    An evaluation framework has been developed which allows for the assessment of the role of passive solar retrofit in the nationwide reduction of conventional fuel use. Three types of analysis are proposed within this framework: the physical/technical capability of the present housing stock to incorporate passive solar retrofit; the economic feasibility of the application of retrofit designs; and the actual market potential or acceptance of these alternative retrofit options. Each type of analysis has specific data requirements and a series of evaluation procedures to help establish estimates of the potential for passive solar retrofit in the present housing stock. The data requirements with their respective sources and evaluation procedures for the first two types of analysis-physical/technical setting and economic feasibility, are examined. A distinction is drawn between community specific case studies and more generalized national assessments. Information derived from these three types of analysis, whether case specific or national in scope, can then be used in an evaluation of potential economic impacts. The establishment of regional economic benefits and costs werve as a measure of the merit or attractiveness of the implementation of a passive solar retrofit program.

    This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

    Compensation mechanisms for electricity generation systems installed behind the meter are under scrutiny in several jurisdictions in the United States. Legislators in 29 states introduced bills to amend net metering provisions in 2014, and in 33 states in the 2015 legislative session as of August 20, 2015. Some utilities have also sought to increase the revenue they receive from net-metered customers through rate redesign. The circumstances that have triggered the recent push for change include a growing percentage of net-metered customers, potential effects of distributed generation on cost allocation, decreasing photovoltaic (PV) system costs, the challenges of integrating high levels of solar generation in the distribution network, and increasing pressure on utility business models. This report presents a survey of options to charge and compensate PV customers, as well as options that may preserve utility revenues in scenarios with increased DG. These options could be used as building blocks to create a distributed generation (DG) compensation policy that may preserve the value of the different stakeholders and balance their interests.

    A comparative analysis of solar thermal conversion concepts that are potentially suitable for development as small electric power systems (1 to 10 MWe) is given. Seven generic types of collectors, together with associated subsystems for electric power generation, were considered. The collectors can be classified into three categories: (1) two-axis tracking (with compound-curvature reflecting surfaces; (2) one-axis tracking (with single-curvature reflecting suraces; and (3) nontracking (with low-concentration reflecting surfaces). All seven collectors were analyzed in conceptual system configurations with Rankine-cycle engines. In addition, two of the collectors (the Point Focus Central Receiver and the Point Focus Distributed Receiver) were analyzed with Brayton-cycle engines, and the latter of the two also was analyzed with Stirling-cycle engines. This volume describes the systems analyses performed on all the alternative configurations of the seven generic collector concepts and the results obtained. The SOLSTEP computer code used to determine each configuration's system cost and performance is briefly described. The collector and receiver performance calculations used are also presented. The capital investment and related costs that were obtained from the systems studies are presented, and the levelized energy costs are given as a function of capacity factor obtained from the systems studies. Included also are the values of the other attributes used in the concepts' final ranking. The comments, conclusions, and recommendations developed by the PNL study team during the concept characterization and systems analysis tasks of the study are presented. (WHK)

The sludges are mixed low-level radioactive wastes whose composition and character were variable. Sludges similar to these are typically treated prior to ultimate disposal. Disposal of treated sludges includes both on-site and off-site options. The rational approach described in this paper is useful for technology evaluation and screening because it provides a format for developing objectives, listing alternatives, and weighing the alternatives against the objectives and against each other.

    When the underlying stock price is a strict local martingale process under an equivalent local martingale measure, Black-Scholes PDE associated with an European option may have multiple solutions. In this paper, we study an approximation for the smallest hedging price of such an European option. Our results show that a class of rebate barrier options can be used for this approximation, when its rebate and barrier are chosen appropriately. An asymptotic convergence rate is also achieved when the knocked-out barrier moves to infinity under suitable conditions.

Changes to the single-shell tank (SST) waste retrieval schedule, completion of DST space saving options, and the DST space saving options in progress have delayed the projected shortfall of DST storage space from the 2007-2011 to the 2018-2025 timeframe (ORP-11242, River Protection Project System Plan). This report reevaluates options from Rev. 0 and includes evaluations of new options for alleviating projected restrictions on SST waste retrieval beginning in 2018 because of the lack of DST storage space.

