    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    This technical report discusses the effectiveness of the Jamaica Public Service Company Limited Net-Billing Pilot Program. The National Renewable Energy Laboratory (NREL) collected and analyzed data from a wide range of stakeholders, conducted in-country research, and compared program elements to common interconnection practices to form programmatic recommendations for the Jamaica context. NREL finds that the net-billing pilot program has successfully contributed to the support of the emerging solar market in Jamaica with the interconnection of 80 systems under the program for a total of 1.38 megawatts (MW) at the time of original analysis.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    The U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Programs Office (WIPO) launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of low-income residences without the utilization of additional taxpayer funding. Sixteen WIPP grantees were awarded a total of $30 million in Weatherization Assistance Program (WAP) funds in September 2010. These projects focused on: including nontraditional partners in weatherization service delivery; leveraging significant non-federal funding; and improving the effectiveness of low-income weatherization through the use of new materials, technologies, behavior-change models, and processes.

    The DOE established the Groundwater Monitoring Program (GMP) (WP 02-1) to monitor groundwater resources at WIPP. In the past, the GMP was conducted to establish background data of existing conditions of groundwater quality and quantity in the WIPP vicinity, and to develop and maintain a water quality database as required by regulation. Today the GMP is conducted consistent with 204.1.500 NMAC (New MexicoAdministrative Code), "Adoption of 40 CFR [Code of Federal Regulations] Part 264,"specifically 40 CFR §264.90 through §264.101. These sections of 20.4.1 NMAC provide guidance for detection monitoring of groundwater that is, or could be, affected by waste management activities at WIPP. Detection monitoring at WIPP is designed to detect contaminants in the groundwater long before the general population is exposed. Early detection will allow cleanup efforts to be accomplished before any exposure to the general population can occur. Title 40 CFR Part 264, Subpart F, stipulates minimum requirements of Resource Conservation and Recovery Act of 1976 (42 United States Code [U.S.C.] §6901 et seq.) (RCRA) groundwater monitoring programs including the number and location of monitoring wells; sampling and reporting schedules; analytical methods and accuracy requirements; monitoring parameters; and statistical treatment of monitoring data. This document outlines how WIPP intends to protect and preserve groundwater within the WIPP Land Withdrawal Area (WLWA). Groundwater protection is just one aspect of the WIPP environmental protection effort. An overview of the entire environmental protection effort can be found in DOE/WIPP 99-2194, Waste Isolation Pilot Plant Environmental Monitoring Plan. The WIPP GMP is designed to statistically determine if any changes are occurring in groundwater characteristics within and surrounding the WIPP facility. If a change is noted, the cause will then be determined and the appropriate corrective action(s) initiated.

    This report, Vol. II, presents a discussion of the operations of the ten EES pilot state programs during the period from October 1, 1977 through September 30, 1979. Each of the ten pilot states - Alabama, Connecticut, Michigan, New Mexico, Pennsylvania, Tennessee, Texas, Washington, Wisconsin, and Wyoming - received a grant of approximately $1.1 million to develop and implement an 18-month program beginning on October 1, 1977. In September 1978, each State received an additional $370,000 for service-delivery programs for the extension of the pilot program, April 1979 through September 1979. A case-study description of the operations of the pilot program in each State is provided here, with special attention given to the two programs selected in each State for more-detailed study and survey research. Although the thrust of this volume is descriptive, some survey data and analyses are presented for the emphasis programs. Two telephone surveys of clients and a non-client sample were conducted, one at the end of the first year of the pilot program (October 1977 - September 1978) and one at the end of the second year (October 1978 - September 1979).

