    This technical memorandum presents Preliminary Remediation Goals (PRGs) for use in human health risk assessment efforts under the United States Department of Energy, Oak Ridge Operations Office Environmental Restoration (ER) Division. This document provides the ER Division with standardized PRGs which are integral to the Remedial Investigation/Feasibility Study process. They are used during project scooping (Data Quality Objectives development), in screening level risk assessments to support early action or No Further Investigation decisions, and in the baselines risk assessment where they are employed in the selection of chemicals of potential concern. The primary objective of this document is to standardize these values and eliminate any duplication of effort by providing PRGs to all contractors involved in risk activities. In addition, by managing the assumptions and systems used in PRG derivation, the ER Risk Assessment Program will be able to control the level of quality assurance associated with these risk-based guideline values.

    The Secretary of Energy’s Office of Independent Oversight and Performance Assurance (OA) conducted an inspection of environment, safety, and health (ES&H) and emergency management programs at the U.S. Department of Energy (DOE) East Tennessee Technology Park (ETTP) site in April-May 2003. The inspection was performed as a joint effort by the OA Office of Environment, Safety and Health Evaluations and the Office of Emergency Management Oversight. This volume discusses the results of the review of the ETTP ES&H programs. The results of this OA inspection indicate that work remains to address a number of deficiencies in ISM processes and implementation of those processes. However, the results of this inspection also indicate that ETTP has made significant progress in the past three years in addressing systemic deficiencies. Section 2 of this volume provides an overall discussion of the results of the review of the ETTP ES&H programs, including positive aspects and weaknesses. Section 3 provides OA’s conclusions regarding the overall effectiveness of OR and ETTP management of the ES&H programs. Section 4 presents the ratings assigned during this review. Appendix A provides supplemental information, including team composition. Appendix B identifies the specific findings that require corrective action and follow-up. Appendix C presents the results of the review of selected guiding principles of ISM. Appendix D presents the results of the review of the OR and contractor feedback and continuous improvement processes. Appendices E and F provide the results of the review of the application of the core functions of ISM for the selected BJC and BNFL activities, respectively.

    The purpose of this guide is to describe each of the documents and record series pertaining to the production, release, and disposal of radioactive barium-lanthanum (RaLa), iodine-131, and cesium-137 at the Department of Energy`s (DOE) Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role. It provides information on the history of the DOE-Oak Ridge Reservation (ORR), particularly ORNL. Specific attention is given to the production of RaLa and the fission products iodine-131 and cesium-137. This introduction also describes the methodologies HAI used in the selection and inventorying of documents and record series pertaining to RaLa, iodine-131, and cesium-137, and in the production of this guide. Concluding paragraphs describe the arrangement of the record series, explain the information contained in the record series descriptions, and indicate restrictions on access to the records.

OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    Oak Ridge National Laboratory's (ORNL's) Cray XT5 supercomputer, Jaguar, kicked off the era of petascale scientific computing in 2008 with applications that sustained more than a thousand trillion floating point calculations per second - or 1 petaflop. Jaguar continues to grow even more powerful as it helps researchers broaden the boundaries of knowledge in virtually every domain of computational science, including weather and climate, nuclear energy, geosciences, combustion, bioenergy, fusion, and materials science. Their insights promise to broaden our knowledge in areas that are vitally important to the Department of Energy (DOE) and the nation as a whole, particularly energy assurance and climate change. The science of the 21st century, however, will demand further revolutions in computing, supercomputers capable of a million trillion calculations a second - 1 exaflop - and beyond. These systems will allow investigators to continue attacking global challenges through modeling and simulation and to unravel longstanding scientific questions. Creating such systems will also require new approaches to daunting challenges. High-performance systems of the future will need to be codesigned for scientific and engineering applications with best-in-class communications networks and data-management infrastructures and teams of skilled researchers able to take full advantage of these new resources. The Oak Ridge Leadership Computing Facility (OLCF) provides the nation's most powerful open resource for capability computing, with a sustainable path that will maintain and extend national leadership for DOE's Office of Science (SC). The OLCF has engaged a world-class team to support petascale science and to take a dramatic step forward, fielding new capabilities for high-end science.     This Remedial Investigation (RI) Work Plan has been developed as part of the US Department of Energy`s (DOE`s) investigation of the Groundwater Operable Unit (GWOU) at Oak Ridge National Laboratory (ORNL) located near Oak Ridge, Tennessee. The first iteration of the GWOU RI Work Plan is intended to serve as a strategy document to guide the ORNL GWOU RI. The Work Plan provides a rationale and organization for groundwater data acquisition, monitoring, and remedial actions to be performed during implementation of environmental restoration activities associated with the ORNL GWOU. It Is important to note that the RI Work Plan for the ORNL GWOU is not a prototypical work plan. The RI will be conducted using annual work plans to manage the work activities, and task reports will be used to document the results of the investigations. Sampling and analysis results will be compiled and reported annually with a review of data relative to risk (screening level risk assessment review) for groundwater. This Work Plan outlines the overall strategy for the RI and defines tasks which are to be conducted during the initial phase of investigation. This plan is presented with the understanding that more specific addenda to the plan will follow.

