    It is the policy of the U.S. Department of Energy (DOE) to improve environmental quality and conserve natural and economic resources by, among other things, increasing the reuse and recycle of recoverable materials in order to minimize land disposal of wastes. Consistent with this policy, DOE's Office of Environmental Management believes it is important to pursue strategies for reusing and recycling the large and growing DOE inventory of recoverable non-real property. However, responsible pursuit of such strategies requires careful prior consideration of the available alternatives, given the radiological character of much of the non-real property to be released. Requirements applicable to considerations of this type are established by Order DOE 5400.5, Radiation Protection of the Public and the Environment. This article describes the development and content of a step-by-step process designed to provide confidence that radiological doses to the public from recycle or reuse of released non-real property containing residual radioactive material meet applicable regulatory standards, are as low as reasonably achievable, and meet the requirements in Order DOE 5400.5 for release of such material. The full process, described in the Draft Handbook for Controlling Release for Reuse or Recycle of Non-Real Property Containing Residual Radioactive Material (for interim use and comment), DOE-HDBK-xxxx-97 (June 1997), is available for viewing and downloading at http://www.em.doe.gov/recyc.

    The RISMC project aims to develop new advanced simulation-based tools to perform Probabilistic Risk Analysis (PRA) for the existing fleet of U.S. nuclear power plants (NPPs). These tools numerically model not only the thermo-hydraulic behavior of the reactor primary and secondary systems but also external events temporal evolution and components/system ageing. Thus, this is not only a multi-physics problem but also a multi-scale problem (both spatial, µm-mm-m, and temporal, ms-s-minutes-years). As part of the RISMC PRA approach, a large amount of computationally expensive simulation runs are required. An important aspect is that even though computational power is regularly growing, the overall computational cost of a RISMC analysis may be not viable for certain cases. A solution that is being evaluated is the use of reduce order modeling techniques. During the FY2015, we investigated and applied reduced order modeling techniques to decrease the RICM analysis computational cost by decreasing the number of simulations runs to perform and employ surrogate models instead of the actual simulation codes. This report focuses on the use of reduced order modeling techniques that can be applied to any RISMC analysis to generate, analyze and visualize data. In particular, we focus on surrogate models that approximate the simulation results but in a much faster time (µs instead of hours/days). We apply reduced order and surrogate modeling techniques to several RISMC types of analyses using RAVEN and RELAP-7 and show the advantages that can be gained.

  12. Proposed Risk-Informed Seismic Hazard Periodic Reevaluation Methodology for Complying with DOE Order 420.1C

    Department of Energy (DOE) nuclear facilities must comply with DOE Order 420.1C Facility Safety, which requires that all such facilities review their natural phenomena hazards (NPH) assessments no less frequently than every ten years. The Order points the reader to Standard DOE-STD-1020-2012. In addition to providing a discussion of the applicable evaluation criteria, the Standard references other documents, including ANSI/ANS-2.29-2008 and NUREG-2117. These documents provide supporting criteria and approaches for evaluating the need to update an existing probabilistic seismic hazard analysis (PSHA). All of the documents are consistent at a high level regarding the general conceptual criteria that should be considered. However, none of the documents provides step-by-step detailed guidance on the required or recommended approach for evaluating the significance of new information and determining whether or not an existing PSHA should be updated. Further, all of the conceptual approaches and criteria given in these documents deal with changes that may have occurred in the knowledge base that might impact the inputs to the PSHA, the calculated hazard itself, or the technical basis for the hazard inputs. Given that the DOE Order is aimed at achieving and assuring the safety of nuclear facilities—which is a function not only of the level of the seismic hazard but also the capacity of the facility to withstand vibratory ground motions—the inclusion of risk information in the evaluation process would appear to be both prudent and in line with the objectives of the Order. The purpose of this white paper is to describe a risk-informed methodology for evaluating the need for an update of an existing PSHA consistent with the DOE Order. While the development of the proposed methodology was undertaken as a result of assessments for specific SDC-3 facilities at Idaho National Laboratory (INL), and it is expected that the application at INL will provide a demonstration of the

    This report fulfills the annual environmental release reporting requirements of US Department of Energy (DOE) Orders. This report provides supplemental information to the Hanford Site Environmental Report. The Hanford Site Environmental Report provides an update on the environmental status of the entire Hanford Site. The sitewide annual report summarizes the degree of compliance of the Hanford Site with applicable environmental regulations and informs the public about the impact of Hanford operations on the surrounding environment. Like the Hanford Site Environmental Report, this annual report presents a summary of the environmental releases from facilities managed by the Westinghouse Hanford Company (WHC) and monitored by Bechtel Hanford, Incorporated (BHI). In addition to the summary data, this report also includes detailed data on air emissions, liquid effluents, and hazardous substances released to the environment during calendar year 1994 from these facilities.

