    This article outlines the minimum safety requirements that should be considered for onshore and offshore oil well service operations with coiled tubing equipment. These guidelines comply with Minerals Management Service (MMS) regulations issued on May 31, 1988, for offshore work. Where specific MMS regulations are sited, the regulation reference, Incident of Non-Compliance (INC), number is provided. These guidelines can be used by operators and contractors, and although U.S. offshore operations are emphasized, they are applicable wherever coiled tubing services are used.

    Operations involving sand or solids washing are the most common of today's coiled tubing workover services. Wellbore cleanouts require pumping fluid that will entrain solids and return them to the surface. In most cases, wash fluids and solids are captured in surface tanks of sufficient volume to allow solids to settle out. Where practical, fluids are recirculated to reduce cost. An important concern when designing sand wash programs is correct fluid system selection. Wash fluids should closely balance BHP and provide piston like displacement for solids removal. This paper is an overview of compressible and incompressible fluids commonly used for coiled tubing services.

    This paper reports that pulling tubing to clean out a production liner at Prudhoe Bay Unit Western Operating Area (PBU WOA) averages $600,000 to $800,000. Coiled tubing underreaming was developed to accomplish this objective at lower costs. Beginning in 1988, these operations have been improved through several generations of procedures and tool designs. Using current technology, the underreamer, in conjunction with coiled tubing, can reduce the cost of drilling out to a liner to about $50,000 or $100,000, depending on the amount and type of material to be removed. PBU WOA, operated by BP Exploration, produces about 600,000 bopd from 395 wells. Another 61 wells are used to inject produced water, seawater and miscible fluids. Most of the remedial well servicing operations are conducted using coiled tubing (CT). Three contract coiled tubing units (CTUs) work daily, performing wellbore cleanouts, stimulations, inflatable bridge plug installations and cement squeeze operations. About 42 underreaming jobs were performed from 1990 to 1991 at PBU WOA for an average cost of between $75,000 and $100,000, a cost savings of $500,000 power well compared to pulling tubing and cleaning out the wells conventionally.

    Perhaps the most exciting area of coil tubing technology in the oil and gas industry is the development and testing of specialized tools for improving existing operations or meeting the requirements of new applications and techniques. A new generation of surface equipment and downhole tools will greatly expand through-tubing well servicing utility. This paper provides descriptions of current peripheral devices for concentric well work. It also includes a look at what's needed to meet future challenges and advance this technology. Fishing operations include removal of inflatable bridge plugs, lock mandrels stuck in profile nipples, coiled tubing, coiled tubing bottomhole assemblies (BHAs) and wireline. Recommended guidelines for selecting candidates, proper tool string configuration and operational techniques are presented here to assist coiled tubing supervisors and company representatives in the planning and implementation of efficient and effective fishing operations. Treatment of these areas are not intended to be exhaustive, but rather generally representative of common applications. Each fishing operation requires individualized analysis and planning.

    Drilling with a continuous (rather than jointed) drill string is an old concept that is gaining new attention as a result of recent advances made in coiled tubing and drilling technology. The development of larger diameter, reliable, high-strength coiled tubing and smaller diameter, positive displacement motors, orienting tools, surveying systems and fixed cutting drill bits have given drilling with a continuous drill string a capability that was previously unattainable. Like its many other uses, (e.g., squeeze cementing, wellbore cleanouts, flow initiation, logging) the continuity of coiled tubing gives it several advantages over conventional drill strings. These include: drilling underbalanced safely, significantly reduced trip time, continuous circulation, smaller surface requirements. Coiled tubing drilling operations have smaller surface lease requirements than most conventional rigs due to the smaller footprint of the coiled tubing unit and associated equipment. Current coiled tubing drilling operations have the following limitations: conventional rig assistance is required for well preparation; conventional rigs must assist in running long protective and production casing strings or liners; hole sizes are smaller; working depth capabilities are shallower, coiled tubing life is less. This paper goes on to discuss the history of continuous drill strings and includes information on tubing units, circulating systems, drilling fluids, well control systems, downhole tools, orientation tools, and bottomhole assemblies. It then gives a cost comparison and an application of this type of drilling.