    On December 21, 1989, the EPA placed the US Department of Energy`s (DOE`s) Oak Ridge Reservation (ORR) on the National Priorities List (NPL). On January 1, 1992, a Federal Facilities Agreement (FFA) between the DOE Field Office in Oak Ridge (DOE-OR), EPA Region IV, and the Tennessee Department of Environment and Conservation (TDEC) went into effect. This FFA establishes the procedural framework and schedule by which DOE-OR will develop, coordinate, implement and monitor environmental restoration activities on the ORR in accordance with applicable federal and state environmental regulations. The DOE-OR Environmental Restoration Program for the ORR addresses the remediation of areas both within and outside the ORR boundaries. This sampling and analysis plan focuses on confirming the cleanup of the stretch of EFPC flowing from Lake Reality at the Y-12 Plant through the City of Oak Ridge, to Poplar Creek on the ORR and its associated floodplain. Both EFPC and its floodplain have been contaminated by releases from the Y-12 Plant since the mid-1950s. Because the EFPC site-designated as an ORR operable unit (OU) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) is included on the NPL, its remediation must follow the specific procedures mandated by CERCLA, as amended by the Superfund Amendments and Reauthorization Act in 1986.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Idaho Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. OTD programs are designed to make new, innovative, and more cost-effective technologies available for transfer to DOE environmental restoration and waste management end-users. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

  18. Cooling season performance of an earth-sheltered office/dormitory building in Oak Ridge, Tennessee

    Detailed hourly measurements taken in and around an underground office-dormitory building for two summers document energy savings; whole building-component interface problems; and specific cooling contributions from earth contact, interior thermal mass, and an economizer. The Joint Institute Dormitory (JID) saves about 30% compared with well-built above-grade buildings in a climate typical of Oak Ridge, Tennessee, and has the potential to save as much as 50%. The detailed measurements, which include extensive thermal comfort data, indicate that at least 90% of the occupants are comfortable all of the time. The thermal performance measurements and analysis determine that the peak cooling requirement of this building is 50% less than that of well-built above-grade structures, permitting a cost savings on installed cooling capacity. The dominant building components contributing to the good thermal performance are the structural thermal mass, the earth-covered roof, and the earth contact provided by the bermed walls and slab floor. The 372-m/sup 2/ (4000 gross ft/sup 2/) building used about $300 (at 5.7 cents/kWh) to cool and ventilate from May through September. Eliminating a number of building design and construction anomalies could improve the whole-building performance and reduce the seasonal cooling cost another $85. Close examination of the thermal performance of this building revealed that a very efficient heat pump and thermally sound envelope do not necessarily produce otpimum performance without careful attention given to component interface details. 8 references, 24 figures, 12 tables.

    This paper presents the results of 11 after-hours walk-throughs of offices in the San Francisco CA and Washington D.C. areas. The primary purpose of these walk-throughs was to collect data on turn-off rates for various types of office equipment (computers, monitors, printers, fax machines, copiers, and multifunction products). Each piece of equipment observed was recorded and its power status noted (e.g. on, off, low power). Whenever possible, we also recorded whether power management was enabled on the equipment. The floor area audited was recorded as well, which allowed us to calculate equipment densities. We found that only 44 percent of computers, 32 percent of monitors, and 25 percent of printers were turned off at night. Based on our observations we estimate success rates of 56 percent for monitor power management and 96 percent for enabling of power management on printers.

