    In 2008, a joint team from Brookhaven National Laboratory (BNL) and Los Alamos National Laboratory (LANL) consisting of specialists in training IAEA inspectors in the use of complementary access activities formulated a training program to prepare the U.S DOE laboratories for the entry into force of the U.S. Additional Protocol. Since the U.S. Additional Protocol would allow for IAEA access to the DOE laboratories under the aegis of complementary access activities, the DOE laboratories would need to prepare for such visits. The goal of the training was to ensure that the DOE laboratories would successfully host an IAEA complementary access. In doing so, the labs must be able to provide the IAEA with the information that the IAEA would need to resolve its questions about the U.S. Declaration and declared activities at the lab, and also protect certain equities, as provided under the U.S. Additional Protocol Article 1.b and c. which set forth a 'National Security Exclusion.' This 'NSE' states that the AP provisions apply within the United States 'excluding only instances where its application would result in access by the Agency to activities with direct national security significance to the United States or to location or information associated with such activities.' These activities are referred to collectively as DNSS-direct national security significance. Furthermore, the U.S. has a specific right to employ managed access, without prejudice to the right under Article 1.b, in connection with activities of DNSS. The provisions in Articles 1.b and 1.c are unique to the U.S. AP, and are additional to the more general right, under Article 7, to use managed access to protect from disclosure proprietary and/or proliferation-sensitive information, and to meet safety and security requirements, that is incorporated directly from the Model Additional Protocol. The BNL-LANL team performed training at Lawrence Livermore National Laboratory, Idaho National Laboratory, and Oak Ridge National Laboratory to cover the situations that these labs, which respectively represent nuclear weapons labs, nuclear energy labs, and science labs and environmental management sites, would encounter during a complementary access. Each of the three labs hosted a mock complementary access activity, which included mock inspectors from the BNL-LANL team. In addition to reviewing the draft declarations from each of the host labs, the BNL-LANL team conducted open source research in a manner similar to what IAEA inspectors would do to research the activities at a location and prepare questions for the location to answer and that would be the focus of a complementary access. The host labs and other labs attending the training found the training to be extremely useful and helpful in making sure that each lab's Additional Protocol team had made correct declarations of nuclear activities, had properly trained staff ready to host and answer IAEA inquiries, and would implement managed access during a complementary access that would provide access by the IAEA team to resolve questions or inconsistencies about a particular declaration and still protect the information addressed by Articles 1 and 7 of the U.S. AP.

    There has been invented a method for incorporating additives into polymers comprising: (a) forming an aqueous or alcohol-based colloidal system of the polymer; (b) emulsifying the colloidal system with a compressed fluid; and (c) contacting the colloidal polymer with the additive in the presence of the compressed fluid. The colloidal polymer can be contacted with the additive by having the additive in the compressed fluid used for emulsification or by adding the additive to the colloidal system before or after emulsification with the compressed fluid. The invention process can be carried out either as a batch process or as a continuous on-line process.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable.     Long-term demonstration tests of advanced sorbent enhancement additive (SEA) technologies have been completed at five coal-fired power plants. The targeted removal rate was 90% from baseline conditions at all five stations. The plants included Hawthorn Unit 5, Mill Creek Unit 4, San Miguel Unit 1, Centralia Unit 2, and Hoot Lake Unit 2. The materials tested included powdered activated carbon, treated carbon, scrubber additives, and SEAs. In only one case (San Miguel) was >90% removal not attainable. The reemission of mercury from the scrubber at this facility prevented >90% capture.

    Ethyl and EPA are trading punches over EPA`s doubts about the safety of Ethyl`s gasoline additive methylcyclopentadienyl manganese (MMT). Late last week, EPA released a statement reaffirming its position that there has not been enough research on health effects of MMT and asking gas stations to label pumps that contain the additive so consumers will be aware they are using it. Responding to that statement, Ethyl has written Administrator Carol Browner asking why she appears to be supporting the Environmental Defense Fund`s (EDF; Washington) campaign against MMT and advocating the delay of the additive use in light of its known emission-reducing characteristics. The tension began in the early `90s, when the EPA refused to allow Ethyl to market MMT and required it to perform more long-term health studies. Last October a court ordered the agency to grant Ethyl approval to use MMT in nonreformulated gasoline.

