  2. Opportunities for Demand Response in California Agricultural Irrigation: A Scoping Study

    SciTech Connect (OSTI)

Marks, Gary; Wilcox, Edmund; Olsen, Daniel; Goli, Sasank

    2013-01-02

California agricultural irrigation consumes more than ten billion kilowatt hours of electricity annually and has significant potential for contributing to a reduction of stress on the grid through demand response, permanent load shifting, and energy efficiency measures. To understand this potential, a scoping study was initiated for the purpose of determining the associated opportunities, potential, and adoption challenges in California agricultural irrigation. The primary research for this study was conducted in two ways. First, data was gathered and parsed from published sources that shed light on where the best opportunities for load shifting and demand response lie within the agricultural irrigation sector. Secondly, a small limited survey was conducted as informal face-to-face interviews with several different California growers to get an idea of their ability and willingness to participate in permanent load shifting and/or demand response programs. Analysis of the data obtained from published sources and the survey reveal demand response and permanent load shifting opportunities by growing region, irrigation source, irrigation method, grower size, and utility coverage. The study examines some solutions for demand response and permanent load shifting in agricultural irrigation, which include adequate irrigation system capacity, automatic controls, variable frequency drives, and the contribution from energy efficiency measures. The study further examines the potential and challenges for grower acceptance of demand response and permanent load shifting in California agricultural irrigation. As part of the examination, the study considers to what extent permanent load shifting, which is already somewhat accepted within the agricultural sector, mitigates the need or benefit of demand response for agricultural irrigation. Recommendations for further study include studies on how to gain grower acceptance of demand response as well as other related studies such as conducting a more comprehensive survey of California growers.

  7. Analysis of the Argonne distance tabletop exercise method.

    SciTech Connect (OSTI)

Tanzman, E. A.; Nieves, L. A.; Decision and Information Sciences

    2008-02-14

The purpose of this report is to summarize and evaluate the Argonne Distance Tabletop Exercise (DISTEX) method. DISTEX is intended to facilitate multi-organization, multi-objective tabletop emergency response exercises that permit players to participate from their own facility's incident command center. This report is based on experience during its first use during the FluNami 2007 exercise, which took place from September 19-October 17, 2007. FluNami 2007 exercised the response of local public health officials and hospitals to a hypothetical pandemic flu outbreak. The underlying purpose of the DISTEX method is to make tabletop exercising more effective and more convenient for playing organizations. It combines elements of traditional tabletop exercising, such as scenario discussions and scenario injects, with distance learning technologies. This distance-learning approach also allows playing organizations to include a broader range of staff in the exercise. An average of 81.25 persons participated in each weekly webcast session from all playing organizations combined. The DISTEX method required development of several components. The exercise objectives were based on the U.S. Department of Homeland Security's Target Capabilities List. The ten playing organizations included four public health departments and six hospitals in the Chicago area. An extent-of-play agreement identified the objectives applicable to each organization. A scenario was developed to drive the exercise over its five-week life. Weekly problem-solving task sets were designed to address objectives that could not be addressed fully during webcast sessions, as well as to involve additional playing organization staff. Injects were developed to drive play between webcast sessions, and, in some cases, featured mock media stories based in part on player actions as identified from the problem-solving tasks. The weekly 90-minute webcast sessions were discussions among the playing organizations that were moderated by a highly-qualified public health physician, who reviewed key scenario developments and player actions, as well as solicited input from each playing organization. The exercise control structure included trusted agents who oversaw exercise planning, playing organization points of contact to ensure exercise coordination, and exercise controller/evaluators to initiate and oversee exercise play. A password-protected exercise website was designed for FluNami 2007 to serve as a compartmentalized central information source, and for transmitting exercise documents. During the course of FluNami 2007, feedback on its quality was collected from players and controller/evaluators. Player feedback was requested at the conclusion of each webcast, upon completion of each problem-solving task, and on October 17, 2007, after the final webcast session had ended. The overall average score given to FluNami 2008 by the responding players was 3.9 on a five-point scale. In addition, suggestions for improving the process were provided by Argonne controller/evaluators after the exercise concluded. A series of recommendations was developed based on feedback from the players and controller/evaluators. These included improvements to the exercise scope and objectives, the problem-solving tasks, the scenarios, exercise control, the webcast sessions, the exercise website, and the player feedback process.

    2003-10-01

The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

  7. Sample Proficiency Test exercise

    SciTech Connect (OSTI)

    Alcaraz, A; Gregg, H; Koester, C

    2006-02-05

The current format of the OPCW proficiency tests has multiple sets of 2 samples sent to an analysis laboratory. In each sample set, one is identified as a sample, the other as a blank. This method of conducting proficiency tests differs from how an OPCW designated laboratory would receive authentic samples (a set of three containers, each not identified, consisting of the authentic sample, a control sample, and a blank sample). This exercise was designed to test the reporting if the proficiency tests were to be conducted. As such, this is not an official OPCW proficiency test, and the attached report is one method by which LLNL might report their analyses under a more realistic testing scheme. Therefore, the title on the report ''Report of the Umpteenth Official OPCW Proficiency Test'' is meaningless, and provides a bit of whimsy for the analyses and readers of the report.

  15. Four pedagogic exercises

    E-Print Network [OSTI]

    D. N. Basu

    2011-03-24

This article describes four innovative pedagogical exercises: (i) The expression for relation between cross sections in the laboratory and the centre of mass systems provided in text books assumes zero or low Q values which needs to be corrected for the most general case when Q value of the reaction is not negligible compared to the masses of interacting nuclei. The general expression derived here can be used for elastic and inelastic cases involving zero, low or even very high Q values. (ii) The equation of oscillatory motion of a massive surface put horizontally on two wheels rotating with equal and opposite angular velocities is established. The time period of oscillation is related to the coefficient of dynamic friction between the surface and the wheels which facilitates the measurement of the coefficient of dynamic friction. (iii) The equation of motion of a fixed torque mass shedding vehicle moving against friction and its velocity at any instant of time are derived. This example is equivalent to motion of a mass shedding rocket moving by applying fixed force against atmospheric friction. (iv) The equation of the path of a missile directed at every instant of time towards a rectilinearly moving target and time taken to hit the target are derived. It provides equation of path for asteroid and comet destructing missiles as conceptualized by NASA projects.

