Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Idaho Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. OTD programs are designed to make new, innovative, and more cost-effective technologies available for transfer to DOE environmental restoration and waste management end-users. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

Report on inspection of the performance based incentive program at the Richland Operations Office

The Fiscal Year (FY) 1995 Performance Based Incentive (PBI) Program at the Department of Energy`s (DOE) Richland Operations Office (Richland) was initiated by Richland as one part of the broader DOE Contract Reform Initiative being implemented at the Hanford Site in FY 1995. This program was identified as an area of concern by the Office of Inspections as a result of previous inspection work. Specifically, during a limited review of the construction of an Effluent Treatment Facility at the Hanford Site, we were unable to identify any written policies describing PBI program controls or implementation procedures. We were told that Richland Operations Office Program Management personnel were not directly involved in the selection of the Effluent Treatment Facility project for the PBI Program, or in the determination that this particular PBI would be established with a potential fee of $1 million.

The U.S. Department of Energy, Nevada Operations Office (DOE/NV), Completion Report provides a summary of activities conducted at the Nevada Test Site (NTS) between October 1, 1992, and September 30, 1993, associated with Operation KLAXON. (In the past, each annual Completion Report dealt with a series of underground nuclear detonations; however, because no nuclear tests were conducted during FY 1993, this Report summarizes continuing nonnuclear and nuclear test readiness activities at the NTS sponsored by DOE/NV.) The report serves as a reference for those involved with the planning and execution of Operation KLAXON and also serves as a planning guide for future operations. Information in the report covers the logistics and management of activities. Scientific information and data associated with NTS activities are presented in technical documents published by participating agencies. In September 1992, Congress legislated a nine-month moratorium on the testing of nuclear weapons. The bill also provided for a resumption of testing (with no more than five tests per year, or a total of 15 during the next three years) in July 1993, and mandated an end to nuclear testing, entirely, by 1996. President Bush signed the bill into law in October 1992.

The Health and Safety Laboratory (HASL) of the Atomic Energy Commission has provided much of the data on exposure assessment in uranium contractor facilities and on fallout radionuclides in the environment. The research performed in the beryllium industry 1947-1949 led to establishment of the protection standards that exist to this day. This laboratory was formed in 1947, as part of the Medical Division of the New York Operations Office, directed by B.S. Wolf, HASL was directed initially by Merril Eisenbud and subsequently by S. Allen Lough and John Harley. The history of the Laboratory is traced from its beginning, and the projects described that led to HASL's reputation as a trouble-shooting arm of the Atomic Energy Commission. 4 refs.

The national plan, entitled Environmental Restoration and Waste Management Five-Year Plan (DOE 1990b) (hereinafter referred to as the DOE-HQ Five-Year Plan) is the cornerstone of the US Department of Energy's (DOE) long-term strategy in environmental restoration and waste management. The DOE-HQ Five-Year Plan addresses overall philosophy and environmental and waste-related activities under the responsibilities of the DOE Office of Environmental Restoration and Waste Management. The plan also reaffirms DOE-HQ goals to bring its nuclear sites into environmental compliance in cooperation with its regulators and the public, and to clean up and restore the environment by 2019 (the commitment for the Hanford Site is for one year sooner, or 2018). This document is part of the site-specific plan for the US Department of Energy-Richland Operations Office (DOE-RL). It is the first revision of the original plan, which was dated December 1989 (DOE-RL 1989a). The Nevada Test Site Underground Safety and Health Standards Working Group was formed at the direction of John D. Stewart, Director, Nevada Test Site Office in April, 1990. The objective of the Working Group was to compile a safety and health standard from the California Tunnel Safety Orders and OSHA for the underground operations at the NTS, (excluding Yucca Mountain). These standards are called the NTS U/G Safety and Health Standards. The Working Group submits these standards as a RECOMMENDATION to the Director, NTSO. Although the Working Group considers these standards to be the most integrated and comprehensive standards that could be developed for NTS Underground Operations, the intent is not to supersede or replace any relevant DOE orders. Rather the intent is to collate the multiple safety and health references contained in DOE Order 5480.4 that have applicability to NTS Underground Operations into a single safety and heath standard to be used in the underground operations at the NTS. Each portion of the standard was included only after careful consideration by the Working Group and is judged to be both effective and appropriate. The specific methods and rationale used by the Working Group are outlined as follows: The letter from DOE/HQ, dated September 28, 1990 cited OSHA and the CTSO as the safety and health codes applicable to underground operations at the NTS. These mandated codes were each originally developed to be comprehensive, i.e., all underground operations of a particular type (e.g., tunnels in the case of the CTSO) were intended to be adequately regulated by the appropriate code. However, this is not true; the Working Group found extensive and confusing overlap in the codes in numerous areas. Other subjects and activities were addressed by the various codes in cursory fashion or not at all.

