    Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    This paper reports on coiled tubing units which are used for many types of remedial well operations, including sand plugbacks, cement squeezes, fill cleanouts, underreaming, acid stimulations, and fishing. Fishing operations include removal of inflatable bridge plugs, lock mandrels stuck in profile nipples, coiled tubing, coiled tubing bottomhole assemblies (BHAs) and wireline. Recommended guidelines for selecting candidates, proper tool string configuration and operational techniques are presented here to assist coiled tubing supervisors and company representatives in the planning and implementation of efficient and effective fishing operations. Treatment of these areas are not intended to be exhaustive, but rather generally representative of common applications. Each fishing operation requires individualized analysis and planning.

    Operations involving sand or solids washing are the most common of today's coiled tubing workover services. Wellbore cleanouts require pumping fluid that will entrain solids and return them to the surface. In most cases, wash fluids and solids are captured in surface tanks of sufficient volume to allow solids to settle out. Where practical, fluids are recirculated to reduce cost. An important concern when designing sand wash programs is correct fluid system selection. Wash fluids should closely balance BHP and provide piston like displacement for solids removal. This paper is an overview of compressible and incompressible fluids commonly used for coiled tubing services.

    This paper reports that pulling tubing to clean out a production liner at Prudhoe Bay Unit Western Operating Area (PBU WOA) averages $600,000 to $800,000. Coiled tubing underreaming was developed to accomplish this objective at lower costs. Beginning in 1988, these operations have been improved through several generations of procedures and tool designs. Using current technology, the underreamer, in conjunction with coiled tubing, can reduce the cost of drilling out to a liner to about $50,000 or $100,000, depending on the amount and type of material to be removed. PBU WOA, operated by BP Exploration, produces about 600,000 bopd from 395 wells. Another 61 wells are used to inject produced water, seawater and miscible fluids. Most of the remedial well servicing operations are conducted using coiled tubing (CT). Three contract coiled tubing units (CTUs) work daily, performing wellbore cleanouts, stimulations, inflatable bridge plug installations and cement squeeze operations. About 42 underreaming jobs were performed from 1990 to 1991 at PBU WOA for an average cost of between $75,000 and $100,000, a cost savings of $500,000 power well compared to pulling tubing and cleaning out the wells conventionally.

    This Project Quality Assurance Plan (PQAP) sets forth the quality assurance (QA) requirements that are applied to those elements of the Westinghouse Materials Company of Ohio (WMCO) Operable Unit 1 support at Oak Ridge National Laboratory (ORNL) project that involve research and development (R D) performed at ORNL. This is in compliance with the applicable criteria of 10 CFR Part 50, Appendix B, ANSI/ASME NQA-1, as specified by Department of Energy (DOE) Oak Ridge Operations (ORO) Order 5700.6B. For this application, NQA-1 is the core QA Program requirements document. QA policy, normally found in the requirements document, is contained herein. The requirements of this PQAP apply to project activities that affect the quality and reliability/credibility of research, development, and investigative data and documentation. These activities include the functions of attaining quality objectives and assuring that an appropriate QA program scope is established.     In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

Demand for coiled pipe in these types of applications is expected to experience rapid growth as standard 2 (3/8) and 2 (7/8)-in.     Drilling with a continuous (rather than jointed) drill string is an old concept that is gaining new attention as a result of recent advances made in coiled tubing and drilling technology. The development of larger diameter, reliable, high-strength coiled tubing and smaller diameter, positive displacement motors, orienting tools, surveying systems and fixed cutting drill bits have given drilling with a continuous drill string a capability that was previously unattainable. Like its many other uses, (e.g., squeeze cementing, wellbore cleanouts, flow initiation, logging) the continuity of coiled tubing gives it several advantages over conventional drill strings. These include: drilling underbalanced safely, significantly reduced trip time, continuous circulation, smaller surface requirements. Coiled tubing drilling operations have smaller surface lease requirements than most conventional rigs due to the smaller footprint of the coiled tubing unit and associated equipment. Current coiled tubing drilling operations have the following limitations: conventional rig assistance is required for well preparation; conventional rigs must assist in running long protective and production casing strings or liners; hole sizes are smaller; working depth capabilities are shallower, coiled tubing life is less. This paper goes on to discuss the history of continuous drill strings and includes information on tubing units, circulating systems, drilling fluids, well control systems, downhole tools, orientation tools, and bottomhole assemblies. It then gives a cost comparison and an application of this type of drilling.

    Sand production can severely impact well performance and profitability by damaging production equipment or plugging wellbores. Sand control in existing wells may be required because of inadequate initial completion design, recompletion to new intervals or changes in reservoir production characteristics. The most durable and reliable sand control is by conventional gravel packing, but in some cases, conventional packs may not be economic or feasible. Improvements in coiled tubing technology and reliability have resulted in better application and increased acceptance of through-tubing sand control. Concentric gravel packing and sand consolidation are being used more because of advances in equipment, services, downhole tools and fluids. Candidates for these techniques include conventional completions that begin producing sand and wells with gravel pack failures. Economical jobs have been performed successfully in several different wellbore configurations. Some initially non-gravel packed wells are now being designed for possible through-tubing gravel packing, anticipating sand production later in the completion's producing life. This paper reviews the general procedures for installing a through-tubing, washdown mechanical gravel pack using coiled tubing conveyance and placement techniques.

