    The United States has signed but not ratified the US/IAEA Safeguards Additional Protocol. If ratified, the Additional Protocol will require the US to report to the IAEA certain nuclear-related exports and imports to the IAEA. This document identifies and assesses the issues associated with the US making those reports. For example, some regulatory changes appear to be necessary. The document also attempts to predict the impact on the DOE Complex by assessing the historical flow of exports and imports that would be reportable if the Additional Protocol were in force.

    In this project, a concept to improve the performance of aluminum production cells by introducing potlining additives was examined and tested. Boron oxide was added to cathode blocks, and titanium was dissolved in the metal pool; this resulted in the formation of titanium diboride and caused the molten aluminum to wet the carbonaceous cathode surface. Such wetting reportedly leads to operational improvements and extended cell life. In addition, boron oxide suppresses cyanide formation. This final report presents and discusses the results of this project. Substantial economic benefits for the practical implementation of the technology are projected, especially for modern cells with graphitized blocks. For example, with an energy savings of about 5% and an increase in pot life from 1500 to 2500 days, a cost savings of $ 0.023 per pound of aluminum produced is projected for a 200 kA pot.

One of the at least two reactive functional groups is configured to react with cellulose and the other of the at least two reactive functional groups is configured to react with a resin, such as an amine resin of a polycarboxylic acid resin. The at least one capping functional group is selected from the group consisting of a short chain ether group, an alkoxy group, or an aryloxy group. Also disclosed are an additive-resin admixture, a method of treating a wood product, and a wood product.

    Comparative genomics provides the means to demarcate functional regions in anonymous DNA sequences. The successful application of this method to identifying novel genes is currently shifting to deciphering the noncoding encryption of gene regulation across genomes. To facilitate the use of comparative genomics to practical applications in genetics and genomics we have developed several analytical and visualization tools for the analysis of arbitrary sequences and whole genomes. These tools include two alignment tools: zPicture and Mulan; a phylogenetic shadowing tool: eShadow for identifying lineage- and species-specific functional elements; two evolutionary conserved transcription factor analysis tools: rVista and multiTF; a tool for extracting cis-regulatory modules governing the expression of co-regulated genes, CREME; and a dynamic portal to multiple vertebrate and invertebrate genome alignments, the ECR Browser. Here we briefly describe each one of these tools and provide specific examples on their practical applications. All the tools are publicly available at the http://www.dcode.org/ web site.

    Available biomedical ontologies and knowledge bases currently lack formal and standards-based interconnections between disease, disease vector, and drug treatment vocabularies. The PNNL Medical Linked Dataset (PNNL-MLD) addresses this gap. This paper describes the PNNL-MLD, which provides a unified vocabulary and dataset of drug, disease, side effect, and vector transmission background information. Currently, the PNNL-MLD combines and curates data from the following research projects: DrugBank, DailyMed, Diseasome, DisGeNet, Wikipedia Infobox, Sider, and PharmGKB. The main outcomes of this effort are a dataset aligned to Schema.org, including a parsing framework, and extensible hooks ready for integration with selected medical ontologies. The PNNL-MLD enables researchers more quickly and easily to query distinct datasets. Future extensions to the PNNL-MLD will include Traditional Chinese Medicine, broader interlinks across genetic structures, a larger thesaurus of synonyms and hypernyms, explicit coding of diseases and drugs across research systems, and incorporating vector-borne transmission vocabularies.