    Sand production can severely impact well performance and profitability by damaging production equipment or plugging wellbores. Sand control in existing wells may be required because of inadequate initial completion design, recompletion to new intervals or changes in reservoir production characteristics. The most durable and reliable sand control is by conventional gravel packing, but in some cases, conventional packs may not be economic or feasible. Improvements in coiled tubing technology and reliability have resulted in better application and increased acceptance of through-tubing sand control. Concentric gravel packing and sand consolidation are being used more because of advances in equipment, services, downhole tools and fluids. Candidates for these techniques include conventional completions that begin producing sand and wells with gravel pack failures. Economical jobs have been performed successfully in several different wellbore configurations. Some initially non-gravel packed wells are now being designed for possible through-tubing gravel packing, anticipating sand production later in the completion's producing life. This paper reviews the general procedures for installing a through-tubing, washdown mechanical gravel pack using coiled tubing conveyance and placement techniques.

    The US Environmental Protection Agency (EPA) has funded a pilot project to assist small and medium-size manufacturers who want to minimize their generation of waste but who lack the expertise to do so. In an effort to assist these manufacturers Waste Minimization Assessment Centers (WMACs) were established at selected universities and procedures were adapted from the EPA Waste Minimization Opportunity Assessment Manual. The WMAC team at Colorado State University performed an assessment at a plant that manufacturers commercial food service equipment. Raw materials used by the plant include stainless steel, mild steel, aluminum, and copper and brass. Operations performing in the plant include cutting, forming, bending, welding, polishing, painting, and assembly The team`s report, detailing findings and recommendations, indicated that paint-related wastes (organic solvents) are generated in large quantities and that significant cost savings could be achieved by retrofitting the water curtain paint spray booth to operate as a dry filter paint booth. Toluene could be replaced by a less toxic solvent. This Research Brief was developed by the principal investigators and EPA`s National Risk Management Research Laboratory, Cincinnati, OH, to announce key findings of an ongoing research project that is fully documented in a separate report of the same title available from University City Science Center.

    This is Volume 1 of an operations manual designed to facilitate the development of biomonitoring strategies for U.S. Fish and Wildlife Service Lands. It is one component of the U.S. Fish and Wildlife Service Lands Biomonitoring Operations Manual. The Volume contains the Introduction to the Manual, background information on monitoring, and procedures for developing a biomonitoring strategy for Service lands. The purpose of the Biomonitoring Operations Manual is to provide an approach to develop and implement biomonitoring activities to assess the status and trends of U.S. Fish and Wildlife Service trust resources. It also provides field sampline methods and documentation protocols for contaminant monitoring activities. The strategy described in the Manual has been designed as a stand alone process to characterize the presence of contaminants on lands managed by the Service. This process can be sued to develop a monitoring program for any tract of real estate with potential threats from on- or off-site contaminants. Because the process was designed to address concerns for Service lands that span the United States from Alaska to the Tropical Islands, it has a generic format that can be used in al types of ecosystems, however, significant site specific informtion is required to complete the Workbook and make the process work successfully.

    The specifications recommended for buying linepipe for wet, sour service are described. A two-fold approach is used. First the linepipe is tested to verify that it is resistant to hydrogen induced cracking (HIC). Second, fracture mechanics requirements are imposed so that if hydrogen induced cracking does occur due to steel-making or operation upsets, a line rupture is guaranteed to self-arrest, thus minimizing the consequences of the failure. Correlations of HIC susceptibility test results with actual service performance are presented. The HIC test acceptance criteria used by the authors are discussed. The fracture mechanics considerations include drop weight tear testing to establish ductile failures and Charpy impact testing to assure self-arrest of an unstable crack, as well as maximum crack initiation energy. The paper concludes with a brief discussion of the commercial availability of linepipe produced to the specifications discussed below.