The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of homes of low-income families. Since 2010, WIPP has helped weatherization service providers as well as new and nontraditional partners leverage non-federal financial resources to supplement federal grants, saving taxpayer money. WIPP complements the Weatherization Assistance program (WAP), which operates nation-wide, in U.S. territories and in three Native American tribes. 16 grantees are implementing weatherization innovation projects using experimental approaches to find new and better ways to weatherize homes. They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety. Two WIPP projects (Connecticut and Maryland) will augment standard weatherization services with a comprehensive green and healthy homes approach; (3) New technologies and techniques - following the model of continuous improvement in weatherization, WIPP grantees will continue to use new and better technologies and techniques to improve the quality of work; (4) Residential energy behavior change - Two grantees are rigorously testing home energy monitors (HEMs) that display energy used in kilowatt-hours, allowing residents to monitor and reduce their energy

    Hundreds of high schools around the United States have inverted the traditional core sequence of high school science courses, putting physics first, followed by chemistry, and then biology. A quarter-century of theory, opinion, and anecdote are available, but the literature lacks empirical evidence of the effects of the program. The current study was designed to investigate the effects of the program on science achievement gain, growth in attitude toward science, and growth in understanding of the nature of scientific knowledge. One hundred eighty-five honor students participated in this quasi-experiment, self-selecting into either the traditional or inverted sequence. Students took the Explore test as freshmen, and the Plan test as sophomores. Gain scores were calculated for the composite scores and for the science and mathematics subscale scores. A two-factor analysis of variance (ANOVA) on course sequence and cohort showed significantly greater composite score gains by students taking the inverted sequence. Participants were administered surveys measuring attitude toward science and understanding of the nature of scientific knowledge twice per year. A multilevel growth model, compared across program groups, did not show any significant effect of the inverted sequence on either attitude or understanding of the nature of scientific knowledge. The sole significant parameter showed a decline in student attitude independent of course sequence toward science over the first two years of high school. The results of this study support the theory that moving physics to the front of the science sequence can improve achievement. The importance of the composite gain score on tests vertically aligned with the high-stakes ACT is discussed, and several ideas for extensions of the current study are offered.

    In the fall of 2010, a multiyear pilot energy efficiency retrofit project was undertaken by Greenbelt Homes, Inc, (GHI) a 1,566 home cooperative of circa 1930 and 1940 homes in Greenbelt, Maryland. GHI established this pilot project to serve as a basis for decision making for the rollout of a decade-long community-wide upgrade program that will incorporate energy efficiency improvements to the building envelope and mechanical equipment. It presents a unique opportunity to evaluate and prioritize the wide-range of benefits of high-performance retrofits based on member experience with and acceptance of the retrofit measures implemented during the pilot project. Addressing the complex interactions between benefits, trade-offs, construction methods, project management implications, realistic upfront costs, financing, and other considerations, serves as a case study for energy retrofit projects to include high-performance technologies based on the long-term value to the homeowner. The pilot project focused on identifying the added costs and energy savings benefits of improvements.

    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

    In response to US Department of Energy directives, Argonne National Laboratory (ANL) has developed a waste minimization plan aimed at reducing the amount of wastes at this national research and development laboratory. Activities at ANL are primarily research- oriented and as such affect the amount and type of source reduction that can be achieved at this facility. The objective of ANL's waste minimization program is to cost-effectively reduce all types of wastes, including hazardous, mixed, radioactive, and nonhazardous wastes. The ANL Waste Minimization Plan uses a waste minimization audit as a systematic procedure to determine opportunities to reduce or eliminate waste. To facilitate these audits, a computerized bar-coding procedure is being implemented at ANL to track hazardous wastes from where they are generated to their ultimate disposal. This paper describes the development of the ANL Waste Minimization Plan and a pilot demonstration of the how the ANL Plan audited the hazardous waste generated within a selected divisions of ANL. It includes quantitative data on the generation and disposal of hazardous waste at ANL and describes potential ways to minimize hazardous wastes. 2 refs., 5 figs., 8 tabs.

Only minor auxiliary equipment malfunctions were encountered. Wear rates indicate useful life expectancy of from 1 to 5 years for wear-exposed components.   12. Project Management Plan for the Idaho National Engineering Laboratory Waste Isolation Pilot Plant Experimental Test Program