    In 2008, a joint team from Brookhaven National Laboratory (BNL) and Los Alamos National Laboratory (LANL) consisting of specialists in training IAEA inspectors in the use of complementary access activities formulated a training program to prepare the U.S DOE laboratories for the entry into force of the U.S. Additional Protocol. Since the U.S. Additional Protocol would allow for IAEA access to the DOE laboratories under the aegis of complementary access activities, the DOE laboratories would need to prepare for such visits. The goal of the training was to ensure that the DOE laboratories would successfully host an IAEA complementary access. In doing so, the labs must be able to provide the IAEA with the information that the IAEA would need to resolve its questions about the U.S. Declaration and declared activities at the lab, and also protect certain equities, as provided under the U.S. Additional Protocol Article 1.b and c. which set forth a 'National Security Exclusion.' This 'NSE' states that the AP provisions apply within the United States 'excluding only instances where its application would result in access by the Agency to activities with direct national security significance to the United States or to location or information associated with such activities.' These activities are referred to collectively as DNSS-direct national security significance. Furthermore, the U.S. has a specific right to employ managed access, without prejudice to the right under Article 1.b, in connection with activities of DNSS. The provisions in Articles 1.b and 1.c are unique to the U.S. AP, and are additional to the more general right, under Article 7, to use managed access to protect from disclosure proprietary and/or proliferation-sensitive information, and to meet safety and security requirements, that is incorporated directly from the Model Additional Protocol.     In May of 2003, Dr. Michael Smith, Physics Division, ORNL, published a paper announcing the launch of the new website NucAstroData.org and the rationale behind it. An excerpt from the abstract of that paper, found in volume 718, pages 339-346, of ScienceDirect - Nuclear Physics A, explains: "In order to address important astrophysics problems such as the origin of the chemical elements, the inner workings of our Sun, and the evolution of stars, crucial nuclear datasets are needed. Recent evaluation and dissemination efforts have produced a number of such datasets, many of which are online and readily available to the research community. Current international efforts in this field are, unfortunately, insufficient to keep pace with the latest nuclear physics measurements and model calculations. A dedicated effort is required to update and expand existing datasets. I discuss several strategies and new initiatives that would ensure a more effective utilization of nuclear data in astrophysics. These include launching a new web site, www.nucastrodata.org, to aid in locating available nuclear data sets, and an interactive online plotting program with an easy-to-use graphical user interface to over 8000 reaction rates." This website continues to be resource for the nuclear astrophysics community. NucAstroData provides both links to datasets around the world and a repository where researchers can upload their own data. Tools for generating and manipulating reaction rates, merging libraries of data, plotting data and performing other tasks are provided under the website's Infrastructure section and the menu selection for software leads to useful codes.

    The Ontological Discovery Environment ( http://ontologicaldiscovery.org ) is a free, public Internet resource for the storage, sharing, retrieval and analysis of phenotype-centered genomic data sets. The intent of this resource is to allow the creation of user-defined phenotype categories based on naturally and experimentally observed biological networks, pathways and systems rather than on externally manifested constructs and semantics such as disease names and processes. By extracting the relationships of complex processes from the technology that produces those relationships, this resource meets a growing demand for data integration and hypothesis discovery across multiple experimental contexts, including broad species and phenotype domains. At a highly processed level, analyses of set similarity, distance and hierarchical relations are performed through a modular suite of tools. The core pivot point of analysis is the creation of a bipartite network of gene-phenotype relations, a unique discrete graph approach to gene-set analysis which enables set-set matching of non-referential data. The central organizing metaphor of a gene set may be created, stored and curated by individual users, shared among virtual working groups, or made publicly available. Gene sets submission incorporates a variety of accession numbers, microarray feature IDs, and gene symbols from model organisms, allowing integration across experimental platforms, literature reviews and other genomic analyses. The sets themselves are annotated with several levels of metadata which may include an unstructured description, publication information and structured community ontologies for anatomy, process and function. Gene set translation to user chosen reference species through gene homology allows translational comparison of models regardless of the face validity of the experimental systems. In addition, computationally derived gene sets can be integrated into phenome interdependency and similarity

    There has been invented a method for incorporating additives into polymers comprising: (a) forming an aqueous or alcohol-based colloidal system of the polymer; (b) emulsifying the colloidal system with a compressed fluid; and (c) contacting the colloidal polymer with the additive in the presence of the compressed fluid. The colloidal polymer can be contacted with the additive by having the additive in the compressed fluid used for emulsification or by adding the additive to the colloidal system before or after emulsification with the compressed fluid. The invention process can be carried out either as a batch process or as a continuous on-line process.

    Ethyl and EPA are trading punches over EPA`s doubts about the safety of Ethyl`s gasoline additive methylcyclopentadienyl manganese (MMT). Late last week, EPA released a statement reaffirming its position that there has not been enough research on health effects of MMT and asking gas stations to label pumps that contain the additive so consumers will be aware they are using it. Responding to that statement, Ethyl has written Administrator Carol Browner asking why she appears to be supporting the Environmental Defense Fund`s (EDF; Washington) campaign against MMT and advocating the delay of the additive use in light of its known emission-reducing characteristics. The tension began in the early `90s, when the EPA refused to allow Ethyl to market MMT and required it to perform more long-term health studies. Last October a court ordered the agency to grant Ethyl approval to use MMT in nonreformulated gasoline.