    In order to enhance the resilience of the Nation and its ability to protect itself in the face of natural and human-caused hazards, the ability of the critical infrastructure (CI) system to withstand specific threats and return to normal operations after degradation must be determined. To fully analyze the resilience of a region and the CI that resides within it, both the actual resilience of the individual CI and the capability of the Emergency Services Sector (ESS) to protect against and respond to potential hazards need to be considered. Thus, a regional resilience approach requires the comprehensive consideration of all parts of the CI system as well as the characterization of emergency services. This characterization must generate reproducible results that can support decision making with regard to risk management, disaster response, business continuity, and community planning and management. To address these issues, Argonne National Laboratory, in collaboration with the U.S. Department of Homeland Security (DHS) Sector Specific Agency - Executive Management Office, developed a comprehensive methodology to create an Emergency Services Sector Capabilities Index (ESSCI). The ESSCI is a performance metric that ranges from 0 (low level of capabilities) to 100 (high). Because an emergency services program has a high ESSCI, however, does not mean that a specific event would not be able to affect a region or cause severe consequences. And because a program has a low ESSCI does not mean that a disruptive event would automatically lead to serious consequences in a region. Moreover, a score of 100 on the ESSCI is not the level of capability expected of emergency services programs; rather, it represents an optimal program that would rarely be observed. The ESSCI characterizes the state of preparedness of a jurisdiction in terms of emergency and risk management. Perhaps the index's primary benefit is that it can systematically capture, at a given point in time, the capabilities of a jurisdiction to protect itself from, mitigate, respond to, and recover from a potential incident. On the basis of this metric, an interactive tool - the ESSCI Dashboard - can identify scenarios for enhancement that can be implemented, and it can identify the repercussions of these scenarios on the jurisdiction. It can assess the capabilities of law enforcement, fire fighting, search and rescue, emergency medical services, hazardous materials response, dispatch/911, and emergency management services in a given jurisdiction and it can help guide those who need to prioritize what limited resources should be used to improve these capabilities. Furthermore, this tool can be used to compare the level of capabilities of various jurisdictions that have similar socioeconomic characteristics. It can thus help DHS define how it can support risk reduction and community preparedness at a national level. This tool aligns directly with Presidential Policy Directive 8 by giving a jurisdiction a metric of its ESS's capabilities and by promoting an interactive approach for defining options to improve preparedness and to effectively respond to a disruptive event. It can be used in combination with other CI performance metrics developed at Argonne National Laboratory, such as the vulnerability index and the resilience index for assessing regional resilience.

    Dopamine (DA) and DAD{sub 2} receptors (D2R) have been implicated in obesity and are thought to be involved in the rewarding properties of food. Osborne-Mendel (OM) rats are susceptible to diet induced obesity (DIO) while S5B/P (S5B) rats are resistant when given a high-fat diet. Here we hypothesized that the two strains would differ in high-fat food self-administration (FSA) and that the D2R agonist bromocriptine (BC) would differently affect their behavior. Ad-libitum fed OM and S5B/P rats were tested in a FSA operant chamber and were trained to lever press for high-fat food pellets under a fixed-ratio (FR1) and a progressive ratio (PR) schedule. After sixteen days of PR sessions, rats were treated with three different doses of BC (1, 10 and 20 mg/kg). No significant differences were found between the two strains in the number of active lever presses. BC treatment (10 mg/kg and 20 mg/kg) increased the number of active lever presses (10 mg/kg having the strongest effect) whereas it decreased rat chow intake in the home cage with equivalent effects in both strains. These effects were not observed on the day of BC administration but on the day following its administration. Our results suggest that these two strains have similar motivation for procuring high fat food using this paradigm. BC increased operant responding for high-fat pellets but decreased chow intake in both strains, suggesting that D2R stimulation may have enhanced the motivational drive to procure the fatty food while correspondingly decreasing the intake of regular food. These findings suggest that susceptibility to dietary obesity (prior to the onset of obesity) may not affect operant motivation for a palatable high fat food and that differential susceptibility to obesity may be related to differential sensitivity to D2R stimulation.