    In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly. Certain hazards were recognized and dealt with from the beginning. However, the techniques used, though standard practices at the time, are now known to have been inadequate. Consequently, the DOE has committed to an aggressive program for cleaning up the environment and has initiated an Environmental Restoration Program involving all its field offices. The objective of this program is to ensure that inactive and surplus DOE facilities and sites meet current standards to protect human health and the environment. The objective of these activities is to ensure that risks posed to human health and safety and the environment by inactive sites and surplus facilities contaminated with radioactive, hazardous, and/or mixed wastes are either eliminated or reduced to prescribed safe levels.     An environmental analysis of the operation of the Oak Ridge National Laboratory (ORNL) facilities in Bethel Valley and Melton Valley was conducted to present to the public information concerning the extent to which recognizable effects, or potential effects, on the environment may occur. The analysis addresses current operations of the ORNL X-10 site and completed operations that may continue to have residual effects. Solid wastes from ORNL operations at the Y-12 site which are transported to the X-10 site for burial (e.g., Biology Division animal wastes) are included as part of X-10 site operation. Socioeconomic effects are associated primarily with the communities where employees live and with the Knoxville Bureau of Economic Analysis economic area as a whole. Therefore, ORNL employees at both Y-12 and X-10 sites are included in the ORNL socioeconomic impact analysis. An extensive base of environmental data was accumulated for this report. Over 80 reports related to ORNL facilities and/or operations are cited as well as many open-literature citations. Environmental effects of the operation of ORNL result from operational discharges from the onsite facilities; construction and/or modification of facilities, transportation to and from the site of persons, goods and services; socioeconomic impacts to the local, regional, and general population; and accidental discharges if they should occur. Operational discharges to the environnment are constrained by federal, state, and local regulations and by criteria established by the US Department of Energy to minimize adverse impacts. It is the purpose of this document to evaluate the operation of the ORNL insofar as impacts beyond the site boundary may occur or have the potential for occurrence.

    This document outlines the activities necessary to conduct a Remedial Investigation (RI) of the Chestnut Ridge Security Pits (CRSP) at the Oak Ridge Y-12 Plant. The CRSP, also designated Chestnut Ridge Operable Unit (OU) 1, is one of four OUs along Chestnut Ridge on the Oak Ridge Reservation (ORR). The purpose of the RI is to collect data to (1) evaluate the nature and extent of known and suspected contaminants, (2) support an Ecological Risk Assessment (ERA) and a Human Health Risk Assessment (HHRA), (3) support the feasibility study in the development and analysis of remedial alternatives, and (4) ultimately, develop a Record of Decision (ROD) for the site. This chapter summarizes the regulatory background of environmental investigation on the ORR and the approach currently being followed and provides an overview of the RI to be conducted at the CRSP. Subsequent chapters provide details on site history, sampling activities, procedures and methods, quality assurance (QA), health and safety, and waste management related to the RI.

    The Oak Ridge Y-12 Plant includes - 800 acres near the northeast comer of the reservation and adjacent to the city of Oak Ridge (Fig. 1-1). The plant is a manufacturing and developmental engineering facility that produced components for various nuclear weapons systems and provides engineering support to other Energy Systems facilities. More than 200 contaminated sites have been identified at the Y-12 Plant that resulted from past waste management practices. Many of the sites have operable units (OUs) based on priority and on investigative and remediation requirements. This Remedial Investigation RI work plan specifically addresses Chestnut Ridge OU 4. Chestnut Ridge OU 4 consists of Rogers Quarry and Lower McCoy Branch (MCB). Rogers Quarry, which is also known as Old Rogers Quarry or Bethel Valley Quarry was used for quarrying from the late 1940s or early 1950s until about 1960. Since that time, the quarry has been used for disposal of coal ash and materials from Y-12 production operations, including classified materials. Disposal of coal ash ended in July 1993. An RI is being conducted at this site in response to CERCLA regulations. The overall objectives of the RI are to collect data necessary to evaluate the nature and extent of contaminants of concern, support an Ecological Risk Assessment and a Human Health Risk Assessment, support the evaluation of remedial alternatives, and ultimately develop a Record of Decision for the site. The purpose of this work plan is to outline RI activities necessary to define the nature and extent of suspected contaminants at Chestnut Ridge OU 4. Potential migration pathways also will be investigated. Data collected during the RI will be used to evaluate the risk posed to human health and the environment by OU 4.

    To effectively evaluate the cumulative impact of releases from multiple sources of contamination, a structured approach has been adopted for Oak Ridge Reservation (ORR) based on studies of the groundwater and surface water separate from studies of the sources. Based on the realization of the complexity of the hydrogeologic regime of the ORR, together with the fact that there are numerous sources contributing to groundwater contamination within a geographical area, it was agreed that more timely investigations, at perhaps less cost, could be achieved by separating the sources of contamination from the groundwater and surface water for investigation and remediation. The result will be more immediate attention [Records of Decision (RODS) for interim measures or removal actions] for the source Operable Units (OUs) while longer-term remediation investigations continue for the hydrogeologic regime`s, which are labeled as integrator OUs. This Remedial Investigation work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to the unit. Taking advantage of the historical data base and ongoing monitoring activities and applying the observational approach to focus data gathering activities will allow the Feasibility Study to evaluate all probable or likely alternatives.

