    The U.S. Department of Energy’s Field Operations Program evaluates advanced technology vehicles in real-world applications and environments. Advanced technology vehicles include pure electric, hybrid electric, hydrogen, and other vehicles that use emerging technologies such as fuel cells. Information generated by the Program is targeted to fleet managers and others considering the deployment of advanced technology vehicles. As part of the above activities, the Field Operations Program has initiated the testing of the Toyota Prius hybrid electric vehicle (HEV), a technology increasingly being considered for use in fleet applications. This report describes the Pomona Loop testing of the Prius, providing not only initial operational and performance information, but also a better understanding of HEV testing issues. The Pomona Loop testing includes both Urban and Freeway drive cycles, each conducted at four operating scenarios that mix minimum and maximum payloads with different auxiliary (e.g., lights, air conditioning) load levels.

  4. Report on Toyota Prius Motor Thermal Management

    In the current hybrid vehicle market, the Toyota Prius drive system is considered the leader in electrical, mechanical, and manufacturing innovations. It is a significant accomplishment that Toyota is able to manufacture and sell the vehicle for a profit. The Toyota Prius traction motor design approach for reducing manufacturing costs and the motor s torque capability have been studied and tested. The findings were presented in two previous Oak Ridge National Laboratory (ORNL) reports. The conclusions from this report reveal, through temperature rise tests, that the 2004 Toyota Prius (THSII) motor is applicable only for use in a hybrid automobile. It would be significantly undersized if used in a fuel cell vehicle application. The power rating of the Prius motor is limited by the permissible temperature rise of the motor winding (170 C) and the motor cooling oil (158 C). The continuous ratings at base speed (1200 rpm) with different coolant temperatures are projected from test data at 900 rpm. They are approximately 15 kW with 105 C coolant and 21 kW with 35 C coolant. These continuous ratings are much lower than the 30 kW specified as a technical motor target of the U.S. Department of Energy FreedomCAR Program. All tests were conducted at about 24 C ambient temperature. The load angle of each torque adjustment was monitored to prevent a sudden stop of the motor if the peak torque were exceeded, as indicated by the load angle in the region greater than 90 electrical degrees. For peak power with 400 Nm torque at 1200 rpm, the permissible running time depends upon the initial winding temperature condition. The projected rate of winding temperature rise is approximately 2.1 C/sec. The cooling-oil temperature does not change much during short peak power operation. For light and medium load situations, the efficiency varies from 80% to above 90%, and the power factor varies from 70% to above 90%, depending on the load and speed.     The 2004 Toyota Prius is a hybrid automobile equipped with a gasoline engine and a battery- and generator-powered electric motor. Both of these motive-power sources are capable of providing mechanical-drive power for the vehicle. The engine can deliver a peak-power output of 57 kilowatts (kW) at 5000 revolutions per minute (rpm) while the motor can deliver a peak-power output of 50 kW over the speed range of 1200-1540 rpm. Together, this engine-motor combination has a specified peak-power output of 82 kW at a vehicle speed of 85 kilometers per hour (km/h). In operation, the 2004 Prius exhibits superior fuel economy compared to conventionally powered automobiles. To acquire knowledge and thereby improve understanding of the propulsion technology used in the 2004 Prius, a full range of design characterization studies were conducted to evaluate the electrical and mechanical characteristics of the 2004 Prius and its hybrid electric drive system. These characterization studies included (1) a design review, (2) a packaging and fabrication assessment, (3) bench-top electrical tests, (4) back-electromotive force (emf) and locked rotor tests, (5) loss tests, (6) thermal tests at elevated temperatures, and most recently (7) full-design-range performance testing in a controlled laboratory environment. This final test effectively mapped the electrical and thermal results for motor/inverter operation over the full range of speeds and shaft loads that these assemblies are designed for in the Prius vehicle operations. This testing was undertaken by the Oak Ridge National Laboratory (ORNL) as part of the U.S. Department of Energy (DOE) - Energy Efficiency and Renewable Energy (EERE) FreedomCAR and Vehicle Technologies (FCVT) program through its vehicle systems technologies subprogram.     Subsystems of the 2010 Toyota Prius hybrid electric vehicle (HEV) were studied and tested as part of an intensive benchmarking effort carried out to produce detailed information concerning the current state of nondomestic alternative vehicle technologies. Feedback provided by benchmarking efforts is particularly useful to partners of the Vehicle Technologies collaborative research program as it is essential in establishing reasonable yet challenging programmatic goals which facilitate development of competitive technologies. The competitive nature set forth by the Vehicle Technologies Program (VTP) not only promotes energy independence and economic stability, it also advocates the advancement of alternative vehicle technologies in an overall global perspective. These technologies greatly facilitate the potential to reduce dependency on depleting natural resources and mitigate harmful impacts of transportation upon the environment.

    Fuel cells are being considered as notable new energy sources due to, not only their potential for obtaining high energy conversion efficiencies, but also their environmental sensitive features. These are especially important now that the problems relating to global environmental pollution are regarded as serious social issues. Polymer electrolyte fuel cells (PEFCs) in particular are being pursued due in part to the prospect of realizing timely enhancements to several key characteristics, including size and power. Encouraged by these anticipated improvements, PEFCs are being investigated as promising power generator candidates for hybrid electric vehicles. The substantial future potential of PEFCs has been noted by TOYOTA, and has motivated extensive R&D activities toward the practical application of PEFCs to hybrid electric vehicles. These R&D efforts include, not only activities on such key areas as performance enhancement, but also extensive attention to a broad range of related concerns, such as cost reduction, reformer development, system integration, durability, reliability and so on. From these diverse tasks, this paper focuses on the issues related to ensuring adequate PEFC performance when reformed fuel is utilized. Recent outcomes of R&D conducted at TOYOTA on this topic will be described.

    The Field Operations Program is an electric vehicle testing and evaluation program sponsored by US Department of Energy and managed by the Idaho National Engineering and Environmental Laboratory. The Program's goals are to evaluate electric vehicles in real-world applications and environments, support electric vehicle technology advancement, develop infrastructure elements necessary to support significant electric vehicle use, support increased use of electric vehicles in federal fleets, and increase overall awareness and acceptance of electric vehicles. This report covers Program activities from fiscal year 1997 through mid-fiscal year 1999. The Field Operations Program succeeded the Site Operator Program, which ended in September 1996. Electric vehicle testing conducted by the Program includes baseline performance testing (EV America testing), accelerated reliability (life-cycle) testing, and fleet testing. The baseline performance parameters include accelerations, braking, range, energy efficiency, and charging time. The Program collects accelerated reliability and fleet operations data on electric vehicles operated by the Program's Qualified Vehicle Testing (QVT) partners. The Program's QVT partners have over 3 million miles of electric vehicle operating experience.

  3. Electric and Hybrid Vehicle Program; Site Operator Program

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    The Lco tracking program is a computer based solution for tracking time limited action items for Limited Conditions of Operation (LCO) for nuclear and industrial processes. This use is not limited to any process except those not requiring specific action steps and times. The visual and audible assistance the LCO Tracking Program provides significantly reduces the chance of missing crucial actions required for safe operation of any facility in time of limited operations. The LCOmore » Tracking Program maintains all applicable action steps and times for each limited condition for the facility in its data base. The LCO Tracking Program is used to enter that condition by number, and the data base provides the applicble action steps and starts tracking their times based on the time the LCO was entered. The LCO display graphically displays, by colored bar charts, the time expired/time remaining of each specific action item. At 60% time expired, the bar chart turns yellow to caution personnel and then turns red at 90% time expired. Then an audible alarm is sounded at 95% as a warning, to finish or accomplish the required actions to satisfy the requirements. These warning and alarm limits are modifiable by the user and can be set at different values for each action. The display file is dynamic in function, checking every minute, and responds in real time to changes to the LCO Tracking Form file, providing the visual and audible warnings as to the status of the action steps chosen for display. The LCO Tracking Program efficiently tracks action times in minutes or days, up to 2 years. All current LCO''s are easily documentated using the LCO Tracking Form file with ease of printing and disposition. Implement an LBL management philosophy that supports and encourages continual improvement in performance and quality at the Laboratory.     As machines grow in scale and complexity, techniques to make the most effective use of network, memory, and processor resources will also become increasingly important. Programming models that rely on one-sided communication or global address space support have demonstrated advantages for productivity and performance, but they are most effective when used with proper OS support. We propose to develop OS and runtime support for programming models like UPC, GA, Charm++, and HPCS languages, which rely on one-sided communication. Rather than a full OS model, we envision applications bundled with only the necessary OS functions linked in to the application in user space -- relying on the hypervisor for protaction, resource sharing, and mangagement of Quality of Service guarantees. Our services will include support for remote reads and writes to memory, along with remote active message handlers, which are essential for support of fast noncontiguous memory operations, atomic operations, and event-driven applications.

