  4. Options To Cleanup Site-wide Vadose Zone Contamination At The Hanford Site, WA, State

    SciTech Connect (OSTI)

Goswami, D. [Ph.D, and John Price, Nuclear Waste Program, Washington State Department of Ecology, Richland, WA (United States)

    2008-07-01

The U.S. Department of Energy (DOE) Hanford Site in south central Washington State lies along the Columbia River and is one of DOE's largest legacy waste management sites. Enormous radionuclide and chemical inventories exist below-ground. These include Resource Conservation and Recovery Act (RCRA) storage facilities where hazardous and radioactive contaminants were discharged and leaked to the soil surface and to the deep vadose zone and groundwater. The vadose zone is also contaminated from facilities regulated by the RCRA and Comprehensive Environmental Response Compensation and Liability Act (CERCLA) Act. Hanford now contains as much as 28,300 cubic meters of soil contaminated with radionuclides from liquid wastes released near processing facilities. The Hanford Federal Facility Agreement and Consent Order, Tri-Party Agreement (TPA) has set the completion of the cleanup of these sites by 2024. There are numerous technical and regulatory challenges to cleanup of the vadose zone at the Hanford site. This paper attempts to identify the categories of deep vadose zone problem and identifies a few possible regulatory options to clean up the site under the mix of state and federal regulatory authorities. There are four major categories of vadose contamination areas at the Hanford Site. The first is laterally extensive with intermediate depth (ground surface to about 45 meters depth) mostly related to high volume effluent discharge into cribs, ponds and ditches of designated CERCLA facilities. The second is dominated by laterally less extensive mostly related to leaks from RCRA tank farms. The later contamination is often commingled at depth with wastes from adjacent CERCLA facilities. The third category is from the high volume CERCLA facilities extending from the surface to more than 60 meters below ground. Contamination from the later category crosses the entire thickness of the vadose zone and reached groundwater. The fourth category is the lower volume waste sites. There are multiple management options to clean up the above four categories of vadose zones sites. The following are some of the options considered for detailed evaluation: - Maintain separate decision processes for each RCRA and CERCLA units/waste sites with a more accommodating schedule. - Create new vadose zone operable units with limited geographical boundaries regardless of site category/origin and make an integrated decision. - Expand the existing CERCLA groundwater operable units to include the deep vadose zone - Use a combination of the above. Each option has pros and cons and regulatory limitations. Detailed evaluation of these options is required to support a cost effective expedited cleanup. (authors)

  6. An informal expert judgment assessment of subsidence mitigation options for low-level radioactive waste management sites on the Nevada Test Site

    SciTech Connect (OSTI)

    Crowe, B.M. |; Leary, K.; Jacobson, R.; Bensinger, H.; Dolenc, M.

    1999-03-01

An assessment of options to mitigate the effects of subsidence at low-level radioactive waste disposal sites on the Nevada Test Site was conducted using an informal method of expert judgment. Mitigation options for existing waste cells and future waste cells were identified by a committee composed of knowledgeable personnel from the DOE and DOE-contractors. Eight ranking factors were developed to assess the mitigation options and these factors were scored through elicitation of consensus views from the committee. Different subsets of the factors were applied respectively, to existing waste cells and future waste cells, and the resulting scores were ranked using weighted and unweighted scores. These scores show that there is a large number of viable mitigation options and considerable flexibility in assessing the subsidence issue with a greater range of options for future waste cells compared to existing waste cells. A highly ranked option for both existing and future waste cells is covering the waste cells with a thick closure cap of native alluvium.

  7. Regulatory Closure Options for the Residue in the Hanford Site Single-Shell Tanks

    SciTech Connect (OSTI)

    Cochran, J.R. Shyr, L.J.

