    The purpose of the Yahoo! Compute Coop (YCC) project is to research, design, build and implement a greenfield "efficient data factory" and to specifically demonstrate that the YCC concept is feasible for large facilities housing tens of thousands of heat-producing computing servers. The project scope for the Yahoo! Compute Coop technology includes: - Analyzing and implementing ways in which to drastically decrease energy consumption and waste output. - Analyzing the laws of thermodynamics and implementing naturally occurring environmental effects in order to maximize the "free-cooling" for large data center facilities. "Free cooling" is the direct usage of outside air to cool the servers vs. traditional "mechanical cooling" which is supplied by chillers or other Dx units. - Redesigning and simplifying building materials and methods. - Shortening and simplifying build-to-operate schedules while at the same time reducing initial build and operating costs. Selected for its favorable climate, the greenfield project site is located in Lockport, NY. Construction on the 9.0 MW critical load data center facility began in May 2009, with the fully operational facility deployed in September 2010. The relatively low initial build cost, compatibility with current server and network models, and the efficient use of power and water are all key features that make it a highly compatible and globally implementable design innovation for the data center industry. Yahoo! Compute Coop technology is designed to achieve 99.98% uptime availability. This integrated building design allows for free cooling 99% of the year via the building’s unique shape and orientation, as well as server physical configuration.

    You are at D0, the newest and most advanced experiment at Fermilab. Its goal is to find the 'top quark', nicknamed 'truth'. theoretically one of the six fundamental building blocks of matter. Combinations of the six quarks are said to make up electrons, protons and neutrons. Your group at D0 is the cryogenic division. Its goal is to provide and maintain a cryogenic system which ultimately supplies and controls the liquid argon used in the giant cryostats for the experiment. The high purity liquid argon is needed to keep the detector modules inside the cryostats cold, so that they will operate properly. Your job at D0 is to be a co-op for the research and development group of the cryogenics division. Your goals are dependent on the needs of the cryo group. D0 is where you will spend most of your time. The co-op office is located on what is known as the 3rd floor, but is actually on the ground floor. The floor directly above the 3rd floor is the 5th floor, which contains your immediate superiors and the D0 secretary. The 6th and top floor is above that, and contains the D0 secretary for official and important business. On the other side of the D0 assembly building is the cryo control room. This is where the cryogenic piping system is remotely monitored and controlled. Other important sites at D0 include the trailer city on the north parking lot, which has the D0 secretary who handles all the payroll matters (among other duties), and the portakamp in the south parking lot. Besides D0, which is named for its location on the particle accelerator ring. the most important place is Wilson Hall. That is the large building shaped like a big Atact symbol. It contains various important people such as the safety group. the personnel department (which you have already encountered. being hired), the minor stock room, the cafeteria, the Fermi library. Ramsey Auditorium. etc. Behind Wilson Hall is the Booster Ring, which accelerates particles before they are injected into the main ring. Inside the booster ring are the East and West Booster towers, which contain cryogenic support groups. The D0 cryo group offices used to be in the West Booster Portakamps. Away from Wilson Hall, there are various buildings strewn about the Fermilab property that have important functional uses to D0. One such example is Lab A. This is where the now unused bubble chamber resides. which was used to take pictures of particle motion. Many of our group is from the bubble chamber, and occasionally stories from the 'bubble chamber days' can be heard as someone waxes nostalgic. Lab A has a machine shop and many technicians. All three of the cryostats used in the D0 experiment went through Lab A for preparation and installation work. Lab A is located directly up the road from the front of Wilson Hall (north-east). Its unmistakable dark geodesic dome makes it easy to find. The Feynman Computer building, located east and just a little bit north of Wilson Hall, houses the computer repair people. If any of the computers used in our group crash and burn, we must take them to the third floor of Feynman to be fixed or exchanged. On one side is the Prep department, which handles the VAX mainframe computers, and on the other is personal computer repair, which handles Fermi Macs and IBMs. Directly north of Wilson Hall is Site 38. This site is the location of many important Fermilab facilities, such as the Fermi fire department, the carpenter's shop, the Fermi gas pumps, the main stock room, and shipping and receiving. Lastly, but perhaps most significantly, is the Fermilab Village. In addition to the machine shops, the cut shop, welding facilities, and the garishly painted physicist dorms, there are such things as a gym, a pool and other facilities to take the edge off a weary mind. The village is located just north off Batavia road on the east side of Fermilab. The village barn is the first and most notable building as one approaches.