    DOE Order 5700.6C, Quality Assurance, stipulates QA requirements for all DOE activities. This order is now codified as 10CFR830.120, Nuclear Safety Management, Quality Assurance Requirements, which is applicable to DOE nuclear facilities. A Quality Assurance Management Plan (QAMP) was developed by the Health Physics Operations Group (ESH-1) at Los Alamos National Laboratory (LANL). The goal of the ESH-1 QAMP is to ensure that operational radiation protection activities meet the criteria outlined in DOE Order 5700.6C, DOE-ER-STD-6001-92 and 10CFR830.120. The ten required elements are QA Program, Personal Training and Qualifications, Quality Improvement, Documents and Records, Work Processes, Design, Procurement, Inspection and Acceptance Testing, Management Assessment and Independent Assessment. The QAMP has been useful for the development of QAMPs at nuclear facilities and has helped ensure uniformity of institutional requirements where Health Physics services are deployed to facilities. To implement a subset of QAMP requirements, a Quality Assurance Self-Evaluation Program (QASE) was established. This program provides a novel self-audit mechanism for the formal identification and correction of non-conforming items related to Operational Health Physics. Additionally, the QASE is a useful management tool for Radiological Control Technician Supervisors and staff and provides a tracking mechanism for ongoing problem areas. Data have been Collected for two calendar years on a number of concerns that fall into four general categories: radiological posting and labeling, instrumentation, monitoring requirements, and radiological documents/records.

    The 2004 Toyota Prius is a hybrid automobile equipped with a gasoline engine and a battery-powered electric motor. Both of these motive power sources are capable of providing mechanical drive power for the vehicle. The engine can deliver a peak power output of 57 kilowatts (kW) at 5000 revolutions per minute (rpm) while the motor can deliver a peak power output of 50 kW at 1300 rpm. Together, this engine-motor combination has a specified peak power output of 82 kW at a vehicle speed of 85 kilometers per hour (km/h). In operation, the 2004 Prius exhibits superior fuel economy compared to conventionally powered automobiles. Laboratory tests were conducted to evaluate the electrical and mechanical performance of the 2004 Toyota Prius and its hybrid electric drive system. As a hybrid vehicle, the 2004 Prius uses both a gasoline-powered internal combustion engine and a battery-powered electric motor as motive power sources. Innovative algorithms for combining these two power sources results in improved fuel efficiency and reduced emissions compared to traditional automobiles. Initial objectives of the laboratory tests were to measure motor and generator back-electromotive force (emf) voltages and determine gearbox-related power losses over a specified range of shaft speeds and lubricating oil temperatures. Follow-on work will involve additional performance testing of the motor, generator, and inverter. Information contained in this interim report summarizes the test results obtained to date, describes preliminary conclusions and findings, and identifies additional areas for further study.

    As a part of the US Department of Energy's Advanced Vehicle Testing Activity (AVTA), a model year 2010 Toyota Prius (Generation 3) was procured by eTec (Phoenix, AZ) and sent to ANL's Advanced Powertrain Research Facility for the purposes of 'Level 1' testing in support of the Advanced Vehicle Testing Activity (AVTA). Data was acquired during testing using non-intrusive sensors, vehicle network connection, and facilities equipment (emissions and dynamometer data). Standard drive cycles, performance cycles, steady-state cycles and A/C usage cycles were conducted. Much of this data is openly available for download in ANL's Downloadable Dynamometer Database (D{sup 3}). The major results are shown here in this report. Given the preliminary nature of this assessment, the majority of the testing was done over standard regulatory cycles and seeks to obtain a general overview of how the vehicle performs. These cycles include the US FTP cycle (Urban) and Highway Fuel Economy Test cycle as well as the US06, a more aggressive supplemental regulatory cycle. Data collection for this testing was kept at a fairly high level and includes emissions and fuel measurements from the exhaust emissions bench, high-voltage and accessory current and voltage from a DC power analyzer, and minimal CAN bus data such as engine speed and pedal position. The following sections will seek to explain some of the basic operating characteristics of the MY2010 Prius over standard regulatory cycles.

    This technical report details the end-of-life fuel efficiency and battery testing on two model year 2001 Honda Insight hybrid electric vehicles (HEVs), two model year 2003 Honda Civic HEVs, and two model year 2002 Toyota Prius HEVs. The end-of-life testing was conducted after each vehicle has been operated for approximately 160,000 miles. This testing was conducted by the U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA). The AVTA is part of DOE’s FreedomCAR and Vehicle Technologies Program. SAE J1634 fuel efficiency testing was performed on the six HEVs with the air conditioning (AC) on and off. The AC on and off test results are compared to new vehicle AC on and off fuel efficiencies for each HEV model. The six HEVs were all end-of-life tested using new-vehicle coast down coefficients. In addition, one of each HEV model was also subjected to fuel efficiency testing using coast down coefficients obtained when the vehicles completed 160,000 miles of fleet testing. Traction battery pack capacity and power tests were also performed on all six HEVs during the end-of-life testing in accordance with the FreedomCAR Battery Test Manual For Power-Assist Hybrid Electric Vehicles procedures. When using the new-vehicle coast down coefficients (Phase I testing), 11 of 12 HEV tests (each HEV was tested once with the AC on and once with the AC off) had increases in fuel efficiencies compared to the new vehicle test results. The end-of-life fuel efficiency tests using the end-of-life coast down coefficients (Phase II testing) show decreases in fuel economies in five of six tests (three with the AC on and three with it off). All six HEVs experienced decreases in battery capacities, with the two Insights having the highest remaining capacities and the two Priuses having the lowest remaining capacities. Because we recognize the increased importance of safety to crane operations, we have developed this Training and Licensing program for all crane operators. What the guidelines and this program intends is, think before you act and thinking requires a knowledge base. We feel the following program strengthens the guidelines to enable competent as well as confident crane operations by our personnel. This document outlines the Corps of Engineer`s Land Based Crane Training and Licensing Program for Class I, II, and III operators. The Corps of Engineer`s Portland District Operation`s Division melded guidelines from industry with specific Corps regulations to produce this program. The Crane Licensing and Training program includes three crane operator classes. Each class discusses licensing, physical and academic requirements and performance evaluations. Other related personnel and their responsibilities are also discussed. These include rigger/signalmen, maintenance staff, and inspectors. A section on testing requirements for specific needs follows with a glossary at the end of this document.

    The Site Operator Program was initially established by the Department of Energy (DOE) to incorporate the electric vehicle activities dictated by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976. In the ensuing years, the Program has evolved in response to new legislation and interests. The Program currently includes twelve sites located in diverse geographic, metrologic, and metropolitan areas across the United States. Information is shared reciprocally with a thirteenth site, not under Program contract. The vehicles are operator-owned. The Mission Statement of the Site Operator Program includes three major activities: (1) Advancement of electric vehicle technologies; (2) Development of infrastructure elements necessary to support significant electric vehicle use; and (3) Increasing the awareness and acceptance of electric vehicles (EVs) by the public. The current participants in the Site Operator Program are shown. Table 1 indicates the EVs in each of the Site Operator fleets. Table 2 provides baseline information on several EVs currently in use by the Site Operators, or which have evolved to the point that they may be introduced in the near future. The Program is currently managed by personnel of the Electric and Hybrid Vehicle Program at the Idaho National Engineering Laboratory (INEL). The current principal management functions include: Coordination of Site Operator efforts in the areas of public awareness and infrastructure development (program-related meetings, and educational presentations).

    The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2.     Over the last 20 years the Idaho National Laboratory (INL) has adopted a number of operations and safety-related programs which has each periodically taken its turn in the limelight. As new programs have come along there has been natural competition for resources, focus and commitment. In the last few years, the INL has made real progress in integrating all these programs and are starting to realize important synergies. Contributing to this integration are both collaborative individuals and an emerging shared vision and goal of the INL fully maturing in its high reliability operations. This goal is so powerful because the concept of high reliability operations (and the resulting organizations) is a masterful amalgam and orchestrator of the best of all the participating programs (i.e. conduct of operations, behavior based safety, human performance, voluntary protection, quality assurance, and integrated safety management). This paper is a brief recounting of the lessons learned, thus far, at the INL in bringing previously competing programs into harmony under the goal (umbrella) of seeking to perform regularly as a high reliability organization. In addition to a brief diagram-illustrated historical review, the authors will share the INLs primary successes (things already effectively stopped or started) and the gaps yet to be bridged.

