues except for one shale unit above the coals, which contains hydrogen-rich kerogen that is mostly remains of filamentous algae, of likely lacustrine origin. The coals have two unusual features - very low inertinite content and high sulfur content compared to mined western coals. However, neither of these features points to the limnic setting reported for the Vermillion Creek sequence. The vitrinite reflectance of Vermillion Creek shales is markedly lower than that of the coals and is inversely proportional to the H/C ratio of the shales. Rock-Eval pyrolysis results, analyses of H, C, and N, petrographic observations, isotope composition of organic carbon, and amounts and compositions of the CHCl/sub 3/-extractable organic matter all suggest mixtures of two types of organic matter in the Vermillion Creek coals and clay shales: (1) isotopically heavy, hydrogen-deficient, terrestrial organic matter, as was found in the coals, and (2) isotopically light, hydrogen-rich organic matter similar to that found in one of the clay-shale samples. The different compositions of the Vermillion Creek coal, the unnamed Williams Fork Formation coals, and coals from the Middle Pennsylvanian Marmaton and Cherokee Groups are apparently caused by differences in original plant composition, alteration of organic matter related to different pH conditions of the peat swamps, and slightly different organic maturation levels.

The Yucca Mountain site in Nevada is one of three candidate sites for the first geologic repository for radioactive waste. On May 28, 1986, it was recommended for detailed study in a program of site characterization. This site characterization plan (SCP) has been prepared in acordance with the requirements of the Nuclear Waste Policy Act to summarize the information collected to date about the geologic conditions at the site;to describe the conceptual designs for the repository and the waste package and to present the plans for obtaining the geologic information necessary to demonstrate the suitability of the site for a repository, to design the repository and the waste package, to prepare an environmental impact statement, and to obtain from the US Nuclear Regulatory Commission (NRC) an authorization to construct the repository. This introduction begins with a brief section on the process for siting and eveloping a repository, followed by a discussion of the pertinent legislation and regulations. A description of site characterization is presented next;it describes the facilities to be constructed for the site characterization program and explains the principal activities to be conducted during the program. Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

The original concept of nuclear power plant designers was that the higher standards of design and fabrication would make inservice inspections unnecessary, and little attention was given to provisions for access. By 1966 the Atomic Energy Commission recognized that a planned program of periodic inservice inspections would be needed. They began development of criteria, and encouraged industry code-writing organizations to do likewise. These groups joined forces in 1968, and their product was published by ASME in 1970 as part of the Boiler and Pressure Code, Section XI, Rules for Inservice Inspection of Nuclear Reactor Coolant Systems. Section XI, 24 pages in 1970, is now 723 pages. While it originally covered only light water reactor Class 1 components and piping, it now includes Class 2, 3, and containment, and liquid metal cooled reactor plants. Along the way, rules have been developed for gas-cooled and low pressure heavy water reactor plants. The growth in size of Section XI from its modest beginning has been largely because of recognition that the rules governing plant inspection/operation need to be considerably different from the rules provided for the component designer/manufacturer. Rules have been developed in the areas of repair/replacement technology, NDE methodology, NDE acceptance standards, and analytical evaluation methods in the absence of appropriate rules in Section III.

A distinction is made in relation to the more commonly understood system control design necessary for damping electromechanical oscillations using stability programs and eigenanalysis. Electromagnetic eigenanalysis tools have limited availability and are consequently rarely used. Electromagnetic transients programs (emtp) on the other hand are widely used and a procedure for undertaking electromagnetic control design of fast acting controllers in a power system using emtp is presented.

This eighth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, historical, archaeological and cultural resources, socioeconomics, and noise. Chapter 6 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. The following sections were updated in this revision: climate and meteorology; ecology (threatened and endangered species section only); historical; archaeological and cultural resources; and all of chapter 6. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors. This information can also be used by any interested individual seeking baseline data on the hanford Site and its past activities by which to evaluate projected activities and their impacts.

We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. New anticancer antibiotic acts through diradical rearrangement

This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

This report contributes to, but does not supplant, ongoing studies being conducted by DOE to ensure that potentially significant adverse effects that may result from the repository program are minimized to the maximum extent practicable. As indicated in the Environmental Assessment for the Yucca Mountain site (US DOE, 1986) DOE does not believe significant adverse effects will result from site characterization activities. Nevertheless, DOE is conducting a variety of studies to determine if this conclusion is valid. These studies include, but are not limited to, monitoring of air and water quality and other environmental factors; monitoring the number of immigrating repository program workers and their residential locations; identifying cultural resources in the Yucca Mountain area and traditional culture and religious values of American Indian people associated with those resources; evaluating possible rail access routes to the Yucca Mountain site; and evaluating possible highway routes. These studies have been implemented after consultation with affected parties in Nevada. As part of the determination of suitability, and Environmental Impact Statement will be written and will include an analysis of potential impacts associated with constructing, operating, closing, and decommissioning a repository at Yucca Mountain, Nevada. 59 refs., 33 figs., 12 tabs.