    A method and computer-based apparatus for monitoring the degradation of, predicting the remaining service life of, and/or planning maintenance for, an operating system are disclosed. Diagnostic information on degradation of the operating system is obtained through measurement of one or more performance characteristics by one or more sensors onboard and/or proximate the operating system. Though not required, it is preferred that the sensor data are validated to improve the accuracy and reliability of the service life predictions. The condition or degree of degradation of the operating system is presented to a user by way of one or more calculated, numeric degradation figures of merit that are trended against one or more independent variables using one or more mathematical techniques. Furthermore, more than one trendline and uncertainty interval may be generated for a given degradation figure of merit/independent variable data set. The trendline(s) and uncertainty interval(s) are subsequently compared to one or more degradation figure of merit thresholds to predict the remaining service life of the operating system. The present invention enables multiple mathematical approaches in determining which trendline(s) to use to provide the best estimate of the remaining service life.

    This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

    In recent years main steam isolation valve (MSIV operating problems have resulted in significant operational transients (e.g., spurious reactor trips, steam generator dry out, excessive valve seat leakage), increased cost, and decreased plant availability. A key ingredient to an engineering-oriented reliability improvement effort is a thorough understanding of relevant historical experience. A detailed review of historical failure data available through the Institute of Nuclear Power Operation`s Nuclear Plant Reliability Data System has been conducted for several types of MSIVs and valve operators for both boiling-water reactors and pressurized-water reactors. The focus of this review is on MSIV failures modes, actuator failure modes, consequences of failure on plant operations, method of failure detection, and major stressors affecting both valves and valve operators.

    Air-operated valves (AOVs) are used in a variety of safety-related applications at nuclear power plants. They are often used where rapid stroke times are required or precise control of the valve obturator is required. They can be designed to operate automatically upon loss of power, which is often desirable when selecting components for response to design basis conditions. The purpose of this report is to examine the reported failures of AOVs and determine whether there are identifiable trends in the failures related to predictable causes. This report examines the specific components that comprise a typical AOV, how those components fail, when they fail, and how such failures are discovered. It also examines whether current testing frequencies and methods are effective in predicting such failures.

    This paper reviews three industry authority's views on developments that will impact coiled tubing equipment and techniques for conventional land locations, Arctic and harsh offshore environments. Examples which are provided include the development of high-strength steels, composite pipe, integral lift devices, abrasive jet drilling, and extended reach drilling. It discusses the application of coiled tubing to well completion and maintenance, including the applications to plugged pipelines. The use of new steels and alloys help increase the corrosion resistance of the drilling stem along with greater load-bearing capacity. The economic advantages of coiled drilling versus jointed tubing drilling is somewhat more questionable as the cost for downhole motors and directional tools remain prohibitively high and borehole diameters remain small.

    Oil and gas wells that flow on initial completion eventually reach a condition of liquid loading that kills the wells. This results form declining reservoir pressure, decreased gas volume (velocity), increased water production and other factors that cause liquids to accumulate at the bottom of the well and exert back pressure on the formation. This restricts or in some cases prevents fluid entry into the wellbore form the formation. Flowing production can be restored or increased by reducing surface backpressure, well bore stimulation, pressure maintenance or by installing a string of smaller diameter tubing. This paper reports on installation (hanging off) of a concentric string of coiled tubing inside existing production tubing which is an economically viable, safe, convenient and effective alterative for returning some of these liquid loaded )logged-up) wells to flowing status.

    Coiled tubing can be used to wash or spot acid across completion intervals in vertical and high-angle wells. This technique allows easy wellbore cleanout, fluid placement flexibility and convenient flowback, and reduces damage from tubular deposits. Better zone coverage and rapid load recovery can improve well productivity. Oil and gas completions are intended to provide for efficient fluid transfer from permeable zones. When fluid inflow is less than optimum, the blockage or restriction is called 'formation damage,' and production or injection can be significantly affected. Damage mitigation treatments range form simple acid soaks to massive hydraulic fracturing, depending on damage type and severity. This article covers planning, designing and implementing treatments using coiled tubing.