DOE Order 5400.1, ``General Environmental Protection Program,`` established environmental protection program requirements, authorities, and responsibilities to assure that the Department of Energy (DOE) operations are in compliance with applicable federal, state, and local environmental protection laws and regulations, executive orders, and internal department policies. Chapter III of DOE Order 5400.1 required that each field organization prepare a plan for implementing the requirements of this order by no later than November 9, 1989, and update the plan annually. Therefore, the Department of Energy/Nevada Operations Office (DOE/NV) has prepared this fourth annual update of its Environmental Protection Implementation Plan (EPIP). The Order and corresponding guidances also require estimated budgetary resources necessary for implementation of the Order be identified in the Environmental Protection Implementation Plan. To satisfy this requirement, the estimated costs to effectuate necessary changes in existing programs or processes and to institute new programs or processes for compliance with the Order are provided in the following sections of this plan. The DOE/NV Assistant Manager for Environment, Safety, Security, & Health (AMESSH), in consultation with other organizations responsible for line management of plan implementation, is responsible for annual plan revisions.

The first report covered January through June of 1984, and the second report covered July through December 1984. Since those first two semiannual reports, AEOD has published annual reports of its activities from 1985 through 1993. Beginning with the report for 1986, AEOD Annual Reports have been published as NUREG-1272. Beginning with the report for 1987, NUREG-1272 has been published in two parts, No. 1 covering power reactors and No. 2 covering nonreactors (changed to {open_quotes}nuclear materials{close_quotes} with the 1993 report). The 1993 AEOD Annual Report was NUREG-1272, Volume 8. AEOD has changed its annual report from a calendar year to a fiscal year report to be consistent with the NRC Annual Report and to conserve staff resources. NUREG-1272, Volume 9, No. 1 and No. 2, therefore, are combined calendar year 1994 (1994) and fiscal year 1995 (FY 95) reports which describe activities conducted between January 1, 1994, and September 30, 1995. Certain data which have historically been reported on a calendar year basis, however, are complete through calendar year 1995. Throughout this report, whenever information is presented for fiscal year 1995, it is designated as FY 95 data. Calendar year information is always designated by the four digits of the calendar year. The Department of Energy (DOE) has prepared an Environmental Assessment (EA), DOE/EA-1107, analyzing the environmental effects relating to the construction and operation of an office building at the Stanford Linear Accelerator Center (SLAC). SLAC is a national facility operated by Stanford University, California, under contract with DOE. The center is dedicated to research in elementary particle physics and in those fields that make use of its synchrotron facilities. The objective for the construction and operation of an office building is to provide adequate office space for existing SLAC Waste Management (WM) personnel, so as to centralize WM personnel and to make WM operations more efficient and effective. Based on the analyses in the EA, the DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact (FONSI).

The new site, located off Maryland Route 26, shall provide space for an office building and parking; and secured shop building and storage yard. Energy use in office buildings

This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

These mandates require compliance with applicable federal, state, and local environmental protection regulations. The Idaho National Engineering Laboratory (INEL) is currently storing a large quantity of alpha contaminated mixed low level waste which will require treatment prior to disposal. The DOE Idaho Operations Office (DOE-ID) recognized that current knowledge and funding were insufficient to directly pursue services for the requisite treatment. Therefore, it was decided that private sector studies would be funded to clarify cost, regulatory, technology, and contractual issues associated with procuring treatment services. This report analyzes the three private sector studies procured and recommends a path forward for DOE in procuring retrieval, assay, characterization, and treatment services for INEL transuranic and alpha contaminated mixed low level waste. The reports contain a discussion of the Incident Investigation Team program and summarize the Incident Investigation Team and Augmented Inspection Team reports for that group of licensees. Office of Inspector General report on audit of Department of Energy management and operating contractor available fees

The Office of Procurement and Assistance Management has proposed changes to the method used to annually calculate and negotiate ``for profit`` management and operating contractor available fees. This proposal will increase contractor fees in exchange for the contractor`s purported assumption of additional risk. In 1991, the Department, through the Accountability Rule, increased contractor fees as an incentive to improve contractor performance and accountability. Despite the lack of measurable benefits of this effort, the Department is crafting a new fee policy which will, depending upon how it is executed, increase fees above the amount provided through the Accountability Rule as an incentive to the Department`s management and operating contractors. The objective of the audit was to determine whether the Department`s proposed change to the fee structure for determining management and operating contractor fees will be cost effective. This report describes the study`s approach, its findings and recommendations, management and auditor comments, and includes appendices with further data.