  4. IMPLEMENTATION AND OPERATION OF THE REPOSITORY

    The NGDRS has facilitated 85% of cores, cuttings, and other data identified available for transfer to the public sector. Over 12 million linear feet of cores and cuttings, in addition to large numbers of paleontological samples and are now available for public use. To date, with industry contributions for program operations and data transfers, the NGDRS project has realized a 6.5 to 1 return on investment to Department of Energy funds. Large-scale transfers of seismic data have been evaluated, but based on the recommendation of the NGDRS steering committee, cores have been given priority because of the vast scale of the seismic data problem relative to the available funding. The rapidly changing industry conditions have required that the primary core and cuttings preservation strategy evolve as well. Additionally, the NGDRS clearinghouse is evaluating the viability of transferring seismic data covering the western shelf of the Florida Gulf Coast. AGI remains actively involved in working to realize the vision of the National Research Council's report of geoscience data preservation. GeoTrek has been ported to Linux and MySQL, ensuring a purely open-source version of the software. This effort is key in ensuring long-term viability of the software so that is can continue basic operation regardless of specific funding levels. Work has been on a major revision of GeoTrek, using the open-source MapServer project and its related MapScript language. This effort will address a number of key technology issues that appear to be rising for 2003, including the discontinuation of the use of Java in future Microsoft operating systems. The recent donation of BPAmoco's Houston core facility to the Texas Bureau of Economic Geology has provided substantial short-term relief of the space constraints for public repository space.

    The Waste Receiving and Processing Module 1 (WRAP 1) will be used to receive, sample, treat, and ship contact-handled (CH) transuranic (TRU), low-level waste (LLW), and low-level mixed waste (LLMW) to storage and disposal sites both on the Hanford site and off-site. The primary mission of WRAP 1 is to characterize and certify CH waste in 55-gallon and 85-gallon drums; and its secondary function is to certify CH waste standard waste boxes (SWB) and boxes of similar size for disposal. The WRAP 1 will provide the capability for examination (including x-ray, visual, and contents sampling), limited treatment, repackaging, and certification of CH suspect-TRU waste in 55-gallon drums retrieved from storage, as well as newly generated CH LLW and CH TRU waste drums. The WRAP 1 will also provide examination (X-ray and visual only) and certification of CH LLW and CH TRU waste in small boxes. The decision to perform an Operational Readiness Review (ORR) was made in accordance with WHC-CM-5-34, Solid Waste Disposal Operations Administration, Section 1.4, Operational Readiness Activities. The ORR will ensure plant and equipment readiness, management and personnel readiness, and management programs readiness for the initial startup of the facility. This implementation plan is provided for defining the conduct of the WHC ORR.

    The Los Alamos National Laboratory (LANL) is a premier national security research institution, delivering scientific and engineering solutions for the nation's most crucial and complex problems. Our primary responsibility is to ensure the safety, security, and reliability of the nation's nuclear stockpile. LANL emphasizes worker safety, effective operational safeguards and security, and environmental stewardship, outstanding science remains the foundation of work at the Laboratory. In addition to supporting the Laboratory's core national security mission, our work advances bioscience, chemistry, computer science, earth and environmental sciences, materials science, and physics disciplines. To accomplish LANL's mission, we must ensure that the Laboratory EFs continue to be performed during a continuity event, including localized acts of nature, accidents, technological or attack-related emergencies, and pandemic or epidemic events. The LANL Continuity of Operations (COOP) Plan documents the overall LANL COOP Program and provides the operational framework to implement continuity policies, requirements, and responsibilities at LANL, as required by DOE 0 150.1, Continuity Programs, May 2008. LANL must maintain its ability to perform the nation's PMEFs, which are: (1) maintain the safety and security of nuclear materials in the DOE Complex at fixed sites and in transit; (2) respond to a nuclear incident, both domestically and internationally, caused by terrorist activity, natural disaster, or accident, including mobilizing the resources to support these efforts; and (3) support the nation's energy infrastructure. This plan supports Continuity of Operations for Los Alamos National Laboratory (LANL). This plan issues LANL policy as directed by the DOE 0 150.1, Continuity Programs, and provides direction for the orderly continuation of LANL EFs for 30 days of closure or 60 days for a pandemic/epidemic event. Initiation of COOP operations may be required to support an allhazards event, including a national security emergency, major fire, catastrophic natural disaster, man-made disaster, terrorism event, or technological disaster by rendering LANL buildings, infrastructure, or Technical Areas unsafe, temporarily unusable, or inaccessible.