  18. Pawnee Nation Energy Option Analyses

    In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Based on the request of Pawnee Nation’s Energy Task Force the research team, consisting Tribal personnel and Summit Blue Consulting, focused on a review of renewable energy resource development potential, funding sources and utility organizational along with energy savings options. Elements of the energy demand forecasting and characterization and demand side options review remained in the scope of work, but were only addressed at a high level. Description of Activities Performed Renewable Energy Resource Development Potential The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Energy Efficiency Options While this was not a major focus of the project, the research team highlighted common strategies for reducing energy use in buildings. The team also discussed the benefits of adopting a building energy code and introduced two model energy codes Pawnee Nation should consider for adoption. Summary of Current and Expected Future Electricity Usage The research team provided a summary overview of electricity usage patterns in current buildings and included discussion of known plans for new construction. Utility Options Review Pawnee Nation electric utility options were analyzed through a four-phase process, which included: 1) summarizing the relevant utility background information; 2) gathering relevant utility assessment data; 3) developing a set of realistic Pawnee electric utility service options, and 4) analyzing the various Pawnee electric utility service options for the Pawnee Energy Team’s consideration. III. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site.

In addition to utilizing the initial vehicle weight in low-earth orbit as a measure of mission feasibility, this study addresses the major technological barriers each propulsive scenario must surpass. It is shown that instead of a single clearly superior propulsion system, each means of propulsion may be favored depending upon the specified program policy and the extent of the desired manned flight time. Furthermore, the effect which aerobraking and multiple transfer cycles have upon mission feasibility is considered. 18 refs.

  10. Pawnee Nation Energy Option Analyses

    Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.

    In 1975, the City Council developed a blueprint called Energy 1990 for meeting Seattle's future electric energy needs.     The Options Study has been conducted for the purpose of evaluating the potential of alternative integrated nuclear fuel cycle options to favorably address the issues associated with a continuing or expanding use of nuclear power in the United States. The study produced information that can be used to inform decisions identifying potential directions for research and development on such fuel cycle options. An integrated nuclear fuel cycle option is defined in this study as including all aspects of the entire nuclear fuel cycle, from obtaining natural resources for fuel to the ultimate disposal of used nuclear fuel (UNF) or radioactive wastes. Issues such as nuclear waste management, especially the increasing inventory of used nuclear fuel, the current uncertainty about used fuel disposal, and the risk of nuclear weapons proliferation have contributed to the reluctance to expand the use of nuclear power, even though it is recognized that nuclear power is a safe and reliable method of producing electricity. In this Options Study, current, evolutionary, and revolutionary nuclear energy options were all considered, including the use of uranium and thorium, and both once-through and recycle approaches. Available information has been collected and reviewed in order to evaluate the ability of an option to clearly address the challenges associated with the current implementation and potential expansion of commercial nuclear power in the United States. This Options Study is a comprehensive consideration and review of fuel cycle and technology options, including those for disposal, and is not constrained by any limitations that may be imposed by economics, technical maturity, past policy, or speculated future conditions. This Phase II report is intended to be used in conjunction with the Phase I report, and much information in that report is not repeated here, although some information has been updated to reflect recent developments. The focus in this Options Study was to identify any nuclear fuel cycle technology or option that may result in a significant beneficial impact to the issues as compared to the current U.S. approach of once-through use of nuclear fuel in LWRs or similar reactors followed by direct disposal of UNF. This approach was taken because incremental differences may be difficult to clearly identify and justify due to the large uncertainties that can be associated with the specific causes of the issues. Phase II of this Options Study continued the review of nuclear fuel cycle options that was initiated and documented during Phase I, concentrating on reviewing and summarizing the potential of integrated nuclear fuel cycles. However, based on the reviews of previous studies and available data, it was not always possible to clearly determine sufficiently large differences between the various fuel cycle and technology options for some of the issues or evaluation measures, for example, in cases where only incremental differences with respect to the issues might be achieved regardless of the fuel cycle option or technologies being considered, or where differences were insufficient to clearly rise above the uncertainties.

    The energy efficiency of various piston engine options for series hybrid automobiles are compared with conventional, battery powered electric, and proton exchange membrane (PEM) fuel cell hybrid automobiles. Gasoline, compressed natural gas (CNG), and hydrogen are considered for these hybrids. The engine and fuel comparisons are done on a basis of equal vehicle weight, drag, and rolling resistance. The relative emissions of these various fueled vehicle options are also presented. It is concluded that a highly optimized, hydrogen fueled, piston engine, series electric hybrid automobile will have efficiency comparable to a similar fuel cell hybrid automobile and will have fewer total emissions than the battery powered vehicle, even without a catalyst.