    1998-10-05

Liquid, mixed, high-level radioactive waste (HLW) has been stored in 149 single-shell tanks (SSTS) located in tank farms on the U.S. Department of Energy's (DOE's) Hanford Site. The DOE is developing technologies to retrieve as much remaining HLW as technically possible prior to physically closing the tank farms. In support of the Hanford Tanks Initiative, Sandia National Laboratories has addressed the requirements for the regulatory closure of the radioactive component of any SST residue that may remain after physical closure. There is significant uncertainty about the end state of each of the 149 SSTS; that is, the nature and amount of wastes remaining in the SSTS after retrieval is uncertain. As a means of proceeding in the face of these uncertainties, this report links possible end-states with associated closure options. Requirements for disposal of HLW and low-level radioactive waste (LLW) are reviewed in detail. Incidental waste, which is radioactive waste produced incidental to the further processing of HLW, is then discussed. If the low activity waste (LAW) fraction from the further processing of HLW is determined to be incidental waste, then DOE can dispose of that incidental waste onsite without a license from the U.S. Nuclear Regulatory Commissions (NRC). The NRC has proposed three Incidental Waste Criteria for determining if a LAW fraction is incidental waste. One of the three Criteria is that the LAW fraction should not exceed the NRC's Class C limits.

    1992-09-01

The US Department of Energy (DOE), under its Environmental Restoration and Waste Management Program, is responsible for conducting response actions at the Weldon Spring site in St. Charles County, Missouri. The site consists of two noncontiguous areas: (1) the chemical plant area, which includes four raffinate pits and two small ponds, and (2) a 3.6-ha (9-acre) quarry located about 6.4 km (4 mi) southwest of the chemical plant area. Both of these areas became chemically and radioactively contaminated as a result of processing and disposal activities that took place from the 1940s through 1960s. The Weldon Spring site, located about 48 km (30 mi) west of St. Louis, is listed on the National Priorities List of the US Environmental Protection Agency. Nitroaromatic explosives were processed by the Army at the chemical plant area during the 1940s, and radioactive materials were processed by DOE`s predecessor agency (the Atomic Energy Commission) during the 1950s and 1960s. Overall remediation of the Weldon Spring site is being addressed through the Weldon Spring Site Remedial Action Project, and it consists of several components. One component is the management of radioactively and chemically contaminated surface water impoundments at the chemical plant area -- i.e., the four raffinate pits, Frog Pond, and Ash Pond which was addressed under a separate action and documented in an engineering evaluation/cost analysis report. This report discusses the evaluation of surface water treatment at the Weldon Spring site.

This report provides further analysis of the feasibility of a waste-to-energy (WTE) facility in the area near Port-au-Prince, Haiti. NREL's previous analysis and reports identified anaerobic digestion (AD) as the optimal WTE technology at the facility. Building on the prior analyses, this report evaluates the conceptual financial and technical viability of implementing a combined waste management and electrical power production strategy by constructing a WTE facility at the existing Trutier waste site north of Port-au-Prince.

  10. Savannah River Site waste vitrification projects initiated throughout the United States: Disposal and recycle options

    SciTech Connect (OSTI)

    Jantzen, C.M.

    2000-04-10

A vitrification process was developed and successfully implemented by the US Department of Energy's (DOE) Savannah River Site (SRS) and at the West Valley Nuclear Services (WVNS) to convert high-level liquid nuclear wastes (HLLW) to a solid borosilicate glass for safe long term geologic disposal. Over the last decade, SRS has successfully completed two additional vitrification projects to safely dispose of mixed low level wastes (MLLW) (radioactive and hazardous) at the SRS and at the Oak Ridge Reservation (ORR). The SRS, in conjunction with other laboratories, has also demonstrated that vitrification can be used to dispose of a wide variety of MLLW and low-level wastes (LLW) at the SRS, at ORR, at the Los Alamos National Laboratory (LANL), at Rocky Flats (RF), at the Fernald Environmental Management Project (FEMP), and at the Hanford Waste Vitrification Project (HWVP). The SRS, in conjunction with the Electric Power Research Institute and the National Atomic Energy Commission of Argentina (CNEA), have demonstrated that vitrification can also be used to safely dispose of ion-exchange (IEX) resins and sludges from commercial nuclear reactors. In addition, the SRS has successfully demonstrated that numerous wastes declared hazardous by the US Environmental Protection Agency (EPA) can be vitrified, e.g. mining industry wastes, contaminated harbor sludges, asbestos containing material (ACM), Pb-paint on army tanks and bridges. Once these EPA hazardous wastes are vitrified, the waste glass is rendered non-hazardous allowing these materials to be recycled as glassphalt (glass impregnated asphalt for roads and runways), roofing shingles, glasscrete (glass used as aggregate in concrete), or other uses. Glass is also being used as a medium to transport SRS americium (Am) and curium (Cm) to the Oak Ridge Reservation (ORR) for recycle in the ORR medical source program and use in smoke detectors at an estimated value of $1.5 billion to the general public.