    At the direction of the Technical Steering Panel (TSP) of the Hanford Environmental Dose Reconstruction (HEDR) Project, Battelle staff have reviewed and analyzed available data regarding possible historical radiation doses to individuals resulting from radionuclide releases to the Columbia River. The objective of this review was to recommend to the TSP the spatial and temporal scope and level of effort on Columbia River work to most effectively extend work performed in Phase I of the project to meet the project objectives. Four stretches of the Columbia River and adjacent Pacific coastal waters were defined and investigated for four time periods. Radiation doses arising from ten potentially major exposure pathways were evaluated for each of the time/location combinations, and several alternative methods were defined for estimating the doses from each pathway. Preliminary cost estimates were also developed for implementing dose estimation activities for each of the possible combinations. The number of combinations of the alternatives is obviously very large. A ``value of information`` (VOI) decision analysis tool was developed and applied to the problem of selecting a few ``optimal`` sets of alternatives to consider. This VOI analysis relies on both available data and the judgement of technical experts. Input data and the algorithms used are described.

The necessary infrastructure has been specified and laboratory modifications are currently underway.     In order to provide technical information needed by the US Nuclear Regulatory Commission to evaluate the adequacy of near-surface disposal of decontamination wastes, Brookhaven National Laboratory has measured the release of organic complexing agents from simulated decontamination resin wastes solidified in cement and vinyl ester-styrene. The simulated waste consisted of either mixed bed ion-exchange resins or anion exchange resins equilibrated with EDTA, oxalic acid, citric acid, picolinic acid, formic acid, simulated LOMI reagent or the LND-101A decontamination reagent. The standard procedure ANS 16.1 appeared to be adequate for determining a leachability index for organic acids for comparing the leach resistance of decontamination waste forms. Leachability indexes appeared to be specific for each organic acid. Further, the apparent diffusivities were generally less than those observed for Cs releases from cement wastes forms. The finder material and the composition of the simulated wastes affected the release of the reagents.

    The occurrence of gas in salt mines and caverns has presented some serious problems to facility operators. Salt mines have long experienced sudden, usually unexpected expulsions of gas and salt from a production face, commonly known as outbursts. Outbursts can release over one million cubic feet of methane and fractured salt, and are responsible for the lives of numerous miners and explosions. Equipment, production time, and even entire mines have been lost due to outbursts. An outburst creates a cornucopian shaped hole that can reach heights of several hundred feet. The potential occurrence of outbursts must be factored into mine design and mining methods. In caverns, the occurrence of outbursts and steady infiltration of gas into stored product can effect the quality of the product, particularly over the long-term, and in some cases renders the product unusable as is or difficult to transport. Gas has also been known to collect in the roof traps of caverns resulting in safety and operational concerns. The intent of this paper is to summarize the existing knowledge on gas releases from salt. The compiled information can provide a better understanding of the phenomena and gain insight into the causative mechanisms that, once established, can help mitigate the variety of problems associated with gas releases from salt. Outbursts, as documented in mines, are discussed first. This is followed by a discussion of the relatively slow gas infiltration into stored crude oil, as observed and modeled in the caverns of the US Strategic Petroleum Reserve. A model that predicts outburst pressure kicks in caverns is also discussed.

    A first-order property model for normalized Toxicity Characteristic Leaching Procedure (TCLP) release as a function of glass composition was developed using data collected from various studies. The normalized boron release is used to estimate the release of toxic elements based on the observation that the boron release represents the conservative release for those constituents of interest. The current TCLP model has two targeted application areas: (1) delisting of waste-glass product as radioactive (not mixed) waste and (2) designating the glass wastes generated from waste-glass research activities as hazardous or non-hazardous. This report describes the data collection and model development for TCLP releases and discusses the issues related to the application of the model.