    EG&G Idaho, Inc. and Argonne National Laboratory-West (ANL-W) are participating in the Idaho National Engineering Laboratory`s (INEL`s) Waste Isolation Pilot Plant (WIPP) Experimental Test Program (WETP). The purpose of the INEL WET is to provide chemical, physical, and radiochemical data on transuranic (TRU) waste to be stored at WIPP. The waste characterization data collected will be used to support the WIPP Performance Assessment (PA), development of the disposal No-Migration Variance Petition (NMVP), and to support the WIPP disposal decision. The PA is an analysis required by the Code of Federal Regulations (CFR), Title 40, Part 191 (40 CFR 191), which identifies the processes and events that may affect the disposal system (WIPP) and examines the effects of those processes and events on the performance of WIPP. A NMVP is required for the WIPP by 40 CFR 268 in order to dispose of land disposal restriction (LDR) mixed TRU waste in WIPP. It is anticipated that the detailed Resource Conservation and Recovery Act (RCRA) waste characterization data of all INEL retrievably-stored TRU waste to be stored in WIPP will be required for the NMVP. Waste characterization requirements for PA and RCRA may not necessarily be identical. Waste characterization requirements for the PA will be defined by Sandia National Laboratories. The requirements for RCRA are defined in 40 CFR 268, WIPP RCRA Part B Application Waste Analysis Plan (WAP), and WIPP Waste Characterization Program Plan (WWCP). This Project Management Plan (PMP) addresses only the characterization of the contact handled (CH) TRU waste at the INEL. This document will address all work in which EG&G Idaho is responsible concerning the INEL WETP. Even though EG&G Idaho has no responsibility for the work that ANL-W is performing, EG&G Idaho will keep a current status and provide a project coordination effort with ANL-W to ensure that the INEL, as a whole, is effectively and efficiently completing the requirements for WETP.

  15. Evaluation of Early Performance Results for Massachusetts Homes in the National Grid Pilot Deep Energy Retrofit Program

    This research project evaluates post-retrofit performance measurements, energy use data and construction costs for 13 projects that participated in the National Grid Deep Energy Retrofit Pilot program. The projects implemented a package of measures defined by performance targets for building enclosure components and building enclosure air tightness. Nearly all of the homes reached a post-retrofit air tightness result of 1.5 ACH 50. Homes that used the chainsaw retrofit technique along with roof insulation, and wall insulation applied to the exterior had the best air tightness results and the lowest heating and cooling source energy use. Analysis of measure costs and project objectives yielded a categorization of costs relative to energy performance objectives. On average about 1/2 of the energy-related measure costs correspond primarily to energy-related objectives, and 20% of energy-related measure costs relate primarily to non-energy objectives.

  16. Evaluation of Early Performance Results for Massachusetts Homes in the National Grid Pilot Deep Energy Retrofit Program

    This research project evaluates post-retrofit performance measurements, energy use data and construction costs for 13 projects that participated in the National Grid Deep Energy Retrofit Pilot program. The projects implemented a package of measures defined by performance targets for building enclosure components and building enclosure air tightness. Nearly all of the homes reached a post-retrofit air tightness result of 1.5 ACH 50. Homes that used the chainsaw retrofit technique along with roof insulation, and wall insulation applied to the exterior had the best air tightness results and the lowest heating and cooling source energy use. Analysis of measure costs and project objectives yielded a categorization of costs relative to energy performance objectives. On average about ½ of the energy-related measure costs correspond primarily to energy-related objectives, and 20% of energy-related measure costs relate primarily to non-energy objectives.

    The pilot-scale ceramic melter test, was conducted to determine the vitrification processing characteristics of simulated Hanford Waste Vitrification Plant process slurries and the integrated performance of the melter off-gas treatment system. Simulated melter feed was prepared and processed to produce glass. The vitrification system, achieved an on-stream efficiency of greater than 98%. The melter off-gas treatment system included a film cooler, submerged bed scrubber, demister, high-efficiency mist eliminator, preheater, and high-efficiency particulate air filter (HEPA). Evaluation of the off-gas system included the generation, nature, and capture efficiency of gross particulate, semivolatile, and noncondensible melter products. 17 refs., 48 figs., 61 tabs.

  19. Pilot-scale ceramic melter 1985-1986 rebuild: Nuclear Waste Treatment Program

    The pilot-scale ceramic melter (PSCM) was subsequently dismantled, and the damaged and corroded components were repaired or replaced. The PSCM rebuild ensures that the melter will be available for an additional three to five years of planned testing. An analysis of the corrosion products and the failed electrodes indicated that the electrode bus connection welds may have failed due to a combination of chemical and mechanical effects. The electrodes were replaced with a design similar to the original electrodes, but with improved electrical bus connections. The implications of the PSCM electrode corrosion evaluation are that, although Inconel 690 has excellent corrosion resistance to molten glass, corrosion at the melt line in stagnant regions is a significant concern. Functional changes made during the rebuild included increases in wall and floor insulation to better simulate well-insulated melters, a decrease in the lid height for more prototypical plenum and off-gas conditions, and installation of an Inconel 690 trough and dam to improve glass pouring and prevent glass seepage. 9 refs., 33 figs., 5 tabs.

