    2001-01-01T23:59:59.000Z

The characterization of global energy storage and release in the coupled solar wind-magnetosphere system remains one of the fundamental problems of space physics.Recently, it has been realised that a new paradigm in physics, that of Self Organised Criticality (SOC) may encapsulate the mixing and merging of flux on many scales in the magnetotail prompting bursty energy release and reconfiguration. SOC is consistent with qualitative measures such as power law power spectra and bursty bulk flows and with more quantitative tests such as power law burst distributions in auroral indices and auroral optical activity. Here, we present a careful classification of the broad range of systems that fall under the general description of "SOC". We argue that some, but not all, of these are consistent with our current understanding of the magnetosphere. We discuss the observed low dimensionality of the dynamic magnetosphere in terms of both SOC model properties, and observables. Observations of burst statistics are highlight...

The presentation will focus on the description of the new features of the tool, the user feedback process which resulted in a new record of usability. We will also describe the interactions with the worldwide community of users and server administrators and the impact this has had on our development process, as well as the tools set in place to streamline the work between the different collaborating sites. A last part will be dedicated to the use of Indico as a central hub for operating other local services around the event organisation (registration epayment, audiovisual recording, webcast, room booking, and videoconference support)

Observations of burst statistics are highlighted; we show that these are currently suggestive but not sufficient to confirm SOC and in particular we find that auroral indices are not effective at distinguishing the internal dynamics of the magnetosphere from that of the intermittent solar wind driver. This may also elucidate the paradox of predictability and complexity of the coupled solar wind-magnetosphere system.

    Ng, Jonathan; Raitses, Yevgeny

    2014-02-26T23:59:59.000Z

The atmospheric pressure carbon arc in inert gases such as helium is an important method for the production of nanomaterials. It has recently been shown that the formation of the carbon deposit on the cathode from gaseous carbon plays a crucial role in the operation of the arc, reaching the high temperatures necessary for thermionic emission to take place even with low melting point cathodes. Based on observed ablation and deposition rates, we explore the implications of deposit formation on the energy balance at the cathode surface, and show how the operation of the arc is self-organised process. Our results suggest that the can arc operate in two di erent regimes, one of which has an important contribution from latent heat to the cathode energy balance. This regime is characterised by the enhanced ablation rate, which may be favourable for high yield synthesis of nanomaterials. The second regime has a small and approximately constant ablation rate with a negligible contribution from latent heat.

    E-Print Network [OSTI]

    1999-01-01T23:59:59.000Z

Unsupervised learning is an important property of the brain and of many artificial neural networks. A large variety of unsupervised learning algorithms have been proposed. This paper takes a different approach in considering the architecture of the neural network rather than the learning algorithm. It is shown that a self-organising neural network architecture using pre-synaptic lateral inhibition enables a single learning algorithm to find distributed, local, and topological representations as appropriate to the structure of the input data received. It is argued that such an architecture not only has computational advantages but is a better model of cortical self-organisation.

    E-Print Network [OSTI]

    Aprin, Lars; Kahl, Anke

The term risk analysis summarises the systematic endeavour to identify and evaluate the risks within an organisation associated with projects and actions, and make it possible to regulate risks. Risk analyses are an integral component of risk management, and thus essential to consolidating safety. In that respect, the adequacy and reliability of the findings obtained by way of risk analysis directly depend on the availability and quality of the knowledge resources supplied organisationally. Access to knowledge relevant to making decisions is, however, hampered, in the real world of work through the impact of various informational barriers. Knowledge that is conducive to understanding and avoiding risks is frequently stored in very specialised database systems, the individual syntactic and semantic structures of which make it a very time-consuming and laborious operation to use such knowledge in the context of applications other than the one originally linked to the databases. In addition, a degree of ambiguit...

  2. Google Earth as a geospatial tool for development organisations: mapping climate change vulnerability

needed to represent the issue of vulnerability, and Google Earth allows for users to explore and understand even more information. This study draws examples from a mapping project of climate change vulnerability in Niger, and discusses the lessons...Geographical Information Systems have not been as successful in the non-governmental humanitarian sector as GIS professionals had hoped. If geospatial tools are to become more widely used and valuable within the humanitarian sector, it is perhaps time for a new approach to be taken. A debate is currently underway about the potential role of Google Earth in emergency relief operations. This research extends the scope of this discussion into the wider development sector, and asks whether Google Earth has the potential to become a useful tool in various aspects of development NGO work. Information management tools need to have wide support within an organisation to be successful, and it seems that many are very interested in what can be done using compromise geospatial/geovisualisation tools such as Google Earth. However there is also scepticism about its usefulness. This research suggests practical applications and recommendations for good use so that actors within the development sector can take the research further....

Mechanosensitive channels are ion channels activated by membrane tension. We investigate the influence of bacterial mechanosensitive channels spatial distribution on activation (gating). Based on elastic short-range interactions we map this physical process onto an Ising-like model, which enables us to predict the clustering of channels and the effects of clustering on their gating. We conclude that the aggregation of channels and the consequent interactions among them leads to a global cooperative gating behaviour with potentially dramatic consequences for the cell.

Belgoprocess is momentarily in the process of purchasing its fifth NDA-system. Measurement systems are, although based on general designs, not from the shelf items but tailor-made sophisticated and highly automated devices. It is obvious that such a project cannot be carried out by solely a NDA team, but needs a multifunctional team. This team combines NDA expertise with experts in civil works, electrical and mechanical engineering, procurement, IT, safety and legal administration. From less positive experiences in the past, Belgoprocess learned a lot and has now a systematic in place. This systematic structures the project from definition of requirements to operation, a two to three year process. This paper defines the phases of a NDA project and gives for each phase some do's and don'ts. A second subject is the writing and handling of the vast but needed and required documentation. It gives a brief overview of the over thirty documents and files needed. The described, integrated and formal approach reduces the risk of failing projects, systems not meeting the expectations or denied qualification. It puts clear agreements in place, smoothening the relationship between company, supplier and authorities. (authors)

A pressure and bending sensor was fabricated using multilayer thin films fabricated on a flexible substrate based on layer-by-layer self-organization of 18?nm gold nanoparticles separated by a dielectric layer of 30?nm silica nanoparticles. 50, 75, and 100 gold-silica bi-layered films were deposited and the device characteristics were studied. A threshold voltage was required for electron conduction which increases from 2.4?V for 50 bi-layers to 3.3?V for 100 bi-layers. Upon bending of the device up to about 52°, the threshold voltage and slope of the I-V curves change linearly. Electrical characterization of the multilayer films was carried out under ambient conditions with different pressures and bending angles in the direct current mode. This study demonstrates that the developed multilayer thin films can be used as pressure as well as bending sensing applications.
