    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. However, system cost reductions are not necessarily realized or realized in a timely manner by many customers. Many reasons exist for the apparent disconnects between installation costs, component prices, and system prices; most notable is the impact of fair market value considerations on system prices. To guide policy and research and development strategy decisions, it is necessary to develop a granular perspective on the factors that underlie PV system prices and to eliminate subjective pricing parameters. This report's analysis of the overnight capital costs (cash purchase) paid for PV systems attempts to establish an objective methodology that most closely approximates the book value of PV system assets.

A comparison is made of opportunity fuels, defined as fuels that can be converted to other forms of energy at lower cost than standard fossil fuels. Types of fuels for which some limited technical data is provided include petroleum coke, garbage, wood waste, and tires. Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs. A detailed cost breakdown for different plant types is provided for use in base fuel pricing.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

Prices remained flat at $3.89 a gallon on Monday, based on the weekly price survey by the U.S. Energy Information Administration. Diesel prices were highest in the West Coast states at 4.05 a gallon, up 2-tenths of a penny from a week ago. Prices were lowest in the Gulf Coast region at 3.80 a gallon, up 3-tenths of a penny

    The effects of the incremental pricing of natural gas - provided for by the Natural Gas Policy Act of 1978 - are discussed. Under this legislation, industrial rates will actually increase more than the amount required by incremental pricing. Some residential customers will subsidize others at rates that will be higher than those before incremental pricing, while other residential customers could conceivably receive free service. Meanwhile, a trend of customers shifting from one utility to another could develop. Although some utilities will be prevented economically from expanding their service areas, others will be granted economic advantages for expanding, leading in some instances to the possible violation of antitrust laws. Under the act, government tax revenues will ultimately be reduced and the costs of natural gas service will increase. In the end, natural gas utilities and their industrial customers will experience accusations of overpricing similar to those currently made against oil companies.

    Diesel prices up this week The U.S. average retail price for on-highway diesel fuel rose sharply to $4.10 a gallon on Monday. That's up 8.2 cents from a week ago and 17.7 cents from two weeks ago, based on the weekly price survey by the U.S. Energy Information Administration.     In ''The Ethics of Dynamic Pricing,'' Ahmad Faruqui lays out a case for improved efficiency in using dynamic prices for retail electricity tariffs and addresses various issues about the distributional effects of alternative pricing mechanisms. The principal contrast is between flat or nearly constant energy prices and time-varying prices that reflect more closely the marginal costs of energy and capacity. The related issues of fairness criteria, contracts, risk allocation, cost allocation, means testing, real-time pricing, and ethical policies of electricity market design also must be considered.     Twice annually, Energy Detente accesses its own twice-monthly supplement, the Fuel Price/Tax Series, for an overview of how prices and taxes for refined petroleum products from natural gas to asphalt for end-users are changing. In this issue, it also updates its review of individual nations' pricing as to controls or free-market practices. The front cover chart reveals that, in terms of US dollars, the world average price of regular leaded (RL) gasoline is US $1.63, and high-octane leaded is US $1.78 - a difference of about 9%. A table details RL retail prices, the taxes pertaining to them, the percentages that those taxes are of prices, plus the January 1983 prices and the price change in US dollars over the period. In terms of US dollars, most price changes since January 1983 appear negative - particularly in the cases of Bolivia, El Salvador, and Nicaragua. A view of actual market price changes in terms of national currencies is depicted in another table. The fuel price/tax series and the principal industrial fuel prices are presented for January 1984 for countries of the Eastern Hemisphere.

    Fenestration systems have numerous impacts upon the performances of buildings, including view, illumination, thermal gains and losses, and energy performance. These impacts can be positive or negative. Excellent energy savings and occupant satisfaction and productivity, and poor energy performance can result from bad design. The definition of proper fenestration design is not an easy one, since there are so many variables involved and because of the growing variability of fenestration products available. The vendors of these products make performance claims aimed at a variety of performance goals, but the list of issues addressed is seldom complete and comprehensive. Better characterization of the instantaneous energy and other performances of fenestration products is an important first step in increasing the designer's ability to create viable, cost-effective, and energy efficient designs. Next would be improved methods for calculating long-term performances. Finally we need better design tools that will incorporate new knowledge about fenestration performances in ways that enable designers rather than disable them. This report covers work done from the beginning of work on this grant late in 1984 to its end on 30 March 1990. 22 refs., 5 figs.

    In the last thirty years US steel producers have replaced their aging open hearth steel furnaces with basic oxygen or large electric arc furnaces. This choice of technology leads to the opportunity to substitute electricity for fossil fuels as a heat source. We extend earlier research to investigate whether or not energy prices affect this type of technology adoption as predicted by economic theory. The econometric model uses the seemingly unrelated Tobit'' method to capture the effects of the industry's experience with both technologies, technical change, and potential cost reductions, as well as energy prices, on adoption. When we include the prices of electricity and coking coal as explanatory variables, the four energy price coefficients have the signs predicted by the law of demand. The two price coefficients have a statistically significant effect on adoption of basic oxygen furnaces. The inclusion of energy prices leads to significantly more efficient estimates of other coefficients in the model. 19 refs., 3 tabs.

    In the paper expected utility from consumption over finite time horizon for discrete time markets with bid and ask prices and strictly concave utility function is considered. The notion of weak shadow price, i.e. an illiquid price, depending on the portfolio, under which the model without bid and ask price is equivalent to the model with bid and ask price is introduced. Existence and the form of weak shadow price is shown. Using weak shadow price usual (called in the paper strong) shadow price is then constructed.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.