    A decontamination formulation and method of making that neutralizes the adverse health effects of both chemical and biological compounds, especially chemical warfare (CW) and biological warfare (BW) agents, and toxic industrial chemicals. The formulation provides solubilizing compounds that serve to effectively render the chemical and biological compounds, particularly CW and BW compounds, susceptible to attack, and at least one reactive compound that serves to attack (and detoxify or kill) the compound. The formulation includes at least one solubilizing agent, a reactive compound, a bleaching activator, a sorbent additive, and water. The highly adsorbent, water-soluble sorbent additive (e.g., sorbitol or mannitol) is used to "dry out" one or more liquid ingredients, such as the liquid bleaching activator (e.g., propylene glycol diacetate or glycerol diacetate) and convert the activator into a dry, free-flowing powder that has an extended shelf life, and is more convenient to handle and mix in the field.

    There is a rising interest in developing functional electronics using additively manufactured components. Considerations in materials selection and pathways to forming hybrid circuits and devices must demonstrate useful electronic function; must enable integration; and must complement the complex shape, low cost, high volume, and high functionality of structural but generally electronically passive additively manufactured components. This article reviews several emerging technologies being used in industry and research/development to provide integration advantages of fabricating multilayer hybrid circuits or devices. First, we review a maskless, noncontact, direct write (DW) technology that excels in the deposition of metallic colloid inks for electrical interconnects.more » Second, we review a complementary technology, aerosol deposition (AD), which excels in the deposition of metallic and ceramic powder as consolidated, thick conformal coatings and is additionally patternable through masking. As a result, we show examples of hybrid circuits/devices integrated beyond 2-D planes, using combinations of DW or AD processes and conventional, established processes.« less

    Pyrite addition to a coal liquefaction process (22, 26) is controlled (118) in inverse proportion to the calcium content of the feed coal to maximize the C.sub.5 --900.degree. F. (482.degree. C.) liquid yield per unit weight of pyrite added (110). The pyrite addition is controlled in this manner so as to minimize the amount of pyrite used and thus reduce pyrite contribution to the slurry pumping load and disposal problems connected with pyrite produced slag.

    Long-term demonstration tests of advanced sorbent enhancement additive (SEA) technologies have been completed at five coal-fired power plants. The targeted removal rate was 90% from baseline conditions at all five stations. The plants included Hawthorn Unit 5, Mill Creek Unit 4, San Miguel Unit 1, Centralia Unit 2, and Hoot Lake Unit 2. The materials tested included powdered activated carbon, treated carbon, scrubber additives, and SEAs. In only one case (San Miguel) was >90% removal not attainable. The reemission of mercury from the scrubber at this facility prevented >90% capture.

    The Canadian Senate voted late last week to ban use of the manganese-based fuel additive MMT, produced only in the US by Ethyl. MMT, which has been sold in Canada for the past 20 years and accounts for about half of Ethyl`s Canadian sales, has been criticized by environmentalists, who have raised public health concerns, and automakers, who say it harms emission control systems. {open_quotes}Canada`s vote is a great victory for public health and the environment,{close_quotes} says Environmental Defense Fund executive director Fred Krupp. {open_quotes}The US should move swiftly to follow suit and suspend sales of MMT until adequate toxicity testing on the additive is completed.{close_quotes} EPA had refused to approve MMT for sale because of health concerns but was compelled to do so by a December 1995 court ruling. Ethyl asserts the ban violates Canada`s obligations under Nafta and says it will file a damage claim with the Nafta arbitration panel.

    This windmill provides low cost energy out of the wind in the form of compressed air, etc, by maximizing wind-contact at the least cost construction and maintenance, at the least cost of project site - making the ''Output/Cost Ratio'' very high. This is done by making the sails very large using light fabrics with aluminum or bamboo frames forming a square face, supported by light strong ropes, by arranging the sails on a single file close to one after the other at erect posture free to clip to the right or to the left, forming a long procession line transverse to the wind which is in close loop with another long procession line parallel to it but moving to the opposite direction, to produce a very large windmill without the need of additional set up units of windmills; by carrying the large sails high about the ground for better wind-contact thru a two level Aerial Cable Railway by means of a deep-groove roller wheel attached to the top end and to the bottom end of each sail-mast; by separating the two parallel lines of sails at least 100 feet apart for better wind-contact thru the use of set of three Terminal Gear Wheels at a Half-Hexagonal formation that hold the end loops of the Power Cable Chain being tugged by each sail; by making the windmill work during strong winds and storing the energy in compressed air tunnels, elevated water.