  13. An Initial Evaluation Of Characterization And Closure Options For Underground Pipelines Within A Hanford Site Single-Shell Tank Farm

    SciTech Connect (OSTI)

Badden, Janet W.; Connelly, Michael P.; Seeley, Paul N.; Hendrickson, Michelle L.

    2013-01-10

The Hanford Site includes 149 single-shell tanks, organized in 12 'tank farms,' with contents managed as high-level mixed waste. The Hanford Federal Facility Agreement and Consent Order requires that one tank farm, the Waste Management Area C, be closed by June 30, 2019. A challenge to this project is the disposition and closure of Waste Management Area C underground pipelines. Waste Management Area C contains nearly seven miles of pipelines and 200 separate pipe segments. The pipelines were taken out of service decades ago and contain unknown volumes and concentrations of tank waste residuals from past operations. To understand the scope of activities that may be required for these pipelines, an evaluation was performed. The purpose of the evaluation was to identify what, if any, characterization methods and/or closure actions may be implemented at Waste Management Area C for closure of Waste Management Area C by 2019. Physical and analytical data do not exist for Waste Management Area C pipeline waste residuals. To develop estimates of residual volumes and inventories of contamination, an extensive search of available information on pipelines was conducted. The search included evaluating historical operation and occurrence records, physical attributes, schematics and drawings, and contaminant inventories associated with the process history of plutonium separations facilities and waste separations and stabilization operations. Scoping analyses of impacts to human health and the environment using three separate methodologies were then developed based on the waste residual estimates. All analyses resulted in preliminary assessments, indicating that pipeline waste residuals presented a comparably low long-term impact to groundwater with respect to soil, tank and other ancillary equipment residuals, but exceeded Washington State cleanup requirement values. In addition to performing the impact analyses, the assessment evaluated available sampling technologies and pipeline removal or treatment technologies. The evaluation accounted for the potential high worker risk, high cost, and schedule impacts associated with characterization, removal, or treatment of pipelines within Waste Management Area C for closure. This assessment was compared to the unknown, but estimated low, long-term impacts to groundwater associated with remaining waste residuals should the pipelines be left "as is" and an engineered surface barrier or landfill cap be placed. This study also recommended that no characterization or closure actions be assumed or started for the pipelines within Waste Management Area C, likewise with the premise that a surface barrier or landfill cap be placed over the pipelines.

    2013-02-01

Waste-to-energy (WTE) technology burns municipal solid waste (MSW) in an environmentally safe combustion system to generate electricity, provide district heat, and reduce the need for landfill disposal. While this technology has gained acceptance in Europe, it has yet to be commonly recognized as an option in the United States. Section 1 of this report provides an overview of WTE as a renewable energy technology and describes a high-level model developed to assess the feasibility of WTE at a site. Section 2 reviews results from previous life cycle assessment (LCA) studies of WTE, and then uses an LCA inventory tool to perform a screening-level analysis of cost, net energy production, greenhouse gas (GHG) emissions, and conventional air pollution impacts of WTE for residual MSW in Boulder, Colorado. Section 3 of this report describes the federal regulations that govern the permitting, monitoring, and operating practices of MSW combustors and provides emissions limits for WTE projects.