    The United States Department of Energy’s (DOE) Field Operations Program tests advanced technology vehicles (ATVs) and disseminates the testing results to provide fleet managers and other potential ATV users with accurate and unbiased information on vehicle performance. The ATVs (including electric, hybrid, and other alternative fuel vehicles) are tested using one or more methods - Baseline Performance Testing (EVAmerica and Pomona Loop), Accelerated Reliability Testing, and Fleet Testing. The Program (http://ev.inel.gov/sop) and its nine industry testing partners have tested over 30 full-size electric vehicle (EV) models and they have accumulated over 4 million miles of EV testing experience since 1994. In conjunction with several original equipment manufacturers, the Program has developed testing procedures for the new classes of hybrid, urban, and neighborhood EVs. The testing of these vehicles started during 2001. The EVS 18 presentation will include (1) EV and hybrid electric vehicle (HEV) test results, (2) operating experience with and performance trends of various EV and HEV models, and (3) experience with operating hydrogen-fueled vehicles. Data presented for EVs will include vehicle efficiency (km/kWh), average distance driven per charge, and range testing results. The HEV data will include operating considerations, fuel use rates, and range testing results.

  9. A High-Power Wireless Charging System Development and Integration for a Toyota RAV4 Electric Vehicle

    Several wireless charging methods are underdevelopment or available as an aftermarket option in the light-duty automotive market. However, there are not many studies detailing the vehicle integrations, particularly a complete vehicle integration with higher power levels. This paper presents the development, implementation, and vehicle integration of a high-power (>10 kW) wireless power transfer (WPT)-based electric vehicle (EV) charging system for a Toyota RAV4 vehicle. The power stages of the system are introduced with the design specifications and control systems including the active front-end rectifier with power factor correction (PFC), high frequency power inverter, high frequency isolation transformer, coupling coils, vehicle side full-bridge rectifier and filter, and the vehicle battery. The operating principles of the control, communications, and protection systems are also presented in addition to the alignment and the driver interface system. The physical limitations of the system are also defined that would prevent the system operating at higher levels. The experiments are carried out using the integrated vehicle and the results obtained to demonstrate the system performance including the stage-by-stage efficiencies with matched and interoperable primary and secondary coils.

    The mission of the Jefferson Lab Operations Group is to provide safe and efficient delivery of high quality electron beam for Jefferson Laboratory's nuclear and accelerator physics programs. The Operations staff must be able to setup, transport, maintain, and troubleshoot beam to all three experimental halls in a safe, efficient, and expeditious manner. Due to the nature of shift work, high employee turnover is always as issue. This creates a unique situation where highly trained staff members must quickly be produced and maintained in order to meet the needs of the Laboratory. Some methods used to address this problem will be presented here.

    Goals of the site operator program include field evaluation of electric vehicles (EVs) in real-world applications and environments, advancement of electric vehicle technologies, development of infrastructure elements necessary to support significant EV use, and increasing the awareness and acceptance of EVs by the public. The site operator program currently consists of 11 participants under contract and two other organizations with data-sharing agreements with the program. The participants (electric utilities, academic institutions, Federal agencies) are geographically dispersed within US and their vehicles see a broad spectrum of service conditions. Current EV inventories of the site operators exceeds 250 vehicles. Several national organizations have joined DOE to further the introduction and awareness of EVs, including: (1) EVAmerica (a utility program) and DOE conduct performance and evaluation tests to support market development for EVs; (2) DOE, DOT, the Electric Transportation Coalition, and the Electric Vehicle Association of the Americas are conducting a series of workshops to encourage urban groups in Clean Cities (a DOE program) to initiate the policies and infrastructure development necessary to support large-scale demonstrations, and ultimately the mass market use, of EVs. Current focus of the program is collection and dissemination of EV operations and performance data to aid in the evaluation of real- world EV use. This report contains several sections with vehicle evaluation as a focus: EV testing results, energy economics of EVs, and site operators activities.

    The Site Operator Program has evolved substantially since its inception in response to the Electric Vehicle Research and Demonstration Act of 1976. In its original form, a commercialization effort was intended but this was not feasible for lack of vehicle suppliers and infrastructure. Nonetheless, with DOE sponsorship and technical participation, a few results (primarily operating experience and data) were forthcoming. The current Program comprises eleven sites and over 200 vehicles, of which about 50 are latest generation vehicles. DOE partially funds the Program participant expenditures and the INEL receives operating and maintenance data for the DOE-owned, and participant-owned or monitored vehicles, as well as Program reports. As noted elsewhere in this report, participants represent several widely differing categories: electric utilities, academic institutions, and federal agencies. While both the utilities and the academic institutions tend to establish beneficial relationships with the industrial community.

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG&G. Representatives from Arizona Public Service, Texas A&M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

  18. EVALUATION OF RANGE ESTIMATES FOR TOYOTA FCHV-ADV UNDER OPEN ROAD DRIVING CONDITIONS

    The objective of this evaluation was to independently and objectively verify driving ranges of >400 miles announced by Toyota for its new advanced Fuel Cell Hybrid Vehicle (FCHV-adv) utilizing 70 MPa compressed hydrogen. To accomplish this, participants from both Savannah River National Laboratory (SRNL) and the National Renewable Energy Laboratory (NREL) witnessed and participated in a 2-vehicle evaluation with Toyota Motor Engineering & Manufacturing North America, Inc. (TEMA) over a typical open road route for over 11 hours in one day with all relevant data recorded. SRNL and TEMA first entered into discussions of verifying the range of the advanced Toyota Fuel Cell Hybrid Vehicle (FCHV-adv) in August 2008 resulting from reported 400+ mile range by Toyota. After extended negotiations, a CRADA agreement, SRNS CRADA No. CR-04-003, was signed on May 6, 2009. Subsequently, on June 30, 2009 SRNL and NREL participated in an all-day evaluation of the FCHV-adv with TEMA to determine the real-world driving range of this vehicle through on-road driving on an extended round-trip drive between Torrance and San Diego, California. SRNL and NREL observed the vehicles being refueled at Toyota's headquarters the day before the evaluation in Torrance, CA on June 29. At 8:00 AM on June 30, the vehicles departed Torrance north toward downtown Los Angeles, then west to the Pacific Coast Highway, and down to San Diego. After lunch the vehicles retraced their route back to Torrance. The traffic encountered was much heavier than anticipated, causing the vehicles to not return to Torrance until 9 PM. Each vehicle was driven by the same Toyota driver all day, with one SRNL/NREL observer in each vehicle the entire route. Data was logged by Toyota and analyzed by NREL. The maximum range of the FCHV-adv vehicles was calculated to be 431 miles under these driving conditions. This distance was calculated from the actual range of 331.5 miles during over 11 hours driving, plus 99.5 miles of

    This report describes the environmental radiological monitoring program conducted by TVA in the vicinity of Browns Ferry Nuclear Plant (BFN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas not influenced by plant operations. Station locations are selected after careful consideration of the weather patterns and projected radiation doses to the various areas around the plant. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. Results from stations near the plant are compared with concentrations from control stations and with preoperational measurements to determine potential impacts of plant operations. Small amounts of Co-60 and Cs-134 were found in sediment samples downstream from the plant. This activity in stream sediment would result in no measurable increase over background in the dose to the general public.

    The U.S. Department of Energy (DOE) and American automotive manufacturers General Motors, Ford, and DaimlerChrysler began a five-year, cost-shared partnership in 1993. Currently, hybrid electric vehicle (HEV) research and development is conducted by DOE through its FreedomCAR and Vehicle Technologies (FCVT) program. The mission of the FCVT program is to develop more energy efficient and environmentally friendly highway transportation technologies. Program activities include research, development, demonstration, testing, technology validation, and technology transfer. These activities are aimed at developing technologies that can be domestically produced in a clean and cost-competitive manner. Under the FCVT program, support is provided through a three-phase approach [1] which is intended to: • Identify overall propulsion and vehicle-related needs by analyzing programmatic goals and reviewing industry’s recommendations and requirements, then develop the appropriate technical targets for systems, subsystems, and component research and development activities; • Develop and validate individual subsystems and components, including electric motors, emission control devices, battery systems, power electronics, accessories, and devices to reduce parasitic losses; and • Determine how well the components and subassemblies work together in a vehicle environment or as a complete propulsion system and whether the efficiency and performance targets at the vehicle level have been achieved. The research performed in this area will help remove technical and cost barriers to enable technology for use in such advanced vehicles as hybrid electric, plug-in hybrid electric, electric, and fuel-cell-powered vehicles.