    This report investigates the effects that increased distributed photovoltaic (PV) generation would have on the Kauai Island Utility Co-op (KIUC) system operating requirements. The study focused on determining reserve requirements needed to mitigate the impact of PV variability on system frequency, and the impact on operating costs. Scenarios of 5-MW, 10-MW, and 15-MW nameplate capacity of PV generation plants distributed across the Kauai Island were considered in this study. The analysis required synthesis of the PV solar resource data and modeling of the KIUC system inertia. Based on the results, some findings and conclusions could be drawn, including that the selection of units identified as marginal resources that are used for load following will change; PV penetration will displace energy generated by existing conventional units, thus reducing overall fuel consumption; PV penetration at any deployment level is not likely to reduce system peak load; and increasing PV penetration has little effect on load-following reserves. The study was performed by EnerNex under contract from Sandia National Laboratories with cooperation from KIUC.

    A method, system, and computer program product are disclosed for implementing an asynchronous collective operation in a multi-node data processing system. In one embodiment, the method comprises sending data to a plurality of nodes in the data processing system, broadcasting a remote get to the plurality of nodes, and using this remote get to implement asynchronous collective operations on the data by the plurality of nodes. In one embodiment, each of the nodes performs only one task in the asynchronous operations, and each nodes sets up a base address table with an entry for a base address of a memory buffer associated with said each node. In another embodiment, each of the nodes performs a plurality of tasks in said collective operations, and each task of each node sets up a base address table with an entry for a base address of a memory buffer associated with the task.

    The Draft Biological Opinion on Operation of the Federal Columbia River Power System calls for the development of 1- and 5-year implementation plans. These plans will provide the roadmap for planning and subsequent implementation of actions intended to meet specific performance standards (i.e., biological objectives) in a timely manner. To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

    This volume of the final report is a compilation of the estimated capital and operating costs for the project. Using the definitive design as a basis, capital and operating costs were developed by obtaining quotations for equipment delivered to the site. Tables 1.1 and 1.2 provide a summary of the capital and operating costs estimated for the PGW Coal Gasification Project. In the course of its Phase I Feasibility Study of a medium-Btu coal-gas facility, Philadelphia Gas Works (PGW) identified the financing mechanism as having great impact on gas cost. Consequently, PGW formed a Financial/Legal Task Force composed of legal, financial, and project analysis specialists to study various ownership/management options. In seeking an acceptable ownership, management, and financing arrangement, certain ownership forms were initially identified and classified. Several public ownership, private ownership, and third party ownership options for the coal-gas plant are presented. The ownership and financing forms classified as base alternatives involved tax-exempt and taxable financing arrangements and are discussed in Section 3. Project implementation would be initiated by effectively planning the methodology by which commercial operation will be realized. Areas covered in this report are sale of gas to customers, arrangements for feedstock supply and by-product disposal, a schedule of major events leading to commercialization, and a plan for managing the implementation.

    During the past few years, there has been significant interest in alternative ways to manage power systems over a larger effective electrical footprint. Large regional transmission organizations in the Eastern Interconnection have effectively consolidated balancing areas, achieving significant economies of scale that result in a reduction in required reserves. Conversely, in the Western Interconnection there are many balancing areas, which will result in challenges if there is significant wind and solar energy development in the region. A recent proposal to the Western Electricity Coordinating Council suggests a regional energy imbalance service (EIS). To evaluate this EIS, a number of analyses are in process or are planned. This paper describes one part of an analysis of the EIS's implication on operating reserves under several alternative scenarios of the market footprint and participation. We improve on the operating reserves method utilized in the Eastern Wind Integration and Transmission Study and apply this modified approach to data from the Western Wind and Solar Integration Study.

    Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

    Cleanup and closure of DOE's Rocky Flats Site in Colorado, which was placed on the CERCLA National Priority List in 1989, was accomplished under CERCLA, RCRA, and the Colorado Hazardous Waste Act (CHWA). The physical cleanup work was completed in late 2005 and all buildings and other structures that composed the Rocky Flats industrial complex were removed from the surface, but remnants remain in the subsurface. Other remaining features include two landfills closed in place with covers, four groundwater treatment systems, and surface water and groundwater monitoring systems. Under the 2006 Corrective Action Decision/Record of Decision for Rocky Flats Plant (US DOE) Peripheral Operable Unit and the Central Operable Unit (CAD/ROD), the response actions selected for the Central Operable Unit (OU) are institutional controls (ICs), physical controls, and continued monitoring and maintenance. The objectives of these ICs were to prevent unacceptable exposure to remaining subsurface contamination and to prevent contaminants from mobilizing to surface water and to prevent interfering with the proper functioning of the engineered components of the remedy. An amendment in 2011 of the 2006 CAD/ROD clarified the ICs to prevent misinterpretation that would prohibit work to manage and maintain the Central OU property. The 2011 amendment incorporated a protocol for a Soil Disturbance Review Plan for work subject to ICs that requires approval from the State and public notification by DOE prior to conducting approved soil-disturbing work.     The overall economics of a distributed generation project is based on cost elements which include: Equipment and financing, fuel, displaced electricity cost, operation and maintenance. Of critical importance is how the facility is managed, including adequate provision for a comprehensive operator training program. Proper equipment maintenance and fuel procurement policy will also lead to greater system availability and optimal system economics. Various utility tariffs are available which may be economically attractive, with an added benefit to the utility of providing a peak shaving resource during peak periods. Changing modes of operation of the distributed generation system may affect staff readiness, require retraining and could affect maintenance costs. The degree of control and oversight that is provided during a project`s implementation and construction phases will impact subsequent maintenance and operating costs. The long term effect of siting impacts, such as building facades that restrict turbine inlet airflow will affect subsequent operations and require supplemental maintenance action. It is possible to site a variety of distributed generation technologies in settings which vary from urban to remote unattended locations with successful results from both an economic and operational perspective.

    TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

The control interface comprises a control system for allocating drivetrain braking effort between the regenerative brake and the non-regenerative brake, a first operator actuated control for enabling operation of the drivetrain braking, and a second operator actuated control for selecting a target braking effort for drivetrain braking. A graphic display displays to an operator the selected target braking effort and can be used to further display actual braking effort achieved by drivetrain braking.

    This paper reports on coiled tubing units which are used for many types of remedial well operations, including sand plugbacks, cement squeezes, fill cleanouts, underreaming, acid stimulations, and fishing. Fishing operations include removal of inflatable bridge plugs, lock mandrels stuck in profile nipples, coiled tubing, coiled tubing bottomhole assemblies (BHAs) and wireline. Recommended guidelines for selecting candidates, proper tool string configuration and operational techniques are presented here to assist coiled tubing supervisors and company representatives in the planning and implementation of efficient and effective fishing operations. Treatment of these areas are not intended to be exhaustive, but rather generally representative of common applications. Each fishing operation requires individualized analysis and planning.

    The operation of an APPLE II based undulator beamline with all its polarization states (linear horizontal and vertical, circular and elliptical, and continous variation of the linear vector) requires an effective description allowing an automated calculation of gap and shift parameter as function of energy and operation mode. The extension of the linear polarization range from 0 to 180 deg. requires 4 shiftable magnet arrrays, permitting use of the APU (adjustable phase undulator) concept. Studies for a pure fixed gap APPLE II for the SLS revealed surprising symmetries between circular and linear polarization modes allowing for simplified operation. A semi-analytical model covering all types of APPLE II and its implementation will be presented.

    The standard controller for a Pnuemo ASG 2500 Diamond Turning Machine, an Allen Bradley 8200, has been replaced with a custom high-performance design. This controller consists of four major components. Axis position feedback information is provided by a Zygo Axiom 2/20 laser interferometer with 0.1 micro-inch resolution. Hardware interface logic couples the computers digital and analog I/O channels to the diamond turning machine`s analog motor controllers, the laser interferometer, and other machine status and control information. It also provides front panel switches for operator override of the computer controller and implement the emergency stop sequence. The remaining two components, the control computer hardware and software, are discussed in detail below.