The possibility of accumulating ammonium nitrate (an explosive) as well as organic compounds in the DWPF Chemical Processing Cell Vent System was recently discovered. A task force was therefore organized to examine ways to avoid this potential hazard. Of thirty-two processing/engineering options screened, the task force recommended five options, deemed to have the highest technical certainty, for detailed development and evaluation: Radiolysis of nitrite in the tetraphenylborate precipitate slurry feed in a new corrosion-resistant facility. Construction of a Late Washing Facility for precipitate washing before transfer to the DWPF; ``Just-in-Time`` precipitation; Startup Workaround by radiolysis of nitrite in the existing corrosion-resistant Pump Pit tanks; Ammonia venting and organics separation in the DWPF; and, Estimated costs and schedules are included in this report.

    2012-05-01

Oak Ridge National Laboratory (ORNL) initiated an internal National Electric Generation Siting Study, which is an ongoing multiphase study addressing several key questions related to our national electrical energy supply. This effort has led to the development of a tool, OR-SAGE (Oak Ridge Siting Analysis for power Generation Expansion), to support siting evaluations. The objective in developing OR-SAGE was to use industry-accepted approaches and/or develop appropriate criteria for screening sites and employ an array of Geographic Information Systems (GIS) data sources at ORNL to identify candidate areas for a power generation technology application. The initial phase of the study examined nuclear power generation. These early nuclear phase results were shared with staff from the Electric Power Research Institute (EPRI), which formed the genesis and support for an expansion of the work to several other power generation forms, including advanced coal with carbon capture and storage (CCS), solar, and compressed air energy storage (CAES). Wind generation was not included in this scope of work for EPRI. The OR-SAGE tool is essentially a dynamic visualization database. The results shown in this report represent a single static set of results using a specific set of input parameters. In this case, the GIS input parameters were optimized to support an economic study conducted by EPRI. A single set of individual results should not be construed as an ultimate energy solution, since US energy policy is very complex. However, the strength of the OR-SAGE tool is that numerous alternative scenarios can be quickly generated to provide additional insight into electrical generation or other GIS-based applications. The screening process divides the contiguous United States into 100 x 100 m (1-hectare) squares (cells), applying successive power generation-appropriate site selection and evaluation criteria (SSEC) to each cell. There are just under 700 million cells representing the contiguous United States. If a cell meets the requirements of each criterion, the cell is deemed a candidate area for siting a specific power generation form relative to a reference plant for that power type. Some SSEC parameters preclude siting a power plant because of an environmental, regulatory, or land-use constraint. Other SSEC assist in identifying less favorable areas, such as proximity to hazardous operations. All of the selected SSEC tend to recommend against sites. The focus of the ORNL electrical generation source siting study is on identifying candidate areas from which potential sites might be selected, stopping short of performing any detailed site evaluations or comparisons. This approach is designed to quickly screen for and characterize candidate areas. Critical assumptions supporting this work include the supply of cooling water to thermoelectric power generation; a methodology to provide an adequate siting footprint for typical power plant applications; a methodology to estimate thermoelectric plant capacity while accounting for available cooling water; and a methodology to account for future ({approx}2035) siting limitations as population increases and demands on freshwater sources change. OR-SAGE algorithms were built to account for these critical assumptions. Stream flow is the primary thermoelectric plant cooling source evaluated in this study. All cooling was assumed to be provided by a closed-cycle cooling (CCC) system requiring makeup water to account for evaporation and blowdown. Limited evaluations of shoreline cooling and the use of municipal processed water (gray) cooling were performed. Using a representative set of SSEC as input to the OR-SAGE tool and employing the accompanying critical assumptions, independent results for the various power generation sources studied were calculated.