    Commercial energy use costs businesses around $70 billion annually. Many of these businesses are small and medium sized organizations that do not have the resources to help themselves, or to pay for professional engineering services to help reduce their energy costs and improve their economic competitiveness. Energy cost reduction actions with payback times of around two years could save the commercial sector 15--20%, or $10--$15 billion per year. This project was initially intended to evaluate the feasibility of performing commercial energy audits as an adjunct to the industrial audit program run by the US Department of Energy Industrial Office. This program is housed in 30 universities throughout the United States. Formerly known as Energy Analysis and Diagnostic Centers (EADC`s), the university programs are now called Industrial Assessment Centers (IAC`s) to reflect their expansion from energy use analyses to include waste and productivity analyses. The success of the EADC/IAC program in helping the manufacturing sector provides an excellent model for a similar program in the commercial buildings sector. This project has investigated using the EADC/IAC approach to performing energy audits for the commercial sector, and has determined that such an approach is feasible and cost effective.

The relocation was to be completed by January 1, 2002, within a total budget of one million dollars. Coordination with the Department of Energy Tanks Focus Area identified five melters or melter systems that could potentially support the Direct Vitrification Development Program.     NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

    The Waste Isolation Pilot Plant (WIPP), a facility located in a bedded salt formation in Carlsbad, New Mexico, is being used by the U.S. Department of Energy to demonstrate the technology for safe handling and disposal of transuranic wastes produced by defense activities in the United States. In support of that demonstration, mechanical tests on salt were conducted in the laboratory to characterize material behavior at the stresses and temperatures expected for a nuclear waste repository. Many of those laboratory test programs have been carried out in the RE/SPEC Inc. rock mechanics laboratory in Rapid City, South Dakota; the first program being authorized in 1975 followed by additional testing programs that continue to the present. All of the WIPP laboratory data generated on salt at RE/SPEC Inc. over the last 20 years is presented in this data report. A variety of test procedures were used in performance of the work including quasi-static triaxial compression tests, constant stress (creep) tests, damage recovery tests, and multiaxial creep tests. The detailed data is presented in individual plots for each specimen tested. Typically, the controlled test conditions applied to each specimen are presented in a plot followed by additional plots of the measured specimen response. Extensive tables are included to summarize the tests that were performed. Both the tables and the plots contain cross-references to the technical reports where the data were originally reported. Also included are general descriptions of laboratory facilities, equipment, and procedures used to perform the work.

    Under Phase I of the Smart Grid Data Access Pilot Program, the Gulf of Maine Research Institute (GMRI) partnered with Central Maine Power (CMP), and the Maine Mathematics and Science Alliance (MMSA) and engaged key vendors Tilson Government Services, LLC (Tilson), and Image Works to demonstrate the efficacy of PowerHouse, an interactive online learning environment linking middle school students with their home electricity consumption data provided through CMP’s Advanced Metering Infrastructure (AMI). The goal of the program is to harness the power of youth to alter home energy consumption behaviors using AMI data. Successful programs aimed at smoking cessation, recycling, and seat belt use have demonstrated the power of young people to influence household behaviors. In an era of increasing concern about energy costs, availability, and human impacts on global climate, GMRI sought to demonstrate the effectiveness of a student-focused approach to understanding and managing household energy use. We also sought to contribute to a solid foundation of science-literate students who can analyze evidence to find solutions to increasingly complex energy challenges.