    An electromagnetic release mechanism is offered that may be used, for example, for supporting a safety rod for a nuclear reactor. The release mechanism is designed to have a large excess holding force and a rapid, uniform, and dependable release. The fast release is accomplished by providing the electromagnet with slotttd polts separated by an insulating potting resin, and by constructing the poles with a ferro-nickel alloy. The combination of these two features materially reduces the eddy current power density whenever the magnetic field changes during a release operation. In addition to these features, the design of the armature is such as to provide ready entrance of fluid into any void that might tend to form during release of the armature. This also improves the release time for the mechanism. The large holding force for the mechanism is accomplished by providing a small, selected, uniform air gap between the inner pole piece and the armature.

The overall design goal of RELAP-7 is to take advantage of the previous thirty years of advancements in computer architecture, software design, numerical methods, and physical models in order to provide capabilities needed for the RISMC methodology and to support nuclear power safety analysis. RELAP-7 is built using the INL’s modern scientific software development framework, MOOSE (Multi-physics Object Oriented Simulation Environment). MOOSE provides improved numerical calculations (including higher-order integration in both space and time, yielding converged second-order accuracy). The RELAP-7 code structure is based on multiple physical component models such as pipes, junctions, pumps, etc. Each component can have options for different fluid models such as single- and two-phase flow. This component-based and physics-based software architecture allows RELAP-7 to adopt different physical models for different applications. A relatively new two-phase hydrodynamic model, termed the ''7-Equation model'' for two phasic pressures, velocities, energies, and volumetric fraction, is incorporated into RELAP-7 for liquid-gas (water-steam) flows. This new model allows second-order integration because it is well-posed, which will reduce the numerical error associated with traditional systems analysis codes. In this paper, we provide a RELAP-7 capability list describing analysis features, range of applicability, and reactor components that will be available for the December 15th, 2014 beta release of the software.

    Two BWR fuels [64 and 71 (MWd)/kgU], one of which contained 2% Gd, and two PWR fuels [30 and 45 (MWd)/kgU], are tested by dripping groundwater on the fuels under oxidizing and hydrologically unsaturated conditions for times ranging from 2.4 to 8.2 yr at 90 C. The {sup 99}Tc, {sup 129}I, {sup 137}Cs, {sup 97}Mo, and {sup 90}Sr releases are presented to show the effects of long reaction times and of gadolinium on nuclide release. This investigation showed that the five nuclides at long reaction times have similar fractional release rates and that the presence of 2% Gd reduced the {sup 99}Tc cumulative release fraction by about an order of magnitude over that of a fuel with a similar burnup.

    An altitude release mechanism for releasing a radiosonde or other measuring instrument from a balloon carrying it up into the atmosphere includes a bottle partially filled with water, a tube sealed into the bottle having one end submerged in the water in the bottle and the free end extending above the top of the bottle and a strip of water-disintegrable paper held within the free end of the tube linking the balloon to the remainder of the package. As the balloon ascends, the lowered atmospheric air pressure causes the air in the bottle to expand, forcing the water in the bottle up the tubing to wet and disintegrate the paper, releasing the package from the balloon.

    This report documents all continental tests from September 15, 1961, through September 23, 1992, from which radioactive effluents were released. The report includes both updated information previously published in the publicly available May, 1990 report, DOE/NV-317, ``Radiological Effluents Released from Announced US Continental Tests 1961 through 1988``, and effluent release information on formerly unannounced tests. General information provided for each test includes the date, time, location, type of test, sponsoring laboratory and/or agency or other sponsor, depth of burial, purpose, yield or yield range, extent of release (onsite only or offsite), and category of release (detonation-time versus post-test operations). Where a test with simultaneous detonations is listed, location, depth of burial and yield information are given for each detonation if applicable, as well as the specific source of the release. A summary of each release incident by type of release is included. For a detonation-time release, the effluent curies are expressed at R+12 hours. For a controlled releases from tunnel-tests, the effluent curies are expressed at both time of release and at R+12 hours. All other types are listed at the time of the release. In addition, a qualitative statement of the isotopes in the effluent is included for detonation-time and controlled releases and a quantitative listing is included for all other types. Offsite release information includes the cloud direction, the maximum activity detected in the air offsite, the maximum gamma exposure rate detected offsite, the maximum iodine level detected offsite, and the maximum distance radiation was detected offsite. A release summary incudes whatever other pertinent information is available for each release incident. This document includes effluent release information for 433 tests, some of which have simultaneous detonations. However, only 52 of these are designated as having offsite releases.