    Operating reserves are the front lines in the defense of bulk-power systems against major generation and transmission outages. Operating reserves are provided by generating units that can increase their output rapidly to restore the system to generation/load balance after a major disturbance occurs. Dramatic changes are under way in the U.S. electricity sector, in particular the unbundling of generation from transmission and the increasingly competitive nature of bulk-power markets. Therefore, it is important to revisit the industry`s definitions of, procurement of, and payment for operating reserves. The procedures traditionally used by vertically integrated utilities may not serve the needs of an increasingly fragmented and competitive electricity industry. This report examines the past and current functions of, as well as the national and regional requirements for, operating reserves. We examine the data and analysis that support minimum-operating-reserve requirements. We obtained data on the number and severity of generator outages for three large U.S. electrical systems, including a power pool, a regional reliability council, and a utility. These limited data sets show a range of 15 to 40 major (>500 MW) outages a year for systems ranging in size from 20, 000 MW to 48,000 MW of peak demand. Finally, we discuss several emerging issues related to the underlying technical support for minimum operating-reserve requirements, alternative ways to pay for these reserves, the data needed to support the analysis of these requirements, and the mix of functions that are currently included within operating reserves.

This Annual Site Environmental Report (ASER) for 1999 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of the Rocketdyne Santa Susana Field Laboratory (SSFL). In the past, these operations included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials under the former Atomics International Division. Other activities included the operation of large-scale liquid metal facilities for testing of liquid metal fast breeder components at the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility within Area IV. All nuclear work was terminated in 1988, and subsequently, all radiological work has been directed toward decontamination and decommissioning (D&D) of the previously used nuclear facilities and associated site areas. Large-scale D&D activities of the sodium test facilities began in 1996. This Annual Site Environmental Report provides information showing that there are no indications of any potential impact on public health and safety due to the operations conducted at the SSFL. All measures and calculations of off-site conditions demonstrate compliance with applicable regulations, which provide for protection of human health and the environment.

    In a recent paper, selected results of a comprehensive review and evaluation of service water system problems conducted by the Office for Analysis and Evaluation of Operational Data (AEOD) of the US Nuclear Regulatory Commission (NRC) were presented. The results of this review and evaluation indicated that service water system problems have significant safety implications. These system problems are attributable to a great variety of causes and have adverse impacts on a large number of safety-related systems and components. To provide additional feedback of operating experience, this paper presents an overview of the dominant mechanisms leading to service water system degradations and failures. The failures and degradations of service water systems observed in the 276 operating events are grouped into six general categories. The six general categories are (1) fouling due to various mechanisms, (2) single-failure and other design deficiencies, (3) flooding, (4) equipment failures, (5) personnel and procedural errors, and (6) seismic deficiencies.

It is one component of the U.S. Fish and Wildlife Service Lands Biomonitoring Operations Manual. The Volume contains the Introduction to the Manual, background information on monitoring, and procedures for developing a biomonitoring strategy for Service lands. The purpose of the Biomonitoring Operations Manual is to provide an approach to develop and implement biomonitoring activities to assess the status and trends of U.S. Fish and Wildlife Service trust resources. It also provides field sampline methods and documentation protocols for contaminant monitoring activities. The strategy described in the Manual has been designed as a stand alone process to characterize the presence of contaminants on lands managed by the Service. This process can be sued to develop a monitoring program for any tract of real estate with potential threats from on- or off-site contaminants. Because the process was designed to address concerns for Service lands that span the United States from Alaska to the Tropical Islands, it has a generic format that can be used in al types of ecosystems, however, significant site specific informtion is required to complete the Workbook and make the process work successfully.

    This document presents the results of the Westinghouse Hanford Company near-facility operational environmental monitoring for 1994 in the 100, 200/600, and 300/400 Areas of the Hanford Site, in south-central Washington State. Surveillance activities included sampling and analyses of ambient air surface water, groundwater, soil, sediments, and biota. Also, external radiation measurements and radiological surveys were taken at waste disposal sites, radiologically controlled areas, and roads. These activities were conducted to assess and control the effects of nuclear facilities and waste sites on the local environment. In addition, diffuse sources were monitored to determine compliance with Federal, State, and/or local regulations. In general, although effects from nuclear facilities are still seen on the Hanford Site and radiation levels are slightly elevated when compared to offsite locations, the differences are less than in previous years.

The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988; all subsequent radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2003 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling.

  4. U.S. Energy Service Company Industry: Market Size and Project Performance from 1990-2008

    The U.S. energy service company (ESCO) industry is an example of a private sector business model where energy savings are delivered to customers primarily through the use of performance-based contracts. This study was conceived as a snapshot of the ESCO industry prior to the economic slowdown and the introduction of federal stimulus funding mandated by enactment of the American Recovery and Reinvestment Act of 2009 (ARRA). This study utilizes two parallel analytic approaches to characterize ESCO industry and market trends in the U.S.: (1) a ?top-down? approach involving a survey of individual ESCOs to estimate aggregate industry activity and (2) a ?bottom-up? analysis of a database of ~;;3,250 projects (representing over $8B in project investment) that reports market trends including installed EE retrofit strategies, project installation costs and savings, project payback times, and benefit-cost ratios over time. Despite the onset of a severe economic recession, the U.S. ESCO industry managed to grow at about 7percent per year between 2006 and 2008. ESCO industry revenues were about $4.1 billion in 2008 and ESCOs anticipate accelerated growth through 2011 (25percent per year). We found that 2,484 ESCO projects in our database generated ~;;$4.0 billion ($2009) in net, direct economic benefits to their customers. We estimate that the ESCO project database includes about 20percent of all U.S. ESCO market activity from 1990-2008. Assuming the net benefits per project are comparable for ESCO projects that are not included in the LBNL database, this would suggest that the ESCO industry has generated ~;;$23 billion in net direct economic benefits for customers at projects installed between 1990 and 2008. There is empirical evidence confirming that the industry is evolving by installing more comprehensive and complex measures?including onsite generation and measures to address deferred maintenance?but this evolution has significant implications for customer project