    In the fall of 2010, a multiyear pilot energy efficiency retrofit project was undertaken by Greenbelt Homes, Inc, (GHI) a 1,566 home cooperative of circa 1930 and 1940 homes in Greenbelt, Maryland. GHI established this pilot project to serve as a basis for decision making for the rollout of a decade-long community-wide upgrade program that will incorporate energy efficiency improvements to the building envelope and mechanical equipment. With the community upgrade fully funded by the cooperative through their membership without outside subsidies, this project presents a unique opportunity to evaluate and prioritize the wide-range of benefits of high-performance retrofits based on member experience with and acceptance of the retrofit measures implemented during the pilot project. Addressing the complex interactions between benefits, trade-offs, construction methods, project management implications, realistic upfront costs, financing, and other considerations, serves as a case study for energy retrofit projects to include high-performance technologies based on the long-term value to the homeowner. The pilot project focused on identifying the added costs and energy savings benefits of improvements. Phase 1: baseline evaluation for a representative set of 28 homes sited in seven buildings; Phase 2: installation of the building envelope improvements and continued monitoring of the energy consumption for the heating season and energy simulations supporting recommendations for HVAC and water heating upgrades to be implemented in Phase 3.

The Environmental Development Plan (EDP) lists the concerns, outlines the program to consider the effects and validity of such concerns on the OTEC program, and gives the time-table to meet the schedule, integrated with that of the engineering and design programs. The schedules of compliance activities and, to a lesser degree, research also are governed by the development progress of the technology. However, because of the lead time necessary to insure proper review the appropriate regulatory agencies, the environmental assessment program for the OTEC pilot plants (initially starting with the 10/40 MWe unit) is founded on the strategy of progressive improvement of previously accepted documentation. Based on experience with OTEC-1, the procedure for pilot plants will be: (1) Produce generic Environmental Assessment (EA) at the appropriate level of technology in advance of hardware contract; (2) Produce generic Environmental Impact Statement (EIS) at approximately the same time as the hardware procurement; (3) Monitor production of site specific supplement to the generic EIS prepared by the hardware contractor; (4) Assist pilot plant operator in applying and obtaining permits by providing current research and modeling data; (5) Monitor environmental program as required by regulatory agency; and (6) Use new site data for refining models for future pilot plant. assessments.

    This paper describes a joint US/Brazil pilot project for rural electrification, whose major goals are: to establish technical, institutional, and economic confidence in using renewable energy (PV and wind) to meet the needs of the citizens of rural Brazil; to establish on-going institutional, individual and business relationships necessary to implement sustainable programs and commitments; to lay the groundwork for larger scale rural electrification through the use of distributed renewable technologies. The projects have supported low power home lighting systems, lighting and refrigeration for schools and medical centers, and water pumping systems. This is viewed as a long term project, where much of the equipment will come from the US, but Brazil will be responsible for program management, and sharing data gained from the program. The paper describes in detail the Brazilian program which was instituted to support this phased project.

    U.S. Department of Energy (DOE) Order 450.1, Environmental Protection Program, requires each DOE site to conduct environmental monitoring. Environmental monitoring at the Waste Isolation Pilot Plant (WIPP) is conducted in order to: (a) Verify and support compliance with applicable federal, state, and local environmental laws, regulations, permits, and orders; (b) Establish baselines and characterize trends in the physical, chemical, and biological condition of effluent and environmental media; (c) Identify potential environmental problems and evaluate the need for remedial actions or measures to mitigate the problems; (d) Detect, characterize, and report unplanned releases; (e) Evaluate the effectiveness of effluent treatment and control, and pollution abatement programs; and (f) Determine compliance with commitments made in environmental impact statements, environmental assessments, safety analysis reports, or other official DOE documents. This Environmental Monitoring Plan (EMP) explains the rationale and design criteria for the environmental monitoring program, extent and frequency of monitoring and measurements, procedures for laboratory analyses, quality assurance (QA) requirements, program implementation procedures, and direction for the preparation and disposition of reports. Changes to the environmental monitoring program may be necessary to allow the use of advanced technology and new data collection techniques. This EMP will document changes in the environmental monitoring program. Guidance for preparation of EMPs is contained in DOE/EH-0173T, Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance.