    In this paper, we discuss a low power embedded sensor node architecture we are developing for distributed sensor network systems deployed in a natural environment. In particular, we examine the sensor node for energy efficient processing-at-the-sensor. We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.

    Dynamic simulation of power system transient stability is important for planning, monitoring, operation, and control of electrical power systems. However, modeling the system dynamics and network involves the computationally intensive time-domain solution of numerous differential and algebraic equations (DAE). This results in a transient stability implementation that may not maintain the real-time constraints of an online security assessment. This paper presents a parallel implementation of the dynamic simulation on a high-performance computing (HPC) platform using parallel simulation algorithms and computation architectures. It enables the simulation to run even faster than real time, enabling the look-ahead capability of upcoming stability problems in the power grid.

    In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the U S. Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480 7A. Additionally, one observation was provided. A status is provided for each recommendation in this document. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process BWHC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480 7A and RLID 5480.7.

The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment.     The Iraq Department of Border Enforcement is rich in personnel, but poor in equipment. An effective border control system must include detection, discrimination, decision, tracking and interdiction, capture, identification, and disposition. An equipment solution that addresses only a part of this will not succeed, likewise equipment by itself is not the answer without considering the personnel and how they would employ the equipment. The solution should take advantage of the existing in-place system and address all of the critical functions. The solutions are envisioned as being implemented in a phased manner, where Solution 1 is followed by Solution 2 and eventually by Solution 3. This allows adequate time for training and gaining operational experience for successively more complex equipment. Detailed descriptions of the components follow the solution descriptions. Solution 1 - This solution is based on changes to CONOPs, and does not have a technology component. It consists of observers at the forts and annexes, forward patrols along the swamp edge, in depth patrols approximately 10 kilometers inland from the swamp, and checkpoints on major roads. Solution 2 - This solution adds a ground sensor array to the Solution 1 system. Solution 3 - This solution is based around installing a radar/video camera system on each fort. It employs the CONOPS from Solution 1, but uses minimal ground sensors deployed only in areas with poor radar/video camera coverage (such as canals and streams shielded by vegetation), or by roads covered by radar but outside the range of the radar associated cameras. This document provides broad operational requirements for major equipment components along with sufficient operational details to allow the technical community to identify potential hardware candidates. Continuing analysis will develop quantities required and more detailed tactics, techniques, and procedures.

    This piece of software is a new feature implemented inside an existing open-source library. Specifically, it is a new implementation of a density functional (HSE, short for Heyd-Scuseria-Ernzerhof) for a repository of density functionals, the libxc library. It fixes some numerical problems with existing implementations, as outlined in a scientific paper recently submitted for publication. Density functionals are components of electronic structure simulations, which model properties of electrons inside molecules and crystals.

    1995-12-01

    The Clean Air Act Amendments of 1990 established a rigorous timetable for EPA to develop and implement an unprecedented number of regulatory and policy initiatives. EPA has made great progress in meeting these mandates; however, much remains to be done if the Act`s health and environmental goals are to be achieved. EPA must issue dozens of additional regulations, guidance documents, and studies and reports over the next several years. The largest group of remaining rulemakings will be those controlling air toxics emissions. Other significant actions will include final rulemakings on emission standards for non-road engines, emissions standards for municipal and medical waste combustion, enhanced emissions monitoring, Federal operating permits, and newsource review simplification. EPA also must accelerate and expand a host of activities to ensure that the Agency and the States are implementing and enforcing the Act effectively. For example, EPA must assess hundreds of SIP revisions, as well as 120 State and local permit programs, and provide technical assistance to States and sources. Ms. Nichols will present EPA`s will present EPA`s plans for implementing these activities over the next several years. She will present a summary of the Agency`s current achievements under the 1990 amendments and EPA`s framework for completing the challenging tasks that lie ahead.