    In order to enhance the resilience of the Nation and its ability to protect itself in the face of natural and human-caused hazards, the ability of the critical infrastructure (CI) system to withstand specific threats and return to normal operations after degradation must be determined. To fully analyze the resilience of a region and the CI that resides within it, both the actual resilience of the individual CI and the capability of the Emergency Services Sector (ESS) to protect against and respond to potential hazards need to be considered. Thus, a regional resilience approach requires the comprehensive consideration of all parts of the CI system as well as the characterization of emergency services. This characterization must generate reproducible results that can support decision making with regard to risk management, disaster response, business continuity, and community planning and management. To address these issues, Argonne National Laboratory, in collaboration with the U.S. Department of Homeland Security (DHS) Sector Specific Agency - Executive Management Office, developed a comprehensive methodology to create an Emergency Services Sector Capabilities Index (ESSCI). The ESSCI is a performance metric that ranges from 0 (low level of capabilities) to 100 (high). Because an emergency services program has a high ESSCI, however, does not mean that a specific event would not be able to affect a region or cause severe consequences. And because a program has a low ESSCI does not mean that a disruptive event would automatically lead to serious consequences in a region. Moreover, a score of 100 on the ESSCI is not the level of capability expected of emergency services programs; rather, it represents an optimal program that would rarely be observed. The ESSCI characterizes the state of preparedness of a jurisdiction in terms of emergency and risk management. Perhaps the index's primary benefit is that it can systematically capture, at a given point in time, the

    Argonne National Laboratory has been asked to review the least-cost expansion plan (LCEP) of the Jamaica Public Service Company, Ltd. (JPSCo). The material that has been initially provided to Argonne included: (1) An electronic copy of the data and results from JPSCo's running the WASP electric system expansion planning model, (2) Approximately 20 pages of a document 'JPSCo Generation Expansion Plan', marked 'DRAFT 002', date unknown, and (3) The report 'JPSCo Least Cost Generation Expansion Plans, (1999-2009)', January 1999. It was noticed that the 20 pages from the 'DRAFT 002' document were different from the January 1999 report. An explanation was provided to Argonne that the excerpt was from an earlier draft and that the review should focus on the January 1999 report. Further, the electronic copy of the WASP case did not correspond to either the January 1999 report or to the 20-page excerpt. Again, the reason for these discrepancies was that the WASP case provided to Argonne was an earlier case and not the final one that was presented in the report. Based on the review of the available material, Argonne experts have prepared and submitted to the National Investment Bank of Jamaica (NIBJ) a preliminary draft report containing the initial findings, comments, questions and observations. As many of the comments and questions raised in the preliminary review needed to be discussed with the appropriate staff of JPSCo and other Jamaican experts, a 3-day mission to Jamaica was carried out by one Argonne expert (V. Koritarov) in the period July 20-23, 1999. Besides JPSCo experts, the discussions and the review of the LCEP during the mission included several experts from NIBJ, Ministry of Energy, and the Petroleum Corporation of Jamaica. Mr. Koritarov also worked with the JPSCo technical staff to reconstruct the WASP base case that was used as a basis for the January 1999 report.     This report describes the environmental radiological monitoring program conducted by TVA in the vicinity of Browns Ferry Nuclear Plant (BFN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas not influenced by plant operations. Station locations are selected after careful consideration of the weather patterns and projected radiation doses to the various areas around the plant. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. Results from stations near the plant are compared with concentrations from control stations and with preoperational measurements to determine potential impacts of plant operations. Small amounts of Co-60 and Cs-134 were found in sediment samples downstream from the plant. This activity in stream sediment would result in no measurable increase over background in the dose to the general public.

    A method and computer-based apparatus for monitoring the degradation of, predicting the remaining service life of, and/or planning maintenance for, an operating system are disclosed. Diagnostic information on degradation of the operating system is obtained through measurement of one or more performance characteristics by one or more sensors onboard and/or proximate the operating system. Though not required, it is preferred that the sensor data are validated to improve the accuracy and reliability of the service life predictions. The condition or degree of degradation of the operating system is presented to a user by way of one or more calculated, numeric degradation figures of merit that are trended against one or more independent variables using one or more mathematical techniques. Furthermore, more than one trendline and uncertainty interval may be generated for a given degradation figure of merit/independent variable data set. The trendline(s) and uncertainty interval(s) are subsequently compared to one or more degradation figure of merit thresholds to predict the remaining service life of the operating system. The present invention enables multiple mathematical approaches in determining which trendline(s) to use to provide the best estimate of the remaining service life.