Hamm, Germany The new office building for DB Netz AG was designed by the collaborative team of Architrav Architects and the Buildings Physics and Technical Building Services group of the University of Karlsruhe. The team developed an energy efficient building concept for the 64,304 sqft office building, located in Hamm, Germany. The design concept of the building is dominated by architectural solutions for ventilation, cooling and lighting. Use of HVAC and electric lighting is minimized as much as possible.

US Department of Energy Nevada Operations Office annual site environmental report, 1992. Volume 1

This report contains the environmental monitoring and assessment results for the Nevada Test Site for 1992. Monitoring and surveillance on and around the NTS by DOE contractors and Site user organizations during 1992 indicated that underground nuclear testing operations were conducted in compliance with regulations, i.e., the dose the maximally exposed offsite individual could have received was less than 0.15 percent of the guideline for air exposure. All 1992 nuclear events took place during the first three quarters of the calendar year prior to the Congressional testing moratorium. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from test operations was not detectable offsite, and no measurable net exposure to members of the offsite population was detected through the offsite dosimetry program. Using the CAP88-PC model and NTS radionuclide emissions data, the calculated maximum effective dose equivalent offsite would have been 0.012 mrem. Any person receiving this dose was also exposed to 78 mrem from natural background radiation. There were no nonradiological releases to the offsite area. Hazardous wastes were shipped to EPA-approved disposal facilities. Compliance with the various regulations stemming from the National Environmental Policy Act is being achieved and, where mandated, permits for air and water discharges and waste management have been obtained from the appropriate agencies. Non-NTS support facilities complied with the requirements of air quality permits and state or local wastewater discharge and hazardous waste permits.

Assessment of the Plutonium Finishing Plant Criticality Alarm System U.S. Department of Energy Richland Operations Office

At the request of the Assistant Manager for Safety and Engineering, the U.S. Department of Energy Richland Operations Office (RL) Engineering Support Division, performed an oversight review of the Plutonium Finishing Plant (PFP) nuclear Criticality Alarm System (CAS). The review was conducted to satisfy requirements and agreements associated with Defense Nuclear Facility Safety Board (DNFSB) Recommendation 2000-2, ''Vital Safety Systems.'' The PFP is managed by Fluor Hanford, Inc. for RL. The field assessment and staff interviews were conducted August 12 through August 19,2002. This was a limited scope assessment that consisted of a review of the nuclear CAS operations, maintenance, and compliance with National Consensus Standards Requirements. The main purpose of the assessment was to determine the adequacy of the existing alarm system and its associated infrastructure to support the PFP facility mission through the remaining facility lifetime. The Review Plan was modeled upon Criteria and Review Approach Documents (CRAD) developed for DNFSB Recommendation 2000-2 reviews conducted across the Hanford Site. Concerns regarding component degradation and failure, increasing numbers of occurrence reports associated with the alarm system, and reliability issues were addressed. Additionally, RL performed a review of the engineering aspects of the CAS including the functions of design authorities and aspects of systems engineering. However, the focus of the assessment was on operations, maintenance, and reliability of the CAS, associated procurement practices, adequacy of safety and engineering policies and procedures, safety documentation, and fundamental engineering practices including training, qualification, and systems engineering. This assessment revealed that the PFP CAS and its associated infrastructure, administrative procedures, and conduct of operations are generally effective. There are no imminent criticality safety issues associated with the operation of the existing CAS. The Assessment Team believes that the CAS, as it presently exists at the PFP facility, is adequate to support the remaining mission lifetime of the facility while continuing to ensure personnel safety. This conclusion is dependent upon a continued level of funding adequate to support the required maintenance and occasional system upgrade. Two findings were identified during this assessment. Additionally, the report identified eight observations and two recommendations. The assessment revealed that recent changes to OSR compliance procedures and other documents do not contain the signature of the CSR as required by procedure. Lack of appropriate approval signatures is a noncompliance with site-level procedures.

Any person receiving this dose would also have received 97 mrem from natural background radiation. There were no nonradiological releases to the offsite area. Hazardous wastes were shipped offsite to approved disposal facilities. Compliance with the various regulations stemming from the National Environmental Policy Act is being achieved and, where mandated, permits for air and water discharges and waste management have been obtained from the appropriate agencies. Support facilities at off-NTS locations compiled with the requirements of air quality permits and state or local wastewater discharge and hazardous waste permits.