  1. Report on the Field Performance of A123Systems’s HymotionTM Plug-in Conversion Module for the Toyota Prius

    A123Systems’s HymotionTM L5 Plug-in Conversion Module (PCM) is a supplemental battery system that converts the Toyota Prius hybrid electric vehicle (HEV) into a plug-in hybrid electric vehicle (PHEV). The Hymotion system uses a lithium ion battery pack with 4.5 kWh of useable energy capacity. It recharges by plugging into a standard 110/120V outlet. The system is designed to more than double the Prius fuel efficiency for 30-40 miles of charge depleting range. If the Hymotion pack is fully depleted, the Prius operates as a normal HEV in charge sustaining mode. The Hymotion L5 PCM is the first commercially available aftermarket product complying with CARB emissions and NHTSA impact standards. Since 2006, over 50 initial production Hymotion Plug-in Conversion Modules have been installed in private fleet vehicles across the United States and Canada. With the help of the Idaho National Laboratory, which conducts the U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA), A123Systems collects real-time vehicle data from each fleet vehicle using on-board data loggers. These data are analyzed to determine vehicle performance. This paper presents the results of this field evaluation. Data to be presented includes the L5 Prius charge depleting range, gasoline fuel efficiency, and electrical energy efficiency. Effects of driving conditions, driving style, and charging patterns on fuel efficiency are also presented. Data show the Toyota Prius equipped with the Hymotion Plug-in Conversion Module is capable of achieving over 100 mpg in certain driving conditions when operating in charge depleting mode.

    With 10 vitrification lines in operation (3 on WVP in Sellafield, 1 on AVM in Marcoule and 6 on AVH in La Hague), Sellafield Ltd and Areva NC benefit from the most in-depth experience worldwide in the vitrification of highly active liquors within a framework of commercial operations. Based on the two-step process design, using a calciner and an induction-heated hot melter, which was initially deployed in Marcoule in 1978, core vitrification equipment has been continuously improved by the independent development programmes of the two companies. In March 2005, Sellafield Ltd and Areva NC signed the Vitrification Assistance Program (hereafter referred to as VAP); a co-operative project lasting 4 years during which Areva NC is to share some areas of their experience and expertise with Sellafield Ltd. Now at the halfway point of this project, this paper summarises the work performed by the VAP team to date, highlighting the early benefits and lessons learned. The following points will be developed: - Equipment delivery and preparation for implementation on WVP - Training organization and dissemination to WVP teams - Lessons learned from the early changes implemented in operations (Calciner, Melter, Dust Scrubber and Primary off gas system), and initial feedback from the first campaign using a VAP equipped line.     Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year dating back to 1998. The U.S. Department of Energy requires national user facilities to report time-based operating data. The requirements concern the actual hours of operation (ACTUAL); the estimated maximum operation or uptime goal (OPSMAX), which accounts for planned downtime; and the VARIANCE [1-(ACTUAL/OPSMAX)], which accounts for unplanned downtime. The OPSMAX time for the third quarter for the Southern Great Plains (SGP) site is 2,074.80 hours (0.95 x 2,184 hours this quarter). The OPSMAX for the North Slope Alaska (NSA) locale is 1,965.60 hours (0.90 x 2,184), and that for the Tropical Western Pacific (TWP) locale is 1,856.40 hours (0.85 x 2,184). The OPSMAX time for the ARM Mobile Facility (AMF) is 2,074.80 hours (0.95 x 2,184). The differences in OPSMAX performance reflect the complexity of local logistics and the frequency of extreme weather events. It is impractical to measure OPSMAX for each instrument or data stream. Data availability reported here refers to the average of the individual, continuous data streams that have been received by the Archive. Data not at the Archive are caused by downtime (scheduled or unplanned) of the individual instruments. Therefore, data availability is directly related to individual instrument uptime.     The SRS is re-purposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established the Center for Applied Nuclear Materials Processing and Engineering Research (CANMPER). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by leveraging SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. CANMPER will coordinate the demonstration of R and D technologies and serve as the interface between the engineering-scale demonstration and the R and D programs, essentially providing cradle-to-grave support to the R and D team during the demonstration. While the initial focus of CANMPER will be on the effective use of SRS assets for these demonstrations, CANMPER also will work with research teams to identify opportunities to perform R and D demonstrations at other facilities.     During the term of the above mentioned agreement, the Los Angeles Department of Water and Power (LADWP), a municipal utility serving the citizens of Los Angeles, marked its tenth year of involvement in testing and promoting electric vehicles as part of Los Angeles` overall air quality improvement program, and as a means of improving the regions` economic competitiveness through the creation of new industries. LADWP maintained and operated twenty electric vehicles (EVs) during the test period. These vehicles consisted of six G-Vans, four Chrysler TEVans, five U.S. Electricar pickup trucks, and five U.S. Electricar Prizms.     Laboratory tests were conducted to evaluate the electrical and mechanical performance of the 2004 Toyota Prius and its hybrid electric drive system. As a hybrid vehicle, the 2004 Prius uses both a gasoline-powered internal combustion engine and a battery-powered electric motor as motive power sources. Innovative algorithms for combining these two power sources results in improved fuel efficiency and reduced emissions compared to traditional automobiles. Initial objectives of the laboratory tests were to measure motor and generator back-electromotive force (emf) voltages and determine gearbox-related power losses over a specified range of shaft speeds and lubricating oil temperatures. Follow-on work will involve additional performance testing of the motor, generator, and inverter. Information contained in this interim report summarizes the test results obtained to date, describes preliminary conclusions and findings, and identifies additional areas for further study.

    The Site Operator Program was an electric vehicle testing and evaluation program sponsored by US Department of Energy and managed at the Idaho National Engineering and Environmental Laboratory. The Program`s goals included the field evaluation of electric vehicles in real-world applications and environments; the support of electric vehicle technology advancement; the development of infrastructure elements necessary to support significant electric vehicle use; and increasing the awareness and acceptance of electric vehicles. This report covers Program activities from 1992 to 1996. The Site Operator Program ended in September 1996, when it was superseded by the Field Operations Program. Electric vehicle testing included baseline performance testing, which was performed in conjunction with EV America. The baseline performance parameters included acceleration, braking, range, energy efficiency, and charging time. The Program collected fleet operations data on electric vehicles operated by the Program`s thirteen partners, comprising electric utilities, universities, and federal agencies. The Program`s partners had over 250 electric vehicles, from vehicle converters and original equipment manufacturers, in their operating fleets.     Logic programming is the process that leads from an original formulation of a computing problem to executable programs. A normal logic program consists of a finite set of clauses. A valuation I of logic programming is a mapping from ground atoms to false or true. The single step operator of any logic programming is defined as a function (T{sub p}:I→I). Logic programming is well-suited to building the artificial intelligence systems. In this study, we established a new technique to compute the single step operators of logic programming in the radial basis function neural networks. To do that, we proposed a new technique to generate the training data sets of single step operators. The training data sets are used to build the neural networks. We used the recurrent radial basis function neural networks to get to the steady state (the fixed point of the operators). To improve the performance of the neural networks, we used the particle swarm optimization algorithm to train the networks.

    Nuclear power has contributed almost 20% of the total amount of electricity generated in the United States over the past two decades. High capacity factors and low operating costs make nuclear power plants (NPPs) some of the most economical power generators available. Further, nuclear power remains the single largest contributor (nearly 70%) of non-greenhouse gas-emitting electric power generation in the United States. Even when major refurbishments are performed to extend operating life, these plants continue to represent cost-effective, low-carbon assets to the nation’s electrical generation capability. By the end of 2014, about one-third of the existing domestic fleet will have passed their 40th anniversary of power operations, and about one-half of the fleet will reach the same 40-year mark within this decade. Recognizing the challenges associated with pursuing extended service life of commercial nuclear power plants, the U.S. Department of Energy’s (DOE) Office of Nuclear Energy (NE) and the Electric Power Research Institute (EPRI) have established separate but complementary research and development programs (DOE-NE’s Light Water Reactor Sustainability [LWRS] Program and EPRI’s Long-Term Operations [LTO] Program) to address these challenges. To ensure that a proper linkage is maintained between the programs, DOE-NE and EPRI executed a memorandum of understanding in late 2010 to “establish guiding principles under which research activities (between LWRS and LTO) could be coordinated to the benefit of both parties.” This document represents the third annual revision to the initial version (March 2011) of the plan as called for in the memorandum of understanding.

    York Technical College is a two-year public institution accredited by the Commission of Colleges of the Southern Association of Colleges and Schools. York Technical College has been involved with electric vehicles since the late 1980`s. The four major objectives of the Site Operator Program were (1) field test and evaluate electric and hybrid vehicles and related components; (2) define and develop a national infrastructure system including electric charging systems, service/training education programs, utility system impacts and safety standards; (3) increase public awareness regarding environmental benefits, reduced dependency on foreign oil, technology development, and economic impacts; (4) assist local, state and federal agencies and fleet operators in developing electric and hybrid vehicle programs. The primary thrusts of the electric vehicle program at York Technical College, supporting the objectives of the Site Operator program were: (1) public awareness, (2) public education, (3) EV maintenance curriculum development and maintenance training, (4) field data collection, (5) vehicle modification and upgrade, (6) establish electric vehicle partnerships.

