    Tevatron Operation Fermilab's Accelerator Complex Fermilab's Accelerator Complex has 10 accelerators. The Tevatron, which shuts down on Sept. 30, is one of those accelerators. The Cockcroft Walton accelerates negative hydrogen ions to 740 kilo electron volts (KeV). The negative ions are then accelerated down the LINAC to 400 MeV.     Fermi National Accelerator Laboratory is constructing an Advanced Accelerator Research and Development facility at New Muon Lab. The cryogenic infrastructure in support of the initial phase of the facility consists of two Tevatron style standalone refrigerators, cryogenic distribution system as well as an ambient temperature pumping system to achieve 2K operations with supporting purification systems. During this phase of the project a single Type III plus 1.3 GHz cryomodule was installed, cooled and tested. Design constraints of the cryomodule required that the cryomodule individual circuits be cooled at predetermined rates. These constraints required special design solutions to achieve. This paper describes the initial cooldown and operational experience of a 1.3 GHz cryomodule using the New Muon Lab cryogenic system.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    The intensity of charged particle beams at Fermilab must be kept within pre-determined safety and operational envelopes in part by assuring all beam within a few percent has been transported from any source to destination. Beam instensity monitors with toroidial pickups provide such beam intensity measurements in the transport lines between accelerators at FNAL. With Run II, much effort was made to continually improve the resolution and accuracy of the system.

    The 1500 W helium refrigerator system utilizes two oil-injected screw compressors staged to feed a liquid nitrogen pre-cooled cold box. Refrigeration is provided by two Sulzer TGL-22 magnetic/gas bearing turbines. The refrigerator feeds six magnet test stands via a 10,000 L dewar and subcooler equipped distribution box. The design of the controls has permitted the system to be routinely operated 24 hours/day, seven days/week with only five operators. It has operated approximately 90% of the 4-1/2 years prior to shutting down in 1984 for a period of one year to move the compressor skid. Scheduled maintenance, failures, repairs and holidays are about equal to the 10% off time. The equipment described was used to test approximately 1200 superconducting magnets for the Fermilab accelerator ring. The seven year operating experience is presented as an equipment and technique review. Compressor hours currently exceed 42,000 and turbine hours exceed 39,000 each. Failure rates, causes, preventive maintenance, monitoring practices and equipment, and modifications are examined along with notes on some of the more successful applications of technique and equipment. 4 refs.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Idaho Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. OTD programs are designed to make new, innovative, and more cost-effective technologies available for transfer to DOE environmental restoration and waste management end-users. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    There are more than 30,000 particle accelerators in operation around the world. At Fermilab, scientists are collaborating with other laboratories and industry to optimize the manufacturing processes for a new type of powerful accelerator that uses superconducting niobium cavities. Experimenting with unique polishing materials, a Fermilab team has now developed an efficient and environmentally friendly way of creating cavities that can propel particles with more than 30 million volts per meter.

    This paper presents the results of 11 after-hours walk-throughs of offices in the San Francisco CA and Washington D.C. areas. The primary purpose of these walk-throughs was to collect data on turn-off rates for various types of office equipment (computers, monitors, printers, fax machines, copiers, and multifunction products). Each piece of equipment observed was recorded and its power status noted (e.g. on, off, low power). Whenever possible, we also recorded whether power management was enabled on the equipment. The floor area audited was recorded as well, which allowed us to calculate equipment densities. We found that only 44 percent of computers, 32 percent of monitors, and 25 percent of printers were turned off at night. Based on our observations we estimate success rates of 56 percent for monitor power management and 96 percent for enabling of power management on printers.

    DOE`s Office of Technology Development manages an aggressive national program for applied research, development, demonstration, testing, and evaluation. This program develops high, payoff technologies to clean up the inventory of DOE nuclear component manufacturing sites and to manage DOE-generated waste faster, safer, and cheaper than current environmental cleanup technologies. OTD programs are designed to make new, innovative, and more effective technologies available for transfer to users through progressive development. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD technologies address three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention.