    The U.S. energy service company (ESCO) industry is an example of a private sector business model where energy savings are delivered to customers primarily through the use of performance-based contracts. This study was conceived as a snapshot of the ESCO industry prior to the economic slowdown and the introduction of federal stimulus funding mandated by enactment of the American Recovery and Reinvestment Act of 2009 (ARRA). This study utilizes two parallel analytic approaches to characterize ESCO industry and market trends in the U.S.: (1) a “top-down” approach involving a survey of individual ESCOs to estimate aggregate industry activity and (2) a “bottom-up” analysis of a database of -3,265 projects (representing over $8B in project investment) that reports market trends including installed EE retrofit strategies, project installation costs and savings, project payback times, and benefit-cost ratios over time. Despite the onset of an economic recession, the U.S. ESCO industry managed to grow at about 7% per year between 2006 and 2008. ESCO industry revenues are relatively small compared to total U.S. energy expenditures (about $4.1 billion in 2008), but ESCOs anticipated accelerated growth through 2011 (25% per year). We found that 2,484 ESCO projects in our database generated -$4.0 billion ($2009) in net, direct economic benefits to their customers. We estimate that the ESCO project database includes about 20% of all U.S. ESCO market activity from 1990-2008. Assuming the net benefits per project are comparable for ESCO projects that are not included in the LBNL database, this would suggest that the ESCO industry has generated -$23 billion in net direct economic benefits for customers at projects installed between 1990 and 2008. We found that nearly 85% of all public and institutional projects met or exceeded the guaranteed level of savings. We estimated that a typical ESCO project generated $1.5 dollars of direct benefits for every dollar of customer

    Results of commercial operation of a world pioneer asynchronized turbogenerator T3FA-110 with a capacity of 11 MW and full air cooling at a cogeneration plant are presented. The turbogenerator developed jointly by the Electric Power Research Institute and the Elektrosila Company differs from traditional synchronous generators by the presence on the rotor of two mutually orthogonal windings, a two-channel reverse thyristor excitation system, and a special control system. The special features of design and control allow such generators to operate in the modes of both production and high consumption of reactive power at normal static and dynamic stability. This widens the range of regulation of the voltage level in the connected electric network and makes it possible to bring parallel-connected synchronous generators to optimum operation conditions. The generator can work without excitation for a long time at 70% load. Commercial operation of the pilot T3FA-110 turbogenerator started in December 2003 at TETs-22 of the Mosenergo Company and has proved its full correspondence to the design engineering parameters. A program of wide use of such turbogenerators in the United Power System of Russia (RAO 'EES Rossii' Co.) has been developed.

    The recent increased interest in utilizing variable generation (VG) resources such as wind and solar in power systems has motivated investigations into new operating procedures. Although these resources provide desirable value to a system (e.g., no fuel costs or emissions), interconnecting them provides unique challenges. Their variable, non-controllable nature in particular requires significant attention, because it directly results in increased power system variability and uncertainty. One way to handle this is via new operating reserve schemes. Operating reserves provide upward and downward generation and ramping capacity to counteract uncertainty and variability prior to their realization. For instance, uncertainty and variability in real-time dispatch can be accounted for in the hour-ahead unit commitment. New operating reserve methodologies that specifically account for the increased variability and uncertainty caused by VG are currently being investigated and developed by academia and industry. This paper examines one method inspired by the new operating reserve product being proposed by the California Independent System Operator. The method is based on examining the potential ramping requirements at any given time and enforcing those requirements via a reserve demand curve in the market-clearing optimization as an additional ancillary service product.

The results of this review and evaluation indicate that the service water system failures and degradations have significant safety implications. These system failures and degradations are attributable to a great variety of causes, and have adverse impact on a large number of safety-related systems and components which are required to mitigate reactor accidents. Specifically, the causes of failures and degradations include various fouling mechanisms (sediment deposition, biofouling, corrosion and erosion, pipe coating failure, calcium carbonate, foreign material and debris intrusion); single failures and other design deficiencies; flooding; multiple equipment failures; personnel and procedural errors; and seismic deficiencies. Systems and components adversely impacted by a service water system failure or degradation include the component cooling water system, emergency diesel generators, emergency core cooling system pumps and heat exchangers, the residual heat removal system, containment spray and fan coolers, control room chillers, and reactor building cooling units. 44 refs., 10 figs., 5 tabs.

    This Draft Environmental Impact Statement (DEIS) was prepared by the US Department of Energy (US DOE). The proposed action is the issuance of Presidential Permit PP-89 by DOE to Bangor Hydro-Electric Company to construct and operate a new international transmission line interconnection to New Brunswick, Canada that would consist of an 83.8 mile (US portion), 345-kilovolt (kV) alternating current transmission line from the US-Canadian border at Baileyville, Maine to an existing substation at Orrington, Maine. The principal environmental impacts of the construction and operation of the transmission line would be incremental in nature and would include the conversion of forested uplands (mostly commercial timberlands) and wetlands to right-of-way (small trees, shrubs, and herbaceous vegetation). The proposed line would also result in localized minor to moderate visual impacts and would contribute a minor incremental increase in the exposure of some individuals to electromagnetic fields. This DEIS documents the purpose and need for the proposed action, describes the proposed action and alternatives considered and provides a comparison of the proposed and alternatives routes, and provides detailed information on analyses of the environmental consequences of the proposed action and alternatives, as well as mitigative measures to minimize impacts.