    The Chemical Management System (CMS), currently under development at Hanford, was used as the ''test program'' for pilot testing the value added aspects of the Chemical Manufacturers Association's (CMA) Management Systems Verification (MSV) process. The MSV process, which was developed by CMA's member chemical companies specifically as a tool to assist in the continuous improvement of environment, safety and health (ESH) performance, represents a commercial sector ''best practice'' for evaluating ESH management systems. The primary purpose of Hanford's MSV Pilot was to evaluate the applicability and utility of the MSV process in the Department of Energy (DOE) environment. However, because the Integrated Safety Management System (ISMS) is the framework for ESH management at Hanford and at all DOE sites, the pilot specifically considered the MSV process in the context of a possible future adjunct to Integrated Safety Management System Verification (ISMSV) efforts at Hanford and elsewhere within the DOE complex. The pilot involved the conduct of two-hour interviews with four separate panels of individuals with functional responsibilities related to the CMS including the Department of Energy Richland Operations (DOE-RL), Fluor Daniel Hanford (FDH) and FDH's major subcontractors (MSCS). A semi-structured interview process was employed by the team of three ''verifiers'' who directed open-ended questions to the panels regarding the development, integration and effectiveness of management systems necessary to ensure the sustainability of the CMS effort. An ''MSV Pilot Effectiveness Survey'' also was completed by each panel participant immediately following the interview.

    This report reviews the necessary aspects of the planning, operation, evaluation, environmental impact and cost to implement a field pilot of steam injection with in-situ foaming. The Stanford University Petroleum Research Institute (SUPRI) is planning to implement such a pilot in Kern County, California. The cost of the pilot will be shared by the US Department of Energy and an oil company. Some important aspects of drilling and completion programs and their specifications, permits from regulatory bodies, and downhole tools to improve steam stimulation are discussed. The essential surface facilities which include water treatment plant, steam generator, demulsifier and dehydrator are considered. The necessary laboratory research in support of the pilot has been recommended. The formation evaluation and reservoir engineering effort for the pilot has been divided into three phases: reservoir definition, reservoir monitoring and post-pilot study. Appropriate techniques applicable to each phase of the test have been discussed. The environmental impact regulations as related to the steam injection process have been considered. In particular, the environmental problems associated with the burning of crude oil and desulfurization of flue gas have been discussed. Other environmental considerations such as solid and liquid waste disposal, health and safety are also discussed. An estimate of the cost of this field test is presented. Three scenarii (for pilots with high, medium, and low investment potentials, respectively) are presented. Since this report was prepared, a specific site for the supri pilot has been chosen. Appendices G and H present the details on this site.

    Through discussion of five case studies (test homes), this project evaluates strategies to elevate the performance of existing homes to a level commensurate with best-in-class implementation of high-performance new construction homes. The test homes featured in this research activity participated in Deep Energy Retrofit (DER) Pilot Program sponsored by the electric and gas utility National Grid in Massachusetts and Rhode Island. Building enclosure retrofit strategies are evaluated for impact on durability and indoor air quality in addition to energy performance. Evaluation of strategies is structured around the critical control functions of water, airflow, vapor flow, and thermal control. The aim of the research project is to develop guidance that could serve as a foundation for wider adoption of high performance, 'deep' retrofit work. The project will identify risk factors endemic to advanced retrofit in the context of the general building type, configuration and vintage encountered in the National Grid DER Pilot. Results for the test homes are based on observation and performance testing of recently completed projects. Additional observation would be needed to fully gauge long-term energy performance, durability, and occupant comfort.