    The Safeguards Options Study was initiated to aid the International Safeguards Division (ISD) of the DOE Office of Arms Control and Nonproliferation in developing its programs in enhanced international safeguards. The goal was to provide a technical basis for the ISD program in this area. The Safeguards Options Study has been a cooperative effort among ten organizations. These are Argonne National Laboratory, Brookhaven National Laboratory, Idaho National Engineering Laboratory, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, Mound Laboratory, Oak Ridge National Laboratory, Pacific Northwest Laboratories, Sandia National Laboratories, and Special Technologies Laboratory. Much of the Motivation for the Safeguards Options Study is the recognition after the Iraq experience that there are deficiencies in the present approach to international safeguards. While under International Atomic Energy Agency (IAEA) safeguards at their declared facilities, Iraq was able to develop a significant weapons program without being noticed. This is because negotiated safeguards only applied at declared sites. Even so, their nuclear weapons program clearly conflicted with Iraq`s obligations under the Nuclear Nonproliferation Treaty (NPT) as a nonnuclear weapon state.

    This Retrieval Options Study is part of the systems analysis activities of the Office of Nuclear Waste Isolation to develop the scientific and technological bases for radioactive waste repositories in various geologic media. The study considers two waste forms, high level waste and spent fuel, and defines various classes of waste retrieval and recovery. A methodology and data base are developed which allow the relative evaluation of retrieval and recovery costs and the following technical criteria: safety; technical feasibility; ease of retrieval; probable intact retrieval time; safeguards; monitoring; criticality; and licensability. A total of 505 repository options are defined and the cost and technical criteria evaluated utilizing a combination of facts and engineering judgments. The repositories evaluated are selected combinations of the following parameters: Geologic Media (salt, granite, basalt, shale); Retrieval Time after Emplacement (5 and 25 years); Emplacement Design (nominal hole, large hole, carbon steel canister, corrosion resistant canister, backfill in hole, nominal sleeves, thick wall sleeves); Emplacement Configuration (single vertical, multiple vertical, single horizontal, multiple horizontal, vaults; Thermal Considerations; (normal design, reduced density, once-through ventilation, recirculated ventilation); Room Backfill; (none, run-of-mine, early, 5 year delay, 25 year delay, decommissioned); and Rate of Retrieval; (same as emplacement, variably slower depending on repository/canister condition).

    The Solar Electric Power Association (SEPA), in partnership with the American Solar Energy Society, developed an online National Solar Energy Directory with clear, comprehensive information on suppliers and purchasing options. The site was originally located at FindSolar.com, but has recently been moved to Find-Solar.org. The original FindSolar.com domain name has been taken by the American Solar Energy Society (a partner in this project) and utilized for a similar but different project. This Find-Solar.org directory offers the rapidly growing base of potential solar customers a simple, straightforward destination to learn about their solar options. Members of the public are able to easily locate contractors in their geographic area and verify companiesâ?? qualifications with accurate third-party information. It allows consumers to obtain key information on the economics, incentives, desirability, and workings of a solar energy system, as well as competing quotes from different contractors and reviews from customers they have worked with previously. Find-Solar.org is a means of facilitating the growing public interest in solar power and overcoming a major barrier to widespread development of U.S. solar markets. In addition to the development of Find-Solar.org, SEPA developed a separate online product directory for the 2005 DOE Solar Decathlon to facilitate the communication of information about the energy efficiency and renewable energy products used in each university teamâ??s home.

    This report describes the background and framework for both organizing the discussion and providing information on the potential for nuclear energy R&D to develop alternative nuclear fuel cycles that would address the issues with the current implementations of nuclear power, including nuclear waste disposal, proliferation risk, safety, security, economics, and sustainability. The disposition of used fuel is the cause of many of the concerns, and the possible approaches to used fuel management identify a number of basic technology areas that need to be considered. The basic science in each of the technology areas is discussed, emphasizing what science is currently available, where scientific knowledge may be insufficient, and especially to identify specific areas where transformational discoveries may allow achievement of performance goals not currently attainable. These discussions lead to the wide range of technical options that have been the basis for past and current research and development on advanced nuclear fuel cycles in the United States. The results of this work are then briefly reviewed to show the extent to which such approaches are capable of addressing the issues with nuclear power, the potential for moving further, and the inherent limitations.