    This binary plant is the first air cooled, high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a hydrocarbon based cycle are not necessary. The unit is largely modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. The Air Cooled Condensers (ACC), equipment piping, and Balance of Plant (BOP) piping were constructed at site. This project further demonstrates the technical feasibility of using low temperature brine for geothermal power utilization. The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    Based on the previous years` studies concerning the efficiency of SO{sub 2} removal by spray dryers with high sulfur coal flue gas, the work for year five included investigations of lime dissolution rates at different slaking conditions and with the effect of additives. The prominent additives that have significant effects on lime dissolution rates were tested with the mini pilot spray drying absorber to see their effects on spray drying desulfurization applications. The mechanisms of these additive effects along with the properties of hygroscopic additives have been discussed and incorporated into the spray drying desulfurization model ``SPRAYMOD-M.`` Slaking conditions are very important factors in producing high quality lime slurry in spray drying desulfurization processes. At optimal slaking conditions, the slaked lime particles are very fine (3-5{mu}m) and the slaked lime has high BET surface areas which are beneficial to the desulfurization. The slaked lime dissolution rate experiments in our study are designed to determine how much lime can dissolve in a unit time if the initial lime surface area is kept constant. The purpose of the dissolution rate study for different additives is to find those effective additives that can enhance lime dissolution rates and to investigate the mechanisms of the dissolution rate enhancement properties for these additives. The applications of these additives on spray drying desulfurization are to further verify the theory that dissolution rate is a rate limiting step in the whole spray drying desulfurization process as well as to test the feasibility of these additives on enhancing SO{sub 2} removal in spray dryers.

    Coordinating additives are included in porphyrinoid-based materials to promote intermolecular organization and improve one or more photoelectric characteristics of the materials. The coordinating additives are selected from fullerene compounds and organic compounds having free electron pairs. Combinations of different coordinating additives can be used to tailor the characteristic properties of such porphyrinoid-based materials, including porphyrin oligomers. Bidentate ligands are one type of coordinating additive that can form coordination bonds with a central metal ion of two different porphyrinoid compounds to promote porphyrinoid alignment and/or pi-stacking. The coordinating additives can shift the absorption spectrum of a photoactive material toward higher wavelengths, increase the external quantum efficiency of the material, or both.

    The purposes of the study were to: (1) attempt to find the cause of the formation of the viscous floating mass of mixed liquor solids (VFMLS), (2) generate additional research data for total chemical oxygen demand (TCOD) removal from pharmaceutical wastewater using the PACT process, (3) evaluate the efficiency of PACT in removing specific organics, (4) evaluate the effectiveness of PACT in reducing effluent aquatic toxicity, and (5) evaluate the use of a selector to improve the settling characteristics of the mixed liquor. One control unit, two PACT units, and a unit equipped with a series of selector basins were operated.

  16. Effect of additives on lithium cycling efficiency

    Lithium cycling efficiency was evaluated for LiAsF[sub 6]-ethylene carbonate/2-methyltetrahydrofuran mixed-solvent electrolyte (LiAsF[sub 6]-EC/2MeTHF) with several additives: tetraalkylammonium chlorides with a long n-alkyl chain and three methyl groups. The ammonium chlorides with n-alkyl group longer than n-C[sub 12]H[sub 25]- increased lithium cycling efficiency. Cetyltrimethylammonium chloride (CTAC) produced the best improvement in lithium cycling efficiency. A figure of merit (FOM) of lithium for 0.01 M CTAC was 46, which was 1.5 times the FOM for the corresponding additive-free electrolyte. The LiAsF[sub 6]-EC/2MeTHF with CTAC showed an increase in FOM with stack pressure, but the effect was less than that for the additive-free LiAsF[sub 6]-EC/2MeTHF. Scanning electron microscope observation showed that the addition of CTAC decreased the needle-like lithium deposition and increased particulate lithium deposition. This deposition morphology may be the main cause of the increase in FOM. The additive had no effect on rate capability for cell cycling at 3 mA/cm[sup 2] discharge and 1 mA/cm[sup 2] charge.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for

    Additive manufacturing (also known as 3D printing) is considered a disruptive technology for producing components with topologically optimized complex geometries as well as functionalities that are not achievable by traditional methods. The realization of the full potential of 3D printing is stifled by a lack of computational design tools, generic material feedstocks, techniques for monitoring thermomechanical processes under in situ conditions, and especially methods for minimizing anisotropic static and dynamic properties brought about by microstructural heterogeneity. In this paper, we discuss the role of interdisciplinary research involving robotics and automation, process control, multiscale characterization of microstructure and properties, and high-performance computational tools to address each of these challenges. In addition, emerging pathways to scale up additive manufacturing of structural materials to large sizes (>1 m) and higher productivities (5–20 kg/h) while maintaining mechanical performance and geometrical flexibility are also discussed.