  8. U.S. Department of Energy Office of Inspector General report on inspection of Westinghouse Savannah River Company fees for managing and operating the Savannah River Site

    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    Since the operation of PS09 SR module in 2007, it has been observed that there is vibration in various parts of the structures, on various segments of piping, and on appurtenance items. At DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) request, ORNL Subject Matter Experts support PHMSA in its review and analysis of the observed vibration phenomenon. The review and analysis consider possible effects of pipeline design features, vibration characteristics, machinery configuration, and operating practices on the structural capacity and leak tight integrity of the pipeline. Emphasis is placed on protection of welded joints and machinery against failure from cyclic loading. A series of vibration measurements were carried out by the author during the site visit to PS09, the power of the operating pump during the data collection is at about 2970KW, which is less than that of APSC's vibration data collected at 3900KW. Thus, a first order proportional factor of 4900/2970 was used to project the measured velocity data to that of APSC's measurement of the velocity data. It is also noted here that the average or the peak-hold value of the measured velocity data was used in the author's reported data, and only the maximum peak-hold data was used in APSC's reported data. Therefore, in some cases APSC's data is higher than the author's projective estimates that using the average data. In general the projected velocity data are consistent with APSC's measurements; the examples of comparison at various locations are illustrated in the Table 1. This exercise validates and confirms the report vibration data stated in APSC's summary report. After the reinforcement project for PS09 Station, a significant reduction of vibration intensity was observed for the associated pipelines at the SR Modules. EDI Co. provided a detailed vibration intensity investigation for the newly reinforced Pump Module structures and the associated pipelines. A follow-up review of EDI

    This EA evaluates and updates the potential environmental impacts of DOE’s proposed continued operations of the NCCC Project at the PSDF plant. The NCCC is designed to test and evaluate carbon dioxide (CO2) control technologies for power generation facilities, including CO2 capture solvents and sorbents, mass-transfer devices, lower cost water-gas shift reactors, and scaled-up membrane technologies. Additionally, the NCCC evaluates methods to integrate CO2 capture technologies with other coal-based power plant systems by testing both pre-combustion and post-combustion technologies. The NCCC provides the capability to test these systems under a wide range of fuels, including bituminous and sub-bituminous coals, lignites and biomass/coal mixtures.     This annual report describes the environmental monitoring programs related to the Department of Energy’s (DOE) activities at the Santa Susana Field Laboratory (SSFL) facility located in Ventura County, California during 2005. Part of the SSFL facility, known as Area IV, had been used for DOE’s activities since the 1950s. A broad range of energy related research and development (R&D) projects, including nuclear technologies projects, was conducted at the site. All the nuclear R&D operations in Area IV ceased in 1988. Current efforts are directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and closure of facilities used for liquid metal research.

    Under the U.S. Department of Energy's Clean Coal Technology Program (Round 3), a project was completed to demonstrate control of boiler NOX emissions and to a lesser degree, due to coal replacement, SO2 emissions. The project involved combining Gas Reburning with Low NOX Burners (GR-LNB) on a coal-fired electric utility boiler to determine if high levels of NOX reduction (70%) could be achieved. Sponsors of the project included the U.S. Department of Energy, the Gas Research Institute, Public Service Company of Colorado, Colorado Interstate Gas, Electric Power Research Institute, and the Energy and Environmental Research Corporation. The GR-LNB demonstration was performed on Public Service Company of Colorado's (PSCO) Cherokee Unit #3, located in Denver, Colorado. This unit is a 172 MW~ wall-fired boiler that uses Colorado Bituminous, low-sulfur coal. It had a baseline NOX emission level of 0.73 lb/106 Btu using conventional burners. Low NOX burners are designed to yield lower NOX emissions than conventional burners. However, the NOX control achieved with this technique is limited to 30-50%. Also, with LNBs, CO emissions can increase to above acceptable standards. Gas Reburning (GR) is designed to reduce NOX in the flue gas by staged fuel combustion. This technology involves the introduction of natural gas into the hot furnace flue gas stream. When combined, GR and LNBs minimize NOX emissions and maintain acceptable levels of CO emissions. A comprehensive test program was completed, operating over a wide range of boiler conditions. Over 4,000 hours of operation were achieved, providing substantial data. Measurements were taken to quantify reductions in NOX emissions, the impact on boiler equipment and operability and factors influencing costs. The GR-LNB technology achieved good NOX emission reductions and the goals of the project were achieved.     The Babcock & Wilcox Company (B&W) operates a nuclear fuel production plant in Virginia. It is a privately owned facility licensed by the U.S. Nuclear Regulatory Commission (NRC). The NRC maintains a resident inspector on-site. The plant produces highly enriched fuel for both certain defense programs and the various U.S. research and test reactors. The plant also produces nuclear fuel at an intermediate enrichment (20 wt%) for research and test reactors in the United States and overseas. B&W operates a highly enriched uranium recovery operation for its scrap and as a service to various U.S. Department of Energy sites. B&W`s downblending operations are designed to produce low-enriched fuel (5 wt%); the company is currently under contract to clean up and downblend Sapphire material.     This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

    During the past few years, there has been significant interest in alternative ways to manage power systems over a larger effective electrical footprint. Large regional transmission organizations in the Eastern Interconnection have effectively consolidated balancing areas, achieving significant economies of scale that result in a reduction in required reserves. Conversely, in the Western Interconnection there are many balancing areas, which will result in challenges if there is significant wind and solar energy development in the region. A recent proposal to the Western Electricity Coordinating Council suggests a regional energy imbalance service (EIS). To evaluate this EIS, a number of analyses are in process or are planned. This paper describes one part of an analysis of the EIS's implication on operating reserves under several alternative scenarios of the market footprint and participation. We improve on the operating reserves method utilized in the Eastern Wind Integration and Transmission Study and apply this modified approach to data from the Western Wind and Solar Integration Study.