    A decontamination formulation and method of making that neutralizes the adverse health effects of both chemical and biological compounds, especially chemical warfare (CW) and biological warfare (BW) agents, and toxic industrial chemicals. The formulation provides solubilizing compounds that serve to effectively render the chemical and biological compounds, particularly CW and BW compounds, susceptible to attack, and at least one reactive compound that serves to attack (and detoxify or kill) the compound. The formulation includes at least one solubilizing agent, a reactive compound, a bleaching activator, a sorbent additive, and water. The highly adsorbent, water-soluble sorbent additive (e.g., sorbitol or mannitol) is used to "dry out" one or more liquid ingredients, such as the liquid bleaching activator (e.g., propylene glycol diacetate or glycerol diacetate) and convert the activator into a dry, free-flowing powder that has an extended shelf life, and is more convenient to handle and mix in the field.

    The purpose of this bill is to disapprove of certain deferrals of the Strategic Petroleum Reserve (SPR) budget authority, to authorize additional appropriations to the SPR, and to increase oil import fees. The bill authorizes $1 billion for fiscal years 1987, 88, and 89 for crude oil acquisitions for the SPR and $163 million for storage and related facility construction during 1987. It also instructs the Energy Secretary to cease production from the Naval Petroleum Reserve at Elk Hills for six months to allow the reservoir depletion to stabilize.

    Based on the previous years` studies concerning the efficiency of SO{sub 2} removal by spray dryers with high sulfur coal flue gas, the work for year five included investigations of lime dissolution rates at different slaking conditions and with the effect of additives. The prominent additives that have significant effects on lime dissolution rates were tested with the mini pilot spray drying absorber to see their effects on spray drying desulfurization applications. The mechanisms of these additive effects along with the properties of hygroscopic additives have been discussed and incorporated into the spray drying desulfurization model ``SPRAYMOD-M.`` Slaking conditions are very important factors in producing high quality lime slurry in spray drying desulfurization processes. At optimal slaking conditions, the slaked lime particles are very fine (3-5{mu}m) and the slaked lime has high BET surface areas which are beneficial to the desulfurization. The slaked lime dissolution rate experiments in our study are designed to determine how much lime can dissolve in a unit time if the initial lime surface area is kept constant. The purpose of the dissolution rate study for different additives is to find those effective additives that can enhance lime dissolution rates and to investigate the mechanisms of the dissolution rate enhancement properties for these additives. The applications of these additives on spray drying desulfurization are to further verify the theory that dissolution rate is a rate limiting step in the whole spray drying desulfurization process as well as to test the feasibility of these additives on enhancing SO{sub 2} removal in spray dryers.

The process is particularly useful in the natural gas and petroleum production, transportation and processing industry where gas hydrate formation can cause serious problems. Additives preferably contain one or more five member, six member and/or seven member cyclic chemical groupings. Additives include polymers having lactam rings. Additives can also contain polyelectrolytes that are believed to improve conformance of polymer additives through steric hindrance and/or charge repulsion. Also, polymers having an amide on which a C{sub 1}-C{sub 4} group is attached to the nitrogen and/or the carbonyl carbon of the amide may be used alone, or in combination with ring-containing polymers for enhanced effectiveness. Polymers having at least some repeating units representative of polymerizing at least one of an oxazoline, an N-substituted acrylamide and an N-vinyl alkyl amide are preferred.

    A voltage verification unit and method for determining the absence of potentially dangerous potentials within a power supply enclosure without Mode 2 work is disclosed. With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

    Coordinating additives are included in porphyrinoid-based materials to promote intermolecular organization and improve one or more photoelectric characteristics of the materials. The coordinating additives are selected from fullerene compounds and organic compounds having free electron pairs.     The Savannah River Site's HB-Line Facility completed a second neptunium oxide production campaign in which nine (9) additional cans of neptunium oxide were produced and shipped to the Idaho National Laboratory and Oak Ridge National Laboratory in the 9975 shipping container. These additional cans were from a different feed solution than the first fifty (50) cans of neptunium oxide that were previously produced and shipped via a Letter of Amendment to the 9975 Safety Analysis Report for Packaging (SARP) content table. This paper will address the challenges associated with demonstrating the neptunium oxide produced from the additional feed solution was equivalent to the original neptunium oxide and within the content description of the Letter of Amendment.

    Additive Manufacturing (AM) enables the creation of complex structures directly from a computer-aided design (CAD). There are limitations that prevent the technology from realizing its full potential. AM has been criticized for being slow and expensive with limited build size. Oak Ridge National Laboratory (ORNL) has developed a large scale AM system that improves upon each of these areas by more than an order of magnitude. The Big Area Additive Manufacturing (BAAM) system directly converts low cost pellets into a large, three-dimensional part at a rate exceeding 25 kg/h. By breaking these traditional barriers, it is possible for polymer AM to penetrate new manufacturing markets.