    In order to provide technical information needed by the US Nuclear Regulatory Commission to evaluate the adequacy of near-surface disposal of decontamination wastes, Brookhaven National Laboratory has measured the release of organic reagents from solidified simulated decontamination wastes. The waste streams consisted of either mixed-bed ion-exchange resins or anion exchange resins equilibrated with EDTA, oxalic acid, citric acid, picolinic acid or simulated LOMI decontamination reagent. These simulated resin wastes were solidified in either cement or vinyl ester-styrene. Samples were tested by a fixed interval leach procedure or according to the standard ANS 16.1 procedure. The leachability indices, which were calculated as prescribed in ANS 16.1, varied with leach period for some of the composites tested. 4 references, 6 figures, 2 tables.

The report contains tabular data summaries on air emissions and liquid effluents released to the environment as well as nonroutine releases during calendar year (CY) 2001. These releases, bearing radioactive and hazardous substances, were from Bechtel Hanford, Inc. (BHI), CH2M HILL Hanford Group, Inc. (CHG), and Fluor Hanford (FH) managed facilities and activities. These data were obtained from direct sampling and analysis and from estimates based upon approved release factors. This report further serves as a supplemental resource to the Hanford Site Environmental Report (HSER PNNL-13910), published by the Pacific Northwest National Laboratory. HSER includes a yearly accounting of the impacts on the surrounding populace and environment from major activities at the Hanford Site. HSER also summarizes the regulatory compliance status of the Hanford Site. Tables ES-1 through ES-5 display comprehensive data summaries of CY2001 air emission and liquid effluent releases. The data displayed in these tables compiles the following: Radionuclide air emissions; Nonradioactive air emissions; Radionuclides in liquid effluents discharged to ground; Total volumes and flow rates of radioactive liquid effluents discharged to ground; and Radionuclides discharged to the Columbia River.

A support member mounts with the cylinder member. The support-to-cylinder mounting allows two relationships therebetween.     DNA microarrays contain sequence specific probes arrayed in distinct spots numbering from 10,000 to over 1,000,000, depending on the platform. This tremendous degree of multiplexing gives microarrays great potential for environmental background sampling, broad-spectrum clinical monitoring, and continuous biological threat detection. In practice, their use in these applications is not common due to limited information content, long processing times, and high cost. The work focused on characterizing the phenomena of microarray hybridization and selective release that will allow these limitations to be addressed. This will revolutionize the ways that microarrays can be used for LLNL's Global Security missions. The goals of this project were two-fold: automated faster hybridizations and selective release of hybridized features. The first study area involves hybridization kinetics and mass-transfer effects. the standard hybridization protocol uses an overnight incubation to achieve the best possible signal for any sample type, as well as for convenience in manual processing. There is potential to significantly shorten this time based on better understanding and control of the rate-limiting processes and knowledge of the progress of the hybridization. In the hybridization work, a custom microarray flow cell was used to manipulate the chemical and thermal environment of the array and autonomously image the changes over time during hybridization. The second study area is selective release. Microarrays easily generate hybridization patterns and signatures, but there is still an unmet need for methodologies enabling rapid and selective analysis of these patterns and signatures. Detailed analysis of individual spots by subsequent sequencing could potentially yield significant information for rapidly mutating and emerging (or deliberately engineered) pathogens.     The goal of source inversion, also called event reconstruction, is the calculation of source parameters from information obtained by network of concentration (or dosage) and meteorological sensors. Source parameters include source location and strength, but in certain cases there could be more than one source so the inversion procedure could deal with determination of number of sources, as well. In a case of limited time period pollutant emission events, as for example during accidents or intentional releases, it is of great use to estimate starting and ending times of the event. This kind of research is very useful for estimating the source parameters of industrial pollutants since it provides important information for regulation purposes. Also it provides information to fast responders in a case of accidental pollutant releases or for homeland security needs when chemical, biological or radiological agent is deliberately released. Development of faster and more accurate algorithms is very important since it could help reduce the populace's exposure to dangerous airborne contaminants, plan evacuation routes, and help assess the magnitude of clean up. During the last decade, the large number of research papers in area of source inversion was published where many different approaches were used. Most of the source inversion work publish to date apply to point source releases. The forward dispersion models used range from fast Gaussian plume and puff codes that enable almost instantaneous calculations of concentrations and dosages to Computational Fluid Dynamics (CFD) codes that provide more detailed and precise calculation but at the same time are expensive with respect to time and computer resources. The optimization methods were often used and examples are simulated annealing and genetic algorithms.