In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010 was a pivotal year for the Procurement and Property Department. A provision of the management contract that was signed fives years ago required us to achieve cost savings of $30M. I am proud to announce that this last fiscal year we reached that goal, in large part due to the implementation of eBuy, and the negotiation of strategic sourcing contracts. Our last wall-to-wall inventory exceeded all the Department of Energy's (DOE) national targets and DOE approved the LBNL property system unconditionally. Of the total inventory, 92.3% or 25,601 assets were accounted for using barcode scanning that made the inventory process much more efficient. The effective management of the American Recovery and Reinvestment Act (ARRA) funds was strengthened by the continued successful partnership that LBNL shares with our DOE Site Office. They provided authority, support and clarity to this very complex task. The Laboratory's ARRA Stimulus Committee played a critical role in assuring internal controls, compliance with DOE regulations and quality financial management. The LBNL Budget Officer led a DOE complex-wide effort to identify and share how various DOE facilities track and report ARRA-funded projects, share best practices, evaluate issues and discuss solutions. LBNL has been recognized as a leader in this process and will continue to share knowledge and best practices with other DOE laboratories. Continuous education of our staff as well as the greater Laboratory population was still a major focus of the OCFO. With the help of many OCFO senior managers and staff that acted as subject-matter experts, the Core Financial Management Program was completely re-engineered and resulted in a revised classroom and web-based curriculum that will be formally rolled out Lab-wide in early FY2011. The Office of Sponsored Projects and Industry Partnerships (OSPIP) led the effort to select and purchase four Click Commerce software modules for the LBNL electronic Scientific Research Administration (eSRA) project. In early FY2010, the implementation of the Institutional Review Board (IRB) module,

SciTech Connect (OSTI)

The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE`s goal for environmental restoration. OTD manages an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT and E) for environmental cleanup, waste management, and related technologies. The program is designed to resolve major technical issues, to rapidly advanced beyond current technologies for environmental restoration and waste management operations, and to expedite compliance with applicable environmental laws and regulations. This report summarizes Fiscal Year 1994 (FY94) programmatic information, accomplishments, and planned activities relevant to the individual activities within OTD`s RDDT and E.

Indoor Pollutants Emitted by Electronic Office Equipment

The last few decades have seen major changes in how people collect and process information at work and in their homes. More people are spending significant amounts of time in close proximity to computers, video display units, printers, fax machines and photocopiers. At the same time, efforts to improve energy efficiency in buildings by reducing leaks in building envelopes are resulting in tighter (i.e., less ventilated) indoor environments. Therefore, it is critical to understand pollutant emission rates for office equipment because even low emissions in areas that are under-ventilated or where individuals are in close proximity to the pollutant source can result in important indoor exposures. We reviewed existing literature reports on pollutant emission by office equipment, and measured emission factors of equipment with significant market share in California. We determined emission factors for a range of chemical classes including volatile and semivolatile organic compounds (VOCs and SVOCs), ozone and particulates. The measured SVOCs include phthalate esters, brominated and organophosphate flame retardants and polycyclic aromatic hydrocarbons. Measurements were carried out in large and small exposure chambers for several different categories of office equipment. Screening experiments using specific duty cycles in a large test chamber ({approx}20 m{sup 3}) allowed for the assessment of emissions for a range of pollutants. Results from the screening experiments identified pollutants and conditions that were relevant for each category of office equipment. In the second phase of the study, we used a smaller test chamber ({approx}1 m{sup 3}) to measure pollutant specific emission factors for individual devices and explored the influence of a range of environmental and operational factors on emission rates. The measured emission factors provide a data set for estimating indoor pollutant concentrations and for exploring the importance of user proximity when estimating exposure concentrations.

The work carried out on behalf of the DOE by the Desert Research Institute (DRI) includes a wide range of research and support activities associated with the Weapons Testing Program conducted at the Nevada Test Site (NTS). Ongoing and new environmental research programs to be conducted by DRI over the period of this contract include archaeological studies, site mitigation plans, compliance activities, and historical research; offsite community radiation monitoring support; environmental compliance activities related to stat and federal regulations; hydrologic assessment of containment of underground nuclear detonations; hydrology/radionuclide investigations designed to better understand and predict the possible subsurface movement of radionuclides at the NTS; and support of various statistical and data management and design, laboratory, field, and administrative activities. In addition to these, archaeological site characterization, flood hazards for rail transportation, and paleofaunal investigations will be carried out in support of the Yucca Mountain Project. Other areas of the overall program which require DRI support are classified security activities, radiation safety and training, quality assurance and control, computer protection and historical data management, review and classification of DRI documents, and preparation of any special reports, e.g., quarterly reports, not included in the requirements of the individual projects. A new set of programs funded by the Office of Technology Development will be in place by the third quarter of FY 1991. These projects will address environmental restoration and waste management concerns, among other related topics. This document contains the Work Plan, including project descriptions, tasks, deliverables and quarterly progress reports on each project for FY 1991.