    We investigate the mathematical structure of unit systems and the relations between them. Looking over the entire set of unit systems, we can find a mathematical structure that is called preorder (or quasi-order). For some pair of unit systems, there exists a relation of preorder such that one unit system is transferable to the other unit system. The transfer (or conversion) is possible only when all of the quantities distinguishable in the latter system are always distinguishable in the former system. By utilizing this structure, we can systematically compare the representations in different unit systems. Especially, the equivalence class of unit systems (EUS) plays an important role because the representations of physical quantities and equations are of the same form in unit systems belonging to an EUS. The dimension of quantities is uniquely defined in each EUS. The EUS's form a partially ordered set. Using these mathematical structures, unit systems and EUS's are systematically classified and organized as a hierarchical tree.

    As the title indicates, the purpose of this paper is to relate how and why Tampa Electric Company decided to select the Integrated Gasification Combined Cycle (IGCC) for their next capacity addition at Polk Power Station, Polk Unit No. 1. For a complete understanding of this process, it is necessary to review the history related to the initial formulation of the IGCC concept as it was proposed to the Department of Energy (DOE) Clean Coal Initiative Round Three. Further, it is important to understand the relationship between Tampa Electric Company and TECO Pay Services Corporation (TPS). TECO Energy, Inc. is an energy related holding company with headquarters in Tampa, Florida. Tampa Electric Company is the principal, wholly-owned subsidiary of TECO Energy, Inc. Tampa Electric Company is an investor-owned electric utility with about 3200 MW of generation capacity of which 97% is coal fired. Tampa Electric Company serves about 2,000 square miles and approximately 470,000 customers, in west central Florida, primarily in and around Hillsborough County and Tampa, Florida. Tampa Electric Company generating units consist of coal fired units ranging in size from a 110 MW coal fired cyclone unit installed in 1957 to a 450 MW pulverized coal unit with wet limestone flue gas desulfurization installed in 1985. In addition, Tampa Electric Company has six (6) No. 6 oil fired steam units totaling approximately 220 MW. Five (5) of these units, located at the Hookers Point Station, were installed in the late 1940's and early 1950's. Tampa Electric also has about 150 MW of No. 2 oil fired start-up and peaking combustion turbines. The company also owns a 1966 vintage 12 MW natural gas fired steam plant (Dinner Lake) and two nO. 6 oil fired diesel units with heat recovery equipment built in 1983 (Phillips Plant).

    The syntheses of silicon-containing compounds and the studies of their rearrangements have been active research areas in the Barton research group. Previously, the addition of disilanes to acetylenes was studied in the group and an intramolecular 2S + 2A mechanism has been proposed. In this thesis, the work is focused on the addition of disilanes to cumulenes. The syntheses of the precursors are discussed and the possible mechanisms for their thermal, photochemical and catalytic rearrangements are proposed. Conjugated organic polymers have been studied in the group since 1985 because of their potential for exhibiting high electroconductivity, photoconductivity, strong non-linear optical response and intense fluorescence. In the second section of this dissertation, the synthesis and property studies of poly(phenylene vinylene) analogues are discussed.

    Today, emphasis is placed on reducing power consumption. Computers are large consumers; therefore it is important to know the total consumption of computing systems. Since their optimal functioning requires quite strict environmental conditions, without much variation in temperature and humidity, reducing energy consumption cannot be made without monitoring environmental parameters. Thus, the present work uses a multifunctional electric meter UPT 210 for power consumption monitoring. Two applications were developed: software which carries meter readings provided by electronic and programming facilitates remote device and a device for temperature monitoring and control. Following temperature variations that occur both in the cooling system, as well as the ambient, can reduce energy consumption. For this purpose, some air conditioning units or some computers are stopped in different time slots. These intervals were set so that the economy is high, but the work's Datacenter is not disturbed.