    Concentrating Solar Power (CSP) offers a utility-scale, firm, dispatchable renewable energy option that can help meet the nation's goal of making solar energy cost competitive with other energy sources by the end of the decade. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    A systematic evaluation has been conducted of the potential for advanced nuclear fuel cycle strategies and options to address the issues ascribed to the use of nuclear power. Issues included nuclear waste management, proliferation risk, safety, security, economics and affordability, and sustainability. The two basic strategies, once-through and recycle, and the range of possibilities within each strategy, are considered for all aspects of the fuel cycle including options for nuclear material irradiation, separations if needed, and disposal. Options range from incremental changes to today’s implementation to revolutionary concepts that would require the development of advanced nuclear technologies.

    The options available to utilities for disposal of fuel discharged from their nuclear reactors is not limited to bury or burn. Many utilities in Europe and Japan have already opted to reprocess their spent fuel in the United Kingdom and/or France. This enables the utility to recycle the recovered uranium and plutonium and allows the utilities' countries to formulate a waste disposal policy without the time constraints that would otherwise be placed on them. This paper gives an insight into how and why British Nuclear Fuels plc (BNFL) is continuing to provide services to reprocess and recycle spent nuclear fuel. The closed fuel cycle represents the complete irradiated fuel management option and, with its use of well-established technologies, reprocessing of spent fuel is the only option that is available to utilities now.

    The purpose of this study is to identify options and issues for aging commercial spent nuclear fuel received for disposal at the Yucca Mountain Mined Geologic Repository. Some early shipments of commercial spent nuclear fuel to the repository may be received with high-heat-output (younger) fuel assemblies that will need to be managed to meet thermal goals for emplacement. The capability to age as much as 40,000 metric tons of heavy metal of commercial spent nuclear he1 would provide more flexibility in the design to manage this younger fuel and to decouple waste receipt and waste emplacement. The following potential aging location options are evaluated: (1) Surface aging at four locations near the North Portal; (2) Subsurface aging in the permanent emplacement drifts; and (3) Subsurface aging in a new subsurface area. The following aging container options are evaluated: (1) Complete Waste Package; (2) Stainless Steel inner liner of the waste package; (3) Dual Purpose Canisters; (4) Multi-Purpose Canisters; and (5) New disposable canister for uncanistered commercial spent nuclear fuel. Each option is compared to a ''Base Case,'' which is the expected normal waste packaging process without aging. A Value Engineering approach is used to score each option against nine technical criteria and rank the options. Open issues with each of the options and suggested future actions are also presented. Costs for aging containers and aging locations are evaluated separately. Capital costs are developed for direct costs and distributable field costs. To the extent practical, unit costs are presented. Indirect costs, operating costs, and total system life cycle costs will be evaluated outside of this study. Three recommendations for aging commercial spent nuclear fuel--subsurface, surface, and combined surface and subsurface are presented for further review in the overall design re-evaluation effort. Options that were evaluated but not recommended are: subsurface aging in a new subsurface area (high cost); surface aging in the complete waste package (risk to the waste package and impact on the Waste Handling Facility); and aging in the stainless steel liner (impact on the waste package design and new high risk operations added to the waste packaging process). The selection of a design basis for aging will be made in conjunction with the other design re-evaluation studies.

    This paper explores existing requirements and compliance options for both commercial and residential code structures. Common alternative compliance options are discussed including Renewable Energy Credits (RECs), green-power purchasing programs, shared solar programs and other community-based renewable energy investments. Compliance options are analyzed to consider building lifespan, cost-effectiveness, energy trade-offs, enforcement concerns and future code development. Existing onsite renewable energy codes are highlighted as case studies for the code development process.