  16. Demand Responsive Lighting: A Scoping Study

    SciTech Connect (OSTI)

    Rubinstein, Francis; Kiliccote, Sila

    2007-01-03

The objective of this scoping study is: (1) to identify current market drivers and technology trends that can improve the demand responsiveness of commercial building lighting systems and (2) to quantify the energy, demand and environmental benefits of implementing lighting demand response and energy-saving controls strategies Statewide. Lighting systems in California commercial buildings consume 30 GWh. Lighting systems in commercial buildings often waste energy and unnecessarily stress the electrical grid because lighting controls, especially dimming, are not widely used. But dimmable lighting equipment, especially the dimming ballast, costs more than non-dimming lighting and is expensive to retrofit into existing buildings because of the cost of adding control wiring. Advances in lighting industry capabilities coupled with the pervasiveness of the Internet and wireless technologies have led to new opportunities to realize significant energy saving and reliable demand reduction using intelligent lighting controls. Manufacturers are starting to produce electronic equipment--lighting-application specific controllers (LAS controllers)--that are wirelessly accessible and can control dimmable or multilevel lighting systems obeying different industry-accepted protocols. Some companies make controllers that are inexpensive to install in existing buildings and allow the power consumed by bi-level lighting circuits to be selectively reduced during demand response curtailments. By intelligently limiting the demand from bi-level lighting in California commercial buildings, the utilities would now have an enormous 1 GW demand shed capability at hand. By adding occupancy and light sensors to the remotely controllable lighting circuits, automatic controls could harvest an additional 1 BkWh/yr savings above and beyond the savings that have already been achieved. The lighting industry's adoption of DALI as the principal wired digital control protocol for dimming ballasts and increased awareness of the need to standardize on emerging wireless technologies are evidence of this transformation. In addition to increased standardization of digital control protocols controller capabilities, the lighting industry has improved the performance of dimming lighting systems over the last two years. The system efficacy of today's current dimming ballasts is approaching that of non-dimming program start ballasts. The study finds that the benefits of applying digital controls technologies to California's unique commercial buildings market are enormous. If California were to embark on an concerted 20 year program to improve the demand responsiveness and energy efficiency of commercial building lighting systems, the State could avoid adding generation capacity, improve the elasticity of the grid, save Californians billion of dollars in avoided energy charges and significantly reduce greenhouse gas emissions.

The Lethbridge Regional Hospital is a 264-bed acute care center that offered an excellent opportunity to use a cogeneration system to provide a substantial portion of the hospital`s electrical and steam requirements. Cogeneration is the cost-effective production of two useful forms of energy using a single energy source. The Lethbridge Regional Hospital cogeneration plant produces electrical energy and heat energy using natural gas as the single energy source. The cogeneration project has helped the facility save money on future utility bills, lowered operating costs and produced a cleaner source of power.

  17. Mathematics and biology: The interface, challenges and opportunities

    SciTech Connect (OSTI)

    Levin, S.A. )

    1992-06-01

The interface between mathematics and biology has long been a rich area of research, with mutual benefit to each supporting discipline. Traditional areas of investigation, such as population genetics, ecology, neurobiology, and 3-D reconstructions, have flourished, despite a rather meager environment for the funding of such work. In the past twenty years, the kind and scope of such interactions between mathematicians and biologists have changed dramatically, reaching out to encompass areas of both biology and mathematics that previously had not benefited. At the same time, with the closer integration of theory and experiment, and the increased reliance on high-speed computation, the costs of such research grew, though not the opportunities for funding. The perception became reinforced, both within the research community and at funding agencies, that although these interactions were expanding, they were not doing so at the rate necessary to meet the opportunities and needs. A workshop was held in Washington, DC, between April 28 and May 3, 1990 which drew together a broadly based group of researchers to synthesize conclusions from a group of working papers and extended discussions. The result is the report presented here, which we hope will provide a guide and stimulus to research in mathematical and computational biology for at least the next decade. The report identifies a number of grand challenges, representing a broad consensus among the participants.

The scientific discoveries and associated advances made as a result of the availability of isotopes today span widely from medicine to biology, physics, chemistry, and a broad range of applications in environmental and material sciences. Isotope issues have become crucial aspects of homeland security. Isotopes are utilized in new resource development, in energy from bio-fuels, petrochemical and nuclear fuels, in drug discovery, health care therapies and diagnostics, in nutrition, in agriculture, and in many other areas. The development and production of isotope products unavailable or difficult to get commercially have been most recently the responsibility of the Department of Energy's Nuclear Energy program. The President's FY09 Budget request proposed the transfer of the Isotope Production program to the Department of Energy's Office of Science in Nuclear Physics and to rename it the National Isotope Production and Application program (NIPA). The transfer has now taken place with the signing of the 2009 appropriations bill. In preparation for this, the Nuclear Science Advisory Committee (NSAC) was requested to establish a standing subcommittee, the NSAC Isotope Subcommittee (NSACI), to advise the DOE Office of Nuclear Physics. The request came in the form of two charges: one, on setting research priorities in the short term for the most compelling opportunities from the vast array of disciplines that develop and use isotopes and two, on making a long term strategic plan for the NIPA program. This is the final report to address charge 1. NSACI membership is comprised of experts from the diverse research communities, industry, production, and homeland security. NSACI discussed research opportunities divided into three areas: (1) medicine, pharmaceuticals, and biology, (2) physical sciences and engineering, and (3) national security and other applications. In each area, compelling research opportunities were considered and the subcommittee as a whole determined the final priorities for research opportunities as the foundations for the recommendations. While it was challenging to prioritize across disciplines, our order of recommendations reflect the compelling research prioritization along with consideration of time urgency for action as well as various geopolitical market issues. Common observations to all areas of research include the needs for domestic availability of crucial stable and radioactive isotopes and the education of the skilled workforce that will develop new advances using isotopes in the future. The six recommendations of NSACI reflect these concerns and the compelling research opportunities for potential new discoveries. The science case for each of the recommendations is elaborated in the respective chapters.