    The Saltstone facilities at the DOE Savannah River Site (SRS) stabilize and dispose of low-level radioactive salt solution originating from liquid waste storage tanks at the site. The Saltstone Production Facility (SPF) receives treated salt solution and mixes the aqueous waste with dry cement, blast furnace slag, and fly ash to form a grout slurry which is mechanically pumped into concrete disposal cells that compose the Saltstone Disposal Facility (SDF). The solidified grout is termed “saltstone”. Cementitious materials play a prominent role in the design and long-term performance of the SDF. The saltstone grout exhibits low permeability and diffusivity, and thus represents a physical barrier to waste release. The waste form is also reducing, which creates a chemical barrier to waste release for certain key radionuclides, notably Tc-99. Similarly, the concrete shell of an SDF disposal unit (SDU) represents an additional physical and chemical barrier to radionuclide release to the environment. Together the waste form and the SDU compose a robust containment structure at the time of facility closure. However, the physical and chemical state of cementitious materials will evolve over time through a variety of phenomena, leading to degraded barrier performance over Performance Assessment (PA) timescales of thousands to tens of thousands of years. Previous studies of cementitious material degradation in the context of low-level waste disposal have identified sulfate attack, carbonation influenced steel corrosion, and decalcification (primary constituent leaching) as the primary chemical degradation phenomena of most relevance to SRS exposure conditions. In this study, degradation time scales for each of these three degradation phenomena are estimated for saltstone and concrete associated with each SDU type under conservative, nominal, and best estimate assumptions. The nominal value (NV) is an intermediate result that is more probable than the conservative estimate (CE) and more defensible than the best estimate (BE). The combined effects of multiple phenomena are then considered to determine the most limiting degradation time scale for each cementitious material. Degradation times are estimated using a combination of analytic solutions from literature and numerical simulation codes provided through the DOE Cementitious Barriers Partnership (CBP) Software Toolbox (http://cementbarriers.org). For the SDU 2 design, the roof, wall, and floor components are projected to become fully degraded under Nominal conditions at 3866, 923, and 1413 years, respectively. For SDU 4 the roof and floor are estimated to be fully degraded under Nominal conditions after 1137 and 1407 years, respectively; the wall is assumed to be fully degraded at time zero in the most recent PA simulations. Degradation of these concrete barriers generally occurs from combined sulfate attack and corrosion of embedded steel following carbonation. Saltstone is projected to degrade very slowly by decalcification, with complete degradation occurring in excess of 200,000 years for any SDU type. Complete results are provided.

    This binary plant is the first high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a butane based cycle are not necessary. The unit is modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. This project proves the technical feasibility of using low temperature brine The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy for Nevada, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    The Inventory of Power Plants in the United States is prepared annually by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA), US Department of Energy (DOE). The purpose of this publication is to provide year-end statistics about electric generating units operated by electric utilities in the United States (the 50 States and the District of Columbia). The publication also provides a 10-year outlook of future generating unit additions. Data summarized in this report are useful to a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. Data presented in this report were assembled and published by the EIA to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended. The report is organized into the following chapters: Year in Review, Operable Electric Generating Units, and Projected Electric Generating Unit Additions.     Purpose: The selection of optimal beam geometry has been of interest since the inception of conformal radiotherapy. The authors report on sequential beam addition, a simple beam geometry selection method, for intensity modulated radiation therapy. Methods: The sequential beam addition algorithm (SBA) requires definition of an objective function (score) and a set of candidate beam geometries (pool). In the first iteration, the optimal score is determined for each beam in the pool and the beam with the best score selected. In the next iteration, the optimal score is calculated for each beam remaining in the pool combined with the beam selected in the first iteration, and the best scoring beam is selected. The process is repeated until the desired number of beams is reached. The authors selected three treatment sites, breast, lung, and brain, and determined beam arrangements for up to 11 beams from a pool comprised of 25 equiangular transverse beams. For the brain, arrangements were additionally selected from a pool of 22 noncoplanar beams. Scores were determined for geometries comprised equiangular transverse beams (EQA), as well as two tangential beams for the breast case. Results: In all cases, SBA resulted in scores superior to EQA. The breast case had the strongest dependence on beam geometry, for which only the 7-beam EQA geometry had a score better than the two tangential beams, whereas all SBA geometries with more than two beams were superior. In the lung case, EQA and SBA scores monotonically improved with increasing number of beams; however, SBA required fewer beams to achieve scores equivalent to EQA. For the brain case, SBA with a coplanar pool was equivalent to EQA, while the noncoplanar pool resulted in slightly better scores; however, the dose-volume histograms demonstrated that the differences were not clinically significant. Conclusions: For situations in which beam geometry has a significant effect on the objective function, SBA can identify arrangements equivalent to equiangular geometries but using fewer beams. Furthermore, SBA provides the value of the objective function as the number of beams is increased, allowing the planner to select the minimal beam number that achieves the clinical goals. The method is simple to implement and could readily be incorporated into an existing optimization system.