    As part of its restructuring efforts in the electric utility industry, the Federal Energy Regulatory Commission (FERC) has encouraged voluntary corporate unbundling in an effort to promote a competitive electric market, recently proposing to define the minimal and desired characteristics of a regional transmission organization (RTO). The promotion of competition requires certain features in a transmission system, which include inter alia, (1) independent operation; (2) efficient pricing of congestion; (3) congestion management; (4) provision of ancillary services; (5) elimination of pancaked transmission rates; (6) appropriate transmission pricing; and (7) price transparency. A promising type of corporate unbundling that can provide these features is an independent transmission company (ITC).

    France has been disposing of low-level radioactive waste (LLW) at the Centre de Stockage de la Manche (CSM) since 1969 and now at the Centre de Stockage de l`Aube (CSA) since 1992. In France, several agencies and companies are involved in the development and implementation of LLW technology. The Commissariat a l`Energie Atomic (CEA), is responsible for research and development of new technologies. The Agence National pour la Gestion des Dechets Radioactifs is the agency responsible for the construction and operation of disposal facilities and for wastes acceptance for these facilities. Compagnie Generale des Matieres Nucleaires provides fuel services, including uranium enrichment, fuel fabrication, and fuel reprocessing, and is thus one generator of LLW. Societe pour les Techniques Nouvelles is an engineering company responsible for commercializing CEA waste management technology and for engineering and design support for the facilities. Numatec, Inc. is a US company representing these French companies and agencies in the US. In Task 1.1 of Numatec`s contract with Martin Marietta Energy Systems, Numatec provides details on the design, construction and operation of the LLW disposal facilities at CSM and CSA. Lessons learned from operation of CSM and incorporated into the design, construction and operating procedures at CSA are identified and discussed. The process used by the French for identification, selection, and evaluation of disposal technologies is provided. Specifically, the decisionmaking process resulting in the change in disposal facility design for the CSA versus the CSM is discussed. This report provides` all of the basic information in these areas and reflects actual experience to date.

    Air-operated valves (AOVs) are used in a variety of safety-related applications at nuclear power plants. They are often used where rapid stroke times are required or precise control of the valve obturator is required. They can be designed to operate automatically upon loss of power, which is often desirable when selecting components for response to design basis conditions. The purpose of this report is to examine the reported failures of AOVs and determine whether there are identifiable trends in the failures related to predictable causes. This report examines the specific components that comprise a typical AOV, how those components fail, when they fail, and how such failures are discovered. It also examines whether current testing frequencies and methods are effective in predicting such failures.

    Elf Petroleum Norge had for 10 years been operating the North East Frigg field. This gas field was the first subsea field on the Norwegian Continental shelf. It was shut down on the 8th May 1993. Elf Petroleum Norge used the shut down as an ideal opportunity to review the performance of the subsea equipment. An investigation was initiated,its purpose, to gather information regarding the history, wear, effect of cathodic protection, corrosion etc from the X-mas tree components.

    This document describes the operating procedure for the System Configuration Control Board (SCCB) performed in support of the Windows Calorimeter Control (WinCal) system. This board will consist of representatives from Babcock & Wilcox Hanford Company Babcock & Wilcox Protec, Inc.; and Lockheed Martin Services, Inc. In accordance with agreements for the joint use of the Babcock & Wilcox Hanford Company calorimeters located in the Hanford Site Plutonium Finishing Plant (PFP) Nondestructive Assay Laboratory, concurrence regarding changes to the WinCal system will be obtained from the International Atomic Energy Agency (IAEA). Further, changes to the WinCal software will be communicated to Los Alamos National Laboratory.

    This study identifies, documents, and analyzes the strategies of the seven largest oil companies in the world, collectively called the Majors (Exxon, Shell, Gulf, Mobil, Socal, Texaco, and BP). The period covered for each company begins at its origin, generally near 1900, and concludes in 1976. This study documents and analyzes all the major components of the long-term strategies of these companies since their origins. The policy components of each company's strategy are classified into six categories where major changes have occurred in the growth of the large-scale firm. These policy categories are geographic exapansion, size/scale of operations, vertical integration, horizontal combination, product and industry diversification, and administrative structure. With each category, policies can be compared between firms and overtime to illustrate similarities, differences, and changes in strategy. The main results are discussed.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    This paper reviews three industry authority's views on developments that will impact coiled tubing equipment and techniques for conventional land locations, Arctic and harsh offshore environments. Examples which are provided include the development of high-strength steels, composite pipe, integral lift devices, abrasive jet drilling, and extended reach drilling. It discusses the application of coiled tubing to well completion and maintenance, including the applications to plugged pipelines. The use of new steels and alloys help increase the corrosion resistance of the drilling stem along with greater load-bearing capacity. The economic advantages of coiled drilling versus jointed tubing drilling is somewhat more questionable as the cost for downhole motors and directional tools remain prohibitively high and borehole diameters remain small.