    1995-04-01

The Safeguards Options Study was initiated to aid the International Safeguards Division (ISD) of the DOE Office of Arms Control and Nonproliferation in developing its programs in enhanced international safeguards. The goal was to provide a technical basis for the ISD program in this area. The Safeguards Options Study has been a cooperative effort among ten organizations. These are Argonne National Laboratory, Brookhaven National Laboratory, Idaho National Engineering Laboratory, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, Mound Laboratory, Oak Ridge National Laboratory, Pacific Northwest Laboratories, Sandia National Laboratories, and Special Technologies Laboratory. Much of the Motivation for the Safeguards Options Study is the recognition after the Iraq experience that there are deficiencies in the present approach to international safeguards. While under International Atomic Energy Agency (IAEA) safeguards at their declared facilities, Iraq was able to develop a significant weapons program without being noticed. This is because negotiated safeguards only applied at declared sites. Even so, their nuclear weapons program clearly conflicted with Iraq`s obligations under the Nuclear Nonproliferation Treaty (NPT) as a nonnuclear weapon state.

  11. Pawnee Nation Energy Option Analyses

    SciTech Connect (OSTI)

    Matlock, M.; Kersey, K.; Riding In, C.

    2009-07-31

In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Based on the request of Pawnee Nation’s Energy Task Force the research team, consisting Tribal personnel and Summit Blue Consulting, focused on a review of renewable energy resource development potential, funding sources and utility organizational along with energy savings options. Elements of the energy demand forecasting and characterization and demand side options review remained in the scope of work, but were only addressed at a high level. Description of Activities Performed Renewable Energy Resource Development Potential The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Energy Efficiency Options While this was not a major focus of the project, the research team highlighted common strategies for reducing energy use in buildings. The team also discussed the benefits of adopting a building energy code and introduced two model energy codes Pawnee Nation should consider for adoption. Summary of Current and Expected Future Electricity Usage The research team provided a summary overview of electricity usage patterns in current buildings and included discussion of known plans for new construction. Utility Options Review Pawnee Nation electric utility options were analyzed through a four-phase process, which included: 1) summarizing the relevant utility background information; 2) gathering relevant utility assessment data; 3) developing a set of realistic Pawnee electric utility service options, and 4) analyzing the various Pawnee electric utility service options for the Pawnee Energy Team’s consideration. III. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site.

The energy efficiency of various piston engine options for series hybrid automobiles are compared with conventional, battery powered electric, and proton exchange membrane (PEM) fuel cell hybrid automobiles. Gasoline, compressed natural gas (CNG), and hydrogen are considered for these hybrids. The engine and fuel comparisons are done on a basis of equal vehicle weight, drag, and rolling resistance. The relative emissions of these various fueled vehicle options are also presented. It is concluded that a highly optimized, hydrogen fueled, piston engine, series electric hybrid automobile will have efficiency comparable to a similar fuel cell hybrid automobile and will have fewer total emissions than the battery powered vehicle, even without a catalyst.

Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.

    2010-06-01

A systematic evaluation has been conducted of the potential for advanced nuclear fuel cycle strategies and options to address the issues ascribed to the use of nuclear power. Issues included nuclear waste management, proliferation risk, safety, security, economics and affordability, and sustainability. The two basic strategies, once-through and recycle, and the range of possibilities within each strategy, are considered for all aspects of the fuel cycle including options for nuclear material irradiation, separations if needed, and disposal. Options range from incremental changes to todays implementation to revolutionary concepts that would require the development of advanced nuclear technologies.

A Settlement Agreement between the Department of Energy (DOE) and the State of Idaho mandates that all high-level radioactive waste (HLW) now stored at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering and Environmental Laboratory (INEEL) will be treated so that it is ready to be moved out of Idaho for disposal by a target date of 2035. This study investigates the nonseparations Cementitious Waste Option (CWO) as a means to achieve this goal. Under this option all liquid sodium-bearing waste (SBW) and existing HLW calcine would be recalcined with sucrose, grouted, canisterized, and interim stored as a mixed-HLW for eventual preparation and shipment off-Site for disposal. The CWO waste would be transported to a Greater Confinement Disposal Facility (GCDF) located in the southwestern desert of the US on the Nevada Test Site (NTS). All transport preparation, shipment, and disposal facility activities are beyond the scope of this study. CWO waste processing, packaging, and interim storage would occur over a 5-year period between 2013 and 2017. Waste transport and disposal would occur during the same time period.