    Underground coal mining in Illinois has shown an increasing percentage of total coal mined relative to surface mining. In the past 20 years, the percentage of underground to surface mine production has steadily increased. Underground mining is expected to continue to dominate Illinois coal production into the 21st century. The drive for higher production and lower operating costs should increase the number of longwall and high extraction retreat mines. This will be achieved through conversion of existing room and pillar mines or initiation of new underground mining operations. The environmental regulations that govern the mitigation of surface impacts have evolved at both the state and federal level. Federal regulations passed in 1995 modifying the Surface Mining Control and Reclamation Act mandated additional restrictions and regulatory requirements beyond those adopted in 1977. State regulatory bodies that implement the regulations are now working to bring their regulations and procedures into compliance with the oversight federal counterpart. many states have raised concerns over the practical application of certain aspects of the new permitting requirements. This paper describes past and present subsidence regulations in Illinois, their impact on the coal industry and on the landowners above underground coal mining. Potential problems in implementation of the new regulatory requirements as well as additional burdens placed on coal companies to comply with the regulations are explored.

    This implementation plan identifies and describes the tasks that must be completed in order to successfully implement a Self-Assessment (SA) Program. The purpose of the Self-Assessment Program is to comply with applicable Department of Energy (DOE) directives and orders, Federal, State, and local regulations, operate the Pinellas Plant according to best management practices, and achieve excellence in all operating areas. The Self-Assessment Program will be applied to the Pinellas Plant facility which includes buildings, grounds, equipment, operations, and activities under the control of line management. Furthermore, all applicable disciplines under environmental protection, safety, health and management will be covered by the program. The Self-Assessment Program has been designed to accomplish the following tasks: define the scope of the Self-Assessment Program; assign organizational roles and responsibilities; address EH and S functional elements and management issues; develop a Self-Assessment program charter and policy; identify all applicable EH and S codes, regulations and standards; develop self-assessment procedures and instructions; generate a Self-Assessment Manual; develop a master schedule for facility appraisals and audits; design checklists and report formats for recording appraisal data; implement an assessment tracking and reporting system; implement a root cause analysis and corrective action system; implement a trend analysis and lessons learned system; and establish a formal training program.

    Web Operational Status Boards (WebOSB)is a web-based application designed to acquire, display, and update highly dynamic status information between multiple users and jurisdictions. WebOSB is able to disseminate real-time status information—support the timely sharing of information—with constant, dynamic updates via personal computers and the Internet between emergency operations centers (EOCs), incident command centers, and to users outside the EOC who need to know the information (hospitals, shelters, schools). The WebOSB application far exceeds outdated information-sharingmore » methods used by emergency workers: whiteboards, Word and Excel documents, or even locality-specific Web sites. WebOSB’s capabilities include the following elements: - Secure access. Multiple users can access information on WebOSB from any personal computer with Internet access and a secure ID.     Multiple kinds of knowledge management systems are operational in public and private enterprises, large and small organizations with a variety of business models that make the design, implementation and operation of integrated knowledge systems very difficult. In recent days, there has been a sweeping advancement in the information technology area, leading to the development of sophisticated frameworks and architectures. These platforms need to be used for the development of integrated knowledge management systems which provides a common platform for sharing knowledge across the enterprise, thereby reducing the operational inefficiencies and delivering cost savings. This paper discusses the knowledge framework and architecture that can be used for the system development and its application to real life need of nuclear industry. A case study of deactivation and decommissioning (D and D) is discussed with the Knowledge Management Information Tool platform and framework. D and D work is a high priority activity across the Department of Energy (DOE) complex. Subject matter specialists (SMS) associated with DOE sites, the Energy Facility Contractors Group (EFCOG) and the D and D community have gained extensive knowledge and experience over the years in the cleanup of the legacy waste from the Manhattan Project. To prevent the D and D knowledge and expertise from being lost over time from the evolving and aging workforce, DOE and the Applied Research Center (ARC) at Florida International University (FIU) proposed to capture and maintain this valuable information in a universally available and easily usable system.     The CleanFleet alternative fuels demonstration project evaluated five alternative motorfuels in commercial fleet service over a two-year period. The five fuels were compressed natural gas, propane gas, California Phase 2 reformulated gasoline (RFG), M-85 (85 percent methanol and 15 percent RFG), and electric vans. Eight-four vans were operated on the alternative fuels and 27 vans were operated on gasoline as baseline controls. Throughout the demonstration information was collected on fleet operations, vehicle emissions, and fleet economics. In this volume of the CleanFleet findings, the design and implementation of the project are summarized.