    The variety of equipment found in Department of Defense (DOD) central energy plants (CEPs) and the complexity of these plants demands the CEP operators are highly qualified personnel. Given the serious danger posed by improperly operated boilers, similar operations in the private sector have long maintained processes to establish credentials for their employees. The 1990 Clean Air Act Amendments (CAAA 1990) also recognize the importance of trained and certified fuel plant operators toward improving air quality. As a result of CAAA 1990, the U.S. Environmental Protection Agency (USEPA) will eventually require all operators of boilers with capacities greater than10 million BTU per hour (298 Boiler HP) to be trained and certified. A DOD-wide training and certification program for CEP operators needs to be developed and implemented to increase the safety and reduce the energy and environmental cost of operating central energy plants, and to meet the CAAA 1990 requirements. This study examined the training needs of central energy plant operators at DOD installations to identify the resources required to meet those needs and to assess their effectiveness in the field.

Information is shared reciprocally with a thirteenth site, not under Program contract. The vehicles are operator-owned, except for two Griffon vans. The Mission Statement of the Site Operator Program includes three major activities: advancement of electric vehicle technologies; development of infrastructure elements necessary to support significant electric vehicle use; and increasing the awareness and acceptance of electric vehicles (EVs) by the public. The current participants in the Site Operator Program are shown. The ultimate thrust of program activities varies among sites, reflecting not only the Operator`s business interests but also geographic and climate-related operating conditions.     Kansas State University, with funding support from federal, state, public, and private companies, is participating in the Department of Energy` s Electric Vehicle Site Operator Program. Through participation in this program, Kansas State is displaying, testing, and evaluating electric or hybrid vehicle technology. This participation will provide organizations the opportunity to examine the latest EHV prototypes under actual operating conditions. KSU now has two electric cars. Both are electric conversion vehicles from Soleq Corporation out of Chicago. KSU in conjunction with KEURP also initiated procurement for the purchase of four (4) Chevy S-10 pickup trucks. Since the supplier, GE-Spartan, canceled its effort concerning the production of vehicles other appropriate sources were sought. Today, K-State and the Kansas Utilities are working with Troy Design and Manufacturing (TDM), Redford, Michigan. TDM is working with Ford Motor Company and expects to become the first certified electric vehicle Quality Vehicle Modifier (QVM). Kansas State has entered into an agreement to assist TDM in supporting the infrastructure and technical manual development for these vehicles. The Soleq EVcorts have not been signed to illustrate to the public that it is an electric vehicle. Magnetic signs have been made for special functions to ensure sponsor support is recognized and acknowledged. As soon as TDM`s Ford Ranger electric vehicles are delivered they will be used throughout the state by utility companies that are participating with K-State`s Site Operator Program.

The Final EIS/EIR analyzes the potential environmental impacts of the proposed action, which for the purposes of NEPA is: continued operation, including near-term (within 5 to 1 0 years) proposed projects, of LLNL and SNL, Livermore. The proposed action for the EIR is the renewal of the contract between DOE and UC for UC`s continued operation and management of LLNL. The Mitigation Monitoring and Reporting Program is for implementing and monitoring progress of measures taken to mitigate the significant impacts of the proposed action. A complete description of the impacts and proposed mitigations is in Section 5 of Volume I of the Final EIS/EIR. This report summarizes the mitigation measures, identifies the responsible party at the Laboratory for implementing the mitigation measure, states when monitoring will be implemented, when the mitigation measure will be in place and monitoring completed, and who will verify that the mitigation measure was implemented.

    This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

    Anadromous salmonid stocks have declined in both the Grande Ronde River Basin (Lower Snake River Compensation Plan (LSRCP) Status Review Symposium 1998) and in the entire Snake River Basin (Nehlsen et al. 1991), many to the point of extinction. The Grande Ronde River Basin historically supported large populations of fall and spring chinook (Oncorhynchus tshawytscha), sockeye (O. nerka), and coho (O. kisutch) salmon and steelhead trout (O. mykiss) (Nehlsen et al. 1991). The decline of chinook salmon and steelhead populations and extirpation of coho and sockeye salmon in the Grande Ronde River Basin was, in part, a result of construction and operation of hydroelectric facilities, over fishing, and loss and degradation of critical spawning and rearing habitat in the Columbia and Snake River basins (Nehlsen et al. 1991). Hatcheries were built in Oregon, Washington and Idaho under the Lower Snake River Compensation Plan (LSRCP) to compensate for losses of anadromous salmonids due to the construction and operation of the lower four Snake River dams. Lookingglass Hatchery (LGH) on Lookingglass Creek, a tributary of the Grande Ronde River, was completed under LSRCP in 1982 and has served as the main incubation and rearing site for chinook salmon programs for Grande Ronde and Imnaha rivers in Oregon. Despite these hatchery programs, natural spring chinook populations continued to decline resulting in the National Marine Fisheries Service (NMFS) listing Snake River spring/summer chinook salmon as ''threatened'' under the federal Endangered Species Act (1973) on 22 April 1992. Continuing poor escapement levels and declining population trends indicated that Grande Ronde River basin spring chinook salmon were in imminent danger of extinction. These continuing trends led fisheries co-managers in the basin to initiate the Grande Ronde Endemic Spring Chinook Salmon Supplementation Program (GRESCSSP) in order to prevent extinction and preserve options for use of endemic fish stocks

The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning.   2. Final Report on the Operation and Maintenance Improvement Program for Concentrating Solar Power Plants

    This report describes the results of a six-year, $6.3 million project to reduce operation and maintenance (O&M) costs at power plants employing concentrating solar power (CSP) technology. Sandia National Laboratories teamed with KJC Operating Company to implement the O&M Improvement Program. O&M technologies developed during the course of the program were demonstrated at the 150-MW Kramer Junction solar power park located in Boron, California. Improvements were made in the following areas: (a) efficiency of solar energy collection, (b) O&M information management, (c) reliability of solar field flow loop hardware, (d) plant operating strategy, and (e) cost reduction associated with environmental issues. A 37% reduction in annual O&M costs was achieved. Based on the lessons learned, an optimum solar- field O&M plan for future CSP plants is presented. Parabolic trough solar technology is employed at Kramer Junction. However, many of the O&M improvements described in the report are also applicable to CSP plants based on solar power tower or dish/engine concepts.

    Concerns regarding the reliability of large-bore, medium-speed diesel generators manufactured by Transamerica Delaval, Inc. (TDI) for application at domestic nuclear plants were first prompted by a crankshaft failure at Shoreham Nuclear Power Station in August 1983. A number of diesel generator components were identified which had potential deficiencies from a manufacturing and operational standpoint. In response to these problems, 11 (now 8) U.S. nuclear utility owners formed a TDI Diesel Generator Owners Group (Owners Group) to address operational and regulatory issues relative to diesel generator sets used for standby emergency power. The Owners` Group performed extensive design reviews of all key engine components and developed recommendations to be implemented by the individual owners concerning needed component replacements and modifications, component inspections to validate the {open_quotes}as-manufactured{close_quotes} and {open_quotes}as-assembled{close_quotes} quality of key engine components, engine testing, and an enhanced maintenance and surveillance program.

    The US Department of Energy (DOE) Site Operator Program was initially established to meet the requirements of the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976. The Program has since evolved in response to new legislation and interests. The goals of the Site Operator Program include the field evaluation of electric vehicles (EVs) in real-world applications and environments; the advancement of electric vehicle technologies; the development of infrastructure elements necessary to support significant electric vehicle use; and increasing the awareness and acceptance of EVs by the public. The Site Operator Program currently consists of eleven participants under contract and two other organizations that have data-sharing agreements with the Program (Table ES-1). Several national organizations have joined DOE to further the introduction and awareness of electric vehicles, including: (1) EVAmerica (a utility program) and DOE conduct performance and evaluation tests to support market development for electric vehicles; and (2) DOE, the Department of Transportation, the Electric Transportation Coalition, and the Electric Vehicle Association of the Americas are conducting a series of workshops to encourage urban groups in Clean Cities (a DOE program) to initiate the policies and infrastructure development necessary to support large-scale demonstrations, and ultimately the mass market use, of electric vehicles. The current focus of the Program is the collection and dissemination of EV operations and performance data to aid in the evaluation of real-world EV use.     This report summarizes the Accelerated Reliability testing of five lead-acid battery-equipped Chevrolet S-10 electric vehicles by the US Department of Energy's Field Operations Program and the Program's testing partners, Electric Transportation Applications (ETA) and Southern California Edison (SCE). ETA and SCE operated the S-10s with the goal of placing 25,000 miles on each vehicle within 1 year, providing an accelerated life-cycle analysis. The testing was performed according to established and published test procedures. The S-10s' average ranges were highest during summer months; changes in ambient temperature from night to day and from season-to-season impacted range by as much as 10 miles. Drivers also noted that excessive use of power during acceleration also had a dramatic effect on vehicle range. The spirited performance of the S-10s created a great temptation to inexperienced electric vehicle drivers to ''have a good time'' and to fully utilize the S-10's acceleration capability. The price of injudicious use of power is greatly reduced range and a long-term reduction in battery life. The range using full-power accelerations followed by rapid deceleration in city driving has been 20 miles or less.