    This review paper summarizes the state-of-the-art in laboratory based interstellar ice chemistry. The focus is on atom addition reactions, illustrating how water, carbon dioxide and methanol can form in the solid state at astronomically relevant temperatures, and also the formation of more complex species such as hydroxylamine, an important prebiotic molecule, and glycolaldehyde, the smallest sugar, is discussed. These reactions are particularly relevant during the dark ages of star and planet formation, i.e., when the role of UV light is restricted. A quantitative characterization of such processes is only possible through dedicated laboratory studies, i.e., under full control of a large set of parameters such as temperature, atom-flux, and ice morphology. The resulting numbers, physical and chemical constants, e.g., barrier heights, reaction rates and branching ratios, provide information on the molecular processes at work and are needed as input for astrochemical models, in order to bridge the timescales t...

    In the early 1970's, Canadian engineers and scientists discovered that a low cost additive comprising coal impregnated with an iron compound, inhibited coke formation during a process that they named the CANMET Hydrocracking Process. The concept was developed to the pilot plant stage with over 50,000 hours of pilot plant operations. These operations proved that high conversion rates could be achieved by the CANMET Hydrocracking Process for a wide range of feedstocks that include not only bitumen, tar sands and heavy oils, but also refinery residua such as vacuum bottoms. The performance of a 5000 barrel per day demonstration plant is discussed.

    Altos Hornos de Mexico (AHMSA) is a steel company located in Northern Mexico, in the state of Coahuila. Currently there are three blast furnaces in operation and one more about to finish its general repair. This last one is to remain as a back-up unit. Because of blast furnace hearth wear outs AHMSA has developed some maintenance procedures. These procedures are based on titanium ore additions and hearth thermic control monitoring. There are also some other maintenance practices adopted to the working operations to assure that such operations detect and avoid in time hearth wear outs that place personnel and/or the unit in danger (due to hearth leaks). This paper describes titanium ore addition to No. 2 blast furnace during the final campaign and it also illustrates maintenance practices and continuous monitoring of temperature trends both of which were implemented at AHMSA`s No. 5 blast furnace.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 14 topics was developed for further analysis. This paper brings together the earlier interim reports of the first 13 topics plus one additional topic into a single final report.

    In 1991, the international nuclear nonproliferation community was dismayed to discover that the implementation of safeguards by the International Atomic Energy Agency (IAEA) under its NPT INFCIRC/153 safeguards agreement with Iraq had failed to detect Iraq's nuclear weapon program. It was now clear that ensuring that states were fulfilling their obligations under the NPT would require not just detecting diversion but also the ability to detect undeclared materials and activities. To achieve this, the IAEA initiated what would turn out to be a five-year effort to reappraise the NPT safeguards system. The effort engaged the IAEA and its Member States and led to agreement in 1997 on a new safeguards agreement, the Model Protocol Additional to the Agreement(s) between States and the International Atomic Energy Agency for the Application of Safeguards. The Model Protocol makes explicit that one IAEA goal is to provide assurance of the absence of undeclared nuclear material and activities. The Model Protocol requires an expanded declaration that identifies a State's nuclear potential, empowers the IAEA to raise questions about the correctness and completeness of the State's declaration, and, if needed, allows IAEA access to locations. The information required and the locations available for access are much broader than those provided for under INFCIRC/153. The negotiation was completed in quite a short time because it started with a relatively complete draft of an agreement prepared by the IAEA Secretariat. This paper describes how the Model Protocol was constructed and reviews key decisions that were made both during the five-year period and in the actual negotiation.

    Eastman Chemical and Air Products and Chemicals (AP) have started construction of a $214-million, coal-to-methanol demonstration unit at Eastmans site in Kingsport, TN. The project is part of the Department of Energy`s clean coal technology program and is receiving $93 million in federal support. The demonstration unit-which will have a methanol capacity of 260 tons/day-will use novel catalyst technology for converting coal-derived synthesis gas (syngas) to methanol. Unlike conventional technology that processes syngas through a fixed bed of dry catalyst particles, the liquid-phase methanol process converts the syngas in a single vessel containing catalysts suspended in mineral oil. The companies say the innovation allows the process to better able handle the gases from coal gasifiers and is more stable and reliable than existing processes. Eastman says it will use the methanol produced by the plant as a chemical feedstock. It currently uses methanol as an intermediate in making acetic anhydride and dimethyl terephthalate. In addition, the companies say the methanol will be evaluated as a feedstock in making methyl tert-butyl ether for reformulated fuels. Eastman also says it will evaluate coproducing dimethyl ether (DME) with the methanol. DME can be used as a fuel additive or blended with methanol for a chemical feedstock, according to Eastman.