    As the model energy codes are improved to reach efficiency levels 50 percent greater than current codes, use of on-site renewable energy generation is likely to become a code requirement. This requirement will be needed because traditional mechanisms for code improvement, including envelope, mechanical and lighting, have been pressed to the end of reasonable limits. Research has been conducted to determine the mechanism for implementing this requirement (Kaufman 2011). Kaufmann et al. determined that the most appropriate way to structure an on-site renewable requirement for commercial buildings is to define the requirement in terms of an installed power density per unit of roof area. This provides a mechanism that is suitable for the installation of photovoltaic (PV) systems on future buildings to offset electricity and reduce the total building energy load. Kaufmann et al. suggested that an appropriate maximum for the requirement in the commercial sector would be 4 W/ft{sup 2} of roof area or 0.5 W/ft{sup 2} of conditioned floor area. As with all code requirements, there must be an alternative compliance path for buildings that may not reasonably meet the renewables requirement. This might include conditions like shading (which makes rooftop PV arrays less effective), unusual architecture, undesirable roof pitch, unsuitable building orientation, or other issues. In the short term, alternative compliance paths including high performance mechanical equipment, dramatic envelope changes, or controls changes may be feasible. These options may be less expensive than many renewable systems, which will require careful balance of energy measures when setting the code requirement levels. As the stringency of the code continues to increase however, efficiency trade-offs will be maximized, requiring alternative compliance options to be focused solely on renewable electricity trade-offs or equivalent programs. One alternate compliance path includes purchase of Renewable Energy Credits (RECs). Each REC represents a specified amount of renewable electricity production and provides an offset of environmental externalities associated with non-renewable electricity production. The purpose of this paper is to explore the possible issues with RECs and comparable alternative compliance options. Existing codes have been examined to determine energy equivalence between the energy generation requirement and the RECs alternative over the life of the building. The price equivalence of the requirement and the alternative are determined to consider the economic drivers for a market decision. This research includes case studies that review how the few existing codes have incorporated RECs and some of the issues inherent with REC markets. Section 1 of the report reviews compliance options including RECs, green energy purchase programs, shared solar agreements and leases, and other options. Section 2 provides detailed case studies on codes that include RECs and community based alternative compliance methods. The methods the existing code requirements structure alternative compliance options like RECs are the focus of the case studies. Section 3 explores the possible structure of the renewable energy generation requirement in the context of energy and price equivalence. The price of RECs have shown high variation by market and over time which makes it critical to for code language to be updated frequently for a renewable energy generation requirement or the requirement will not remain price-equivalent over time. Section 4 of the report provides a maximum case estimate for impact to the PV market and the REC market based on the Kaufmann et al. proposed requirement levels. If all new buildings in the commercial sector complied with the requirement to install rooftop PV arrays, nearly 4,700 MW of solar would be installed in 2012, a major increase from EIA estimates of 640 MW of solar generation capacity installed in 2009. The residential sector could contribute roughly an additional 2,300 MW based on the same code requirement levels of 4 W/ft{sup 2} of r

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share.     The mathematical problem of the static storage optimisation is formulated and solved by means of a variational analysis. The solution obtained in implicit form is shedding light on the most important features of the optimal exercise strategy. We show how the solution depends on different constraint types including carry cost and cycling constraint. We investigate the relation between intrinsic and stochastic solutions. In particular we give another proof that the stochastic problem has a "bang-bang" optimal exercise strategy. We also show why the optimal stochastic exercise decision is always close to the intrinsic one. In the second half we develop a perturbation analysis to solve the stochastic optimisation problem. The obtained approximate solution allows us to estimate the time value of the storage option. In particular we find an answer to rather academic question of asymptotic time value for the mean reversion parameter approaching zero or infinity. We also investigate the differences between swing and storage problems. The analytical results are compared with numerical valuations and found to be in a good agreement.

    The Indian state of Gujarat is forecasting solar and wind generation expansion from 16% to 32% of installed generation capacity by 2015. Some states in India are already experiencing heavy wind power curtailment. Understanding how to integrate variable generation (VG) into the grid is of great interest to local transmission companies and India's Ministry of New and Renewable Energy. This paper describes the nature of a market-based integration study and how this approach, while new to Indian grid operation and planning, is necessary to understand how to operate and expand the grid to best accommodate the expansion of VG. Second, it discusses options in defining a study's scope, such as data granularity, generation modeling, and geographic scope. The paper also explores how Gujarat's method of grid operation and current system reliability will affect how an integration study can be performed.

    Environmental monitoring of ambient air for radioactive material is required as stipulated in the PNNL Site radioactive air license. Sampling ambient air at identified preferred locations could not be initially accomplished because utilities were not readily available. Therefore, solar powered environmental monitoring systems were considered as a possible option. PNNL purchased two 24-V DC solar powered environmental monitoring systems which consisted of solar panels, battery banks, and sampling units. During an approximate four month performance evaluation period, the solar stations operated satisfactorily at an on-site test location. They were subsequently relocated to their preferred locations in June 2012 where they continue to function adequately under the conditions found in Richland, Washington.