    Libby Reservoir was created under an International Columbia River Treaty between the United States and Canada for cooperative water development of the Columbia River Basin (Columbia River Treaty 1964). Libby Reservoir inundated 109 stream miles of the mainstem Kootenai River in the United States and Canada, and 40 miles of tributary streams in the U.S. that provided habitat for spawning, juvenile rearing, and migratory passage (Figure 1). The authorized purpose of the dam is to provide power (91.5%), flood control (8.3%), and navigation and other benefits (0.2%; Storm et al. 1982). The Pacific Northwest Power Act of 1980 recognized possible conflicts stemming from hydroelectric projects in the northwest and directed Bonneville Power Administration to 'protect, mitigate, and enhance fish and wildlife to the extent affected by the development and operation of any hydroelectric project of the Columbia River and its tributaries' (4(h)(10)(A)). Under the Act, the Northwest Power Planning Council was created and recommendations for a comprehensive fish and wildlife program were solicited from the region's federal, state, and tribal fish and wildlife agencies. Among Montana's recommendations was the proposal that research be initiated to quantify acceptable seasonal minimum pool elevations to maintain or enhance the existing fisheries (Graham et al. 1982). Research to determine how operations of Libby Dam affect the reservoir and river fishery and to suggest ways to lessen these effects began in May 1983. The framework for the Libby Reservoir Model (LRMOD) was completed in 1989. Development of Integrated Rule Curves (IRCs) for Libby Dam operation was completed in 1996 (Marotz et al. 1996). The Libby Reservoir Model and the IRCs continue to be refined (Marotz et al 1999). Initiation of mitigation projects such as lake rehabilitation and stream restoration began in 1996.     All the projects within the US Department of Energy (DOE) Electrical Power Research Institute (EPRI) Wind Turbine Verification Program (TVP) are now in operation. As a result, the emphasis of the owners and operators has shifted from installation and commissioning to a focus on optimizing the operation and maintenance (O and M) activities of the projects. Each project utilizes a unique strategy for performing O and M. O and M personnel for projects in Searsburg, Vermont; Glenmore, Wisconsin; Algona, Iowa; Springview, Nebraska; Kotzebue, Alaska; and Big Spring, Texas include on-site vendor representatives, dedicated utility personnel, and utility personnel who split their time between the wind turbines and other utility responsibilities. Each project has its own set of priorities for balancing turbine availability against safety, minimizing overtime pay, and other utility responsibilities. Various strategies have also been employed to ensure access to tools and spare parts. This paper compares and contrasts the various O and M strategies at TVP projects and reviews the causes of turbine downtime and the frequency and duration of faults.

Given that reality, success for the current and future nuclear separations missions is dependent on a concerted effort to develop new, creative, approaches that leverage existing facilities in a manner that supports both near- and long-term needs of national programs. As a result of this situation, the Savannah River National Laboratory (SRNL) organized the 'Nuclear Separations User Facility Strategy Session' in Washington, D.C. on July 29, 2011. This workshop brought together key stakeholders from DOE and the private sector to develop a strategy for using engineering-scale nuclear materials processing facilities to advance our nation's nuclear separations research needs. In particular, the meeting focused on recommending how these engineering-scale demonstration facilities, like the Savannah River Site H-Canyon, can be connected with smaller 'bench-scale' research activities to form a seamless approach that integrates across the continuum of RD and D of advanced separations technologies. Coming out of this workshop, a new vision has been developed for a collaborative research facility model that centers on H-Canyon. Unique to this approach is the fact that H-Canyon will continue to accomplish DOE's critical nuclear material processing missions, while simultaneously serving as an RD and D resource for the scientific and technical portions of the nuclear separations community. This paper describes the planned operations for H-Canyon in FY2012 and beyond and discusses how these operations fit within the context of a collaborative research facility model and support the ongoing fuel cycle research and development programs of the DOE. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

    PG&E NEG Salem Harbor Station Unit 1 was successfully tested for applicability of activated carbon injection as a mercury control technology. Test results from this site have enabled a thorough evaluation of mercury control at Salem Harbor Unit 1, including performance, estimated cost, and operation data. This unit has very high native mercury removal, thus it was important to understand the impacts of process variables on native mercury capture. The team responsible for executing this program included plant and PG&E headquarters personnel, EPRI and several of its member companies, DOE, ADA, Norit Americas, Inc., Hamon Research-Cottrell, Apogee Scientific, TRC Environmental Corporation, Reaction Engineering, as well as other laboratories. The technical support of all of these entities came together to make this program achieve its goals. Overall the objectives of this field test program were to determine the mercury control and balance-of-plant impacts resulting from activated carbon injection into a full-scale ESP on Salem Harbor Unit 1, a low sulfur bituminous-coal-fired 86 MW unit. It was also important to understand the impacts of process variables on native mercury removal (>85%). One half of the gas stream was used for these tests, or 43 MWe. Activated carbon, DARCO FGD supplied by NORIT Americas, was injected upstream of the cold side ESP, just downstream of the air preheater. This allowed for approximately 1.5 seconds residence time in the duct before entering the ESP. Conditions tested in this field evaluation included the impacts of the Selective Non-Catalytic Reduction (SNCR) system on mercury capture, of unburned carbon in the fly ash, of adjusting ESP inlet flue gas temperatures, and of boiler load on mercury control. The field evaluation conducted at Salem Harbor looked at several sorbent injection concentrations at several flue gas temperatures. It was noted that at the mid temperature range of 322-327 F, the LOI (unburned carbon) lost some of its

    Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998. Table 1 shows the accumulated maximum operation time (planned uptime), actual hours of operation, and variance (unplanned downtime) for the period July 1 - September 30, 2008, for the fixed sites. The AMF has been deployed to China, but the data have not yet been released. The fourth quarter comprises a total of 2,208 hours. The average exceeded our goal this quarter. The Site Access Request System is a web-based database used to track visitors to the fixed and mobile sites, all of which have facilities that can be visited. The NSA locale has the Barrow and Atqasuk sites. The SGP site has a central facility, 23 extended facilities, 4 boundary facilities, and 3 intermediate facilities. The TWP locale has the Manus, Nauru, and Darwin sites. HFE represents the AMF statistics for the Shouxian, China, deployment in 2008. FKB represents the AMF statistics for the Haselbach, Germany, past deployment in 2007. NIM represents the AMF statistics for the Niamey, Niger, Africa, past deployment in 2006. PYE represents just the AMF Archive statistics for the Point Reyes, California, past deployment in 2005.     The Savannah River Site (SRS) is repurposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, radical view of SRS as a united endeavor for ''all things nuclear'' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with on-going missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The Department of Energy, Savannah River Operations Office, Savannah River Nuclear Solutions, the Savannah River National Laboratory (SRNL) have established a center for applied nuclear materials processing and engineering research (hereafter referred to as the Center). The key proposition of this initiative is to bridge the gap between promising transformational nuclear fuel cycle processing discoveries and large commercial-scale-technology deployment by leveraging SRS assets as facilities for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. The Center will coordinate the demonstration of R&D technologies and serve as the interface between the engineering-scale demonstration and the R&D programs, essentially providing cradle-to-grave support to the research team during the demonstration. While the initial focus of the Center will be on the effective use of SRS assets for these demonstrations, the Center also will work with research teams to identify opportunities to perform research demonstrations at other facilities.     A123Systems’s HymotionTM L5 Plug-in Conversion Module (PCM) is a supplemental battery system that converts the Toyota Prius hybrid electric vehicle (HEV) into a plug-in hybrid electric vehicle (PHEV). The Hymotion system uses a lithium ion battery pack with 4.5 kWh of useable energy capacity and recharges by plugging into a standard 110/120V outlet. The system is designed to more than double the Prius fuel efficiency for 30-50km of charge depleting range. This paper will cover efforts by A123 Systems and the Idaho National Laboratory in studying the on-road performance of this PHEV fleet. The performance potentials of various fleets will be compared in order to determine the major influences on overall performance.