    U.S. Department of Energy (DOE) Order 450.1, Environmental Protection Program, requires each DOE site to conduct environmental monitoring. Environmental monitoring at the Waste Isolation Pilot Plant (WIPP) is conducted in order to: (a) Verify and support compliance with applicable federal, state, and local environmental laws, regulations, permits, and orders; (b) Establish baselines and characterize trends in the physical, chemical, and biological condition of effluent and environmental media; (c) Identify potential environmental problems and evaluate the need for remedial actions or measures to mitigate the problem; (d) Detect, characterize, and report unplanned releases; (e) Evaluate the effectiveness of effluent treatment and control, and pollution abatement programs; and (f) Determine compliance with commitments made in environmental impact statements, environmental assessments, safety analysis reports, or other official DOE documents. This Environmental Monitoring Plan (EMP) has been written to contain the rationale and design criteria for the monitoring program, extent and frequency of monitoring and measurements, procedures for laboratory analyses, quality assurance (QA) requirements, program implementation procedures, and direction for the preparation and disposition of reports. Changes to the environmental monitoring program may be necessary to allow the use of advanced technology and new data collection techniques. This EMP will document any proposed changes in the environmental monitoring program. Guidance for preparation of Environmental Monitoring Plans is contained in DOE/EH-0173T, Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance. The plan will be effective when it is approved by the appropriate Head of Field Organization or their designee.     The Department of Energy (DOE) is working with Better Plants Partners to improve energy efficiency throughout their supply chains. Around 40 to 60 percent of a manufacturing company’s energy and carbon footprint can reside upstream in its supply chain—from raw materials, transport, and packaging to the energy consumed in manufacturing processes—but this number can be as high as 80 percent. Coordinating energy management practices between companies and their supply chains has the potential to significantly improve industrial energy productivity and reduce the amount of energy embedded in manufactured products. Through this Supply Chain Pilot, DOE will work with a select group of Better Plants Partners to extend the benefits of energy efficiency to their suppliers. Partners will leverage existing Better Plants Program resources and encourage suppliers to collectively set, track, and meet energy savings goals.

    The Long Island Power Authority (LIPA) Smart Meter Pilots provided invaluable information and experience for future deployments of Advanced Metering Infrastructure (AMI), including the deployment planned as part of LIPA’s Smart Grid Demonstration Project (DE-OE0000220). LIPA will incorporate lessons learned from this pilot in future deployments, including lessons relating to equipment performance specifications and testing, as well as equipment deployment and tracking issues. LIPA ultimately deployed three AMI technologies instead of the two that were originally contemplated. This enabled LIPA to evaluate multiple systems in field conditions with a relatively small number of meter installations. LIPA experienced a number of equipment and software issues that it did not anticipate, including issues relating to equipment integration, ability to upgrade firmware and software “over the air” (as opposed to physically interacting with every meter), and logistical challenges associated with tracking inventory and upgrade status of deployed meters. In addition to evaluating the technology, LIPA also piloted new Time-of-Use (TOU) rates to assess customer acceptance of time-differentiated pricing and to evaluate whether customers would respond by adjusting their activities from peak to non-peak periods. LIPA developed a marketing program to educate customers who received AMI in the pilot areas and to seek voluntary participation in TOU pricing. LIPA also guaranteed participating customers that, for their initial year on the rates, their electricity costs under the TOU rate would not exceed the amount they would have paid under the flat rates they would otherwise enjoy. 62 residential customers chose to participate in the TOU rates, and every one of them saved money during the first year. 61 of them also elected to stay on the TOU rate – without the cost guarantee – at the end of that year.   3. Pilot Scale Advanced Fogging Demonstration

    Experiments in 2006 developed a useful fog solution using three different chemical constituents. Optimization of the fog recipe and use of commercially available equipment were identified as needs that had not been addressed. During 2012 development work it was noted that low concentrations of the components hampered coverage and drying in the United Kingdom’s National Nuclear Laboratory’s testing much more so than was evident in the 2006 tests. In fiscal year 2014 the Idaho National Laboratory undertook a systematic optimization of the fogging formulation and conducted a non-radioactive, pilot scale demonstration using commercially available fogging equipment. While not as sophisticated as the equipment used in earlier testing, the new approach is much less expensive and readily available for smaller scale operations. Pilot scale testing was important to validate new equipment of an appropriate scale, optimize the chemistry of the fogging solution, and to realize the conceptual approach.