    Oil and gas wells that flow on initial completion eventually reach a condition of liquid loading that kills the wells. This results form declining reservoir pressure, decreased gas volume (velocity), increased water production and other factors that cause liquids to accumulate at the bottom of the well and exert back pressure on the formation. This restricts or in some cases prevents fluid entry into the wellbore form the formation. Flowing production can be restored or increased by reducing surface backpressure, well bore stimulation, pressure maintenance or by installing a string of smaller diameter tubing. This paper reports on installation (hanging off) of a concentric string of coiled tubing inside existing production tubing which is an economically viable, safe, convenient and effective alterative for returning some of these liquid loaded )logged-up) wells to flowing status.

    Coiled tubing can be used to wash or spot acid across completion intervals in vertical and high-angle wells. This technique allows easy wellbore cleanout, fluid placement flexibility and convenient flowback, and reduces damage from tubular deposits. Better zone coverage and rapid load recovery can improve well productivity. Oil and gas completions are intended to provide for efficient fluid transfer from permeable zones. When fluid inflow is less than optimum, the blockage or restriction is called 'formation damage,' and production or injection can be significantly affected. Damage mitigation treatments range form simple acid soaks to massive hydraulic fracturing, depending on damage type and severity. This article covers planning, designing and implementing treatments using coiled tubing.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

The objective of the audit was to determine whether Nevada and its Management and Operating (M&O) contractors were following Federal and Department policies with regard to directed support service subcontracts. The audit showed that program offices in Nevada and Headquarters were directing the Nevada M&O contractor to award subcontracts to specific companies or individuals. The subcontractors reported either directly to a program office or to a national laboratory. Furthermore, the subcontractors` work products were delivered directly to the requesting program office. The M&O contractor had only administrative responsibility for the subcontracts awarded. This occurred because Nevada had not established adequate internal controls over the process of procuring support service. As a result, the M&O contractor was paid a higher award fee for managing the Department`s contracts and may have incurred additional costs in staffing its procurement office. We recommended that the Manager, Nevada Operations Office, discontinue directed support service subcontracts to its M&O contractor and act to strengthen internal controls over subcontracting. Nevada management partially concurred with the recommendations but did not believe the directed procurements cited in the report were inappropriate.     On October 7, 1994, EPA filed a complaint against Eastman Kodak Company for alleged RCRA violations at Kodak`s manufacturing and hazardous waste treatment, storage, and disposal facilities located in Rochester, New York. A proposed consent decree accompanied the complaint filed in the US District Court for the Western District of New York (United States v. Eastman Kodak Company, Dockett Number: 94-CV-6503T). According to the terms of the proposed consent decree, Kodak is to pay an $8 million civil penalty by implementing six environmental projects. The company must also upgrade its industrial sewer system and bring all operations into compliance with RCRA regulations. This action indicates EPA`s intent to promote waste reduction and pollution prevention in addition to requiring compliance at large, aging manufacturing facilities.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    The Southern California Edison Company (SCE) and the US Department of Energy (DOE) entered into cooperative agreement No. DE-FC07-91ID13077 on August 23, 1991, which expired on August 3, 1996. This cooperative agreement provided SCE with DOE cofunding for participation in the DOE`s Electric and Hybrid Vehicle Site Operator Program. In return, SCE provided the DOE with quarterly progress reports which include operating and maintenance data for the electric (EVs) vehicles in SCE`s fleet. Herein is SCE`s final report for the 1992 to 1996 agreement period. As of September 1, 1996 the SCE fleet had 65 electric vehicles in service. A total of 578,200 miles had been logged. During the agreement period, SCE sent the DOE a total of 19 technical reports (Appendix B). This report summarizes the technical achievements which took place during a long, productive and rewarding, relationship with the DOE.

    This study evaluates the business case for additional bulk electric energy storage in the Southern Company service territory for the year 2020. The model was used to examine how system operations are likely to change as additional storage is added. The storage resources were allowed to provide energy time shift, regulation reserve, and spinning reserve services. Several storage facilities, including pumped hydroelectric systems, flywheels, and bulk-scale batteries, were considered. These scenarios were tested against a range of sensitivities: three different natural gas price assumptions, a 15% decrease in coal-fired generation capacity, and a high renewable penetration (10% of total generation from wind energy). Only in the elevated natural gas price sensitivities did some of the additional bulk-scale storage projects appear justifiable on the basis of projected production cost savings. Enabling existing peak shaving hydroelectric plants to provide regulation and spinning reserve, however, is likely to provide savings that justify the project cost even at anticipated natural gas price levels. Transmission and distribution applications of storage were not examined in this study. Allowing new storage facilities to serve both bulk grid and transmission/distribution-level needs may provide for increased benefit streams, and thus make a stronger business case for additional storage.

Black-Right-Pointing-Pointer Articulating these markets is a strategic challenge for Swedish municipally owned waste management. - Abstract: This paper describes how the business model of two leading Swedish municipally owned solid waste management companies exposes them to four different but related markets: a political market in which their legitimacy as an organization is determined; a waste-as-material market that determines their access to waste as a process input; a technical market in which these companies choose what waste processing technique to use; and a commercial market in which they market their products. Each of these markets has a logic of its own. Managing these logics and articulating the interrelationships between these markets is a key strategic challenge for these companies.