  1. HVAC Equipment Design Options for Near-Zero-Energy Homes (NZEH) -A Stage 2 Scoping Assessment

    SciTech Connect (OSTI)

    Baxter, Van D

    2005-11-01

Although the energy efficiency of heating, ventilating, and air-conditioning (HVAC) equipment has increased substantially in recent years, new approaches are needed to continue this trend. Conventional unitary equipment and system designs have matured to a point where cost-effective, dramatic efficiency improvements that meet near-zero-energy housing (NZEH) goals require a radical rethinking of opportunities to improve system performance. The large reductions in HVAC energy consumption necessary to support the NZEH goals require a systems-oriented analysis approach that characterizes each element of energy consumption, identifies alternatives, and determines the most cost-effective combination of options. In particular, HVAC equipment must be developed that addresses the range of special needs of NZEH applications in the areas of reduced HVAC and water heating energy use, humidity control, ventilation, uniform comfort, and ease of zoning. This report describes results of a scoping assessment of HVAC system options for NZEH homes. ORNL has completed a preliminary adaptation, for consideration by The U.S. Department of Energy, Energy Efficiency and Renewable Energy Office, Building Technologies (BT) Program, of Cooper's (2001) stage and gate planning process to the HVAC and Water Heating element of BT's multi-year plan, as illustrated in Figure 1. In order to adapt to R&D the Cooper process, which is focused on product development, and to keep the technology development process consistent with an appropriate role for the federal government, the number and content of the stages and gates needed to be modified. The potential federal role in technology development involves 6 stages and 7 gates, but depending on the nature and status of the concept, some or all of the responsibilities can flow to the private sector for product development beginning as early as Gate 3. In the proposed new technology development stage and gate sequence, the Stage 2 'Scoping Assessment' provides the deliverable leading into the Gate 3 'Scoping Assessment Screen'. This report is an example of a Stage 2 deliverable written to document the screening of options against the Gate 3 criteria and to support DOE decision making and option prioritization. The objective of this scoping assessment was to perform a transparent evaluation of the HVAC system options for NZEH based on the applying the Gate 3 criteria uniformly to all options.

Cappers, Peter; Mills, Andrew; Goldman, Charles; Wiser, Ryan; Eto, Joseph H.

    2011-09-10

This scoping study focuses on the policy issues inherent in the claims made by some Smart Grid proponents that the demand response potential of mass market customers which is enabled by widespread implementation of Advanced Metering Infrastructure (AMI) through the Smart Grid could be the “silver bullet” for mitigating variable generation integration issues. In terms of approach, we will: identify key issues associated with integrating large amounts of variable generation into the bulk power system; identify demand response opportunities made more readily available to mass market customers through widespread deployment of AMI systems and how they can affect the bulk power system; assess the extent to which these mass market Demand Response (DR) opportunities can mitigate Variable Generation (VG) integration issues in the near-term and what electricity market structures and regulatory practices could be changed to further expand the ability for DR to mitigate VG integration issues over the long term; and provide a qualitative comparison of DR and other approaches to mitigate VG integration issues.

A Settlement Agreement between the Department of Energy (DOE) and the State of Idaho mandates that all high-level radioactive waste (HLW) now stored at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering and Environmental Laboratory (INEEL) will be treated so that it is ready to be moved out of Idaho for disposal by a target date of 2035. This study investigates the nonseparations Cementitious Waste Option (CWO) as a means to achieve this goal. Under this option all liquid sodium-bearing waste (SBW) and existing HLW calcine would be recalcined with sucrose, grouted, canisterized, and interim stored as a mixed-HLW for eventual preparation and shipment off-Site for disposal. The CWO waste would be transported to a Greater Confinement Disposal Facility (GCDF) located in the southwestern desert of the US on the Nevada Test Site (NTS). All transport preparation, shipment, and disposal facility activities are beyond the scope of this study. CWO waste processing, packaging, and interim storage would occur over a 5-year period between 2013 and 2017. Waste transport and disposal would occur during the same time period.

The International Safeguards Regime, being so multi-faceted, can be overwhelming to those first introduced to its many components. The organizers and lecturers of workshops and courses on nonproliferation often provide a series of independent lectures and must somehow demonstrate the cohesive and effective nature of the system. An exercise titled The Secret Objective Standoff was developed to complement lectures with hands-on learning to assist participants in bringing all the many components (IAEA agreements, export controls, treaty obligations, international diplomacy, etc.) of the International Safeguards Regime together. This exercise divides participants into teams that are assigned the role of either a country or the IAEA and asks that they fully immerse themselves in their roles. The teams are then randomly assigned three unique and secret objectives that are intended to represent realistic and current geopolitical scenarios. Through construction, trading, or hoarding of four resources (experts, technology, money, and uranium), the teams have a finite number of turns to accomplish their objectives. Each turn has three phases random dispersal of resources, a timed discussion where teams can coordinate and strategize with others, and an action phase. During the action phase, teams inform the moderator individually and secretly what they will be doing that turn. The exercise has been tested twice with Oak Ridge National Laboratory personnel, and has been conducted with outside participants twice, in each case the experience was well received by both participants and instructors. This exercise provides instructors the ability to modify the exercise before or during game play to best fit their educational goals. By offering a range of experiences, from an in-depth look at specific components to a generalized overview, this exercise is an effective tool in helping participants achieve a full understanding the International Safeguards Regime.

This report is an outcome of the workshop Multiphysics Simulations: Challenges and Opportunities, sponsored by the Institute of Computing in Science (ICiS). Additional information about the workshop, including relevant reading and presentations on multiphysics issues in applications, algorithms, and software, is available via https://sites.google.com/site/icismultiphysics2011/. We consider multiphysics applications from algorithmic and architectural perspectives, where 'algorithmic' includes both mathematical analysis and computational complexity and 'architectural' includes both software and hardware environments. Many diverse multiphysics applications can be reduced, en route to their computational simulation, to a common algebraic coupling paradigm. Mathematical analysis of multiphysics coupling in this form is not always practical for realistic applications, but model problems representative of applications discussed herein can provide insight. A variety of software frameworks for multiphysics applications have been constructed and refined within disciplinary communities and executed on leading-edge computer systems. We examine several of these, expose some commonalities among them, and attempt to extrapolate best practices to future systems. From our study, we summarize challenges and forecast opportunities. We also initiate a modest suite of test problems encompassing features present in many applications.