    Two topics relating to radioactivity and food are discussed: food irradiation for preservation purposes, and food contamination from radioactive substances. Food irradiation involves the use of electromagnetic energy (x and gamma rays) emitted by radioactive substances or produced by machine in order to destroy the insects and microorganisms present and prevent germination. The sanitary and economic advantages of treating food in this way are discussed. Numerous studies have confirmed that under strictly controlled conditions no undesirable changes take place in food that has been irradiated nor is radioactivity induced. Reference is made to the accident at the Chernobyl nuclear power station, which aroused public concern about irradiated food. The events surrounding the accident are reviewed, and its consequences with regard to contamination of different foods with radioactive substances, particularly iodine-131 and cesium-137, are described. Also discussed are the steps that have been taken by different international organizations to set limits on acceptable radioactivity in food.15 references.

    The purpose of this article is to describe and contrast two relationships between radiation and food--on the one hand, beneficial preservation of food by controlled exposure to ionizing radiation; and, on the other, contamination of food by accidental incorporation of radioactive nuclides within the food itself. In food irradiation, electrons or electromagnetic radiation is used to destroy microorganisms and insects or prevent seed germination. The economic advantages and health benefits of sterilizing food in this manner are clear, and numerous studies have confirmed that under strictly controlled conditions no undersirable changes or induced radioactivity is produced in the irradiated food. An altogether different situation is presented by exposure of food animals and farming areas to radioactive materials, as occurred after the major Soviet nuclear reactor accident at Chenobyl. This article furnishes the basic information needed to understand the nature of food contamination associated with that event and describes the work of international organizations seeking to establish appropriate safe limits for levels of radioactivity in foods.

    In this paper we study the simultaneous problems of food waste and hunger in the context of the possible solution of food (waste) rescue and redistribution. To this end, we develop an empirical model that can be used in Monte Carlo simulations to study the dynamics of the underlying problem. Our model's parameters are derived from a unique data set provided by a large food bank and food rescue organization in north central Colorado. We find that food supply is a non-parametric heavy-tailed process that is well-modeled with an extreme value peaks-over-threshold model. Although the underlying process is stochastic, the basic approach of food rescue and redistribution appears to be feasible both at small and large scales. The ultimate efficacy of this model is intimately tied to the rate at which food expires and hence the ability to preserve and quickly transport and redistribute food.     The Nuclear Waste Policy Act of 1982 assigned to the Department of Energy's (DOE) Office of Civilian Waste Management the responsibility for disposing of high-level waste and spent fuel. A significant part of that responsibility involves transporting nuclear waste materials within the federal waste management system; that is, from the waste generator to the repository. The lead responsibility for transportation operations has been assigned to Oak Ridge Operations, with Oak Ridge National Laboratory (ORNL) providing technical support through the Transportation Operations Support Task Group. One of the ORNL support activities involves assessing what facilities, equipment and services are required to assure that an acceptable, cost-effective and safe transportation operations system can be designed, operated and maintained. This study reviews, surveys and assesses the experience of Nuclear Assurance Corporation (NAC) in operating a fleet of spent-fuel shipping casks to aid in developing the spent-fuel transportation system.

    In Malaysia, municipal solid waste contains a high portion of organic matters, typically contributed by food waste. It is estimated that about 45% of the municipal waste are food waste, followed by the non-food waste such as plastics, metals, glass and others. Food waste, while being properly sorted and contamination free from non-food waste, can be reused (e.g. fertiliser) instead of being landfilled. Therefore, recycling of food waste is crucial not only from the view point of waste management, but also with respect to the reduction of resource losses and greenhouse gases emission. A new waste separation process involved food particles, non-food particles and electrostatic discharge was investigated in this study. The empirical results reveal that the corona electrostatic separation is an environmental-friendly way in recovering foods from municipal waste. The efficiency of the separator, under same operating conditions, varies with the particle size of the food and non-food particles. The highest efficiency of 82% is recorded for the particle sizes between 1.5 and 3.0?mm.