    Seadrift Pipeline Corp. recently decommissioned its Ella Pipeline, an 108-mile, 8-in. line between the King Ranch and a Union Carbide plant at Seadrift, Texas. The pipeline company opted for the product transfer services of pipeline Dehydrators Inc. to evacuate the ethane-rich LPG mixture from the pipeline instead of flaring the LPG or displacing it with nitrogen at operating pressures into another pipeline. The product transfer system of Pipeline Dehydrators incorporates the use of highly specialized portable compressors, heat exchangers and interconnected piping. The product transfer process of evacuating a pipeline is an economically viable method that safely recovers a very high percentage of the product while maintaining product purity. Using positive-displacement compressors, PLD transferred the LPG from the idled 8-in. Ella line into an adjacent 12-in. ethane pipeline that remained in service at approximately 800 psig. Approximately 4.3 million lb of LPG (97% ethane, 2.7% methane and 0.3% propane) were transferred into the ethane pipeline, lowering the pressure on the Ella Pipeline from 800 psig to 65 psig.

    Honda Motor Company of Japan in a four-year period from 1968 to 1872 designed, tested, and mass-produced a stratified charge engine, the CVCC, which in comparison to conventional engines of similar output at the time was lower in CO, HC and NO/sub x/ emissions and higher in fuel economy. Honda developed the CVCC engine without government assistance or outside help. Honda's success came at a time when steadily increasing fuel costs and the various provisions of the Clean Air Act had forced US automakers to consider possible alternatives to the conventional gasoline engine. While most major engine manufacturers had investigated some form of stratified charge engine, Honda's CVCC was the only one to find successful market application. This case study examines the circumstances surrounding the development of the CVCC engine and its introduction into the Japanese and American markets.

    Anthrax, an infectious disease caused by the bacterium Bacillus anthracic, poses a significant threat to U.S. national security as demonstrated by the 2001 terrorist attacks that targeted the U.S. Postal Service and Hart Senate Office Building in Washington, DC. Sandia National Laboratories developed an anthrax detection sensor for low-resource environments called the Anthrax Detection Cartridge. The portable device, developed from a Laboratory Directed Research and Development project, is inexpensive and requires no power to run and minimal training to operate. It quickly provides highly reliable anthrax detection in controlled environments, rivaling the selectivity of rigorous laboratory analysis. Winner of a 2014 R&D 100 Award, the Anthrax Detection Cartridge is a self-contained, credit-card sized test system that cultures a sample in a patent-pending amplification chamber using selective growth media. Once a sample is inserted, patent-pending magnetically operated valves advance it from stage to stage to complete the testing process. The device uses a lateral flow assay (LFA) to determine if the sample is dangerous anthrax, and then treats the sample with disinfectant. Anthrax outbreaks are common in livestock and pose significant risks to animal and public health. Diagnosis currently often requires isolation and analysis of the organism within a laboratory. These resources are often absent or difficult to obtain in rural or poorer areas. With minor modifications, simply swapping out the selective growth medium and LFA strip, the cartridges can be adapted to detect other bacteria, such as salmonella in agricultural settings, as well as bacteria of medical interest. Aquila, a woman-owned small business based in New Mexico that specializes in the design and manufacture of technologies and services for nuclear security and international safeguards, is licensing the Anthrax Detection Cartridge technology and plans to manufacture the device.     Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    The Nuclear Waste Policy Act of 1982 assigned to the Department of Energy's (DOE) Office of Civilian Waste Management the responsibility for disposing of high-level waste and spent fuel. A significant part of that responsibility involves transporting nuclear waste materials within the federal waste management system; that is, from the waste generator to the repository. The lead responsibility for transportation operations has been assigned to Oak Ridge Operations, with Oak Ridge National Laboratory (ORNL) providing technical support through the Transportation Operations Support Task Group. One of the ORNL support activities involves assessing what facilities, equipment and services are required to assure that an acceptable, cost-effective and safe transportation operations system can be designed, operated and maintained. This study reviews, surveys and assesses the experience of Nuclear Assurance Corporation (NAC) in operating a fleet of spent-fuel shipping casks to aid in developing the spent-fuel transportation system.

    As the title indicates, the purpose of this paper is to relate how and why Tampa Electric Company decided to select the Integrated Gasification Combined Cycle (IGCC) for their next capacity addition at Polk Power Station, Polk Unit No. 1. For a complete understanding of this process, it is necessary to review the history related to the initial formulation of the IGCC concept as it was proposed to the Department of Energy (DOE) Clean Coal Initiative Round Three. Further, it is important to understand the relationship between Tampa Electric Company and TECO Pay Services Corporation (TPS). TECO Energy, Inc. is an energy related holding company with headquarters in Tampa, Florida. Tampa Electric Company is the principal, wholly-owned subsidiary of TECO Energy, Inc. Tampa Electric Company is an investor-owned electric utility with about 3200 MW of generation capacity of which 97% is coal fired. Tampa Electric Company serves about 2,000 square miles and approximately 470,000 customers, in west central Florida, primarily in and around Hillsborough County and Tampa, Florida. Tampa Electric Company generating units consist of coal fired units ranging in size from a 110 MW coal fired cyclone unit installed in 1957 to a 450 MW pulverized coal unit with wet limestone flue gas desulfurization installed in 1985. In addition, Tampa Electric Company has six (6) No. 6 oil fired steam units totaling approximately 220 MW. Five (5) of these units, located at the Hookers Point Station, were installed in the late 1940's and early 1950's. Tampa Electric also has about 150 MW of No. 2 oil fired start-up and peaking combustion turbines. The company also owns a 1966 vintage 12 MW natural gas fired steam plant (Dinner Lake) and two nO. 6 oil fired diesel units with heat recovery equipment built in 1983 (Phillips Plant).