We describe the computational simulations and damage assessments that we provided in support of a tabletop exercise (TTX) at the request of NASA's Near-Earth Objects Program Office. The overall purpose of the exercise was to assess leadership reactions, information requirements, and emergency management responses to a hypothetical asteroid impact with Earth. The scripted exercise consisted of discovery, tracking, and characterization of a hypothetical asteroid; inclusive of mission planning, mitigation, response, impact to population, infrastructure and GDP, and explicit quantification of uncertainty. Participants at the meeting included representatives of NASA, Department of Defense, Department of State, Department of Homeland Security/Federal Emergencymore »Management Agency (FEMA), and the White House. The exercise took place at FEMA headquarters. Sandia's role was to assist the Jet Propulsion Laboratory (JPL) in developing the impact scenario, to predict the physical effects of the impact, and to forecast the infrastructure and economic losses. We ran simulations using Sandia's CTH hydrocode to estimate physical effects on the ground, and to produce contour maps indicating damage assessments that could be used as input for the infrastructure and economic models. We used the FASTMap tool to provide estimates of infrastructure damage over the affected area, and the REAcct tool to estimate the potential economic severity expressed as changes to GDP (by nation, region, or sector) due to damage and short-term business interruptions.« less

Over the past two decades, meson photo- and electro-production data of unprecedented quality and quantity have been measured at electromagnetic facilities worldwide. By contrast, the meson-beam data for the same hadronic final states are mostly outdated and largely of poor quality, or even nonexistent, and thus provide inadequate input to help interpret, analyze, and exploit the full potential of the new electromagnetic data. To reap the full benefit of the high-precision electromagnetic data, new high-statistics data from measurements with meson beams, with good angle and energy coverage for a wide range of reactions, are critically needed to advance our knowledge in baryon and meson spectroscopy and other related areas of hadron physics. To address this situation, a state of-the-art meson-beam facility needs to be constructed. The present paper summarizes unresolved issues in hadron physics and outlines the vast opportunities and advances that only become possible with such a facility.

A Broken Arrow mini exercise dubbed ''Accident Response Group Exercise - 1987'' (ARGX-87) was conducted on June 1, 1987 at the Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNLL). The exercise started at 0445 PDT with a call from the Department of Energy (DOE) - EOC in Washington, DC, to the Albuquerque Operations (AL - ) - EOC. AL, in turn, called the Laboratory off-hour emergency number (Fire Dispatcher), who called the Laboratory Emergency Duty Officer (LEDO). The LEDO then contacted the Accident Response Group (ARG) Senior Scientific Advisor. Calls were placed to assemble appropriate members of the ARG in the ALERT Center. No phone number for SNLL was available at the Albuquerque Operations EOC, so a controller injected a message to SNLL to get them involved in the exercise. The messages received at the Laboratory identified the Air Force line item weapon system involved in the accident and the accident location. As people arrived at the ALERT Center they began discussing the details of the accident. They also started working the deployment logistics and other issues. Travel arrangements for the HOT SPOT equipment and ARG personnel were made for immediate deployment to the accident site in North Dakota. The exercise was terminated at 0840 as planned. While certain procedural deficiencies were noted, the exercise was considered a valuable learning experience. The results and observations from this experience will be used to refine the operating procedures and the training program.

  9. New opportunities in h ? 4?

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

Chen, Yi; Harnik, Roni; Vega-Morales, Roberto

    2015-09-28

The Higgs decay h ? 4? has played an important role in discovering the Higgs and measuring its mass thanks to low background and excellent resolution. Current cuts in this channel have been optimized for Higgs discovery via the dominant tree level ZZ contribution arising from electroweak symmetry breaking. Going forward, one of the primary objectives of this sensitive channel will be to probe other Higgs couplings and search for new physics on top of the tree level ZZ ‘background’. Thanks to interference between these small couplings and the large tree level contribution to ZZ, the h ? 4? decaymore »is uniquely capable of probing the magnitude and CP phases of the Higgs couplings to ?? and Z? as well as, to a lesser extent, ZZ couplings arising from higher dimensional operators. With this in mind we examine how much relaxing current cuts can enhance the sensitivity while also accounting for the dominant non-Higgs continuum \\( q\\overline{q}\\to 4\\ell \\) background. We find the largest enhancement in sensitivity for the hZ? couplings (?100%) followed by h?? (?40%) and less so for the higher dimensional hZZ couplings (a few percent). With these enhancements, we show that couplings of order Standard Model values for h?? may optimistically be probed by end of Run-II at the LHC while for hZ? perhaps towards the end of a high luminosity LHC. In addition, an appropriately optimized h ? 4? analysis can complement direct decays of the Higgs to on-shell ?? and Z? pairs giving a unique opportunity to directly access the CP properties of these couplings.« less

    1989-06-01

The second full-scale field exercise of the Federal Radiological Emergency Response Plan (FRERP) was held at the Zion Nuclear Power Station, Zion, Illinois, in June 1987. The exercise incorporated the annual compliance exercise for the Zion plant and involved the operating utility, Commonwealth Edison Company, the states of Illinois and Wisconsin, local governments, volunteer groups, and representatives from 12 federal agencies. The 3-day exercise was played from many locations in the Zion area; Springfield, Illinois; Madison, Wisconsin; and Washington, DC. Approximately 1000 people participated in the exercise, which used a scenario in which an accident at the plant resulted in the release of radioactive material outside the plant boundary. The US Department of Energy (DOE) had major responsibilities during the planning, playing, and critiquing of the exercise; these functions are outlined in the report. This document describes the DOE participation in the planning and response during the exercise. During a radiological emergency, the FRERP gives DOE the responsibility for coordinating the federal radiological monitoring and assessment activities in support of the states and the cognizant federal agency. At Zion, a self-sufficient Federal Radiological Monitoring and Assessment Center was established by DOE at a nearby fairground in which over 200 people from DOE, the two states, and other federal agencies participated. Before the field exercise, a tabletop exercise and a dry run were held for training purposes. 5 refs., 6 figs.

  14. Pollution prevention opportunity assessment benchmarking: Recommendations for Hanford

    SciTech Connect (OSTI)

    Engel, J.A.