  5. Design Evolution Study - Aging Options

    SciTech Connect (OSTI)

    P. McDaniel

    2002-04-05

The purpose of this study is to identify options and issues for aging commercial spent nuclear fuel received for disposal at the Yucca Mountain Mined Geologic Repository. Some early shipments of commercial spent nuclear fuel to the repository may be received with high-heat-output (younger) fuel assemblies that will need to be managed to meet thermal goals for emplacement. The capability to age as much as 40,000 metric tons of heavy metal of commercial spent nuclear he1 would provide more flexibility in the design to manage this younger fuel and to decouple waste receipt and waste emplacement. The following potential aging location options are evaluated: (1) Surface aging at four locations near the North Portal; (2) Subsurface aging in the permanent emplacement drifts; and (3) Subsurface aging in a new subsurface area. The following aging container options are evaluated: (1) Complete Waste Package; (2) Stainless Steel inner liner of the waste package; (3) Dual Purpose Canisters; (4) Multi-Purpose Canisters; and (5) New disposable canister for uncanistered commercial spent nuclear fuel. Each option is compared to a ''Base Case,'' which is the expected normal waste packaging process without aging. A Value Engineering approach is used to score each option against nine technical criteria and rank the options. Open issues with each of the options and suggested future actions are also presented. Costs for aging containers and aging locations are evaluated separately. Capital costs are developed for direct costs and distributable field costs. To the extent practical, unit costs are presented. Indirect costs, operating costs, and total system life cycle costs will be evaluated outside of this study. Three recommendations for aging commercial spent nuclear fuel--subsurface, surface, and combined surface and subsurface are presented for further review in the overall design re-evaluation effort. Options that were evaluated but not recommended are: subsurface aging in a new subsurface area (high cost); surface aging in the complete waste package (risk to the waste package and impact on the Waste Handling Facility); and aging in the stainless steel liner (impact on the waste package design and new high risk operations added to the waste packaging process). The selection of a design basis for aging will be made in conjunction with the other design re-evaluation studies.

The Department of Energy (DOE), Office of Environmental Restoration and Waste Management, has chartered a study to evaluate alternative management strategies for depleted uranium (DU) currently stored throughout the DOE complex. Historically, DU has been maintained as a strategic resource because of uses for DU metal and potential uses for further enrichment or for uranium oxide as breeder reactor blanket fuel. This study has focused on evaluating the disposal options for DU if it were considered a waste. This report is in no way declaring these DU reserves a ``waste,`` but is intended to provide baseline data for comparison with other management options for use of DU. To PICS considered in this report include: Retrievable disposal; permanent disposal; health hazards; radiation toxicity and chemical toxicity.

  11. Training options for countering nuclear smuggling

    SciTech Connect (OSTI)

    Ball, D Y; Erickson, S A

    1999-07-01

The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

We present the status and prospects of Higgs searches at the Tevatron and the LHC. Results from the Tevatron are using up to 5 fb{sup -} of data collected with the CDF and D0 detectors. The major contributing processes include associated production (WH {yields} l{nu}bb, ZH {yields} {nu}{nu}bb, ZH {yields} llbb) and gluon fusion (gg {yields} H {yields} WW{sup (*)}). Improvements across the full mass range resulting from the larger data sets, improved analyses techniques and increased signal acceptance are discussed. Recent results exclude the SM Higgs boson in a mass range of 160 < m{sub H} < 170 GeV. Searches for the neutral MSSM Higgs boson in the region 90 < m{sub A} < 200 GeV exclude tan {beta} values down to 30 for several benchmark scenarios.

