    Standardized assessment tests that allow researchers to compare the performance of students under various curricula are highly desirable. There are several research-based conceptual tests that serve as instruments to assess and identify students' difficulties in lower-division courses. At the upper-division level, however, assessing students' difficulties is a more challenging task. Although several research groups are currently working on such tests, their reliability and validity are still under investigation. We analyze the results of the Colorado Upper-Division Electrostatics diagnostic from Oregon State University and compare it with data from University of Colorado. In particular, we show potential shortcomings in the Oregon State University curriculum regarding separation of variables and boundary conditions, as well as uncover weaknesses of the rubric to the free response version of the diagnostic.     In this report, the authors summarize the highlights of the work done between August 1, 1995, and August 1, 1996. The work reported herein is the result of a collaborative effort between the nuclear chemists at Oregon State University and many other individuals and research groups. Each project discussed was the result of a joint effort of the groups, interchanging roles in data acquisition and analysis. The work described is part of a project involving the study of low energy (< 10 MeV/nucleon), and intermediate energy (10--100 MeV/nucleon) heavy ion reactions. Their work in the low energy regime included: the first US studies of fusion utilizing radioactive beams. Half of their effort was spent in the study of intermediate energy nuclear collisions. Among the accomplishments were: the establishment of a systematics of angular momentum transfer in peripheral collisions; completion of the first portion of high resolution studies of heavy residue formation in reactions induced by 20 MeV/nucleon {sup 197}Au utilizing the MSU A1200 separator; synthesis of several new neutron-deficient nuclides in reactions of 20 MeV/nucleon {sup 197}Au with heavy targets (Ti, Zr and Au); their participation in exclusive studies of heavy residue formation in the reaction of 35 MeV/nucleon {sup 86}Kr with {sup 197}Au in which it was found that the residues had large associated particle multiplicities indicating their formation in highly dissipative collisions, and that particle emission leading to residue formation relative to fission was favored as the dissipated energy increased.

    Spent Nuclear Fuel (SNF) from the Oregon State University (OSU) TRIGA{reg_sign} Reactor is currently being stored in thirteen 55-gallon drums at the Hanford Site's low-level burial grounds. This fuel is soon to be retrieved from buried storage and packaged into new containers (overpacks) for interim storage at the Hanford Interim Storage Area (ISA). One of the key activities associated with this effort is final closure of the overpack by welding. The OSU fuel is placed into an overpack, a head inserted into the overpack top, and welded closed. Weld quality, for typical welded fabrication, is established through post-weld testing and nondestructive examination (NDE); however, in this case, once the SNF is placed into the overpack, routine testing and NDE are not feasible. An alternate approach is to develop and qualify the welding process/parameters, demonstrate beforehand that they produce the desired weld quality, and then verify parameter compliance during production welding. Fluor engineers have developed a Gas Tungsten Arc Welding (GTAW) technique and parameters, demonstrating that weld quality requirements for closure of packaged SNF overpacks are met, using this alternate approach. The following reviews the activities performed for this development and qualification effort.

    This study was undertaken to determine if strontium chloride could be used to create a trans-generational otolith mark in steelhead (Oncorhynchus mykiss). I completed two strontium injection trials and a survey of juvenile steelhead from various steelhead hatcheries. The two trials measured Sr:Ca ratios in otoliths in response to injections and the survey measured the natural variation in Sr:Ca ratios in otoliths of juvenile hatchery steelhead in response to the natural variation. In 2003, adult female Wallowa River, Oregon O. mykiss, were captured at the hatchery and evenly divided between a control group and two treatment groups. These females received an intraperitoneal injection of 1cc/500 g of body weight of a physiologically isotonic solution (0.9% saline) containing concentrations of 0 (control), 1000, or 5000 parts per million (ppm) of strontium chloride hexahydrate (SrCl{sub 2}* 6H{sub 2}O). Females were housed in a single outdoor tank until spawned artificially, and a distinct external tag identified each female within each treatment group. In 2004, female steelhead were captured throughout the duration of the adult returns to the Umatilla River basin and injected with 0, 1000, 5000, or 20,000-ppm strontium. In both trials, progeny of fish treated with strontium had significantly higher Sr:Ca ratios in the primordial region of their otoliths as measured using an electron wavelength dispersive microprobe. There was no difference in fertilization rates of eggs and survival rates of fry among treatment groups. Progeny from treated mothers were on average larger than progeny of untreated mothers. The Sr:Ca ratios in otoliths collected from various populations of steelhead were greater than the control values measured in both injections studies. This study suggests that the marking technique works and the utility for such a technique could be used for empirical observations in determining the relative fitness of progeny of adult hatchery origin fish that spawn naturally. The variation in Sr:Ca ratios found among steelhead hatcheries suggests that care must be taken if the technique is employed where fish from more than one hatchery could potentially be involved.

The proposed action would combine activities scattered across the campus into a central facility.     Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction. Housing design strives to ensure that these technically advanced homes are marketable and will meet the needs of the people who will live in them.