    The first separate National Radioactive Waste and Spent Fuel Management Programme (National Programme) was prepared in Slovenia in 2005 as a supplementary part of the National Environmental Action Programme and was adopted in February 2006 by the Slovenian Parliament. The new National Programme includes all topics being relevant for the management of the radioactive waste and spent fuel which are produced in Slovenia, from the legislation and identification of different waste streams, to the management of radioactive waste and spent fuel, the decommissioning of nuclear facilities and management of (TE)NORM in the near future from 2006 up to the 2015. The National Programme identified the existing and possible future problems and proposed the technical solutions and action plans for two distinctive periods: 2006-2009 and 2010- 2015. According to the requirement of Act on Protection against Ionising Radiation and Nuclear Safety the national Agency for Radwaste Management (ARAO) prepared the operational programmes for the four year period with technical details on implementation of the National programme. ARAO gained the detailed plans of different involved holders and proposed 9 operational programmes with aims, measures, individual organizations in charge, expenses and resources for each of the programmes. The Operational programmes were already reviewed by the Ministry of Environment and Physical Planning and are under acceptance. The orientation of the radioactive waste management according to the National Programme and operational activities within additional limitations based on the strategical decisions of Slovenian Government is presented in the paper.     Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E{sub 1} (steep-front pulse) component and the late time E{sub 3} (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council`s regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    This document constitutes the generic health and safety plan for the Environmental Restoration Program (ERP). It addresses the health and safety requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Occupational Safety and Health Administration (OSHA) 29 CFR 1910.120 standard; and EG G Idaho, Inc. This plan is a guide to individuals who must complete a health and safety plan for a task performed for the EPR. It contains a task specific addendum that, when completed, specifically addresses task specific health and safety issues. This health and safety plan reduces the time it takes to write a task specific health and safety plan by providing discussions of requirements, guidance on where specific information is located, and specific topics in the Addendum that must be discussed at a task level. This format encourages a complete task specific health and safety plan and a standard for all health and safety plans written for ERP.

  11. MILDOS - A Computer Program for Calculating Environmental Radiation Doses from Uranium Recovery Operations

    The MILDOS Computer Code estimates impacts from radioactive emissions from uranium milling facilities. These impacts are presented as dose commitments to individuals and the regional population within an 80 km radius of the facility. Only airborne releases of radioactive materials are considered: releases to surface water and to groundwater are not addressed in MILDOS. This code is multi-purposed and can be used to evaluate population doses for NEPA assessments, maximum individual doses for predictive 40 CFR 190 compliance evaluations, or maximum offsite air concentrations for predictive evaluations of 10 CFR 20 compliance. Emissions of radioactive materials from fixed point source locations and from area sources are modeled using a sector-averaged Gaussian plume dispersion model, which utilizes user-provided wind frequency data. Mechanisms such as deposition of particulates, resuspension. radioactive decay and ingrowth of daughter radionuclides are included in the transport model. Annual average air concentrations are computed, from which subsequent impacts to humans through various pathways are computed. Ground surface concentrations are estimated from deposition buildup and ingrowth of radioactive daughters. The surface concentrations are modified by radioactive decay, weathering and other environmental processes. The MILDOS Computer Code allows the user to vary the emission sources as a step function of time by adjustinq the emission rates. which includes shutting them off completely. Thus the results of a computer run can be made to reflect changing processes throughout the facility's operational lifetime.     President Bush's energy program is focussed towards commercializing power production technologies that offer improvements in efficiency and reductions in emissions while utilizing the nation's most abundant energy reserve - coal. Gasification offers such benefits. To bring this technology to full commercial acceptance, the operational issue of feeding solid fuel into the pressure environment needs to be addressed. The DOE, through the National Energy Technology Laboratory, has funded research to develop the unique Stamet 'Posimetric Solids Pump' to feed coal into current gasification operating pressures. The project comprised design and testing to feed coal into 300 PSI and a second Phase for feeding into 500 PSI. The 300 PSI target was achieved in December 2003. In January 2005, the Posimetric feeder achieved continuous injection of coal into 560 PSI, exceeding the Phase 2 target. This paper presents a review and evaluation of the design, design optimizations and test results of the successful feeder. It also presents analysis of economic benefits to pump use and results from semi-commercial testing at gasifier operating test facilities, which should have commenced by the date of the Conference. 16 figs., 6 tabs.

    The field of remote technology is continuing to evolve to support man`s efforts to perform tasks in hostile environments. The technology which we recognize today as remote technology has evolved over the last 45 years to support human operations in hostile environments such as nuclear fission and fusion, space, underwater, hazardous chemical, and hazardous manufacturing. The four major categories of approach to remote technology have been (1) protective clothing and equipment for direct human entry, (2) extended reach tools using distance for safety, (3) telemanipulators with barriers for safety, and (4) teleoperators incorporating mobility with distance and/or barriers for safety. The government and commercial nuclear industry has driven the development of the majority of the actual teleoperator hardware available today. This hardware has been developed largely due to the unsatisfactory performance of the protective-clothing approach in many hostile applications. Manipulation systems which have been developed include crane/impact wrench systems, unilateral power manipulators, mechanical master/slaves, and servomanipulators. Viewing systems have included periscopes, shield windows, and television systems. Experience over the past 45 years indicates that maintenance system flexibility is essential to typical repair tasks because they are usually not repetitive, structured, or planned. Fully remote design (manipulation, task provisions, remote tooling, and facility synergy) is essential to work task efficiency. Work for space applications has been primarily research oriented with relatively few successful space applications, although the shuttle`s remote manipulator system has been quite successful. In the last decade, underwater applications have moved forward significantly, with the offshore oil industry and military applications providing the primary impetus.

    With the Nation's coal-burning utilities facing the possibility of tighter controls on mercury pollutants, the U.S. Department of Energy is funding projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Mercury is known to have toxic effects on the nervous system of humans and wildlife. Although it exists only in trace amounts in coal, mercury is released when coal burns and can accumulate on land and in water. In water, bacteria transform the metal into methylmercury, the most hazardous form of the metal. Methylmercury can collect in fish and marine mammals in concentrations hundreds of thousands times higher than the levels in surrounding waters. One of the goals of DOE is to develop technologies by 2005 that will be capable of cutting mercury emissions 50 to 70 percent at well under one-half of today's costs. ADA Environmental Solutions (ADA-ES) is managing a project to test mercury control technologies at full scale at four different power plants from 2000--2003. The ADA-ES project is focused on those power plants that are not equipped with wet flue gas desulfurization systems. ADA-ES has developed a portable system that will be tested at four different utility power plants. Each of the plants is equipped with either electrostatic precipitators or fabric filters to remove solid particles from the plant's flue gas. ADA-ES's technology will inject a dry sorbent, such as activated carbon, which removes the mercury and makes it more susceptible to capture by the particulate control devices. A fine water mist may be sprayed into the flue gas to cool its temperature to the range where the dry sorbent is most effective. PG&E National Energy Group is providing two test sites that fire bituminous coals and both are equipped with electrostatic precipitators and carbon/ash separation systems. Wisconsin Electric Power Company is providing a third test site that burns Powder River Basin (PRB) coal and has an electrostatic

    Florida International University's (FIU) Hemispheric Center for Environmental Technology (HCET) evaluated five saws for their effectiveness in cutting specially prepared fiberglass-reinforced plywood crates. These crates were built as surrogates for crates that presently hold radioactively contaminated glove boxes at the Department of Energy's (DOE) Los Alamos facility. The DeWalt reciprocating saw was assessed on August 13, 2001. During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The DeWalt reciprocating saw is a hand-held industrial tool used for cutting numerous materials, including wood and various types of metals depending upon the chosen blade. Its design allows for cutting close to floors, corners, and other difficult areas. An adjustable shoe sets the cut at three separate depths. During the demonstration for the dismantling of the fiberglass-reinforced plywood crate, the saw was used for extended continuous cutting, over a period of approximately two hours. The dismantling operation involved vertical and horizontal cuts, saw blade changes, and material handling. During this process, operators experienced vibration to the hand and arm in addition to a temperature rise on the handgrip. The blade of the saw is partially exposed during handling and fully exposed during blade changes. Administrative controls, such as duty time of the operators and the machine, operator training, and personal protective equipment (PPE), such as gloves, should be considered when using the saw in this application. Personal noise sampling indicated that both workers were exposed to noise levels exceeding the Occupational Safety and Health Administration's (OSHA) Action Level of 85 decibels (dBA) with time-weighted averages (TWA's) of 88.3 and 90.6 dBA.     The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is currently transitioning its emphasis from a design and construction phase toward start-up and commissioning. With this transition, the WTP Project has initiated more detailed assessments of the requirements related to actual processing of the Hanford Site tank waste. One particular area of interest is the waste qualification program to be implemented to support the WTP. Given the successful implementation of similar waste qualification efforts at the Savannah River Site (SRS), based on critical technical support and guidance from the Savannah River National Laboratory (SRNL), WTP requested the utilization of subject matter experts from SRNL to support a technology exchange to perform a review of the WTP waste qualification program, discuss the general qualification approach at SRS, and to identify critical lessons learned through the support of DWPF's sludge batch qualification efforts. As part of Phase 1, SRNL subject matter experts in critical technical and/or process areas reviewed specific WTP waste qualification information. The Phase 1 review was a collaborative, interactive, and iterative process between the two organizations. WTP provided specific analytical procedures, descriptions of equipment, and general documentation as baseline review material. SRNL subject matter experts reviewed the information and, as appropriate, requested follow-up information or clarification to specific areas of interest. This process resulted in multiple teleconferences with key technical contacts from both organizations resolving technical issues that lead to the results presented in this report. This report provides the results of SRNL's Phase 1 review of the WAC-DQO waste acceptance criteria and processability parameters, and the specific unit operations which are required to support WTP waste qualification efforts.     The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