    Published levels of radioactivity in food crops from 21 countries and 4 island chains of Oceania are listed. The tabulation includes more than 3000 examples of 100 different crops. Data are arranged alphabetically by food crop and geographical origin. The sampling date, nuclide measured, mean radioactivity, range of radioactivities, sample basis, number of samples analyzed, and bibliographic citation are given for each entry, when available. Analyses were reported most frequently for /sup 137/Cs, /sup 40/K, /sup 90/Sr, /sup 226/Ra, /sup 228/Ra, plutonium, uranium, total alpha, and total beta, but a few authors also reported data for /sup 241/Am, /sup 7/Be, /sup 60/Co, /sup 55/Fe, /sup 3/H, /sup 131/I, /sup 54/Mn, /sup 95/Nb, /sup 210/Pb, /sup 210/Po, /sup 106/Ru, /sup 125/Sb, /sup 228/Th, /sup 232/Th, and /sup 95/Zr. Based on the reported data it appears that radioactivity from alpha emitters in food crops is usually low, on the order of 0.1 Bq.g/sup -1/ (wet weight) or less. Reported values of beta radiation in a given crop generally appear to be several orders of magnitude greater than those of alpha emitters. The most striking aspect of the data is the great range of radioactivity reported for a given nuclide in similar food crops with different geographical origins.

    The research reported in this document was conducted as a part of the Hanford Environmental Dose Reconstruction (HEDR) Project. The objective of the HEDR Project is to estimate the radiation doses that people could have received from operations at the Hanford Site. Information required to estimate these doses includes estimates of the amounts of potentially contaminated foods that individuals in the region consumed during the study period. In that general framework, the objective of the Food Consumption Task was to develop a capability to provide information about the parameters of the distribution(s) of daily food consumption for representative groups in the population for selected years during the study period. This report describes the methods and data used to estimate food consumption and presents the results developed for Phase I of the HEDR Project.

    A method and apparatus for assessing the efficiency of an in-service motor. The operating characteristics of the in-service motor are remotely measured. The operating characteristics are then applied to an equivalent circuit for electrical motors. Finally the equivalent circuit is evaluated to determine the performance characteristics of said in-service motor. Based upon the evaluation an individual is able to determine the rotor speed, power output, efficiency, and toque of the in-service motor. Additionally, an individual is able to confirm the calculations by comparing measured values with values obtained as a result of the motor equivalent circuit evaluation.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available to respond to system contingencies and random variation in demand. Demand response and energy storage, may provide these services at lower cost to conventional generators. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services. These reserve products were evaluated in a utility system in the western United States, considering different system characteristics, renewable energy penetration, and several other sensitivities.

    Rocky Flats Environmental Technology Site (RFETS), has approximately 10,000 High Efficiency Particulate Air (HEPA) Filters installed in a variety of filter plenums. These ventilation/filtration plenum systems are used to control the release of airborne particulate contaminates to the environment during normal operations and potential accidents. This report summarizes the results of destructive and non-destructive tests on HEPA filters obtained from a wide variety of ages and service conditions. These tests were performed to determine an acceptable service life criteria for HEPA filters used at Rocky Flats Environmental Technology Site (RFETS). A total of 140 filters of various ages (1972 to 1996) and service history (new, aged unused, used) were tested. For the purpose of this report, filter age from manufacture date/initial test date to the current sample date was used, as opposed to the actual time a filter was installed in an operating system.