    A design for a 900-1000 GeV, 100 khz parasitic test beam for use during collider operations has been developed. The beam makes use of two bent crystals, one for extraction and the other one for redirecting the beam in to the present Switchyard beam system. The beam requires only a few modifications in the A0 area and largely uses existing devices. It should be straight-forward to modify one or two beam lines in the fixed target experimental areas to work above 800 GeV. Possibilities for improvements to the design,to operate at higher fluxes are discussed.

    The Fermilab Steering Group has developed a plan to keep U.S. accelerator-based particle physics on the pathway to discovery, both at the Terascale with the LHC and the ILC and in the domain of neutrinos and precision physics with a high-intensity accelerator. The plan puts discovering Terascale physics with the LHC and the ILC as Fermilab's highest priority. While supporting ILC development, the plan creates opportunities for exciting science at the intensity frontier. If the ILC remains near the Global Design Effort's technically driven timeline, Fermilab would continue neutrino science with the NOvA experiment, using the NuMI (Neutrinos at the Main Injector) proton plan, scheduled to begin operating in 2011. If ILC construction must wait somewhat longer, Fermilab's plan proposes SNuMI, an upgrade of NuMI to create a more powerful neutrino beam. If the ILC start is postponed significantly, a central feature of the proposed Fermilab plan calls for building an intense proton facility, Project X, consisting of a linear accelerator with the currently planned characteristics of the ILC combined with Fermilab's existing Recycler Ring and the Main Injector accelerator. The major component of Project X is the linac. Cryomodules, radio-frequency distribution, cryogenics and instrumentation for the linac are the same as or similar to those used in the ILC at a scale of about one percent of a full ILC linac. Project X's intense proton beams would open a path to discovery in neutrino science and in precision physics with charged leptons and quarks. World-leading experiments would allow physicists to address key questions of the Quantum Universe: How did the universe come to be? Are there undiscovered principles of nature: new symmetries, new physical laws? Do all the particles and forces become one? What happened to the antimatter? Building Project X's ILC-like linac would offer substantial support for ILC development by accelerating the industrialization of ILC components

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Albuquerque Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents that highlight technology development activities within each of the OTD program elements.     The Department of Energy (Department), Nevada Operations office (Nevada) is responsible for following established policy in obtaining necessary support services through its Contract Management Division. The objective of the audit was to determine whether Nevada and its Management and Operating (M&O) contractors were following Federal and Department policies with regard to directed support service subcontracts. The audit showed that program offices in Nevada and Headquarters were directing the Nevada M&O contractor to award subcontracts to specific companies or individuals. The subcontractors reported either directly to a program office or to a national laboratory. Furthermore, the subcontractors` work products were delivered directly to the requesting program office. The M&O contractor had only administrative responsibility for the subcontracts awarded. This occurred because Nevada had not established adequate internal controls over the process of procuring support service. As a result, the M&O contractor was paid a higher award fee for managing the Department`s contracts and may have incurred additional costs in staffing its procurement office. We recommended that the Manager, Nevada Operations Office, discontinue directed support service subcontracts to its M&O contractor and act to strengthen internal controls over subcontracting. Nevada management partially concurred with the recommendations but did not believe the directed procurements cited in the report were inappropriate. Details of management`s comments and our responses are included in Part III.

    The performance of the Fermilab proton accelerator complex is reviewed. The coming into operation of the NuMI neutrino line and the implementation of slip-stacking to increase the anti-proton production rate has pushed the total beam intensity in the Main Injector up to {approx} 3 x 10{sup 13} protons/pulse. A maximum beam power of 270 kW has been delivered on the NuMI target during the first year of operation. A plan is in place to increase it to 350 kW, in parallel with the operation of the Collider program. As more machines of the Fermilab complex become available with the termination of the Collider operation, a set of upgrades are being planned to reach first 700 kW and then 1.2 MW by reducing the Main Injector cycle time and by implementing proton stacking.