    2003-02-27

The Kaiser-Hill Company, LLC has the responsibility for closure activities at the Rocky Flats Environmental Technology Site (RFETS). One of the challenges faced for closure is the disposition of radiologically contaminated gloveboxes. Evaluation of the disposition options for gloveboxes included a detailed analysis of available treatment capabilities, disposal facilities, and lifecycle costs. The Kaiser-Hill Company, LLC followed several processes in determining how the gloveboxes would be managed for disposition. Currently, multiple disposition paths have been chosen to accommodate the needs of the varying styles and conditions of the gloveboxes, meet the needs of the decommissioning team, and to best manage lifecycle costs. Several challenges associated with developing a disposition path that addresses both the radiological and RCRA concerns as well as offering the most cost-effective solution were encountered. These challenges included meeting the radiological waste acceptance criteria of available disposal facilities, making a RCRA determination, evaluating treatment options and costs, addressing void requirements associated with disposal, and identifying packaging and transportation options. The varying disposal facility requirements affected disposition choices. Facility conditions that impacted decisions included radiological and chemical waste acceptance criteria, physical requirements, and measurement for payment options. The facility requirements also impacted onsite activities including management strategies, decontamination activities, and life-cycle cost.

    SciTech Connect (OSTI)

Allender, J; Edwin Moore, E; Scott Davies, S

    2008-07-15

The United States (U.S.) has identified 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Except for materials that remain in use for programs outside of national defense, including programs for nuclear-energy development, the surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. Some items will be disposed as transuranic waste, low-level waste, or spent fuel. The remaining surplus plutonium will be managed through: (1) the Mixed Oxide (MOX) Fuel Fabrication Facility (FFF), to be constructed at the Savannah River Site (SRS), where the plutonium will be converted to fuel that will be irradiated in civilian power reactors and later disposed to a high-level waste (HLW) repository as spent fuel; (2) the SRS H-Area facilities, by dissolving and transfer to HLW systems, also for disposal to the repository; or (3) alternative immobilization techniques that would provide durable and secure disposal. From the beginning of the U.S. program for surplus plutonium disposition, DOE has sponsored research to characterize the surplus materials and to judge their suitability for planned disposition options. Because many of the items are stored without extensive analyses of their current chemical content, the characterization involves three interacting components: laboratory sample analysis, if available; non-destructive assay data; and rigorous evaluation of records for the processing history for items and inventory groups. This information is collected from subject-matter experts at inventory sites and from materials stabilization and surveillance programs, in cooperation with the design agencies for the disposition facilities. This report describes the operation and status of the characterization program.

  18. Commercial disposal options for Idaho National Engineering Laboratory low-level radioactive waste

    SciTech Connect (OSTI)

    Porter, C.L.; Widmayer, D.A.

    1995-09-01

The Idaho National Engineering Laboratory (INEL) is a Department of Energy (DOE)-owned, contractor-operated site. Significant quantities of low-level radioactive waste (LLW) have been generated and disposed of onsite at the Radioactive Waste Management Complex (RWMC). The INEL expects to continue generating LLW while performing its mission and as aging facilities are decommissioned. An on-going Performance Assessment process for the RWMC underscores the potential for reduced or limited LLW disposal capacity at the existing onsite facility. In order to properly manage the anticipated amount of LLW, the INEL is investigating various disposal options. These options include building a new facility, disposing the LLW at other DOE sites, using commercial disposal facilities, or seeking a combination of options. This evaluation reports on the feasibility of using commercial disposal facilities.

  17. Sequestration Options for the West Coast States

    SciTech Connect (OSTI)

    Myer, Larry

    2006-04-30

The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    SciTech Connect (OSTI)

    Garnett, Robert W.

    2011-01-01

The LANSCE linear accelerator at Los Alamos National Laboratory has a long history of successful beam operations at 800 kW. We have recently studied options for restoration of high-power operations including approaches for increasing the performance to multi-MW levels. In this paper we will discuss the results of this study including the present limitations of the existing accelerating structures at LANSCE, and the high-voltage and RF systems that drive them. Several options will be discussed and a preferred option will be presented that will enable the first in a new generation of scientific facilities for the materials community. The emphasis of this new facility is 'Matter-Radiation Interactions in Extremes' (MaRIE) which will be used to discover and design the advanced materials needed to meet 21st century national security and energy security challenges.