    The Savannah River Site's HB-Line Facility completed a second neptunium oxide production campaign in which nine (9) additional cans of neptunium oxide were produced and shipped to the Idaho National Laboratory and Oak Ridge National Laboratory in the 9975 shipping container. These additional cans were from a different feed solution than the first fifty (50) cans of neptunium oxide that were previously produced and shipped via a Letter of Amendment to the 9975 Safety Analysis Report for Packaging (SARP) content table. This paper will address the challenges associated with demonstrating the neptunium oxide produced from the additional feed solution was equivalent to the original neptunium oxide and within the content description of the Letter of Amendment.

    Additive Manufacturing (AM) enables the creation of complex structures directly from a computer-aided design (CAD). There are limitations that prevent the technology from realizing its full potential. AM has been criticized for being slow and expensive with limited build size. Oak Ridge National Laboratory (ORNL) has developed a large scale AM system that improves upon each of these areas by more than an order of magnitude. The Big Area Additive Manufacturing (BAAM) system directly converts low cost pellets into a large, three-dimensional part at a rate exceeding 25 kg/h. By breaking these traditional barriers, it is possible for polymer AM to penetrate new manufacturing markets.

    Today, emphasis is placed on reducing power consumption. Computers are large consumers; therefore it is important to know the total consumption of computing systems. Since their optimal functioning requires quite strict environmental conditions, without much variation in temperature and humidity, reducing energy consumption cannot be made without monitoring environmental parameters. Thus, the present work uses a multifunctional electric meter UPT 210 for power consumption monitoring. Two applications were developed: software which carries meter readings provided by electronic and programming facilitates remote device and a device for temperature monitoring and control. Following temperature variations that occur both in the cooling system, as well as the ambient, can reduce energy consumption. For this purpose, some air conditioning units or some computers are stopped in different time slots. These intervals were set so that the economy is high, but the work's Datacenter is not disturbed.

    The syntheses of silicon-containing compounds and the studies of their rearrangements have been active research areas in the Barton research group. Previously, the addition of disilanes to acetylenes was studied in the group and an intramolecular 2S + 2A mechanism has been proposed. In this thesis, the work is focused on the addition of disilanes to cumulenes. The syntheses of the precursors are discussed and the possible mechanisms for their thermal, photochemical and catalytic rearrangements are proposed. Conjugated organic polymers have been studied in the group since 1985 because of their potential for exhibiting high electroconductivity, photoconductivity, strong non-linear optical response and intense fluorescence. In the second section of this dissertation, the synthesis and property studies of poly(phenylene vinylene) analogues are discussed.

Furthermore, feedstocks become heavier,as refinery production changes, as more unleaded is produced, and as an increasing number of pollution regulations must be satisfied greater attention will be paid to better mixtures, solvents, additives, and neat methanol. BCC report analyzes developments technologies, markets, players and the political/regulations aspects of this important market. Study also assesses the advantages and drawbacks of methanol, ethanol, MTBE and other additives which have their place as octane enhancers and fuel substitutes-all now deeply involved in the gasoline modification battle. Other issues addressed are subsidies, farm lobbying, imports, pricing, economics, Detroit's response, neat fuel testing projects, volatility problems vs. fewer ozone-forming hydrocarbon species, and emission ratings.

The Saltstone Production Facility (SPF) receives treated salt solution and mixes the aqueous waste with dry cement, blast furnace slag, and fly ash to form a grout slurry which is mechanically pumped into concrete disposal cells that compose the Saltstone Disposal Facility (SDF). The solidified grout is termed saltstone. Cementitious materials play a prominent role in the design and long-term performance of the SDF. The saltstone grout exhibits low permeability and diffusivity, and thus represents a physical barrier to waste release. The waste form is also reducing, which creates a chemical barrier to waste release for certain key radionuclides, notably Tc-99. Similarly, the concrete shell of an SDF disposal unit (SDU) represents an additional physical and chemical barrier to radionuclide release to the environment. Together the waste form and the SDU compose a robust containment structure at the time of facility closure. However, the physical and chemical state of cementitious materials will evolve over time through a variety of phenomena, leading to degraded barrier performance over Performance Assessment (PA) timescales of thousands to tens of thousands of years. Previous studies of cementitious material degradation in the context of low-level waste disposal have identified sulfate attack, carbonation influenced steel corrosion, and decalcification (primary constituent leaching) as the primary chemical degradation phenomena of most relevance to SRS exposure conditions. In this study, degradation time scales for each of these three degradation phenomena are estimated for saltstone and concrete associated with each SDU type under conservative, nominal, and best estimate assumptions.