    1994-05-01

Pollution Prevention Opportunity Assessments (P2OAs) are an important first step in any pollution prevention program. While P2OAs have been and are being conducted at Hanford, there exists no standard guidance, training, tracking, or systematic approach to identifying and addressing the most important waste streams. The purpose of this paper then is to serve as a guide to the Pollution Prevention group at Westinghouse Hanford in developing and implementing P2OAs at Hanford. By searching the literature and benchmarks other sites and agencies, the best elements from those programs can be incorporated and pitfalls more easily avoided. This search began with the 1988 document that introduces P2OAs (then called Process Waste Assessments, PWAS) by the Environmental Protection Agency. This important document presented the basic framework of P20A features which appeared in almost all later programs. Major Department of Energy programs were also examined, with particular attention to the Defense Programs P20A method of a graded approach, as presented at the Kansas City Plant. The graded approach is a system of conducting P2OAs of varying levels of detail depending on the size and importance of the waste stream. Finally, private industry programs were examined briefly. While all the benchmarked programs had excellent features, it was determined that the size and mission of Hanford precluded lifting any one program for use. Thus, a series of recommendations were made, based on the literature review, in order to begin an extensive program of P2OAs at Hanford. These recommendations are in the areas of: facility Pollution Prevention teams, P20A scope and methodology, guidance documents, training for facilities (and management), technical and informational support, tracking and measuring success, and incentives.

    1981-12-01

This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

Brodsky, Nancy S.; O'Connor, Sharon L.; Stamber, Kevin Louis; Kelic, Andjelka; Fogleman, William E.; Vugrin, Eric D.; Corbet, Thomas Frank, Jr.; Brown, Theresa Jean

    2011-09-01

This report provides the results of a scoping study evaluating the potential risk reduction value of a hypothetical, earthquake early-warning system. The study was based on an analysis of the actions that could be taken to reduce risks to population and infrastructures, how much time would be required to take each action and the potential consequences of false alarms given the nature of the action. The results of the scoping analysis indicate that risks could be reduced through improving existing event notification systems and individual responses to the notification; and production and utilization of more detailed risk maps for local planning. Detailed maps and training programs, based on existing knowledge of geologic conditions and processes, would reduce uncertainty in the consequence portion of the risk analysis. Uncertainties in the timing, magnitude and location of earthquakes and the potential impacts of false alarms will present major challenges to the value of an early-warning system.

  11. Criticality Code Validation Exercises with TSUNAMI

    SciTech Connect (OSTI)

    Rearden, Bradley T [ORNL

    2007-01-01

In the criticality code validation of common systems, many paths may exist to a correct bias, bias uncertainty, and upper subcritical limit. The challenge for the criticality analyst is to select an efficient, defensible, and safe methodology to consistently obtain the correct values. One method of testing criticality code validation techniques is to use a sample system with a known bias as a test application and determine whether the methods employed can reproduce the known bias. In this paper, a low-enriched uranium (LEU) lattice critical experiment with a known bias is used as the test application, and numerous other LEU experiments are used as the benchmarks for the criticality code validation exercises using traditional and advanced parametric techniques. The parameters explored are enrichment, energy of average lethargy causing fission (EALF), and the TSUNAMI integral index ck with experiments with varying degrees of similarity. This paper is an extension of a previously published summary.

Scoping tests to evaluate the effects of agitation and pH adjustment on simulant sludge agglomeration and uranium metal oxidation at {approx}95 C were performed under Test Instructions(a,b) and as per sections 5.1 and 5.2 of this Test Plan prepared by AREVA. (c) The thermal testing occurred during the week of October 4-9, 2010. The results are reported here. For this testing, two uranium-containing simulant sludge types were evaluated: (1) a full uranium-containing K West (KW) container sludge simulant consisting of nine predominant sludge components; (2) a 50:50 uranium-mole basis mixture of uraninite [U(IV)] and metaschoepite [U(VI)]. This scoping study was conducted in support of the Sludge Treatment Project (STP) Phase 2 technology evaluation for the treatment and packaging of K-Basin sludge. The STP is managed by CH2M Hill Plateau Remediation Company (CHPRC) for the U.S. Department of Energy. Warm water ({approx}95 C) oxidation of sludge, followed by immobilization, has been proposed by AREVA and is one of the alternative flowsheets being considered to convert uranium metal to UO{sub 2} and eliminate H{sub 2} generation during final sludge disposition. Preliminary assessments of warm water oxidation have been conducted, and several issues have been identified that can best be evaluated through laboratory testing. The scoping evaluation documented here was specifically focused on the issue of the potential formation of high strength sludge agglomerates at the proposed 95 C process operating temperature. Prior hydrothermal tests conducted at 185 C produced significant physiochemical changes to genuine sludge, including the formation of monolithic concretions/agglomerates that exhibited shear strengths in excess of 100 kPa (Delegard et al. 2007).

  5. Special nuclear materials cutoff exercise: Issues and lessons learned. Volume 1: Summary of exercise

    SciTech Connect (OSTI)

Libby, R.A.; Davis, C. [Pacific Northwest Lab., Richland, WA (United States); Segal, J.E.; Stanbro, W.D. [Los Alamos National Lab., NM (United States)

    1995-08-01

In a September 1993 address to the United Nations General Assembly, President Clinton announced a new nonproliferation and export control policy that established a framework for US efforts to prevent the proliferation of weapons of mass destruction. The new policy proposed that the US undertake a comprehensive approach to the growing accumulation of fissile material. One of the key elements was for the US to support a special nuclear materials (SNM) multilateral convention prohibiting the production of highly enriched uranium (HEU) or plutonium for nuclear explosives purposes or outside of international safeguards. This policy is often referred to as the President`s Cutoff Initiative or the Fissile Material Cutoff Treaty (FMCT). Because both the US Department of Energy (DOE) and foreign reprocessing facilities similar to PUREX will likely to be inspected under a FMCT, the DOE Office of Arms Control and Nonproliferation, Negotiations and Analysis Division (DOE/NN-41) tasked Pacific Northwest Laboratory (PNL) to perform an information gathering exercise, the PUREX Exercise, using the Plutonium-Uranium Extraction (PUREX) Plant located on the Hanford Site in Washington State. PUREX is a former production reactor fuel reprocessing plant currently undergoing a transition to a ``decontamination and decommissioning (D&D) ready`` mode. The PUREX Exercise was conducted March 29--30, 1994, to examine aspects of the imposition of several possible cutoff regimes and to study verification of non-production of SNM for nuclear weapons purposes or outside of safeguards. A follow-up activity to further examine various additional verification regimes was held at Los Alamos National Laboratory (LANL) on May 10, 1994.

    Kohn, J.; Nichols, R.; Looney, B.