    Aerojet Rocketdyne (AR) has developed an innovative gasifier concept incorporating advanced technologies in ultra-dense phase dry feed system, rapid mix injector, and advanced component cooling to significantly improve gasifier performance, life, and cost compared to commercially available state-of-the-art systems. Design, fabrication and initial testing of the pilot plant compact gasifier was completed in 2011 by a development team led by AR. Findings from this initial test program, as well as subsequent gasifier design and pilot plant testing by AR, identified a number of technical aspects to address prior to advancing into a demonstration-scale gasifier design. Key among these were an evaluation of gasifier ability to handle thermal environments with highly reactive coals; ability to handle high ash content, high ash fusion temperature coals with reliable slag discharge; and to develop an understanding of residual properties pertaining to gasification kinetics as carbon conversion approaches 99%. The gasifier did demonstrate the ability to withstand the thermal environments of highly reactive Powder River Basin coal, while achieving high carbon conversion in < 0.15 seconds residence time. Continuous operation with the high ash fusion temperature Xinyuan coal was demonstrated in long duration testing, validating suitability of outlet design as well as downstream slag discharge systems. Surface area and porosity data were obtained for the Xinyuan and Xinjing coals for carbon conversion ranging from 85% to 97%, and showed a pronounced downward trend in surface area per unit mass carbon as conversion increased. Injector faceplate measurements showed no incremental loss of material over the course of these experiments, validating the commercially traceable design approach and supportive of long injector life goals. Hybrid testing of PRB and natural gas was successfully completed over a wide range of natural gas feed content, providing test data to anchor predictions

    The following provides a summary of the specific issues addressed in this FY-95 Annual Update as they relate to the CH TRU safety bases: Executive Summary; Site Characteristics; Principal Design and Safety Criteria; Facility Design and Operation; Hazards and Accident Analysis; Derivation of Technical Safety Requirements; Radiological and Hazardous Material Protection; Institutional Programs; Quality Assurance; and Decontamination and Decommissioning. The System Design Descriptions`` (SDDS) for the WIPP were reviewed and incorporated into Chapter 3, Principal Design and Safety Criteria and Chapter 4, Facility Design and Operation. This provides the most currently available final engineering design information on waste emplacement operations throughout the disposal phase up to the point of permanent closure. Also, the criteria which define the TRU waste to be accepted for disposal at the WIPP facility were summarized in Chapter 3 based on the WAC for the Waste Isolation Pilot Plant.`` This Safety Analysis Report (SAR) documents the safety analyses that develop and evaluate the adequacy of the Waste Isolation Pilot Plant Contact-Handled Transuranic Wastes (WIPP CH TRU) safety bases necessary to ensure the safety of workers, the public and the environment from the hazards posed by WIPP waste handling and emplacement operations during the disposal phase and hazards associated with the decommissioning and decontamination phase. The analyses of the hazards associated with the long-term (10,000 year) disposal of TRU and TRU mixed waste, and demonstration of compliance with the requirements of 40 CFR 191, Subpart B and 40 CFR 268.6 will be addressed in detail in the WIPP Final Certification Application scheduled for submittal in October 1996 (40 CFR 191) and the No-Migration Variance Petition (40 CFR 268.6) scheduled for submittal in June 1996. Section 5.4, Long-Term Waste Isolation Assessment summarizes the current status of the assessment.

    The Advanced Engineering Environment (AEE) is a concurrent engineering concept that enables real-time process tooling design and analysis, collaborative process flow development, automated document creation, and full process traceability throughout a product's life cycle. The AEE will enable NNSA's Design and Production Agencies to collaborate through a singular integrated process. Sandia National Laboratories and Parametric Technology Corporation (PTC) are working together on a prototype AEE pilot project to evaluate PTC's product collaboration tools relative to the needs of the NWC. The primary deliverable for the project is a set of validated criteria for defining a complete commercial off-the-shelf (COTS) solution to deploy the AEE across the NWC.

    Narasimhan Consulting Services, Inc. (NCS), under a contract with the Sandia National Laboratories (SNL), designed and operated pilot scale evaluations of the adsorption and coagulation/filtration treatment technologies aimed at meeting the recently revised arsenic maximum contaminant level (MCL) for drinking water. The standard of 10 {micro}g/L (10 ppb) is effective as of January 2006. The pilot demonstration is a project of the Arsenic Water Technology Partnership program, a partnership between the American Water Works Association Research Foundation (AwwaRF), SNL and WERC (A Consortium for Environmental Education and Technology Development). The pilot evaluation was conducted at Well 30 of the City of Weatherford, OK, which supplies drinking water to a population of more than 10,400. Well water contained arsenic in the range of 16 to 29 ppb during the study. Four commercially available adsorption media were evaluated side by side for a period of three months. Both adsorption and coagulation/filtration effectively reduced arsenic from Well No.30. A preliminary economic analysis indicated that adsorption using an iron oxide media was more cost effective than the coagulation/ filtration technology.