    Oak Ridge National Laboratory's Leadership Computing Facility (OLCF) continues to deliver the most powerful resources in the U.S. for open science. At 2.33 petaflops peak performance, the Cray XT Jaguar delivered more than 1.5 billion core hours in calendar year (CY) 2010 to researchers around the world for computational simulations relevant to national and energy security; advancing the frontiers of knowledge in physical sciences and areas of biological, medical, environmental, and computer sciences; and providing world-class research facilities for the nation's science enterprise. Scientific achievements by OLCF users range from collaboration with university experimentalists to produce a working supercapacitor that uses atom-thick sheets of carbon materials to finely determining the resolution requirements for simulations of coal gasifiers and their components, thus laying the foundation for development of commercial-scale gasifiers. OLCF users are pushing the boundaries with software applications sustaining more than one petaflop of performance in the quest to illuminate the fundamental nature of electronic devices. Other teams of researchers are working to resolve predictive capabilities of climate models, to refine and validate genome sequencing, and to explore the most fundamental materials in nature - quarks and gluons - and their unique properties. Details of these scientific endeavors - not possible without access to leadership-class computing resources - are detailed in Section 4 of this report and in the INCITE in Review. Effective operations of the OLCF play a key role in the scientific missions and accomplishments of its users. This Operational Assessment Report (OAR) will delineate the policies, procedures, and innovations implemented by the OLCF to continue delivering a petaflop-scale resource for cutting-edge research.     The Department of Energy (Department), Nevada Operations office (Nevada) is responsible for following established policy in obtaining necessary support services through its Contract Management Division. The objective of the audit was to determine whether Nevada and its Management and Operating (M&O) contractors were following Federal and Department policies with regard to directed support service subcontracts. The audit showed that program offices in Nevada and Headquarters were directing the Nevada M&O contractor to award subcontracts to specific companies or individuals. The subcontractors reported either directly to a program office or to a national laboratory. Furthermore, the subcontractors` work products were delivered directly to the requesting program office. The M&O contractor had only administrative responsibility for the subcontracts awarded. This occurred because Nevada had not established adequate internal controls over the process of procuring support service. As a result, the M&O contractor was paid a higher award fee for managing the Department`s contracts and may have incurred additional costs in staffing its procurement office. We recommended that the Manager, Nevada Operations Office, discontinue directed support service subcontracts to its M&O contractor and act to strengthen internal controls over subcontracting. Nevada management partially concurred with the recommendations but did not believe the directed procurements cited in the report were inappropriate.     Oak Ridge National Laboratory's Leadership Computing Facility (OLCF) continues to deliver the most powerful resources in the U.S. for open science. At 2.33 petaflops peak performance, the Cray XT Jaguar delivered more than 1.4 billion core hours in calendar year (CY) 2011 to researchers around the world for computational simulations relevant to national and energy security; advancing the frontiers of knowledge in physical sciences and areas of biological, medical, environmental, and computer sciences; and providing world-class research facilities for the nation's science enterprise. Users reported more than 670 publications this year arising from their use of OLCF resources. Of these we report the 300 in this review that are consistent with guidance provided. Scientific achievements by OLCF users cut across all range scales from atomic to molecular to large-scale structures. At the atomic scale, researchers discovered that the anomalously long half-life of Carbon-14 can be explained by calculating, for the first time, the very complex three-body interactions between all the neutrons and protons in the nucleus. At the molecular scale, researchers combined experimental results from LBL's light source and simulations on Jaguar to discover how DNA replication continues past a damaged site so a mutation can be repaired later. Other researchers combined experimental results from ORNL's Spallation Neutron Source and simulations on Jaguar to reveal the molecular structure of ligno-cellulosic material used in bioethanol production. This year, Jaguar has been used to do billion-cell CFD calculations to develop shock wave compression turbo machinery as a means to meet DOE goals for reducing carbon sequestration costs. General Electric used Jaguar to calculate the unsteady flow through turbo machinery to learn what efficiencies the traditional steady flow assumption is hiding from designers. Even a 1% improvement in turbine design can save the nation billions of gallons of