    2011-05-12

The goal of this study was to examine two different software tools designed to account for the environmental impacts of remediation projects. Three case studies from the Savannah River Site (SRS) near Aiken, SC were used to exercise SiteWise (SW) and Sustainable Remediation Tool (SRT) by including both traditional and novel remediation techniques, contaminants, and contaminated media. This study combined retrospective analysis of implemented projects with prospective analysis of options that were not implemented. Input data were derived from engineering plans, project reports, and planning documents with a few factors supplied from calculations based on Life Cycle Assessment (LCA). Conclusions drawn from software output were generally consistent within a tool; both tools identified the same remediation options as the 'best' for a given site. Magnitudes of impacts varied between the two tools, and it was not always possible to identify the source of the disagreement. The tools differed in their quantitative approaches: SRT based impacts on specific contaminants, media, and site geometry and modeled contaminant removal. SW based impacts on processes and equipment instead of chemical modeling. While SW was able to handle greater variety in remediation scenarios, it did not include a measure of the effectiveness of the scenario.

  7. DOE Hanford Network Upgrades and Disaster Recovery Exercise Support the Cleanup Mission Now and into the Future

    SciTech Connect (OSTI)

Eckman, Todd J.; Hertzel, Ali K.; Lane, James J.

    2013-11-07

In 2013, the U.S. Department of Energy's (DOE) Hanford Site, located in Washington State, funded an update to the critical network infrastructure supporting the Hanford Federal Cloud (HFC). The project, called ET-50, was the final step in a plan that was initiated five years ago called "Hanford's IT Vision, 2015 and Beyond." The ET-50 project upgraded Hanford's core data center switches and routers along with a majority of the distribution layer switches. The upgrades allowed HFC the network intelligence to provide Hanford with a more reliable and resilient network architecture. The culmination of the five year plan improved network intelligence and high performance computing as well as helped to provide 10 Gbps capable links between core backbone devices (10 times the previous bandwidth). These improvements allow Hanford the ability to further support bandwidth intense applications, such as video teleconferencing. The ET-50 switch upgrade, along with other upgrades implemented from the five year plan, have prepared Hanford's network for the next evolution of technology in voice, video, and data. Hand-in-hand with ET-50's major data center outage, Mission Support Alliance's (MSA) Information Management (IM) organization executed a disaster recovery (DR) exercise to perform a true integration test and capability study. The DR scope was planned within the constraints of ET-50's 14 hour datacenter outage window. This DR exercise tested Hanford's Continuity of Operations (COOP) capability and failover plans for safety and business critical Hanford Federal Cloud applications. The planned suite of services to be tested was identified prior to the outage and plans were prepared to test the services ability to failover from the primary Hanford data center to the backup data center. The services tested were: Core Network (backbone, firewall, load balancers); Voicemail; Voice over IP (VoIP); Emergency Notification; Virtual desktops; and, Select set of production applications and data. The primary objective of the exercise was to test COOP around the emergency operations at Hanford to provide information on capabilities and dependencies of the current system to insure improved focus of emergency, safety and security capacity in a disaster situation. The integration of the DR test into the ET-50 project allowed the testing of COOP at Hanford and allowed the lessons learned to be defined. These lessons learned have helped improve the understanding of Hanford's COOP capabilities and will be critical for future planning. With the completion of the Hanford Federal Cloud network upgrades and the disaster recovery exercise, the MSA has a clearer path forward for future technology implementations as well as network improvements to help shape the usability and reliability of the Hanford network in support of the cleanup mission.

    1992-12-01

Recent studies have identified a number of critical technologies that are essential to the nation's defense, economic competitiveness, energy independence, and betterment of public health. The National Critical Technologies Panel (NCTP) has identified the following critical technology areas: Aeronautics and Surface Transportation; Biotechnology and Life Sciences; Energy and Environment; Information and Communications; Manufacturing; and Materials. Sponsored by the Department of Energy's Office of Energy Research (OER), the Critical Technologies Research Workshop was held in May 1992. Approximately 100 scientists, engineers, and managers from the national laboratories, industry, academia, and govemment participated. The objective of the Berkeley Workshop was to advance the role of the DOE multiprogram energy laboratories in critical technologies research by describing, defining, and illustrating research areas, opportunities, resources, and key decisions necessary to achieve national research goals. An agenda was developed that looked at DOE's capabilities and options for research in critical technologies and provided a forum for industry, academia, govemment, and the national laboratories to address: Critical technology research needs; existing research activities and resources; capabilities of the national laboratories; and opportunities for national laboratories, industries, and universities. The Workshop included plenary sessions in which presentations by technology and policy leaders set the context for further inquiry into critical technology issues and research opportunities. Separate sessions then focused on each of the following major areas of technology: Advanced materials; biotechnology and life sciences; energy and environment; information and communication; and manufacturing and transportation.

A Fissile Material Cutoff Treaty (FMCT) would ban the production of fissile material - in practice highly-enriched uranium and separated plutonium - for weapons. It has been supported by strong majorities in the United Nations. After it comes into force, newly produced fissile materials could only be produced under international - most likely International Atomic Energy Agency - monitoring. Many non-weapon states argue that the treaty should also place under safeguards pre-existing stocks of fissile material in civilian use or declared excess for weapons so as to make nuclear-weapons reductions irreversible. This paper discusses the scope of the FMCT, the ability to detect clandestine production and verification challenges in the nuclear-weapons states.

Arizona is endowed with incredibly diverse natural beauty, and has also been blessed with at least seven discrete deposits of bedded salt. These deposits are dispersed around the state and cover some 2, 500 square miles; they currently contain 14 LPG storage caverns, with preliminary plans for more in the future. The areal extent and thickness of the deposits creates the opportunity for greatly expanded storage of LPG, natural gas, and compressed air energy storage (CAES). The location of salt deposits near Tucson and Phoenix may make CAES an attractive prospect in the future. The diversity of both locations and evaporate characteristics allows for much tailoring of individual operations to meet specific requirements.

  1. Opportunities for energy conservation through biotechnology

    SciTech Connect (OSTI)

    Young, J.K.; Griffin, E.A.; Russell, J.A.