    In late November 1994, San Antonio-based Tesoro Petroleum Corp. and Litwin Engineers and Constructors Inc. completed the relocation and refurbishment of a $25 million vacuum unit at Tesoro`s 72,000 b/d Kenai refinery. The addition of the vacuum distillation unit is a critical component in Tesoro`s market-driven strategy to enhance operating profits by maximizing production of higher-margin products such as gasoline and jet fuel. With its new vacuum distillation unit, Tesoro has reduced production of lower-value residual fuel oil while recovering more lighter, high-value material. The paper discusses the economic and strategic merits of purchasing and relocating an existing vacuum unit, the project schedule, new equipment, dismantling and transport, installation, tie-ins and start-up, products, operating changes, corrosion concerns, off gas, steam generation, design changes, environmental issues, reporting requirements, and accomplishments.

    AMAX performed research to develop improved quality, cost-effective dispersing additives for coal-water slurry fuels intended for high-intensity combustion systems. Dispersants were identified on the basis of coal surface characteristics and coal-dispersant interactions. Micronized samples of physically and chemically cleaned coal feedstocks from the Eastern and Midwestern regions of the United States were examined using bulk and surface analysis techniques. Utilization of coal surface and dispersant functionality was optimized through multicomponent application of additives, pH control, and control of surface oxidation. A low-cost, low-alkali, sulfur-free dextrin compound was found to be effective in enhancing dispersion when applied to the coal surfaces as a pretreatment or with conventional dispersants as a co-additive. The cleaning method and ash content had minimal direct impact on coal surface functionality. Parameters such as internal moisture, particle size, surface area, surface oxidation, and soluble ions were the primary considerations which influenced slurry loading and additive consumption. The dispersing additive packages functioned over the range of coal types and cleaning levels investigated. The preferred additives were compatible with each other, allowing for blending to optimize performance, cost, and alkali contamination. Each additive was found to be suitable for use in applications which utilize elevated-temperature fuel delivery systems. 17 refs., 8 figs., 27 tabs.

    The Penasco Shugart Queen Sand Unit located in sections 8, 9, 16 & 17, T18S, 31E Eddy County New Mexico is operated by MNA Enterprises Ltd. Co. Hobbs, NM. The first well in the Unit was drilled in 1939 and since that time the Unit produced 535,000 bbl of oil on primary recovery and 375,000 bbl of oil during secondary recovery operations that commenced in 1973. The Unit secondary to primary ratio is 0.7, but other Queen waterfloods in the area had considerably larger S/P ratios. On June 25 1999 MNA was awarded a grant under the Department of Energy's ''Technology Development with Independents'' program. The grant was used to fund a reservoir study to determine if additional waterflood reserves could be developed. A total of 14 well bores that penetrate the Queen at 3150 ft are within the Unit boundaries. Eleven of these wells produced oil during the past 60 years. Production records were pieced together from various sources including the very early state production records. One very early well had a resistivity log, but nine of the wells had no logs, and four wells had gamma ray-neutron count-rate perforating logs. Fortunately, recent offset deep drilling in the area provided a source of modern logs through the Queen. The logs from these wells were used to analyze the four old gamma ray-neutron logs within the Unit. Additionally the offset well log database was sufficient to construct maps through the unit based on geostatistical interpolation methods. The maps were used to define the input parameters required to simulate the primary and secondary producing history. The history-matched simulator was then used to evaluate four production scenarios. The best scenario produces 51,000 bbl of additional oil over a 10-year period. If the injection rate is held to 300 BWPD the oil rate declines to a constant 15 BOPD after the first year. The projections are reasonable when viewed in the context of the historical performance ({approx}30 BOPD with a {approx}600 BWPD injection rate during 1980-1990). If an additional source of water is developed, increasing the injection rate to 600 BWPD will double the oil-producing rate. During the log evaluation work the presence of a possibly productive Penrose reservoir about 200 ft below the Queen was investigated. The Penrose zone exists throughout the Unit, but appears to be less permeable than the Queen. The maps suggest that either well 16D or 16C are suitable candidates for testing the Penrose zone.