The total release fraction is defined as the fraction of total CSNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. The radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses. This subset of the total release fraction is referred to as the respirable release fraction. Potential accidents may involve waste forms that are characterized as either bare (unconfined) fuel assemblies or confined fuel assemblies. The confined CSNF assemblies at the MGR are contained in shipping casks, canisters, or disposal containers (waste packages). In contrast to the bare fuel assemblies, the container that confines the fuel assemblies has the potential of providing an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. However, this analysis will not take credit for this additional bamer and will establish only the total release fractions for bare unconfined CSNF assemblies, which may however be

    The purpose of this report is to document and detail the thermal releases from the Hanford nuclear production reactors during the period 1951 through 1971, and to put these releases in historical perspective with respect to changing Columbia River flows and temperatures. This information can also be used as a foundation for further ecological evaluations. When examining Hanford production reactor thermal releases to the Columbia River all related factors affecting the releases and the characteristics of the river should be considered. The major considerations in the present study were the characteristics of the releases themselves (primarily coolant flow rate, temperatures, discharge facilities, period of operation, and level of operation) and the characteristics of the river in that reach (primarily flow rate, temperature and mixing characteristics; the effects of dam construction were also taken into account). In addition, this study addressed ecological effects of thermal releases on aquatic species. Accordingly, this report includes discussion of the reactor cooling system, historical heat releases, thermal mixing and transport studies, hydroelectric power development, and ecologic effects of Hanford production reactor heat releases on salmon and trout. Appendix A contains reactor operating statistics, and Appendix B provide computations of heat added to the Columbia River between Priest Rapids Dam and Richland, Washington.

    A series of controlled uranium hexafluoride (UF{sub 6}) release tests are being conducted at a CESTA (a French government agency) test site near Bordeaux, France. The results of the first release test are documented in Analysis of the April 18,1986 UF{sub 6}, Release Test. The first UF{sub 6} release test was designated as a qualification test. The primary objective of this test was to provide the information required to obtain approval for a series of UF{sub 6} release tests. As a result of the experimental difficulties and the compromises associated with obtaining the required qualification data, results from the first release test were used primarily to qualify the site and to plan for additional release tests. Utilizing the lessons learned during the first release test it was possible to conduct a very successful second release test. The second release test was conducted on April 10, 1987. The data collected during the two UF{sub 6} release tests at the CESTA test site are the only known information on UF{sub 6} releases that can be used to evaluate the accuracy of the UF{sub 6} dispersion model. In this report the data collected during the April 10, 1987 release test will be evaluated and compared with the predictions of the UF{sub 6}, dispersion model.

Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components.     A liquid dual coated dosage formulation sustained release pharmaceutic having substantial shelf life prior to ingestion is disclosed. A dual coating is applied over controlled release cores to form dosage forms and the coatings comprise fats melting at less than approximately 101.degree. F. overcoated with cellulose acetate phthalate or zein. The dual coated dosage forms are dispersed in a sugar based acidic liquid carrier such as high fructose corn syrup and display a shelf life of up to approximately at least 45 days while still retaining their release profiles following ingestion. This report is not intended to provide interpretation of the release values, their transport and impact or information on spills, leaks, buried waste or special use facilities. These subjects are covered in other SRP publications. This report provides a summary of radioactive releases that reflects the release values contained in records and documents from startup through 1985. Releases are tabulated in the following categories: Annual radioactive releases by emission source and radionuclide for 1954 through 1985; Annual radioactive releases by receptor medium and radionuclide for 1954 through 1985; Monthly releases by emission source and radionuclide for 1981 through 1985. The presentation of all SRP routine radioactive releases data in these categories provides a reference for historic data on SRP releases. 34 refs.

    We present the stellar atmospheric parameters (effective temperature, surface gravity, overall metallicity), radial velocities, individual abundances, and distances determined for 425,561 stars, which constitute the fourth public data release of the RAdial Velocity Experiment (RAVE). The stellar atmospheric parameters are computed using a new pipeline, based on the algorithms of MATISSE and DEGAS. The spectral degeneracies and the Two Micron All Sky Survey photometric information are now better taken into consideration, improving the parameter determination compared to the previous RAVE data releases. The individual abundances for six elements (magnesium, aluminum, silicon, titanium, iron, and nickel) are also given, based on a special-purpose pipeline that is also improved compared to that available for the RAVE DR3 and Chemical DR1 data releases. Together with photometric information and proper motions, these data can be retrieved from the RAVE collaboration Web site and the Vizier database.