    1984-11-01

The purpose of this study is to identify and quantify potential energy savings available through the development and application of biotechnologies. This information is required in support of ECUT research planning efforts as an aid in identifying promising areas needing further consideration and development. It is also intended as background information for a companion ECUT study being conducted by the National Academy of Science to evaluate the use of bioprocessing methods to conserve energy. Several studies have been conducted recently to assess the status and implications of the development of biotechnology. The Office of Technology Assessment (OTA) considered institutional, economic, and scientific problems and barriers. The National Science Foundation sponsored a study to examine regulatory needs for this new and expanding technology. Somewhat in contrast to these studies, this report covers principally the technical issues. It should be emphasized that the practicality of many developments in biotechnology is not evaluated solely on the basis of energy considerations. Bioprocesses must often compete with well-established coal, petroleum, and natural gas technologies. A complete evaluation of the technical, economical, and ecological impacts of the large-scale applications discussed in this report is not possible within the scope of this study. Instead, this report assesses the potential of biotechnology to save energy so that research into all aspects of implementation will be stimulated for those industries with significant energy savings potential. 92 references, 6 figures, 24 tables.

The role of mathematics in a complex system such as the Internet has yet to be deeply explored. In this paper, we summarize some of the important and pressing problems in cyber security from the viewpoint of open science environments. We start by posing the question "What fundamental problems exist within cyber security research that can be helped by advanced mathematics and statistics?" Our first and most important assumption is that access to real-world data is necessary to understand large and complex systems like the Internet. Our second assumption is that many proposed cyber security solutions could critically damage both the openness and the productivity of scientific research. After examining a range of cyber security problems, we come to the conclusion that the field of cyber security poses a rich set of new and exciting research opportunities for the mathematical and statistical sciences.

An important opportunity exists for the energy future of Wyoming that will • Maintain its coal industry • Add substantive value to its indigenous coal and natural gas resources • Improve dramatically the environmental impact of its energy production capability • Increase its Gross Domestic Product These can be achieved through development of a carbon conversion industry that transforms coal and natural gas to synthetic transportation fuels, chemical feedstocks, and chemicals that are the building blocks for the chemical industry. Over the longer term, environmentally clean nuclear energy can provide the substantial energy needs of a carbon conversion industry and be part of the mix of replacement technologies for the current fleet of aging coal-fired electric power generating stations.

    2014-10-23

The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings, and the homes on these farms. The expected measurable outcomes of the project were to improve the environment and stimulate the economy by: • Reducing annual fossil fuel emissions by 1,942 metric tons of carbon dioxide equivalent, reducing the total annual energy use on at least 323 small animal farms and 100 farm homes by at least 8,000 kWh and 2,343 therms per farm. • Stimulating the economy by creating or retaining at least 69 jobs, and saving small animal farmers an average of $2,071 per farm in annual energy expenditures. B. Project Scope The MAESTRO team chose the target population of small farms because while all agriculture is traditionally underserved in energy efficiency programs, small farms were particularly underserved because they lack the financial resources and access to energy efficiency technologies that larger farms deploy. The MAESTRO team reasoned that energy conservation, financial and educational programs developed while serving the agricultural community could serve as a national model for other states and their agricultural sectors. The target population was approximately 2,365 small animal farm operations in Missouri, specifically those farms that were not by definition a confined animal feeding operation (CAFO). The program was designed to create jobs by training Missouri contractors and Missouri University Extension staff how to conduct farm audits. The local economy would be stimulated by an increase in construction activity and an increasing demand for energy efficient farm equipment. Additionally, the energy savings were deemed critical in keeping Missouri farms in business. This project leveraged funds using a combination of funds from the Missouri Department of Natural Resources’ Missouri Energy Center and its Soil and Water Conservation Program, from the state's Linked Deposits, MASBDA's agricultural loan guarantee programs, and through the in-kind contribution of faculty and staff time to the project from these agencies and MU. Several hundred Missouri livestock producers were contacted during the MAESTRO project. Of the

  3. Intent, Capability and Opportunity: A Holistic Approach to Addressing Proliferation as a Risk Management Issue

    SciTech Connect (OSTI)

    Amanda Rynes; Trond Bjornard

    2011-07-01

Currently, proliferation risk assessment models are designed to evaluate only a portion of the overall risk, focusing exclusively on either technological or social factors to determine the extent of a threat. Many of these models are intended to act as a means of predicting proliferation potential rather than assessing the system as a whole, ignoring the ability to enhance mitigating factors and manage, rather just establish the presence of, the threat. While the information garnered through these forms of analysis is necessary, it remains incomplete. By incorporating political, social, economic and technical capabilities as well as human factors such as intent into a single, multi-faceted risk management model, proliferation risk can be evaluated more effectively. Framing this information around how to improve and expand the Regime already in place and establishing where there are gaps in the system allows for a more complete approach to risk management, mitigation and resource allocation. The research conducted here seeks to combine all three elements (intent, capability and opportunity) in a comprehensive evaluation which incorporates an assessment of state-level variables, possible proliferation pathways and technical capability. Each portion of the analysis is carried out independently then combined to illustrate the full scope of a State's nuclear infrastructure while showing areas of weakness in the institutional framework.

Makeup air semiconductor clean spaces can vary from 1 cfm/ft{sup 2} (5.08 L/s {center dot} m{sup 2}) to 10 cfm/ft{sup 2} (50.81 L/s {center dot} m{sup 2}) and typically averages 5 cfm/ft{sup 2} (25.4 L/s {center dot} m {sup 2}). Accordingly, the energy requirements to cool, dehumidify, preheat, and/or humidify are significant and can represent 30% to 65% of the total thermal energy required to maintain a cleanroom environment. Because of high energy requirements, cost-effective means to reduce energy costs can influence unit production costs. The greatest opportunity for significant energy savings can be achieved by reducing or displacing mechanical cooling or fuel-generated heating requirements. The primary focus of this paper is to present and discuss various concepts of heat recovery, dual-temperature cooling, direct and indirect evaporative cooling, and heat rejection directed toward makeup air systems that can achieve these objectives. In addition, equipment-sizing considerations not necessarily applicable to systems that are less energy intensive or that operate continuously are explored.