These crates were built as surrogates for crates that presently hold radioactively contaminated gloveboxes at the Department of Energy's (DOE) Los Alamos facility. The Evolution 180 circular saw was assessed on August 14, 2001. During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Evolution 180 is a portable, metal cutting circular saw with a 7-inch diameter blade. The blade is contained within the main housing and has a retractable lower blade guard to prevent operator access to the blade during operation and shutdown. The saw is equipped with a chip collector. The maximum cutting thickness for metal is one-quarter inch and can cut steel tubing and pipe 2 inches in diameter. The unit is operated with an on/off guarded trigger switch and is supported with the hand guide mounted to the side of the saw. An adjustable lever sets the depth of the cut. The machine's circuitry will automatically shut the saw motor off if excessive overload is detected during operation. The one-half hour demonstration involved vertical and horizontal cuts and blade changes. During this process, operators experienced binding of the saw. This caused the blade to become hot, causing the sawdust collected in the chip collector to smoke. Care should be exercised to use the appropriate blade for the application, operator training, and personal protective equipment (PPE). Personal noise sampling indicated that neither worker was over the Occupational Safety and Health Administration's (OSHA) Action Level of 85 decibels (dBA) with time-weighted averages (TWA's) of 69.1 and 68.8 dBA. The annual OPSMAX time for the Southern Great Plains (SGP) site is 8,322 hours per year (0.95 × 8,760, the number hours in a year, not including leap year). These crates were built as surrogates for crates that presently hold radioactively contaminated glove boxes at the Department of Energy's (DOE) Los Alamos facility. The Porter-Cable circular saw was assessed on August 15-16, 2001 (Porter-Cable No.1 and Porter-Cable No.2, respectively). During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Porter-Cable saw is a straightforward machine for cutting wood of varying thickness. The blade is fully guarded with a fixed upper and a lower retractable guard. The lower guard retracts as the blade engages the work piece. The unit is operated with an on/off guarded trigger switch and is supported with a handgrip mounted near the front of the saw. The saw is equipped with a directional nozzle, which aims sawdust away from the operator and the line of cut. An optional vacuum system, attached to the directional nozzle, is used to remove and collect dust. During the demonstration of Porter-Cable No.1, personal noise sampling indicated that one worker was under and one was at the Occupational Safety and Health Administration's (OSHA) Action Level of 85 decibels (dBA) with time-weighted averages (TWA's) of 82.7 and 84.6 dBA, respectively. During the demonstration of Porter-Cable No.2, however, both workers did exceed the Action Level with TWA's of 89.7 and 90.0 dBA. These data are not entirely representative as they were gathered during a simulation and not at the actual worksite. Additional sampling should be conducted on-site, but the workers should wear hearing protection until it is determined that it is no longer necessary.     Florida International University's (FIU) Hemispheric Center for Environmental Technology (HCET) evaluated five saws for their effectiveness in cutting up specially prepared fiberglass-reinforced plywood crates. These crates were built as surrogates for crates that presently hold radioactive contaminated glove boxes at the Department of Energy's (DOE) Los Alamos facility. The Adamant circular saw was assessed on August 14, 2001. During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Adamant was only used during a limited ''test'' on a regular plywood crate due to safety considerations of the tool for this application. The Adamant circular saw, a counter-rotating twin-cutter, constructed with blades that work differently than conventional cutting wheels with twin blades, each rotating in opposite directions. It is used to cut wood and metals. Each blade is approximately 8 3/4 inches in diameter with a maximum cutting depth of 2 1/2 inches. The machine has two rotation speeds: 1,900 and 2,900 rotations per minute (rpm). The saw is operated with an interlocked, guarded trigger switch located at the end of the saw opposite the cutting blades. To operate the saw, the safety interlock must be depressed prior to powering the saw with the trigger control. The saw is supported by a handle at the front of the saw near the cutting blades. The top part of the blades is guarded near the handle, with approximately three-fourths of the face of the blades exposed. The Adamant circular saw is an innovative technology used to cut metals and wood. Its safety features include: interlocking switch for powering the saw, overload indicator and shutoff, and an electronic brake that stops the engine immediately when the start button is released.     Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

This document describes the monitoring program that will ensure that actions taken under Phases I and II of the LEFPC remedial action are protective of human health and the environment.

    As control rooms are modernized with new digital systems at nuclear power plants, it is necessary to evaluate the operator performance using these systems as part of a verification and validation process. There are no standard, predefined metrics available for assessing what is satisfactory operator interaction with new systems, especially during the early design stages of a new system. This report identifies the process and metrics for evaluating human system interfaces as part of control room modernization. The report includes background information on design and evaluation, a thorough discussion of human performance measures, and a practical example of how the process and metrics have been used as part of a turbine control system upgrade during the formative stages of design. The process and metrics are geared toward generalizability to other applications and serve as a template for utilities undertaking their own control room modernization activities.

    This technical memorandum provides background information on the Western Area Power Administration (Western) and the physical characteristics of the Salt Lake City Area Integrated Projects (SLCA/IP) hydropower plants, which include the Colorado River Storage Project, the Rio Grande Project, and the Collbran Project. In addition, the history, electrical capacity, storage capacity, and flow restrictions at each dam are presented. An overview of Western`s current programs and services, including a review of statutory authorities, agency discretion, and obligations, is also provided. The variability of SLCA/IP hourly generation under various alternative marketing strategies and purchasing programs is discussed. The effects of Western`s services, such as area load control, outage assistance, and transmission, on SLCA/IP power plant operations are analyzed.

    In the Department of Energy (DOE) Implementation Plan (IP) for Defense Nuclear Facilities Safety Board's Recommendation 2009-1, the DOE committed to studying the use of quantitative risk assessment methodologies at government agencies and industry. This study consisted of document reviews and interviews of senior management and risk assessment staff at six organizations. Data were collected and analyzed on risk assessment applications, risk assessment tools, and controls and infrastructure supporting the correct usage of risk assessment and risk management tools. The study found that the agencies were in different degrees of maturity in the use of risk assessment to support the analysis of high hazard operations and to support decisions related to these operations. Agencies did not share a simple, 'one size fits all' approach to tools, controls, and infrastructure needs. The agencies recognized that flexibility was warranted to allow use of risk assessment tools in a manner that is commensurate with the complexity of the application. The study also found that, even with the lack of some data, agencies application of the risk analysis structured approach could provide useful insights such as potential system vulnerabilities. This study, in combination with a companion study of risk assessment programs in the DOE Offices involved in high hazard operations, is being used to determine the nature and type of controls and infrastructure needed to support risk assessments at the DOE.

    Upper East Fork Popular Creek Operable Unit 3 (UEFPC OU 3) is a source term OU composed of seven sites, and is located in the western portion of the Y-12 Plant. For the most part, the UEFPC OU 3 sites served unrelated purposes and are geographically removed from one another. The seven sites include the following: Building 81-10, the S-2 Site, Salvage Yard oil storage tanks, the Salvage Yard oil/solvent drum storage area, Tank Site 2063-U, the Salvage Yard drum deheader, and the Salvage Yard scrap metal storage area. All of these sites are contaminated with at least one or more hazardous and/or radioactive chemicals. All sites have had some previous investigation under the Y-12 Plant RCRA Program. The work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to each OU 3 site. The potential for release of contaminants to receptors through various media is addressed, and a sampling and analysis plan is presented to obtain objectives for the remedial investigation. Proposed sampling activities are contingent upon the screening level risk assessment, which includes shallow soil sampling, soil borings, monitoring well installation, groundwater sampling, and surface water sampling. Data from the site characterization activities will be used to meet the above objectives. A Field Sampling Investigation Plan, Health and Safety Plan, and Waste Management Plan are also included in this work plan.

During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Milwaukee worm drive circular saw is a hand-held tool with a 7 1/4-inch diameter circular blade for cutting wood. The saw contains a fixed upper and a retractable lower blade guard to prevent access to the blade during use. The unit is operated with an on/off guarded trigger switch; and is supported with a handgrip mounted on top of the saw. An adjustable lever sets the depth of cut. The retractable blade guard permits blind or plunge cuts and protects from blade access during shutdown and blade coast. Kickback, the sudden reaction to a pinched blade, is possible when using this saw and could cause the saw to lift up and out of the work piece toward the operator. Proper work position and firm control of the saw minimizes the potential for a sprain or strain. Care needs to be exercised to support the work piece properly and to not force the tool.