    Any quantum operation applied on a physical system is performed as a unitary transformation on a larger extended system. If the extension used is a heat bath in thermal equilibrium, the concomitant change in the state of the bath necessarily implies a heat exchange with it. The dependence of the average heat transferred to the bath on the initial state of the system can then be found from the expectation value of a hermitian operator, which is named as the heat transfer operator (HTO). The purpose of this article is the investigation of the relation between the HTOs and the associated quantum operations. Since, any given quantum operation on a system can be realized by different baths and unitaries, many different HTOs are possible for each quantum operation. On the other hand, there are also strong restrictions on the HTOs which arise from the unitarity of the transformations. The most important of these is the Landauer erasure principle. This article is concerned with the question of finding a complete set of restrictions on the HTOs that are associated with a given quantum operation. An answer to this question has been found only for a subset of quantum operations. For erasure operations, these characterizations are equivalent to the generalized Landauer erasure principle. For the case of generic quantum operations however, it appears that the HTOs obey further restrictions which cannot be obtained from the entropic restrictions of the generalized Landauer erasure principle.

    Fitness-for-service assessments can provide information regarding operational reliability of equipment. However, to be meaningful, such assessments require an analytical procedure to determine the ability of engineering structures to tolerate the presence of weld flaws. In recent years, there has been a significant interest in this technology by the refining and petrochemical industries for predicting and avoiding fracture in pressurized components. Most applications have covered pressure vessel and piping where carbon and low alloy steels are the traditional materials of construction. More recently, fitness for service questions have developed for equipment with highly ductile materials such as aluminum alloys. In order to handle these questions ductile tearing resistance must be considered and R curve methods are required. In this paper examples are cited where fitness for service assessments were required for an aluminum heat exchanger in LNG service. Suitable R curve data were developed in order to establish flaw tolerance following UT inspections of this equipment.

    Ancillary services are those functions performed by the equipment and people that generate, control, and transmit electricity in support of the basic services of generating capacity, energy supply, and power delivery. The Federal Energy Regulatory Commission (FERC) defined such services as those `necessary to support the transmission of electric power from seller to purchaser given the obligations of control areas and transmitting utilities within those control areas to maintain reliable operations of the interconnected transmission system.` The nationwide cost of ancillary services is about $12 billion a year, roughly 10% of the cost of the energy commodity. More important than the cost, however, is the necessity of these services for bulk-power reliability and for the support of commercial transactions. FERC`s landmark Order 888 included a pro forma tariff with provision for six key ancillary services. The Interconnected Operations Services Working Group identified another six services that it felt were essential to the operation of bulk-power systems. Several groups throughput the United States have created or are forming independent system operators, which will be responsible for reliability and commerce. To date, the electricity industry (including traditional vertically integrated utilities, distribution utilities, power markets and brokers, customers, and state and federal regulators) has paid insufficient attention to these services. Although the industry had made substantial progress in identifying and defining the key services, much remains to be doe to specify methods to measure the production, delivery, and consumption of these services; to identify the costs and cost-allocation factors for these services; and to develop market and operating rules for their provision and pricing. Developing metrics, determining costs, and setting pricing rules are important because most of these ancillary services are produced by the same pieces of equipment that produce the basic electricity commodity. Thus, the production of energy and ancillary services is highly interactive, sometimes complementary and sometimes competing. In contrast to today`s typical time-invariant, embedded-cost prices, competitive prices for ancillary services would vary with system loads and spot prices for energy.

    The expansion of coiled tubing (CT) applications into spooled flowlines, spooled completions, and CT drilling continues to grow at an accelerated rate. For many users within the oil and gas industry, the CT industry appears to be poised on the threshold of the next logical step in its evolution, the creation of a fully integrated operating system. However, for CT to evolve into such an operating system, the associated services must be robust and sufficiently reliable to support the needs of exploration, development drilling, completion, production management, and wellbore-retirement operations both technically and economically. The most critical hurdle to overcome in creating a CT-based operating system is a fundamental understanding of the operating scope and physical limitations of CT technology. The complete list of mechanisms required to advance CT into an operating system is large and complex. However, a few key issues (such as formal education, training, standardization, and increased levels of experience) can accelerate the transition. These factors are discussed.