This report focuses on the opportunities for US cooperatives to improve their position in the oilseeds complex as they face increasing vertical integration and restructuring by large, competing noncooperative firms. Cooperatives operated 38 oilseed processing plants, 19 of them soybean plants, 17 cottonseed plants, 1 peanut plant, and 1 sunflower/flaxseed plant. Total cooperative soybean crushing capacity was 280 million bushels in 1979-1980, representing a 20.7% share of US crushing capacity and an 8.2% share of world crushing capacity. Cooperative soybean crushing capacity increased by 75% during the 1970's. The four largest soybean processing firms in terms of crushing capacity operated 54.5% of total US capacity. The top eight firms operated 75.1%, and the top 20 firms operated 96.4%. Eight of the top 20 soybean processing firms are cooperatives. Cooperatives operated 17 of the 78 cottonseed mills active in 1979. These mills had a total capacity of 6690 tons per day for a 35% share of total US cottonseed crushing capacity. 28 references, 11 figures, 44 tables.

    2010-11-29

In the United States, recent shale gas discoveries have generated renewed interest in using natural gas as a vehicular fuel, primarily in fleet applications, while outside the United States, natural gas vehicle use has expanded significantly in the past decade. In this report for the U.S. Department of Energy's Clean Cities Program - a public-private partnership that advances the energy, economic, and environmental security of the U.S. by supporting local decisions that reduce petroleum use in the transportation sector - we have examined the state of natural gas vehicle technology, current market status, energy and environmental benefits, implications regarding advancements in European natural gas vehicle technologies, research and development efforts, and current market barriers and opportunities for greater market penetration. The authors contend that commercial intracity trucks are a prime area for advancement of this fuel. Therefore, we examined an aggressive future market penetration of natural gas heavy-duty vehicles that could be seen as a long-term goal. Under this scenario using Energy Information Administration projections and GREET life-cycle modeling of U.S. on-road heavy-duty use, natural gas vehicles would reduce petroleum consumption by approximately 1.2 million barrels of oil per day, while another 400,000 barrels of oil per day reduction could be achieved with significant use of natural gas off-road vehicles. This scenario would reduce daily oil consumption in the United States by about 8%.

  19. Clean coal: Global opportunities for small businesses

    SciTech Connect (OSTI)

    1998-01-01

The parallel growth in coal demand and environmental concern has spurred interest in technologies that burn coal with greater efficiency and with lower emissions. Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world. As a result, American companies are in a prime position to take advantage of global niche markets for CCTs. This guide is designed to provide US small businesses with an overview of potential international market opportunities related to CCTs and to provide initial guidance on how to cost-effectively enter that growing global market.

The development of radioactive sample surrogates for training and exercises Source term information is required for to reconstruct a device used in a dispersed radiological dispersal device. Simulating a radioactive environment to train and exercise sampling and sample characterization methods with suitable sample materials is a continued challenge. The Idaho National Laboratory has developed and permitted a Radioactive Response Training Range (RRTR), an 800 acre test range that is approved for open air dispersal of activated KBr, for training first responders in the entry and exit from radioactively contaminated areas, and testing protocols for environmental sampling and field characterization. Members from the Department of Defense, Law Enforcement, and the Department of Energy participated in the first contamination exercise that was conducted at the RRTR in the July 2011. The range was contaminated using a short lived radioactive Br-82 isotope (activated KBr). Soil samples contaminated with KBr (dispersed as a solution) and glass particles containing activated potassium bromide that emulated dispersed radioactive materials (such as ceramic-based sealed source materials) were collected to assess environmental sampling and characterization techniques. This presentation summarizes the performance of a radioactive materials surrogate for use as a training aide for nuclear forensics.

    2008-01-31

The advent of light metal alloys and advanced materials (polymer, composites, etc.) have brought the possibility of achieving important energy reductions into the full life cycle of these materials, especially in transportation applications. 1 These materials have gained acceptance in the aerospace industry but use of light metal alloys needs to gain wider acceptance in other commercial transportation areas. Among the main reasons for the relatively low use of these materials are the lack of manufacturability, insufficient mechanical properties, and increased material costs due to processing inefficiencies. Considering the enormous potential energy savings associated with the use of light metal alloys and advanced materials in transportation, there is a need to identify R&D opportunities in the fields of materials fabrication and forming aimed at developing materials with high specific mechanical properties combined with energy efficient processes and good manufacturability. This report presents a literature review of the most recent developments in the areas of fabrication and metal forming focusing principally on aluminum alloys. In the first section of the document, the different sheet manufacturing technologies including direct chill (DC) casting and rolling, spray forming, spray rolling, thin slab, and strip casting are reviewed. The second section of the document presents recent research on advanced forming processes. The various forming processes reviewed are: superplastic forming, electromagnetic forming, age forming, warm forming, hydroforming, and incremental forming. Optimization of conventional forming processes is also discussed. Potentially interesting light metal alloys for high structural efficiency including aluminum-scandium, aluminum-lithium, magnesium, titanium, and amorphous metal alloys are also reviewed. This section concludes with a discussion on alloy development for manufacturability. The third section of the document reviews the latest developments in fiber-reinforced composite materials. Emerging curing processes are presented along with a discussion on the possible developments in biocomposite materials. The fourth section presents recent developments in the fabrication of bulk nanomaterials and nanoparticles reinforced materials. Advanced joining technologies are presented in the fifth section. Future research is proposed in the last section.

Results of these efforts resulted in the following measures being identified as potential lost opportunities in the irrigation sector: pumping plant efficiency improvements on both existing and new sprinkler irrigated acres, low-pressure irrigation on new sprinkler acres, and mainline modification and fittings redesign on new sprinkler acres. All of these potential lost opportunities except fittings design were subject to more detailed analyses through a survey of irrigation equipment dealers, pump repairers and country extension agents. Fittings design was omitted from the survey. Results of the survey indicated that only high-efficiency electric motors and correct pump selection methods on existing and new sprinkler systems and low-pressure irrigation on new handmove/sideroll systems should be considered lost opportunities.

Network coding is known as a promising approach to improve wireless network performance. How to discover the coding opportunity in relay nodes is really important for it. There are more coding chances, there are more times it can improve network throughput by network coding operation. In this paper, an extended network coding opportunity discovery scheme (ExCODE) is proposed, which is realized by appending the current node ID and all its 1-hop neighbors' IDs to the packet. ExCODE enables the next hop relay node to know which nodes else have already overheard the packet, so it can discover the potential coding opportunities as much as possible. ExCODE expands the region of discovering coding chance to n-hops, and have more opportunities to execute network coding operation in each relay node. At last, we implement ExCODE over the AODV protocol, and efficiency of the proposed mechanism is demonstrated with NS2 simulations, compared to the existing coding opportunity discovery scheme.