    The overall objective of this proposal is to enable Iowa State University to establish a Center that enjoys world-class stature and eventually enhances the economy through the transfer of innovation from the laboratory to the marketplace. The funds have been used to support experimental proposals from interdisciplinary research teams in areas related to catalysis and green chemistry. Specific focus areas included: Catalytic conversion of renewable natural resources to industrial materials Development of new catalysts for the oxidation or reduction of commodity chemicals Use of enzymes and microorganisms in biocatalysis Development of new, environmentally friendly reactions of industrial importance These focus areas intersect with barriers from the MYTP draft document. Specifically, section 2.4.3.1 Processing and Conversion has a list of bulleted items under Improved Chemical Conversions that includes new hydrogenation catalysts, milder oxidation catalysts, new catalysts for dehydration and selective bond cleavage catalysts. Specifically, the four sections are: 1. Catalyst development (7.4.12.A) 2. Conversion of glycerol (7.4.12.B) 3. Conversion of biodiesel (7.4.12.C) 4. Glucose from starch (7.4.12.D) All funded projects are part of a soybean or corn biorefinery. Two funded projects that have made significant progress toward goals of the MYTP draft document are: Catalysts to convert feedstocks with high fatty acid content to biodiesel (Kraus, Lin, Verkade) and Conversion of Glycerol into 1,3-Propanediol (Lin, Kraus). Currently, biodiesel is prepared using homogeneous base catalysis. However, as producers look for feedstocks other than soybean oil, such as waste restaurant oils and rendered animal fats, they have observed a large amount of free fatty acids contained in the feedstocks. Free fatty acids cannot be converted into biodiesel using homogeneous base-mediated processes. The CCAT catalyst system offers an integrated and cooperative catalytic system that performs both esterification (of free fatty acids) and transesterification (of soybean oil) in a one-pot fashion. This will allow the biodiesel producers to use the aforementioned cheap feedstocks without any pretreatment. In addition, the catalyst system is heterogeneous and is highly recyclable and reusable. Although markets currently exist for glycerin, concern is mounting that the price of glycerin may plummet to $.05 - $.10 per pound if future production exceeds demand. Developing a system to make high value chemicals such as 1,3-propanediol from the glycerin stream will add value for biodiesel producers who implement the new technology. Given the fact that both DuPont and Shell chemicals have announced the commercialization of two new PDO-based polymers, a rapid increase of market demand for a cheaper PDO source is very likely. 4.     The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    Limited historical references indicate that bull trout Salvelinus confluentus in Oregon were once widely spread throughout at least 12 basins in the Klamath River and Columbia River systems. No bull trout have been observed in Oregon's coastal systems. A total of 69 bull trout populations in 12 basins are currently identified in Oregon. A comparison of the 1991 bull trout status (Ratliff and Howell 1992) to the revised 1996 status found that 7 populations were newly discovered and 1 population showed a positive or upgraded status while 22 populations showed a negative or downgraded status. The general downgrading of 32% of Oregon's bull trout populations appears largely due to increased survey efforts and increased survey accuracy rather than reduced numbers or distribution. However, three populations in the upper Klamath Basin, two in the Walla Walla Basin, and one in the Willamette Basin showed decreases in estimated population abundance or distribution.

    We analyze the origin of the quasiclassical realm from the no-boundary proposal for the Universe's quantum state in a class of minisuperspace models. The models assume homogeneous, isotropic, closed spacetime geometries, a single scalar field moving in a quadratic potential, and a fundamental cosmological constant. The allowed classical histories and their probabilities are calculated to leading semiclassical order. For the most realistic range of parameters analyzed, we find that a minimum amount of scalar field is required, if there is any at all, in order for the Universe to behave classically at late times. If the classical late time histories are extended back, they may be singular or bounce at a finite radius. The ensemble of classical histories is time symmetric although individual histories are generally not. The no-boundary proposal selects inflationary histories, but the measure on the classical solutions it provides is heavily biased towards small amounts of inflation. However, the probability for a large number of e-foldings is enhanced by the volume factor needed to obtain the probability for what we observe in our past light cone, given our present age. Our results emphasize that it is the quantum state of the Universe that determines whether or not it exhibits a quasiclassical realm and what histories are possible or probable within that realm.

Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement is not required.

    This concludes the sixth quarter that Kansas State University has been under contract to the US Department of Energy and the Kansas Electric Utility Research Program to demonstrate electric vehicle technology. The G-Van continues to perform within acceptable limits, although the batteries and the charger have caused some problems. Dave Harris, Chloride, has been working with K-State to correct these problems. It may very well be that the limited mileage (less than 25 miles) can be increased by extending the charge cycle (overcharging) the batteries. Soleq Corp. has failed to deliver contracted vehicles. A dual shaft electric propulsion minivan, built by Eaton Corp. in 1987, will be shipped here. On the infrastructure side, EHV Corp. is developing curbside and home charging stations.

    We show that the state-independent violation of inequalities for noncontextual hidden variable theories introduced in [Phys. Rev. Lett. 101, 210401 (2008)] is universal, i.e., occurs for any quantum mechanical system in which noncontextuality is meaningful. We describe a method to obtain state-independent violations for any system of dimension d>=3. This universality proves that, according to quantum mechanics, there are no 'classical' states.

    We investigate which non-Gaussian resources are needed, in addition to Gaussian operations and measurements, for implementation of arbitrary quantum gates on multimode quantum states of light. We show that an arbitrary set of states with finite expansion in Fock basis is sufficient for this task. As an illustration we present an explicit scheme for probabilistic implementation of the nonlinear sign gate using resource non-Gaussian states and Gaussian operations.

    We develop a scheme for generating a universal qubit cluster state using probabilistic Bell measurements without the need for feed-forward or long-time quantum memories. Borrowing ideas from percolation theory we numerically show that using unambiguous Bell measurements that succeed with 75% success probability, one could build a cluster state with an underlying pyrochlore geometry such that the probability of having a spanning cluster in a chosen direction approaches unity in the limit of an infinite lattice size. The initial resources required for the generation of a universal state in our protocol are 3-qubit cluster states that are within experimental reach and are a minimal resource for a Bell-measurement-based percolation proposal. Since single and multi-photon losses can be detected in Bell measurements, our protocol raises the prospect of a fully error-robust scheme.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.