    The social dynamics of residential solar panel use within a theoretical population are studied using a compartmental model. In this study we consider three solar power options commonly available to consumers: the community block, leasing, and buying. In particular we are interested in studying how social influence affects the dynamics within these compartments. As a result of this research a threshold value is determined, beyond which solar panels persist in the population. In addition, as is standard in this type of study, we perform equilibrium analysis, as well as uncertainty and sensitivity analyses on the threshold value. We also perform uncertainty analysis on the population levels of each compartment. The analysis shows that social influence plays an important role in the adoption of residential solar panels.

    DOE-funded renewable energy feasibility study conducted by Red Mountain Tribal Energy on behalf of the Southwest Tribal Energy Consortium (SWTEC). During the course of the study, SWTEC members considered multiple options for the organization structure, selected a proposed organization structure, and drafted a Memorandum of Understanding for the SWTEC organization. High-level resource assessments for SWTEC members were completed; surveys were developed and completed to determine each member’s interest in multiple participation options, including on-reservation projects. With the survey inputs in mind, multiple energy project options were identified and evaluated on a high-level basis. That process led to a narrowing of the field of technology options to solar generation, specifically, utility-scale Concentrating Solar-Powered Generation projects, with a specific, tentative project location identified at the Fort Mojave Indian Reservation -- the Native Spirit Solar Energy Facility.

We have recently studied options for restoration of high-power operations including approaches for increasing the performance to multi-MW levels. In this paper we will discuss the results of this study including the present limitations of the existing accelerating structures at LANSCE, and the high-voltage and RF systems that drive them. Several options will be discussed and a preferred option will be presented that will enable the first in a new generation of scientific facilities for the materials community.     The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

    A small spacecraft design for the Pluto Fast Flyby (PFF) Mission is under study by the Jet Propulsion Laboratory (JPL) for the National Aeronautics and Space Administration (NASA), for a possible launch as early as 1998. JPL's 1992 baseline design calls for a power source able to furnish an energy output of 3963 kWh and a power output of 69 watts(e) at the end of the 9.2-year mission. Satisfying those demands is made difficult because NASA management has set a goal of reducing the spacecraft mass from a baseline value of 166 kg to ~110 kg, which implies a mass goal of less than 10 kg for the power source. To support the ongoing NASA/JPL studies, the Department of Energy's Office of Special Applications (DOE/OSA) commissioned Fairchild Space to prepare and analyze conceptual designs of radioisotope power systems for the PFF mission. Thus far, a total of eight options employing essentially the same radioisotope heat source modules were designed and subjected to thermal, electrical, structural, and mass analyses by Fairchild. Five of these - employing thermoelectric converters - are described in the present paper, and three - employing free-piston Stirling converters - are described in the companion paper presented next. The system masses of the thermoelectric options ranged from 19.3 kg to 10.2 kg. In general, the options requiring least development are the heaviest, and the lighter options require more development with greater programmatic risk. There are four duplicate copies

    The next generation melter (NOM) development program includes a down selection process to aid in determining the recommended vitrification technology to implement into the WTP at the first melter change-out which is scheduled for 2025. This optioneering study presents a structured value engineering process to establish and assess evaluation criteria that will be incorporated into the down selection process. This process establishes an evaluation framework that will be used progressively throughout the NGM program, and as such this interim report will be updated on a regular basis. The workshop objectives were achieved. In particular: (1) Consensus was reached with stakeholders and technology providers represented at the workshop regarding the need for a decision making process and the application of the D{sub 2}0 process to NGM option evaluation. (2) A framework was established for applying the decision making process to technology development and evaluation between 2010 and 2013. (3) The criteria for the initial evaluation in 2011 were refined and agreed with stakeholders and technology providers. (4) The technology providers have the guidance required to produce data/information to support the next phase of the evaluation process. In some cases it may be necessary to reflect the data/information requirements and overall approach to the evaluation of technology options against specific criteria within updated Statements of Work for 2010-2011. Access to the WTP engineering data has been identified as being very important for option development and evaluation due to the interface issues for the NGM and surrounding plant. WRPS efforts are ongoing to establish precisely data that is required and how to resolve this Issue. It is intended to apply a similarly structured decision making process to the development and evaluation of LAW NGM options.

    Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

    High temperature solar thermal (HTST) technology offers an attractive option for both industrialized and non-industrialized countries to generate electricity and industrial process steam. The purpose of this report is to assess the potential market for solar thermal applications in the North African countries of Algeria, Egypt, Morocco and Tunisia. North Africa was selected because of its outstanding solar resource base and the variety of applications to be found there. Diminishing oil and gas resources, coupled with expanding energy needs, opens a large potential market for the US industry. The US high temperature solar trough industry has little competition globally and could build a large market in these areas. The US is already familiar with certain solar markets in North Africa due to the supplying of substantial quantities of US-manufactured flat plate collectors to this region.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

Three options for abatement that were tested for use in semiconductor facilities are reviewed, and their performance and costs compared.     The rise of the solar photovoltaic "prosumers" has the potential to transform the 100-year-old centralized electric utility model into a more decentralized and interactive system. In some countries, it is now more cost-effective for households to produce their own power from PV than to purchase electricity from the grid. However, a prosumer "revolution" under which decentralized adoption of PV occurs on its own, in the absence of supportive policies or regulatory conditions, has not yet arrived. Self-consumption of solar PV is a growing trend globally, but its expansion remains within policy makers’ ability to control and develop.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC�¢����s web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues. All of these activities resulted in implementing sustainable solutions to institutional and market barriers to solar energy and getting the right information to the right people.

    This report presents the results of an assessment of the technical and economic feasibility of deploying a solar photovoltaics (PV) system on landfill sites in Puerto Rico. The purpose of this report is to assess the landfills with the highest potential for possible solar PV installation and estimate cost, performance, and site impacts of three different PV options: crystalline silicon (fixed tilt), crystalline silicon (single-axis tracking), and thin film (fixed tilt). The report outlines financing options that could assist in the implementation of a system. According to the site production calculations, the most cost-effective system in terms of return on investment is the thin-film fixed-tilt technology. The report recommends financing options that could assist in the implementation of such a system. The landfills and sites considered in this report were all determined feasible areas in which to implement solar PV systems.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate.     A Settlement Agreement between the Department of Energy (DOE) and the State of Idaho mandates that all high-level radioactive waste (HLW) now stored at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering and Environmental Laboratory (INEEL) will be treated so that it is ready to be moved out of Idaho for disposal by a target date of 2035. This study investigates the nonseparations Cementitious Waste Option (CWO) as a means to achieve this goal. Under this option all liquid sodium-bearing waste (SBW) and existing HLW calcine would be recalcined with sucrose, grouted, canisterized, and interim stored as a mixed-HLW for eventual preparation and shipment off-Site for disposal. The CWO waste would be transported to a Greater Confinement Disposal Facility (GCDF) located in the southwestern desert of the US on the Nevada Test Site (NTS). All transport preparation, shipment, and disposal facility activities are beyond the scope of this study. CWO waste processing, packaging, and interim storage would occur over a 5-year period between 2013 and 2017. Waste transport and disposal would occur during the same time period.

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

    This paper reviews the nontechnical barriers to solar energy use, drawing on recent literature to help identify key barriers that must be addressed as part of the Technology Acceptance efforts under the U.S. Department of Energy (DOE) Solar America Initiative. A broad literature search yielded more than 400 references, which were narrowed to 19 recent documents on nontechnical barriers to the use of solar energy and other energy efficiency and renewable energy (EE/RE) technologies. Some of the most frequently identified barriers included lack of government policy supporting EE/RE, lack of information dissemination and consumer awareness about energy and EE/RE, high cost of solar and other EE/RE technologies compared with conventional energy, and inadequate financing options for EE/RE projects.

    Broward County and its partners (the Go SOLAR Team), operating under a Department of Energy Rooftop Solar Challenge Agreement, designed, developed and implemented an online permitting system for rooftop solar PV systems. This is a single web based system with a single permit fee that will issue a permit, with a set of design plans preapproved by partner building officials, within one hour. The system is currently available at gosolar.broward.org for use within any of the partner Authorities Having [permitting] Jurisdiction (AHJ). Additionally, the Go SOLAR Team researched, developed and to the extent feasible, implemented three best management practices to make a fertile environment for the new online permit system. These included Net Metering and Interconnection Standards, Solar-Friendly Financing, and Planning and Zoning Ordinances. Finally, the team implemented a substantial outreach effort to advocate for the development of solar in Broward County, with an emphasis on Solar Rights, concluding with a Go SOLAR Fest day and a half conference with over 1,200 attendees and 50 exhibitors. The Go SOLAR project was completed on time, under DOE’s budgeted amount, and all project objectives were met or exceeded.
